June 2019 – Humanitarian nee...ds stemming from the crises in Syria and Iraq remain significant throughout the Middle East. Continued violence in Syria raises little prospects for the voluntary, safe, sustainable and dignified return of over 5.6 million refugees in the region. Internally displaced persons range in the millions in Syria and Iraq, and refugees facing protracted displacement in host countries continue to face acute humanitarian needs in Jordan and Lebanon. With GAC's support, the United Nations Population Fund (UNFPA) supports the coordination of humanitarian responses to sexual and gender-based violence (SGBV) and sexual and reproductive health (SRH) across the Middle East, namely in Iraq, Jordan, Lebanon and Syria. Project activities include: (1) improving , informing and implementing cluster SGBV and SRH services and strategies; (2) monitoring and evaluating the performance of the GBV and SRH responses, including producing informational and analytical products; and (3) building the capacity of frontline, local and national SGBV-response and SRH actors to provide quality SGBV and SRH responses. /Juin 2019 – Les besoins humanitaires découlant des crises en Syrie et en Iraq demeurent importants au Moyen-Orient. La violence continuelle en Syrie ne laisse guère entrevoir le retour volontaire, sûr, durable et digne de plus de 5,6 millions de réfugiés dans la région. Des millions de personnes sont déplacées à l'intérieur de leur propre pays, en Syrie et en Iraq. Les réfugiés qui font face à des déplacements prolongés dans les pays d'accueil affrontent des besoins humanitaires aigus en Jordanie et au Liban. Grâce au soutien d'Affaires mondiales Canada (AMC), le Fonds des Nations unies pour la population (UNFPA) appuie la coordination de la réponse à la violence sexuelle et fondée sur le genre (VSFG) et des services de santé sexuelle et reproductive (SSR) dans les interventions humanitaires au Moyen-Orient, notamment en Iraq, en Jordanie, au Liban et en Syrie. This project will investigate ...how a community security mechanism known as Nyumba Kumi (which comprises ten households per cell) used in Kenya and Tanzania might foster safer spaces for youth and women to participate in efforts to counter violent extremism and gender violence. Through a comparative analysis of the operationalization of Nyumba Kumi in these two countries, this study will establish how different contexts influence implementation and explore best practices that could be applied in other parts of Africa. The methodology includes case study approaches to examine the opportunities for strengthening youth engagement in the linkages between informal mechanisms, early warning systems, and prevention of violent extremism. It will examine how a community-led security mechanism can provide a platform for promoting the interface between youth, communities, policymakers and law enforcers, and it will promote the leadership role of youth and women in addressing governance challenges facing their communities. The project aims to transform the attitudes and behaviours of communities, policymakers and law enforcers so that they embrace and promote community security mechanisms as tools and platforms for strengthening youth engagement in the prevention of violent extremism and creation of safer spaces. Ultimately, the project will inform the development of evidence-based policies and will influence practices by security actors and other stakeholders on the importance of active youth engagement and participation of youths in community security, policing, and early warning processes.The University of Dar-Es-Salaam will lead this project in Tanzania, and will collaborate with researchers from Catholic University in East Africa for the Kenya component. Using a participatory approach, researchers will target youths (male and female), government officials, religious leaders, political elites and non-state actors involved in community policing and promotion of security.

This project seeks to improve ...learning outcomes for girls and adolescent girls in 13 fragile and conflict-affected contexts, and in humanitarian settings. Violence in fragile or conflict-affected contexts and in humanitarian settings prevents girls and adolescent girls from accessing safe quality education. The project aims to use data to better understand the barriers to girls' and adolescent girls' education in Côte d'Ivoire, El Salvador, Honduras, Guatemala, Kenya, Lesotho, Malawi, Nigeria, Rwanda, Tanzania, Uganda, Zambia and Zimbabwe. The project also aims to ensure that national education policies and plans in these countries are informed by the most up-to-date evidence on the barriers to education for girls and adolescent girls. The project aims to examine the country data from Violence against Children Surveys (VACS). These are national surveys that have been conducted in 20 countries with information for over 10% of the world's population under the age of 24 on the complex issue of violence, with the goal of informing our policies and programs. This project also provides additional targeted support to the government of Côte d'Ivoire and governments in the Northern Triangle (El Salvador, Guatemala and Honduras) to enhance their ability to develop laws, policies and programs to address these barriers. Project activities include: (1) analyzing existing Violence against Children Surveys (VACS) data with a focus on barriers to girls' and adolescent girls' education in 12 fragile or conflict-affected countries (excluding Guatemala which will benefit from knowledge exchange); (2) advocating for increased understanding and use of new data from secondary analyses to maximize data that is already available, by key education actors in government and civil society; (3) developing a new methodology for conducting a VACS in a humanitarian setting to gain an understanding of violence against children in refugee camps/settlements, and also with special attention to girls' and adolescent girls' education; and (4) providing technical assistance to develop multi-sectoral and gender-transformative National Action Plans in Côte d'Ivoire, Honduras and El Salvador, to prevent and respond to barriers to education for girls and adolescent girls, especially violence. The project's direct beneficiaries include Ministries of Education, of Health, of Women and Children, and of Social Protection among others, in the 13 targeted countries, as well as civil society, non-governmental