Its goal will be to provide critical insight to the new Livestock Vaccine Innovation Fund (LVIF). About the Livestock Vaccine Innovation Fund The LVIF is a partnership between the Bill & Melinda Gates Foundation, Global Affairs Canada (formerly Foreign Affairs, Trade and Development Canada), and the International Development Research Centre. It represents a joint investment of CA$57 million over five years to support the development, production, and commercialization of innovative vaccines against priority livestock diseases in sub-Saharan Africa, South Asia, and Southeast Asia. The LVIF will support innovation and research, develop new vaccines against priority livestock diseases, and build effective partnerships between vaccine researchers, the public sector, and the private sector. The goal is to make quality vaccines that are more affordable, available, and acceptable to small-scale livestock farmers, and to facilitate their use at scale. Priority diseases, market-ready innovations The project will support commissioned research to inform the program's selection of three to five priority diseases. It will also -assist with the development of the first call for proposals -help identify existing innovations that are almost market-ready and could be funded through the fund's fast-track programming -help identify key partners from the private sector, government, and civil society In addition, the project team will -prepare an Environmental Management Plan -prepare 20 disease monographs on previously identified diseases -prepare, organize, and conduct stakeholder consultations in selected countries -prepare a situation analysis on manufacturing capabilities in the focus regions -prepare a situation analysis on legislative, regulatory, and veterinary support systems in selected countries

The Livestock Vaccine Innovati...on Fund is a partnership of the Bill & Melinda Gates Foundation, Global Affairs Canada, and Canada's IDRC. It supports the development, production, and commercialization of innovative vaccines against priority livestock diseases in sub-Saharan Africa, and South and South East Asia. The Livestock Vaccine Innovation Fund will support innovation and research to increase the efficacy, marketability and use of existing vaccines, develop new vaccines against priority livestock diseases, and build effective partnerships between vaccine researchers, the public sector, and the private sector to accelerate the registration, commercialization and use of vaccines. The goal is to make quality vaccines that are more affordable, available, and acceptable to small-scale livestock farmers, and to facilitate their use at scale. The Livestock Vaccine Innovation Fund governance structure consists of a Governance Steering Committee, comprised of one senior member from each donor partner - Global Affairs Canada, Bill & Melinda Gates Foundation (as an observer), and IDRC, and two external members with vaccine research and private sector-related expertise at the international level. This committee will be responsible for guiding the Fund's overall strategic direction and main priorities. An Expert Review Panel (ERP) will have a technical advisory function and will review, rank, and recommend proposals for funding. It will consist of six regular members plus one chairperson. One representative from each donor partner may also attend the ERP meetings as observers. The chairperson of the Expert Review Panel will be one of the external members of the Governance Steering Committee. This project will contribute to the implementation of the Livestock Vaccine Innovation Fund and the development of its portfolio of projects. The funds from this project will support expenses associated with the activities of the Governance Steering Committee and the Expert Review Panel, including honoraria, and expenses related to travel and participation in project selection and the Fund's governance meetings, as well as any participation by the committee members in project events.

Development of a novel vaccine... for contagious caprine pleuropneumonia based on a fast-growing Mycoplasma feriruminatoris chassis
more
|
Contagious caprine pleuropneum...onia (CCPP) is a severe respiratory disease of goats and sheep and is caused by a bacterium, Mycoplasma capricolum subsp capripneumoniae (Mccp). CCPP is transmitted by infected aerosol and is characterized by fever, coughing, severe respiratory distress and high mortality. Infected animals become very sick and mostly die within 7-10 days. CCPP mortality and morbidity can reach 70% and 100% respectively. Clinical CCPP occurrence has been reported in 40 countries in Africa and Asia, with isolation of causative organism confirmed in half of these. The Global Alliance for Livestock Veterinary Medicines (GALVmed) estimates that every year, CCPP causes economic losses of up to US $ 507 Million in endemic areas. Goats and sheep are an important source of income for women and CCPP severely affects their ability to provide for their children and family needs. Vaccination remains the most effective and affordable method to control CCPP since antibiotic treatment does not eliminate the bacterium and sanitary measures are not feasible in smallholder settings. The current CCPP vaccine is killed whole bacterium formulated in saponin adjuvant. The vaccine is safe but its protection is short-lived (less than 1 year). Development of a novel vaccine... for contagious caprine pleuropneumonia based on a fast-growing Mycoplasma feriruminatoris chassis

