CENTRE OF EXCELLENCE FOR CRVS ...SYSTEMS: ECONOMIC CASE FOR CIVIL REGISTRATION AND VITAL STATISTICS SYSTEMS

|
Centre of Excellence for CRVS ...Systems: Economic Case for Civil Registration and Vital Statistics Systems
more
|
Civil registration and vital s...tatistics (CRVS) systems are a vital component of public administration and contribute to good governance by protecting human rights and enabling access to basic public services. They also provide critical information, such as the number of people living in a country, the leading causes of death, fertility rates and life expectancy, which is needed by governments to effectively plan and deliver public services. While there is a substantial body of knowledge showing the benefits of well-functioning CRVS systems, an economic case still needs to be made in terms of cost savings and return on investment. This project seeks to address that gap. Specifically, the economic case made by this project will address the three fundamental economic questions: what CRVS systems are needed, which system is more efficient (i.e., which production processes), and who will benefit from CRVS systems? The first and second questions are related to the concept of efficiency while the third also addresses equity and fairness issues. The overall objective of the economic case will be to demonstrate how CRVS systems can maximize social benefits from an equity and gender perspective. This project will be implemented in collaboration with the Swiss Tropical and Public Health Institute in four phases, which involve a review of scientific evidence on the cost and potential benefits of CRVS systems, a stakeholder consultation to review the proposed methodology, define the foundations of the economic case, and reach consensus on the scope and methodological approach, the application and testing of the methodology in at least two low and middle-income countries, and writing a series of papers to describe the methodology to build an economic case for CRVS and communicate the results of the country examples. This project is closely aligned with Sustainable Development Goal 16.9 – legal identity for all, including birth registration, as well as with the overall 2030 Development Agenda. The project contributes to the Centre of Excellence mandate on building evidence, supporting advocacy, and creating a knowledge base for CRVS systems.

Enhancing civil registration a...nd vital statistics (CRVS) systems is widely recognized as a crucial component of monitoring population-based targets tied to the 2030 Sustainable Development Goals. However, most CRVS systems in low and middle-income countries (LMICs) are unprepared, and there is a need to connect streams of scientific knowledge to make them accessible. This project will address important existing issues in the field, such as integrating CRVS with other data systems (such as health, national ID, and population censuses), completeness and quality of civil registration systems, and socio-economic research. The project will also allow data analysis and identification of issues related to ownership of legal documentation by women and girls, including social consequences of under-registration. The project will support the work of the International Union for the Scientific Study of Population's (IUSSP) scientific panel on population perspectives and demographic methods to strengthen CRVS systems. The panel will enhance ongoing efforts to improve CRVS systems by leveraging the technical expertise of the international demography community. It will also facilitate the use and adaptation of the principles, methods, and materials of demography to improve civil registration processes and the production of vital statistics from incomplete or deficient civil registration systems at the country level. The panel aims to publish a volume of selected practices in the field of quality and completeness assessments to contribute to the development of standards and protocols of CRVS systems in LMICs. The panel will also produce discussion papers co-authored with other IUSSP scientific panels to unpack challenges and opportunities for collaboration between demographers and other experts. The project will also fund researchers in LMICs and South-South and South-North cooperation teams to carry out small joint research projects and knowledge translation activities.

ACHIEVING GENDER EQUALITY THRO...UGH STRONGER CIVIL REGISTRATION AND VITAL STATISTICS (CRVS) SYSTEMS
more
|
Achieving gender equality thro...ugh stronger civil registration and vital statistics (CRVS) systems
more
|
Building and sustaining politi...cal momentum and identifying evidence-based solutions is essential to achieve the 2030 Agenda. With its emphasis on leaving no one behind, population data that is disaggregated by sex and geography is a fundamental requirement for this agenda. However, many countries' official statistics only publish averages that are gender-blind and mask inequalities. As a result, a growing number of international development organizations and UN bodies are urging countries to invest in their civil registration and vital statistics (CRVS) systems. Reliable vital statistics data drawn from civil registration systems are the preferred source of indicators for the Sustainable Development Goals. This project builds on the outcomes of a global meeting convened at IDRC in Ottawa in February 2018, Making the Invisible Visible: CRVS as a basis to meeting the 2030 Gender Agenda. The meeting assessed the status of the field, identified research gaps, and focussed on positioning gender within the global CRVS agenda. A second convening of high-level and technical experts in Ottawa in February 2020 aims to assess progress since 2018 and inspire further global commitments to integrate gender analysis across activities that strengthen CRVS systems. A two-day event will evaluate opportunities and challenges and offer a forum for candid discussion around what is effective and what is not in national and international efforts to ensure that all civil and vital life events are universally registered and disaggregated by sex. Presentations and discussions will focus squarely around the question of what needs to change to strengthen CRVS systems for inclusive development. A combination of high-level and technical panels will move discussions beyond advocacy to concrete ideas for operationalizing solutions. Panel themes will focus on areas where more knowledge and innovation are needed, such as exploring the gender dimensions around linking national ID management and CRVS systems, and CRVS systems in fragile or vulnerable environments. The event will also support a deep dive into the vital statistics side of CRVS systems and look at how better data governance, open data use, improvements in linking data and statistics to policies and programs, and monitoring results can promote further investments in CRVS systems.

