FAMILY LAW REFORM TO CHALLENGE... GENDER-BASED VIOLENCE: A RESEARCH AND KNOWLEDGE-BASED ADVOCACY PROJECT

|
Family Law Reform to Challenge... Gender-Based Violence: A Research and Knowledge-Based Advocacy Project
more
|
Although gender-based violence... (GBV) is endemic globally, some of the highest rates in the world are found in Muslim-majority countries where conservative interpretations of Islamic Family Law persist. Such interpretations often lead to and justify practices such as early child and forced marriage, loss of guardianship by the mother of her children, prohibition of women from initiating divorce, the practice of honour killing, and the right of parents and family members to control the bodies of their spouses, daughters, and female relatives, including the practice of female genital mutilation. As a result, any solution to GBV must address both legislation and cultural understanding if legal reform is to succeed. Such a solution must involve the promotion of moderate interpretations of Islamic Law, by women, women's groups, and other civil society organizations, to challenge the authority of fundamentalist religious authorities and others. This project aims to empower women by informing them about Islamic Family Law, and to provide more moderate interpretations of these laws to protect their human rights as well as to prevent and overcome GBV. This proposed research and advocacy project on GBV will be led by the Lebanon-based Women's Learning Partnership (WLP), building on its 15-year history of research and advocacy training on combating gender-based violence in more than 50 countries. The project seeks to (1) challenge GBV through research and the development of locally-led new knowledge on how to reform Family Law in Muslim-majority countries; (2) use the research as a basis for effective national advocacy against GBV; and (3) build a global advocacy network, the first of its kind, for those who experience GBV justified in the name of religion. The countries of focus will be Lebanon, Jordan, Egypt, Palestinian Territories, Morocco, Mauritania, Pakistan, Senegal, and India (where Muslims are a minority). WLP's wide-scale partnership with well-established organizations located in countries with Muslim majorities in the Global South and India will enable it to reach the widest number of beneficiaries and provide culturally specific, effective solutions for countering GBV. The organization's long history of work with international organizations, including the United Nations and the World Bank, will also allow it to effectively mobilize the international community in support of a global advocacy campaign against GBV.

June 2019 – Humanitarian nee...ds stemming from the crises in Syria and Iraq remain significant throughout the Middle East. Continued violence in Syria raises little prospects for the voluntary, safe, sustainable and dignified return of over 5.6 million refugees in the region. Internally displaced persons range in the millions in Syria and Iraq, and refugees facing protracted displacement in host countries continue to face acute humanitarian needs in Jordan and Lebanon. With GAC's support, the United Nations Population Fund (UNFPA) supports the coordination of humanitarian responses to sexual and gender-based violence (SGBV) and sexual and reproductive health (SRH) across the Middle East, namely in Iraq, Jordan, Lebanon and Syria. Project activities include: (1) improving , informing and implementing cluster SGBV and SRH services and strategies; (2) monitoring and evaluating the performance of the GBV and SRH responses, including producing informational and analytical products; and (3) building the capacity of frontline, local and national SGBV-response and SRH actors to provide quality SGBV and SRH responses.

This project aims to support w...omen's economic empowerment in Jordan, which shows some of the lowest rates of women's political and economic participation in the Middle East Region. The project fosters entrepreneurship among school girls and supports women-led business start-ups. It also seeks to address high unemployment rates by improving the enabling environment and promoting a culture of entrepreneurship for Jordanian women in impoverished areas. Project activities include: (1) developing a business incubator for women that includes training, mentoring, advisory services and networking; (2) developing entrepreneurial module training to be delivered throughout Jordan (women entrepreneurs are targeted in this training in both the formal and informal sectors); (3) delivering a Leaders and Entrepreneurs program which includes a national competition and after-school clubs for girls throughout Jordan (school boys are also engaged and sensitized through various initiatives); and (4) sensitizing and building the capacity of decision-makers and key women and men stakeholders (from government, private sector, academia and civil society) to integrate women's employment and entrepreneurial needs.

