June 2019 – Humanitarian nee...ds stemming from the crises in Syria and Iraq remain significant throughout the Middle East. Continued violence in Syria raises little prospects for the voluntary, safe, sustainable and dignified return of over 5.6 million refugees in the region. Internally displaced persons range in the millions in Syria and Iraq, and refugees facing protracted displacement in host countries continue to face acute humanitarian needs in Jordan and Lebanon. With GAC's support, the United Nations Population Fund (UNFPA) supports the coordination of humanitarian responses to sexual and gender-based violence (SGBV) and sexual and reproductive health (SRH) across the Middle East, namely in Iraq, Jordan, Lebanon and Syria. Project activities include: (1) improving , informing and implementing cluster SGBV and SRH services and strategies, (2) monitoring and evaluating the performance of the GBV and SRH responses, including producing informational and analytical products, and (3) building the capacity of frontline, local and national SGBV-response and SRH actors to provide quality SGBV and SRH responses. / Juin 2019 – Les besoins humanitaires découlant des crises en Syrie et en Iraq demeurent importants au Moyen-Orient. Les réfugiés qui font face à des déplacements prolongés dans les pays d'accueil affrontent des besoins humanitaires aigus en Jordanie et au Liban. Grâce au soutien d'Affaires mondiales Canada (AMC), le Fonds des Nations unies pour la population (UNFPA) appuie la coordination de la réponse à la violence sexuelle et fondée sur le genre (VSFG) et des services de santé sexuelle et reproductive (SSR) dans les interventions humanitaires au Moyen-Orient, notamment en Iraq, en Jordanie, au Liban et en Syrie. In Latin America, the increase...d release of open government data aims to strengthen the transparency and accountability of governments, build new business opportunities, and improve services for citizens. This project will explore innovative approaches for using and understanding public data to promote more inclusive government services and policies, address rights and disinformation challenges, and enhance gender equality. It will focus on three major areas: gender-based violence, assistance to migrants, and emergency procurement. To address the challenge of gender-based violence in Latin America, notably femicides, the project will examine how newly released official government data can be used to end violence against women through innovative approaches. With respect to migrants, growing civic unrest and massive economic disparities have led to a major increase in irregular migration in some countries. The project will begin to explore the challenges of taking a data-focused approach to supporting the needs of migrants and displaced peoples. This research will emphasize human rights, combatting misinformation and xenophobia, and facilitating better services for communities in need.Finally, the pandemic has caused an enormous increase in emergency procurement, which, when poorly managed, can negatively impact the delivery of crucial services and goods. The Open Contracting Partnership will support action research to make emergency procurement more inclusive, effective, and efficient in the context of COVID-19. Further, since only an estimated 1% of public contracts go to women-owned businesses, the research will explore key barriers and gaps for this group in bidding for public contracts. This project is part of the Open Data for Development (OD4D) program, a global network using data to promote social good. The OD4D network is funded by IDRC, Global Affairs Canada, and the William and Flora Hewlett Foundation.

The overall goal of this initi...ative is to strengthen the Government of Jordan's systems to mainstream gender in its policies and programs to better respond to the needs of women refugees and vulnerable Jordanian women and empower them to become more resilient. This would be done through gender mainstreaming in national planning and programs, as well as in local planning and decision-making processes. This initiative would also support the Ministry of Social Development for the implementation of its recently approved strategy, and set up programs for women's economic empowerment, resilience, protection, and leadership, using the UN Women-created Oasis Centre model. The Oasis model also directly addresses key barriers and enabling factors that affect women's engagement in livelihoods opportunities. / L'objectif général de cette initiative est de renforcer les systèmes du Gouvernement jordanien pour intégrer l'égalité des sexes dans ses politiques et programmes afin de mieux répondre aux besoins des femmes réfugiées et des femmes jordaniennes vulnérables et de leur donner les moyens de devenir plus résistantes. Cela se ferait par l'intégration de la dimension de genre dans la planification et les programmes nationaux, ainsi que dans les processus locaux de planification et de prise de décision. Cette initiative appuierait également le Ministère du développement social dans la mise en œuvre de sa stratégie récemment approuvée et mettrait en place des programmes pour l'autonomisation économique, la résilience, la protection et le leadership des femmes, en utilisant le modèle du Centre Oasis créé par ONU Femmes. Le modèle Oasis s'attaque aussi directement aux principaux obstacles et facteurs habilitants qui affectent l'engagement des femmes dans les moyens de subsistance.

