This project supports Developm...ent Initiatives in developing and publishing the 2020-2021 Global Nutrition Report (GNR). The GNR is the leading independent accountability mechanism for nutrition. Established in 2013 as an outcome of the Nutrition for Growth (N4G) Global Compact, the Report seeks to increase accountability for greater action to end malnutrition with a focus on curating high quality, comprehensive and credible data on nutrition outcomes and its determinants, and accounting for stakeholder commitments, policies and interventions designed to improve nutrition and financing for nutrition. Data produced by the Report exposes barriers faced by nutrition stakeholders, and highlights potential for action and advocacy for improved nutrition. The Report also holds donors, governments and private sector stakeholders accountable to their policy and financial commitments pledged through Nutrition for Growth and tracks donor and country annual spending towards nutrition. The 2020 – 2021 Report aims to: (1) call for greater action to end malnutrition in all its forms, (2) increase commitments for more action by highlighting gaps in and opportunities for financing and policy, (3) drive accountability and transparency by showing who is delivering and where progress is too slow, (4) work with partners who use GNR information to enforce accountability, (5) remain the 'go-to' resource for data on nutrition that innovates by disaggregating and visualising data, and telling stories to make the case for action, (6) inspire action by highlighting how change happens, how barriers are overcome, and what enables action, (7) be inclusive, highlighting all forms of malnutrition in all locations – low-, middle- and high-income countries, and different sectors, and (8) go beyond the nutrition sector by building allies in other sectors.

The project aims to help susta...in the availability and affordability of nutritious and safe foods, and contribute to lowering the burden of ill health, particularly for the most vulnerable. The project also supports food market continuity and protects the sustainability of key workers and supply chains in food systems across 10 countries in Africa and Asia, which face potentially catastrophic supply and demand disruption due to the coronavirus (COVID-19). The 10 countries for this project include Bangladesh, Ethiopia, India, Indonesia, Kenya, Mozambique, Nigeria, Pakistan, Rwanda, and Tanzania. COVID-19 poses the risk of worsening existing gaps in livelihoods, incomes, and assets unless support for markets and food system workers is done in a gender-sensitive way. Project activities include: (1) supporting emergency business guidance and grants for small and medium sized enterprises (SMEs) to provide safe and nutritious foods, (2) sustaining and reinforcing the gains of large-scale food fortification, (3) keeping food marketplace infrastructure open, but safer, (4) providing workplace nutrition protection for food system workers and their families, and (5) providing advisory and practical support to governments to help keep critical coordination mechanisms functioning, and help food systems keep working.

The Micronutrient Forum (Forum...) and Global Alliance for Improved Nutrition (GAIN) convened food security, nutrition, health, and economic experts from global as well as local and regional institutes in Low- and Middle- Income (LMIC) countries to join the Standing Together for Nutrition consortium. With the long-lasting implications of the pandemic, there will remain a need for coordinated effort in nutrition and food systems. Specifically, this consortium shall promote the collection and dissemination of data, while modelling the impact of the pandemic on nutrition with a focus on how gender and other inequalities can be adequately addressed to inform investment and program design. The STfN consortium's work will result in more effective advocacy, and better-designed programs, thereby increasing the funding dedicated to addressing malnutrition and increasing the effectiveness of that funding, resulting in better nutrition outcomes for women, children, and vulnerable populations. To accomplish this, the consortium shall: 1. generate, update, monitor and fine-tune global analyses, ensure gender, income and other disaggregation and as the crisis evolves, 2. provide context-specific analyses and recommendations to countries or groups of countries (ideally in partnership with multilateral organizations such as SUN) for actions in health, nutrition, social protection and food systems, while addressing data gaps as necessary and possible. 3. work with an organization such as the Global Nutrition Report (GNR) to host data and analyses on COVID-19 and nutrition, ensuring gender, income and other relevant disaggregation of the data, and providing the opportunity to highlight specific vulnerabilities and opportunities, and 4. disseminate and translate findings into communication and advocacy strategies, which will inform and guide prioritization ahead of events such as the Nutrition for Growth (N4G) Summit and Food Systems Summit in 2021. / The Micronutrient Forum (Forum) and Global Alliance for Improved Nutrition (GAIN) convened food security, nutrition, health, and economic experts from global as well as local and regional institutes in Low- and Middle- Income (LMIC) countries to join the Standing Together for Nutrition consortium. HARNESSING BIG DATA TO MEET TH...E SUSTAINABLE DEVELOPMENT GOALS – BUILDING CAPACITY IN THE GLOBAL SOUTH

