Inequities in accessing health... care and related services in Mexico are markedly higher among indigenous peoples, especially women and other vulnerable groups. Access to health care is a basic right guaranteed by the Mexican constitution. However, the decentralization of responsibility for health from the federal to the state level has resulted in a misalignment between power and responsibility on the one hand, and transparency and accountability on the other. As a result, some areas of Mexico - notably the southern states with large indigenous populations - have experienced disproportionately higher health inequities. Maternal mortality rates, for example, are nearly three times higher than the national average in parts of the country with large indigenous populations. Addressing these inequities requires strategies for influencing public health policy and garnering political will. Reclaiming transparency and accountability at different levels of government will be central to this process. Civil society organizations (CSOs) can play an important role in helping indigenous women and other vulnerable groups articulate and demand better health services. However, those states with the highest inequities are also among those with the most under-developed civil society.This research project will examine the role Mexican CSOs play in influencing more equitable public health policies and processes to improve indigenous women's health. Working with researchers, advocacy groups, and different levels of government, it will generate evidence on the nature and extent of CSO involvement and interaction with other stakeholders. The project will develop a theoretical framework for examining CSO strategies, coalitions, tools, and advocacy practices and will support research that analyzes how they can better influence public health policy in Mexico. Workshops and seminars will encourage dialogue and debate, and communicate the findings widely.The project will generate original research and a shared theoretical framework that can be applied to further study. Peer-reviewed publications, policy briefs, and audio-visual products will communicate findings to different audiences. The research will also raise awareness of the benefits of civil society participation and produce sound evidence that can help build strategic coalitions and influence policy.

Over the past two decades, man...y corporations have begun philanthropic contributions to universities under the rubric of corporate social responsibility (CSR). In an era of dwindling support from governments and foundations, many universities have, in turn, begun to solicit funds from businesses. In the case of schools of public health, some potential corporate funders make products that may be considered harmful to health or a threat to the environment, creating a potential conflict of interest. The overall aim of this project is to inform a policy debate about possible guidelines for making decisions about accepting funds from for-profit corporations. At present, there are no generalized guidelines to govern the receipt of research and sponsorship funds from for-profit corporations - practices differ by schools and programs of public health. This project, managed by the American University of Beirut, will survey public health academics and practitioners around the world about their attitudes and practices around funding from for-profit corporations, particularly those whose products are associated with non-communicable diseases. The project will also review existing policies that govern schools of public health around the globe with respect to taking funds from for-profit corporations. The project will focus on schools and programs of public health in the Eastern Mediterranean region, North America, Africa, and Southeast Asia.

Global climate change endanger...s health in fundamental ways, reminding us that human well-being, environment, and health are closely linked. On a continent-wide scale, Africa is expected to be hit first and hardest, given its reliance on agriculture, the extension of drylands, poverty, instability, degradation, and the burden of climate-sensitive infectious diseases.This project will provide funding for up to two evaluators to conduct a formative evaluation study of IDRC s Ecohealth programming related to climate change impacts on human health in Africa. Ecohealth research based in Africa is limited, not widely published internationally, and insufficient to guide national policy needs for adaptation responses. The purpose of this evaluation is to assess results and to learn from IDRC s Ecohealth program research initiatives on climate change and health risks. The evaluation seeks to understand how researchers might capture outcomes in ongoing and future projects and track evidence indicating the value of an ecosystem approach to health research. It will assess the success and shortcomings of completed projects in North and West Africa in relation to:-project and call for proposal objectives;-development and research capacity; and,-policy outcomes.The evaluation will also assess progress in ongoing projects, most of which are based in East and Southern Africa, to examine whether they are meeting objectives and achieving outcomes. The evaluation will seek to identify evidence and analyze the added value of the application of an ecosystem approach to health, and of the tools and training provided on outcome-oriented monitoring and evaluation frameworks (outcome mapping).This project will advance efforts to address key climate change and health research challenges: -research in the field, particularly in Africa and by African researchers, is limited;-IDRC s ecohealth research approaches are not consistently applied in Africa; and, -projects are often located in unstable and high-risk contexts.The project has the following specific objectives:-To assess the results of ongoing climate change and human health projects in Africa based on the quality of research, social change value, and contribution to the ecohealth field;-To inform ongoing implementation of IDRC s climate change and health programming; and,-To improve tracking of ecohealth climate change and health projects in Africa outcomes. An evaluator (or evaluators) with expertise climate change, health, and adaptation research, particularly in the African context, will conduct the evaluation. It will include:-project document reviews;-interaction with key IDRC staff in Ottawa and Nairobi; and,-distance interaction with grant recipients.Evaluator(s) will also visit projects in some of the following locations: Malawi, Botswana, Tanzania, South Africa, Uganda, Ivory Coast, Tunisia, and Algeria.