This initiative aims to improv...e the safety and quality of school and community environments for 120,000 vulnerable girls and boys in Kwale and Kilifi counties. The initiative supports governments and community organizations to improve access to safe and high quality learning environments, to strengthen child protection systems and increase birth registry with the objective of reducing early marriage, violence, and abuse of children. The initiative fosters innovation and harnesses the strengths of Kenya's vibrant mobile technology industry to pilot initiatives such as digital birth registration. Some initiative activities include: (i) training and mentoring people responsible for child protection, including teachers, health staff, police, judiciary to identify, report and refer cases of child abuse, and help rehabilitate and reintegrate children, (ii) training and mentoring members of school management committees and community-based organizations to detect and prevent abuse and exploitation and take action against offenders, (iii) establishing and strengthening child protection units, and support groups for survivors of abuse and their families, (iv) setting up a system for community based reporting of child protection cases using mobile phone technology, (v) establishing a teacher-offenders database to increase the number of cases reported and to institutionalize reference checks for teachers seeking employment, (vi) supporting the expansion of Kenya's national child helpline, (vii) developing a pilot digital birth registration system and supporting awareness campaigns to prevent early marriage and promote birth registration, (viii) reviewing policy and legislation to identify gaps and action needed to address child protection in schools and communities, and (ix) supporting the establishment of equitable water and sanitation facilities for girls and boys in 40 schools. / Cette initiative vise à améliorer la sécurité et la qualité des milieux scolaires et communautaires, au profit de 120 000 filles et garçons vulnérables des comtés de Kwale et de Kilifi. The project aims to enforce ex...isting child rape laws, and increase safety from child rape for all girls in Kenya. The project supports the equality effect (e²) to create systemic change in Kenya, by ending impunity for child rape through its 160 Girls justice project. The project works to reduce gender-based violence, and ensure girls have access to justice so that they can live safe, healthy, and empowered lives, and contribute to local economies in meaningful ways. Project activities include: (1) developing, delivering and incorporating police college training into police college curriculum to increase police ability to investigate cases consistent with human rights law and international best practices, (2) developing Justice Clubs to educate girls on rape, incorporating them into the Ministry of Education curriculum, and rolling them out across Kenya, and (3) supporting the implementation of a health impact and child rape incidence measurement methodology. / Le projet vise à faire appliquer les lois existantes sur le viol d'enfants et et à accroître la sécurité de toutes les filles du Kenya face au viol d'enfants. Le projet soutient l'Equality Effect (e²) pour créer un changement systémique au Kenya, en mettant fin à l'impunité des violeurs d'enfants grâce à son projet de justice 160 Girls. Ce projet vise à réduire la violence fondée sur le genre et à garantir l'accès des filles à la justice afin qu'elles puissent vivre en sécurité, en bonne santé et en toute autonomie, et contribuer de manière importante aux économies locales. This project aims to empower a...nd raise the voice of Kenyan women to become leaders in building and governing a more peaceful and equitable Kenya through the use of media for social change. The project works to produce a 26-episode reality television series, called Ms President, where women are selected to act as presidential candidates and engage on issues such as women's rights and the empowerment of women, adolescent girls and girls in politics, peacebuilding, reconciliation, and social cohesion. In parallel, the project facilitates media practitioners' ability to change media content to portray women as leaders in their communities and to challenge discriminatory social norms that continue to depict women as inferior to men. It also strengthens the capacity of the selected women presidential candidates in the reality television series to have more effective messaging and to act as influential political leaders and change agents for gender equality in Kenya. In addition, the initiative partners with civil society and women's rights organizations post-production and use the television series as a way to increase dialogue among civil society actors, local and national conflict resolution and peace-building groups, as well as government officials about women's leadership roles in peacebuilding in three counties in Kenya affected by insecurity and violent extremism. / Ce projet vise à renforcer le pouvoir des femmes kényanes et à faire valoir leurs points de vue pour qu'elles puissent devenir des chefs de file et contribuer à bâtir et à gouverner un Kenya plus pacifique et plus équitable, en utilisant les médias pour entraîner des changements sociaux. Le projet consiste à produire une série de téléréalité de 26 épisodes appelée Madame la Présidente, dans le cadre de laquelle un groupe restreint de femmes influentes se présentent comme candidates à la présidence et se penchent sur des sujets comme les droits des femmes, le renforcement du pouvoir des femmes, des adolescentes et des filles en politique, la consolidation de la paix, la réconciliation et la cohésion sociale. En parallèle, le projet permet de renforcer les capacités des praticiens des médias à modifier le contenu médiatique de façon à présenter les femmes comme des leaders de leurs collectivités et à contester les normes sociales discriminatoires qui continuent de présenter les femmes comme étant inférieures aux hommes. Il contribue également à renforcer les capacités des candidates à communiquer plus efficacement leurs messages et à agir à titre de leaders politiques influents et d'agents de changement en faveur de l'égalité entre les sexes au Kenya. This project aims to empower a...dolescent girls and young women in the Kalobeyei settlement and the Kakuma refugee camp, and host communities of the Turkana district of Kenya. The project works to improve the enrolment and retention of girls in upper primary and secondary school levels in Kalobeyei and surrounding communities, and to provide gender responsive job market-based skills training in Kalobeyei and Kakuma. The project works towards building girl-friendly school environments, providing targeted learning support to adolescent girls and young women, and generating parent and community support for girls' education. Project activities include: (1) improving the pedagogical skills of approximately 180 teachers in 15 schools (8 host and 7 refugee) to ensure that lessons are planned and delivered in a quality, gender-responsive and inclusive manner, and in a safe classroom environment, (2) providing remedial lessons that provide additional study time to approximately 2,800 adolescent girls and young women at risk of dropping out due to poor performance, (3) engaging parents, community (particularly men and boys), and religious leaders to foster safe and supportive environments for girls' education and to mitigate the risk of sexual and gender-based violence (SGBV), (4) delivering multi-media campaign on gender equitable participation in skills training and trades, and (5) supporting young women through mentorship programs that support life-skills. It is expected that the project will directly benefit 6,515 girls, adolescent girls and young women (between the ages of 12 and 25) and, indirectly, 42,465 beneficiaries (including 6,798 boys enrolled within the targeted schools). / Ce projet vise à renofrcer l'autonomie des adolescentes et des jeunes femmes dans la colonie de Kalobeyei et le camp de réfugiés de Kakuma, ainsi que dans les communautés d'accueil du district de Turkana au Kenya. Le projet vise à améliorer la scolarisation et le maintien des filles dans les niveaux supérieurs de l'enseignement primaire et secondaire à Kalobeyei et dans les communautés environnantes, et à fournir une formation professionnelle adaptée aux besoins du marché du travail à Kalobeyei et à Kakuma. This qualitative research proj...ect examines sexual and reproductive rights among Syrian women refugees in Lebanon, focusing on the link between reproductive rights and gender-based violence. It will examine how gender-based violence is dealt with in reproductive healthcare settings, based on the testimonies of the participants. The study is expected to influence: healthcare and public policy, the design of humanitarian initiatives, women's empowerment, and, relationship-building between non-governmental organizations working with refugee women. It will also contribute to the research literature on the link between gender-based violence and reproductive health as per women's lived experiences, as well as how this link manifests in a setting of conflict and displacement. It is based on a participatory, feminist methodology that involves the target community in research and survey design, fieldwork guidelines, and the final advocacy message. The project will include Lebanese, Syrian, and Palestinian women. The researchers intend that this approach will create connections and social cohesion, and help give women the skills to advocate for their rights. This project complements a growing cohort of projects funded by MCH and other groups at IDRC on the nexus between sexual and reproductive health and sexual and gender-based violence. This project contributes to IDRC's 2015-2020 Strategic Objectives through its focus on refugee populations and addresses the challenges of fragility, weak governance, gender and intersectional analysis, and the continuum of humanitarian to development interventions. This project responds to strategic priorities detailed in the 2016-2030 WHO led Global Strategy for Women, Children and Adolescents, and the overarching 2030 Agenda for Sustainable Development. It also addresses the core pillar of 'Gender equality and the empowerment of women and girls', and the action area within the 'Human dignity' pillar within Canada's Feminist International Assistance Policy.

This project aims to improve t...he lives of Lebanese and Syrian women and girls by strengthening the capacity of key national and local government institutions and Lebanon Crisis Response Plan (LCRP) implementing partners to support gender-responsible policy making. The project also works to integrate gender into the LCRP to ensure that development and humanitarian efforts consider the experiences, needs, and contributions of women and girls. Project activities include: (1) providing technical support and capacity building for gender mainstreaming to national institutions, ministries, municipalities and LCRP implementing partners, and (2) developing in-focus briefs and guidance notes to inform advocacy on particular topics from a gender perspective, such as gender-based violence, economic inclusion, empowerment and voices in decision-making, capacities for reconciliation, and conflict resolution. / Ce projet vise à améliorer la vie des femmes et des filles libanaises et syriennes en renforçant la capacité des institutions gouvernementales nationales et locales clées et des partenaires de mise en œuvre du Plan de réponse à la crise au Liban à appuyer l'élaboration de politiques tenant compte des sexospécificités. Le projet vise également à intégrer l'égalité entre les sexes dans le Plan de réponse à la crise au Liban afin d'assurer que le développement et les efforts humanitaires tiennent compte des expériences, des besoins et des contributions des femmes et des filles. Les activités du projet comprennent : 1) fournir un soutien technique et un renforcement des capacités pour l'intégration de la dimension de genre aux institutions nationales, aux ministères, aux municipalités et aux partenaires de mise en œuvre du Plan de réponse à la crise au Liban, 2) élaborer des notes de synthèse et d'orientation pour éclairer le plaidoyer sur des sujets particuliers dans une perspective de genre, tels que la violence fondée sur le sexe, l'inclusion économique, l'autonomisation et les voix dans la prise de décision, les capacités de réconciliation et la résolution des conflits.

