This project aims to prevent a...nd address violence against women and girls in developing countries, including targeted funding for women and girls living with disabilities. The project supports the United Nations Trust Fund (UNTF) to End Violence Against Women, a global, multilateral, grant-making mechanism that supports innovative, evidence-based civil society and women-led solutions, with a focus on preventing violence against women and girls, implementing laws and policies to address and eliminate violence against them, and improving access to services for survivors. Project activities include: (1) mobilizing, delivering and effectively managing funds for initiatives that prevent and address violence against women and girls; (2) creating a platform for harvesting, analysing and disseminating useful lessons from the results of UNTF initiatives that measurably inform policy and programming on violence against women and girls; and (3) creating partnerships and mobilizing support for increased funding and commitments to end violence against women and girls.

EMPOWERING WOMEN TO OVERCOME F...ACTORS OF STRUCTURAL VIOLENCE IN LATIN AMERICA
more
|
Empowering women to overcome f...actors of structural violence in Latin America
more
|
Throughout the developing worl...d, young men and women face high unemployment coupled with strong feelings of dissatisfaction with their quality of life in contexts of weak governance and institutions, increased political instability, and growing state authoritarianism — factors that render societies vulnerable and play a role in radicalization. Predominant strategies to counter these phenomena remain state-centered, with limited participation of civil society stakeholders. Populations who suffer most from this violence, insecurity, and lack of civic engagement, such as young men and women, continue to be largely excluded from participating in policy and governance related decisions. But youth are active in an array of movements associated with emerging social, economic, cultural, and political issues. In Latin America, one dimension of violence is associated with the obstacles women face when seeking to actively participate in public affairs. This type of political violence hinders the possibility of women to influence and/or directly act on policies or actions that could potentially solve other dimensions of violence such as physical, racial, or sexual. Women and other gender minorities within the LGBTI community face a double challenge when addressing these issues, because political representation is simultaneously limited by discriminatory barriers and by the collapse of the traditional structures of political representation, such as political parties.Supported by Asuntos del Sur, a think tank based in Argentina, this project aims to test and refine an approach that builds the leadership capacities of young women in Latin America, especially in the areas of sexual and gender-based violence. The aim is to develop monitoring and evaluation capacities and tools within the organization to test their approach in terms of efficiency, sustainability, and impact. It will consist of a research agenda aimed at identifying, understanding, and systematizing innovative political processes that focus on eradicating structural factors of violence against women; pursuing strategies that increase the empowerment of young women; nurturing regional innovation by disseminating experiences, tools, and concepts learned; and by participating in regional networks such as the Organization of American States. This project is part of a cluster of projects, Giving youth a voice: promoting spaces for civic engagement, inclusion, and violence reduction in South Asia and Latin America, launched in June 2017.

CREATING SAFER SPACES FOR YOUN...G WOMEN IN GREATER CAIRO SLUMS
more
|
Creating safer spaces for youn...g women in greater Cairo slums
more
|
In Egypt, as in many countries... in the Middle East and North Africa, young women are exposed to several types of gender-based violence. A 2014 survey of young people in Egypt showed that almost 40% of women (aged 13-35) were subjected to some form of verbal or physical sexual harassment on the streets and on public transportation in Egypt. The difference in occurrence in slum areas (61.6%) versus urban formal areas (47.7%) and rural parts (32.6%) of the country is also staggering. Sexual harassment, sexual violence, or fear of exposure to such forms of gender-based violence have multidimensional impacts on women and girls whether physical, sexual, or mental, including restrictions on their mobility within public spaces. This project will investigate the drivers of, and change in exposure to, sexual violence by young women in public places, and explore attitudes towards different forms of gender-based violence among youth. Uniquely focusing on the slums of greater Cairo, the aim is to understand the current responses of women when being subjected to such incidents and how it affects their major life transitions to adulthood, including access to education and participation in the labour force. Building on the success of an ongoing IDRC-funded project, Harassmap, this project will further document coping strategies that women use to resist sexual violence and how community resources can be used to empower women to overcome such violence. The research will employ quantitative and qualitative methods as well as a mapping exercise, which helps visualize safe and unsafe spaces in communities for different gender and age groups. Proposed interventions based on research findings and engagement with relevant stakeholders will be designed with a focus on creating safer and more inclusive spaces for young women, promoting their resilience and empowering all community members to fight sexual violence. All project activities will be geared toward engaging policymakers and youth stakeholders throughout the project at the local community level and nationally.

