SOCIAL JUSTICE IN THE FACE OF ...EARLY MARRIAGES IN WEST AFRICA

Social justice in the face of ...early marriages in West Africa
more
|
In Senegal and the Ivory Coast..., current statistics show that the average age of marriage for girls has risen to over 18 years. However, evaluations of programs that fight early marriage in these countries reveal that these statistics hide significant variations, particularly between rural and urban areas. In fact, unlike their peers in urban areas, girls in rural areas continue to be subjected to early marriage and to see their economic, cultural, and social rights ignored — a situation that reinforces exclusion and inequalities. A multidisciplinary team from Université Gaston-Berger in Saint-Louis, Senegal, and Université Houphouët-Boigny in the Ivory Coast will devote themselves to determining the underlying reasons for the disparity in the effectiveness of programs that fight early marriage in urban and rural areas. By capitalizing on the achievements and results of previous and existing work, particularly the regional platform of the fight against early marriage in West Africa, national case studies will be conducted and their empirical results will be translated into strategic options, which will be placed at the disposal of decision-makers and practitioners to develop more effective policies and programs to fight against girls' early marriage for greater social equity. The objective of the project is to propose alternative solutions to the early marriage of girls by generating relevant knowledge about what reduces or perpetuates the practice through the development of inclusive models for action. The project also involves strengthening the capacities of young girls and boys, who will be equipped with knowledge of communication and advocacy techniques to conduct their own communication activities for social change by targeting decision-makers, communities, and their peers in their own networks and to elicit changes in behaviour and practices to improve the effectiveness of programs that fight early marriage.

The project aims to support th...e reintegration of child survivors of sexual and gender-based violence (SGBV) into a safer school system in the conflict-affected and marginalized communities of North and South Kivu in the Eastern Democratic Republic of Congo. The project works to improve girls' access to education and strengthening education systems to be gender-responsive. The project also works to provide immediate psychosocial, emotional and material support to reintegrate child survivors of SGBV into school. The project seeks to tackle harmful gender norms and gender inequality at the household, school and community level by promoting positive gender norms. Project activities include: (1) providing social and emotional support, as well as materials and financial support to 900 SGBV survivors and other vulnerable girls and boys to pursue formal and non-formal education, (2) providing training to 780 education leaders or members of school governance structures (school management committees, parent and student associations) on positive gender norms, and the provision of an inclusive, safe, gender-responsive school environment, (3) improving the capacity of 1,445 teachers (of which 466 are women) to deliver protective, inclusive, gender-responsive instructions to girls, including survivors of SGBV. The project aims to target some 30, 675 direct beneficiaries, including 14, 025 girls and 14, 025 boys between the ages of 6 and 16, and 720 girls and 180 boys survivors of SGBV. The project also aims to reach approximately 87, 600 indirect beneficiaries to receive key messages to raise awareness and strengthen attitudes towards girls' education.

This project aims to improve l...earning outcomes for out-of-school children, particularly girls and children with disabilities, in conflict-affected and marginalized communities in the Democratic Republic of Congo (DRC). The project builds on a four-year pilot project that uses interactive radio instruction (IRI) to reach learners that are unable to participate in the formal school system. In conflict-affected areas, schools are often damaged or used as militia bases, and fear of abduction by armed groups as well as extensive population displacement has led many children to miss out on education or experience disruption in their studies. It is estimated that 7.3 million school-aged children between the ages of 5 and 17, including 3.9 million girls, are out of school. Project activities include: (1) expanding the curriculum for IRI to include the full cycle of primary school grades, (2) building the capacity of officials from the ministries of Education and Social Affairs, as well as teachers and education assistants, to provide alternative learning services to out-of-school children that are gender-responsive, inclusive, and adapted to crisis and conflict-affected contexts, (3) establishing 10 IRI learning centres in three provinces (South Kivu, Kinshasa and a third province to be determined), (4) studying IRI as a means of delivering gender-responsive alternative education to out-of-school children and children with disabilities, including girls, and (5) conducting mobilization activities led by community members and targeting mothers, fathers, youth and key community actors to promote behavioural change and redefine social norms related to gender, the status of girls and the importance of their education. Through the project, it is expected that approximately 1,250 girls and 1,250 boys between the ages of 9 and 16 complete a full year of education delivered in the IRI centres, with the eventual full broadcast of the IRI program potentially reaching over 700,000 children in three target provinces. It is also expected that approximately 6,600 (minimum 50% women) community members participate in community engagement sessions, and 80 stakeholder groups be engaged in consultations on the national IRI curriculum and planning for sustainability of the IRI approach.