June 2019 – Humanitarian nee...ds stemming from the crises in Syria and Iraq remain significant throughout the Middle East. Continued violence in Syria raises little prospects for the voluntary, safe, sustainable and dignified return of over 5.6 million refugees in the region. Internally displaced persons range in the millions in Syria and Iraq, and refugees facing protracted displacement in host countries continue to face acute humanitarian needs in Jordan and Lebanon. With GAC's support, the United Nations Population Fund (UNFPA) supports the coordination of humanitarian responses to sexual and gender-based violence (SGBV) and sexual and reproductive health (SRH) across the Middle East, namely in Iraq, Jordan, Lebanon and Syria. Project activities include: (1) improving , informing and implementing cluster SGBV and SRH services and strategies, (2) monitoring and evaluating the performance of the GBV and SRH responses, including producing informational and analytical products, and (3) building the capacity of frontline, local and national SGBV-response and SRH actors to provide quality SGBV and SRH responses. / Juin 2019 – Les besoins humanitaires découlant des crises en Syrie et en Iraq demeurent importants au Moyen-Orient. La violence continuelle en Syrie ne laisse guère entrevoir le retour volontaire, sûr, durable et digne de plus de 5,6 millions de réfugiés dans la région. Des millions de personnes sont déplacées à l'intérieur de leur propre pays, en Syrie et en Iraq. Les réfugiés qui font face à des déplacements prolongés dans les pays d'accueil affrontent des besoins humanitaires aigus en Jordanie et au Liban. Grâce au soutien d'Affaires mondiales Canada (AMC), le Fonds des Nations unies pour la population (UNFPA) appuie la coordination de la réponse à la violence sexuelle et fondée sur le genre (VSFG) et des services de santé sexuelle et reproductive (SSR) dans les interventions humanitaires au Moyen-Orient, notamment en Iraq, en Jordanie, au Liban et en Syrie. Despite progressive legal prov...isions on gender-based violence in Malawi and Zimbabwe, women continue to experience high rates of violence because the relevant laws are not always effectively enforced. In Zimbabwe, gender-based violence is used as a mode of conflict resolution and social interaction, including within the political sphere. This is exacerbated by rising costs of living, growing unemployment, increasing feminization of poverty, and a breakdown in norms, structures, and institutions. Similarly, Malawi struggles with various endemic forms of gender-based violence, including early and forced child marriages, intimate partner violence, and violence against women in public spaces. The normalization of violence against women and unfavourable social norms, combined with the low ranking of women in Malawi's Human Development Index, perpetuate gender-based violence. While women's groups and civil society organizations in both countries continue to campaign against gender-based violence, state responses are often uncoordinated and fail to address the multi-layered and complex nature of this phenomenon. This project will use evidence-based analysis to strengthen holistic approaches to gender-based violence and to further the design of policies and programs that focus on physical, systemic, and structural manifestations of violence and women's insecurity.

The project aims to improve th...e protection and well-being of more than 70,000 of the most vulnerable children in the Kayes, Mopti and Sikasso regions. It seeks to improve the effectiveness of child protection systems in more than 200 communities and to increase the capacity of decision-makers and local actors to ensure better respect for children's rights. The project places particular emphasis on children affected by conflict and harmful traditional practices such as early marriage, difficult working conditions in traditional gold mines and begging. Project activities include: (1) training 6,000 stakeholders in the use of the Child Protection Information System (SIPRE) to strengthen protection systems (police, judges, teachers, etc.), (2) training of more than 1,000 decision-makers and community leaders on the importance of child protection and the risks associated with harmful practices and exploitation, particularly those targeting girls, (3) training of 600 community instructors (50% of whom are women) and 300 teachers, to help children improve their ability to make decisions and express themselves on the choices that affect them, (4) providing school supplies for 6,000 children and the rehabilitation of 100 classrooms, 25 play spaces and 3 buildings (taking into account the specific needs of girls) to promote better access to basic social services, and (5) strengthening local structures for psychosocial and recreational support services through sport and play for the rehabilitation, reintegration and guidance of children. / Le projet vise à améliorer la protection et le mieux-être de plus 70 000 enfants les plus vulnérables dans les régions de Kayes, de Mopti et de Sikasso. Il cherche à améliorer l'efficacité des systèmes de protection des enfants dans plus de 200 collectivités et à accroître les capacités des décideurs et des acteurs locaux pour assurer un meilleur respect des droits des enfants. Le projet met un accent particulier sur les filles et les enfants affectés par le conflit et des pratiques traditionnelles néfastes comme les mariages précoces, les conditions difficiles du travail dans les mines d'or traditionnelles et la mendicité. The project aims to improve ac...cess to quality health services adapted to the needs of adolescent girls and women in Mali, in the regions of Bamako, Kayes, Koulikoro, Segou and Sikasso. Project activities include: (1) rehabilitating and providing equipment in public school institutions to address clinical training needs in primary health care/SRHR and environmental standards, (2) providing training and coaching teachers and supervisors on development programs in primary health care/sexual and reproductive health and rights (SRHR), gender equality and environment, (3) implementing safe pilot facilities for pregnant women and survivors of gender based violence, and (4) developing and implementing comprehensive sexual education campaigns for adolescents and on positive masculinity for men and boys. The project aims to improve access to inclusive, quality and gender-responsive health system for 500,000 people, mainly women and girls. The project also aims to provide training to 2,800 health professionals. / Ce projet vise à améliorer l'accès à des soins de santé de qualité et adaptés aux besoins des adolescentes et des femmes au Mali, dans les régions de Bamako, Kayes, Koulikoro, Ségou et Sikasso. Les activités du projet comprennent : 1) la remise en état et la dotation en équipements des établissements d'enseignement publics pour répondre aux besoins de formation clinique en santé primaire/SDSR et aux normes environnementales, 2) la formation et l'accompagnement des professeurs et des superviseurs sur les programmes de perfectionnement en service de santé primaire/ santé et droits sexuels et reproductifs (SDSR), égalité des genres et environnement, 3) la mise en place de structures d'accueil pilotes sécuritaires pour les femmes enceintes et pour les survivantes de violences basées sur le genre, 4) l'élaboration et la mise en œuvre de campagnes d'éducation sexuelle complète auprès des adolescent(e)s et sur la masculinité positive auprès des hommes et des garçons. Le projet vise à améliorer l'accès à un système de santé inclusif, de qualité et sensible au genre à 500 000 personnes, principalement des femmes et des filles. Le projet vise également à fournir une formation à 2 800 professionnels de la santé.