organizations and advocacy groups working in the field of girls' education. /Ce projet vise à améliorer les résultats d'apprentissage des filles et des adolescentes dans 13 contextes fragiles et touchés par des conflits, ainsi que dans des situations de crise humanitaire. The project aims to empower yo...ung women and girls across Tanzania to make their own decisions regarding their social, economic and political rights, by launching a new iteration of its nationally recognized youth radio show 'Niambie' centered on transforming young women and men's attitudes towards women's rights and gender equality. Project activities include weekly radio programmes, daily social media content and live community events that focus on a wide range of women's rights issues and promoting gender equality. The project also builds connections, linkages and referrals to locally available services that support the social, economic and political rights of young women and girls. The project works to expand the reach of the show's media content, reinvigorate its audio output, and invest in visual content for social media and television. In parallel, the project trains a new generation of young women and men presenters and producers to lead and develop local sister-shows that promote gender equality and raise awareness on issues affecting women and girls in Tanzania. By working closely with the government, civil society and multilateral organizations, the project also amplifies the gender equality messages of these partners. /Le projet vise à renforcer les pouvoirs des jeunes femmes et des filles de la Tanzanie à prendre leurs propres décisions concernant leurs droits sociaux, économiques et politiques, en lançant une nouvelle version de son émission de radio pour la jeunesse « Niambie », reconnue au niveau national et axée sur la transformation des attitudes des jeunes à l'égard des droits des femmes et à l'égalité entre les genres. Les activités du projet comprennent des émissions de radio hebdomadaires, la publication quotidienne de contenu sur les médias sociaux et des évènements communautaires qui ciblent une vaste panoplie de questions relatives aux droits des femmes et à la promotion de l'égalité entre les genres. Le projet établit des liens avec les services d'appui social, économique et politique disponibles au niveau local pour les filles et les jeunes femmes. Le projet s'engage à augmenter la portée et l'impact du contenu de son programme radiophonique, à rajeunir son produit audio et à investir dans le contenu visuel pour les médias sociaux et la télévision. En parallèle, le projet forme une nouvelle génération de jeunes présentateurs et producteurs, femmes et hommes, à diriger et à développer des 'sister-shows' locaux qui promeuvent l'égalité des sexes et sensibilisent aux questions touchant les femmes et les filles en Tanzanie. En travaillant en étroite collaboration avec le gouvernement, la société civile et les organisations multilatérales, le projet amplifie également les messages de ces partenaires en matière d'égalité des sexes.

In additional to its illegal n...ature, early marriage results in a chain of negative consequences for girls who are its victims and represents a major barrier to the economic and social development process. However, West Africa, one of the world's poorest regions, is home to half of the world's 10 countries with the highest prevalence of early marriage. Niger and Mali are at the top of the scale, reporting a prevalence of 77% and 61%, respectively. As well, 36% of girls in Niger are married before age 15, and 75% before age 18. Despite the existence of national, global, and continental legal frameworks, most countries in the region, including Mali and Niger, have not complied with the requirement of a minimum age for marriage of 18 years. Even in Togo, where the legislation complies with international law, there are significant pockets of resistance to change. In this case, policies and programs have been developed by pubic authorities to combat these practices; however, according to recent assessments, they are often not informed of the evidence. Moreover, the strategies developed to search for solutions do not take into account the girls or social stakeholders such as religious and traditional leaders. Against this background, WiLDAF/FeDDAF (Women in Law and Development in Africa / Femmes, Droit et Développement en Afrique) and its partners will produce evidence through participatory research-action-training. This evidence will be used in a context of overlapping formal and informal systems to develop effective strategies and tools to empower girls and turn keepers of traditions into strategic allies that will effectively prevent and combat early marriages in Mali, Niger, Togo, and throughout the region.

This project aims to improve l...earning outcomes for women and girls in fragile and conflict-afflicted settings. The project supports the Safe to Learn Campaign, a global, inter-agency and multi-country initiative, dedicated to ending violence in and around schools, so children are free to learn, thrive and pursue their dreams. The project focuses on addressing violence as a barrier to girls' education, and providing support for developing materials to enhance the integration of gender equality across the Safe to Learn Campaign. Project activities include: (1) increasing the knowledge and capacity of girls and boys, teachers, administrators, community members and religious leaders, to recognize the impact of violence in and around schools; (2) promoting positive gender equitable norms and preventing harassment through the use of positive discipline, and addressing gender stereotypes in communities; (3) strengthening education and child protection systems to be gender responsive by preventing sexual and gender-based violence in and around schools; and (4) empowering girls and boys by engaging them in the design and delivery of solutions to prevent and respond to violence through life skills education. The project expects to benefit 229,320 children, including 135,560 girls. /Ce projet vise à améliorer les résultats d'apprentissage des femmes et des filles dans les contextes fragiles et touchés par les conflits. Le projet soutient la campagne Safe to Learn, une initiative mondiale, interinstitutionnelle et multi-pays, qui vise à mettre fin à la violence dans et autour des écoles, afin que les enfants soient libres d'apprendre, de s'épanouir et de poursuivre leurs