Although gender-based violence... (GBV) is endemic globally, some of the highest rates in the world are found in Muslim-majority countries where conservative interpretations of Islamic Family Law persist. Such interpretations often lead to and justify practices such as early child and forced marriage, loss of guardianship by the mother of her children, prohibition of women from initiating divorce, the practice of honour killing, and the right of parents and family members to control the bodies of their spouses, daughters, and female relatives, including the practice of female genital mutilation. As a result, any solution to GBV must address both legislation and cultural understanding if legal reform is to succeed. Such a solution must involve the promotion of moderate interpretations of Islamic Law, by women, women's groups, and other civil society organizations, to challenge the authority of fundamentalist religious authorities and others. This project aims to empower women by informing them about Islamic Family Law, and to provide more moderate interpretations of these laws to protect their human rights as well as to prevent and overcome GBV. This proposed research and advocacy project on GBV will be led by the Lebanon-based Women's Learning Partnership (WLP), building on its 15-year history of research and advocacy training on combating gender-based violence in more than 50 countries. The project seeks to (1) challenge GBV through research and the development of locally-led new knowledge on how to reform Family Law in Muslim-majority countries; (2) use the research as a basis for effective national advocacy against GBV; and (3) build a global advocacy network, the first of its kind, for those who experience GBV justified in the name of religion. The countries of focus will be Lebanon, Jordan, Egypt, Palestinian Territories, Morocco, Mauritania, Pakistan, Senegal, and India (where Muslims are a minority). WLP's wide-scale partnership with well-established organizations located in countries with Muslim majorities in the Global South and India will enable it to reach the widest number of beneficiaries and provide culturally specific, effective solutions for countering GBV. The organization's long history of work with international organizations, including the United Nations and the World Bank, will also allow it to effectively mobilize the international community in support of a global advocacy campaign against GBV.

The purpose of the project is ...to enhance prevention and intervention in cases of violence against women in Morocco. The project's objective is to strengthen the protection and promotion of the rights of women in a legal and institutional framework and create an environment that supports women and girls who are survivors of violence through quality essential services that are available and accessible and through improved mindsets that support equality. Project activities include: (1) adopting a comprehensive and multi sectoral approach by involving the health, justice, police, education and social protection sectors in order to intervene in terms of the prevention of violence, protection, addressing violence against women and bringing the guilty parties to justice, (2) offering additional support to women's groups and local movements that defend the rights of women, (3) involving men in awareness and advocacy efforts in support of gender equality, and (4) providing technical assistance and strengthening the capacity of Morocco's government institutions in addressing violence against women. / Le projet vise à améliorer la prévention et les interventions dans le cas des violences faites aux femmes au Maroc. Il a pour objectif de renforcer la protection et la promotion des droits des femmes dans le cadre juridique et institutionnel et de créer un environnement favorable pour les femmes et les filles survivantes de violences par des services essentiels de qualité disponibles et accessibles et des mentalités en faveur de l'égalité améliorées. Les activités du projet comprennent : 1) adopter une approche multisectorielle et globale, en impliquant les secteurs de la santé, de la justice, de la police, de l'éducation et de la protection sociale, de manière à pouvoir intervenir dans les domaines de la prévention de la violence, de la protection et de la prise en charge des violences faites aux femmes, et de la traduction en justice des coupables, 2) offrir un soutien accru aux organisations féminines et aux mouvements locaux qui défendent les droits des femmes, 3) impliquer les hommes dans les efforts de sensibilisation et de plaidoyer en faveur de l'égalité des sexes, 4) assister sur le plan technique et renforcer les capacités des institutions du gouvernement marocain en matière de lutte contre les violences faites aux femmes.

