The project aims to improve th...e well-being of children in eight regions of Senegal (Matam, Sédhiou, Kaolack, Kaffrine, Kolda, Kédougou, Tambacounda and Ziguinchor) and to offer them adequate protection during their schooling so that they can live and study within structures that ensure their safety and give them every opportunity possible to be successful. The project focuses on building the capacity of child protection and education actors, creating a safe school environment and raising students' and communities' awareness of children's rights. With a view to ensure appropriate support of child protection systems in school environments, the project simultaneously works on systems, services and programs, early intervention services and prevention. Project activities include: (1) training security forces, magistrates, social workers and school authorities on legal instruments relating to child protection, (2) developing a national action plan to counter child abuse in school environments, raising school stakeholders' awareness of preventive control measures for epidemics (e.g., Ebola hemorrhagic fever), (3) involving a number of stakeholders in awareness campaigns to discontinue early and forced marriage practices, and (4) raising economic operators' awareness of alternative solutions to child labour in mining areas. The project is expected to directly affect 750,000 children (382,500 girls and 367,500 boys), ranging in age from 3 to 18 years and registered in 1,700 public school facilities, as well as to indirectly affect 10,000 youth who are out of school or who have no schooling (6,500 girls and 3,500 boys) from 14 to 18 years of age. This project is one of the three components of the Strengthening Support for Child Protection in Education in Senegal project, valued overall at $20M and jointly implemented by Plan Canada, UNICEF and the Ministry of Economy and Finance of Senegal (through the Ministry of Education). It is part of Senegal's National Child Protection Strategy (SNPE - 2013–2018) and the Program for Improvements to Quality, Equity and Transparency in Education (PAQUET – 2013–2025). The Women's Entrepreneurship a...nd Livelihood initiative (WELI) seeks to address COVID challenges through a youth-centered and gender-responsive economic empowerment project. The ultimate outcome of this project is to increase economic empowerment to strengthen resilience for adolescent girls and young women (AGYW) most affected by COVID in targeted areas in Ghana and Senegal. The project's locally-led approach harnesses proven resources from training, mentoring and curriculum programs in skills development and entrepreneurship through in-person and adapted digital models. Some project activities include: 1) Sensitization of community members (men, women, boys and girls) on AGYW participation in entrepreneurship, 2) Scale-up of economic activities in informal sector opportunities created by COVID, 3) Provide COVID-adapted training to AGYW in entrepreneurship and sustainable livelihoods and support, 4) Raise awareness on gender-based violence and support services provided during COVID, and, 5) Build network opportunities for AGYW entrepreneurs and investors.

SOCIAL JUSTICE IN THE FACE OF ...EARLY MARRIAGES IN WEST AFRICA

Social justice in the face of ...early marriages in West Africa
more
|
In Senegal and the Ivory Coast..., current statistics show that the average age of marriage for girls has risen to over 18 years. However, evaluations of programs that fight early marriage in these countries reveal that these statistics hide significant variations, particularly between rural and urban areas. In fact, unlike their peers in urban areas, girls in rural areas continue to be subjected to early marriage and to see their economic, cultural, and social rights ignored — a situation that reinforces exclusion and inequalities. A multidisciplinary team from Université Gaston-Berger in Saint-Louis, Senegal, and Université Houphouët-Boigny in the Ivory Coast will devote themselves to determining the underlying reasons for the disparity in the effectiveness of programs that fight early marriage in urban and rural areas. By capitalizing on the achievements and results of previous and existing work, particularly the regional platform of the fight against early marriage in West Africa, national case studies will be conducted and their empirical results will be translated into strategic options, which will be placed at the disposal of decision-makers and practitioners to develop more effective policies and programs to fight against girls' early marriage for greater social equity. The objective of the project is to propose alternative solutions to the early marriage of girls by generating relevant knowledge about what reduces or perpetuates the practice through the development of inclusive models for action. The project also involves strengthening the capacities of young girls and boys, who will be equipped with knowledge of communication and advocacy techniques to conduct their own communication activities for social change by targeting decision-makers, communities, and their peers in their own networks and to elicit changes in behaviour and practices to improve the effectiveness of programs that fight early marriage.