Contagious caprine pleuropneum...onia (CCPP) is a severe respiratory disease of goats and sheep and is caused by a bacterium, Mycoplasma capricolum subsp capripneumoniae (Mccp). CCPP is transmitted by infected aerosol and is characterized by fever, coughing, severe respiratory distress and high mortality. Infected animals become very sick and mostly die within 7-10 days. CCPP mortality and morbidity can reach 70% and 100% respectively. Clinical CCPP occurrence has been reported in 40 countries in Africa and Asia, with isolation of causative organism confirmed in half of these. The Global Alliance for Livestock Veterinary Medicines (GALVmed) estimates that every year, CCPP causes economic losses of up to US $ 507 Million in endemic areas. Goats and sheep are an important source of income for women and CCPP severely affects their ability to provide for their children and family needs. Vaccination remains the most effective and affordable method to control CCPP since antibiotic treatment does not eliminate the bacterium and sanitary measures are not feasible in smallholder settings. The current CCPP vaccine is killed whole bacterium formulated in saponin adjuvant. The vaccine is safe but its protection is short-lived (less than 1 year). Researchers will fine-tune prototype vaccines, conduct field tests, and take the first steps to commercializing new vaccines. Africa's livestock industry The research will take place in Kenya and South Africa, where livestock production provides food and animal products for local use and export. South Africa's industry accounts for approximately 49% of agricultural gross domestic product, with an average annual turnover of US$13 billion. Vaccines for healthier livestock Vaccination is a critical tool to help reduce the number of livestock losses to viral infections. This project builds on the Canadian International Food Security Research Fund's (CIFSRF) Phase 1 project. Under that earlier phase, Canadian and South African researchers developed a multivalent, live-attenuated (derived from disease-causing pathogens) lumpy skin disease virus vaccine. Lumpy skin disease affects cattle throughout Africa and is spread through insect bites. The vaccine expresses protective antigens to trigger a protective immune response from -sheep and goat pox -peste des petits ruminants -Rift Valley fever In the first phase, the research team also identified candidate African swine fever virus vaccines. Field trials and commercialization This project will complete the research into these specific vaccines for use in South Africa and Kenya. The project team will -conduct vaccine field trials to evaluate its efficacy -facilitate vaccine licensing and manufacturing by commercial vaccine producers -provide training and gather data from socio-economic studies The goal is to help small-scale livestock farmers who are transitioning to commercial production to use the vaccines. These vaccines are critical. They will enhance food security by increasing production efficiency and reducing the numbers of animals lost to disease. This project is funded under the Canadian International Food Security Research Fund (CIFSRF), a program of IDRC undertaken with the financial support of the Government of Canada provided through Foreign Affairs, Trade and Development Canada (DFATD).

The project aims to improve th...e well-being of women and girls through evidence-based gender-sensitive policy and programming recommendations on sustaining and scaling up innovations for food and nutrition security. It reviews and learns from the experience of the sub-projects funded under the Canadian International Food Security Research Fund (CIFSRF) Phase 2 project, with special attention to their sustainability and prospects for scaling up, as well as their positive impact on women's empowerment and gender equality. Findings are disseminated to stakeholders of the six sub-projects , as well as to policy-makers in Canada, development partners, and governments of low- and middle-income countries. Le projet passe en revue et tire des leçons de l'expérience des sous-projets financés par le Fonds canadien de recherche sur la sécurité alimentaire internationale (FCRSAI) dans le cadre de la phase 2, en accordant une attention particulière à la viabilité et aux perspectives d'expansion des sous-projets ainsi qu'à leur impact positif sur l'autonomisation des femmes et l'égalité des sexes. Les données sont recueillies au moyen de visites sur le terrain dans six des sous-projets financés par le FCRSAI, d'entrevues avec les chefs de sous-projets et de l'examen des documents secondaires d'autres projets du portefeuille des 18 sous-projets financés par le FCRSAI. Les résultats sont diffusés aux intervenants des six sous-projets concernés, ainsi qu'aux décideurs au Canada, aux partenaires du développement et aux gouvernements de pays à faible revenu ou à revenu moyen