The project aims to improve th...e realization of rights to inclusive, quality and gender-sensitive education for 90,000 conflict-affected girls and adolescent girls in 11 communities in the Segou and Mopti regions of Mali. Project activities include: (1) raising awareness among adolescent boys and girls about the skills and abilities to have in order to make gender relations more positive and beneficial for women, (2) training teachers on gender and conflict-sensitive curriculum content, (3) training targeted school managers on their roles to support inclusive, safe and gender-sensitive learning environments, (4) training government officials, members of community groups and women's organizations on gender-specific barriers to education, education laws/policies/standards and evidence-based advocacy, and (5) organizing national and regional forums with key education stakeholders (civil society organizations, government officials) to share the results of case studies in Mali and to advocate for girls' education. This project is being implemented by Plan International Canada, in partnership with World Vision Canada and Save the Children Canada. / Le projet vise à améliorer la réalisation des droits à une éducation inclusive, de qualité et sensible au genre pour 90 000 filles et adolescentes affectées par le conflit dans 11 communautés des régions de Ségou et Mopti au Mali. Les activités du projet comprennent : 1) sensibiliser les adolescentes et les adolescents sur les compétences et les aptitudes à avoir afin que les relations hommes/femmes soient plus positives et bénéfiques pour les femmes, 2) former des enseignants sur le contenu des programmes scolaires sensibles au genre et aux conflits, 3) former les gestionnaires d'écoles ciblées sur leurs rôles pour soutenir des environnements éducatifs inclusifs, sécuritaires et sensibles au genre, 4) former des agents gouvernementaux, des membres des groupes communautaires et des organisations de femmes sur les obstacles sexospécifiques à l'éducation, les lois/politiques/normes en matière d'éducation et le plaidoyer fondé sur des données probantes, 5) organiser des forums nationaux et régionaux avec des intervenants clés en éducation (organisations de la société civile, agents gouvernementaux) pour partager les résultats d'études de cas au Mali et pour plaider en faveur de l'éducation des filles. The project aims to improve th...e educational outcomes of more than 16,000 adolescent girls (between the ages of 13 and 15) in the second cycle of basic education in Mali. The project works to: (1) improve access and retention of adolescent girls in targeted schools in the Segou region, and (2) strengthen capacities of the Ministry of National Education to reduce education barriers and promote quality and gender-sensitive education at the national level. Project activities include: (1) providing information sessions and support to adolescent girls and boys to promote girls' right to education and their sexual and reproductive health and rights, (2) providing training and support to parent-teacher associations to promote the reduction of harmful practices that prevent adolescent girls from accessing and staying in school, (3) creating adolescent girls' clubs to enable girls to express their needs safely, (4) providing training and support for staff of the National Directorate of Basic Education in gender-sensitive analysis and programming, and (5) supporting the Ministry of National Education to strengthen its capacity to collect, monitor, analyse and publish reports on girls' enrolment. / Le projet vise à améliorer les résultats scolaires de plus de 16 000 adolescentes (13 à 15 ans) du deuxième cycle de l'enseignement fondamental au Mali. Les activités du projet comprennent : 1) offrir des séances d'information et un appui aux adolescentes et aux adolescents pour promouvoir le droit des filles à l'éducation et leurs droits en matière de santé sexuelle et reproductive, 2) offrir de la formation et un appui aux associations de parents d'élèves pour promouvoir la réduction de pratiques néfastes qui empêchent l'accès et le maintien des adolescentes à l'école, 3) la création de clubs d'adolescentes pour permettre aux filles d'exprimer leurs besoins en toute sécurité, 4) la formation et l'accompagnement des agents de la Direction nationale de l'éducation fondamentale dans l'analyse et la programmation sensible au genre, 5) appuyer le ministère de l'Éducation nationale pour renforcer ses capacités de collecte, de suivi, d'analyse et de publication de rapports sur la scolarisation des filles.

This project aims to improve l...earning outcomes for women and girls in fragile and conflict-afflicted settings. The project supports the Safe to Learn Campaign, a global, inter-agency and multi-country initiative, dedicated to ending violence in and around schools, so children are free to learn, thrive and pursue their dreams. The project focuses on addressing violence as a barrier to girls' education, and providing support for developing materials to enhance the integration of gender equality across the Safe to Learn Campaign. Project activities include: (1) increasing the knowledge and capacity of girls and boys, teachers, administrators, community members and religious leaders, to recognize the impact of violence in and around schools, (2) promoting positive gender equitable norms and preventing harassment through the use of positive discipline, and addressing gender stereotypes in communities, (3) strengthening education and child protection systems to be gender responsive by preventing sexual and gender-based violence in and around schools, and (4) empowering girls and boys by engaging them in the design and delivery of solutions to prevent and respond to violence through life skills education. The project expects to benefit 229,320 children, including 135,560 girls. / Ce projet vise à améliorer les résultats d'apprentissage des femmes et des filles dans les contextes fragiles et touchés par les conflits. Le projet soutient la campagne Safe to Learn, une initiative mondiale, interinstitutionnelle et multi-pays, qui vise à mettre fin à la violence dans et autour des écoles, afin que les enfants soient libres d'apprendre, de s'épanouir et de poursuivre leurs rêves. Le projet se concentre sur la lutte contre la violence en tant qu'obstacle à l'éducation des filles et sur le soutien à l'élaboration de matériels destinés à renforcer l'intégration de l'égalité des genre dans la campagne Safe to Learn. Les activités du projet comprennent: 1) l'augmentation des connaissances et des capacités des filles et des garçons, des enseignants, des administrateurs, des membres de la communauté et des chefs religieux, afin qu'ils reconnaissent l'impact de la violence dans et autour des écoles, 2) promouvoir des normes positives d'égalité entre les genres et prévenir le harcèlement par le recours à une discipline positive, et lutter contre les stéréotypes sexistes dans les communautés, 3) renforcer les systèmes d'éducation et de protection de l'enfance pour qu'ils soient sensibles au genre en prévenant la violence sexuelle et fondée sur le genre dans et autour des écoles, 4) autonomiser les filles et les garçons en les impliquant dans la conception et la mise en œuvre de solutions pour prévenir et répondre à la violence grâce à l'éducation aux compétences de vie. Le projet vise à bénéficier à 229 320 enfants, dont 135 560 filles.

