HARNESSING BIG DATA TO MEET TH...E SUSTAINABLE DEVELOPMENT GOALS – BUILDING CAPACITY IN THE GLOBAL SOUTH

|
Harnessing big data to meet th...e Sustainable Development Goals – Building capacity in the Global South
more
|
Large volumes of complex and v...ariable data, often called big data, promise to improve government service delivery, complement official statistics, and facilitate development in sectors such as health, urban development, transportation, and humanitarian response. Furthermore, declining prices and improved functionality have democratized data usage, and open-source tools have broadened the mechanisms for people to conduct big data analytics outside of proprietary and expensive software packages. Interest in capturing and analyzing these data sets for public purposes — big data for development (BD4D) — is still relatively new, but it accelerated when the post-2015 development agenda called for a data revolution to draw on existing and new sources of data to monitor progress on the new Sustainable Development Goals (SDGs). However, much of the BD4D research is coming from Northern institutions and private sector companies, resulting in a Northern-driven, male-oriented agenda, rather than one driven by Southern voices and Global South collaboration. To meet this challenge, this project will develop capacity among researchers from the Global South, focusing on activities linked to measuring progress on the SDGs and to gender-related issues. It is being implemented by LIRNEasia, the African Institute of Mathematical Sciences, and the Centro de Pensamiento Estratégico Internacional – CIPEI. Over a two-year period, a global network will work on applied big data for development innovations, including big data analyses and capacity building in close collaboration with private sector companies and policymakers. The network will also develop a critical perspective on issues related to big data and marginalization, privacy, security, rights, ethics and competition. Combining globally coordinated research efforts and regional hubs, the network will embed the findings of the project into Southern-led processes, and represent Southern voices in global policy discussions.

CRVS IN CONFLICT, EMERGENCY, A...ND FRAGILE SITUATIONS – A DOCUMENTATION OF PRACTICES AND ANALYSIS OF DATA SETS

CRVS in conflict, emergency, a...nd fragile situations – a documentation of practices and analysis of data sets
more
|
Globally, 250 million people a...re on the move and one-third of them are trapped in conflict situations as migrants, refugees, or asylum seekers. Despite these hardships, life in conflict, emergency, and fragile situations continues — people are born, they marry, divorce, and die. Particularly in these contexts, civil registration and identification are vitally important. The hazards faced by people in conflict, emergency, and fragile contexts, including during natural disasters, could weaken or destroy entire civil registration and vital statistics (CRVS) systems and archives, thereby preventing people from receiving the crucial services they rely on, from humanitarian aid to education and job training. Compounding this, CRVS systems are often last on policymakers' list of priorities, which puts the information and rights of entire generations at risk. Even in less drastic circumstances, records are at risk of disappearing in the event of a natural disaster, making it difficult to account for deaths and mitigate the consequences of natural disasters. In all these situations, it is critical that governments have robust disaster risk reduction plans in place to protect records. Protecting CRVS systems must be part of each country's climate change mitigation and adaptation plans to ensure that natural disasters do not leave multiple generations without access to rights and services. With the COVID-19 pandemic, registration and data in real time are becoming more important than ever to correctly track and record the causes of death. This project aims to contribute to strengthening civil registration in conflict, emergency, and fragile settings by documenting good practices in this area. This will be done by providing thought leadership, building the capacity of civil registrars and stakeholders in an increasingly fragile world, and contributing to transform the practice in such contexts. To advance knowledge and dialogue, this project will develop a compendium of practices on CRVS in conflict, emergency, and fragile settings, build capacity around the compendium, and disseminate findings in various global forums.

Civil registration provides le...gal identity to individuals, enabling them to prove family ties, their place and date of birth, and fulfill their rights and obligations. It can facilitate access to essential services such as education and health and contribute to exercising political rights, transferring property, and accessing financial services. However, the gender-related aspects of civil registration systems remain under-researched and a reliable and permanent flow of data generated from civil registration is needed to support better evidence-based national administrative systems and planning. This projects aims to strengthen civil registration and vital statistics (CRVS) systems to become gender sensitive and to produce consistently high-quality vital statistics for development decision-making. The project, implemented in collaboration with the UN Population Fund, will pilot and advance a new questionnaire for use in assessing civil registration coverage in approximately 120 population censuses to be conducted in the 2019-2024 period. It will also support targeted capacity building for national statistical offices on generating vital statistics from civil registration, and it will train a new cadre of young population data scientists who are now in very short supply. Research in four to five focus countries will examine the root causes and the social and economic consequences of non-registration of vital events for women, specifically the under-registration of female deaths, evaluate the benefits of communication interventions and new technologies at the community level to improve registration of vital events, and investigate the impact of coupling innovative digitization and evidence-based social and behaviour change interventions on birth, marriage, and death registration completeness. This information will help boost the demand for civil registration and vital statistics as a means to secure the rights of women and children. Expected outcomes include new tools, methodologies, and technical guidance to assess coverage and measure the completeness of birth, marriage, and death registration, increased capacity of national statistical offices to analyze and use data from incomplete civil registration coverage, and a cohort of young researchers in statistics who are able to support future country-level programs and initiatives.