rêves. Le projet se concentre sur la lutte contre la violence en tant qu'obstacle à l'éducation des filles et sur le soutien à l'élaboration de matériels destinés à renforcer l'intégration de l'égalité des genre dans la campagne Safe to Learn. This project works with women ...and other surviors of gender-based violence in Nepal, Sri Lanka, Syria and Tunisia to strengthen their ability to effectively engage in transitional justice measures. The project also aims to ensure that states and state institutions take a gendered approach in the planning, designing and implementing of transitional justice measures. The project also works to undertake international outreach to enhance and build norms around the gendered dimensions of human rights violations and transitional justice. Project activities include: (1) conducting preparatory meetings, such as gender and transitional justice sessions, with survivors; (2) capacity building with women's groups; and (3) producing reports and newsletters on the outcomes. /Ce projet travaille avec des femmes et d'autres survivantes de la violence sexiste au Népal, au Sri Lanka, en Syrie et en Tunisie pour renforcer leur capacité à s'engager efficacement dans la justice transitionnelle. Le projet vise aussi à veiller à ce que les États et les institutions étatiques adoptent une approche tenant compte du sexe dans la planification, la conception et la mise en œuvre de mesures en matière de justice transitionnelle. Il permet aussi de faire de la sensibilisation à l'échelle internationale pour améliorer et formuler les normes concernant les aspects fondés sur le sexe des violations des droits de la personne et de la justice transitionnelle. The objective of this project ...is to empower youth to become aware of different cultural realities and engage as active citizens in their local and global communities. The project is designed to foster constructive dialogue in communities, with a view to help societies resolve differences from a confrontational approach to one defined by cooperation and understanding. The project focuses on young men and women with a post-secondary degree in Jordan, Morocco, Pakistan, Egypt, Libya, Turkey and Tunisia. Key activities include: (1) a virtual dialogue program for some 3,500 youth participants which facilitates dialogue with the goal of cultivating knowledge and confidence to become civically active; (2) online trainings designed to develop dialogue skills to mobilize communities; and (3) community dialogue sessions with the goal of tackling contentious community issues such as youth participation in peace-building, decision-making, gender equality, and prevention of radical beliefs. /L'objectif de ce projet est de donner aux jeunes l'occasion de prendre conscience de différentes réalités culturelles et de s'impliquer en tant que citoyens actifs dans la communauté locale et internationale. Le projet est conçu de manière à favoriser un dialogue constructif au sein des communautés, dans l'optique d'aider les sociétés à régler les différends à l'aide d'une approche fondée sur la coopération et la compréhension, plutôt qu'une approche axée sur la confrontation. Les personnes ciblées dans le cadre du projet sont les jeunes hommes et les jeunes femmes titulaires d'un diplôme d'études postsecondaires en Jordanie, au Maroc, au Pakistan, en Égypte, en Libye, en Turquie et en Tunisie. Parmi les principales activités, on note : 1) un programme de dialogue virtuel à l'intention de quelque 3 500 jeunes participants pour faciliter le dialogue dans le but de cultiver leurs connaissances et leur confiance afin qu'ils deviennent des citoyens actifs; 2) des formations en ligne conçues pour développer des compétences en communication dans le but de mobiliser les communautés; 3) des séances de discussions communautaires dans le but de s'attaquer aux enjeux communautaires controversés, comme la participation des jeunes à la consolidation de la paix, la prise de décisions, l'égalité des genres et la prévention des croyances radicales.

Although gender-based violence... (GBV) is endemic globally, some of the highest rates in the world are found in Muslim-majority countries where conservative interpretations of Islamic Family Law persist. Such interpretations often lead to and justify practices such as early child and forced marriage, loss of guardianship by the mother of her children, prohibition of women from initiating divorce, the practice of honour killing, and the right of parents and family members to control the bodies of their spouses, daughters, and female relatives, including the practice of female genital mutilation. As a result, any solution to GBV must address both legislation and cultural understanding if legal reform is to succeed. Such a solution must involve the promotion of moderate interpretations of Islamic Law, by women, women's groups, and other civil society organizations, to challenge the authority of fundamentalist religious authorities and others. This project aims to empower women by informing them about Islamic Family Law, and to provide more moderate interpretations of these laws to protect their human rights as well as to prevent and overcome GBV. This proposed research and advocacy project on GBV will be led by the Lebanon-based Women's Learning Partnership (WLP), building on its 15-year history of research and advocacy training on combating gender-based violence in more than 50 countries. The project seeks to (1) challenge GBV through research and the development of locally-led new knowledge on how to reform Family Law in Muslim-majority countries; (2) use the research as a basis for effective national advocacy against GBV; and (3) build a global advocacy network, the first of its kind, for those who experience GBV justified in the name of religion. The countries of focus will be Lebanon, Jordan, Egypt, Palestinian Territories, Morocco, Mauritania, Pakistan, Senegal, and India (where Muslims are a minority). WLP's wide-scale partnership with well-established organizations located in countries with Muslim majorities in the Global South and India will enable it to reach the widest number of beneficiaries and provide culturally specific, effective solutions for countering GBV. The organization's long history of work with international organizations, including the United Nations and the World Bank, will also allow it to effectively mobilize the international community in support of a global advocacy campaign against GBV.

