|
The project supports the UNFPA...-UNICEF Global Programme to Accelerate Action to End Child Marriage, a multi-donor joint United Nations program aimed at eliminating child marriage in 12 countries in Africa and South Asia where the rates of child marriage are among the highest: Bangladesh, Burkina Faso, Ethiopia, Ghana, India, Mozambique, Nepal, Niger, Sierra Leone, Uganda, Yemen and Zambia. The project focuses on enabling girls at risk of child marriage to choose and direct their own futures, through activities aimed at bringing about change in the empowerment of girls, with the ultimate aim to prevent child marriage and support already married girls. Project activities include: (1) building the skills and knowledge of girls at risk of child marriage, and married girls; (2) supporting girls to enrol and remain in formal and non-formal education; (3) engaging in dialogue with families, communities and leaders to protect girls from child marriage and uphold their rights; and (4) working with health and protection systems to implement guidelines, protocols and standards for girl-friendly health and protection services. The beneficiaries are girls at risk of child marriage or those already married in Africa and South Asia, particularly those in the 12 countries mentioned above.

FAMILY LAW REFORM TO CHALLENGE... GENDER-BASED VIOLENCE: A RESEARCH AND KNOWLEDGE-BASED ADVOCACY PROJECT

|
Family Law Reform to Challenge... Gender-Based Violence: A Research and Knowledge-Based Advocacy Project
more
|
Although gender-based violence... (GBV) is endemic globally, some of the highest rates in the world are found in Muslim-majority countries where conservative interpretations of Islamic Family Law persist. Such interpretations often lead to and justify practices such as early child and forced marriage, loss of guardianship by the mother of her children, prohibition of women from initiating divorce, the practice of honour killing, and the right of parents and family members to control the bodies of their spouses, daughters, and female relatives, including the practice of female genital mutilation. As a result, any solution to GBV must address both legislation and cultural understanding if legal reform is to succeed. Such a solution must involve the promotion of moderate interpretations of Islamic Law, by women, women's groups, and other civil society organizations, to challenge the authority of fundamentalist religious authorities and others. This project aims to empower women by informing them about Islamic Family Law, and to provide more moderate interpretations of these laws to protect their human rights as well as to prevent and overcome GBV. This proposed research and advocacy project on GBV will be led by the Lebanon-based Women's Learning Partnership (WLP), building on its 15-year history of research and advocacy training on combating gender-based violence in more than 50 countries. The project seeks to (1) challenge GBV through research and the development of locally-led new knowledge on how to reform Family Law in Muslim-majority countries; (2) use the research as a basis for effective national advocacy against GBV; and (3) build a global advocacy network, the first of its kind, for those who experience GBV justified in the name of religion. The countries of focus will be Lebanon, Jordan, Egypt, Palestinian Territories, Morocco, Mauritania, Pakistan, Senegal, and India (where Muslims are a minority). WLP's wide-scale partnership with well-established organizations located in countries with Muslim majorities in the Global South and India will enable it to reach the widest number of beneficiaries and provide culturally specific, effective solutions for countering GBV. The organization's long history of work with international organizations, including the United Nations and the World Bank, will also allow it to effectively mobilize the international community in support of a global advocacy campaign against GBV.