|
Harnessing big data to meet th...e Sustainable Development Goals – Building capacity in the Global South
more
|
Large volumes of complex and v...ariable data, often called big data, promise to improve government service delivery, complement official statistics, and facilitate development in sectors such as health, urban development, transportation, and humanitarian response. Furthermore, declining prices and improved functionality have democratized data usage, and open-source tools have broadened the mechanisms for people to conduct big data analytics outside of proprietary and expensive software packages. Interest in capturing and analyzing these data sets for public purposes — big data for development (BD4D) — is still relatively new, but it accelerated when the post-2015 development agenda called for a data revolution to draw on existing and new sources of data to monitor progress on the new Sustainable Development Goals (SDGs). However, much of the BD4D research is coming from Northern institutions and private sector companies, resulting in a Northern-driven, male-oriented agenda, rather than one driven by Southern voices and Global South collaboration. To meet this challenge, this project will develop capacity among researchers from the Global South, focusing on activities linked to measuring progress on the SDGs and to gender-related issues. It is being implemented by LIRNEasia, the African Institute of Mathematical Sciences, and the Centro de Pensamiento Estratégico Internacional – CIPEI. Over a two-year period, a global network will work on applied big data for development innovations, including big data analyses and capacity building in close collaboration with private sector companies and policymakers. The network will also develop a critical perspective on issues related to big data and marginalization, privacy, security, rights, ethics and competition. Combining globally coordinated research efforts and regional hubs, the network will embed the findings of the project into Southern-led processes, and represent Southern voices in global policy discussions.