This project supports the Trut...h, Justice and Reconciliation Commission (CVJR) in order to implement the priority areas of its response strategy and action plan for stabilization in Mali. The project aims to increase the Commission's capacity, especially that of the units responsible for truth seeking and investigations: 1) to support and make reparations to victims, 2) with respect to gender-related issues, 3) to hold public hearings, 4) to ensure widespread impact of this public process through a continued national communications campaign. The project supports the implementation of the Algiers Peace Agreement and complements the role played by the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) in its efforts with the CVJR. / Ce projet appuie la Commission de vérité, justice et réconciliation (CVJR) du Mali en vue de mettre en œuvre les axes prioritaires de sa stratégie d'intervention et de son plan d'actions pour la stabilisation au Mali. Le projet vise à renforcer les capacités de la Commission, en particulier des unités d'enquêtes et de recherche de vérité : 1) à fournir du soutien et des réparations aux victimes, 2) en ce qui a trait aux questions liées au genre, 3) à la tenue des audiences publiques, 4) à assurer une vaste répercussion de ce processus citoyen dans le public en poursuivre sa campagne de communication au niveau national. Le projet appuie la mise en œuvre de l'Accord de paix d'Alger et est complémentaire au rôle de la Mission Multidimensionnelle Intégrée des Nations Unies pour la Stabilisation au Mali (MINUSMA) dans ses efforts auprès de la CVJR.

Gender-based violence (GBV) re...mains a pervasive global problem, with 70% of women worldwide reporting at least one form of physical or psychological violence from a partner (UN Women). A 2018 report by the UN Office on Drugs and Crime found that the likelihood of women being killed by relatives or intimate partners has increased by more than 10% since 2012. A Small Arms Survey in 2016 revealed that among the 25 countries with the highest rates of femicide in the world, 14 are in Latin America and the Caribbean. Calculating the economic impacts of GBV can be a valuable tool to encourage investment in prevention, particularly by untapped stakeholders such as the private sector. Most costing studies focus on the economic impacts of violence for individuals, societies, and the state, and less so for businesses. There is a need to capture indirect and intangible costs of various forms of violence, and to advocate for better data availability to ensure quality research and cross-country studies. This project aims to expand the evidence on the economic costs of GBV as a tool to leverage responses to prevent violence by the public and private sector. It will examine the prevalence and experiences of domestic violence for survivors, perpetrators, and witnesses, and will calculate how its spillover effects in the workplace hinder labour productivity, generating costs borne by enterprises. The goal of the project is to demonstrate the cost-effectiveness of violence prevention and to promote investments in the workplace. The project, led by the University of San Martin de Porres (USMP) in Peru, will strengthen the technical capacities of teams to conduct research in Mexico and Colombia. These two countries have very competitive and business-sustainable economies that also report high incidences of GBV (44% and 66% respectively). New evidence in these two countries will add to the regional body of research built by USMP with support from the German Corporation for International Cooperation (GIZ) in Bolivia, Peru, and Paraguay. In this way, IDRC is leveraging resources from other partners to expand this timely and relevant body of knowledge.

