This research support project ...will support the ongoing development of IDRC's Food, Environment, and Health (FEH) program in the first two years of its implementation plan. It will fund short-term activities and consultancies (less than 1 year) that will enrich and consolidate its knowledge of food systems research, national policy environments, and potential public and private-sector partners in this sector. The objective is to identify strategic opportunities to advance food systems research in Africa, the Middle East, and the Caribbean. The project will include, for example, online surveys/consultations, development of communications products, project inception and knowledge translation workshops, expert contribution to the program's gender-outcome strategy, and a call for papers on governance arrangements in public-private partnerships. This project will be managed by the FEH program in Ottawa. Planned activities will evolve over the coming year, allowing the program to respond to emerging opportunities and key lessons learned as they unfold.

The Livestock Vaccine Innovati...on Fund is a partnership of the Bill & Melinda Gates Foundation, Global Affairs Canada, and Canada's IDRC. It supports the development, production, and commercialization of innovative vaccines against priority livestock diseases in sub-Saharan Africa, and South and South East Asia. The Livestock Vaccine Innovation Fund will support innovation and research to increase the efficacy, marketability and use of existing vaccines, develop new vaccines against priority livestock diseases, and build effective partnerships between vaccine researchers, the public sector, and the private sector to accelerate the registration, commercialization and use of vaccines. The goal is to make quality vaccines that are more affordable, available, and acceptable to small-scale livestock farmers, and to facilitate their use at scale. The Livestock Vaccine Innovation Fund governance structure consists of a Governance Steering Committee, comprised of one senior member from each donor partner - Global Affairs Canada, Bill & Melinda Gates Foundation (as an observer), and IDRC, and two external members with vaccine research and private sector-related expertise at the international level. Expanding economic opportuniti...es for women and youth in Africa through structural transformation

The lack of transformation in ...economic structures poses a significant challenge to Africa's sustained growth, as well as its ability to tackle youth un/underemployment and close gender gaps. The celebration of rising Africa — strong economic growth and progress in health and education — is increasingly met with questions about its sustainability and its inability to facilitate inclusive economies. National governments and regional bodies are realizing the importance of addressing this critical challenge and are actively searching for clear options on how best to do so. This project seeks to identify concrete ways to achieve the kind of economic transformation that helps expand livelihood opportunities for the growing youth population and marginalized women. The objective is to provide policy options to enable countries to move from low-productivity sectors to high-productivity, high-growth, and export-oriented sectors that can generate broad-based employment opportunities. The project will generate new evidence on skills gaps and how this will limit the attainment of inclusive growth and greater labour participation of women and youth. It will also enrich policy discussions and debates beyond traditional economic growth models through exploring the role of the services sector and the potential implications of the so-called fourth industrial revolution (which integrates physical, digital, and biological inputs into the production process). The project will strengthen the capacity of African researchers to lead national and regional discussions on how countries — and the region as a whole — can stimulate economic growth that is inclusive of women and youth. The research will be carried out in four countries in sub-Saharan Africa, involving national country teams. The country selection will be guided by careful consideration of geographic diversity, data availability, and potential for policy uptake. The University of Cape Town's Development Policy Research Unit (DPRU) will provide a coordination and oversight role.