This project aims to strengthe...n the protection and exercise of sexual and reproductive health and rights (SRHR) for women and adolescents in Honduras, El Salvador and Nicaragua and the sharing of experiences on SRHR in the region. Project activities implemented in the three countries include: (1) regional monitoring of advances of SRHR in line with the recommendations of international human rights mechanisms, (2) coordination and capacity building of national governments and other local actors on SRHR, and (3) high level policy dialogue and exchange of best practices on SRHR among the three countries. Specific activities implemented in both El Salvador and in Nicaragua, include: (1) holistic sexual education and sexual and reproductive health attention in schools, in coordination with the respective ministries of education and health, (2) creation of early alert systems to prevent violence against children and adolescents, (3) capacity building to improve holistic attention for survivors of sexual and gender-based violence at community and family levels, and (4) cultural and sports activities to empower girls and change discriminatory attitudes and practices. / Ce projet vise à renforcer la protection et l'exercice de la santé et des droits sexuels et reproductifs (SDSR) pour les femmes et les adolescents au Honduras, au Salvador et au Nicaragua et le partage d'expériences sur la SDSR dans la région. Les activités du projet qui sont mises en œuvre dans les trois pays comprennent: 1) le suivi régional des avancées de la SDSR conformément aux recommandations des mécanismes internationaux des droits de la personne, 2) la coordination et le renforcement des capacités des gouvernements nationaux et d'autres acteurs locaux en matière de SDSR, 3) un dialogue de haut niveau sur les politiques et l'échange des pratiques exemplaires en matière de SDSR entre les trois pays. Although gender-based violence... (GBV) is endemic globally, some of the highest rates in the world are found in Muslim-majority countries where conservative interpretations of Islamic Family Law persist. Such interpretations often lead to and justify practices such as early child and forced marriage, loss of guardianship by the mother of her children, prohibition of women from initiating divorce, the practice of honour killing, and the right of parents and family members to control the bodies of their spouses, daughters, and female relatives, including the practice of female genital mutilation. As a result, any solution to GBV must address both legislation and cultural understanding if legal reform is to succeed. Such a solution must involve the promotion of moderate interpretations of Islamic Law, by women, women's groups, and other civil society organizations, to challenge the authority of fundamentalist religious authorities and others. This project aims to empower women by informing them about Islamic Family Law, and to provide more moderate interpretations of these laws to protect their human rights as well as to prevent and overcome GBV. This proposed research and advocacy project on GBV will be led by the Lebanon-based Women's Learning Partnership (WLP), building on its 15-year history of research and advocacy training on combating gender-based violence in more than 50 countries. The project seeks to (1) challenge GBV through research and the development of locally-led new knowledge on how to reform Family Law in Muslim-majority countries; (2) use the research as a basis for effective national advocacy against GBV; and (3) build a global advocacy network, the first of its kind, for those who experience GBV justified in the name of religion. The countries of focus will be Lebanon, Jordan, Egypt, Palestinian Territories, Morocco, Mauritania, Pakistan, Senegal, and India (where Muslims are a minority). WLP's wide-scale partnership with well-established organizations located in countries with Muslim majorities in the Global South and India will enable it to reach the widest number of beneficiaries and provide culturally specific, effective solutions for countering GBV. The organization's long history of work with international organizations, including the United Nations and the World Bank, will also allow it to effectively mobilize the international community in support of a global advocacy campaign against GBV.

The aim of the project is to h...elp achieve greater equality between women and men as political leaders and agents of change in West and Central Africa. In support of this goal, the project seeks to increase women's full and effective political participation by: (1) promoting legislative reforms that ensure women's fair access to political life, (2) strengthening the skills of women to run successful electoral campaigns, and (3) training newly elected women leaders to be effective legislators and to champion issues of gender equality. The project is supporting more than 250,000 women political actors, as well as 500 women's civil society organizations across the Central African Republic (CAR), Guinea, Liberia and Nigeria. / L'objectif du projet est de contribuer à une plus grande égalité entre les femmes et les hommes en tant que leaders politiques et agents de changement en Afrique de l'Ouest et du Centre. À l'appui de cet objectif, le projet vise à accroître la participation pleine et effective des femmes à la vie politique en : (1) effectuant la promotion de réformes législatives qui garantissent aux femmes un accès équitable à la vie politique , (2) renforçant les compétences des femmes à mener des campagnes électorales réussies , (3) en formant les femmes nouvellement élues à devenir des législatrices efficaces et à défendre les questions d'égalité des sexes. Le projet soutient plus de 250 000 actrices politiques ainsi que 500 organisations de femmes de la société civile à travers la Guinée, le Libéria, le Nigéria et la République centrafricaine (RCA).