|

The Scaling Up Nutrition (SUN)... Movement Secretariat plays a coordination and facilitative role for the SUN Movement in order to improve nutrition outcomes in developing countries, particularly for women and children under five, in the 61 member countries and states. It also tracks the SUN Movement's successes, and seeks to ensure that SUN countries receive the support they need to achieve their nutrition objectives. This project supports the Scaling Up Nutrition (SUN) Movement Secretariat. The SUN Movement is a global convening mechanism for stakeholders in global nutrition with the aim to reduce the prevalence of malnutrition. It includes 61 countries and 4 Indian States that are leading a global movement to end malnutrition in all its forms. The main function of the SUN Movement Secretariat is to coordinate efforts within the SUN Movement, and ensure that SUN countries receive the support they need to achieve their nutrition objectives. The work of the Secretariat is guided by the vision of the SUN Lead Group, members of which are high-level leaders committed to nutrition. Project activities include: (1) supporting the SUN Movement Secretariat Programme of Work, as indicated in their 2016-2020 Strategic Plan, to ensure the transition to Phase III of SUN for several key areas of work including: support to SUN countries, liaison with various networks, the Lead Group and the Executive Committee, communication and advocacy, and monitoring and evaluation, (2) supporting the completion of the Strategic Review, and the drafting/implementation of the 2021-2025 Strategic Plan which works to make recommendations on the vision, strategy, capabilities and structure of the next phase of the Movement (2021-2025), and (3) convening a process to ensure the SUN pooled fund is fit for purpose and contributes to the delivery of the SUN Strategy 3.0. The pooled fund is a source of grant funding to support in-country activities at the national and subnational levels to scale up nutrition. The United Nations Office for Project Services (UNOPS) administers the SUN pooled fund and grants. In response to the COVID-19 cr...isis, HarvestPlus has taken multiple measures to ensure that beneficiaries continue to receive the nutrition, health, and livelihood benefits of biofortified crops. HarvestPlus is proposing a program to expand access to biofortified foods, especially for the most vulnerable populations who have the greatest need for nutrition and health in these times and for whom nutritious foods, rich in zinc, vitamin A and iron will act as a first line of defense in against viruses and diseases. The project will be an 18-month $3-million COVID-19 emergency response in 6 countries, including Bangladesh, DRC, Pakistan, Zambia, Malawi and Zimbabwe. The ultimate outcome is to protect the food security and livelihoods of the most vulnerable populations impacted by COVID-19 in six countries through rapidly increasing the production and consumption of biofortified staple crops by vulnerable smallholder farming households. Expected results include: 1. To increase access to affordable biofortified seed by vulnerable farming households. 2. To increase access to markets for smallholder farming household and rural/semi-urban SMEs along the value chains to biofortified seed, crops/grain, and food. 3. To strengthen the capacity of and economic returns to SMEs along the crop value chains by providing them with a stimulus package to enable them switch to biofortified products to assists them to respond better to shocks (such as COVID-19 induced disruptions). / In response to the COVID-19 crisis, HarvestPlus has taken multiple measures to ensure that beneficiaries continue to receive the nutrition, health, and livelihood benefits of biofortified crops. Civil registration provides le...gal identity to individuals, enabling them to prove family ties, their place and date of birth, and fulfill their rights and obligations. It can facilitate access to essential services such as education and health and contribute to exercising political rights, transferring property, and accessing financial services. However, the gender-related aspects of civil registration systems remain under-researched and a reliable and permanent flow of data generated from civil registration is needed to support better evidence-based national administrative systems and planning. This projects aims to strengthen civil registration and vital statistics (CRVS) systems to become gender sensitive and to produce consistently high-quality vital statistics for development decision-making. The project, implemented in collaboration with the UN Population Fund, will pilot and advance a new questionnaire for use in assessing civil registration coverage in approximately 120 population censuses to be conducted in the 2019-2024 period. It will also support targeted capacity building for national statistical offices on generating vital statistics from civil registration, and it will train a new cadre of young population data scientists who are now in very short supply. Research in four to five focus countries will examine the root causes and the social and economic consequences of non-registration of vital events for women, specifically the under-registration of female deaths, evaluate the benefits of communication interventions and new technologies at the community level to improve registration of vital events, and investigate the impact of coupling innovative digitization and evidence-based social and behaviour change interventions on birth, marriage, and death registration completeness. This information will help boost the demand for civil registration and vital statistics as a means to secure the rights of women and children. Expected outcomes include new tools, methodologies, and technical guidance to assess coverage and measure the completeness of birth, marriage, and death registration, increased capacity of national statistical offices to analyze and use data from incomplete civil registration coverage, and a cohort of young researchers in statistics who are able to support future country-level programs and initiatives.

Mathematical sciences for clim...ate change resilience (MS4CR)
more
|
The World Bank has estimated t...hat climate change will have negative impacts for some 100 million people worldwide. As many as 43 million people in Africa alone face increased prospects of severe droughts, floods, and storms threatening their health and economic security. African scientists have an important contribution to make in understanding the scope and scale of these problems and developing innovative solutions for policymakers and practitioners. Despite some progress, the number of African scientists remains relatively small. Further efforts are needed to develop Africa's scientific talent and to retain scientists in Africa. This project will support the African Institute for Mathematical Sciences' Next Einstein Initiative (AIMS-NEI) in building a critical mass of mathematical scientists to contribute to climate change solutions for Africa. This will be achieved through training, internship placements in government, industry, and intergovernmental organizations, and research grants, with a special emphasis on women mathematical scientists. There will also be support for the consolidation of the operations of AIMS and its expansion across the continent, including reaching further into francophone Africa. AIMS alumni have gone on to apply their mathematical skills in many ways to address a number of Africa's development challenges and to contribute solutions to African industry. By building on such successes, the Government of Canada's investment will ensure greater impact of the AIMS model and advance its vision to transform Africa.