This project is part of the De...partment of Foreign Affairs, Trade and Development (DFATD) International Youth Internship Program (IYIP), funded by the Government of Canada's Youth Employment Strategy (YES). The IYIP contributes to the YES by providing a large spectrum of Canadian graduates with valuable international development work experience abroad, needed to launch successful careers.Fisheries and Marine Institute of Memorial University of Newfoundland provides 40 Canadians interns with internships in five countries: Cambodia, Vietnam, Philippines, South Africa and Malawi. The overall focus of the internships is on sustainable environment stewardship. Internships have specific focus on increasing food security, stimulating sustainable economic growth and securing the future of children and youth. Other areas of focus are promoting good governance through public sector institutions; supporting private sector development by creating an enabling environment and promoting entrepreneurship; improving health outcomes by improving food security and education./ Ce projet fait partie du Programme de stages pour les jeunes (PSIJ) du Ministère des Affaires étrangères, Commerce et Développement (MAECD), financé par la Stratégie emploi jeunesse (SEJ) du gouvernement du Canada, sous le volet Objectif carrière. L'ensemble des stages vise la régie de l'environnement de manière durable. This study brings together lea...d investigators from 11 past and ongoing Ecohealth projects across Latin America who are interested in achieving better development outcomes guided by research results. Their collective experience tells them that Ecohealth projects do not always make full use of the research findings. They often struggle to communicate their significance to decision-makers in ways that encourage research uptake-or translation into policy. This is not a new challenge for the Ecohealth field. Typically, research deals with health and environment problems for which there are no easy solutions. Attempts to address them are often rife with uncertainty and competing interests. The problems are also increasing in frequency and magnitude around the world, driven by rapid social and environmental change. The world's poor often suffer the most. They are extremely vulnerable, and they have to cope with few resources, poor health, inequality, and environmental degradation. Applying scientific research to address these types of problems remains challenging. It is equally difficult to draw lessons to inform solutions beyond specific settings. On the monitoring and evaluation side, better tools are needed to assess how results can be replicated or scaled up into new policies, intervention models, or new practices. This project will address these gaps. The research team will: -use case studies to analyze factors affecting the adoption and use of knowledge management, monitoring, and evaluation; -refine and test conceptual frameworks, methods, and tools to strengthen these three elements in ongoing research; and, -establish Web-based tools to disseminate and improve research implementation approaches and instruments through peer-to-peer exchanges. The project's long-term aim is to contribute to integrated policies that link health, environment, and development in Latin America and the Caribbean. In the short- to medium-term, the project will enhance Ecohealth research projects. Specifically, it will help make them more effective at delivering intended outcomes. It will also support collaboration between teams from 16 universities and 60 government and civil society organizations in 14 countries.

The problems are also increasing in frequency and magnitude around the world, driven by rapid social and environmental change. The world's poor often suffer the most. They are extremely vulnerable, and they have to cope with few resources, poor health, inequality, and environmental degradation. Applying scientific research to address these types of problems remains challenging. It is equally difficult to draw lessons to inform solutions beyond specific settings. On the monitoring and evaluation side, better tools are needed to assess how results can be replicated or scaled up into new policies, intervention models, or new practices. This project will address these gaps. The research team will: -use case studies to analyze factors affecting the adoption and use of knowledge management, monitoring, and evaluation; -refine and test conceptual frameworks, methods, and tools to strengthen these three elements in ongoing research; and, -establish Web-based tools to disseminate and improve research implementation approaches and instruments through peer-to-peer exchanges. The project's long-term aim is to contribute to integrated policies that link health, environment, and development in Latin America and the Caribbean. In the short- to medium-term, the project will enhance Ecohealth research projects. Specifically, it will help make them more effective at delivering intended outcomes. It will also support collaboration between teams from 16 universities and 60 government and civil society organizations in 14 countries.