This project seeks to improve ...learning outcomes for girls and adolescent girls in 13 fragile and conflict-affected contexts, and in humanitarian settings. Violence in fragile or conflict-affected contexts and in humanitarian settings prevents girls and adolescent girls from accessing safe quality education. The project aims to use data to better understand the barriers to girls' and adolescent girls' education in Côte d'Ivoire, El Salvador, Honduras, Guatemala, Kenya, Lesotho, Malawi, Nigeria, Rwanda, Tanzania, Uganda, Zambia and Zimbabwe. The project also aims to ensure that national education policies and plans in these countries are informed by the most up-to-date evidence on the barriers to education for girls and adolescent girls. The project aims to examine the country data from Violence against Children Surveys (VACS). These are national surveys that have been conducted in 20 countries with information for over 10% of the world's population under the age of 24 on the complex issue of violence, with the goal of informing our policies and programs. This project also provides additional targeted support to the government of Côte d'Ivoire and governments in the Northern Triangle (El Salvador, Guatemala and Honduras) to enhance their ability to develop laws, policies and programs to address these barriers. Project activities include: (1) analyzing existing Violence against Children Surveys (VACS) data with a focus on barriers to girls' and adolescent girls' education in 12 fragile or conflict-affected countries (excluding Guatemala which will benefit from knowledge exchange); (2) advocating for increased understanding and use of new data from secondary analyses to maximize data that is already available, by key education actors in government and civil society; (3) developing a new methodology for conducting a VACS in a humanitarian setting to gain an understanding of violence against children in refugee camps/settlements, and also with special attention to girls' and adolescent girls' education; and (4) providing technical assistance to develop multi-sectoral and gender-transformative National Action Plans in Côte d'Ivoire, Honduras and El Salvador, to prevent and respond to barriers to education for girls and adolescent girls, especially violence. The project's direct beneficiaries include Ministries of Education, of Health, of Women and Children, and of Social Protection among others, in the 13 targeted countries, as well as civil society, non-governmental organizations and advocacy groups working in the field of girls' education. Humsathi: Empowering girls to ...become their own advocates and boys as allies to end early child and forced marriage

In Pakistan, the legal age for... marriage is 18 for boys and 16 for girls in all but one province. Laws prohibiting marriage of girls under 16 years of age have existed for more than half a century and yet, in 2014, when Shirkat Gah, a women's rights research and advocacy organization, completed a pilot study in the country, they found that knowledge about the law was negligible. Those who were aware of the law were also able to flout it with impunity because, among other things, few births are registered, depriving marriage registrars of hard evidence to prevent under-age marriages. The research revealed that a main driver of early-age marriage was traditional practices. It also identified a new driver in the form of growing religious fundamentalism promoted through madrassahs, mosques, and religious platforms. Thisis pushing greater control by male relatives over young women and girls in the form of withdrawing girls from school, early marriage, often without consent, and a stricter confinement within homes. The pilot study also documented increased risk of discrimination and violence by the husbands and in-laws of the young brides. Control over sexuality passes from birth families to marital families, limiting young women's and girls' mobility and opportunities for growth, including access to education and employment. The Humsathi interventional study will offer insights on how to prevent, build resilience, and improve responses to early-age/forced marriages across diverse communities in Pakistan's four provinces. The study will provide guidelines on how best to leverage change in communities and polices, improve implementation of existing laws, and propose required reforms. The project will partner with girls, boys, and their communities to transform attitudes toward early-age/forced marriages. The results will help to scale up interventions in other regions and countries.

The objective of this project ...is to empower youth to become aware of different cultural realities and engage as active citizens in their local and global communities. The project is designed to foster constructive dialogue in communities, with a view to help societies resolve differences from a confrontational approach to one defined by cooperation and understanding. The project focuses on young men and women with a post-secondary degree in Jordan, Morocco, Pakistan, Egypt, Libya, Turkey and Tunisia. Key activities include: (1) a virtual dialogue program for some 3,500 youth participants which facilitates dialogue with the goal of cultivating knowledge and confidence to become civically active; (2) online trainings designed to develop dialogue skills to mobilize communities; and (3) community dialogue sessions with the goal of tackling contentious community issues such as youth participation in peace-building, decision-making, gender equality, and prevention of radical beliefs.