As with all program-based approaches, Canada works in close co-operation with other donors and the Senegalese government to promote the accountability, transparency and effectiveness of national systems, to increase donor coordination and harmonization, and to strengthen mutual accountability. The program-based approach also favours greater policy dialogue among donors, the government and partners. This helps to strengthen efforts to obtain focused and effective aid, as well as long-term development results. Continuous monitoring and evaluation of this project is undertaken in coordination with other donors.

This project works to engage y...oung Senegalese leaders and stakeholders in research and policy dialogue to help improve adolescent girls' access to youth-friendly sexual and reproductive health and rights (SRHR) services. The project aims to examine the link between gender-based violence (GBV) and broader gender inequalities, and address policy shortcomings related to adolescent girls' health and rights. Project activities include: (1) researching the links that exist between adolescent girls' vulnerability to GBV and SRHR, (2) translating findings into products and tools, and applying these findings to address negative gender norms and practices, (3) raising awareness and engagement of community organizations that work against the root causes of GBV, and (4) supporting the development of collaborative and transformative youth leadership skills for adolescent girls to overcome social barriers. The project expects to involve up to 400,000 adolescent girls and 100,000 adolescent boys between the ages of 10 and 16 in its research, dissemination of findings, and engagement activities. The project also works to provide training to over 100 young community leaders to mentor 2,000 adolescent girls to effectively exercise their sexual and reproductive and health rights. The project aims to establish strategic partnerships with 40 local and 10 national policy-makers, in addition to at least 200 practitioners/service providers and 15 civil society organizations. This project aims to challenge... discriminatory social norms that perpetuate harmful practices, such as sexual and gender-based violence (SGBV) and female genital mutilation and cutting (FGM/C), by empowering adolescent girls between the ages of 10 and 19 to claim their rights over their bodies. The project works to engage with adolescent boys and girls, communities, religious leaders, media, and government, to prevent and respond to SGBV. Project activities include: (1) engaging with women and men caregivers, including grandmothers, and schools to define action plans to reduce SGBV, child, early and forced marriage (CEFM) and FGM/C in their communities, (2) providing training to adolescent girls between the ages of 10 and 19 to identify SGBV and understand their sexual and reproductive health and rights, linking them to information and services and safe spaces when facing SGBV, (4) supporting girls' and boys' (between the ages of 10 and 19) school-based clubs to discuss gender equality and positive social norms, including harmful impact of SGBV, CEFM and FGM/C, and (5) organizing awareness-raising with government officials, policy-makers, religious and community leaders and law enforcement officers on laws and policies that promote gender equality at federal and state level. The project expects to reach approximately 22,307 direct beneficiaries (including 8,494 girls and 4,200 boys between the ages of 10 and 19 years old, as well as 5,187 women and 4,426 men caregivers). The project also aims to indirectly reach 253,000 beneficiaries (69,500 girls and 56,970 boys).

This project aims to remove ba...rriers to girls' education in Somalia, particularly those with disabilities. It builds on the positive experience of Canadian philanthropic engagement via UNICEF Canada's UNdaunted Initiative already established in Sub-Saharan Africa. This project works to improve learning outcomes for girls, including those with disabilities, by increasing their equitable access to safe, quality, inclusive, education within an education system that recognizes their needs, and provides innovative and quality gender-responsive formal and non-formal education. The project aims to target 156 schools in up to 20 districts of the Federal Government of Somalia and Federal Member States: the Puntland State of Somalia and Somaliland. Project activities include: (1) facilitating public awareness around disability and gender issues through activities such as community outreach, and providing training to education stakeholders on developing policies on the protection of girls from gender-based violence in schools and to foster safe learning spaces, and (2) providing technical assistance to Ministries of Education and educational officials to strengthen capacity on data collection, as well as to integrate adolescent girls with disabilities into their education systems. This project is expected to reach 22,500 girls, including 7,500 girls with disabilities in the formal and informal education systems. The project is also expected to benefit 1,248 teachers, 1,092 members of community education committees, and 70 government officials.