The project aims to improve ac...cess to education for girls and other vulnerable children in the provinces of North Kivu and Kasai in the Democratic Republic of Congo (DRC). It addresses the social, financial and gender-specific barriers that prevent them from attending school. It also contributes to improving the capacity of the education system by strengthening the quality and gender sensitivity of formal and informal education services. In addition, the project aims to increase the capacity of local, provincial and national authorities to provide educational services that meet the needs of girls. Project activities include: (1) raising community awareness of the importance of education for girls, (2) implementing a music therapy program for girls, young women and women caregivers who have experienced trauma, specifically, sexual and gender-based violence, (3) implementing alternative, traditional and accelerated learning programs for out-of-school girls and other vulnerable children, and (4) updating educational programs and policy at the local and provincial levels by including and/or reinforcing gender and conflict issues. The project expects to reach 461, 570 people, including 128, 500 girls, 136, 200 women, 70, 000 persons with disabilities and 8, 000 survivors of sexual and gender-based violence. School-based activities aim to reach 6,020 girls and 3,904 boys.

OPENING DATA FOR INCLUSIVE PRA...CTICES IN MIGRATION, PUBLIC CONTRACTING, AND COMBATTING GENDER-BASED VIOLENCE

Opening data for inclusive pra...ctices in migration, public contracting, and combatting gender-based violence
more

In Latin America, the increase...d release of open government data aims to strengthen the transparency and accountability of governments, build new business opportunities, and improve services for citizens. This project will explore innovative approaches for using and understanding public data to promote more inclusive government services and policies, address rights and disinformation challenges, and enhance gender equality. It will focus on three major areas: gender-based violence, assistance to migrants, and emergency procurement. To address the challenge of gender-based violence in Latin America, notably femicides, the project will examine how newly released official government data can be used to end violence against women through innovative approaches. With respect to migrants, growing civic unrest and massive economic disparities have led to a major increase in irregular migration in some countries. The project will begin to explore the challenges of taking a data-focused approach to supporting the needs of migrants and displaced peoples. This research will emphasize human rights, combatting misinformation and xenophobia, and facilitating better services for communities in need. Finally, the pandemic has caused an enormous increase in emergency procurement, which, when poorly managed, can negatively impact the delivery of crucial services and goods. The Open Contracting Partnership will support action research to make emergency procurement more inclusive, effective, and efficient in the context of COVID-19. Further, since only an estimated 1% of public contracts go to women-owned businesses, the research will explore key barriers and gaps for this group in bidding for public contracts. This project is part of the Open Data for Development (OD4D) program, a global network using data to promote social good. The OD4D network is funded by IDRC, Global Affairs Canada, and the William and Flora Hewlett Foundation.

The project would be implement...ed by Agriteam Canada and would support women's income generation through increased access to and control over economic resources. It would advance women's economic empowerment by working with men and women to reverse stereotypes that have limited women's opportunities in rural areas to be leaders and owners of businesses, as well as support women's confidence, self-esteem, literacy and knowledge of their health and reproductive rights. The project would provide increased employment opportunities for women, including through the establishment of women-owned and managed agribusinesses, partnership with private sector companies to improve work environments for women, and improved gender-responsiveness of the Government of Egypt labour policies and regulations. It would support Canada's Feminist International Assistance Policy commitment to promote gender equality and the empowerment of women and girls, human dignity and growth that works for everyone action areas. / TBC