The objective of this project ...is to empower youth to become aware of different cultural realities and engage as active citizens in their local and global communities. The project is designed to foster constructive dialogue in communities, with a view to help societies resolve differences from a confrontational approach to one defined by cooperation and understanding. The project focuses on young men and women with a post-secondary degree in Jordan, Morocco, Pakistan, Egypt, Libya, Turkey and Tunisia. Key activities include: (1) a virtual dialogue program for some 3,500 youth participants which facilitates dialogue with the goal of cultivating knowledge and confidence to become civically active; (2) online trainings designed to develop dialogue skills to mobilize communities; and (3) community dialogue sessions with the goal of tackling contentious community issues such as youth participation in peace-building, decision-making, gender equality, and prevention of radical beliefs.

YOUTH ENGAGEMENT IN ADDRESSING... VIOLENT EXTREMISM AND GENDER VIOLENCE THROUGH EARLY WARNING SYSTEMS IN KENYA AND TANZANIA

Youth engagement in addressing... violent extremism and gender violence through early warning systems in Kenya and Tanzania
more
|
This project will investigate ...how a community security mechanism known as Nyumba Kumi (which comprises ten households per cell) used in Kenya and Tanzania might foster safer spaces for youth and women to participate in efforts to counter violent extremism and gender violence. Through a comparative analysis of the operationalization of Nyumba Kumi in these two countries, this study will establish how different contexts influence implementation and explore best practices that could be applied in other parts of Africa. The methodology includes case study approaches to examine the opportunities for strengthening youth engagement in the linkages between informal mechanisms, early warning systems, and prevention of violent extremism. It will examine how a community-led security mechanism can provide a platform for promoting the interface between youth, communities, policymakers and law enforcers, and it will promote the leadership role of youth and women in addressing governance challenges facing their communities. The project aims to transform the attitudes and behaviours of communities, policymakers and law enforcers so that they embrace and promote community security mechanisms as tools and platforms for strengthening youth engagement in the prevention of violent extremism and creation of safer spaces. Ultimately, the project will inform the development of evidence-based policies and will influence practices by security actors and other stakeholders on the importance of active youth engagement and participation of youths in community security, policing, and early warning processes. The University of Dar-Es-Salaam will lead this project in Tanzania, and will collaborate with researchers from Catholic University in East Africa for the Kenya component. Using a participatory approach, researchers will target youths (male and female), government officials, religious leaders, political elites and non-state actors involved in community policing and promotion of security.

This initiative aims to improv...e the safety and quality of school and community environments for 120,000 vulnerable girls and boys in Kwale and Kilifi counties. The initiative supports governments and community organizations to improve access to safe and high quality learning environments, to strengthen child protection systems and increase birth registry with the objective of reducing early marriage, violence, and abuse of children. The initiative fosters innovation and harnesses the strengths of Kenya's vibrant mobile technology industry to pilot initiatives such as digital birth registration. Some initiative activities include: (i) training and mentoring people responsible for child protection, including teachers, health staff, police, judiciary to identify, report and refer cases of child abuse, and help rehabilitate and reintegrate children; (ii) training and mentoring members of school management committees and community-based organizations to detect and prevent abuse and exploitation and take action against offenders; (iii) establishing and strengthening child protection units, and support groups for survivors of abuse and their families; (iv) setting up a system for community based reporting of child protection cases using mobile phone technology; (v) establishing a teacher-offenders database to increase the number of cases reported and to institutionalize reference checks for teachers seeking employment; (vi) supporting the expansion of Kenya's national child helpline; (vii) developing a pilot digital birth registration system and supporting awareness campaigns to prevent early marriage and promote birth registration; (viii) reviewing policy and legislation to identify gaps and action needed to address child protection in schools and communities; and (ix) supporting the establishment of equitable water and sanitation facilities for girls and boys in 40 schools.