The objective of this project ...is to empower youth to become aware of different cultural realities and engage as active citizens in their local and global communities. The project is designed to foster constructive dialogue in communities, with a view to help societies resolve differences from a confrontational approach to one defined by cooperation and understanding. The project focuses on young men and women with a post-secondary degree in Jordan, Morocco, Pakistan, Egypt, Libya, Turkey and Tunisia. Key activities include: (1) a virtual dialogue program for some 3,500 youth participants which facilitates dialogue with the goal of cultivating knowledge and confidence to become civically active; (2) online trainings designed to develop dialogue skills to mobilize communities; and (3) community dialogue sessions with the goal of tackling contentious community issues such as youth participation in peace-building, decision-making, gender equality, and prevention of radical beliefs. /L'objectif de ce projet est de donner aux jeunes l'occasion de prendre conscience de différentes réalités culturelles et de s'impliquer en tant que citoyens actifs dans la communauté locale et internationale. Le projet est conçu de manière à favoriser un dialogue constructif au sein des communautés, dans l'optique d'aider les sociétés à régler les différends à l'aide d'une approche fondée sur la coopération et la compréhension, plutôt qu'une approche axée sur la confrontation. Les personnes ciblées dans le cadre du projet sont les jeunes hommes et les jeunes femmes titulaires d'un diplôme d'études postsecondaires en Jordanie, au Maroc, au Pakistan, en Égypte, en Libye, en Turquie et en Tunisie. Parmi les principales activités, on note : 1) un programme de dialogue virtuel à l'intention de quelque 3 500 jeunes participants pour faciliter le dialogue dans le but de cultiver leurs connaissances et leur confiance afin qu'ils deviennent des citoyens actifs; 2) des formations en ligne conçues pour développer des compétences en communication dans le but de mobiliser les communautés; 3) des séances de discussions communautaires dans le but de s'attaquer aux enjeux communautaires controversés, comme la participation des jeunes à la consolidation de la paix, la prise de décisions, l'égalité des genres et la prévention des croyances radicales.

The project supports the UNFPA...-UNICEF Global Programme to Accelerate Action to End Child Marriage, a multi-donor joint United Nations program aimed at eliminating child marriage in 12 countries in Africa and South Asia where the rates of child marriage are among the highest: Bangladesh, Burkina Faso, Ethiopia, Ghana, India, Mozambique, Nepal, Niger, Sierra Leone, Uganda, Yemen and Zambia. The project focuses on enabling girls at risk of child marriage to choose and direct their own futures, through activities aimed at bringing about change in the empowerment of girls, with the ultimate aim to prevent child marriage and support already married girls. Project activities include: (1) building the skills and knowledge of girls at risk of child marriage, and married girls; (2) supporting girls to enrol and remain in formal and non-formal education; (3) engaging in dialogue with families, communities and leaders to protect girls from child marriage and uphold their rights; and (4) working with health and protection systems to implement guidelines, protocols and standards for girl-friendly health and protection services. This project seeks to improve ...learning outcomes for girls and adolescent girls in 13 fragile and conflict-affected contexts, and in humanitarian settings. Violence in fragile or conflict-affected contexts and in humanitarian settings prevents girls and adolescent girls from accessing safe quality education. The project aims to use data to better understand the barriers to girls' and adolescent girls' education in Côte d'Ivoire, El Salvador, Honduras, Guatemala, Kenya, Lesotho, Malawi, Nigeria, Rwanda, Tanzania, Uganda, Zambia and Zimbabwe. The project also aims to ensure that national education policies and plans in these countries are informed by the most up-to-date evidence on the barriers to education for girls and adolescent girls. The project aims to examine the country data from Violence against Children Surveys (VACS). These are national surveys that have been conducted in 20 countries with information for over 10% of the world's population under the age of 24 on the complex issue of violence, with the goal of informing our policies and programs. This project also provides additional targeted support to the government of Côte d'Ivoire and governments in the Northern Triangle (El Salvador, Guatemala and Honduras) to enhance their ability to develop laws, policies and programs to address these barriers. Project activities include: (1) analyzing existing Violence against Children Surveys (VACS) data with a focus on barriers to girls' and adolescent girls' education in 12 fragile or conflict-affected countries (excluding Guatemala which will benefit from knowledge exchange); (2) advocating for increased understanding and use of new data from secondary analyses to maximize data that is already available, by key education actors in government and civil society; (3) developing a new methodology for conducting a VACS in a humanitarian setting to gain an understanding of violence against children in refugee camps/settlements, and also with special attention to girls' and adolescent girls' education; and (4) providing technical assistance to develop multi-sectoral and gender-transformative National Action Plans in Côte d'Ivoire, Honduras and El Salvador, to prevent and respond to barriers to education for girls and adolescent girls, especially violence. The project's direct beneficiaries include Ministries of Education, of Health, of Women and Children, and of Social Protection among others, in the 13 targeted countries, as well as civil society, non-governmental organizations and advocacy groups working in the field of girls' education. /Ce projet vise à améliorer les résultats d'apprentissage des filles et des adolescentes dans 13 contextes fragiles et touchés par des conflits, ainsi que dans des situations de crise humanitaire. This project supports Ukraine'...s reform efforts to bring legislation, institutions and practices into line with European standards in the areas of human rights, the rule of law and democracy. The Council of Europe is a leading human rights organization with strong expertise and experience in promoting democracy and human rights, and is a pivotal partner for establishing norms and standards