EMPOWERING WOMEN TO OVERCOME F...ACTORS OF STRUCTURAL VIOLENCE IN LATIN AMERICA

|
Empowering women to overcome f...actors of structural violence in Latin America
more
|
Throughout the developing worl...d, young men and women face high unemployment coupled with strong feelings of dissatisfaction with their quality of life in contexts of weak governance and institutions, increased political instability, and growing state authoritarianism — factors that render societies vulnerable and play a role in radicalization. Predominant strategies to counter these phenomena remain state-centered, with limited participation of civil society stakeholders. Populations who suffer most from this violence, insecurity, and lack of civic engagement, such as young men and women, continue to be largely excluded from participating in policy and governance related decisions. But youth are active in an array of movements associated with emerging social, economic, cultural, and political issues. In Latin America, one dimension of violence is associated with the obstacles women face when seeking to actively participate in public affairs. This type of political violence hinders the possibility of women to influence and/or directly act on policies or actions that could potentially solve other dimensions of violence such as physical, racial, or sexual. Women and other gender minorities within the LGBTI community face a double challenge when addressing these issues, because political representation is simultaneously limited by discriminatory barriers and by the collapse of the traditional structures of political representation, such as political parties.Supported by Asuntos del Sur, a think tank based in Argentina, this project aims to test and refine an approach that builds the leadership capacities of young women in Latin America, especially in the areas of sexual and gender-based violence. The aim is to develop monitoring and evaluation capacities and tools within the organization to test their approach in terms of efficiency, sustainability, and impact. It will consist of a research agenda aimed at identifying, understanding, and systematizing innovative political processes that focus on eradicating structural factors of violence against women; pursuing strategies that increase the empowerment of young women; nurturing regional innovation by disseminating experiences, tools, and concepts learned; and by participating in regional networks such as the Organization of American States. This project is part of a cluster of projects, Giving youth a voice: promoting spaces for civic engagement, inclusion, and violence reduction in South Asia and Latin America, launched in June 2017.

AMPLIFYING THE VOICES OF GIRLS... AND BOYS IN EARLY CHILD AND FORCED MARRIAGE (ECFM)

|
Amplifying the Voices of Girls... and Boys in Early Child and Forced Marriage (ECFM)
more
|
While there is a growing body ...of information available about child marriage globally, relatively little comparative work has been done to examine its different manifestations, experiences and impacts in different settings. The majority of studies have explored its causes and consequences for girls in south Asia, and to a lesser extent, in sub-Saharan Africa. Empirical research in many parts of east and southern Africa is still limited, as it is for nearly all of Latin America. The Governance and Justice program has developed a portfolio of five projects on Early Child and Forced Marriage (ECFM), spanning ten countries across West and East Africa, South Asia and Latin America. Each of the projects have designed and are implementing differing research and/or interventions with the overall aim to influence policy, practice, research or innovations that foster transformative changes in the lives of girls, women and communities. Along these lines, each project promises success in meeting their individual objectives; however, a role and process for joining up the ECFM projects to consolidate and amplify their collective findings is currently missing. The proposed consolidation project is a timely, much-needed and exciting opportunity to provide a critical, comparative perspective on ECFM, capable of speaking to, reaching and influencing a wider audience beyond the individual project countries. In so doing, it aims to promote collective learning and improved research, practice and policy at the national, regional and international level. This consolidation piece will be co-lead by Young Lives at the University of Oxford and Child Frontiers.

Education and Rights for Margi...nalized Adolescents in Peru/Éducation et droits pour les adolescents marginalisés au Pérou

In Peru, marginalized adolesce...nts face significant barriers to completing their secondary education, which perpetuates their social and economic exclusion. This project aims to support young people, especially indigenous adolescent girls, to exercise their rights and achieve their full potential. This is achieved by improving the education system, namely the curricula and the services offered in schools in order to encourage adolescents to complete their secondary education. The project also aims to improve the health and protection services offered to vulnerable adolescents, in order to ensure an environment conducive to their learning and development. The project aims to ensure adolescents are involved in making decisions that affect them, through social media platforms and artistic expression mechanisms. The project is implemented in two Amazonian regions (Loreto and Ucayali), in one Andean region (Huancavelica) and in the poor suburbs of Lima. The results achieved through these pilots will subsequently be replicated throughout the country.