Contagious caprine pleuropneum...onia (CCPP) is a severe respiratory disease of goats and sheep and is caused by a bacterium, Mycoplasma capricolum subsp capripneumoniae (Mccp). CCPP is transmitted by infected aerosol and is characterized by fever, coughing, severe respiratory distress and high mortality. Infected animals become very sick and mostly die within 7-10 days. CCPP mortality and morbidity can reach 70% and 100% respectively. Clinical CCPP occurrence has been reported in 40 countries in Africa and Asia, with isolation of causative organism confirmed in half of these. The Global Alliance for Livestock Veterinary Medicines (GALVmed) estimates that every year, CCPP causes economic losses of up to US $ 507 Million in endemic areas. Goats and sheep are an important source of income for women and CCPP severely affects their ability to provide for their children and family needs. Vaccination remains the most effective and affordable method to control CCPP since antibiotic treatment does not eliminate the bacterium and sanitary measures are not feasible in smallholder settings. The current CCPP vaccine is killed whole bacterium formulated in saponin adjuvant. The vaccine is safe but its protection is short-lived (less than 1 year). It is also expensive due to tedious production because high volumes cannot be achieved as the bacterium grows slowly and fastidiously resulting in low yields. The objective of this project is to develop a novel CCPP vaccine based on the fastest-growing Mycoplasma species to date, Mycoplasma feriruminatoris (M.feri). M. feri was isolated from wild goats and has a generation time of less than 30 min. To use the M. feri backbone as a vaccine for Mccp, M. feri genes encoding virulent factors will be deleted. This will create space for insertion of Mccp genes that encode known and predicted vaccine candidate antigens. Goats will be vaccinated with the inactivated or live new recombinant vaccine then experimentally infected with Mccp to determine whether the vaccine is protective. Thus this project will use cutting-edge Synthetic Biology tools to construct a vaccine for CCP that will grow efficiently, express protective Mccp antigens and which can be used either as a live or inactivated vaccine.This 24-month project is a collaboration between University of Bern, Switzerland, Institut national de la recherche agronomique (INRA)-University of Bordeaux, France and J. Craig Venter Institute, USA. This project is funded through the Livestock Vaccine Innovation Fund, a partnership between the Bill and Melinda Gates Foundation, Global Affairs Canada and Canada's International Development Research Centre.

It is also expensive due to tedious production because high volumes cannot be achieved as the bacterium grows slowly and fastidiously resulting in low yields. The objective of this project is to develop a novel CCPP vaccine based on the fastest-growing Mycoplasma species to date, Mycoplasma feriruminatoris (M.feri). M. feri was isolated from wild goats and has a generation time of less than 30 min. To use the M. feri backbone as a vaccine for Mccp, M. feri genes encoding virulent factors will be deleted. This will create space for insertion of Mccp genes that encode known and predicted vaccine candidate antigens. Goats will be vaccinated with the inactivated or live new recombinant vaccine then experimentally infected with Mccp to determine whether the vaccine is protective. Thus this project will use cutting-edge Synthetic Biology tools to construct a vaccine for CCP that will grow efficiently, express protective Mccp antigens and which can be used either as a live or inactivated vaccine.This 24-month project is a collaboration between University of Bern, Switzerland, Institut national de la recherche agronomique (INRA)-University of Bordeaux, France and J. Craig Venter Institute, USA. This project is funded through the Livestock Vaccine Innovation Fund, a partnership between the Bill and Melinda Gates Foundation, Global Affairs Canada and Canada's International Development Research Centre.

Livestock is central to the li...velihoods of rural Africa and is strategically important to the continent's food and nutritional security, and intra-African and global trade opportunities. The African livestock sector contributes between 30 and 50% of the agricultural GDP, and has the potential to deliver both the agricultural-led growth and the socio-economic transformation envisioned in the June 2014 African Union Malabo Declaration on Accelerated Agricultural Growth and Transformation for Shared Prosperity and Improved Livelihoods. In the greater Horn of Africa region, informal livestock trade was worth an estimated USD1 billion in 2010 alone. Investment in the resilient livestock sector can leverage development, employment opportunities and other socioeconomic benefits. However, climate change threatens to retard much of this development potential through impact on livestock value chains. Increased droughts in sub-Saharan Africa (SSA) tend to diminish water and forage in many places leading to heavy livestock losses. This situation is recurrent