Stronger ties, improved collaboration The project will involve the following activities: -increase LAC membership in CALACS and LAC scholars' participation in CALACS programming by partnering with the Facultad Latinoamericana de Ciencias Sociales on academic exchange activities -enhance CALACS' relevance to development practitioners and theorists, and to non-academic researchers, policymakers, and civil society groups, by mobilizing knowledge through both traditional and virtual channels -strengthen the research and professional capacities of graduate students in both Canada and the LAC region through networking, research exchanges, and opportunities to get involved in the association's governance -promote the renewal of university teaching on development issues and area studies by increasing access to CALACS members' research through the annual Congress and other activities -ensure the long-term sustainability of Canada's premier association dedicated to promoting LAC studies by increasing membership, applying for external funding, and developing a long-term endowment fundraising plan At a time when the Latin America and the Caribbean region is of growing importance to so many Canadian sectors (trade, mining, education, governance and health, financing, and tourism), CALACS has been evolving so as to play a more vital role as Canada's premier Canadian network of scholars on the region.

Women's economic empowerment c...an improve if globalization and urbanization lead to greater opportunities for employment. In addition, better living conditions for women, such as access to health care or child care services, can expand women's choices in the labour market. However, depending on laws and social norms, these employment opportunities may be confined to low-wage sectors, thus increasing women's vulnerability. This project aims to support economic policy that can enhance women's empowerment. It will analyze the positive and negative effects of economic growth on women's lives and economic opportunities in nine developing countries. The evidence generated will help decision-makers in low-income countries to amplify the positive effects and mitigate the negative effects of globalization and urbanization. The project will also strengthen the capacity of southern researchers to lead future efforts to improve economic policies. This project is part of the Growth and Economic Opportunities for Women (GrOW) program. GrOW is a five-year, multi-funder partnership with the UK's Department for International Development (DFID), The William and Flora Hewlett Foundation, and IDRC. Launched in 2013 with a focus on low-income countries in sub-Saharan Africa and South Asia, the program aims to support policies and interventions that improve women's livelihoods and contribute to social well-being. In addition to 10 projects addressing the barriers to women's economic empowerment, GrOW will support a cluster of four projects looking at the intersection of economic growth and women's economic empowerment. This project is among them, selected through a global competitive call.

It will fund short-term activities and consultancies (less than 1 year) that will enrich and consolidate its knowledge of food systems research, national policy environments, and potential public and private-sector partners in this sector. The objective is to identify strategic opportunities to advance food systems research in Africa, the Middle East, and the Caribbean. The project will include, for example, online surveys/consultations, development of communications products, project inception and knowledge translation workshops, expert contribution to the program's gender-outcome strategy, and a call for papers on governance arrangements in public-private partnerships. This project will be managed by the FEH program in Ottawa. Planned activities will evolve over the coming year, allowing the program to respond to emerging opportunities and key lessons learned as they unfold.

This project will support the ...dissemination of results and lessons from several nutrition focused projects under the Canadian International Food Security Research Fund (CIFSRF). Of the 18 active projects currently testing scale-up of innovations, seven have strong potential for improving diet quality and nutrition. Results from these projects will be highlighted in October 2017 at a special symposium during the International Congress of Nutrition held by the International Union of Nutritional Sciences in Buenos Aires, Argentina, under the title 'Research and Scaling Up Nutritionally Sensitive Agricultural Innovations.The symposium will lead to the production of a special supplement in a peer-reviewed nutrition journal. Presentations at the symposium will showcase the relevance of nutrition-sensitive agriculture interventions and discuss how interventions such as food fortification can complement agriculture interventions when the latter alone cannot meet the nutritional needs of vulnerable populations. Approximately 14 researchers from Asia, Africa, and Latin America will attend the symposium. Funding will support the preparation and coordination of the symposium and cover the costs of technical and editorial support to the preparation of manuscripts for publication. This project is funded under the Canadian International Food Security Research Fund (CIFSRF), a program of IDRC undertaken with the financial support of the Government of Canada provided through Global Affairs Canada.