This project seeks to improve ...learning outcomes for girls and adolescent girls in 13 fragile and conflict-affected contexts, and in humanitarian settings. Violence in fragile or conflict-affected contexts and in humanitarian settings prevents girls and adolescent girls from accessing safe quality education. The project aims to use data to better understand the barriers to girls' and adolescent girls' education in Côte d'Ivoire, El Salvador, Honduras, Guatemala, Kenya, Lesotho, Malawi, Nigeria, Rwanda, Tanzania, Uganda, Zambia and Zimbabwe. The project also aims to ensure that national education policies and plans in these countries are informed by the most up-to-date evidence on the barriers to education for girls and adolescent girls. The project aims to examine the country data from Violence against Children Surveys (VACS). These are national surveys that have been conducted in 20 countries with information for over 10% of the world's population under the age of 24 on the complex issue of violence, with the goal of informing our policies and programs. This project also provides additional targeted support to the government of Côte d'Ivoire and governments in the Northern Triangle (El Salvador, Guatemala and Honduras) to enhance their ability to develop laws, policies and programs to address these barriers. Project activities include: (1) analyzing existing Violence against Children Surveys (VACS) data with a focus on barriers to girls' and adolescent girls' education in 12 fragile or conflict-affected countries (excluding Guatemala which will benefit from knowledge exchange); (2) advocating for increased understanding and use of new data from secondary analyses to maximize data that is already available, by key education actors in government and civil society; (3) developing a new methodology for conducting a VACS in a humanitarian setting to gain an understanding of violence against children in refugee camps/settlements, and also with special attention to girls' and adolescent girls' education; and (4) providing technical assistance to develop multi-sectoral and gender-transformative National Action Plans in Côte d'Ivoire, Honduras and El Salvador, to prevent and respond to barriers to education for girls and adolescent girls, especially violence. The project's direct beneficiaries include Ministries of Education, of Health, of Women and Children, and of Social Protection among others, in the 13 targeted countries, as well as civil society, non-governmental organizations and advocacy groups working in the field of girls' education. This project aims to empower a...nd raise the voice of Kenyan women to become leaders in building and governing a more peaceful and equitable Kenya through the use of media for social change. The project works to produce a 26-episode reality television series, called Ms President, where women are selected to act as presidential candidates and engage on issues such as women's rights and the empowerment of women, adolescent girls and girls in politics, peacebuilding, reconciliation, and social cohesion. In parallel, the project facilitates media practitioners' ability to change media content to portray women as leaders in their communities and to challenge discriminatory social norms that continue to depict women as inferior to men. It also strengthens the capacity of the selected women presidential candidates in the reality television series to have more effective messaging and to act as influential political leaders and change agents for gender equality in Kenya. In addition, the initiative partners with civil society and women's rights organizations post-production and use the television series as a way to increase dialogue among civil society actors, local and national conflict resolution and peace-building groups, as well as government officials about women's leadership roles in peacebuilding in three counties in Kenya affected by insecurity and violent extremism.

STRENGTHENING WOMEN'S VOICE, P...OWER AND SAFETY TO ADDRESS GENDER-BASED VIOLENCE IN MALAWI AND ZIMBABWE

Strengthening women's voice, p...ower and safety to address gender-based violence in Malawi and Zimbabwe
more
|
Despite progressive legal prov...isions on gender-based violence in Malawi and Zimbabwe, women continue to experience high rates of violence because the relevant laws are not always effectively enforced. In Zimbabwe, gender-based violence is used as a mode of conflict resolution and social interaction, including within the political sphere. This is exacerbated by rising costs of living, growing unemployment, increasing feminization of poverty, and a breakdown in norms, structures, and institutions. Similarly, Malawi struggles with various endemic forms of gender-based violence, including early and forced child marriages, intimate partner violence, and violence against women in public spaces. The normalization of violence against women and unfavourable social norms, combined with the low ranking of women in Malawi's Human Development Index, perpetuate gender-based violence. While women's groups and civil society organizations in both countries continue to campaign against gender-based violence, state responses are often uncoordinated and fail to address the multi-layered and complex nature of this phenomenon. This project will use evidence-based analysis to strengthen holistic approaches to gender-based violence and to further the design of policies and programs that focus on physical, systemic, and structural manifestations of violence and women's insecurity.