The objective of this project ...is to empower youth to become aware of different cultural realities and engage as active citizens in their local and global communities. The project is designed to foster constructive dialogue in communities, with a view to help societies resolve differences from a confrontational approach to one defined by cooperation and understanding. The project focuses on young men and women with a post-secondary degree in Jordan, Morocco, Pakistan, Egypt, Libya, Turkey and Tunisia. Key activities include: (1) a virtual dialogue program for some 3,500 youth participants which facilitates dialogue with the goal of cultivating knowledge and confidence to become civically active; (2) online trainings designed to develop dialogue skills to mobilize communities; and (3) community dialogue sessions with the goal of tackling contentious community issues such as youth participation in peace-building, decision-making, gender equality, and prevention of radical beliefs.

This project seeks to improve ...learning outcomes for girls and adolescent girls in 13 fragile and conflict-affected contexts, and in humanitarian settings. Violence in fragile or conflict-affected contexts and in humanitarian settings prevents girls and adolescent girls from accessing safe quality education. The project aims to use data to better understand the barriers to girls' and adolescent girls' education in Côte d'Ivoire, El Salvador, Honduras, Guatemala, Kenya, Lesotho, Malawi, Nigeria, Rwanda, Tanzania, Uganda, Zambia and Zimbabwe. The project also aims to ensure that national education policies and plans in these countries are informed by the most up-to-date evidence on the barriers to education for girls and adolescent girls. The project aims to examine the country data from Violence against Children Surveys (VACS). These are national surveys that have been conducted in 20 countries with information for over 10% of the world's population under the age of 24 on the complex issue of violence, with the goal of informing our policies and programs. This project also provides additional targeted support to the government of Côte d'Ivoire and governments in the Northern Triangle (El Salvador, Guatemala and Honduras) to enhance their ability to develop laws, policies and programs to address these barriers. Project activities include: (1) analyzing existing Violence against Children Surveys (VACS) data with a focus on barriers to girls' and adolescent girls' education in 12 fragile or conflict-affected countries (excluding Guatemala which will benefit from knowledge exchange); (2) advocating for increased understanding and use of new data from secondary analyses to maximize data that is already available, by key education actors in government and civil society; (3) developing a new methodology for conducting a VACS in a humanitarian setting to gain an understanding of violence against children in refugee camps/settlements, and also with special attention to girls' and adolescent girls' education; and (4) providing technical assistance to develop multi-sectoral and gender-transformative National Action Plans in Côte d'Ivoire, Honduras and El Salvador, to prevent and respond to barriers to education for girls and adolescent girls, especially violence. The project's direct beneficiaries include Ministries of Education, of Health, of Women and Children, and of Social Protection among others, in the 13 targeted countries, as well as civil society, non-governmental organizations and advocacy groups working in the field of girls' education. The project Protective Learnin...g and Nurturing Environments for Girls Education' (PLANE) aims to address the individual barriers that girls face in and out of school in El Salvador, Guatemala and Honduras. This is done by ensuring that they have access to a safe space that offers them protection and safety, both physically and psychologically, as well as opportunities for learning. The project also aims to ensure young and adolescent girls who are out-of-school, at-risk of dropping-out, internally displaced and returned migrants, have access to continue their learning, uninterrupted, by providing flexible, relevant and alternative learning opportunities. An essential component to the method is that alternative learning leads to recognized certificates and enables re-integration into formal schooling or safe employment. While young and adolescent girls are the focus of the project, the policies and many activities that benefit girls, may also support boys : such as well-trained teachers, inclusive and gender-responsive teaching methods that work for all students, a high-quality and relevant curriculum, and a focus on ensuring safe and secure learning environments for all children and adolescents. Project activities include: (1) setting-up physically-safe learning spaces; (2) establishing and strengthening safe spaces that offer opportunities to support the social and emotional wellbeing of girls through the provision of trained staff, peer exchanges, links and referrals to protective services, and alternative learning; and (3) empowering girls to seek available support services and to know and realize their rights. This project is expected to reach 180,600 persons under the age of 18 (126,420 girls and 54,180 boys), and 31,326 teachers, Ministry of Education officials, and education committee members.