The project aims to contribute... to an increased realization of the sexual and reproductive health and rights of women in Nigeria. Project activities include: (1) improving the knowledge and skills of government social workers and health care workers to provide age and culturally appropriate female genital mutilation/cutting and child, early and forced marriage prevention and treatment services, (2) upgrading health facilities to provide culturally appropriate and gender-sensitive quality services on harmful traditional practices (female genital mutilation/cutting and child, early and forced marriage), as well as obstetric fistula care, (3) supporting advocacy activities carried out by women-led legislative coalitions at community and state levels to domesticate anti-sexual and gender-based violence laws, (4) supporting gender-sensitive and culturally appropriate media activities to raise awareness and mobilize action against harmful traditional practices (female genital mutilation/cutting and child, early and forced marriage) and other forms of sexual and gender-based violence, (5) activating community platforms for dialogue on female genital mutilation/cutting, child, early and forced marriage, and other forms of sexual and gender-based violence to reach boys, men, women, traditional gatekeepers and religious leaders, and (6) raising awareness of women and girls of their rights, and building their knowledge and capacity to take action against all forms of sexual and gender-based violence. The project is expected to directly reach over 300,000 women, girls and boys 10 to 24 years of age, and potentially hundreds of thousands more indirectly in the targeted states. / Le projet vise à améliorer la santé sexuelle et reproductive des femmes au Nigéria ainsi que l'exercice de leurs droits connexes. This project aims to strengthe...n the protection and exercise of sexual and reproductive health and rights (SRHR) for women and adolescents in Honduras, El Salvador and Nicaragua and the sharing of experiences on SRHR in the region. Project activities implemented in the three countries include: (1) regional monitoring of advances of SRHR in line with the recommendations of international human rights mechanisms, (2) coordination and capacity building of national governments and other local actors on SRHR, (3) high level policy dialogue and exchange of best practices on SRHR among the three countries. Specific activities implemented in both El Salvador and in Nicaragua, include: (1) holistic sexual education and sexual and reproductive health attention in schools, in coordination with the respective ministries of education and health, (2) creation of early alert systems to prevent violence against children and adolescents, (3) capacity building to improve holistic attention for victims of sexual and gender based violence at community and family levels, and (4) cultural and sports activities to empower girls and change discriminatory attitudes and practices. / Ce projet vise à renforcer la protection et l'exercice de la santé et des droits sexuels et reproductifs (SDSR) pour les femmes et les adolescents au Honduras, au Salvador et au Nicaragua et le partage d'expériences sur la SDSR dans la région. Les activités du projet qui sont mises en œuvre dans les trois pays comprennent: 1) le suivi régional des avancées de la SDSR conformément aux recommandations des mécanismes internationaux des droits de la personne, 2) la coordination et le renforcement des capacités des gouvernements nationaux et d'autres acteurs locaux en matière de SDSR, 3) un dialogue de haut niveau sur les politiques et l'échange des pratiques exemplaires en matière de SDSR entre les trois pays. The project aims to increase w...omen's political representation and participation in public decision-making, to empower and strengthen the rights of women and girls, and to reduce the gender gap in leadership through increased engagement and coordination of Inter-American and United Nations (UN) institutions, and regional women's rights organizations. The goals of the Women's Empowerment Task Force for Latin America and the Caribbean are to: (1) collectively supporting member states in achieving their common goals related to women's empowerment and leadership through enhanced cooperation, (2) ensuring that institutional efforts are complementary, (3) filling key policy and programming gaps through evidence-based collaboration, and potentially leveraging funding for these gaps, (4) amplifying existing initiatives and making them more accessible to marginalized groups, including Indigenous, Afro-descendant, rural, young and LGBTI women, and (5) establishing a coordinated body of knowledge on women's leadership in the region, and reporting on its accomplishments at the 2021 Summit of the Americas. Beneficiaries include the stakeholders participating in Task Force activities such as representatives