Opening data for inclusive pra...ctices in migration, public contracting, and combatting gender-based violence
more
|
In Latin America, the increase...d release of open government data aims to strengthen the transparency and accountability of governments, build new business opportunities, and improve services for citizens. This project will explore innovative approaches for using and understanding public data to promote more inclusive government services and policies, address rights and disinformation challenges, and enhance gender equality. It will focus on three major areas: gender-based violence, assistance to migrants, and emergency procurement. To address the challenge of gender-based violence in Latin America, notably femicides, the project will examine how newly released official government data can be used to end violence against women through innovative approaches. With respect to migrants, growing civic unrest and massive economic disparities have led to a major increase in irregular migration in some countries. The project will begin to explore the challenges of taking a data-focused approach to supporting the needs of migrants and displaced peoples. This research will emphasize human rights, combatting misinformation and xenophobia, and facilitating better services for communities in need. Finally, the pandemic has caused an enormous increase in emergency procurement, which, when poorly managed, can negatively impact the delivery of crucial services and goods. The Open Contracting Partnership will support action research to make emergency procurement more inclusive, effective, and efficient in the context of COVID-19. Further, since only an estimated 1% of public contracts go to women-owned businesses, the research will explore key barriers and gaps for this group in bidding for public contracts. This project is part of the Open Data for Development (OD4D) program, a global network using data to promote social good. The OD4D network is funded by IDRC, Global Affairs Canada, and the William and Flora Hewlett Foundation.

Supported by Canada and the Un...ited Kingdom, this is the second phase of the project known as Girls Education in South Sudan (GESS2). The project aims to increase access to education for girls in South Sudan by improving girls' enrolment and retention in both primary and secondary schools, as well as the quality of education they receive. This will be done through the distribution of cash transfers to school-aged girls to encourage completion of their education, the provision of grants to schools for the improvement of physical conditions and resources, such as sanitation and hygiene infrastructure and books or other learning materials, and improvements to education services through teacher training, curriculum reviews, and systems to monitor attendance and school performance. The project also works to address key barriers that limit girls' access to education with a particular emphasis on the prevention of sexual and gender based violence and child marriage. The project builds on a previous phase of Girls Education South Sudan (GESS) that was unilaterally supported by the United Kingdom. Phase II of GESS is part of Canada's $400 million G7 Charlevoix Declaration that supports education for women and girls in crisis and conflict situations.

This project aims to use food ...security and agriculture as a platform for women's empowerment. The project works to advance the rights of women and girls by providing gender appropriate and climate-smart agricultural training, and helping women to increase and control their incomes. The project also addresses harmful norms that limit women's participation in agriculture and works to reduce sexual and gender-based violence. Project activities include: (1) providing training to women and their communities on natural disaster planning and response, natural resource management, and conflict resolution, (2) providing training to women and their families on nutrition, including topics related to equitable food distribution and child-feeding practices, (3) distributing small livestock, poultry and other inputs to women so they can engage in income-generating activities, (4) providing training to women on leadership, functional numeracy, literacy, and management skills, and (5) facilitating discussions on the reduction of gender inequalities, and the prevention of sexual and gender-based violence.

This project aims to contribut...e to better development outcomes for the people of South Sudan by building capacity amongst donors, implementing partners, and national non-governmental organizations to improve the conflict-sensitivity of their international assistance. Also, this project supports women and girls by providing analysis on the gendered impacts of conflict and aid, thereby enabling donors and partner organizations to better design and implement gender-sensitive programming. Project activities include: (1) producing relevant research on conflict sensitivity, (2) providing institutional support to organizations through the provision of high-quality advice, coaching, and technical support, and (3) conducting outreach activities to ensure broader coordination on conflict sensitive international assistance.