year after year and apparently increasing in intensity and geographic reach, hence the need to make the livestock sector in the SSA region more resilient. The proponents identify clear entry points for contributing towards resilience-building for the livestock sector. First, there is need to develop robust regional strategies for effective livestock value chain transformation in the two regions through facilitated cross-regional dialogue among researchers, practitioners and regional-level policymakers in livestock development in the Sahel and Horn of Africa. The proponents also positively identify the opportunity to sensitize regional policymakers and business leaders on opportunities for policy reform and private investment in climate resilient livestock development by leveraging recently-endorsed regional and global policy instruments. These include the Paris Agreement, the Sustainable Development Goals (SDGs) and the African Union's Livestock Development Strategy for Africa 2015-2035 (LiDeSA). Similarly, the proponents have pointed out significant interest and growing demand for the application of hotspot-specific value chain analysis innovations for resilient livestock sector development. Capacity for resilient livestock value chain analysis in key organisations in the Sahel and Horn Africa has similarly been identified to be weak, yet critical for the sector's strategic planning. This RSP marks an important first step towards creating the desired resilience in the regions' extensive livestock sector. First, the proponent will be supported to build on the knowledge already generated through other IDRC-funded research (PRISE-107643) being implanted in Kenya and Senegal as the basis for cross-regional dialogue. Project activities include: (1) women farmer-to-women farmer training; (2) increasing and diversifying vegetable production during seasonal dry periods; (3) cash for work activities to construct ponds for irrigation; and 4) nutrition training, as well as farmer literacy and numeracy training./ Ce projet vise à accroître la production agricole et la sécurité alimentaire dans l'État de Warrap grâce à l'amélioration, à l'augmentation et à la diversification de la production alimentaire et au renforcement des actifs productifs des ménages touchés par l'insécurité alimentaire (p. ex. au moyen d'une meilleure gestion de la santé des animaux d'élevage). The project aims to support th...e World Food Programme (WFP) in the fight against hunger. WFP is partnering with the private sector, agriculture producers, African governments and other stakeholders to support the establishment of commercially sustainable factories in Ethiopia and Rwanda to produce Supercereal Plus, a fortified cereal that responds specifically to the nutritional needs of children aged 6-24 months.Project activities include: (1) purchasing Supercereal Plus from the three factories for five years to be used for WFP operations; and (2) using Supercereal Plus a locally-produced product in its nutrition programmes in 11 African countries./Le projet vise à soutenir le Programme alimentaire mondial (PAM) dans la lutte contre la faim. Le PAM travaille en partenariat avec le secteur privé, les producteurs agricoles, les gouvernements africains et d'autres intervenants pour faciliter l'établissement, en Éthiopie et au Rwanda, d'usines viables sur le plan commercial qui produiront la Supercéréale Plus, céréale enrichie qui répond aux besoins nutritionnels des enfants âgés de 6 à 24 mois.Les activités du projet comprennent : (1) l'achat de Supercéréale Plus aux trois usines pendant cinq ans, en vue de son utilisation dans le cadre des activités du PAM; et (2) l'utilisation de Supercéréale Plus, produite localement, dans 11 pays africains dans le cadre des programmes de nutrition du PAM.

Through a mentoring approach, Journalists for Human Rights trains South Sudanese journalists to report on issues of service delivery, such as education, health and governance, using an approach that includes participatory reporting, non-discriminatory language, and how to put a human face on the issues. Training is based in local media houses so that capacity built through the project benefits local media directly. Media managers are also provided with increased capacity to run and manage their own organizations. The project works with representatives of the Government of South Sudan and civil society to facilitate increased understanding of the role of media in democracy and governance./ Le projet a pour objectif d'accroître la responsabilisation du gouvernement au Soudan du Sud au moyen du renforcement des capacités des médias à effectuer des reportages sur des enjeux importants pour les citoyens sud-soudanais. Grâce à une approche de mentorat, l'organisme Journalistes pour les droits humains assure la formation de journalistes sud-soudanais sur la façon de traiter les sujets liés à la prestation des services, comme l'éducation, la santé et la gouvernance, en utilisant une approche qui comprend les reportages participatifs et l'utilisation d'un langage non discriminatoire, ainsi qu'en montrant le visage humain de ces enjeux. Harnessing Big Data to meet th...e Sustainable Development Goals - Building Capacity in the Global South