This project will not only ana...lyze how young people are affected by COVID-19, it will examine how they can be key actors in the response, mitigation, and evaluation efforts of pandemic policies and actions. It aims to ensure that emerging policies are responsive and promote inclusive governance and accountability by seeking to investigate how social accountability can be factored into COVID-19 responses in three member states (Ethiopia, Kenya, and Uganda) of the Intergovernmental Authority on Development (IGAD), a regional bloc of eight member states in the Horn of Africa. The project focuses on enabling youth-driven documentation of reliable, contextually grounded local data analysis and rapid feedback to local and national authorities and to communities through the development of a citizen-led performance monitoring framework. The focus is on informing policies and decision-making to mitigate the social and economic impacts of COVID-19 and prevent its re-emergence. This project will support youth-led policy influence and encourage the use of research evidence to improve community responses to impacts of COVID-19 and build resilience. By providing rapid support to ongoing work, innovating new ways of learning and sharing, and enhancing capacities to inform current and future policy and practice solutions, the project aims to strengthen the overall governance of the COVID-19 crisis and its aftermath. Ultimately, the project seeks to contribute towards strengthening the social contract and fostering democratic peace in pandemic and post-crisis responses.

The World Bank has estimated t...hat climate change will have negative impacts for some 100 million people worldwide. As many as 43 million people in Africa alone face increased prospects of severe droughts, floods, and storms threatening their health and economic security. African scientists have an important contribution to make in understanding the scope and scale of these problems and developing innovative solutions for policymakers and practitioners. Despite some progress, the number of African scientists remains relatively small. Further efforts are needed to develop Africa's scientific talent and to retain scientists in Africa. This project will support the African Institute for Mathematical Sciences' Next Einstein Initiative (AIMS-NEI) in building a critical mass of mathematical scientists to contribute to climate change solutions for Africa. This will be achieved through training, internship placements in government, industry, and intergovernmental organizations, and research grants, with a special emphasis on women mathematical scientists. There will also be support for the consolidation of the operations of AIMS and its expansion across the continent, including reaching further into francophone Africa. AIMS alumni have gone on to apply their mathematical skills in many ways to address a number of Africa's development challenges and to contribute solutions to African industry. By building on such successes, the Government of Canada's investment will ensure greater impact of the AIMS model and advance its vision to transform Africa.

SCALING DIGITAL LEARNING IN KE...NYA

Scaling digital learning in Ke...nya

In the developing world, milli...ons of children do not have access to basic quality education. For example, in 2012, only one-third of children in low-income countries made it to the last grade of primary school. These children leave school without acquiring the essential educational competencies of reading, writing, and numeracy. Consequently, these children do not gain the multiple social development benefits that come from greater education, such as reduction of poverty and improved health. For example, a recent analysis for the 2016 Global Education Monitoring report suggested that poverty among the working poor would fall by as much as 39% if workers from disadvantaged backgrounds had similar education levels to those from advantaged backgrounds. The current project applies interactive multimedia software coupled with extensive professional development for teachers to enhance teaching and to improve the learning of children in Kenya. Prior projects explored the feasibility and measured the effectiveness of using ABRACADABRA (ABRA) early literacy software with emerging readers and their teachers in Kenya. Evaluations have shown that ABRA is both a feasible and an effective educational intervention. Students who use the tools on a weekly basis for several months have substantial learning gains. The general objective of this project, implemented by Concordia University, is to achieve significant, scalable, sustainable, and cost-effective increases in student learning alongside enhancements to teaching practices. It will expand the intervention to include a suite of evidence-based educational software tools (the Learning Toolkit+). The project will also explore the challenges involved in scaling up and sustaining the program, deepen our understanding of the relationship between levels of teacher support, teaching practices, and student learning outcomes, and promote improved educational technology-related policies and practices in Kenya.