June 2019 – Humanitarian nee...ds stemming from the crises in Syria and Iraq remain significant throughout the Middle East. Continued violence in Syria raises little prospects for the voluntary, safe, sustainable and dignified return of over 5.6 million refugees in the region. Internally displaced persons range in the millions in Syria and Iraq, and refugees facing protracted displacement in host countries continue to face acute humanitarian needs in Jordan and Lebanon. With GAC's support, the United Nations Population Fund (UNFPA) supports the coordination of humanitarian responses to sexual and gender-based violence (SGBV) and sexual and reproductive health (SRH) across the Middle East, namely in Iraq, Jordan, Lebanon and Syria. Project activities include: (1) improving , informing and implementing cluster SGBV and SRH services and strategies, (2) monitoring and evaluating the performance of the GBV and SRH responses, including producing informational and analytical products, and (3) building the capacity of frontline, local and national SGBV-response and SRH actors to provide quality SGBV and SRH responses.

The project aims to empower yo...ung women and girls across Tanzania to make their own decisions regarding their social, economic and political rights, by launching a new iteration of its nationally recognized youth radio show Niambie centered on transforming young women and men's attitudes towards women's rights and gender equality. Project activities include weekly radio programmes, daily social media content and live community events that focus on a wide range of women's rights issues and promoting gender equality. The project also builds connections, linkages and referrals to locally available services that support the social, economic and political rights of young women and girls. The project works to expand the reach of the show's media content, reinvigorate its audio output, and invest in visual content for social media and television. In parallel, the project trains a new generation of young women and men presenters and producers to lead and develop local sister-shows that promote gender equality and raise awareness on issues affecting women and girls in Tanzania. By working closely with the government, civil society and multilateral organizations, the project also amplifies the gender equality messages of these partners.

Preventing gender based violen...ce and sexual and reproductive rights violations among adolescents to reduce teen pregnancy in Togo
more
|
Like most West African countri...es, despite many legal and institutional measures to protect adolescents, Togo has a very high teen pregnancy rate. This presents a great challenge for public authorities striving to fulfill their national and international commitments, in particular, the Sustainable Development Goals, which call for no one to be left behind. In conjunction with this teen pregnancy phenomenon, existing studies show that adolescents in Togo face many challenges, including a significant inability to exercise their health, sexual, and reproductive rights and exposure to many instances of gender based violence. Solutions have certainly been proposed and implemented to address and prevent teen pregnancy in particular, however, these solutions have shown their limitations. Moreover, they have been developed using a non integrated, sectoral approach and do not do enough to put adolescents at the heart of finding solutions. In addition, these solutions do not adequately integrate interactions between teen pregnancy and gender based violence, which reflect gender inequalities and entrenched economic, social, and cultural norms, which limits their effectiveness. This project seeks to produce an integrated alternative integrated model to combat teen pregnancy. For greater efficiency, this model, which will integrate interactions between gender based violence and adolescents' sexual and reproductive rights, should also propose a new collaborative and inter sectoral approach to identify and implement solutions for the teen pregnancy problem in Togo. The project is expected to contribute to behavioural changes for adolescents, who will have access to integrated information and services to prevent teen pregnancy. The institutions and stakeholders involved in the prevention of teen pregnancy will be able to improve their modes of action and intervention by focusing on collaboration and by adopting a more inter sectoral approach. By taking a collaborative approach, the researchers involved will see their ability to develop and implement research that extends beyond their discipline.

This project aims to improve l...earning outcomes for women and girls in fragile and conflict-afflicted settings. The project supports the Safe to Learn Campaign, a global, inter-agency and multi-country initiative, dedicated to ending violence in and around schools, so children are free to learn, thrive and pursue their dreams. The project focuses on addressing violence as a barrier to girls' education, and providing support for developing materials to enhance the integration of gender equality across the Safe to Learn Campaign. Project activities include: (1) increasing the knowledge and capacity of girls and boys, teachers, administrators, community members and religious leaders, to recognize the impact of violence in and around schools, (2) promoting positive gender equitable norms and preventing harassment through the use of positive discipline, and addressing gender stereotypes in communities, (3) strengthening education and child protection systems to be gender responsive by preventing sexual and gender-based violence in and around schools, and (4) empowering girls and boys by engaging them in the design and delivery of solutions to prevent and respond to violence through life skills education. The project expects to benefit 229,320 children, including 135,560 girls.