Large volumes of complex and v...ariable data - often called 'big data' - promise to help improve government service delivery, complement official statistics, and facilitate development in sectors such as health, urban development, transportation, and humanitarian response. Data now stream from daily life: from phones, credit cards, and televisions; from the infrastructure of cities; from sensor-equipped buildings, trains, planes, buses and factories. The data flow so fast that the total accumulation of the past two years—a zettabyte—dwarfs the prior production of data for the entirety of human civilization. Interest in capturing and analysing these data sets for public purposes - big data for development (BD4D) - is still relatively new, but accelerated when the post-2015 development agenda called for a data revolution to draw on existing and new sources of data to monitor progress on the new Global Goals.Though big data sets, such as purchase-transaction or mobile usage data, are not new, until recently limitations on computer memory, retrieval and processing meant that only institutions like the US National Security Agency and American Express could afford the supercomputers necessary to analyse the huge volumes of information. Declining prices and improved functionality for hardware and memory have democratized data usage, and open-source tools (such as Hadoop) have broadened the mechanisms for people to conduct big-data analytics outside of proprietary and expensive software packages. Interest in BD4D has produced a great demand for computer scientists and statisticians who can understand and analyse large data sets. Yet, as big data scientists are in short supply in developing economies, much of the BD4D research is coming from northern institutions - the United Nations and World Bank, universities and from the private sector [such as IBM and Orange]. This dynamic has meant that the issues deemed significant to the debate tend to be driven by northern concerns, rather than by southern voices and global South collaboration. The same can be said for big data's relationship to gender. The vast majority of data scientists are men, who rarely focus on designing applications that address women's challenges in the Global South. As such, solutions need to be found to address inequalities in capacities and benefits to big data. This grant will support research on big data for development that supports developing countries to measure progress on and contributes to the achievement of the Sustainable Development Goals (SDGs). This is a proposal jointly presented by LIRNEasia , a Sri Lankan think tank, the African Institute of Mathematical Sciences and the Centro de Pensamiento Estratégico Internacional –CEPEI, a Colombian think tank. The network will develop capacity amongst researchers from the Global South, focusing on activities linked to the Sustainable Development Goals (SDGs) and to those that address gender related issues. The project aims to improve th...e well-being of women and girls through evidence-based gender-sensitive policy and programming recommendations on sustaining and scaling up innovations for food and nutrition security. It reviews and learns from the experience of the sub-projects funded under the Canadian International Food Security Research Fund (CIFSRF) Phase 2 project, with special attention to their sustainability and prospects for scaling up, as well as their positive impact on women's empowerment and gender equality. Findings are disseminated to stakeholders of the six sub-projects , as well as to policy-makers in Canada, development partners, and governments of low- and middle-income countries. Data is collected through field visits to six of the CIFSRF sub-projects, interviews with sub-project leaders, and review of secondary material for other projects in the portfolio of the 18 sub-projects funded by CIFSRF. / Le projet vise à améliorer le bien-être des femmes et des filles au moyen de politiques fondées sur des données probantes et tenant compte des sexospécificités ainsi qu'au moyen de recommandations en matière de programmes visant à soutenir et à étendre la portée d'innovations qui favorisent la sécurité alimentaire et nutritionnelle. Le projet passe en revue et tire des leçons de l'expérience des sous-projets financés par le Fonds canadien de recherche sur la sécurité alimentaire internationale (FCRSAI) dans le cadre de la phase 2, en accordant une attention particulière à la viabilité et aux perspectives d'expansion des sous-projets ainsi qu'à leur impact positif sur l'autonomisation des femmes et l'égalité des sexes. The project aims to advance ge...nder equality and the human rights of women and girls by strengthening Sri Lanka's capacity to respond to sexual and gender-based violence (SGBV). It is designed to support the Ministry of Women and Child Affairs, other relevant government entities, the National Human Rights Commission and local women's rights organizations in their response to SGBV. It also