Civil registration provides le...gal identity to individuals, enabling them to prove family ties, their place and date of birth, and fulfill their rights and obligations. It can facilitate access to essential services such as education and health and contribute to exercising political rights, transferring property, and accessing financial services. However, the gender-related aspects of civil registration systems remain under-researched and a reliable and permanent flow of data generated from civil registration is needed to support better evidence-based national administrative systems and planning. This projects aims to strengthen civil registration and vital statistics (CRVS) systems to become gender sensitive and to produce consistently high-quality vital statistics for development decision-making. The project, implemented in collaboration with the UN Population Fund, will pilot and advance a new questionnaire for use in assessing civil registration coverage in approximately 120 population censuses to be conducted in the 2019-2024 period. It will also support targeted capacity building for national statistical offices on generating vital statistics from civil registration, and it will train a new cadre of young population data scientists who are now in very short supply. Research in four to five focus countries will examine the root causes and the social and economic consequences of non-registration of vital events for women, specifically the under-registration of female deaths, evaluate the benefits of communication interventions and new technologies at the community level to improve registration of vital events, and investigate the impact of coupling innovative digitization and evidence-based social and behaviour change interventions on birth, marriage, and death registration completeness. This information will help boost the demand for civil registration and vital statistics as a means to secure the rights of women and children. Expected outcomes include new tools, methodologies, and technical guidance to assess coverage and measure the completeness of birth, marriage, and death registration, increased capacity of national statistical offices to analyze and use data from incomplete civil registration coverage, and a cohort of young researchers in statistics who are able to support future country-level programs and initiatives.

BUILDING AN ADVOCACY PLATFORM ...FOR GENDER-SENSITIVE CIVIL REGISTRATION AND VITAL STATISTICS (CRVS) SYSTEMS
more
|
Building an advocacy platform ...for gender-sensitive civil registration and vital statistics (CRVS) systems
more
|
Civil registration and vital s...tatistics (CRVS) systems are critical to protecting the rights and meeting the needs of women and girls. Proof of age and legal identity help to ensure that women, girls, and other vulnerable groups can go to school, access healthcare, get jobs, open bank accounts, access credits and loans, own businesses, and vote. Having a trusted and trustworthy identity document can also be a tool to protect girls from early marriage. Further, CRVS systems provide real-time data disaggregated by sex, geographic location, and other locally relevant characteristics that can help guide development policies and programs to address the challenges facing women and girls. In recent years, gender has been an increasingly important theme in the global agenda to strengthen CRVS systems. In 2018, the Centre of Excellence for CRVS Systems hosted a global conference on gender and CRVS, reigniting a global commitment to making all women and girls count. Gender has since been highlighted at key events, including the United Nations World Data Forum and the Statistics Commission. This project, implemented in collaboration with the United Nations Foundation, aims to harness this momentum to create a coherent advocacy platform by bringing high-level stakeholders and technical experts together to chart a path towards more gender-sensitive CRVS systems. It seeks to raise the level of awareness among key stakeholders of the ways in which gender mediates the experience and outcomes of CRVS systems and to articulate specific calls to action. Project outputs include high-value communication and reference material on gender and CRVS, as well as an increase in the number of high-level data, policy, and donor champions who support calls to action for gender and CRVS.