The project supports the UNFPA...-UNICEF Global Programme to Accelerate Action to End Child Marriage, a multi-donor joint United Nations program aimed at eliminating child marriage in 12 countries in Africa and South Asia where the rates of child marriage are among the highest: Bangladesh, Burkina Faso, Ethiopia, Ghana, India, Mozambique, Nepal, Niger, Sierra Leone, Uganda, Yemen and Zambia. The project focuses on enabling girls at risk of child marriage to choose and direct their own futures, through activities aimed at bringing about change in the empowerment of girls, with the ultimate aim to prevent child marriage and support already married girls. Project activities include: (1) building the skills and knowledge of girls at risk of child marriage, and married girls, (2) supporting girls to enrol and remain in formal and non-formal education, (3) engaging in dialogue with families, communities and leaders to protect girls from child marriage and uphold their rights, and (4) working with health and protection systems to implement guidelines, protocols and standards for girl-friendly health and protection services. The beneficiaries are girls at risk of child marriage or those already married in Africa and South Asia, particularly those in the 12 countries mentioned above.

This project aims to improve t...he economic well-being of poor rural women, particularly ethnic minority (EM) women in Vietnam, by increasing women's participation in income-generating activities and partnering with civil society organizations (CSOs) and local media to achieve national reach. CARE's innovative approach addresses gender norms and power dynamics based on social approval/disapproval of one's actions. The COVID pandemic has severely impacted women's participation in income-generating activities in Vietnam. Rural communities and ethnic minorities, such as the poor provinces of Ha Giang and Lai Chau in northern Vietnam, are particularly vulnerable. Women primarily support the increased care burden resulting from the pandemic, reducing their ability to earn farm and non-farm incomes. CARE's May 2020 rapid gender analysis shows that women spend approximately four to five hours per day on unpaid care work, while men spend two to three hours when called upon. The COVID-19 pandemic has highlighted the need to develop innovative and locally relevant approaches and strategies to promote gender equality and women's economic rights. Project activities include: (1) providing technical assistance for gender-responsive and inclusive governance with duty bearers, particularly village chiefs and communal officers, (2) organizing community events promoting gender equality, particularly by addressing unequal care burdens and gender-based violence, and (3) providing gender-responsive technical assistance on organizing production and sustainable, climate-smart agricultural practices to poor, rural and ethnic minorities, particularly women. This project supports 2,635 rural and EM women and men and expects to indirectly reach 4,340 households in the northern provinces of Ha Giang and Lai Chau. Specifically, it assists 1,550 rural and EM women to built their capacity to participate equitably in income-generating activities and exercise their economic rights. Approximately 1,400 of them are tea and ginger farmers. 150 women working in agricultural and non-agricultural enterprises participated through the identification of grassroots women-led social enterprises. Alongside the women, 1,085 rural and EM men (husbands and partners) also participated in activities, including selected training on agricultural production, gender-responsive dialogue, and dialogue with local authorities and community events. STRENGTHENING WOMEN'S VOICE, P...OWER AND SAFETY TO ADDRESS GENDER-BASED VIOLENCE IN MALAWI AND ZIMBABWE

|
Strengthening women's voice, p...ower and safety to address gender-based violence in Malawi and Zimbabwe
more
|
Despite progressive legal prov...isions on gender-based violence in Malawi and Zimbabwe, women continue to experience high rates of violence because the relevant laws are not always effectively enforced. In Zimbabwe, gender-based violence is used as a mode of conflict resolution and social interaction, including within the political sphere. This is exacerbated by rising costs of living, growing unemployment, increasing feminization of poverty, and a breakdown in norms, structures, and institutions. Similarly, Malawi struggles with various endemic forms of gender-based violence, including early and forced child marriages, intimate partner violence, and violence against women in public spaces. The normalization of violence against women and unfavourable social norms, combined with the low ranking of women in Malawi's Human Development Index, perpetuate gender-based violence. While women's groups and civil society organizations in both countries continue to campaign against gender-based violence, state responses are often uncoordinated and fail to address the multi-layered and complex nature of this phenomenon. This project will use evidence-based analysis to strengthen holistic approaches to gender-based violence and to further the design of policies and programs that focus on physical, systemic, and structural manifestations of violence and women's insecurity.