The project aims to help ensur...e that Venezuelan migrant children and adolescents, particularly girls and adolescent girls, live free from violence and discrimination, and exercise their rights to protection, education and health in strengthened host communities in Peru. The project works with the Peruvian ministries of Education, of Health, and of Women and Vulnerable Populations, as well as with civil society organizations to promote gender-sensitive and inclusive education, and health and protection services. The project advocates for, and assists in updating regulatory frameworks and other instruments to grant migrants access to services. It seeks to empower adolescent girls to make them aware of their rights, and foster egalitarian relations between girls and boys. The project works to generate gender-disaggregated data and rapid assessments to determine the immediate needs and priorities of Venezuelan children and adolescents. It targets two regions of Peru: northern Lima, where most of the settled Venezuelan population is concentrated; and, to a lesser extent Tumbes, the main entry point for Venezuelans coming to Peru. It aims to benefit 25,000 Venezuelan children and adolescents, including 19,000 enrolled in schools. Additionally, the project aims to benefit 150,000 Venezuelan and Peruvians in host communities reached by messages aimed at preventing violence and discrimination.

This project aims to empower w...omen human rights defenders and organizations to effectively participate in post-conflict development and peace and security processes in Colombia, the Democratic Republic of Congo, the Philippines, South Sudan, and the West Bank. The project strengthens the ability of beneficiaries to use national laws and international human rights frameworks to defend and protect women's rights in post-conflict settings. Project activities include: (1) providing psychosocial and legal support to help women survivors recover from and seek justice for the physical and psychological violence they have experienced; (2) providing training to women human rights defenders and organizations and other key stakeholders on national and international human rights frameworks and gender-based analysis, as well as organizational strengthening; (3) developing or improving National Action Plans and the implementation of United Nations Security Council Resolutions (UNSCR) on women, peace and security; and (4) establishing South-South exchanges to facilitate networking, mutual learning and skills building. This project is expected to directly reach more than 35,000 beneficiaries (78% women and 22% men) in the five countries/territories, including approximately 9,500 women survivors of gender-based violence. In addition, it is expected to reach 200,000 (150,000 women and 50,000 men) indirect beneficiaries nationally, including extended families, community members, networks, government employees and other stakeholders, as well as another two million indirect beneficiaries internationally through networks, coalitions, and social media. SEXUAL ABUSE AND ACCESS TO JUS...TICE FOR RURAL WOMEN IN WEST AFRICA

|
Sexual abuse and access to jus...tice for rural women in West Africa
more
|
This research takes place with...in the context of several major overlapping factors in West Africa: a democratization process that, in principle, includes equal access to public services - including justice - for all citizens; the existence of formal legal systems, national and international, conducive to the protection of women from sexual abuse; and the informal legal system. Access to justice in this region still remains a major challenge, especially for rural women, who are typically far away from legal infrastructure, which illustrates a significant gap between the de jure and de facto situations. Furthermore, existing research shows that the actions taken by women's rights organizations to prevent these crimes do not adequately help those who are the most marginalized - namely, rural women - who make up nearly 40% of the total population and more than 50% of the rural population in the region. Yet, accumulated knowledge shows that effective access to justice can be an effective way to prevent and reduce sexual abuse of women. This project aims to generate probative data on how, within a context of coexisting formal and informal justice systems, to promote justice for rural women who are victims of sexual abuse in Burkina Faso, Mali, Mauritania and Senegal, while at the same time making public institutions more accountable. More specifically, this project will involve the African Network for Integrated Development (ANID) and its partners taking a participatory research-action approach, and combining qualitative and quantitative methods to produce a knowledge base regarding sexual abuse and the constraints on access to justice in rural areas. The data gathered will be used to develop alternative and realistic models for access to justice, specifically through empowering women to help prevent and challenge the impunity of sexual abuse against rural women in these countries.