To strengthen the field of res...earch and practice for healthier food systems in Latin America and the Caribbean, IDEC (Brazilian Institute for Consumer Protection) and IDRC co-hosted a three-day meeting entitled Healthier food systems in Latin America and the Caribbean workshop in Mairiporã (near São Paulo), Brazil. The meeting brought together IDRC's funded teams as well as key interested stakeholders working in the field in Latin America. More than 70 participants shared evidence and learning, fostered new collaborations, and identified sustainable mechanisms to effectively support field development and large-scale positive impact. Among the activities were mapping ongoing work and identifying the main research and policy gaps in the region; identifying the best ways to support and strengthen research infrastructure and practice in food systems research; sharing experiences and identifying success factors; and developing a strategy to address research and infrastructure needs.

Food and nutritional insecurit...y present a significant problem for most developing countries, particularly in sub-Saharan Africa and Asia, where almost 90% of the undernourished people in the world live. The Food and Agriculture Organization of the United Nations estimated that as of 2015, close to 800 million people are undernourished. In all developing regions, especially the varied and risky rain-fed systems of sub-Saharan Africa, there is a need for sustainable agriculture technologies to increase the productivity, stability, and resilience of production systems, to provide dietary needs for active and healthy lives, and to confront the growing challenges of climate change.The Canadian International Food Security Research Fund (CIFSRF) is a 9-year, $124.5 million initiative implemented in 2009 by IDRC and Global Affairs Canada to support research that addresses food security in the developing world. The goal of CIFSRF is to foster the development of more equitable, productive, and sustainable agricultural systems that increase food security and enhance nutrition by investing in applied research and promoting the scaling up of innovations and research results. This project will synthesize key lessons and document the influence and contributions of the CIFSRF research-for-development program. The analysis will use a case study method to characterize the early food security results and impacts, the nature and extent of the contribution claimed, and how scaling happened or did not happen. It will build a performance story that illustrates the links between the actions of the program and its results. More broadly, the analysis will contribute to understanding how a research for development program such as CIFRSF can lead to broader development outcomes of food and nutrition security, and income security for poor households. This project is funded under the Canadian International Food Security Research Fund (CIFSRF), a program of IDRC undertaken with the financial support of the Government of Canada provided through Global Affairs Canada.

This research support project ...(RSP) will contribute to the implementation of IDRC's gender strategy by enhancing the capacities of its Food, Environment and Health (FEH) program staff and its research partners in designing and implementing food systems research that address gender inequities. This project will assess and build the knowledge, skills, and practices of program staff and FEH grantees for integrating gender into food systems research designs and outcomes. Capacities will be strengthened through peer-based learning processes, use and adaptation of existing program tools and practices, and in-depth mentoring discussions with gender experts. It will document the change processes at work and evaluate this activity's effectiveness in facilitating learning and building capacity for research that maximizes opportunities for addressing gender inequities. This project will specifically target FEH grantees who are developing food systems research proposals for the fiscal year 2017. Support will be provided during the period from concept note development through to the early inception phase of the projects.