IMPROVING HOUSEHOLD NUTRITION ...SECURITY AND PUBLIC HEALTH IN THE CARICOM

|
Improving household nutrition ...security and public health in the CARICOM
more
|
Non-communicable diseases and ...food insecurity are significant problems that threaten human and economic development in the Caribbean Community (CARICOM). Deaths from non-communicable diseases are the highest in the Americas, while the economic cost ranges from 1.4 to 8% of the region's gross domestic product. The health of CARICOM populations is intrinsically tied to diets, as seen by the region's startlingly high rates of obesity, overweight, and other nutrition-related risk factors. The healthiness of local diets is ultimately determined by the food system, characterized by the local production capacity, the availability of and access to healthy foods, and market characteristics that include the importation and proliferation of unhealthy processed foods. Since 2007, with the Jagdeo Initiative and the Port of Spain Declaration, there has been strong interest and commitment by CARICOM heads of government to improve the region's food system to address food security and to improve health through nutritious diets. Despite these efforts, implementation of national policies and action plans for enhanced food and nutrition security remains challenging and incomplete.Building on these political commitments, this project engages strong research institutions in the region to demonstrate how integrated agricultural and public health innovations, implemented through community initiatives and public policy interventions, can provide an effective approach to address the high burden of non-communicable diseases in the Caribbean. This project will focus on three countries (St. Kitts and Nevis, St. Vincent and the Grenadines, and Jamaica) and will investigate the structural, policy, and behavioural conditions that drive food production and consumption. Using qualitative and quantitative methods, researchers will identify the best ways, including gender sensitive approaches, for aligning multi-sectoral policies to enhance food production, distribution, and accessibility. Finally, it will design and test scalable multi-sectoral interventions to address agriculture, food security, nutrition, and health priorities through different entry points, including school meal programs and school environments.

Testing the value of knowledge... ecosystems on forced displacement in the Middle East and East Africa
more
|
Through four case studies in L...ebanon, Jordan, Kenya, and Ethiopia, the project will demonstrate the value of local knowledge ecosystems in promoting a more nuanced and localized understanding of how refugees, host communities, states, and development actors in the Global South can deal more effectively with the challenge of forced displacement. It will assess the conditions under which such ecosystems can achieve their potential of producing localized evidence to influence the discourse on forced displacement. It will also examine how these ecosystems can impact policy processes and practice within the local community and international fora, and how governments and civil society can develop strategic responses based on identified needs drawn from affected populations.

HARNESSING BIG DATA TO MEET TH...E SUSTAINABLE DEVELOPMENT GOALS – BUILDING CAPACITY IN THE GLOBAL SOUTH
more
|
|

CRVS IN CONFLICT, EMERGENCY, A...ND FRAGILE SITUATIONS – A DOCUMENTATION OF PRACTICES AND ANALYSIS OF DATA SETS
more
|
CRVS in conflict, emergency, a...nd fragile situations – a documentation of practices and analysis of data sets
more
|
Globally, 250 million people a...re on the move and one-third of them are trapped in conflict situations as migrants, refugees, or asylum seekers. Despite these hardships, life in conflict, emergency, and fragile situations continues — people are born, they marry, divorce, and die. Particularly in these contexts, civil registration and identification are vitally important. The hazards faced by people in conflict, emergency, and fragile contexts, including during natural disasters, could weaken or destroy entire civil registration and vital statistics (CRVS) systems and archives, thereby preventing people from receiving the crucial services they rely on, from humanitarian aid to education and job training. Compounding this, CRVS systems are often last on policymakers' list of priorities, which puts the information and rights of entire generations at risk. Even in less drastic circumstances, records are at risk of disappearing in the event of a natural disaster, making it difficult to account for deaths and mitigate the consequences of natural disasters. In all these situations, it is critical that governments have robust disaster risk reduction plans in place to protect records. Protecting CRVS systems must be part of each country's climate change mitigation and adaptation plans to ensure that natural disasters do not leave multiple generations without access to rights and services. With the COVID-19 pandemic, registration and data in real time are becoming more important than ever to correctly track and record the causes of death. This project aims to contribute to strengthening civil registration in conflict, emergency, and fragile settings by documenting good practices in this area. This will be done by providing thought leadership, building the capacity of civil registrars and stakeholders in an increasingly fragile world, and contributing to transform the practice in such contexts. To advance knowledge and dialogue, this project will develop a compendium of practices on CRVS in conflict, emergency, and fragile settings, build capacity around the compendium, and disseminate findings in various global forums.