in key aspects of inclusive governance in Ukraine. The Council of Europe's Action Plan reflects Ukraine's reform priorities and needs, as defined in relevant national strategic documents and commitments, including within the process of European integration. Project activities include: (1) combatting gender-based violence (GBV) at the national and local levels; (2) assisting local media in preventing sexism and discrimination against women in public messaging; (3) strengthening systems and regulations to improve the safety of journalists; (4) strengthening the protection of national minorities and minority languages, including Roma; and (5) helping to improve systems and protections for internally displaced persons (IDPs) to better integrate at the local and national levels. /Ce projet soutient les efforts de réforme de l'Ukraine visant à mettre la législation, les institutions et les pratiques en conformité avec les normes européennes dans les domaines des droits de la personne, de l'État de droit et de la démocratie. This project aims to empower w...omen human rights defenders and organizations to effectively participate in post-conflict development and peace and security processes in Colombia, the Democratic Republic of Congo, the Philippines, South Sudan, and the West Bank. The project strengthens the ability of beneficiaries to use national laws and international human rights frameworks to defend and protect women's rights in post-conflict settings. Project activities include: (1) providing psychosocial and legal support to help women survivors recover from and seek justice for the physical and psychological violence they have experienced; (2) providing training to women human rights defenders and organizations and other key stakeholders on national and international human rights frameworks and gender-based analysis, as well as organizational strengthening; (3) developing or improving National Action Plans and the implementation of United Nations Security Council Resolutions (UNSCR) on women, peace and security; and (4) establishing South-South exchanges to facilitate networking, mutual learning and skills building. This project is expected to directly reach more than 35,000 beneficiaries (78% women and 22% men) in the five countries/territories, including approximately 9,500 women survivors of gender-based violence. In addition, it is expected to reach 200,000 (150,000 women and 50,000 men) indirect beneficiaries nationally, including extended families, community members, networks, government employees and other stakeholders, as well as another two million indirect beneficiaries internationally through networks, coalitions, and social media. /Ce projet vise à permettre aux personnes et aux organisations qui défendent les droits fondamentaux des femmes de participer de façon efficace aux processus de développement, de paix et de sécurité à l'issue d'un conflit en Cisjordanie, en Colombie, aux Philippines, en République démocratique du Congo et au Soudan du Sud. Le projet vise à renforcer la capacité des bénéficiaires à recourir au droit national et aux cadres internationaux des droits de la personne pour défendre et protéger les droits des femmes après un conflit. IDRC is building a cohort of p...rojects to address the connection between adolescent sexual and reproductive health and rights (ASRHR) and sexual and gender-based violence (SGBV) in West Africa. This five-year initiative supports the generation of a body of knowledge and application of the evidence to contribute to combatting SGBV and improved ASRHR in West Africa. A regional mapping of key players and a knowledge synthesis and gap analysis of the key challenges and efforts in addressing ASRHR and SGBV across ECOWAS member states has been conducted. It was followed by an engagement and validation workshop with key stakeholders that helped to crystallize the findings of the study and guide IDRC investments. In the first year of this initiative, a couple of projects in Burkina Faso and Togo kick-started the cohort. This year, IDRC will expand the cohort to include four more projects addressing the root causes of SGBV and poor ASRHR. A call for proposals was launched in May 2019 and sent to a targeted number of organizations in four West African countries: Benin, Côte d'Ivoire, Guinea, and Niger. The selected teams will be invited to a workshop to strengthen and finalize their selected proposals. This will enable them to develop a better understanding of, and a stronger cohesion between, the various projects forming the cohort, as well as a better understanding of the mandate, processes, and procedures of IDRC. This project will cover the costs related to the review and selection of the four implementation research projects/teams and hosting the proposal finalization workshop. The final proposals and related budgets will be submitted to IDRC soon after the workshop and a list of proposed joint activities between the teams will be developed.

While there is a growing body ...of information available about child marriage globally, relatively little comparative work has been done to examine its different manifestations, experiences and impacts in different settings. The majority of studies have explored its causes and consequences for girls in south Asia, and to a lesser extent, in sub-Saharan Africa. Empirical research in many parts of east and southern Africa is still limited, as it is for nearly all of Latin America. The Governance and Justice program has developed a portfolio of five projects on Early Child and Forced Marriage (ECFM), spanning ten countries across West and East Africa, South Asia and Latin America. Each of the projects have designed and are implementing differing research and/or interventions with the overall aim to influence policy, practice, research or innovations that foster transformative changes in the lives of girls, women and communities. Along these lines, each project promises success in meeting their individual objectives; however, a role and process for joining up the ECFM projects to consolidate and amplify their collective findings is currently missing. The proposed consolidation project is a timely, much-needed and exciting opportunity to provide a critical, comparative perspective on ECFM, capable of speaking to, reaching and influencing a wider audience beyond the individual project countries. In so doing, it aims to promote collective learning and improved research, practice and policy at the national, regional and international level. This consolidation piece will be co-lead by Young Lives at the University of Oxford and Child Frontiers.

