Supported by Canada, the Unite...d Kingdom, the European Union, Sweden, and the United States, the Health Pooled Fund aims to deliver basic health services to those most vulnerable (particularly women and children) in eight of South Sudan's former ten States. The project aims to strengthen government systems, principally at the national and county levels, and to improve the health of women, newborns, adolescents, and children in this fragile state setting. This project builds on previous support to the Health Pooled Fund by extending coverage to new geographic areas, as well as by increasing the focus on nutrition and community-level service delivery. The needs of women and children are prioritized through a focus on safe motherhood, reproductive health, treatment of childhood diseases, and an increased emphasis on gender equality and social inclusion.

This Volunteer Cooperation Pro...gram allows for the sending of 60 volunteer advisors, mainly dentists, optometrists and homeopaths mission. The program aims to 1) strengthen the individual capacities of local partners; 2) improve the practices of health and education professionals; and 3) improve the day-to-day practices of managers and staff of partner organizations. These health professionals will aim to help alleviate, on a volunteer basis, some of the most urgent health deficiencies among the poor, starting with children and school-aged children and their mothers, in regions lacking access to care. This will significantly increase the learning capacity, job performance and income of beneficiaries. In addition, the Canadian volunteers contribute to community management of certain health problems by promoting the establishment of fruitful and lasting collaboration between organizations from within the community and the services provided by public health institutions. The program also supports a public engagement program to form a body of Canadian citizens who are more educated, informed and engaged./ Ce programme de coopération volontaire permet d'envoyer 60 conseillers volontaires, principalement des dentistes, optométristes ou homéopathes, en mission.

Using Evidence to Strengthen H...ealth Systems in Africa and the Middle East

This project will provide evid...ence to expand the use of rapid response services, which offer promising strategies to support decision-making. This form of knowledge translation aims to meet the urgent needs for concrete research to answer specific questions from decision-makers in government, civil society organizations, and development partners. Research to inform policy Countries are striving to improve health outcomes by building strong and comprehensive health systems that address health inequities and reduce inefficiencies. To achieve this goal, policymakers need evidence to inform their decision-making. Finding evidence that is usable, timely, and relevant is challenging. For example, data is often fragmented across multiple information systems and research reports, and in formats that do not help decision-makers to address issues in a short timeframe. Rapid response for decision-making Rapid response approaches have the potential to address this challenge. These services use systematic reviews of research published around themes relevant to the specific questions. Effective rapid response services need to be able to receive and clarify decision-makers' requests. They should also search, appraise, and summarize the best available evidence. Researchers have piloted rapid response approaches in Burkina Faso, Cameroon, Uganda, and Zambia. These services offer good potential to be scaled up nationally and replicated in other countries. Lessons learned, new services Building on the pilots, this project will inform the scale up of rapid response services within countries and across regions. The research teams will evaluate the four pilots and conduct research to better understand how to best use the services. They will also assess how to decentralize them from the national to the district levels in Uganda and Zambia. The project will establish a new rapid response service in Lebanon at the University of Beirut. This service will address priority health system issues, particularly within the context of a humanitarian crisis. The project is timely for Lebanon, a country that is working to strengthen its primary health care system to respond to current priorities such as the emerging crisis of Syrian refugees. Timely access to information The project will strengthen institutional and individual abilities to conduct and use systematic and rapid reviews to support the rapid response services. It will also provide timely access to relevant research evidence for decision-makers, and give global leaders from Africa and the Middle East deeper knowledge on how to establish and scale up rapid response services for evidence-informed decision-making to improve health outcomes.

The Fourth Global Symposium on... Health Systems Research, to be held in Vancouver from November 14-18, 2016, will be the largest global health conference held in Canada in recent years. More than 2,000 practitioners, educators, policy makers, researchers, and students from around the world will attend, including Canadian members of parliament and senior government officials. Funding for the symposium is being provided by numerous organizations and foundations, including IDRC. The 2016 symposium theme, ''Resilient and responsive health systems for a changing world'', is highly relevant for Canada because it offers an unparalleled opportunity to showcase emerging results from several Canadian government health initiatives implemented by IDRC, including the contributions IDRC is making towards Canada's maternal child health agenda. IDRC's budgetary contribution will enable up to 40 delegates from low- and middle-income countries to attend the Fourth Global Symposium on Health Systems Research. This support ensures that researchers and decision makers from low- and middle-income countries will have the opportunity to interact with researchers and decision makers from Canada. A small portion of IDRC's contribution will be directed towards sustaining the networking and field-building activities of the health systems research community in the two-year interim before the next global symposium in 2018.