People living in Africa and So...uth Asia's semi-arid regions face challenges that hinder their economic growth and development. This project seeks to find proactive, longer-term approaches to climate change adaptation in these vulnerable regions, while helping locals manage existing risks.Short-term focus must shiftSo far, responses to climate threats in these regions have focused mainly on short-term solutions, such as early warning systems, famine relief, and soil and water conservation. However, long-term climate projections suggest that a more profound response will be needed by mid-century. The research team will respond to this knowledge and development gap through a program involving regional diagnostic studies, research, knowledge synthesis, and information sharing in semi-arid regions. Long-term, sustainable adaptationThe project, which falls under IDRC's Collaborative Adaptation Research Initiative in Africa and Asia program, draws on a number of disciplines found in the five consortium partners. It will address the complex interactions between climate, biophysical, social, political, and economic dynamics. The project team will integrate research on each of these aspects through transformative scenario planning, which is an effective methodology for bringing sometimes disparate stakeholders together to address complex problems. Results to support adaptation to climate changeThe project will generate credible information that decision-makers and others can use to develop robust adaptation strategies. Research teams will conduct their work in several countries across Africa and South Asia.The results are expected to help these regions shift from their current adaptation practices and policies into a mode that achieves proactive, widespread adaptation. With that, vulnerable groups will gain the skills and adaptive strategies they need to enhance their livelihoods over the long-term.

One major theme of the 21st ce...ntury is intensifying global environmental change, including climate change, which can often have negative impacts on ecosystems, livelihoods, health, and well-being. A second major theme is urbanization. The proportion of those living in cities and peri-urban areas is projected to reach 66% by 2050, with most of the million-plus cities and megacities concentrated on the Indian subcontinent and in China. Peri-urban areas, which are beyond a city's administrative limits but adjacent to it, are transition zones between urbanized pockets and the rural agricultural hinterland. They are also regions where there are resource constraints, and where access to services such as water, energy, transport, and housing is becoming increasingly fragmented as a result of land use change (e.g. the development of gated communities and special economic zones). Such unplanned growth, along with environmental changes, poses serious challenges to sustainable development. Patterns of urban growth vary widely by region, with different consequences for sustainability. In South Asia, peri-urban areas are growing at a much faster pace than many core cities and towns. There is currently no assessment available of the dynamics driving peri-urban change in India. The overall goal of the study is to co-develop a strategy, working closely with stakeholders, for identifying climate-resilient development pathways for peri-urban regions adjacent to Bangalore and Chennai. The research plan is divided into three phases. Phase 1 will serve as a preparatory phase and the results will help set research directions, expansion, and replication in Phases 2 and 3. Working at the intersection of scholarship and action on climate change, peri-urban development, and regional planning, this first phase proposes to initiate the research through a consortium. IDRC is collaborating with the Centre for Study of Technology and Policy at Bangalore, the Indo-German Centre for Sustainability, and the Indian Institute of Technology in Madras, Chennai. The project is funded through the Opportunity Fund of the Think Tank Initiative (TTI), a multi-funder program dedicated to strengthening independent policy research institutions, or think tanks, in developing countries. The program aims to enhance their ability to provide sound research that informs and influences policy. This second TTI phase (2014-2019) will fund 43 institutions, helping them consolidate their role as credible development actors in their countries, and, in some cases, regionally and internationally.

This project creates the autho...rization for capacity building support to develop and manage the Livestock Vaccine Innovation Fund (LVIF). The fund aims to support the development of quality vaccines that are more affordable, available, and acceptable to small-scale farmers. It will also help ensure their use at scale.About the Livestock Vaccine Innovation FundThe LVIF is a partnership between the Bill & Melinda Gates Foundation, Global Affairs Canada (formerly Foreign Affairs, Trade and Development Canada), and the International Development Research Centre. It represents a joint investment of CA$57 million over five years to support the development, production, and commercialization of innovative vaccines against priority livestock diseases in sub-Saharan Africa, South Asia, and Southeast Asia.More specifically, the LVIF will support innovation and research to increase the efficacy, marketability, and use of existing vaccines, develop new vaccines against priority livestock diseases, and build effective research and public-private partnerships to accelerate the registration, commercialization, and use of vaccines. The research will also lead to a better understanding of disease dynamics and their impact, as well as the issues that constrain poor farmers from using vaccines. By bringing together all stakeholders - from farmers to researchers, pharmaceutical companies, and regulators - the LVIF will foster a vibrant and sustainable livestock sector in the target regions.Separate Project Approval Documents will authorize individual research projects and activities related to research uptake and scale up, program synthesis, and communication.