The project supports the UNFPA...-UNICEF Global Programme to Accelerate Action to End Child Marriage, a multi-donor joint United Nations program aimed at eliminating child marriage in 12 countries in Africa and South Asia where the rates of child marriage are among the highest: Bangladesh, Burkina Faso, Ethiopia, Ghana, India, Mozambique, Nepal, Niger, Sierra Leone, Uganda, Yemen and Zambia. The project focuses on enabling girls at risk of child marriage to choose and direct their own futures, through activities aimed at bringing about change in the empowerment of girls, with the ultimate aim to prevent child marriage and support already married girls. Project activities include: (1) building the skills and knowledge of girls at risk of child marriage, and married girls; (2) supporting girls to enrol and remain in formal and non-formal education; (3) engaging in dialogue with families, communities and leaders to protect girls from child marriage and uphold their rights; and (4) working with health and protection systems to implement guidelines, protocols and standards for girl-friendly health and protection services. The beneficiaries are girls at risk of child marriage or those already married in Africa and South Asia, particularly those in the 12 countries mentioned above. /Le projet appuie le Programme mondial UNFPA-UNICEF pour l'action visant à mettre fin au mariage des enfants, un programme conjoint multidonateurs des Nations Unies visant à éliminer le mariage des enfants dans 12 pays d'Afrique et d'Asie du Sud où les taux de mariage d'enfants sont parmi les plus élevés : Bangladesh, Burkina Faso, Éthiopie, Ghana, Inde, Mozambique, Népal, Niger, Ouganda, Sierra Leone, Yémen et Zambie. This project seeks to improve ...learning outcomes for girls and adolescent girls in 13 fragile and conflict-affected contexts, and in humanitarian settings. Violence in fragile or conflict-affected contexts and in humanitarian settings prevents girls and adolescent girls from accessing safe quality education. The project aims to use data to better understand the barriers to girls' and adolescent girls' education in Côte d'Ivoire, El Salvador, Honduras, Guatemala, Kenya, Lesotho, Malawi, Nigeria, Rwanda, Tanzania, Uganda, Zambia and Zimbabwe. The project also aims to ensure that national education policies and plans in these countries are informed by the most up-to-date evidence on the barriers to education for girls and adolescent girls. The project aims to examine the country data from Violence against Children Surveys (VACS). These are national surveys that have been conducted in 20 countries with information for over 10% of the world's population under the age of 24 on the complex issue of violence, with the goal of informing our policies and programs. This project also provides additional targeted support to the government of Côte d'Ivoire and governments in the Northern Triangle (El Salvador, Guatemala and Honduras) to enhance their ability to develop laws, policies and programs to address these barriers. Project activities include: (1) analyzing existing Violence against Children Surveys (VACS) data with a focus on barriers to girls' and adolescent girls' education in 12 fragile or conflict-affected countries (excluding Guatemala which will benefit from knowledge exchange); (2) advocating for increased understanding and use of new data from secondary analyses to maximize data that is already available, by key education actors in government and civil society; (3) developing a new methodology for conducting a VACS in a humanitarian setting to gain an understanding of violence against children in refugee camps/settlements, and also with special attention to girls' and adolescent girls' education; and (4) providing technical assistance to develop multi-sectoral and gender-transformative National Action Plans in Côte d'Ivoire, Honduras and El Salvador, to prevent and respond to barriers to education for girls and adolescent girls, especially violence. Despite progressive legal prov...isions on gender-based violence in Malawi and Zimbabwe, women continue to experience high rates of violence because the relevant laws are not always effectively enforced. In Zimbabwe, gender-based violence is used as a mode of conflict resolution and social interaction, including within the political sphere. This is exacerbated by rising costs of living, growing unemployment, increasing feminization of poverty, and a breakdown in norms, structures, and institutions. Similarly, Malawi struggles with various endemic forms of gender-based violence, including early and forced child marriages, intimate partner violence, and violence against women in public spaces. The normalization of violence against women and unfavourable social norms, combined with the low ranking of women in Malawi's Human Development Index, perpetuate gender-based violence. While women's groups and civil society organizations in both countries continue to campaign against gender-based violence, state responses are often uncoordinated and fail to address the multi-layered and complex nature of this phenomenon. This project will use evidence-based analysis to strengthen holistic approaches to gender-based violence and to further the design of policies and programs that focus on physical, systemic, and structural manifestations of violence and women's insecurity.