The project Protective Learnin...g and Nurturing Environments for Girls Education (PLANE) aims to address the individual barriers that girls face in and out of school in El Salvador, Guatemala and Honduras. This is done by ensuring that they have access to a safe space that offers them protection and safety, both physically and psychologically, as well as opportunities for learning. The project also aims to ensure young and adolescent girls who are out-of-school, at-risk of dropping-out, internally displaced and returned migrants, have access to continue their learning, uninterrupted, by providing flexible, relevant and alternative learning opportunities. An essential component to the method is that alternative learning leads to recognized certificates and enables re-integration into formal schooling or safe employment. While young and adolescent girls are the focus of the project, the policies and many activities that benefit girls, may also support boys : such as well-trained teachers, inclusive and gender-responsive teaching methods that work for all students, a high-quality and relevant curriculum, and a focus on ensuring safe and secure learning environments for all children and adolescents. Project activities include: (1) setting-up physically-safe learning spaces, (2) establishing and strengthening safe spaces that offer opportunities to support the social and emotional wellbeing of girls through the provision of trained staff, peer exchanges, links and referrals to protective services, and alternative learning, and (3) empowering girls to seek available support services and to know and realize their rights. This project is expected to reach 180,600 persons under the age of 18 (126,420 girls and 54,180 boys), and 31,326 teachers, Ministry of Education officials, and education committee members.

UNICEF's Protective Learning a...nd Nurturing Environments for Girls Education (PLANE) project aims to increase the number of children and adolescents whom access safe learning opportunities and that are equipped with the knowledge and skills necessary to protect themselves from risks. This to assist them entering pathways into a recognized and certified education, training and/or obtain employability skills. The project will focus on girls, adolescent & women, including those experiencing disabilities, internally displaced people (IDPs), migrants, refugees, LGBTI youth and young mothers. The initiative will address a main push factor of irregular and forced migration – the lack of safe, equitable, flexible, quality and relevant educational and training opportunities. This is accomplished through the provision of safe and protective learning spaces, innovative and flexible quality educational opportunities and strengthened education systems, inclusive of strong regional support and exchange to improve the response to and prevention of violence, organized crime risks, school-related gender-based violence (SRGBV) and gender-based violence (GBV) against children, adolescents and youth affected by violence, forced displacement and migration.

The project supports the UNFPA...-UNICEF Global Programme to Accelerate Action to End Child Marriage, a multi-donor joint United Nations program aimed at eliminating child marriage in 12 countries in Africa and South Asia where the rates of child marriage are among the highest: Bangladesh, Burkina Faso, Ethiopia, Ghana, India, Mozambique, Nepal, Niger, Sierra Leone, Uganda, Yemen and Zambia. The project focuses on enabling girls at risk of child marriage to choose and direct their own futures, through activities aimed at bringing about change in the empowerment of girls, with the ultimate aim to prevent child marriage and support already married girls. Project activities include: (1) building the skills and knowledge of girls at risk of child marriage, and married girls, (2) supporting girls to enrol and remain in formal and non-formal education, (3) engaging in dialogue with families, communities and leaders to protect girls from child marriage and uphold their rights, and (4) working with health and protection systems to implement guidelines, protocols and standards for girl-friendly health and protection services. The beneficiaries are girls at risk of child marriage or those already married in Africa and South Asia, particularly those in the 12 countries mentioned above.

This project's objective is to... accelerate action to end Female genital mutilation (FGM) in accordance with Ethiopia's National Costed Roadmap to end child marriage and FGM (2020-2024). It will empower adolescent girls by involving them directly in the development and delivery of gender transformative interventions discouraging the harmful practice in their communities. It will equip them with the resources and skills required to voice their opinions, promote the rights of women and girls, and denounce FGM and its consequences. Targeting among the hardest-to-reach Ethiopian populations, this initiative will engage with community members, including social and law enforcement workers, as well as political, cultural and religious leaders, in order to establish local surveillance systems against FGM and related norms and behaviors. The initiative will also train health professionals to increase the availability of quality FGM prevention, referral and health services for women and girls at risk of FGM or suffering from its consequences. Finally, informed by the project's research and evidence building efforts, the initiative will reach Ethiopians, including nomadic pastoralist communities, through an innovative communication campaign in favor of the abandonment of FGM and combining traditional and social media platforms. / À venir