CRVS IN CONFLICT, EMERGENCY, A...ND FRAGILE SITUATIONS – A DOCUMENTATION OF PRACTICES AND ANALYSIS OF DATA SETS

CRVS in conflict, emergency, a...nd fragile situations – a documentation of practices and analysis of data sets
more
|
Globally, 250 million people a...re on the move and one-third of them are trapped in conflict situations as migrants, refugees, or asylum seekers. Despite these hardships, life in conflict, emergency, and fragile situations continues — people are born, they marry, divorce, and die. Particularly in these contexts, civil registration and identification are vitally important. The hazards faced by people in conflict, emergency, and fragile contexts, including during natural disasters, could weaken or destroy entire civil registration and vital statistics (CRVS) systems and archives, thereby preventing people from receiving the crucial services they rely on, from humanitarian aid to education and job training. Compounding this, CRVS systems are often last on policymakers' list of priorities, which puts the information and rights of entire generations at risk. Even in less drastic circumstances, records are at risk of disappearing in the event of a natural disaster, making it difficult to account for deaths and mitigate the consequences of natural disasters. In all these situations, it is critical that governments have robust disaster risk reduction plans in place to protect records. Protecting CRVS systems must be part of each country's climate change mitigation and adaptation plans to ensure that natural disasters do not leave multiple generations without access to rights and services. With the COVID-19 pandemic, registration and data in real time are becoming more important than ever to correctly track and record the causes of death. This project aims to contribute to strengthening civil registration in conflict, emergency, and fragile settings by documenting good practices in this area. This will be done by providing thought leadership, building the capacity of civil registrars and stakeholders in an increasingly fragile world, and contributing to transform the practice in such contexts. To advance knowledge and dialogue, this project will develop a compendium of practices on CRVS in conflict, emergency, and fragile settings, build capacity around the compendium, and disseminate findings in various global forums.

This Volunteer Cooperation Pro...gram sends 102 volunteer counsellors abroad. Its overall aim is to increase the protection of human rights in vulnerable communities, specifically to increase the skills of local partners in protecting these human rights. To reach these objectives, technical support and methodologies will be provided, activities that strengthen local partners' capacities will be led, good practices will be shared and more professional services will be rendered to protect and promote the human rights of vulnerable people and provide partners with the institutional support they need for legal diagnosis and legal practices. The program also includes a public engagement component aimed at the legal community, including lawyers, judges and law students, as well as stakeholders that protect the rights of vulnerable people, informing them about international development issues and sharing lessons learned by volunteers.

This project supports the Worl...d Food Programme's (WFP) school feeding program. Over the past four decades, WFP has become the world's foremost provider of school meals to poor children. In addition to providing free midday meals, WFP provides students with take-home rations for the family, which encourages parents to send their boys and girls to class. School feeding initiatives target the most food-insecure areas of countries with low school enrolment, irregular school attendance, and high primary school drop-out rates. GAC's support to WFP's school meal program is used to purchase, deliver and distribute nutritious food primarily to school children, particularly girls. School feeding is a means of increasing enrolment and attendance rates, decreasing drop-out rates, and improving children's concentration, learning and academic performance.

This project supports 2,905 vo...lunteer placements, and aims to improve the economic and/or social wellbeing of the poorest, most marginalized and vulnerable people, particularly women and girls, with a view to contributing to the Sustainable Development Goals. In addition to increasing the participation of Canadians in international development and key global issues, this project aims to increase the performance of developing country partners to deliver more inclusive, innovative, and environmentally sustainable development initiatives that advance gender equality. This project also works to deliver capacity building through volunteer advisors who act as mentors, advisors or coaches, and become catalysts for partners in the agriculture and tourism sectors of the project countries to realize their full potential. Project activities include: (1) providing technical assistance in strategic planning and leadership to promote innovative practices that advance inclusiveness, gender equality, and women''s economic empowerment, (2) providing technical assistance in production, operations, quality control, financial procedures, human resources management procedures, customer service, and marketing to promote gender equality and women''s economic empowerment, (3) providing technical assistance to create and/or improve gender-sensitive processes, policies, tools and practices, (4) delivering events and campaigns to inform Canadians about international development issues and opportunities to get involved with these issues, and (5) establishing a fund for partners to procure equipment and supplies necessary to implement an innovation meant to accelerate results through improved productivity, efficiency, sales and income for marginalized and vulnerable groups, particularly women.