COVID RESPONSE : The UN Trust ...Fund on Violence Against Women (UNTF) is establishing a COVID-19 Funding Window with two specific streams of funding supporting a) core capacity of their existing grantees, primarily women's rights organizations, to ensure stability of gender based violence (GBV) projects and sustainability of the organizations over the longer term, and b) a COVID-19 Response window that will launch a targeted Call for Proposals to fund projects specifically designed to support women and girls survivors of GBV in the context/s created by the COVID-19 pandemic where GBV rates are increasing. ------ This initiative represents institutional support of 2 million Canadian dollars in fiscal years (2018-19 and 2019-20) to UN Women's United Nations Trust Fund in Support of Actions to Eliminate Violence Against Women(UNTF). Canada's funding will support the core activities of the UNTF as explained in their Strategic Plan for 2015-2020 within the following 3 key pillars: 1. Grant giving to initiatives to end violence against women and girls (focusing on expanding access to multisectoral services, preventing violence against women and girls, and strengthening the implementation of laws, policies and national action plans). 2. Building a global Evidence Hub on ending violence against women and girls based on the evaluated results of UNTF grantees(a knowledge management strategy that extends beyond the usual methods of producing knowledge products, web articles, publications, discussion networks, conferences and panels.) 3. Advocating for global giving for work on ending violence against women and girls will focus solely on advocacy for this goal as a key prerequisite for achieving gender equality. The UNTF intends to pursue a catalysing role in calling for a significant increase in overall global giving to address the issue of violence against women and girls at the national and local levels. /

This project aims to prevent a...nd address violence against women and girls in developing countries, including targeted funding for women and girls living with disabilities. The project supports the United Nations Trust Fund (UNTF) to End Violence against Women, a global, multilateral, grant-making mechanism that supports innovative, evidence-based civil society and women-led solutions, with a focus on preventing violence against women and girls, implementing laws and policies to address and eliminate violence against them, and improving access to services for survivors. Project activities include: (1) mobilizing, delivering and effectively managing funds for initiatives that prevent and address violence against women and girls, (2) creating a platform for harvesting, analysing and disseminating useful lessons from the results of UNTF initiatives that measurably inform policy and programming on violence against women and girls, and (3) creating partnerships and mobilizing support for increased funding and commitments to end violence against women and girls. / Ce projet vise à prévenir et à combattre la violence contre les femmes et les filles dans les pays en développement, et comprend un financement ciblé pour les femmes et les filles vivant avec un handicap. This project aims to prevent a...nd address violence against women and girls in developing countries, including targeted funding for women and girls living with disabilities. The project supports the United Nations Trust Fund (UNTF) to End Violence against Women, a global, multilateral, grant-making mechanism that supports innovative, evidence-based civil society and women-led solutions, with a focus on preventing violence against women and girls, implementing laws and policies to address and eliminate violence against them, and improving access to services for survivors. Project activities include: (1) mobilizing, delivering and effectively managing funds for initiatives that prevent and address violence against women and girls, (2) creating a platform for harvesting, analysing and disseminating useful lessons from the results of UNTF initiatives that measurably inform policy and programming on violence against women and girls, and (3) creating partnerships and mobilizing support for increased funding and commitments to end violence against women and girls. / Ce projet vise à prévenir et à combattre la violence contre les femmes et les filles dans les pays en développement, et comprend un financement ciblé pour les femmes et les filles vivant avec un handicap. This project aims to provide c...ritical support to United Nations (UN) peace operations and help enhance the UN's peace and security architecture. This project maintains Canada'...s full membership in the Voluntary Principles on Security and Human Rights Association (VPA) and supports its work of gender-sensitive implementation of the Voluntary Principles on Security and Human Rights (VPs). The VPs are guidelines for public and private security forces and natural resource companies to ensure their operations do not have a negative impact on human rights for all, including women and marginalized groups. The project works to approach security and human rights risks with a gender lens, identifying the particular barriers that women, human rights defenders and vulnerable groups face when interacting with private and public security forces around natural resource sites. The VPA is a multi-stakeholder non-profit association made up of natural resource companies, governments and civil society that promotes outreach and implementation of the principles. Canada endorses the Voluntary Principles and is an active member of the VPA. The VPA uses these funds, along with other donors' funding, to enhance personal security, safety and human dignity for all around industrial natural resource sites in developing countries. Project activities include: (1) establishing gender-sensitive and gender-inclusive policies within work streams of the Voluntary Principles Initiative (VPI), (2) completing toolkit(s) designed to respond to human rights threats specific to women, human rights defenders and vulnerable groups, including sexual and gender-based violence (SGBV), and (3) providing support to the VPA and in-country working groups on gender-sensitive policy and programming support. / Ce projet maintient Canada comme membre de l'Association des Principes volontaires pour la sécurité et les droits de la personne (APV) et appuie son travail sensible au genre de mise en œuvre de ces principes. COVID RESPONSE : The UN Trust ...Fund on Violence Against Women (UNTF) is establishing a COVID-19 Funding Window with two specific streams of funding supporting a) core capacity of their existing grantees, primarily women's rights organizations, to ensure stability of gender based violence (GBV) projects and sustainability of the organizations over the longer term, and b) a COVID-19 Response window that will launch a targeted Call for Proposals to fund projects specifically designed to support women and girls survivors of GBV in the context/s created by the COVID-19 pandemic where GBV rates are increasing. ------ This initiative represents institutional support of 2 million Canadian dollars in fiscal years (2018-19 and 2019-20) to UN Women's United Nations Trust Fund in Support of Actions to Eliminate Violence Against Women(UNTF). Canada's funding will support the core activities of the UNTF as explained in their Strategic Plan for 2015-2020 within the following 3 key pillars: 1. COVID RESPONSE : The UN Trust ...Fund on Violence Against Women (UNTF) is establishing a COVID-19 Funding Window with two specific streams of funding supporting a) core capacity of their existing grantees, primarily women's rights organizations, to ensure stability of