While the Arab World has enjoy...ed substantial economic progress, there has been little improvement in ensuring equitable access to health care. In most countries, the majority of people have limited access to basic health services. These are typically of poor quality and not well suited to local needs. The region is also highly vulnerable to environmental change due to water scarcity, social and political conflict, poverty, food insecurity, and its weak institutions. Scientific output is low, and plays little role in guiding national and regional development. With social and political change sweeping the region, there are opportunities for reform. This project supports the Faculty of Health Sciences at the American University of Beirut in carrying out a comprehensive and long-term effort to strengthen health research, build partnerships, and enhance public health education in the Arab world. The aims are to increase levels of research productivity in the region, improve public health practice, and encourage evidence-based policymaking. To foster collaboration and capacity building among a range of disciplines, across institutions and geographical borders, the existing Center for Research on Population and Health aims to serve as a hub of regional networks. It is coordinating and strengthening two existing research networks: the Reproductive Health Working Group and the Tobacco Control Research Group. It is also establishing a new multi-country network on agriculture, the environment, and health. Additional research themes include non-communicable diseases, monitoring health inequities, and the impact of war and the regional governance crisis on public health. New research centres are being established to address policy dimensions of public health strengthening and the training needs of public health professionals.

There is a growing global cons...ensus on the need to work toward universal health coverage in the post-2015 global development agenda. In parts of the developing world, public health systems provide only part of the answer and leave an unmet demand for health care. In the Middle East and North Africa (MENA), private sector healthcare providers appear to be thriving to meet this demand. However, little is known regarding the size and nature of this sector. The World Health Organization will convene a three-day consultation to share the results of recent assessments that map the status of private sector health providers across MENA. The consultation will also examine the extent to which regulations in Egypt and Yemen ensure both the safety of patients and competition among providers in this sector. This grant will cover the costs to convene a three-day consultation on strengthening the role of the private health sector toward universal health coverage. The consultation will examine the need for further study. It will also help establish the potential contribution and challenges facing the private health sector in a universal health coverage environment.

Mozambique's health sector is ...dealing with system-wide challenges. The country's disease burden continues to struggle under the weight of communicable diseases. Non-communicable diseases are on the rise. There have been some successes in reducing the disease burden through programs targeting specific communicable diseases such as tuberculosis, malaria, and HIV-AIDS. However, further improvements cannot be achieved without addressing broad health systems issues. This research project will strengthen health systems research capacity through training and research for staff at the Instituto Nacional de Saude (INS) and the Department of Planning and Cooperation. Specifically, it will aim to: -build individual and institutional capacity; -enable researchers to provide evidence and expertise to strengthen the health system; -support research in priority areas aligned with the national research agenda; -increase health systems research outputs designed for Mozambique's context and needs; -encourage sustainable, long-term evidence-based findings impacting health systems, policies, and practices; and, -implement a health systems research and training program. Mozambique's economy continues to recover from years of civil strife and political instability. While the economy is poised to grow, the country's expected shortage of human resources is a major hurdle to realizing its full potential. These shortages are affecting service delivery and research in the health sector. While there are several initiatives addressing this challenge, they are piece-meal in nature and their focus is mostly on biomedicine rather than health systems. The INS is the mandated national health research institution under Mozambique's Ministry of Health. The Ministry's Department of Planning and Cooperation will serve as a partner on this project. It is responsible for the Ministry's work on national health accounts, resource allocation, and national health information systems. It also leads evaluation activities and large-scale health surveys. The primary external partner is Brazil's national health research institution, FIOCRUZ. The institution will be involved in curriculum development and delivery of short courses, and a master's program in health systems research. The program will build on the experience of two master's programs that are addressing capacity needs in the health sector: the master's in biomedicine, a combined INS-FIOCRUS program, and the master's in public health and field epidemiology, a collaboration between the University of Eduardo Mondlane and the Centers for Disease Control in the U.S. Project partners will also include the University of Eduardo Mondlane, the Health Economics Unit of the University of Cape Town, South Africa, and EQUINET, a regional network on equity in health in Southern and Eastern Africa. CIDA is contributing to the improvement of delivery and management of the National Health Service in order to provide integrated local health services to mothers and children where they live. Through this project, CIDA works in close collaboration with other donors and the Government of Mozambique on building effective, transparent, and accountable country systems; increasing coordination and harmonization among donors; and reinforcing mutual accountability. Sector support projects such as this one also help foster greater policy dialogue between CIDA, government, and partners, which helps to reinforce efforts for effective, focused aid and long-term development results. Continuous monitoring and evaluation of this project is undertaken in coordination with other donors. The project aims to achieve nation-wide progress in the health sector as well as improvements in the Government's ability to manage and administer its health sector, thereby ensuring that the Government of Mozambique can maintain the progress achieved through this project. Expected results from Prosaude include: 17% increase in the number of women delivering in health institutions, 36% increase in the number of children less than one year old with full immunization, 11% increase in the number of women receiving at least two doses of preventive malaria treatment during prenatal visits, and antiretroviral medication distributed to 38,057 children and 94,151 pregnant women. Project activities also include: construction and/or upgrade of 40 health centres, installation of 450 water points at health centres, construction, expansion or rehabilitation of 250 maternity rooms at health centres, 98% of health units using integrated management of childhood diseases, and training for an additional 1700 health workers. This project aims to strengthe...n civil registration and vital statistics (CRVS) systems to enhance the health and well-being of women and children in developing countries. CRVS systems provide timely and reliable data for public health statistics that are necessary for the effective planning and monitoring of health systems. This project accelerates efforts to improve CRVS systems by: (1) performing in-depth case studies of specific CRVS needs; (2) developing investment plans that lay out the costs associated with developing effective CRVS systems; and (3) conducting a technical consultation to discuss findings and potential challenges for future investments in CRVS. This project also aims to provides a roadmap for potential future investments in CRVS in the four targeted countries. In addition, the project seeks to collect critical information for a high-level event on CRVS taking place in Canada in 2014 and to address the gaps in support for CRVS globally.