Improving early childhood deve...lopment and well-being in refugee and other marginalized countries
more
|
Early childhood development re...search has traditionally focused on single-intervention initiatives and non-refugee populations. This project will generate evidence to support effective, integrated and scalable early childhood development interventions for disadvantaged populations in low- and middle-income countries. The project will investigate how underprivileged and marginalized environments threaten the development of children and their families. It will identify factors that build resilience in the face of these threats, especially for those who are displaced or are refugees from conflict. It will develop and validate culturally appropriate, gender-sensitive and affordable interventions that will benefit a large number of children and families. The project will then assess the effectiveness of an integrated package of interventions in critical areas of child development in an informal settlement in Nairobi, Kenya, that is home to internally and externally displaced families. It will examine the feasibility and affordability of the package of interventions and the cost of scaling up in the studied communities. The project will also build capacity in the science of early childhood development for frontline workers, researchers and leaders in policy and practice. This includes establishing a sustainable research and policy platform to share programs and practices globally, translating evidence into policy, and enabling expansion, replication and scale-up of effective interventions on the national, regional, and global levels. It will also strengthen the North-South partnership between two key institutions, the Aga Khan University and the Sinai Health System, to establish a well-recognized centre of excellence with the organizational and intellectual capacity to advance a more global science of early human development. The Nairobi project will be co-led by Aga Khan University's Institute of Human Development and the Sinai Health System. It will be part of comparative but separate global work on early childhood development under way in South Africa, Bangladesh, and India that is being conducted by the Alliance for Human Development and its local implementing partners. IDRC and Aga Khan Foundation Canada are co-funding this project.

IMPROVING EARLY CHILDHOOD DEVE...LOPMENT AND WELL-BEING IN REFUGEE AND OTHER MARGINALIZED COUNTRIES

|
|

EVALUATING IMPACTS OF GENDER I...NTEGRATION ON AGRICULTURE AND FOOD SECURITY OUTCOMES
more
|
Evaluating impacts of gender i...ntegration on agriculture and food security outcomes
more
|
Women constitute 75% of Kenya'...s agricultural labour force, however, gender inequalities often undermine their productivity and nutritional well-being. This includes unequal access to and control over land, agricultural technologies, extension services, markets, and climate information. Development projects often address gender gaps in resource allocation, with little focus on unequal gender and social norms. This is where the gender-transformative approach comes in. It aims at building social attitudes, behaviours, and structures that support gender equality for people and communities. Studies on the impacts of gender-transformative approaches to household and community food and nutrition security are scarce in Kenya and other parts of Africa. This research project aims to test the two comparable but distinctive approaches (gender-transformative and traditional/business school) and measure their potential for improving gender equality, women's empowerment, women's productivity and income, and the food and nutrition security of smallholder farmers. Randomized control trial design will be applied to compare outcomes. The 30-month study will involve 489 households for close observation while targeting 5,400 (3,000 direct and 2,400 indirect) beneficiaries from Kinangop, Nyandarua County in Kenya. Through this study, CARE Canada will promote gender-transformative programming in light of a changing climate, engage women to realize the benefits of productive, profitable, and equitable agriculture initiatives, and contribute to bridging existing knowledge gaps on the role of gender in agriculture.

|
|

This project supports the Worl...d Food Programme's (WFP) school feeding program. Over the past four decades, WFP has become the world's foremost provider of school meals to poor children. In addition to providing free midday meals, WFP provides students with take-home rations for the family, which encourages parents to send their boys and girls to class. School feeding initiatives target the most food-insecure areas of countries with low school enrolment, irregular school attendance, and high primary school drop-out rates. GAC's support to WFP's school meal program is used to purchase, deliver and distribute nutritious food primarily to school children, particularly girls. School feeding is a means of increasing enrolment and attendance rates, decreasing drop-out rates, and improving children's concentration, learning and academic performance.

In response to the COVID-19 cr...isis, HarvestPlus has taken multiple measures to ensure that beneficiaries continue to receive the nutrition, health, and livelihood benefits of biofortified crops. HarvestPlus is proposing a program to expand access to biofortified foods, especially for the most vulnerable populations who have the greatest need for nutrition and health in these times and for whom nutritious foods, rich in zinc, vitamin A and iron will act as a first line of defense in against viruses and diseases. The project will be an 18-month $3-million COVID-19 emergency response in 6 countries, including Bangladesh, DRC, Pakistan, Zambia, Malawi and Zimbabwe. The ultimate outcome is to protect the food security and livelihoods of the most vulnerable populations impacted by COVID-19 in six countries through rapidly increasing the production and consumption of biofortified staple crops by vulnerable smallholder farming households. Expected results include: 1. To increase access to affordable biofortified seed by vulnerable farming households. 2. To increase access to markets for smallholder farming household and rural/semi-urban SMEs along the value chains to biofortified seed, crops/grain, and food. 3. To strengthen the capacity of and economic returns to SMEs along the crop value chains by providing them with a stimulus package to enable them switch to biofortified products to assists them to respond better to shocks (such as COVID-19 induced disruptions). / In response to the COVID-19 crisis, HarvestPlus has taken multiple measures to ensure that beneficiaries continue to receive the nutrition, health, and livelihood benefits of biofortified crops.
|