seeks to support the implementation of SGBV-related policies and strategies, including the Policy Framework and National Plan of Action to Address SGBV (2016-2020). Activities include: (1) commissioning the first national-level survey to gather data on SGBV; (2) training officials from the Sri Lankan Ministry of Women and Child Affairs and other relevant government entities to understand and use data to generate evidence-based responses to SGBV; (3) training the Sri Lanka National Human Rights Commission to understand SGBV and the role it can play in addressing SGBV; (4) building the capacity of the Sri Lankan Ministry of Women and Child Affairs to monitor the implementation of selected government policies and strategies, particularly the Policy Framework and National Plan of Action to Address SGBV; and (5) supporting increased engagement and collaboration between the Sri Lankan Ministry of Women and Child Affairs and local women's rights organizations in order to advance women's equality and empowerment. /Le projet vise à promouvoir l'égalité entre les sexes et les droits de la personne en faveur des femmes et des filles en renforçant la capacité du Sri Lanka à répondre à la violence sexuelle et sexiste. Il est conçu pour soutenir le Ministère des affaires féminines et de l'enfance, d'autres entités gouvernementales compétentes, la Commission nationale des droits de la personne et les organisations locales de défense des droits des femmes dans leur réponse à la violence sexuelle et sexiste. The project aims to improve fo...od security, income and health in sub-Saharan Africa by helping farmers and SMEs to take advantage of the regional commercial opportunities of the bean crop. The initiative will address the root challenges farmers and SMEs face in accessing markets in targeted bean corridors, such as a lack of skills, finance, information, insurance, infrastructure and organizational capacity by 1) Facilitating linkages and partnerships among value chain stakeholders through bean innovation platforms and enhancing business skills and collective marketing; 2) Facilitating access to market services (information, finance, training, infrastructure, seeds, fertilizer) and advocating support from key actors (NGOs, governments, etc.) for programs benefitting farmers and SMEs in the bean industry; and 3) Supporting bean producers to meet production volumes and quality standards./ Le projet vise à améliorer la sécurité alimentaire, le revenu et la santé en Afrique subsaharienne en aidant les agriculteurs et les PME à profiter des débouchés commerciaux régionaux de la récolte des fèves. The project aims to improve fo...od security, income and health in sub-Saharan Africa by helping farmers and SMEs to take advantage of the regional commercial opportunities of the bean crop. The initiative will address the root challenges farmers and SMEs face in accessing markets in targeted bean corridors, such as a lack of skills, finance, information, insurance, infrastructure and organizational capacity by 1) Facilitating linkages and partnerships among value chain stakeholders through bean innovation platforms and enhancing business skills and collective marketing; 2) Facilitating access to market services (information, finance, training, infrastructure, seeds, fertilizer) and advocating support from key actors (NGOs, governments, etc.) for programs benefitting farmers and SMEs in the bean industry; and 3) Supporting bean producers to meet production volumes and quality standards./ Le projet vise à améliorer la sécurité alimentaire, le revenu et la santé en Afrique subsaharienne en aidant les agriculteurs et les PME à profiter des débouchés commerciaux régionaux de la récolte des fèves. The project aims to support th...e World Food Programme (WFP) in the fight against hunger. WFP is partnering with the private sector, agriculture producers, African governments and other stakeholders to support the establishment of commercially sustainable factories in Ethiopia and Rwanda to produce Supercereal Plus, a fortified cereal that responds specifically to the nutritional needs of children aged 6-24 months.Project activities include: (1) purchasing Supercereal Plus from the three factories for five years to be used for WFP operations; and (2) using Supercereal Plus a locally-produced product in its nutrition programmes in 11 African countries./Le projet vise à soutenir le Programme alimentaire mondial (PAM) dans la lutte contre la faim. Le PAM travaille en partenariat avec le secteur privé, les producteurs agricoles, les gouvernements africains et d'autres intervenants pour faciliter l'établissement, en Éthiopie et au Rwanda, d'usines viables sur le plan commercial qui produiront la Supercéréale Plus, céréale enrichie qui répond aux besoins nutritionnels des enfants âgés de 6 à 24 mois.Les activités du projet comprennent : (1) l'achat de Supercéréale Plus aux trois usines pendant cinq ans, en vue de son utilisation dans le cadre des activités du PAM; et (2) l'utilisation de Supercéréale Plus, produite localement, dans 11 pays africains dans le cadre des programmes de nutrition du PAM.