gender based violence (GBV) projects and sustainability of the organizations over the longer term, and b) a COVID-19 Response window that will launch a targeted Call for Proposals to fund projects specifically designed to support women and girls survivors of GBV in the context/s created by the COVID-19 pandemic where GBV rates are increasing. ------ This initiative represents institutional support of 2 million Canadian dollars in fiscal years (2018-19 and 2019-20) to UN Women's United Nations Trust Fund in Support of Actions to Eliminate Violence Against Women(UNTF). Canada's funding will support the core activities of the UNTF as explained in their Strategic Plan for 2015-2020 within the following 3 key pillars: 1. This project maintains Canada'...s full membership in the Voluntary Principles on Security and Human Rights Association (VPA) and supports its work of gender-sensitive implementation of the Voluntary Principles on Security and Human Rights (VPs). The VPs are guidelines for public and private security forces and natural resource companies to ensure their operations do not have a negative impact on human rights for all, including women and marginalized groups. The project works to approach security and human rights risks with a gender lens, identifying the particular barriers that women, human rights defenders and vulnerable groups face when interacting with private and public security forces around natural resource sites. The VPA is a multi-stakeholder non-profit association made up of natural resource companies, governments and civil society that promotes outreach and implementation of the principles. Canada endorses the Voluntary Principles and is an active member of the VPA. The VPA uses these funds, along with other donors' funding, to enhance personal security, safety and human dignity for all around industrial natural resource sites in developing countries. Project activities include: (1) establishing gender-sensitive and gender-inclusive policies within work streams of the Voluntary Principles Initiative (VPI), (2) completing toolkit(s) designed to respond to human rights threats specific to women, human rights defenders and vulnerable groups, including sexual and gender-based violence (SGBV), and (3) providing support to the VPA and in-country working groups on gender-sensitive policy and programming support. / Ce projet maintient Canada comme membre de l'Association des Principes volontaires pour la sécurité et les droits de la personne (APV) et appuie son travail sensible au genre de mise en œuvre de ces principes. The project aims to develop tools that lead to an improved understanding of sexual violence, which can be put into practice to modernize international legal frameworks and more effectively address sexual violence in conflict. / Ce projet supporte la campagne L'appeler par son nom de Initiatives for Gender Justice qui contribue à améliorer l'accès aux mesures de responsabilité pour les victimes de violence sexuelle dans les conflits. The project aims to develop tools that lead to an improved understanding of sexual violence, which can be put into practice to modernize international legal frameworks and more effectively address sexual violence in conflict. / Ce projet supporte la campagne L'appeler par son nom de Initiatives for Gender Justice qui contribue à améliorer l'accès aux mesures de responsabilité pour les victimes de violence sexuelle dans les conflits. Les activités du projet supportent les étapes essentielles pour faire avancer la discussion sur l'état des cadres juridiques internationaux sur la violence sexuelle. Ce projet a comme but de développer des outils qui vont améliorer la compréhension de la violence sexuelle, qui sera utilisé pour moderniser les cadres juridiques internationaux, et plus spécifiquement adresser le problème de violence sexuelle dans les conflits.

In Latin America, the increase...d release of open government data aims to strengthen the transparency and accountability of governments, build new business opportunities, and improve services for citizens. This project will explore innovative approaches for using and understanding public data to promote more inclusive government services and policies, address rights and disinformation challenges, and enhance gender equality. It will focus on three major areas: gender-based violence, assistance to migrants, and emergency procurement. To address the challenge of gender-based violence in Latin America, notably femicides, the project will examine how newly released official government data can be used to end violence against women through innovative approaches. With respect to migrants, growing civic unrest and massive economic disparities have led to a major increase in irregular migration in some countries. The project will begin to explore the challenges of taking a data-focused approach to supporting the needs of migrants and displaced peoples. This research will emphasize human rights, combatting misinformation and xenophobia, and facilitating better services for communities in need.Finally, the pandemic has caused an enormous increase in emergency procurement, which, when poorly managed, can negatively impact the delivery of crucial services and goods. The Open Contracting Partnership will support action research to make emergency procurement more inclusive, effective, and efficient in the context of COVID-19. Further, since only an estimated 1% of public contracts go to women-owned businesses, the research will explore key barriers and gaps for this group in bidding for public contracts. This project is part of the Open Data for Development (OD4D) program, a global network using data to promote social good. The OD4D network is funded by IDRC, Global Affairs Canada, and the William and Flora Hewlett Foundation.

COVID RESPONSE : The UN Trust ...Fund on Violence Against Women (UNTF) is establishing a COVID-19 Funding Window with two specific streams of funding supporting a) core capacity of their existing grantees, primarily women's rights organizations, to ensure stability of gender based violence (GBV) projects and sustainability of the organizations over the longer term, and b) a COVID-19 Response window that will launch a targeted Call for Proposals to fund projects specifically designed to support women and girls survivors of GBV in the context/s created by the COVID-19 pandemic where GBV rates are increasing. ------ This initiative represents institutional support of 2 million Canadian dollars in fiscal years (2018-19 and 2019-20) to UN Women's United Nations Trust Fund in Support of Actions to Eliminate Violence Against Women(UNTF). Canada's funding will support the core activities of the UNTF as explained in their Strategic Plan for 2015-2020 within the following 3 key pillars: 1. Grant giving to initiatives to end violence against women and girls (focusing on expanding access to multisectoral services, preventing violence against women and girls, and strengthening the implementation of laws, policies and national action plans). 2. Building a global Evidence Hub on ending violence against women and girls based on the evaluated results of UNTF grantees(a knowledge management strategy that extends beyond the usual methods of producing knowledge products, web articles, publications, discussion networks, conferences and panels.) 3. Advocating for global giving for work on ending violence against women and girls will focus solely on advocacy for this goal as a key prerequisite for achieving gender equality. The UNTF intends to pursue a catalysing role in calling for a significant increase in overall global giving to address the issue of violence against women and girls at the national and local levels. /