from member states, women's rights organizations, academic and research institutions, and the private sector. Indirect beneficiaries include women who participate in leadership projects generated because of the work of the Task Force. / Le projet vise à accroître la representation et la participation politique des femmes à la prise de décisions publiques, à autonomiser et à renforcer les droits des femmes et des filles et à réduire l'écart entre les sexes en matière de leadership par un engagement et une coordination accrus des institutions interaméricaines et des Nations Unies (ONU) et des organisations régionales des droits des femmes. In Pakistan, the legal age for... marriage is 18 for boys and 16 for girls in all but one province. Laws prohibiting marriage of girls under 16 years of age have existed for more than half a century and yet, in 2014, when Shirkat Gah, a women's rights research and advocacy organization, completed a pilot study in the country, they found that knowledge about the law was negligible. Those who were aware of the law were also able to flout it with impunity because, among other things, few births are registered, depriving marriage registrars of hard evidence to prevent under-age marriages. The research revealed that a main driver of early-age marriage was traditional practices. It also identified a new driver in the form of growing religious fundamentalism promoted through madrassahs, mosques, and religious platforms. This is pushing greater control by male relatives over young women and girls in the form of withdrawing girls from school, early marriage, often without consent, and a stricter confinement within homes. The pilot study also documented increased risk of discrimination and violence by the husbands and in-laws of the young brides. Control over sexuality passes from birth families to marital families, limiting young women's and girls' mobility and opportunities for growth, including access to education and employment. The Humsathi interventional study will offer insights on how to prevent, build resilience, and improve responses to early-age/forced marriages across diverse communities in Pakistan's four provinces. The study will provide guidelines on how best to leverage change in communities and polices, improve implementation of existing laws, and propose required reforms. The project will partner with girls, boys, and their communities to transform attitudes toward early-age/forced marriages. The results will help to scale up interventions in other regions and countries.

This project is part of a larg...er, multi-donor initiative which is scaling up access to justice for survivors of sexual violence in Pakistan through a partnership between IDRC, Foundation Open Society Initiative Pakistan (FOSIP), and Khyber Pakhtunkhwa Commission for the Status of Women (KPCSW). Other donors such as USAID will also be contributing directly to the KP Commission for the implementation of the initiative. The initiative builds on the findings of previous IDRC projects indicating that laws and justice sector practices contain inbuilt biases against women seeking remedy for sexual and gender-based violence which could be transformed through better feminist practices. The initiative will take forward IDRC-supported work on police, medical and forensic protocols for the victims of sexual and gender-based violence. It will undertake research studies in four areas (medico-legal systems, police protocols, the criminal justice system, and the right to information), and it will hold an international conference of experts. The project will also design and implement a pilot project in one district in Khyber Pakhtunkhwa. This pilot project will help to provide systematic evidence on how police protocols, legal mechanisms and medical practices need to be revamped to ensure the dignity of the survivor as well as fair and just outcomes. It will also feed into more effective practices and policies. The Foundation Open Society Initiative, Pakistan (FOSIP) is supporting five key workshops in Pakistan on health systems, police procedures, evidence gathering, knowledge gaps, and legal practices. IDRC will provide technical and financial support for the four background research studies based on the findings of these workshops. With IDRC support, Rural Support Programs Network (RSPN) will design the pilot program based on the research findings, focusing on the problem areas identified in each research study. RSPN will also be responsible for bringing together the experience, including results and the outcomes of the pilot, at a regional conference attended by experts in the four identified areas. Using the project insights, FOSIP and KPCSW will scale up the pilot project and implement the initiative in the Khyber Pakhtunkhwa province, with support from USAID through a grant from the UK's Department for International Development.