The project supports the UNFPA...-UNICEF Global Programme to Accelerate Action to End Child Marriage, a multi-donor joint United Nations program aimed at eliminating child marriage in 12 countries in Africa and South Asia where the rates of child marriage are among the highest: Bangladesh, Burkina Faso, Ethiopia, Ghana, India, Mozambique, Nepal, Niger, Sierra Leone, Uganda, Yemen and Zambia. The project focuses on enabling girls at risk of child marriage to choose and direct their own futures, through activities aimed at bringing about change in the empowerment of girls, with the ultimate aim to prevent child marriage and support already married girls. Project activities include: (1) building the skills and knowledge of girls at risk of child marriage, and married girls; (2) supporting girls to enrol and remain in formal and non-formal education; (3) engaging in dialogue with families, communities and leaders to protect girls from child marriage and uphold their rights; and (4) working with health and protection systems to implement guidelines, protocols and standards for girl-friendly health and protection services. The beneficiaries are girls at risk of child marriage or those already married in Africa and South Asia, particularly those in the 12 countries mentioned above. This project supports the Inte...rnational Committee of the Red Cross (ICRC) in its work to prevent and reduce sexual violence in armed conflicts. Women and girls face increased vulnerability in situations of conflict and displacement, as rape and other forms of sexual violence may be used systematically as an act of reprisal and to create fear. The consequences are far reaching, affecting survivors not only physically but psychologically and socially. For this reason, ICRC has a special initiative to strengthen its response to sexual violence, with the intention of improving delivery of services, prevention of sexual violence, and improving the capacity of its staff to respond. The ICRC also works with States, weapons bearers, religious and traditional leaders, and communities to promote awareness of sexual violence, including awareness of International Humanitarian Law obligations prohibiting sexual violence in armed conflict. The ICRC has a unique role working in conflict zones, with access to areas inaccessible by many other organizations and with greater credibility in advocating for the protection of civilians, including vulnerable women and girls.

REDUCTION OF GENDER AND INSTIT...UTIONAL VIOLENCE AGAINST MESOAMERICAN MIGRANT WOMEN
more
|
Reduction of Gender and Instit...utional Violence against Mesoamerican Migrant Women
more
|
Six out of ten Central America...n women on their way through Mexico are victims of sexual violence, according to reports from Amnesty International. Migrants, particularly women and girls, suffer from multiple forms of violence during their journeys northward. The perpetrators of violence against them range from criminals to government authorities to their intimate partners. However, there is still no strong evidence base on this phenomenon. Migrant women not only lack systems to report violence against them, they are also being threatened and intimidated. This project seeks to understand what forms of violence against migrant women are being perpetrated by whom, where, how, and when, and to identify effective policies and practices to counteract and prevent these incidents. It will examine the conditions that result in the displacement of women, children, and adolescents in Guatemala and the south of Mexico, particularly those due to territorial control and institutional violence under the guise of immigration control. It will also look at what risks women face and how they are protected from violence. Researchers based in local human rights organizations will work closely with affected women and the organizations that serve them in the implementation of this project. The research will reflect the experiences of Mesoamerican migrant and refugee women and will provide the basis for public policy recommendations to protect their rights and safety. This project will also strengthen the research skills and victim support services of the participating organizations and institutions in Guatemala and Mexico. These include the Associación Equipo de Estudios Comunitarios y Acción Psicosocial (Association of Community Studies and Psychosocial Action Team) in Guatemala, Centro de Derechos Humanos Fray Matías de Córdova A.C (Fray Matias Centre for Human Rights of Cordova) in Mexico, and the Voces Mesoamericanas, Acción con Pueblos Migrantes, Asociación Civil (Mesoamerican Voices, Action with Migrant People, Civil Association) in Mexico.

|

EMPOWERING WOMEN TO OVERCOME F...ACTORS OF STRUCTURAL VIOLENCE IN LATIN AMERICA

|
|

This project aims to address t...he provision of victim services in the Guatemalan justice system, working with both government institutions and civil society organizations. It seeks to use technology to create an integrated approach to victim services that both improves the coordination of those services and allows for the national collection of standardized information needed to assess both the quality and extent of support for victims in the country. Guatemala is experiencing a high crime rate, which creates a high level of need for specialized support to deal with the emotional, health-related and practical impacts of crime, as well as with legal processes. The project's areas of focus include: violence against women and children; supporting services for minority and marginalized community members; creating a coordinated approach to the provision of information to victims; and standardizing support services in Guatemala. Project activities include: (1) developing a web portal for crime reporting, collecting feedback from victims and accessing necessary support services; (2) provision of technical assistance and tools for civil society organizations (including victim support services) and criminal justice actors, so that they are better equipped to support victims, in particular those living in remote areas; (3) developing resources and provision of training for victim protection and support services; and (4) training and coaching in the collection and analysis of crime reporting and provision of victim protection services.

The project contributes to red...ucing sexual and gender-based violence against women, especially Indigenous women in the Departments of Alta Verapaz, Sololá and Chimaltenango and strengthens the poorest and most vulnerable's access to justice. Gender-based violence has reached epidemic levels in Guatemala as patterns of violence against women committed during the 36-year internal armed conflict have continued, are seen as normal and are often tolerated. A majority of the victims are Indigenous women and girls. Project activities include: (1) providing legal, psychological and social services; (2) building the capacity of justice system actors through training and litigation of sexual violence cases with national impact; and (3) raising public awareness on gender-based violence.