This project supports the Worl...d Food Programme's (WFP) school feeding program. Over the past four decades, WFP has become the world's foremost provider of school meals to poor children. In addition to providing free midday meals, WFP provides students with take-home rations for the family, which encourages parents to send their boys and girls to class. School feeding initiatives target the most food-insecure areas of countries with low school enrolment, irregular school attendance, and high primary school drop-out rates. GAC's support to WFP's school meal program is used to purchase, deliver and distribute nutritious food primarily to school children, particularly girls. School feeding is a means of increasing enrolment and attendance rates, decreasing drop-out rates, and improving children's concentration, learning and academic performance.

IMPROVING THE DEVELOPMENT OUTC...OMES OF PUBLIC-PRIVATE PARTNERSHIPS IN AGRICULTURE AND THE ENVIRONMENT

Improving the Development Outc...omes of Public-Private Partnerships in Agriculture and the Environment
more
|
In the developing world, econo...mic growth is needed to achieve development outcomes. Local governments are working to offer the right environments to create more dynamic domestic private sectors. Growth can exclude some groups and individuals, so governments have turned to public-private partnerships to promote equitable and sustainable growth. There are challenges. Empirical evidence about how well public-private partnerships work is only available for a few types of initiatives-typically infrastructure or pharmaceutical research. For example, there is limited evidence on successful partnerships between the public and private sector in agriculture, climate change, or public health. The available evidence suggests that partnerships with small and medium domestic enterprises make better targets to improve development indicators such as nutritional status, food security, or household income. This is a new area of research. This project will enable researchers to identify key issues and research capacity in agriculture and environment. The research team will conduct scoping studies to identify a pool of researchers and institutions to conduct innovative and substantive work in this area. IDRC will also solicit research proposals using a closed call. This initiative will fund projects that will provide practical guidance and direction to the public sector to help identify ways to partner with others in the private sector in order to promote local economic development. The goal is to scale up results from successful research, pilot studies, or programs. More specifically, this project will help: - identify key research community players from the private or public sector who can conduct innovative research on public-private partnerships, - develop projects that focus on how public-private partnerships with small and medium enterprises in developing countries improve and increase development outcomes, - define a set of indicators and methods to measure success, and, - validate the research results with national and international stakeholders to help inform practices and policies for partnering with small and medium enterprises.

This project creates the autho...rization for capacity building support to develop and manage the Livestock Vaccine Innovation Fund (LVIF). The fund aims to support the development of quality vaccines that are more affordable, available, and acceptable to small-scale farmers. It will also help ensure their use at scale.About the Livestock Vaccine Innovation FundThe LVIF is a partnership between the Bill & Melinda Gates Foundation, Global Affairs Canada (formerly Foreign Affairs, Trade and Development Canada), and the International Development Research Centre. It represents a joint investment of CA$57 million over five years to support the development, production, and commercialization of innovative vaccines against priority livestock diseases in sub-Saharan Africa, South Asia, and Southeast Asia.More specifically, the LVIF will support innovation and research to increase the efficacy, marketability, and use of existing vaccines, develop new vaccines against priority livestock diseases, and build effective research and public-private partnerships to accelerate the registration, commercialization, and use of vaccines. The research will also lead to a better understanding of disease dynamics and their impact, as well as the issues that constrain poor farmers from using vaccines. By bringing together all stakeholders - from farmers to researchers, pharmaceutical companies, and regulators - the LVIF will foster a vibrant and sustainable livestock sector in the target regions.Separate Project Approval Documents will authorize individual research projects and activities related to research uptake and scale up, program synthesis, and communication.