Girls Not Brides is a global partnership of 1,300 civil society organizations in 100 countries. Members are based throughout Africa, Asia, the Middle East, Europe and the Americas, and are united by a commitment to end child marriage and enable girls to reach their full potential. Project activities include: (1) raising awareness of the harmful impact of child marriage by encouraging open, inclusive and informed discussion at the community, local, national and international level, (2) facilitating learning and coordination among organizations working to end child marriage, and (3) mobilizing all necessary policy, financial and other support to end child marriage. / Cette subvention représente le soutien institutionnel que le Canada fournit à l'organisation Filles, Pas Épouses. Celle-ci utilise ces fonds, avec ceux provenant d'autres donateurs, afin de réaliser son mandat. June 2019 – Humanitarian nee...ds stemming from the crises in Syria and Iraq remain significant throughout the Middle East. Continued violence in Syria raises little prospects for the voluntary, safe, sustainable and dignified return of over 5.6 million refugees in the region. Internally displaced persons range in the millions in Syria and Iraq, and refugees facing protracted displacement in host countries continue to face acute humanitarian needs in Jordan and Lebanon. With GAC's support, the United Nations Population Fund (UNFPA) supports the coordination of humanitarian responses to sexual and gender-based violence (SGBV) and sexual and reproductive health (SRH) across the Middle East, namely in Iraq, Jordan, Lebanon and Syria. Project activities include: (1) improving , informing and implementing cluster SGBV and SRH services and strategies, (2) monitoring and evaluating the performance of the GBV and SRH responses, including producing informational and analytical products, and (3) building the capacity of frontline, local and national SGBV-response and SRH actors to provide quality SGBV and SRH responses. / Juin 2019 – Les besoins humanitaires découlant des crises en Syrie et en Iraq demeurent importants au Moyen-Orient. La violence continuelle en Syrie ne laisse guère entrevoir le retour volontaire, sûr, durable et digne de plus de 5,6 millions de réfugiés dans la région. Des millions de personnes sont déplacées à l'intérieur de leur propre pays, en Syrie et en Iraq. Les réfugiés qui font face à des déplacements prolongés dans les pays d'accueil affrontent des besoins humanitaires aigus en Jordanie et au Liban. Grâce au soutien d'Affaires mondiales Canada (AMC), le Fonds des Nations unies pour la population (UNFPA) appuie la coordination de la réponse à la violence sexuelle et fondée sur le genre (VSFG) et des services de santé sexuelle et reproductive (SSR) dans les interventions humanitaires au Moyen-Orient, notamment en Iraq, en Jordanie, au Liban et en Syrie. This project aims to increase ...the wellbeing and resilience of the most vulnerable populations in Mozambique, especially children, women, including victims of domestic violence, women-headed households, and people living with disabilities. This project works closely with the Government of Mozambique to provide technical assistance to strengthen the capacity of social protection institutions to expand and effectively deliver gender-responsive social assistance programs. This project provides urgent mobile cash transfers to urban and peri-urban program beneficiaries to address immediate shocks and loss of income caused by the COVID-19 pandemic, helping them meet their essential needs and preserve nutrition. Targeted messaging on COVID-19 prevention addressing gender equality issues and on nutrition accompany every cash transfer. The project plans to gradually shift its support to the expansion of the child grant support program, helping vulnerable households affected by COVID-19 and with children between the ages zero and two with cash transfers and a comprehensive care component. This project supports beneficiaries to adopt positive practices related to health, nutrition, and hygiene, including ways to access referral mechanisms to social services. Community health care workers conduct specialized home visits for families at risk to promote and improve the household's positive care practices. / Ce projet vise à accroître le bien-être et la résilience des populations les plus vulnérables du Mozambique, en particulier les enfants, les femmes, y compris les victimes de violence domestique et les ménages dirigés par des femmes, et les personnes handicapées. The project supports the UNFPA...-UNICEF Global Programme to Accelerate Action to End Child Marriage, a multi-donor joint United Nations program aimed at eliminating child marriage in 12 countries in Africa and South Asia where the rates of child marriage are among the highest: Bangladesh, Burkina Faso, Ethiopia, Ghana, India, Mozambique, Nepal, Niger, Sierra Leone, Uganda, Yemen and Zambia. The project focuses on enabling girls at risk of child marriage to choose and direct their own futures, through activities aimed at bringing about change in the empowerment of girls, with the ultimate aim to prevent child marriage and support already married girls. Project activities include: (1) building the skills and knowledge of girls at risk of child marriage, and married girls, (2) supporting girls to enrol and remain in formal and non-formal education, (3) engaging in dialogue with families, communities and leaders to protect girls from child marriage and uphold their rights, and (4) working with health and protection systems to implement guidelines, protocols and standards for girl-friendly health and protection services. This project aims to promote c...ommunity cohesion in Rakhine State in Myanmar, with a specific emphasis on gender equality and women's empowerment. The project, undertaken by UNDP in collaboration with UN Women, is designed to promote participatory and inclusive local planning processes and strengthen capacity of government and non-government stakeholders on human rights, gender equality and access to justice, building skills in communities for peaceful resolution of conflict. It will benefit 188,900 women and men in project locations, including 27 village tracts with 88 villages. Project activities include: (1) building capacity of communities for social cohesion through training of trainers, access to financial and technical support for community initiatives, trust-building and peace building activities, (2) support to government-community coordination mechanisms to address access to justice issues and generate solutions, (3) support and training for women's civil society groups on advocacy, leadership and life skills, and (4) facilitate dialogue between government authorities and women's groups to identify priorities for gender-responsive policies and public services. / Ce projet vise à promouvoir la cohésion communautaire dans l'État de Rakhine, au Myanmar, en mettant l'accent sur l'égalité des sexes et le renforcement des pouvoirs des femmes. Le projet, entrepris par le PNUD en collaboration avec ONU Femmes, vise à promouvoir des processus de planification locaux participatifs et inclusifs et à renforcer les capacités des acteurs gouvernementaux et non gouvernementaux en matière de droits de la personne, d'égalité des sexes et d'accès à la justice, et à renforcer les compétences des collectivités en matière de résolution pacifique des conflits. The project creates inclusive ...and violence-free communities through the prevention of delinquency—including domestic violence—and the socio-economic reintegration of 11,000 at-risk boys and girls in their communities, by expanding the Nicaraguan National Police's successful community-based model to 38 municipalities. The Police's youth engagement model includes psychosocial support, basic skills, job-readiness and vocational training, gender-based learning, and personalized coaching and monitoring. A portion of the project contributes towards reducing gender-based violence—a key component of Global Affairs Canada's sexual and reproductive health and rights commitment—through a model of new masculinity for boys and young men. The project involves collaboration between government, non-governmental institutions and the private sector. / Le projet vise à créer des communautés intégrées et exemptes de violence en travaillant avec les jeunes à risque afin de prévenir la délinquance et la violence, y compris la violence domestique, et de réintégrer les garçons et les filles à risque en tant que membres actifs et productifs de leurs communautés. This project aims to reduce ba...rriers to education for girls in crisis and conflict situations in Niger. It aims to improve access and quality of education and to strengthen the capacity of the education system to better meet the specific needs of girls and increase retention, both at the primary and secondary levels. Key activities include community awareness sessions to explain and promote the importance and value of girls' and adolescents' education, the distribution of dignity kits for menstrual hygiene management in primary and secondary schools and learning centres, the development of curricula and teaching methods focused on a gender-sensitive competency-based approach, and support and capacity building for national education stakeholders. / Ce projet a pour objectif de réduire les barrières à l'éducation des filles en situation de crise et de conflit au Niger. This project aims to reduce ba...rriers to education for girls in crisis and conflict situations in Niger. It aims to improve access and quality of education and to strengthen the capacity of the education system to better meet the specific needs of girls and increase retention, both at the primary and secondary levels. Key activities include community awareness sessions to explain and promote the importance and value of girls' and adolescents' education, the distribution of dignity kits for menstrual hygiene management in primary and secondary schools and learning centres, the development of curricula and teaching methods focused on a gender-sensitive competency-based approach, and support and capacity building for national education stakeholders. / Ce projet a pour objectif de réduire les barrières à l'éducation des filles en situation de crise et de conflit au Niger. Il vise à améliorer l'accès et la qualité de l'éducation et à renforcer les capacités du système éducatif afin de mieux répondre aux besoins spécifiques des filles et accroître la rétention des filles, tant au niveau primaire qu'au secondaire. Les principales activités incluent des séances de sensibilisation communautaire visant à expliquer et à promouvoir l'importance et la valeur de l'éducation des filles et des adolescents, la distribution de trousses de dignité pour la gestion de l'hygiène menstruelle dans les écoles primaires et secondaires et les centres d'apprentissage, le développement de programmes et méthodes d'enseignement centrés sur l'approche par compétence sensibles au genre, et un accompagnement et renforcement des capacités de planification destinés aux acteurs de l'éducation nationale.

This project aims to improve l...earning outcomes for women and girls in fragile and conflict-afflicted settings. The project supports the Safe to Learn Campaign, a global, inter-agency and multi-country initiative, dedicated to ending violence in and around schools, so children are free to learn, thrive and pursue their dreams. The project focuses on addressing violence as a barrier to girls' education, and providing support for developing materials to enhance the integration of gender equality across the Safe to Learn Campaign. Project activities include: (1) increasing the knowledge and capacity of girls and boys, teachers, administrators, community members and religious leaders, to recognize the impact of violence in and around schools, (2) promoting positive gender equitable norms and preventing harassment through the use of positive discipline, and addressing gender stereotypes in communities, (3) strengthening education and child protection systems to be gender responsive by preventing sexual and gender-based violence in and around schools, and (4) empowering girls and boys by engaging them in the design and delivery of solutions to prevent and respond to violence through life skills education. The project expects to benefit 229,320 children, including 135,560 girls. / Ce projet vise à améliorer les résultats d'apprentissage des femmes et des filles dans les contextes fragiles et touchés par les conflits. Le projet soutient la campagne Safe to Learn, une initiative mondiale, interinstitutionnelle et multi-pays, qui vise à mettre fin à la violence dans et autour des écoles, afin que les enfants soient libres d'apprendre, de s'épanouir et de poursuivre leurs rêves. Le projet se concentre sur la lutte contre la violence en tant qu'obstacle à l'éducation des filles et sur le soutien à l'élaboration de matériels destinés à renforcer l'intégration de l'égalité des genre dans la campagne Safe to Learn. Les activités du projet comprennent: 1) l'augmentation des connaissances et des capacités des filles et des garçons, des enseignants, des administrateurs, des membres de la communauté et des chefs religieux, afin qu'ils reconnaissent l'impact de la violence dans et autour des écoles, 2) promouvoir des normes positives d'égalité entre les genres et prévenir le harcèlement par le recours à une discipline positive, et lutter contre les stéréotypes sexistes dans les communautés, 3) renforcer les systèmes d'éducation et de protection de l'enfance pour qu'ils soient sensibles au genre en prévenant la violence sexuelle et fondée sur le genre dans et autour des écoles, 4) autonomiser les filles et les garçons en les impliquant dans la conception et la mise en œuvre de solutions pour prévenir et répondre à la violence grâce à l'éducation aux compétences de vie. Nigeria is confronting many in...tertwined challenges, from the COVID-19 pandemic, to internal conflicts and civil unrest, to the worst economic recession in four decades. The insecurity brought on by the pandemic is also dramatically aggravating gender-based violence. We know from other studies in Nigeria that many women are unable or unwilling to report crimes of gender-based violence, such as domestic violence, assault, and rape, for fear of stigmatization and/or unequal access to justice against the perpetrators. This study proposes using data science and artificial intelligence tools to understand gender-based violence in Nigeria and to provide support for women who are at the highest risk. The project will provide a platform to enhance support for women's psychosocial well-being and collect and analyze anonymized data in order to help mitigate incidents of gender-based violence, improve women's security, and improve access to justice. This work will be carried out as part of the COVID-19 Global South Artificial Intelligence and Data Innovation Program, funded by IDRC and the Swedish International Development Cooperation Agency.