This project is a component of... the Caribbean Disaster Risk Management Program, which seeks to increase the capacity of regional organizations, national governments and local communities in the Caribbean to respond to and manage natural disasters such as hurricanes and floods and to reduce their impact on the people of the region.Specifically, this project aims to reduce the medical impact that natural disasters and other emergencies can inflict on the people of the region. The project is managed by the Pan American Health Organization (PAHO). Working with national Ministries of Health, hospitals, clinics and national disaster offices PAHO's medical team uses its expertise to enhance the technical capacity of health sector practitioners to prepare for disasters, while providing them with new tools and technologies.

USING EVIDENCE TO STRENGTHEN H...EALTH SYSTEMS IN AFRICA AND THE MIDDLE EAST
more
|
Using Evidence to Strengthen H...ealth Systems in Africa and the Middle East
more
|

STRENGTHENING EQUITY THROUGH A...PPLIED RESEARCH CAPACITY BUILDING IN E-HEALTH
more
|
Strengthening Equity through A...pplied Research Capacity Building in e-Health
more
|
There exists limited understan...ding of how e-Health solutions are perceived, designed, implemented and used. This goes beyond considerations related to automation, power supplies and affordability. Rather, it refers to context-specific, politically-aware and socially sensitive examination of how various ICTs are being appropriated, who is being included and excluded in the process, and whether the incorporation of ICTs is leading to more equitable health outcomes. The Strengthening Equity through Applied Research Capacity Building in e-Health (SEARCH) program will cultivate local research capacity to examine e-health and whether it leads to improved health equity and stronger health systems. Emphasis will be placed on methodological and analytical rigor, and policy dialogue. The first phase of SEARCH will involve scoping studies and workshops, with will elaborate the research agenda for the remainder of the program.

CENTRE OF EXCELLENCE FOR CRVS ...SYSTEMS ACTIVITY BUDGET LINE: CONTRIBUTING TO GLOBAL AND REGIONAL LEVEL EVIDENCE, CAPACITY, AND EXCHANGE

Centre of Excellence for CRVS ...systems activity budget line: Contributing to global and regional level evidence, capacity, and exchange
more

Systematic registration of vit...al and civil events, such as birth, death, causes of death, marriage and divorce, is critical for improving maternal, newborn, child, and adolescent health. Integrated into existing health information systems, these statistics become valuable evidence, giving policymakers and practitioners the knowledge they need to review the circumstances leading to each maternal and child death, identify preventable factors, and take action where needed. However, such crucial information systems are lacking in many countries. It is estimated that one-third of the world's births and two-thirds of the world's deaths are not registered or are incorrectly certified. Where global norms, standards, tools, and promising practices exist, they are not readily accessible and useable to those who need them most. Funded by Global Affairs Canada and IDRC, and housed at IDRC, the Centre of Excellence for Civil Registration of Vital Statistics (CRVS) Systems will link knowledge seekers with information, tools, and expertise to facilitate the development and implementation of integrated CRVS systems. The Centre of Excellence will coordinate with existing expert groups to generate, consolidate, and disseminate information, including by developing an open-access electronic platform to make key resources readily accessible. It will facilitate exchange of good practices and capacity strengthening, and will play an important role in brokering technical assistance for countries needing more direct support. The Centre of Excellence will work closely with the Global Financing Facility in support of the Every Woman Every Child initiative to enable the development and implementation of CRVS systems plans as part of country-led investment cases for Global Financing Facility financing. This project will allow the Centre of Excellence to organize workshops, capacity-building events, seminars, conferences, and roundtables that bring together global and regional experts and stakeholders with a view to advancing the development and implementation of CRVS systems. It will support the organization of events (e.g. venues, logistics, etc.), participant attendance (e.g. airfare, accommodation, per diems, and incidentals for practitioners, experts, and institutions) from countries that are developing investment cases for Global Financing Facility financing, as well as from regional and/or global organizations where appropriate. Activities will serve to improve coordination and cooperation among global, regional, and country-level stakeholders, in addition to facilitating knowledge-sharing and best practices within and across regions.