Throughout the developing worl...d, young men and women face high unemployment coupled with strong feelings of dissatisfaction with their quality of life in contexts of weak governance and institutions, increased political instability, and growing state authoritarianism — factors that render societies vulnerable and play a role in radicalization. Predominant strategies to counter these phenomena remain state-centered, with limited participation of civil society stakeholders. Populations who suffer most from this violence, insecurity, and lack of civic engagement, such as young men and women, continue to be largely excluded from participating in policy and governance related decisions. But youth are active in an array of movements associated with emerging social, economic, cultural, and political issues. In Latin America, one dimension of violence is associated with the obstacles women face when seeking to actively participate in public affairs. This type of political violence hinders the possibility of women to influence and/or directly act on policies or actions that could potentially solve other dimensions of violence such as physical, racial, or sexual. Women and other gender minorities within the LGBTI community face a double challenge when addressing these issues, because political representation is simultaneously limited by discriminatory barriers and by the collapse of the traditional structures of political representation, such as political parties.Supported by Asuntos del Sur, a think tank based in Argentina, this project aims to test and refine an approach that builds the leadership capacities of young women in Latin America, especially in the areas of sexual and gender-based violence. The aim is to develop monitoring and evaluation capacities and tools within the organization to test their approach in terms of efficiency, sustainability, and impact. It will consist of a research agenda aimed at identifying, understanding, and systematizing innovative political processes that focus on eradicating structural factors of violence against women; pursuing strategies that increase the empowerment of young women; nurturing regional innovation by disseminating experiences, tools, and concepts learned; and by participating in regional networks such as the Organization of American States.This project is part of a cluster of projects, Giving youth a voice: promoting spaces for civic engagement, inclusion, and violence reduction in South Asia and Latin America , launched in June 2017.

While there is a growing body ...of information available about child marriage globally, relatively little comparative work has been done to examine its different manifestations, experiences and impacts in different settings. The majority of studies have explored its causes and consequences for girls in south Asia, and to a lesser extent, in sub-Saharan Africa. Empirical research in many parts of east and southern Africa is still limited, as it is for nearly all of Latin America. The Governance and Justice program has developed a portfolio of five projects on Early Child and Forced Marriage (ECFM), spanning ten countries across West and East Africa, South Asia and Latin America. Each of the projects have designed and are implementing differing research and/or interventions with the overall aim to influence policy, practice, research or innovations that foster transformative changes in the lives of girls, women and communities. Along these lines, each project promises success in meeting their individual objectives; however, a role and process for joining up the ECFM projects to consolidate and amplify their collective findings is currently missing. The proposed consolidation project is a timely, much-needed and exciting opportunity to provide a critical, comparative perspective on ECFM, capable of speaking to, reaching and influencing a wider audience beyond the individual project countries. In so doing, it aims to promote collective learning and improved research, practice and policy at the national, regional and international level. This consolidation piece will be co-lead by Young Lives at the University of Oxford and Child Frontiers.

In Peru, marginalized adolesce...nts face significant barriers to completing their secondary education, which perpetuates their social and economic exclusion. This project aims to support young people, especially indigenous adolescent girls, to exercise their rights and achieve their full potential. This is achieved by improving the education system, namely the curricula and the services offered in schools in order to encourage adolescents to complete their secondary education. The project also aims to improve the health and protection services offered to vulnerable adolescents, in order to ensure an environment conducive to their learning and development. The project aims to ensure adolescents are involved in making decisions that affect them, through social media platforms and artistic expression mechanisms. The project is implemented in two Amazonian regions (Loreto and Ucayali), in one Andean region (Huancavelica) and in the poor suburbs of Lima. The results achieved through these pilots will subsequently be replicated throughout the country. / Au Pérou, les adolescents marginalisés sont confrontés à des barrières importantes qui les empêchent de terminer leur éducation secondaire, perpétuant leur exclusion sociale et économique. Ce projet vise à appuyer les adolescents, et particulièrement les adolescentes autochtones, à exercer pleinement leurs droits et atteindre leur plein potentiel. Cet objectif est atteint en améliorant le système d'éducation, soit les curriculums et les services offerts en milieu scolaire, afin de supporter les adolescents et les adolescentes les plus vulnérables à compléter leur secondaire. Le projet vise également l'amélioration des services de santé et de protection offerts aux adolescents vulnérables, afin d'assurer un environnement propice à l'apprentissage et à leur développement. Il est attendu que les adolescents et les adolescentes puissent participer davantage aux prises de décisions qui les concernent, à travers des plateformes de médias sociaux et des mécanismes d'expression artistique. Le projet est mis en œuvre dans deux régions amazoniennes (Loreto et Ucayali) dans une région andine (Huancavelica) et dans les banlieues pauvres de Lima. Les résultats atteints dans ces régions pilotes seront ensuite adoptés à l'échelle du pays.