ENGINEERING OF AFRICAN SWINE F...EVER VIRUS USING SYNTHETIC BIOLOGY TO ACCELERATE VACCINE
more
|
Engineering of African swine f...ever virus using synthetic biology to accelerate vaccine
more
|
African swine fever is a devas...tating hemorrhagic disease with mortality rates up to 100% in infected herds. It is prevalent in many sub-Saharan African countries, causing major economic losses and threatening food security. Due to its sustained occurrence and the ever-increasing global traffic of people and goods, African swine fever poses an added global threat. There is no vaccine for the virus that causes this disease. A major roadblock has been the lack of convenient genetic tools to study this pathogen, with periods of up to a year of labour-intensive effort just to generate one or two modified viruses (to enable vaccine candidates to be generated). This project will leverage new synthetic biology tools, including CRISPR-Cas, to break down the genome of African swine fever and then reassemble it into new live vaccine candidates with the capacity for faster reproduction. This breakdown will enable the use of bioinformatics to identify proteins that induce protective immune responses as well as eliminate those responsible for disease. The reassembled virus will have the capacity to replicate as well. The major effect of doing so will be the capacity to perform rapid and genome-wide modification of African swine fever virus and hence, significantly reduce the time to develop a variety of attenuated strains that can be tested as vaccine candidates. The research team expects to define the proteins in the African swine fever virus, generate a number of vaccine candidates using the CRISPR-cas technology, present a method for assembling the African swine fever virus genome, and present a method for booting the synthetic genome. This project is a collaboration between the J. Craig Venter Institute and the International Livestock Research Institute with some additional collaboration from the Friedrich Loeffler Institute in Germany. It is funded through the Livestock Vaccine Innovation Fund. The Livestock Vaccine Innovation Fund is a partnership of the Bill and Melinda Gates Foundation, Global Affairs Canada, and IDRC. It represents a joint investment of CA$57 million over five years to support the development, production, and commercialization of innovative vaccines against priority livestock diseases in sub-Saharan Africa, South Asia, and Southeast Asia.

BUILDING CAPACITY FOR RESEARCH... ON PRIVACY AND GENDER

Building Capacity for Research... on Privacy and Gender
more

The right to privacy is founda...tional for human development: it is a safeguard for the right to dignity, for autonomy, and for freedom of thought, expression, and assembly in democratic societies. The right to privacy as a constitutional guarantee protects citizens and consumers from, and provides legal recourse against, discrimination on the basis of gender, race, faith, and class. While the rapid expansion and adoption of information communication technologies (ICTs) and global networks affords many benefits and efficiency gains, it also represents a rise in surveillance and censorship. The capacities of the state and private entities to track citizens, consumers, and users is unprecedented in scale and scope. Through data mining and other profiling techniques, governments can prevent access to services or restrict movement, while companies can exclude people from opportunities, restrict access to markets, and exercise unfair differential pricing. People living at the margins of society, including women, trans, and gender-diverse peoples, are most vulnerable and susceptible to discrimination and harm. However, there has been little research that focuses on the intersection between the question of privacy in the digital age and gender. In particular, there is a need to explore the way surveillance is a tool in perpetuating patriarchy, particularly with respect to identity, online gender-based violence, sexual rights, and reproductive rights. The Privacy International global research network studies questions around the right to privacy, data protection, biometrics, and surveillance in the digital age. It has been successful in contributing to public policy discourse, curtailing potentially harmful surveillance, and influencing national policy towards robust data protection frameworks in a number of countries. This project aims to strengthen the capacities of member partners in the Privacy International global research network in addressing gender inequality with respect to the design, promotion, and deployment of national identification systems and surveillance apparatus and to advance women's empowerment and prevent or reduce harm.