This project supports the Nati...onal Evaluation Platform approach, which seeks to make maternal and child health and nutrition programs and policies more accountable, effective, equitable, and evidence-based. The main goal of the Platform approach is to develop central, comprehensive databases that house quality data on maternal, newborn and child health and nutrition. L'objectif principal de la plateforme est de permettre l'élaboration de bases de données centrales exhaustives qui comportent des données fiables sur la santé et la nutrition des mères, des nouveau-nés et des enfants. Les gouvernements et les partenaires du développement peuvent ensuite analyser et utiliser ces données pour prendre des décisions éclairées afin de planifier des initiatives efficaces et de grande qualité en matière de santé et de nutrition des mères et des enfants qui répondent aux besoins des populations les plus à risque. La plateforme permet de surmonter les difficultés liées aux méthodes d'évaluation de programme traditionnelles et propose une solution rentable qui donne aux administrations nationales de meilleurs outils pour prendre des décisions concernant leurs propres systèmes de santé. The Uniterra international vol...untary program aims to contribute to poverty reduction and sustainable development through national and regional sectoral approaches in 13 developing countries with the support of 2,500 volunteers. The Uniterra program focuses on strengthening the capacity of 225 key organizations that work in private sector development, governance, health, and education. More specifically, the program focuses on improving access to health and education services, markets, and political participation; fostering equality between women and men; engaging organizations in political dialogue in specific sectoral issues; and raising awareness among Canadians of national, regional, and global issues with regards to private sector development, governance, health, education, and equality between women and men. The Uniterra program is jointly operated by the Centre for International Studies and Cooperation (CECI) and World University Services of Canada (WUSC). / Le programme de volontariat international Uniterra vise à contribuer par des approches sectorielles nationales et régionales à la réduction de la pauvreté et au développement durable dans 13 pays en développement avec l appui de 2 500 volontaires. Le programme Uniterra est axé sur le renforcement des capacités de 225 organisations clés du secteur privé, de la gouvernance, de la santé et de l éducation. The project aims to increase a...nd strengthen the effectiveness of citizen participation in the Mesoamerican region and Canada in the struggle to eradicate poverty and injustice. Activities include: (1) technical and financial support to improve partners capacity to deliver gender equality training; and (2) establishment of a regional learning-network for Action Initiatives in food security, violence against women, rights to indigenous and Afro-descendent people, and HIV/AIDS and inter-cultural bilingual education. The program also aims to engage over 5,000 Canadians in efforts to promote peace, human rights and democracy. The interventions of the project aim to benefit about 177,000 people in this region. / Le projet vise à augmenter et à renforcer l efficacité de la participation des citoyens dans la région Mésoaméricaine et au Canada dans la lutte pour éradiquer la pauvreté et l injustice. Inequalities in access to and ...quality of health services result in poorer health for disadvantaged groups. In West Africa, poor access to health care has been linked to increased mortality of children under five. Several issues that affect access to and quality of health care for the poor and vulnerable in West Africa are neglected because of systemic 'blind spots' - issues that are not covered by regular investigative protocols, are not questioned because they are part of well-established routines, or conflict with other interests. They include practices that don't comply with official standards, bottlenecks within healthcare organizations, and shortcomings in implementing healthcare policies in the field. Even when these issues are discussed, the lack of reliable data makes it difficult to propose and implement workable solutions. These neglected issues need to be properly documented, shared, and discussed publicly to foster reform that will improve the quality of health care, especially for the most vulnerable. Funding will support six research projects on issues in the health care system that affect access to and quality of care. Results will then link to reform efforts. Researchers will tackle key issues that have direct implications on the quality of care available to vulnerable populations, including daily service delivery, women's health, decentralization, and sustainability. Research will be undertaken in Niger to build a comprehensive picture of what is needed to reform a national health system. Local health professionals and public health officials will participate in studies and provide an insider's perspective on how the system is actually functioning. The project will strengthen the skills of West African researchers in the social anthropology of health, promote mentoring of young African researchers, and improve the quality of empirical social sciences research conducted in Africa. It will also provide researchers, health care professionals, and community activists with a forum for discussion and will bring these issues to the attention of public health officials and health professionals. Several training activities involving students, PhD students and health care workers will be incorporated in the ongoing work. Conferences will be held at local, district and national levels to share the results of the six research projects. Results will also be released internationally to francophone and anglophone scientific and academic communities, and to the media through reports, articles, and other publications.