Le projet Autonomisation et pa...rticipation citoyenne des enfants, des jeunes et des femmes au Sénégal vise à réduire les violences faites aux femmes et aux filles et à promouvoir l'accès à l'éducation à travers l'autonomisation et la participation significative des enfants, des jeunes et des femmes dans quatre communautés cibles du Sénégal (Pikine, Thiès, Notto Diobass et Ziguinchor). Le projet mobilisera une population d'au moins 22,500 personnes, notamment celles vivant en situation de vulnérabilité, dans des actions qui contribueront à créer des communautés plus inclusives, équitables et sécuritaires. Pour ce faire, le projet vise à assurer un meilleur accès à l'état civil et à réduire les violences basées sur le genre, telles que les violences sexuelles, les mariages forcés et les grossesses précoces, ce qui favorisera l'accès et le maintien des jeunes et des enfants, en particulier des filles, à l'école. Le projet s'appuie sur des outils d'éducation perfectionnés au fil des années, dont le guide Andandoo! pour la participation citoyenne des femmes, des filles et des jeunes au Sénégal. Cette troisième phase du projet, qui constitue sa phase finale, vise à la fois à renforcer significativement les résultats obtenus à ce jour, et à assurer leur pérennité en assurant son transfert aux partenaires sénégalais et son institutionnalisation. Ainsi, cette phase permettra de renforcer les capacités de 76 représentant-e-s de groupes de femmes, de jeunes et d'ONG locales, afin qu'ils soient mieux outillés à promouvoir l'engagement et la participation de 264 leaders communautaires et acteurs clés, ainsi que des populations marginalisées. L'introduction de l'outil On ne joue pas avec les droits développé par Equitas, permettra d'engager 340 jeunes et les enfants, en tant qu'acteurs-trices de changement dans leurs communautés. Un réseau de 20 coaches locaux sera mis en place, et leurs capacités renforcées, afin d'appuyer un engagement communautaire pérenne. Dans cette phase, le projet visera de plus à l'institutionnalisation des résultats, à travers une collaboration renforcée avec de 50 décideurs locaux et nationaux dans le cadre d'actions communautaires, de forums jeunesse et d'un dialogue sur les politiques. Ces collaborations permettront de développer et mettre en œuvre des stratégies concrètes pour influencer les programmes et politiques publiques. L'approche fondée sur les droits humains, incluant le genre, et l'utilisation d'outils de formation éprouvés permettront aux enfants, aux jeunes et aux femmes de s'autonomiser et de se mobiliser en faveur d'un meilleur respect de leurs droits à l'éducation, à l'égalité, à la non-discrimination et à la sécurité.

Le projet mobilisera une population d'au moins 22,500 personnes, notamment celles vivant en situation de vulnérabilité, dans des actions qui contribueront à créer des communautés plus inclusives, équitables et sécuritaires. Pour ce faire, le projet vise à assurer un meilleur accès à l'état civil et à réduire les violences basées sur le genre, telles que les violences sexuelles, les mariages forcés et les grossesses précoces, ce qui favorisera l'accès et le maintien des jeunes et des enfants, en particulier des filles, à l'école. Le projet s'appuie sur des outils d'éducation perfectionnés au fil des années, dont le guide Andandoo! pour la participation citoyenne des femmes, des filles et des jeunes au Sénégal. Cette troisième phase du projet, qui constitue sa phase finale, vise à la fois à renforcer significativement les résultats obtenus à ce jour, et à assurer leur pérennité en assurant son transfert aux partenaires sénégalais et son institutionnalisation. Ainsi, cette phase permettra de renforcer les capacités de 76 représentant-e-s de groupes de femmes, de jeunes et d'ONG locales, afin qu'ils soient mieux outillés à promouvoir l'engagement et la participation de 264 leaders communautaires et acteurs clés, ainsi que des populations marginalisées. L'introduction de l'outil On ne joue pas avec les droits développé par Equitas, permettra d'engager 340 jeunes et les enfants, en tant qu'acteurs-trices de changement dans leurs communautés. Un réseau de 20 coaches locaux sera mis en place, et leurs capacités renforcées, afin d'appuyer un engagement communautaire pérenne. Dans cette phase, le projet visera de plus à l'institutionnalisation des résultats, à travers une collaboration renforcée avec de 50 décideurs locaux et nationaux dans le cadre d'actions communautaires, de forums jeunesse et d'un dialogue sur les politiques. Ces collaborations permettront de développer et mettre en œuvre des stratégies concrètes pour influencer les programmes et politiques publiques. L'approche fondée sur les droits humains, incluant le genre, et l'utilisation d'outils de formation éprouvés permettront aux enfants, aux jeunes et aux femmes de s'autonomiser et de se mobiliser en faveur d'un meilleur respect de leurs droits à l'éducation, à l'égalité, à la non-discrimination et à la sécurité.