The Women's Entrepreneurship a...nd Livelihood initiative (WELI) seeks to address COVID challenges through a youth-centered and gender-responsive economic empowerment project. The ultimate outcome of this project is to increase economic empowerment to strengthen resilience for adolescent girls and young women (AGYW) most affected by COVID in targeted areas in Ghana and Senegal. The project's locally-led approach harnesses proven resources from training, mentoring and curriculum programs in skills development and entrepreneurship through in-person and adapted digital models. Some project activities include: 1) Sensitization of community members (men, women, boys and girls) on AGYW participation in entrepreneurship, 2) Scale-up of economic activities in informal sector opportunities created by COVID, 3) Provide COVID-adapted training to AGYW in entrepreneurship and sustainable livelihoods and support, 4) Raise awareness on gender-based violence and support services provided during COVID, and, 5) Build network opportunities for AGYW entrepreneurs and investors.

|

This project aims to address t...he provision of victim services in the Guatemalan justice system, working with both government institutions and civil society organizations. It seeks to use technology to create an integrated approach to victim services that both improves the coordination of those services and allows for the national collection of standardized information needed to assess both the quality and extent of support for victims in the country. Guatemala is experiencing a high crime rate, which creates a high level of need for specialized support to deal with the emotional, health-related and practical impacts of crime, as well as with legal processes. The project's areas of focus include: violence against women and children, supporting services for minority and marginalized community members, creating a coordinated approach to the provision of information to victims, and standardizing support services in Guatemala. Project activities include: (1) developing a web portal for crime reporting, collecting feedback from victims and accessing necessary support services, (2) provision of technical assistance and tools for civil society organizations (including victim support services) and criminal justice actors, so that they are better equipped to support victims, in particular those living in remote areas, (3) developing resources and provision of training for victim protection and support services, and (4) training and coaching in the collection and analysis of crime reporting and provision of victim protection services.

The project contributes to red...ucing sexual and gender-based violence against women, especially Indigenous women in the Departments of Alta Verapaz, Sololá and Chimaltenango and strengthens the poorest and most vulnerable's access to justice. Gender-based violence has reached epidemic levels in Guatemala as patterns of violence against women committed during the 36-year internal armed conflict have continued, are seen as normal and are often tolerated. A majority of the victims are Indigenous women and girls. Project activities include: (1) providing legal, psychological and social services, (2) building the capacity of justice system actors through training and litigation of sexual violence cases with national impact, and (3) raising public awareness on gender-based violence.

This project addresses gaps in... sexual and reproductive health and rights (SRHR) of women and girls in Haiti. More particularly, this project strengthens and scales up previous work on sexual and gender-based violence (SGBV), and gender equality in the eleven clinical sites of the Lower Artibonite and Central Plateau. Project activities include: (1) addressing the most urgent clinical needs of survivors of SGBV, (2) ensuring that those in positions of authority at the health, judicial and community levels are educated and engaged in the reduction, mitigation and prevention of SGBV through surveillance committees, created to support survivors and promoting survivors' rights, and (3) engaging girls, women, boys and men in an educational and empowering approach towards gender issues that aims to increase the resiliency of women and girls, and change social norms around SGBV. This project is expected to reach 1.1 million people, while also strengthening linkages with broader women's health services, community health programs, and Haitian civil society organizations. This project is implemented through a partnership between Partners in Health Canada, and its Haitian sister organization, Zanmi Lasante.

|

The project aims to impower wo...men and girls between the ages of 15 and 40 years old working in the informal economy sector and living in the urban and peri-urban areas of the departments of Cortés, Atlantida and Francisco Morazan, Honduras. The project also works to reduce poverty and increase the well-being of the targeted women, thereby strengthening their social and political power. This ultimately contributes to reducing poverty for their families, communities and the general population. Project activities include: (1) providing training to approximately 3,000 informal economy workers (of which 80% are women) on their basic rights, including the reproductive and sexual rights of women and girls, (2) organizing a three-party seminar to advance legislative bills to better support and protect the women and men working in the informal economy sector, (3) providing leadership and communications training to 2,500 women and girls in the informal economy sector, and (4) providing training to trainers on strategies to empower women and girls of 150 officials from member and affiliated groups of the Federación de Organizaciones de Trabajadores y Trabajadoras del Sector Social de la Economía de Honduras (FOTSSIEH).