|
|

The project aims to improve th...e well-being of children in eight regions of Senegal (Matam, Sédhiou, Kaolack, Kaffrine, Kolda, Kédougou, Tambacounda and Ziguinchor) and to offer them adequate protection during their schooling so that they can live and study within structures that ensure their safety and give them every opportunity possible to be successful. The project focuses on building the capacity of child protection and education actors, creating a safe school environment and raising students' and communities' awareness of children's rights. With a view to ensure appropriate support of child protection systems in school environments, the project simultaneously works on systems, services and programs, early intervention services and prevention. Project activities include: (1) training security forces, magistrates, social workers and school authorities on legal instruments relating to child protection; (2) developing a national action plan to counter child abuse in school environments, raising school stakeholders' awareness of preventive control measures for epidemics (e.g., Ebola hemorrhagic fever); (3) involving a number of stakeholders in awareness campaigns to discontinue early and forced marriage practices; and (4) raising economic operators' awareness of alternative solutions to child labour in mining areas. The project is expected to directly affect 750,000 children (382,500 girls and 367,500 boys), ranging in age from 3 to 18 years and registered in 1,700 public school facilities, as well as to affect indirectly 10,000 youth who are out of school or who have no schooling (6,500 girls and 3,500 boys) from 14 to 18 years of age. This project is one of the three components of the Strengthening Support for Child Protection in Education in Senegal project, valued overall at $20M and jointly implemented by Plan Canada, UNICEF and the Ministry of Economy and Finance of Senegal (through the Ministry of Education). It is part of Senegal's National Child Protection Strategy (SNPE - 2013–2018) and the Program for Improvements to Quality, Equity and Transparency in Education (PAQUET – 2013–2025). As with all program-based approaches, Canada works in close co-operation with other donors and the Senegalese government to promote the accountability, transparency and effectiveness of national systems, to increase donor coordination and harmonization, and to strengthen mutual accountability. The program-based approach also favours greater policy dialogue among donors, the government and partners. This helps to strengthen efforts to obtain focused and effective aid, as well as long-term development results. Continuous monitoring and evaluation of this project is undertaken in coordination with other donors.

The project aims to increase t...he social and economic empowerment of young women in Ouagadougou in Burkina Faso, and Guédiawaye in Senegal. This is done by increasing their entrepreneurial potential and their community's commitment to women's entrepreneurship and valuable work for young women. The project works to strengthen young women's entrepreneurial skills and reduce socio-cultural barriers to their participation in the labour force. Project activities include: (1) developing and deploying an entrepreneurship awareness training program in schools and communities; (2) conducting reinforcement training and workshops for stakeholders; (3) implementing an awareness program on sexual and reproductive health and education rights (gender equality) for young women; (4) implementing a psychosocial support and guidance program for vulnerable young women; (5) providing technical and financial support for the start-up and development of individual and collective social economy projects and/or businesses; (6) implementing an awareness program for men and women; and (7) creating a community consultation process. The project is expected to directly benefit 510 young women and 35 young men, as well as 8,928 indirect beneficiaries. The project promotes women and... girls as agents of change to enhance their own well-being and the well-being of their communities, with a view to abandon harmful practices such as child, early and forced marriage, and female genital mutilation in four regions of Senegal (Tambacounda, Kolda, Kédougou and Sédhiou). This is achieved through the Community Empowerment Program (CEP), which focuses on gender equality and human rights, and offers classes on Peace and Security. Project activities include: (1) providing training to facilitators and supervisors on how to run classes and non-formal education programs in communities; (2) providing training to women and girls on human rights, democracy and good governance, health and hygiene, as well as literacy and numeracy, peaceful conflict mediation, and women's leadership and participation; (3) providing training to local governing bodies on their roles and responsibilities, human rights and gender-sensitive budgeting; (4) conducting sharing and training seminars on gender-related issues with religious and local leaders; (5) holding inter-village meetings on topics such as human rights, harmful practices, and gender equality; (6) conducting social mobilization campaigns in communities, in addition to youth forums, on human rights and gender equality issues; (7) broadcasting radio programs on human rights and gender equality issues; (8) establishing Community Management Committees and Peace Committees, and training them on their roles and responsibilities, human rights, child protection, peaceful conflict mediation, project management and leading social mobilization to promote gender equality; (9) sharing project results with communities, local governing bodies and departmental committees on child protection throughout the project cycle; and (10) providing funds for income-generating activities for women. The project directly benefits 6,300 women and girls, and 2,700 men and boys, through CEP classes, as well as 6,300 women and girls, and 2,700 men and boys through classes on Peace and Security. The project indirectly affects the lives of more than 50,000 women. By the end of this project, 200 communities are expected to have publicly committed to abandon harmful practices, and safeguard the rights of women and girls. |