This project will not only ana...lyze how young people are affected by COVID-19, it will examine how they can be key actors in the response, mitigation, and evaluation efforts of pandemic policies and actions. It aims to ensure that emerging policies are responsive and promote inclusive governance and accountability by seeking to investigate how social accountability can be factored into COVID-19 responses in three member states (Ethiopia, Kenya, and Uganda) of the Intergovernmental Authority on Development (IGAD), a regional bloc of eight member states in the Horn of Africa. The project focuses on enabling youth-driven documentation of reliable, contextually grounded local data analysis and rapid feedback to local and national authorities and to communities through the development of a citizen-led performance monitoring framework. The focus is on informing policies and decision-making to mitigate the social and economic impacts of COVID-19 and prevent its re-emergence. This project will support youth-led policy influence and encourage the use of research evidence to improve community responses to impacts of COVID-19 and build resilience. By providing rapid support to ongoing work, innovating new ways of learning and sharing, and enhancing capacities to inform current and future policy and practice solutions, the project aims to strengthen the overall governance of the COVID-19 crisis and its aftermath. Ultimately, the project seeks to contribute towards strengthening the social contract and fostering democratic peace in pandemic and post-crisis responses.

The Micronutrient Forum (Forum...) and Global Alliance for Improved Nutrition (GAIN) convened food security, nutrition, health, and economic experts from global as well as local and regional institutes in Low- and Middle- Income (LMIC) countries to join the Standing Together for Nutrition consortium. With the long-lasting implications of the pandemic, there will remain a need for coordinated effort in nutrition and food systems. Specifically, this consortium shall promote the collection and dissemination of data, while modelling the impact of the pandemic on nutrition with a focus on how gender and other inequalities can be adequately addressed to inform investment and program design. The STfN consortium's work will result in more effective advocacy, and better-designed programs, thereby increasing the funding dedicated to addressing malnutrition and increasing the effectiveness of that funding, resulting in better nutrition outcomes for women, children, and vulnerable populations. To accomplish this, the consortium shall: 1. generate, update, monitor and fine-tune global analyses, ensure gender, income and other disaggregation and as the crisis evolves, 2. provide context-specific analyses and recommendations to countries or groups of countries (ideally in partnership with multilateral organizations such as SUN) for actions in health, nutrition, social protection and food systems, while addressing data gaps as necessary and possible. 3. work with an organization such as the Global Nutrition Report (GNR) to host data and analyses on COVID-19 and nutrition, ensuring gender, income and other relevant disaggregation of the data, and providing the opportunity to highlight specific vulnerabilities and opportunities, and 4. disseminate and translate findings into communication and advocacy strategies, which will inform and guide prioritization ahead of events such as the Nutrition for Growth (N4G) Summit and Food Systems Summit in 2021. / The Micronutrient Forum (Forum) and Global Alliance for Improved Nutrition (GAIN) convened food security, nutrition, health, and economic experts from global as well as local and regional institutes in Low- and Middle- Income (LMIC) countries to join the Standing Together for Nutrition consortium. This project supports Developm...ent Initiatives in developing and publishing the 2020-2021 Global Nutrition Report (GNR). The GNR is the leading independent accountability mechanism for nutrition. Established in 2013 as an outcome of the Nutrition for Growth (N4G) Global Compact, the Report seeks to increase accountability for greater action to end malnutrition with a focus on curating high quality, comprehensive and credible data on nutrition outcomes and its determinants, and accounting for stakeholder commitments, policies and interventions designed to improve nutrition and financing for nutrition. Data produced by the Report exposes barriers faced by nutrition stakeholders, and highlights potential for action and advocacy for improved nutrition. The Report also holds donors, governments and private sector stakeholders accountable to their policy and financial commitments pledged through Nutrition for Growth and tracks donor and country annual spending towards nutrition. The 2020 – 2021 Report aims to: (1) call for greater action to end malnutrition in all its forms, (2) increase commitments for more action by highlighting gaps in and opportunities for financing and policy, (3) drive accountability and transparency by showing who is delivering and where progress is too slow, (4) work with partners who use GNR information to enforce accountability, (5) remain the 'go-to' resource for data on nutrition that innovates by disaggregating and visualising data, and telling stories to make the case for action, (6) inspire action by highlighting how change happens, how barriers are overcome, and what enables action, (7) be inclusive, highlighting all forms of malnutrition in all locations – low-, middle- and high-income countries, and different sectors, and (8) go beyond the nutrition sector by building allies in other sectors. This project creates the autho...rization for capacity building support to develop and manage the Livestock Vaccine Innovation Fund (LVIF). The fund aims to support the development of quality vaccines that are more affordable, available, and acceptable to small-scale farmers. It will also help ensure their use at scale.About the Livestock Vaccine Innovation FundThe LVIF is a partnership between the Bill & Melinda Gates Foundation, Global Affairs Canada (formerly Foreign Affairs, Trade and Development Canada), and the International Development Research Centre. It represents a joint investment of CA$57 million over five years to support the development, production, and commercialization of innovative vaccines against priority livestock diseases in sub-Saharan Africa, South Asia, and Southeast Asia.More specifically, the LVIF will support innovation and research to increase the efficacy, marketability, and use of existing vaccines, develop new vaccines against priority livestock diseases, and build effective research and public-private partnerships to accelerate the registration, commercialization, and use of vaccines. The research will also lead to a better understanding of disease dynamics and their impact, as well as the issues that constrain poor farmers from using vaccines. By bringing together all stakeholders - from farmers to researchers, pharmaceutical companies, and regulators - the LVIF will foster a vibrant and sustainable livestock sector in the target regions.Separate Project Approval Documents will authorize individual research projects and activities related to research uptake and scale up, program synthesis, and communication.