#Recognize-Resist-Remedy: A re...search project to combat gender-based hate speech against women in Brazil and India

Neither India nor Brazil have ...laws that effectively respond to sexism in online hate speech, in part because hate speech classifications in the law fail to comprehensively cover sexist speech. With only piecemeal legislation, the legal system ignores the violation of women's dignity and the fault lines of class, ethnicity, race, and caste that lead to gender-based hate speech. There are also definitional and jurisdictional challenges in applying the law to the online environment.#Recognize-Resist-Remedy will focus on institutional and individual transformation to combat sexist and misogynistic speech online in Brazil and India. This project will identify the main shortcomings that need to be addressed through legal reform. It will also harness the window of opportunity created by women speaking out in these environments to tackle the proliferation of sexist and misogynistic speech online. The aim of the project is to input recommendations into emerging policy processes, intermediary liability regimes, and governance frameworks for online content. The project will also work with young people to shift attitudes to demonstrate how deep change is possible.IT for Change (India) and InternetLab (Brazil) will work together on the research in both countries using an interdisciplinary critical feminist framework. They will use a mixed methods approach incorporating legal and policy analysis, field research, case studies analysis, participatory action research, and validation through a global experts meeting.

EXPLORING THE TRANSFORMATIVE P...OWER OF FEMINIST RESEARCH TO ADDRESS KNOWLEDGE GAPS IN SEXUAL AND REPRODUCTIVE HEALTH RIGHTS AND GENDER-BASED VIOLENCE

|
Exploring the transformative p...ower of feminist research to address knowledge gaps in sexual and reproductive health rights and gender-based violence
more
|
Many organizations and donors,... including IDRC, are increasingly invested in supporting gender-transformative research efforts, defined as those aiming to promote gender equality and the empowerment of women and girls not just for individual progress, but to transform gender power dynamics and structures at the community and societal level. Understanding how shifts in gender and power relations happen and the contributing factors to these shifts, including the role of research, is critical. Yet, these processes are seldom captured. To address this knowledge gap and inform IDRC's programming directions on gender, the Centre launched a call for proposals targeting new partners to carry out action research using feminist approaches. This project is one of the four selected to contribute to locally grounded evidence on gender-transformative change — in this case, addressing how the lack of knowledge and awareness of sexual reproductive and health rights and access to services is leading to an increase in gender-based violence, particularly against adolescent girls. This project proposes to conduct gender-transformative research on the intersection of these two critical themes in adolescent populations in India. Accompanying capacity strengthening and communications activities will contribute to the robustness of the findings and their potential use. The project lead, Oxfam Canada, in collaboration with Oxfam India, will engage local organizations to apply feminist participatory methodologies, including focus group discussions and photovoice (where participants document aspects of the project's research in their communities with photos), with an aim to inform policy recommendations that can render sexual and reproductive health rights systems more gender-equal and better suited to address gender-based violence.

|

The project aims to strengthen... women's leadership and secure their economic rights, thus contributing to good governance, peace and stability in Iraq. The project focuses on empowering women and girls in their homes and communities while working in a larger context of peace-building, transitional justice, and addressing the pervasive barriers women face to accessing their rights. Project activities include: (1) launching a comprehensive leadership training program for 305 Iraqi women already in leadership positions in order to strengthen their effectiveness as politicians and increase their chances of being re-elected, (2) launching a mentorship program (500 mentees matched with 100 mentors) designed to inspire and equip younger women to become civic and political leaders, (3) supporting four women-led local partners to establish women's support centers to begin providing direct legal services to 15,335 women, and to enable women to access the economic resources to which they are entitled. The centres also provide psychosocial support to 14,400 women, including survivors of gender-based violence, (4) providing a toolkit of women's empowerment micro-projects that local partners can launch at their women's support centers to build solidarity and peer networks through women's empowerment programming, and supporting women to advocate within their homes and communities to change norms and behaviors, and (5) reaching 40,000 individuals through know your rights campaigns, 10,000 persons through community-based organisations-led targeted campaigns designed to change norms and influence the behavior of male relatives and other influencers in the community, and 480 civil society leaders through facilitated discussions on policy and legislative reform.