This project aims to increase ...employment and other income-generation opportunities by improving access to post-secondary education for women and men living in remote and under- served communities of the Caribbean. The project seeks to strengthen the Open Campus of the University of the West Indies (UWI) to make high-quality education available to more people across the Caribbean through the use of distance education technologies. This is key in a region where countries are separated by the sea, making it difficult for many people to access the three traditional campuses of UWI (in Trinidad, Jamaica, and Barbados). The virtual Open Campus seeks to deliver expanded program offerings that are better aligned with labour market needs, and undertake stronger marketing outreach to students. Some project activities include: (i) designing, developing and delivering demand-driven, gender and environmentally sensitive post-secondary distance education programs to students across the Caribbean; (ii) training faculty, instructors and tutors in gender and environmentally sensitive course design, development and delivery; (iii) conducting a comprehensive analysis of program requirements to better respond to labour market needs., and (iv) setting up new library virtual services (online) that can be accessed by all Open Campus learning sites throughout the Caribbean. / Le but de ce projet est d accroître l emploi et autres activités rémunératrices en améliorant l accès aux études postsecondaires des hommes et des femmes qui vivent dans des collectivités éloignées et mal desservies des Caraïbes. Le projet vise à renforcer les capacités de l Open Campus de l Université des West Indies (UWI), afin que celui-ci puisse rendre l éducation de qualité supérieure accessible à un plus grand nombre de personnes, partout dans les Caraïbes, en utilisant des technologies d enseignement à distance. Le recours à de telles technologies est essentiel dans une région où les pays sont séparés par la mer, ce qui rend difficile, pour de nombreuses personnes, l accès aux trois campus traditionnels de l UWI situés à Trinité, en Jamaïque et à la Barbade. L Open Campus virtuel vise à offrir des programmes élargis mieux adaptés aux besoins du marché du travail et à renforcer les efforts de promotion auprès des étudiants. The goal of the Canadian Rotar...y Collaboration for International Development s (CRCID) program is to improve the living conditions of disadvantaged groups, especially vulnerable children and girls, in eight developing countries in Central America and in Africa. The program supports eight initiatives in either literacy, education or health (including water and sanitation). CRCID supports sustainable initiatives in developing countries by (1) participating actively in the development and implementation of effective programs that meet the needs of the communities in developing countries; (2) creating and enhancing development awareness in Canada and abroad; (3) building capacity in Canada, and in developing countries; (4) securing human and financial resources; and (5) ensuring sound governance within Canadian and developing country organizations. / L objectif du programme du Canadian Rotary Collaboration for International Development (CRCID) est d améliorer les conditions de vie des groupes défavorisés, en particulier les enfants et les filles vulnérables, dans huit pays en développement d Amérique centrale et d Afrique. This project responds to a req...uest from the Government of the North West Frontier Province to support the objectives set out in Pakistan s devolution plan to decentralize the delivery of social services. The project aims to strengthen the role of civil society in social service planning, delivery, and monitoring; increase commitment to gender responsiveness in social service delivery; strengthen the capacity of public servants to engage with citizens and support citizens role in service delivery; and broaden the base of support for devolution. Activities are being implemented in partnership with the Sarhad Rural Support Program, a local Pakistan non-governmental organization. / Ce projet a été élaboré en réponse à une demande du gouvernement de la province de la Frontière du Nord-Ouest. En effet, les autorités provinciales souhaitaient obtenir un appui pour atteindre les objectifs fixés par le gouvernement pakistanais dans le Plan de dévolution des pouvoirs, qui vise à décentraliser la prestation des services sociaux. Le projet vise à renforcer le rôle de la société civile dans la planification, la prestation et le suivi des services sociaux; à encourager la prise en compte de la problématique hommes-femmes dans la prestation des services sociaux; à élargir la base de l appui à la dévolution des pouvoirs. La mise en oeuvre des activités se fait en partenariat avec une organisation non gouvernementale pakistanaise locale, le Sarhad Rural Support Program.