This initiative supports the e...nhancement of gender equality human rights programming within the Guatemala Office of the United Nations High Commissioner for Human Rights (OHCHR). Women and girls are subject to some of the cruelest human rights violations and yet many organizations specialized in human rights promotion and protection are not prepared to deal with these gender-specific crimes. Project activities include: (1) supporting policy development for and direct accompaniment of women human rights defenders; (2) supporting victims of sexual and gender-based violence; (3) denouncing discrimination especially related to women's economic, social and cultural rights; and (4) strengthening gender-sensitive justice systems through strategic litigation.

This project addresses gaps in... sexual and reproductive health and rights (SRHR) of women and girls in Haiti. More particularly, this project strengthens and scales up previous work on sexual and gender-based violence (SGBV), and gender equality in the eleven clinical sites of the Lower Artibonite and Central Plateau. Project activities include: (1) addressing the most urgent clinical needs of survivors of SGBV; (2) ensuring that those in positions of authority at the health, judicial and community levels are educated and engaged in the reduction, mitigation and prevention of SGBV through surveillance committees, created to support survivors and promoting survivors' rights; and (3) engaging girls, women, boys and men in an educational and empowering approach towards gender issues that aims to increase the resiliency of women and girls, and change social norms around SGBV. This project is expected to reach 1.1 million people, while also strengthening linkages with broader women's health services, community health programs, and Haitian civil society organizations. This project is implemented through a partnership between Partners in Health Canada, and its Haitian sister organization, Zanmi Lasante.

The project aims to prevent ch...ildren and youth from undertaking unaccompanied migration from two communities in Honduras where poverty and widespread violence prevail. The project is designed to help protect vulnerable young adolescents (between the age of 10 and 14) from violence, including sexual and gender-based violence, and to increase economic opportunities for older adolescents (between the age of 15 and 19) who are at-risk of migrating, with a particular focus on girls. Project activities include: (1) creating local clubs for adolescents where social, emotional competencies and self-protection training and awareness activities are offered; (2) providing training for schools, communities and families on gender equality, including positive and equitable relationships; (3) providing market-oriented vocational and entrepreneurship training and developing transferrable life skills for older adolescents, including self-control, self-esteem, motivation and job-seeking skills; (4) sharing the project's successes and lessons learned with governments and civil society to contribute to the design of gender-sensitive policies and programs that prevent the unaccompanied migration of girls, boys and adolescents. This project aims to strengthe...n the justice system's response to high rates of gender-based crimes in Honduras, including femicides and crimes against LGBTQ2 persons, in eight departments in the country with the highest reported incidence of these offences. The goal is to improve investigations and enhance the prosecution of gender-based crimes through better preparation and argumentation of legal cases and support to and protection of victims. Project activities include: (1) providing training and technical assistance to investigators, prosecutors and judges on investigation and case management techniques; (2) developing a quality control system for investigations of sexual and gender-based violence; (3) developing a system to monitor the progress and outcomes of all offences reported to the Attorney General's Office; (4) supporting existing pilot initiatives like the use of video conferencing for testimony to protect the identity of victims and prevent re-victimization, and the use of DNA to enhance the effectiveness of evidence; (5) strengthening government and civil society support structures for victims of gender-based violence.

FAMILY LAW REFORM TO CHALLENGE... GENDER-BASED VIOLENCE: A RESEARCH AND KNOWLEDGE-BASED ADVOCACY PROJECT

|
Family Law Reform to Challenge... Gender-Based Violence: A Research and Knowledge-Based Advocacy Project
more
|
Although gender-based violence... (GBV) is endemic globally, some of the highest rates in the world are found in Muslim-majority countries where conservative interpretations of Islamic Family Law persist. Such interpretations often lead to and justify practices such as early child and forced marriage, loss of guardianship by the mother of her children, prohibition of women from initiating divorce, the practice of honour killing, and the right of parents and family members to control the bodies of their spouses, daughters, and female relatives, including the practice of female genital mutilation. As a result, any solution to GBV must address both legislation and cultural understanding if legal reform is to succeed. Such a solution must involve the promotion of moderate interpretations of Islamic Law, by women, women's groups, and other civil society organizations, to challenge the authority of fundamentalist religious authorities and others. This project aims to empower women by informing them about Islamic Family Law, and to provide more moderate interpretations of these laws to protect their human rights as well as to prevent and overcome GBV. This proposed research and advocacy project on GBV will be led by the Lebanon-based Women's Learning Partnership (WLP), building on its 15-year history of research and advocacy training on combating gender-based violence in more than 50 countries. The project seeks to (1) challenge GBV through research and the development of locally-led new knowledge on how to reform Family Law in Muslim-majority countries; (2) use the research as a basis for effective national advocacy against GBV; and (3) build a global advocacy network, the first of its kind, for those who experience GBV justified in the name of religion. The countries of focus will be Lebanon, Jordan, Egypt, Palestinian Territories, Morocco, Mauritania, Pakistan, Senegal, and India (where Muslims are a minority). WLP's wide-scale partnership with well-established organizations located in countries with Muslim majorities in the Global South and India will enable it to reach the widest number of beneficiaries and provide culturally specific, effective solutions for countering GBV. The organization's long history of work with international organizations, including the United Nations and the World Bank, will also allow it to effectively mobilize the international community in support of a global advocacy campaign against GBV.