The fund aims to support the development of quality vaccines that are more affordable, available, and acceptable to small-scale farmers. It will also help ensure their use at scale. About the Livestock Vaccine Innovation Fund The LVIF is a partnership between the Bill & Melinda Gates Foundation, Global Affairs Canada (formerly Foreign Affairs, Trade and Development Canada), and the International Development Research Centre. It represents a joint investment of CA$57 million over five years to support the development, production, and commercialization of innovative vaccines against priority livestock diseases in sub-Saharan Africa, South Asia, and Southeast Asia. More specifically, the LVIF will support innovation and research to increase the efficacy, marketability, and use of existing vaccines, develop new vaccines against priority livestock diseases, and build effective research and public-private partnerships to accelerate the registration, commercialization, and use of vaccines. The research will also lead to a better understanding of disease dynamics and their impact, as well as the issues that constrain poor farmers from using vaccines. By bringing together all stakeholders - from farmers to researchers, pharmaceutical companies, and regulators - the LVIF will foster a vibrant and sustainable livestock sector in the target regions. Separate Project Approval Documents will authorize individual research projects and activities related to research uptake and scale up, program synthesis, and communication.

Contagious caprine pleuropneum...onia (CCPP) is a severe respiratory disease of goats and sheep caused by the bacterium mycoplasma capricolum subsp capripneumoniae (Mccp). Clinical CCPP occurrence has been reported in 40 countries in Africa and Asia and mortality and morbidity can reach 70% and 100% respectively within 7-10 days. Goats and sheep are an important source of income for women and CCPP severely affects their ability to provide for their families. The Global Alliance for Livestock Veterinary Medicines estimates that every year, CCPP causes economic losses of up to USD$507 million (approximately CA$484 million) in endemic areas. Vaccination remains the most effective and affordable method to control CCPP, because antibiotic treatment does not eliminate the bacterium and sanitary measures are not feasible in smallholder settings. The current CCPP vaccine is safe but its protection is short-lived (less than one year). It is also expensive to produce because the bacterium grows slowly and results in low yields. The objective of this project is to develop a novel CCPP vaccine based on the fastest-growing mycoplasma species to date, mycoplasma feriruminatoris (M.feri). M. feri was isolated from wild goats and has a generation time of less than 30 minutes. M. feri genes encoding virulent factors will be deleted, creating space for insertion of Mccp genes that encode known and predicted vaccine candidate antigens. Goats will be vaccinated with the inactivated or live new recombinant vaccine, then experimentally infected with Mccp to determine whether the vaccine is protective. This project will use cutting-edge synthetic biology tools to construct a vaccine for CCPP that will grow efficiently, express protective Mccp antigens, and be used either as a live or inactivated vaccine. This 24-month project is a collaboration between the University of Bern in Switzerland, the Institut national de la recherche agronomique at the University of Bordeaux, France, and the J. Craig Venter Institute in the USA.