SEXUAL ABUSE AND ACCESS TO JUS...TICE FOR RURAL WOMEN IN WEST AFRICA
more
|
Sexual abuse and access to jus...tice for rural women in West Africa
more
|
This research takes place with...in the context of several major overlapping factors in West Africa: a democratization process that, in principle, includes equal access to public services - including justice - for all citizens; the existence of formal legal systems, national and international, conducive to the protection of women from sexual abuse; and the informal legal system. Access to justice in this region still remains a major challenge, especially for rural women, who are typically far away from legal infrastructure, which illustrates a significant gap between the de jure and de facto situations. Furthermore, existing research shows that the actions taken by women's rights organizations to prevent these crimes do not adequately help those who are the most marginalized - namely, rural women - who make up nearly 40% of the total population and more than 50% of the rural population in the region. Yet, accumulated knowledge shows that effective access to justice can be an effective way to prevent and reduce sexual abuse of women. This project aims to generate probative data on how, within a context of coexisting formal and informal justice systems, to promote justice for rural women who are victims of sexual abuse in Burkina Faso, Mali, Mauritania and Senegal, while at the same time making public institutions more accountable. More specifically, this project will involve the African Network for Integrated Development (ANID) and its partners taking a participatory research-action approach, and combining qualitative and quantitative methods to produce a knowledge base regarding sexual abuse and the constraints on access to justice in rural areas. The data gathered will be used to develop alternative and realistic models for access to justice, specifically through empowering women to help prevent and challenge the impunity of sexual abuse against rural women in these countries.

COMBATTING EARLY MARRIAGES BY ...EMPOWERING GIRLS IN WEST AFRICA
more
|
Combatting early marriages by ...empowering girls in West Africa
more
|
In additional to its illegal n...ature, early marriage results in a chain of negative consequences for girls who are its victims and represents a major barrier to the economic and social development process. However, West Africa, one of the world's poorest regions, is home to half of the world's 10 countries with the highest prevalence of early marriage. Niger and Mali are at the top of the scale, reporting a prevalence of 77% and 61%, respectively. As well, 36% of girls in Niger are married before age 15, and 75% before age 18. Despite the existence of national, global, and continental legal frameworks, most countries in the region, including Mali and Niger, have not complied with the requirement of a minimum age for marriage of 18 years. Even in Togo, where the legislation complies with international law, there are significant pockets of resistance to change. In this case, policies and programs have been developed by pubic authorities to combat these practices; however, according to recent assessments, they are often not informed of the evidence. Moreover, the strategies developed to search for solutions do not take into account the girls or social stakeholders such as religious and traditional leaders. Against this background, WiLDAF/FeDDAF (Women in Law and Development in Africa / Femmes, Droit et Développement en Afrique) and its partners will produce evidence through participatory research-action-training. This evidence will be used in a context of overlapping formal and informal systems to develop effective strategies and tools to empower girls and turn keepers of traditions into strategic allies that will effectively prevent and combat early marriages in Mali, Niger, Togo, and throughout the region.

This project aims to improve l...earning outcomes for women and girls in fragile and conflict-afflicted settings. The project supports the Safe to Learn Campaign, a global, inter-agency and multi-country initiative, dedicated to ending violence in and around schools, so children are free to learn, thrive and pursue their dreams. The project focuses on addressing violence as a barrier to girls' education, and providing support for developing materials to enhance the integration of gender equality across the Safe to Learn Campaign. Project activities include: (1) increasing the knowledge and capacity of girls and boys, teachers, administrators, community members and religious leaders, to recognize the impact of violence in and around schools; (2) promoting positive gender equitable norms and preventing harassment through the use of positive discipline, and addressing gender stereotypes in communities; (3) strengthening education and child protection systems to be gender responsive by preventing sexual and gender-based violence in and around schools; and (4) empowering girls and boys by engaging them in the design and delivery of solutions to prevent and respond to violence through life skills education. The project expects to benefit 229,320 children, including 135,560 girls.