As part of Canada's internatio...nal efforts to respond to COVID-19, the project is supporting local women's rights organizations to address an increase in sexual and gender-based violence, and a widening gap in services for survivors in Nigeria. These additional resources work to help Nigerian women's rights organizations play a critical role in response, ramping up activities such as protection services, emergency support, and increasing awareness and advocacy efforts. This project is part of Canada's Women's Voice and Leadership Program, which supports local and regional women's organisations and networks that are working to promote women's rights, and advance women's empowerment and gender equality in developing countries. This is done by supporting activities, building institutional capacity, and promoting network and alliance-building as women's rights and feminist organizations are critical agents of change. The Program also responds to the significant, globally recognized gap in funding and support to women's rights organizations and movements around the world. This project, implemented by ActionAid Nigeria, is expected to directly benefit 100 local women's rights organizations and their extended networks in six states across Nigeria. The project also aims to support the implementation of innovative ideas and approaches led by local women's rights organizations. / Dans le cadre des efforts que déploie le Canada à l'échelle internationale en réaction à COVID-19, le projet soutient des organisations locales de défense des droits des femmes afin de répondre à une augmentation de la violence sexuelle et fondée sur le genre, et de combler les lacunes qui s'accroissent dans les services destinés aux survivantes au Nigéria. The project aims to advance ec...onomic growth in the agriculture sector by supporting the development of businesses and increasing income generating opportunities for women and youth in Bauchi State. The project seeks to engage government and private sector stakeholders to provide reliable services that support entrepreneurs and small and medium enterprises. By improving economic conditions for women and youth aged 18 to 35, the project also aims to reduce the economic causes of child, early marriage. Project activities include: (1) designing and deploying more accessible and adapted financial services for small scale businesses and entrepreneurs, with a particular focus on women and youth, (2) providing support to small scale businesses to address shared value chain productivity constraints, and (3) developing culturally appropriate awareness campaigns to address early marriage. The project is expected to directly benefit 1,000 small scale businesses and 15,000 entrepreneurs with a focus on rice and sesame value chains for their high growth potential. / Le projet vise à faire avancer la croissance économique durable axée sur l'agriculture en favorisant le développement des entreprises et en augmentant les opportunités d'activités génératrices de revenus pour les femmes et les jeunes. Le projet s'efforce aussi à mobiliser les organismes gouvernementaux ainsi que les acteurs du secteur privé à fournir des services fiables qui soutiennent la croissance des petites et moyennes entreprises et celle des entrepreneurs. Finalement, le projet vise l'amélioration des conditions économiques des femmes et les jeunes âgés de 18 à 35 ans et ainsi réduire les pressions économiques qui favorisent la pratique des mariages précoces. Parmis les activités du projet : 1) la conception et la mise en œuvre de services financiers plus adaptés aux petites entreprises et aux entrepreneurs avec une attention particulière pour les femmes et les jeunes, 2) Le soutien des petites entreprises à former des alliances afin de faire face aux contraintes lié à la productivité dans les chaînes de valeur, 3) la mise en place de campagnes de sensibilisation culturellement appropriées abordant les questions liées au mariage précoce. Il est prévu que ce projet bénéficie directement à 1 000 petites entreprises et à 15 000 entrepreneurs en mettant l'accent sur les chaînes de valeur du riz et du sésame en raison de leur potentiel de croissance élevé.

In Pakistan, the legal age for... marriage is 18 for boys and 16 for girls in all but one province. Laws prohibiting marriage of girls under 16 years of age have existed for more than half a century and yet, in 2014, when Shirkat Gah, a women's rights research and advocacy organization, completed a pilot study in the country, they found that knowledge about the law was negligible. Those who were aware of the law were also able to flout it with impunity because, among other things, few births are registered, depriving marriage registrars of hard evidence to prevent under-age marriages. The research revealed that a main driver of early-age marriage was traditional practices. It also identified a new driver in the form of growing religious fundamentalism promoted through madrassahs, mosques, and religious platforms. This is pushing greater control by male relatives over young women and girls in the form of withdrawing girls from school, early marriage, often without consent, and a stricter confinement within homes. The pilot study also documented increased risk of discrimination and violence by the husbands and in-laws of the young brides. Control over sexuality passes from birth families to marital families, limiting young women's and girls' mobility and opportunities for growth, including access to education and employment. The Humsathi interventional study will offer insights on how to prevent, build resilience, and improve responses to early-age/forced marriages across diverse communities in Pakistan's four provinces. The study will provide guidelines on how best to leverage change in communities and polices, improve implementation of existing laws, and propose required reforms. The project will partner with girls, boys, and their communities to transform attitudes toward early-age/forced marriages. The results will help to scale up interventions in other regions and countries.

In Pakistan, the legal age for... marriage is 18 for boys and 16 for girls in all but one province. Laws prohibiting marriage of girls under 16 years of age have existed for more than half a century and yet, in 2014, when Shirkat Gah, a women's rights research and advocacy organization, completed a pilot study in the country, they found that knowledge about the law was negligible. Those who were aware of the law were also able to flout it with impunity because, among other things, few births are registered, depriving marriage registrars of hard evidence to prevent under-age marriages. The research revealed that a main driver of early-age marriage was traditional practices. It also identified a new driver in the form of growing religious fundamentalism promoted through madrassahs, mosques, and religious platforms. Thisis pushing greater control by male relatives over young women and girls in the form of withdrawing girls from school, early marriage, often without consent, and a stricter confinement within homes. The pilot study also documented increased risk of discrimination and violence by the husbands and in-laws of the young brides. Control over sexuality passes from birth families to marital families, limiting young women's and girls' mobility and opportunities for growth, including access to education and employment.The Humsathi interventional study will offer insights on how to prevent, build resilience, and improve responses to early-age/forced marriages across diverse communities in Pakistan's four provinces. The study will provide guidelines on how best to leverage change in communities and polices, improve implementation of existing laws, and propose required reforms. The project will partner with girls, boys, and their communities to transform attitudes toward early-age/forced marriages. The results will help to scale up interventions in other regions and countries.