The World Bank has estimated t...hat climate change will have negative impacts for some 100 million people worldwide. As many as 43 million people in Africa alone face increased prospects of severe droughts, floods, and storms threatening their health and economic security. African scientists have an important contribution to make in understanding the scope and scale of these problems and developing innovative solutions for policymakers and practitioners. Despite some progress, the number of African scientists remains relatively small. Further efforts are needed to develop Africa's scientific talent and to retain scientists in Africa. This project will support the African Institute for Mathematical Sciences' Next Einstein Initiative (AIMS-NEI) in building a critical mass of mathematical scientists to contribute to climate change solutions for Africa. This will be achieved through training, internship placements in government, industry, and intergovernmental organizations, and research grants, with a special emphasis on women mathematical scientists. There will also be support for the consolidation of the operations of AIMS and its expansion across the continent, including reaching further into francophone Africa. AIMS alumni have gone on to apply their mathematical skills in many ways to address a number of Africa's development challenges and to contribute solutions to African industry. By building on such successes, the Government of Canada's investment will ensure greater impact of the AIMS model and advance its vision to transform Africa.

MATHEMATICAL SCIENCES FOR CLIM...ATE CHANGE RESILIENCE (MS4CR)
more
|
Mathematical sciences for clim...ate change resilience (MS4CR)
more
|

Integrated Rural-Urban Water M...anagement for Climate Based Adaptation in Indian Cities (iAdapt)
more
|
This research project will ena...ble two mid-sized Indian cities and their catchments to transition toward an integrated climate-proof approach to water management, providing greater water security to residents. Lack of water security in India Cities across South Asia face extreme water insecurity due to a changing climate and rapid urbanization. The cumulative impacts of urbanization and climate include flooding and water shortages within city boundaries and surrounding catchments. There are serious short- and long-term consequences on human health, physical assets, economic development, and social systems. Cities are not closed systems. In most cases, city-centric responses alone are inadequate. To work, adaptive climate-proof integrated urban water management must extend throughout the whole catchment, an approach known as integrated water resource management. This approach promotes coordinated development and management of water, land and related resources, maximizing equitable economic and social welfare without compromising the sustainability of vital ecosystems. In the urban context, this also means increasing the climate resilience of homes and industries. Adaptation through innovation The project work will take place in two mid-sized Indian cities and their surrounding catchments: Solapur District, Maharashtra State and Vijayawada, Andhra Pradesh State. Both face increasingly frequent drought and flood-related impacts, as well as water-use conflicts. The research team will identify and pilot specific interventions, which in turn will help build the cities' adaptive capacities. The interventions will be targeted to address the gaps and barriers that prevent city stakeholders from engaging with surrounding catchments to adopt integrated urban water management and integrated water resource management approaches. By the end of the iAdapt project, the two cities will have the tools they need to implement climate adaptation strategies through participatory planning, integrated urban water management, integrated water resource management, and access to climate finance options.

Harnessing big data to meet th...e Sustainable Development Goals – Building capacity in the Global South
more
|
Large volumes of complex and v...ariable data, often called big data, promise to improve government service delivery, complement official statistics, and facilitate development in sectors such as health, urban development, transportation, and humanitarian response. Furthermore, declining prices and improved functionality have democratized data usage, and open-source tools have broadened the mechanisms for people to conduct big data analytics outside of proprietary and expensive software packages. Interest in capturing and analyzing these data sets for public purposes — big data for development (BD4D) — is still relatively new, but it accelerated when the post-2015 development agenda called for a data revolution to draw on existing and new sources of data to monitor progress on the new Sustainable Development Goals (SDGs). However, much of the BD4D research is coming from Northern institutions and private sector companies, resulting in a Northern-driven, male-oriented agenda, rather than one driven by Southern voices and Global South collaboration. To meet this challenge, this project will develop capacity among researchers from the Global South, focusing on activities linked to measuring progress on the SDGs and to gender-related issues. It is being implemented by LIRNEasia, the African Institute of Mathematical Sciences, and the Centro de Pensamiento Estratégico Internacional – CIPEI. Over a two-year period, a global network will work on applied big data for development innovations, including big data analyses and capacity building in close collaboration with private sector companies and policymakers. The network will also develop a critical perspective on issues related to big data and marginalization, privacy, security, rights, ethics and competition. Combining globally coordinated research efforts and regional hubs, the network will embed the findings of the project into Southern-led processes, and represent Southern voices in global policy discussions.