|
|

Reduction of Gender and Instit...utional Violence against Mesoamerican Migrant Women

Six out of ten Central America...n women on their way through Mexico are victims of sexual violence, according to reports from Amnesty International. Migrants, particularly women and girls, suffer from multiple forms of violence during their journeys northward. The perpetrators of violence against them range from criminals to government authorities to their intimate partners. However, there is still no strong evidence base on this phenomenon. Migrant women not only lack systems to report violence against them, they are also being threatened and intimidated. This project seeks to understand what forms of violence against migrant women are being perpetrated by whom, where, how, and when, and to identify effective policies and practices to counteract and prevent these incidents. It will examine the conditions that result in the displacement of women, children, and adolescents in Guatemala and the south of Mexico, particularly those due to territorial control and institutional violence under the guise of immigration control. It will also look at what risks women face and how they are protected from violence. Researchers based in local human rights organizations will work closely with affected women and the organizations that serve them in the implementation of this project. The research will reflect the experiences of Mesoamerican migrant and refugee women and will provide the basis for public policy recommendations to protect their rights and safety. This project will also strengthen the research skills and victim support services of the participating organizations and institutions in Guatemala and Mexico. These include the Associación Equipo de Estudios Comunitarios y Acción Psicosocial (Association of Community Studies and Psychosocial Action Team) in Guatemala, Centro de Derechos Humanos Fray Matías de Córdova A.C (Fray Matias Centre for Human Rights of Cordova) in Mexico, and the Voces Mesoamericanas, Acción con Pueblos Migrantes, Asociación Civil (Mesoamerican Voices, Action with Migrant People, Civil Association) in Mexico.

FROM COSTING TO ACTION: GENERA...TING EVIDENCE ON THE ECONOMIC IMPACTS OF GENDER-BASED VIOLENCE FOR BUSINESSES IN MEXICO AND COLOMBIA

From costing to action: Genera...ting evidence on the economic impacts of gender-based violence for businesses in Mexico and Colombia

Gender-based violence (GBV) re...mains a pervasive global problem, with 70% of women worldwide reporting at least one form of physical or psychological violence from a partner (UN Women). A 2018 report by the UN Office on Drugs and Crime found that the likelihood of women being killed by relatives or intimate partners has increased by more than 10% since 2012. A Small Arms Survey in 2016 revealed that among the 25 countries with the highest rates of femicide in the world, 14 are in Latin America and the Caribbean. Calculating the economic impacts of GBV can be a valuable tool to encourage investment in prevention, particularly by untapped stakeholders such as the private sector. Most costing studies focus on the economic impacts of violence for individuals, societies, and the state, and less so for businesses. There is a need to capture indirect and intangible costs of various forms of violence, and to advocate for better data availability to ensure quality research and cross-country studies. This project aims to expand the evidence on the economic costs of GBV as a tool to leverage responses to prevent violence by the public and private sector. It will examine the prevalence and experiences of domestic violence for survivors, perpetrators, and witnesses, and will calculate how its spillover effects in the workplace hinder labour productivity, generating costs borne by enterprises. The goal of the project is to demonstrate the cost-effectiveness of violence prevention and to promote investments in the workplace. The project, led by the University of San Martin de Porres (USMP) in Peru, will strengthen the technical capacities of teams to conduct research in Mexico and Colombia. These two countries have very competitive and business-sustainable economies that also report high incidences of GBV (44% and 66% respectively). New evidence in these two countries will add to the regional body of research built by USMP with support from the German Corporation for International Cooperation (GIZ) in Bolivia, Peru, and Paraguay. In this way, IDRC is leveraging resources from other partners to expand this timely and relevant body of knowledge.

|

The beneficiaries are girls at risk of child marriage or those already married in Africa and South Asia, particularly those in the 12 countries mentioned above.

|
|