Project activities include: (1) installing water pumping units and training of water technicians on water management practices and protocols; (2) training of health workers on communicable disease control, maternal and new born child health (MNCH) and health management; (3) establishing safe education spaces and training of teachers on active learning, early childhood education and psychosocial support; (4) providing various seeds, feed and veterinary kits for vulnerable livestock farmers; and (5) developing and delivering training materials in areas such as household electrical wiring.The project reach is 150,000 individuals through stabilized access to clean water supplies, increased access to quality health care services, increased engagement of farmers and production of local food, and improved access to education and psychosocial support for children and their families./ Ce projet contribue au renforcement à long terme de la résilience des personnes, des ménages, des collectivités et des systèmes de prestation de services sociaux essentiels dans des régions ciblées de la Syrie qui sont aux prises avec les effets du conflit prolongé. This project supports the Worl...d Food Programme's (WFP) school feeding program. Over the past four decades, WFP has become the world's foremost provider of school meals to poor children. In addition to providing free midday meals, WFP provides students with take-home rations for the family, which encourages parents to send their boys and girls to class. School feeding initiatives target the most food-insecure areas of countries with low school enrolment, irregular school attendance, and high primary school drop-out rates.GAC's support to WFP's school meal program is used to purchase, deliver and distribute nutritious food primarily to school children, particularly girls. School feeding is a means of increasing enrolment and attendance rates, decreasing drop-out rates, and improving children's concentration, learning and academic performance./Ce projet appuie le programme d'alimentation en milieu scolaire du Programme alimentaire mondial (PAM). Au cours des quatre dernières décennies, le PAM est devenu le principal fournisseur mondial de repas scolaires aux enfants pauvres. En plus de fournir des repas gratuits à l'école, le PAM offre aux élèves des rations qu'ils peuvent rapporter à la maison, ce qui encourage les parents à envoyer leurs enfants à l'école. Les initiatives d'alimentation en milieu scolaire ciblent les régions des pays où l'insécurité alimentaire est la plus grave, la fréquentation scolaire, irrégulière et le taux d'abandon au niveau primaire, élevé.Les fonds octroyés par AMC au programme de repas scolaires du PAM servent à l'achat, à la livraison et à la distribution d'aliments nutritifs destinés principalement aux écoliers, particulièrement les filles. Le programme d'alimentation en milieu scolaire permet d'augmenter les taux d'inscription et de présence, de diminuer le taux d'abandon et d'améliorer la concentration, l'apprentissage et le rendement scolaire des enfants.

The project aims to improve hu...man development outcomes in Africa and Asia through four components: (i) strengthening health systems in Central Asia to ensure that people have access to quality health care and information provided by qualified staff in well-equipped facilities; (ii) strengthening education systems in eastern Africa to improve the quality of education for students at the pre-primary and primary school levels; (iii) improving the ability of civil society organizations in Africa and Asia to promote gender equality, integrate climate change adaptation in their programming, and develop innovative means of helping people improve their livelihoods; and (iv) helping Canadians become more aware of and involved in international development.The project supports a regional approach to strengthening health and education systems by engaging partner agencies of the Aga Khan Development Network in Africa and Asia. It also works in partnership with local governments and civil society organizations./ Le projet vise à améliorer les résultats en matière de développment humain en Afrique et en Asie et il est composé de quatre volets: (i) le renforcement des systèmes de santé en Asie centrale pour assurer que les personnes aient accès à de l'information et des soins de santé de qualité fournis par un personnel qualifié et des installations bien équipées, (ii) le renforcement des systèmes d'éducation en Afrique de l'Est pour améliorer la qualité de l'éducation des élèves du préscolaire et du primaire, (iii) l'amélioration de la capacité des organisations de la société civile en Afrique et en Asie à promouvoir l'égalité entre les sexes et à intégrer l'adaptation au changement climatique dans leur programmation tout en développant des moyens novateurs pour aider les personnes à améliorer leurs moyens de subsistance, (iv) la sensibilisation et la mobilisation accrues des Canadiens au développement international.Le projet soutient une approche régionale pour renforcer les systèmes de santé et d'éducation en engageant les agences partenaires du réseau de développement d'Aga Khan en Afrique et en Asie.