Know Violence in Childhood –... India: Advocacy, communication and media engagement
more
|
Know Violence in Childhood (KV...IC) is a global learning and advocacy initiative to stimulate coordinated action to end violence in childhood. It leverages available information about the prevalence of violence during childhood and develops strategies that help prevent such violence. As part of this global initiative, a multi-donor India initiative is being launched that will lead to the development of evidence-based guidance for action plans to prevent violence in childhood in at least two states in India. This initiative has brought diverse stakeholders and partners in India together. Support from IDRC will supplement and complement commitments from other partners for this program, such as the American Jewish World Service, Oak Foundation, South Asian Initiative to End Violence Against Children (SAIEVAC), and state governments in the states of Jharkhand and Haryana. The initiative builds upon the legacy of a violence prevention initiative called Gender Equity Movement in Schools (GEMS) that was piloted in collaboration with the Jharkhand government and local organizations from 2013–16.The current phase of the initiative will test policies and strategies that can be adapted to inform policymakers through strong evidence about the scale and nature of violence in childhood; support state governments with actionable inputs that can be integrated in strategies to prevent violence in childhood; and advocate findings from the programmatic work more widely. Among the activities are mapping and gap analysis of existing state-level institutions, initiatives, and mechanisms that address violence in childhood in Haryana and Jharkhand; developing a media communication and advocacy strategy for changing norms and generating greater commitment and social and political will to address violence in childhood; and informing public debates on ending violence in childhood. IDRC's support will specifically contribute to communicating the findings through a strong media strategy that will inform public debates and state action.IDRC has led a range of projects on sexual and gender-based violence. By partnering with the Washington-based International Centre for Research on Women in this initiative, IDRC will help to create space for linking the lessons learned from previous work to the new initiative and facilitate a wider coalition of researchers and practitioners working towards ending violence against both women and children.

Recognize-Resist-Remedy: A res...earch project to combat gender-based hate speech against women in Brazil and India

Neither India nor Brazil have ...laws that effectively respond to sexism in online hate speech, in part because hate speech classifications in the law fail to comprehensively cover sexist speech. With only piecemeal legislation, the legal system ignores the violation of women's dignity and the fault lines of class, ethnicity, race, and caste that lead to gender-based hate speech. There are also definitional and jurisdictional challenges in applying the law to the online environment.'Recognize-Resist-Remedy will focus on institutional and individual transformation to combat sexist and misogynistic speech online in Brazil and India. This project will identify the main shortcomings that need to be addressed through legal reform. It will also harness the window of opportunity created by women speaking out in these environments to tackle the proliferation of sexist and misogynistic speech online. The aim of the project is to input recommendations into emerging policy processes, intermediary liability regimes, and governance frameworks for online content. The project will also work with young people to shift attitudes to demonstrate how deep change is possible.IT for Change (India) and InternetLab (Brazil) will work together on the research in both countries using an interdisciplinary critical feminist framework. They will use a mixed methods approach incorporating legal and policy analysis, field research, case studies analysis, participatory action research, and validation through a global experts meeting.

This program aims to reduce vi...olence against women and girls, and the prevalence of child, early and forced marriage (CEFM) through coordinated prevention and response activities in Bangladesh, Indonesia, Nepal, Pakistan, and Philippines. Project activities include: 1) creating an enabling environment to prevent violence against women and girls by engaging key community leaders (including religious, private sector and political) and youth in advancing women's leadership and women's rights; 2) improving access to economic opportunities and to services such as shelters, and legal and psycho-social support; 3) reinforcing the use of innovative knowledge, including best and emerging practices, and accountability systems to end violence against women and girls, and CEFM. This project reaches 245,000 direct and 980,000 indirect beneficiaries (mainly women and girls).