Building Knowledge and Action ...for Health Equity in the Americas
more
|
The purpose of the project is ...to support comprehensive analysis of data and evidence on inequalities in health and their social determinants in a number of countries in the Americas, including Canada. It will gather lessons learned and generate specific options for action to further reduce inequalities in health. This work directly supports the mandate of the Commission on Equity and Health Inequalities in the Americas (the Commission), an important international initiative convened by the Pan-American Health Organization (PAHO) to address health inequalities. The project will engage the Commission partner countries and diverse experts and stakeholders from across the Americas to support increased collaboration on health equity, as well as contribute to the development of expertise, knowledge transfer and capacity building within the PAHO Region to inform policy interventions on health equity.

This project aims to improve t...he health of people in developing countries by supporting the introduction of health and financial innovations in developing countries. The project supports eligible researchers and scientists from Canada and the developing world to implement their proven innovations where people suffer disproportionately from poor health. The project aims to implement low-tech, low-cost innovations that have the potential to be disseminated widely and successfully, and that use novel approaches to increase the delivery and demand of local health services. The project also aims to explore, test, and validate new financial mechanisms to encourage greater innovation and improved health outcomes. Innovative financing mechanisms include approaches whereby recipient countries or organizations receive financial support based on the fulfillment of specific conditions, such as the improvement of the health of mothers and children. Project activities include: (1) launching a call for proposals to Canadian and developing-country researchers and scientists for the scale-up of health innovations in low- and middle-income countries; (2) selecting proposals to scale-up eligible and proven health innovations; and, (3) launching a call for proposals to international organizations with expertise in innovative financing mechanisms to present concrete models with potential for successful implementation in low- and middle-income countries for testing and validation. Grand Challenges Canada is a federally incorporated, not-for-profit organization launched in 2010 that supports the implementation of the Government of Canada's Development Innovation Fund. The Fund was established to support innovators in Canada and the developing world to address and solve difficult challenges faced in health across the world.

|
|

The goal is to improve citizen engagement and to make public institutions more responsive to people's needs and rights through a technological platform. The initiative favours targeted zones (urban and rural): (1) citizen and health officers freely expressing their opinions about their health system using new technologies, including mobile applications, text message platforms, blogs and wikis, (2) use of helpful and useable data by local institutions and by national decision makers to improve health systems and make them more democratic, (3) improved advocacy to make the health systems in the three countries better adapted to the needs of women and those most in need. The project's activities include the following: (1) conducting social integration activities and awareness campaigns to empower the people, notably women and those most in need, in terms of using technology, (2) training local institutions so they can collect, analyze and transmit information regarding health services to the people, (3) developing technologies (mobile application for smartphones and tablets, automated information-sharing module) to allow users to express their opinions about the health system, to allow staff to register complaints and to allow decision makers to better understand the people's needs and grievances, (4) developing a text message platform that allows people to access information on the health system's services and access, including rights to health, (5) training and coaching non-governmental organizations and public institutions to facilitate policy dialogue in order to provide better access to health services that meet people's needs. This project is part of the De...partment of Foreign Affairs, Trade and Development (DFATD) International Youth Internship Program (IYIP), funded by the Government of Canada's Youth Employment Strategy (YES). The IYIP contributes to the YES by providing a large spectrum of Canadian graduates with valuable international development work experience abroad, needed to launch successful careers. The Atlantic Council for International Cooperation offers 40 Canadian interns internships in nine countries: Bhutan, Bolivia, Gambia, Ghana, Haiti, Jamaica, South Africa, Kenya, and Uganda. The internships focus on increasing food security, stimulating sustainable economic growth and capacity-building.