This project supports Developm...ent Initiatives in developing and publishing the 2020-2021 Global Nutrition Report (GNR). The GNR is the leading independent accountability mechanism for nutrition. Established in 2013 as an outcome of the Nutrition for Growth (N4G) Global Compact, the Report seeks to increase accountability for greater action to end malnutrition with a focus on curating high quality, comprehensive and credible data on nutrition outcomes and its determinants, and accounting for stakeholder commitments, policies and interventions designed to improve nutrition and financing for nutrition. Data produced by the Report exposes barriers faced by nutrition stakeholders, and highlights potential for action and advocacy for improved nutrition. The Report also holds donors, governments and private sector stakeholders accountable to their policy and financial commitments pledged through Nutrition for Growth and tracks donor and country annual spending towards nutrition. The 2020 – 2021 Report aims to: (1) call for greater action to end malnutrition in all its forms, (2) increase commitments for more action by highlighting gaps in and opportunities for financing and policy, (3) drive accountability and transparency by showing who is delivering and where progress is too slow, (4) work with partners who use GNR information to enforce accountability, (5) remain the 'go-to' resource for data on nutrition that innovates by disaggregating and visualising data, and telling stories to make the case for action, (6) inspire action by highlighting how change happens, how barriers are overcome, and what enables action, (7) be inclusive, highlighting all forms of malnutrition in all locations – low-, middle- and high-income countries, and different sectors, and (8) go beyond the nutrition sector by building allies in other sectors. / Ce projet contribue aux initiatives de développement quant à la rédaction et à la publication du Rapport mondial sur la nutrition 2020-2021.

|
|

TESTING THE VALUE OF KNOWLEDGE... ECOSYSTEMS ON FORCED DISPLACEMENT IN THE MIDDLE EAST AND EAST AFRICA
more
|
Testing the value of knowledge... ecosystems on forced displacement in the Middle East and East Africa
more
|
Through four case studies in L...ebanon, Jordan, Kenya, and Ethiopia, the project will demonstrate the value of local knowledge ecosystems in promoting a more nuanced and localized understanding of how refugees, host communities, states, and development actors in the Global South can deal more effectively with the challenge of forced displacement. It will assess the conditions under which such ecosystems can achieve their potential of producing localized evidence to influence the discourse on forced displacement. It will also examine how these ecosystems can impact policy processes and practice within the local community and international fora, and how governments and civil society can develop strategic responses based on identified needs drawn from affected populations.

HARNESSING BIG DATA TO MEET TH...E SUSTAINABLE DEVELOPMENT GOALS – BUILDING CAPACITY IN THE GLOBAL SOUTH
more
|
|

Contagious caprine pleuropneum...onia (CCPP) is a severe respiratory disease of goats and sheep caused by the bacterium mycoplasma capricolum subsp capripneumoniae (Mccp). Clinical CCPP occurrence has been reported in 40 countries in Africa and Asia and mortality and morbidity can reach 70% and 100% respectively within 7-10 days. Goats and sheep are an important source of income for women and CCPP severely affects their ability to provide for their families. The Global Alliance for Livestock Veterinary Medicines estimates that every year, CCPP causes economic losses of up to USD$507 million (approximately CA$484 million) in endemic areas. Vaccination remains the most effective and affordable method to control CCPP, because antibiotic treatment does not eliminate the bacterium and sanitary measures are not feasible in smallholder settings. The current CCPP vaccine is safe but its protection is short-lived (less than one year). It is also expensive to produce because the bacterium grows slowly and results in low yields. The objective of this project is to develop a novel CCPP vaccine based on the fastest-growing mycoplasma species to date, mycoplasma feriruminatoris (M.feri). M. feri was isolated from wild goats and has a generation time of less than 30 minutes. M. feri genes encoding virulent factors will be deleted, creating space for insertion of Mccp genes that encode known and predicted vaccine candidate antigens. Goats will be vaccinated with the inactivated or live new recombinant vaccine, then experimentally infected with Mccp to determine whether the vaccine is protective. This project will use cutting-edge synthetic biology tools to construct a vaccine for CCPP that will grow efficiently, express protective Mccp antigens, and be used either as a live or inactivated vaccine. This 24-month project is a collaboration between the University of Bern in Switzerland, the Institut national de la recherche agronomique at the University of Bordeaux, France, and the J. Craig Venter Institute in the USA.