The project aims to increase t...he income of 3,750 women in rural districts of Sindh and Punjab provinces by creating employment opportunities in road and community infrastructure maintenance. It provides employment and entrepreneurship skills for the poorest women in the community. It also builds partnerships between district governments and community organizations as well as key private sector partners to strengthen investments in road and infrastructure maintenance and to promote employment opportunities for poor rural women. The total budget for this project is $15.4 million. $5.1 million has been allocated for short-term employment opportunities to assist with economic recovery following the severe monsoon flooding in 2010. / Le projet vise à créer des possibilités d'emploi dans le domaine de l'entretien des routes et des infrastructures communautaires afin d'augmenter le revenu de 3,750 femmes vivant dans les districts ruraux des provinces de Sind et de Panjab. Il permet de fournir des compétences en emploi et en entrepreneuriat aux femmes les plus démunies de la collectivité. De plus, le projet permet de créer des partenariats entre les gouvernements de district et les organisations communautaires et des liens avec le secteur privé en vue de renforcer les investissements dans l'entretien des routes et des infrastructures ainsi que de promouvoir les possibilités d'emploi pour les femmes démunies vivant dans les districts ruraux. Le budget total pour ce projet est de 15,4 millions de dollars. Une somme de 5,1 millions de dollars a été allouée à des projets axés sur les possibilités d'emploi à court terme en vue de contribuer à la relance économique à la suite des graves inondations dues à la mousson survenues en 2010.

The goal of this project is to... provide women livestock farmers with greater access to and control of economic resources. It aims to increase the productivity of the dairy sector in three districts of southern Punjab in a way that creates opportunities for women to contribute more equitably to the sector. The project supports activities in three main areas: i) The project aims to strengthen 100 existing dairy cooperatives (Farmers Milk Cooperatives) and establish up to 250 new cooperatives. Activities in this area include: providing the cooperatives with modern milk processing equipment; training farmers in modern techniques for breeding and raising livestock; and establishing local support services such as veterinary workers, artificial insemination technicians, and milk marketing specialists. ii) The project aims to increase the contribution of women livestock farmers to the dairy sector. Activities in this area include: providing the poorest women with assests such as buffalos, barns, feed mixers, and water troughs; providing training on how to use and manage these new assets; and providing training for female executives of the cooperatives to help them become more widely involved across the dairy sector. iii) The project aims to facilitate the creation of connections between farmers, cooperatives, the private sector, and the government. Activities in this area include: poster campaigns to increase the visibility of the cooperatives; media and communications campaigns to engage potential private sector partners for farmers and the cooperatives; and expanding the ability of the cooperatives and the government to provide local educational and advisory services that meet the needs of the dairy sector. The project is expected to benefit up to 12,250 dairy farmers and their families. / Ce projet vise à donner aux agricultrices qui élèvent du bétail un meilleur accès aux ressources économiques et un contrôle accru sur celles-ci. Il vise à accroître la productivité du secteur laitier dans trois districts dans le Panjab du Sud pour offrir aux femmes la possibilité de contribuer de façon plus équitable à ce secteur. Le projet appuie des activités dans trois domaines clés suivants : i) Le projet vise à renforcer 100 coopératives laitières existantes (coopératives agricoles laitières) et à créer jusqu à 250 nouvelles coopératives. New research will help indigen...ous peoples in Latin America tackle the inequity, racial discrimination, and other barriers they face in accessing their right to health care.Geographic and language barriers, combined with ethnic and racial discrimination, are some of the reasons why indigenous peoples experience social exclusion. These factors impede their access to good health care. They also make it difficult for them to participate in the public sphere, and then to influence health policies and practices. Guatemala's progressive social reforms recognize the right to health for all citizens. This research project aims to strengthen the governance of the country's health system and enhance equity through the active participation of indigenous communities. Researchers will share their knowledge to implement a rights-based intervention in rural Guatemala. They will evaluate the intervention's impact on discriminatory treatment in health facilities, with a focus on providing communities with tools and strategies to monitor existing public policies and healthcare services. The impact evaluation will then help determine the effectiveness of the intervention in achieving better community participation in health policies, and reducing discriminatory practices in service delivery. Results will be disseminated throughout the project by means of development blogs, virtual networks, educational newsletters, screening of audiovisuals, meetings and workshops, educational radio programs, and policy briefs. Recipients will be local and national health policymakers and managers. The findings will also be shared with various stakeholders in Ecuador, a country that is interested in launching a similar intervention. Other expected outcomes include higher levels of empowerment among indigenous communities. Findings are expected to inform policy development in Central America and increase the capacities of the research teams as they share methods and knowledge.