The project aims to increase w...omen's political representation and participation in public decision-making, to empower and strengthen the rights of women and girls, and to reduce the gender gap in leadership through increased engagement and coordination of Inter-American and United Nations (UN) institutions, and regional women's rights organizations. The goals of the Women's Empowerment Task Force for Latin America and the Caribbean are to: (1) collectively supporting member states in achieving their common goals related to women's empowerment and leadership through enhanced cooperation; (2) ensuring that institutional efforts are complementary; (3) filling key policy and programming gaps through evidence-based collaboration, and potentially leveraging funding for these gaps; (4) amplifying existing initiatives and making them more accessible to marginalized groups, including Indigenous, Afro-descendant, rural, young and LGBTI women; and (5) establishing a coordinated body of knowledge on women's leadership in the region, and reporting on its accomplishments at the 2021 Summit of the Americas. Beneficiaries include the stakeholders participating in Task Force activities such as representatives from member states, women's rights organizations, academic and research institutions, and the private sector. Indirect beneficiaries include women who participate in leadership projects generated because of the work of the Task Force.

AMPLIFYING THE VOICES OF GIRLS... AND BOYS IN EARLY CHILD AND FORCED MARRIAGE (ECFM)

Amplifying the Voices of Girls... and Boys in Early Child and Forced Marriage (ECFM)

This project works to increase... equal opportunities for school-age girls and young women, including those with disabilities, to attend school in Gogrial West, South Sudan. Project activities include: (1) providing menstrual hygiene management support; (2) constructing safe water, sanitation and hygiene facilities in schools; and (3) conducting training and education sessions with parents, school personnel, students, and school management committees on hygiene, menstrual hygiene management, and sexual and gender based violence (SGBV). The project aims to support approximately 9,000 school-aged girls and young women in selected primary and secondary schools. Boys are included in specific aspects of the project – such as education, school clubs, hygiene product distribution – to encourage their full participation and reduce instances of SGBV in schools. This project works to directly contribute to Canada's G7 Charlevoix Declaration on Quality Education for Girls, Adolescent Girls and Women in Developing Countries.

|
Supported by Canada and the Un...ited Kingdom, this is the second phase of the project known as Girls Education in South Sudan (GESS2). The project aims to increase access to education for girls in South Sudan by improving girls' enrolment and retention in both primary and secondary schools, as well as the quality of education they receive. This will be done through the distribution of cash transfers to school-aged girls to encourage completion of their education; the provision of grants to schools for the improvement of physical conditions and resources, such as sanitation and hygiene infrastructure and books or other learning materials; and improvements to education services through teacher training, curriculum reviews, and systems to monitor attendance and school performance. The project also works to address key barriers that limit girls' access to education with a particular emphasis on the prevention of sexual and gender based violence and child marriage. The project builds on a previous phase of Girls Education South Sudan (GESS) that was unilaterally supported by the United Kingdom. Phase II of GESS is part of Canada's $400 million G7 Charlevoix Declaration that supports education for women and girls in crisis and conflict situations.

This project works with women ...and other surviors of gender-based violence in Nepal, Sri Lanka, Syria and Tunisia to strengthen their ability to effectively engage in transitional justice measures. The project also aims to ensure that states and state institutions take a gendered approach in the planning, designing and implementing of transitional justice measures. The project also works to undertake international outreach to enhance and build norms around the gendered dimensions of human rights violations and transitional justice. Project activities include: (1) conducting preparatory meetings, such as gender and transitional justice sessions, with survivors; (2) capacity building with women's groups; and (3) producing reports and newsletters on the outcomes.