The project aims to increase t...he political empowerment and enjoyment of rights by women, particularly young women, marginalized groups, and those at risk. The project also seeks to empower the poor and marginalized, especially women to articulate their concerns, exercise political choice and hold decision makers and policy makers to account. The project defines political empowerment as the capacity to participate more effectively in all public spheres, including but not limited to the electoral process. Project activities include: (1) providing technical assistance to women legislators for (a) improved legislative drafting, oversight, and post legislative scrutiny, and (b) on gender responsive budgets and obligations, (2) providing technical training to journalists from 4 provincial capitals and 11 districts on gender sensitive reporting, (3) providing leadership training to community women, women councillors and men allies in 11 districts, (4) providing training to grassroots women and men allies on Personal Status Laws, gender-based violence, education and health services, and (5) providing technical training to women, youth, minority and peasant/labor councillors on provincial local government systems, planning and budgets. / Le projet vise à accroître le renforcement du pouvoir politique et la jouissance des droits chez les femmes, en particulier les jeunes femmes, les groupes marginalisés et les personnes à risque. Le projet cherche également à donner aux pauvres et aux personnes marginalisées, surtout les femmes, les moyens d'exprimer leurs préoccupations, d'exercer leurs choix politiques et de demander des comptes aux décideurs et aux responsables politiques. Le projet définit le renforcement politique comme étant la capacité de participer plus efficacement à toutes les sphères publiques, y compris au processus électoral. Les activités de ce projet comprennent : 1) fournir une assistance technique aux femmes parlementaires pour a) améliorer la rédaction de mesures législatives, la surveillance et l'examen législatif après l'adoption d'une mesure, et b) encourager l'adoption de budgets et d'obligations favorisant l'égalité des genres, 2) fournir une formation technique aux journalistes de quatre capitales provinciales et de 11 districts sur le traitement de l'information de manière sensible à l'égalité des genres, 3) fournir une formation en matière de leadership aux femmes, aux conseillères et aux hommes alliés au sein des communautés dans 11 districts, 4) fournir une formation aux femmes et aux hommes alliés à l'échelle locale sur les lois sur le statut personnel, la violence sexiste, l'éducation et les services de santé, 5) fournir une formation technique aux femmes, aux jeunes, aux minorités et aux conseillers auprès des paysans et travailleurs sur les systèmes, la planification et les budgets des gouvernements locaux des provinces.

In Latin America, the increase...d release of open government data aims to strengthen the transparency and accountability of governments, build new business opportunities, and improve services for citizens. This project will explore innovative approaches for using and understanding public data to promote more inclusive government services and policies, address rights and disinformation challenges, and enhance gender equality. It will focus on three major areas: gender-based violence, assistance to migrants, and emergency procurement. To address the challenge of gender-based violence in Latin America, notably femicides, the project will examine how newly released official government data can be used to end violence against women through innovative approaches. With respect to migrants, growing civic unrest and massive economic disparities have led to a major increase in irregular migration in some countries. The project will begin to explore the challenges of taking a data-focused approach to supporting the needs of migrants and displaced peoples. This research will emphasize human rights, combatting misinformation and xenophobia, and facilitating better services for communities in need.Finally, the pandemic has caused an enormous increase in emergency procurement, which, when poorly managed, can negatively impact the delivery of crucial services and goods. The Open Contracting Partnership will support action research to make emergency procurement more inclusive, effective, and efficient in the context of COVID-19. Further, since only an estimated 1% of public contracts go to women-owned businesses, the research will explore key barriers and gaps for this group in bidding for public contracts. This project is part of the Open Data for Development (OD4D) program, a global network using data to promote social good. The OD4D network is funded by IDRC, Global Affairs Canada, and the William and Flora Hewlett Foundation.

The project aims to help ensur...e that Venezuelan migrant children and adolescents, particularly girls and adolescent girls, live free from violence and discrimination, and exercise their rights to protection, education and health in strengthened host communities in Peru. The project works with the Peruvian ministries of Education, of Health, and of Women and Vulnerable Populations, as well as with civil society organizations to promote gender-sensitive and inclusive education, and health and protection services. The project advocates for, and assists in updating regulatory frameworks and other instruments to grant migrants access to services. It seeks to empower adolescent girls to make them aware of their rights, and foster egalitarian relations between girls and boys. The project works to generate gender-disaggregated data and rapid assessments to determine the immediate needs and priorities of Venezuelan children and adolescents. It targets two regions of Peru: northern Lima, where most of the settled Venezuelan population is concentrated, and, to a lesser extent Tumbes, the main entry point for Venezuelans coming to Peru. It aims to benefit 25,000 Venezuelan children and adolescents, including 19,000 enrolled in schools. Additionally, the project aims to benefit 150,000 Venezuelan and Peruvians in host communities reached by messages aimed at preventing violence and discrimination. / Le but de ce projet est d'aider les enfants et adolescents réfugiés vénézuéliens particulièrement les filles et les adolescentes, à vivre une vie sans violence et discrimination, et à jouir de leurs droits à la protection, à l'éducation et à la santé dans des communautés d'accueil renforcées au Pérou. Les ministères de l'Éducation, de la Santé et des Femmes et Populations vulnérables ainsi que les organisations de la société civile participent au projet, afin de promouvoir des services d'éducation, de santé et de protection et qui soient inclusifs et sensibles aux besoins des femmes et des filles. Le projet plaide pour une mise à jour des cadres réglementaires et autres instruments dans le but de garantir l'accès des réfugiés aux services. Le projet vise à renforcer le pouvoir des adolescentes afin qu'elles connaissent leurs droits, et à encourager des relations équitables entre les filles et les garçons. Le projet va générer des données ventilées selon le genre ainsi que de rapides évaluations afin de déterminer les priorités et les besoins immédiats des enfants et adolescents vénézuéliens. The project aims to increase t...he protection and equal opportunities for children, especially girls, boys, and adolescents, in the contexts of human mobility in Colombia, Ecuador and Peru. Project activities include: (1) strengthening institutional capacities for comprehensive gender responsive attention to highly vulnerable children, especially girls, (2) developing comprehensive gender responsive protocols and road-maps for case identification and referrals to specialized services for children, especially for girls' protection, (3) piloting alternative gender responsive care models, adapted to the specific and differentiated needs of children on the move, especially girls, and (4) implementing gender responsive comprehensive strategies to shift harmful norms against sexual and gender-based violence. / Le projet vise à accroître la protection et l'égalité des chances des enfants, en particulier des filles, des garçons et des adolescents, dans le contexte de la mobilité humaine en Colombie, en Équateur et au Pérou.