The implementation of intercul...tural health programs, often understood as the integration of indigenous and biomedical models of medicine, is a common challenge in many countries. Currently there is great interest in implementing intercultural health programs in Peru and throughout the Latin American region. This project capitalizes on this window of political and social interest. It looks at the challenges of implementing intercultural health programs by examining three case studies in Peru, selected for their potential to provide lessons and best practices. The three case studies are an intercultural maternal health program delivered by the Ministry of Health; a health program implemented by an indigenous organization to address the lack of public health services reaching their communities; and a food and nutrition program for women, children, and the elderly, implemented by a non-governmental organization, that integrates indigenous knowledge and practices. The project will be led by researchers from the Institute for Peruvian Studies. From the case studies, best practices and recommendations for effective intercultural health programming will be drawn. Results will be shared with local and national actors, including the Peruvian body responsible for implementing intercultural health.

The Uniterra international vol...untary program aims to contribute to poverty reduction and sustainable development through national and regional sectoral approaches in 13 developing countries with the support of 2,500 volunteers. The Uniterra program focuses on strengthening the capacity of 225 key organizations that work in private sector development, governance, health, and education. More specifically, the program focuses on improving access to health and education services, markets, and political participation; fostering equality between women and men; engaging organizations in political dialogue in specific sectoral issues; and raising awareness among Canadians of national, regional, and global issues with regards to private sector development, governance, health, education, and equality between women and men. The Uniterra program is jointly operated by the Centre for International Studies and Cooperation (CECI) and World University Services of Canada (WUSC). / Le programme de volontariat international Uniterra vise à contribuer par des approches sectorielles nationales et régionales à la réduction de la pauvreté et au développement durable dans 13 pays en développement avec l appui de 2 500 volontaires. Le programme Uniterra est axé sur le renforcement des capacités de 225 organisations clés du secteur privé, de la gouvernance, de la santé et de l éducation. Plus particulièrement, il vise à : améliorer l accès aux services de santé et d éducaion, aux marchés et à la participation politique; favoriser l égalité entre les femmes et les hommes; engager les organisations dans le dialogue sur les politiques en lien avec les enjeux de leur secteur; sensibiliser les Canadiens et les Canadiennes aux enjeux nationaux, régionaux et mondiaux autour du secteur privé, de la gouvernance, de la santé, de l éducation et de l égalité entre les femmes et les hommes. This project aims to strengthe...n civil registration and vital statistics (CRVS) systems to enhance the health and well-being of women and children in developing countries. CRVS systems provide timely and reliable data for public health statistics that are necessary for the effective planning and monitoring of health systems. This project accelerates efforts to improve CRVS systems by: (1) performing in-depth case studies of specific CRVS needs; (2) developing investment plans that lay out the costs associated with developing effective CRVS systems; and (3) conducting a technical consultation to discuss findings and potential challenges for future investments in CRVS. This project also aims to provides a roadmap for potential future investments in CRVS in the four targeted countries. In addition, the project seeks to collect critical information for a high-level event on CRVS taking place in Canada in 2014 and to address the gaps in support for CRVS globally.