This initiative supports the e...fforts of the Government of Burkina Faso with the implementation of its Plan for Basic Education Strategic Development (PDSEB) in order to improve the accessibility and quality of basic education. It also seeks to reduce disparities related to gender, disabilities, as well as social and geographic considerations, and to strengthen the institutional capacities of the Ministry of National Education and Literacy (MENA). The project is a continuity of DFATD's financial and technical support for Burkina Faso's Basic Education Development Plan (PDDEB) since 2001.PDSEB activities include: 1) constructing school infrastructure (schools, boreholes, and latrines); 2) supplying equipment, teaching materials and school supplies, as well as 3) management capacity building of MENA personnel undertaking its main reforms. The project is part of a pooling of funds coordinated by Canada and other technical and financial partners, including France, Denmark, Luxembourg, Switzerland, UNICEF, and the Global Partnership for Education (GPE).As with all pooled fund projects, Canada is working in close cooperation with other donors and the Government of Burkina Faso to promote effective, transparent, and accountable country systems; increase donor coordination and harmonization; and strengthen mutual accountability. This pooled fund also fosters greater policy dialogue among donors, government, and partners, which helps to strengthen efforts for effective, focussed aid, and long-term development results.

The purpose of this project is... to improve the health care systems for and by women and those most in need.

This project aims to improve t...he health of people living in 251 rural villages in Mozambique, Tanzania and Burundi by increasing their access to primary health care and clean water, promoting good health habits, and improving the agricultural yield of smallholder farmers. Most illnesses and deaths in the project villages are due to preventable diseases, lack of access to trained health workers and lack of access to clean water and adequate food. The project therefore seeks to increase the number of community health workers, provide bicycle ambulances to remote villages, build or expand basic health infrastructure where most needed, and enhance access to clean water by refurbishing old wells and building new ones. The project also educates women, men and children on sexual reproductive health, proper nutrition and sanitation, maternal and child health, HIV and AIDS, and gender issues, and trains both women and men farmers on best practices in sustainable agriculture.

Linking Emerging Infectious Di...seases Research and Policy Networks in Southeast Asia and China: APEIR Phase II
more
|
The Asian Partnership on Emerg...ing Infectious Diseases Research (APEIR) is a multi-country, multi-disciplinary and multi-sectoral research network that enables researchers and experts from several sectors, including agriculture and health, to explore joint research and policy questions in animal and public health. The partnership uses an ecohealth approach to address the complexity of emerging infectious diseases. This project presents a new phase of APEIR research on emerging threats from antimicrobial resistance and wildlife trade. It aims to strengthen the field of ecohealth and enhance emerging infectious disease control in Asia through research, capacity building, social and policy advocacy, and stronger knowledge and response networks. The wide use and abuse of antimicrobials as anti-infective drugs and non-therapeutic treatments are key contributors to persistent infections caused by resistance to antimicrobials. This use and abuse is also a major cause of morbidity and mortality around the world. In China and Southeast Asia, the lack of policy or regulation enforcements means that the use of antibiotics is not well-controlled. This research will provide evidence and guidance to develop country-specific and regional strategies to improve the responsible use of antibiotics and to reduce the emergence of resistant infectious agents in China, Indonesia, Laos, Thailand, and Vietnam. Southeast Asia's thriving wildlife trade supports disease transmission to humans. It also threatens livestock, international trade, rural livelihoods, native wildlife populations, and ecosystem health. Little is known about the zoonotic disease risks involved in transmitting diseases between animals and humans. This study will assess the pathogens that circulate and will explore possible pathways of transmission to humans, specifically in China, Laos, Thailand, and Vietnam. It will help prevent emerging zoonotic infectious diseases. It will also decrease wildlife consumption, while educating people about the safe and wise use of wildlife as a source of food protein for poor people. Finally, it will support wildlife diversity and mitigate illegal wildlife trade in the region. Building on past research on avian influenza and ongoing knowledge-translation activities in the health field, this new phase of work will help APEIR build and support regional capacity to communicate and share knowledge to promptly address emerging infectious disease threats.