Although gender-based violence... (GBV) is endemic globally, some of the highest rates in the world are found in Muslim-majority countries where conservative interpretations of Islamic Family Law persist. Such interpretations often lead to and justify practices such as early child and forced marriage, loss of guardianship by the mother of her children, prohibition of women from initiating divorce, the practice of honour killing, and the right of parents and family members to control the bodies of their spouses, daughters, and female relatives, including the practice of female genital mutilation. As a result, any solution to GBV must address both legislation and cultural understanding if legal reform is to succeed. Such a solution must involve the promotion of moderate interpretations of Islamic Law, by women, women's groups, and other civil society organizations, to challenge the authority of fundamentalist religious authorities and others. This project aims to empower women by informing them about Islamic Family Law, and to provide more moderate interpretations of these laws to protect their human rights as well as to prevent and overcome GBV. This proposed research and advocacy project on GBV will be led by the Lebanon-based Women's Learning Partnership (WLP), building on its 15-year history of research and advocacy training on combating gender-based violence in more than 50 countries. The project seeks to (1) challenge GBV through research and the development of locally-led new knowledge on how to reform Family Law in Muslim-majority countries; (2) use the research as a basis for effective national advocacy against GBV; and (3) build a global advocacy network, the first of its kind, for those who experience GBV justified in the name of religion. The countries of focus will be Lebanon, Jordan, Egypt, Palestinian Territories, Morocco, Mauritania, Pakistan, Senegal, and India (where Muslims are a minority). WLP's wide-scale partnership with well-established organizations located in countries with Muslim majorities in the Global South and India will enable it to reach the widest number of beneficiaries and provide culturally specific, effective solutions for countering GBV. The organization's long history of work with international organizations, including the United Nations and the World Bank, will also allow it to effectively mobilize the international community in support of a global advocacy campaign against GBV.

This project implements the fo...undational set of activities towards a broader initiative to generate knowledge and applied evidence to contribute to combatting sexual and gender based violence (SGBV) and improving adolescent sexual and reproductive health and rights (ASRH) in West Africa. The project will focus on the synthesis of regional knowledge, engagement with key stakeholders, development and implementation of a partnership strategy and exploration of potential youth-centric research projects. A separate but complementary component will support the research projects in two francophone countries, before expanding to other countries belonging to the Economic Community of West African States (ECOWAS) and supporting a regional process to synthesize, disseminate and utilize the evidence. These activities are needed to encourage transformational change to reduce sexual and gender based violence and improve adolescent sexual and reproductive health and rights. There is a need to break down the silos amongst actors and sectors as well as to promote changes in norms, strengthen systems, and contribute to more informed and holistic policy and practice. Synergies between this initiative and all Maternal and Child Health and Governance and Justice programming in West Africa will be made to facilitate information and knowledge sharing and use as well as joint participation in events. This would also potentially contribute to future collaboration with IDRC-funded and other institutions, for example, Young Life Project, the West African Health Organisation, the ECOWAS Gender and Development Center and other similar initiatives and organizations. This will contribute to a strong critical mass of evidence, actors and capacity to influence discourse, policy and practice.