This project seeks to increase... the registration of children under the age of five, and improve the availability, quality, timeliness, and use of health information to assist in the planning of effective activities to improve maternal, newborn and child health (MNCH). The project also seeks to improve the availability and quality of information on child mortality to better inform planning and resource allocation, and increase accountability to MNCH efforts. The project assists developing countries to increase number of birth registrations by addressing access barriers, including reaching those who live in rural areas by mobilizing community health workers in the birth registration process. The project also seeks to use innovations, such as SMS technologies, to increase the number of births being registered. This initiative supports two key recommendations from the United Nations Commission on Information and Accountability for Women and Children s Health: (i) to take significant steps to establish a system for registration of births, deaths and causes of death, and have well-functioning health information systems; and (ii) to integrate the use of information and communication technologies in national health management information systems and health infrastructure. / Ce projet vise à accroître le nombre d enfants de moins de cinq ans dont la naissance est enregistrée et à améliorer la disponibilité, la qualité, la rapidité et l utilisation de l information sanitaire pour appuyer la planification d activités efficaces visant à améliorer la santé des mères, des nouveau-nés et des enfants (SMNE). Le projet vise également à améliorer la disponibilité et la qualité de l information sur la mortalité infantile de façon à mieux éclairer la planification et l affectation des ressources, ainsi qu à augmenter la responsabilité pour les efforts relatifs à la SMNE. Le projet aide les pays en développement à accroître le nombre d enregistrements des naissances en s attaquant aux obstacles à l accès, notamment en rejoignant les populations qui vivent en régions rurales en mobilisant les travailleurs en santé communautaire dans le cadre du processus d enregistrement des naissances. The Uniterra international vol...untary program aims to contribute to poverty reduction and sustainable development through national and regional sectoral approaches in 13 developing countries with the support of 2,500 volunteers. The Uniterra program focuses on strengthening the capacity of 225 key organizations that work in private sector development, governance, health, and education. More specifically, the program focuses on improving access to health and education services, markets, and political participation; fostering equality between women and men; engaging organizations in political dialogue in specific sectoral issues; and raising awareness among Canadians of national, regional, and global issues with regards to private sector development, governance, health, education, and equality between women and men. The Uniterra program is jointly operated by the Centre for International Studies and Cooperation (CECI) and World University Services of Canada (WUSC). / Le programme de volontariat international Uniterra vise à contribuer par des approches sectorielles nationales et régionales à la réduction de la pauvreté et au développement durable dans 13 pays en développement avec l appui de 2 500 volontaires. Le programme Uniterra est axé sur le renforcement des capacités de 225 organisations clés du secteur privé, de la gouvernance, de la santé et de l éducation. Plus particulièrement, il vise à : améliorer l accès aux services de santé et d éducaion, aux marchés et à la participation politique; favoriser l égalité entre les femmes et les hommes; engager les organisations dans le dialogue sur les politiques en lien avec les enjeux de leur secteur; sensibiliser les Canadiens et les Canadiennes aux enjeux nationaux, régionaux et mondiaux autour du secteur privé, de la gouvernance, de la santé, de l éducation et de l égalité entre les femmes et les hommes. Le programme Uniterra est mis en oeuvre conjointement par le Centre d étude et de coopération internationale (CECI) et Entraide universitaire mondiale du Canada (EUMC).

Over the past two decades, man...y corporations have begun philanthropic contributions to universities under the rubric of corporate social responsibility (CSR). In an era of dwindling support from governments and foundations, many universities have, in turn, begun to solicit funds from businesses. In the case of schools of public health, some potential corporate funders make products that may be considered harmful to health or a threat to the environment, creating a potential conflict of interest. The overall aim of this project is to inform a policy debate about possible guidelines for making decisions about accepting funds from for-profit corporations. At present, there are no generalized guidelines to govern the receipt of research and sponsorship funds from for-profit corporations - practices differ by schools and programs of public health. This project, managed by the American University of Beirut, will survey public health academics and practitioners around the world about their attitudes and practices around funding from for-profit corporations, particularly those whose products are associated with non-communicable diseases. The project will also review existing policies that govern schools of public health around the globe with respect to taking funds from for-profit corporations. The project will focus on schools and programs of public health in the Eastern Mediterranean region, North America, Africa, and Southeast Asia.

The Asian Partnership on Emerg...ing Infectious Diseases Research (APEIR) is a multi-country, multi-disciplinary and multi-sectoral research network that enables researchers and experts from several sectors, including agriculture and health, to explore joint research and policy questions in animal and public health. The partnership uses an ecohealth approach to address the complexity of emerging infectious diseases. This project presents a new phase of APEIR research on emerging threats from antimicrobial resistance and wildlife trade. It aims to strengthen the field of ecohealth and enhance emerging infectious disease control in Asia through research, capacity building, social and policy advocacy, and stronger knowledge and response networks. The wide use and abuse of antimicrobials as anti-infective drugs and non-therapeutic treatments are key contributors to persistent infections caused by resistance to antimicrobials. This use and abuse is also a major cause of morbidity and mortality around the world. In China and Southeast Asia, the lack of policy or regulation enforcements means that the use of antibiotics is not well-controlled. This research will provide evidence and guidance to develop country-specific and regional strategies to improve the responsible use of antibiotics and to reduce the emergence of resistant infectious agents in China, Indonesia, Laos, Thailand, and Vietnam.Southeast Asia's thriving wildlife trade supports disease transmission to humans. It also threatens livestock, international trade, rural livelihoods, native wildlife populations, and ecosystem health. Little is known about the zoonotic disease risks involved in transmitting diseases between animals and humans. This study will assess the pathogens that circulate and will explore possible pathways of transmission to humans, specifically in China, Laos, Thailand, and Vietnam. It will help prevent emerging zoonotic infectious diseases. It will also decrease wildlife consumption, while educating people about the safe and wise use of wildlife as a source of food protein for poor people. Finally, it will support wildlife diversity and mitigate illegal wildlife trade in the region.Building on past research on avian influenza and ongoing knowledge-translation activities in the health field, this new phase of work will help APEIR build and support regional capacity to communicate and share knowledge to promptly address emerging infectious disease threats.

New research will explore the ...potential of community participation in Uganda and South Africa to address inequities in health and promote health governance systems that give voice to the poorest and most marginalized.Realizing the right to health requires responsive and accountable governance of health systems. In Eastern and Southern Africa, several initiatives have promoted community participation in health systems and public policy-making as central to this challenge. For instance, in South Africa, a country that recognizes the right to health in its constitution, local health committees were set up to promote community participation in decision-making. In Uganda, village health teams and parish development committees were created as part of decentralizing health systems. However, despite these efforts, meaningful participation by communities has not been achieved. Community actors have limited capacity to access and use information for decision-making, lack a proper orientation to rights-based strategies, and don't fully understand the role they can play in governing health systems. This research project aims to develop models of good practice for community participation in Uganda and South Africa that can strengthen the governance of health systems and advance health equity. It will do this by building the capacity of communities in Uganda and South Africa using existing community participation structures. Research will assess the effectiveness of these structures in fulfilling their roles, particularly those related to processing patient complaints. It will link them with other civil society organizations to build a broader base of support. The project will also develop ways to engage with policymakers and health officials to lobby for effective policies that support the empowerment of health committees. The project will produce training, advocacy, and lobbying materials for community organizations, as well as teaching materials to strengthen public health curriculum. It will also produce a series of evaluation reports assessing the piloted models and their activities and disseminate good practices within the region. Overall, the project is expected to foster more participatory governance of health systems and strong local, national, and regional networking on the right to health.

The literature on public servi...ce delivery alternatives has to date been highly localized, sector specific and lacking in methodological consistency. This project seeks to analyze health, water and electricity delivery models in Africa, Asia and Latin America in order to identify and document successful alternatives to commercialization. Researchers will draw up a set of evaluation criteria (norms), carry out a mapping exercise, refine the conceptual model in a workshop, and identify a set of cases for in-depth study. The selected case studies will represent a cross-section of sectors, regions and models highlighted during the mapping exercise. In the final stage of the project, researchers will examine the findings as a whole, with an emphasis on their implications for service delivery options and health systems in South and Southern Africa.

There exists limited understan...ding of how e-Health solutions are perceived, designed, implemented and used. This goes beyond considerations related to automation, power supplies and affordability. Rather, it refers to context-specific, politically-aware and socially sensitive examination of how various ICTs are being appropriated, who is being included and excluded in the process, and whether the incorporation of ICTs is leading to more equitable health outcomes. The Strengthening Equity through Applied Research Capacity Building in e-Health (SEARCH) program will cultivate local research capacity to examine e-health and whether it leads to improved health equity and stronger health systems. Emphasis will be placed on methodological and analytical rigor, and policy dialogue. The first phase of SEARCH will involve scoping studies and workshops, with will elaborate the research agenda for the remainder of the program.
