South Asia is the most densely... populated region of the world, second only to sub-Saharan Africa in poverty indicators. It is also one of the world's most conflict-affected regions. Women feel the impact of these conflicts deeply. This project aims to improve the situation of all South Asian women who live under constant threat in militarized zones across the region.South Asia's two largest states are nuclear armed, have fought four wars, and neighbour one another. Most South Asian countries have large armies which are routinely used to counteract domestic political challenges to the state. For people living in these conflict-affected areas, the threats to their security include the armies, militant groups, rival militias, secret armies, and intelligence outfits.A large number of men in these regions take up arms for one side or the other, leading to a further spiral of violence. Women find themselves caught up in a daily struggle for survival. They are left to deal with the consequences of violence committed by state and non-state armed actors. Their voices are often unheard or ignored, even when they have demonstrated mature leadership and argue for practical solutions. This was the case for women in Nepal during the armed conflict and for the Naga Mothers Association in Nagaland, the Meira Paibis in Manipur and the Association of Parents of Disappeared Persons in Kashmir. In each case, women's voices did not become part of the mainstream discourse on conflict resolution, nor were their practical ideas adopted. They continue to suffer fear, insecurity, and the threat of physical, sexual, and psychological violence. There is no respect for their basic human rights.This project seeks to mainstream women's voices through a support program that pairs mid-career media professionals with senior researchers. The researchers will mentor media fellows to apply a gender lens and explore how complex conflict issues in militarized environments affect communities. Senior Governance, Security, and Justice (GSJ) grantees who are leading research projects on similar themes in South Asia will serve as resource persons. The fellows will carry out individual research projects. They will publish their findings in the mainstream media and bring the gendered impact of militarization into the public eye, and help to build public opinion and pressure for change.Panos South Asia will implement the project. Mid-career investigative journalists will collaborate with and be mentored by senior researchers from well-established research institutes.

This regional project aims to ...increase protection and respect for the physical and moral integrity of girls and young women in the Great Lakes region. The project is divided into three components: (1) the development and implementation of protocols for assisting victims; (2) community awareness-raising through education, training, and political dialogue in order to promote a change in the way victims are perceived and treated; (3) support for the Coalition of Collectives of Associations Working for the Advancement of Women in the Great Lakes Region (COCAFEM/GL). COCAFEM/GL is a network of 11 collectives of women's organizations from Burundi, the Democratic Republic of Congo, and Rwanda. The network brings together the associations with the most experience in combatting violence towards girls and young women in the region. The goal of this project is for COCAFEM/GL to become recognized nationally, regionally, and internationally for its influence in the fight against sexual violence. This component represents the second part of CIDA's contribution to the project, which is worth $13.5 million in total. The activities continuing in this component were initiated in component number A033944-001 (Combatting Violence Against Girls and Young Women in the Great Lakes Region - I). / Ce projet régional vise à ce que l'intégrité physique et morale des filles et des jeunes femmes soit mieux protégée et respectée dans la région des Grands Lacs Africains. Protecting Girls Against Early... and Forced Marriage in Somalia

The protection of women and gi...rls from sexual violence and Early Forced Marriage (EFM) is a priority for Canada. Available studies confirm that violence against children remains rampant in Somaliland. For example, 99.5% of all women and 79% of girls in Somaliland have undergone some sort of FGM while 75% of girls are faced with the threat of early marriage; In Somaliland, the law does not yet define a minimum age for marriage. This has led to discrepancies in the perceived age of marriage and has encouraged reliance on religious teachings that have been interpreted in very different ways. The disregard for formal judicial systems and the inaccessibility of legal systems for many girls, also impact on girls ability to seek justice when they have been made to marry against their will. EFM increases young women s exposure to HIV, sexually transmitted infections and maternal mortality. It leaves women without the knowledge and skills necessary to pursue the variety of livelihood options that will sustain them and their households through times of shock and stress. It has also been linked to lower health and education outcomes for the subsequent generation. This project will contribute to DFAIT s efforts to tangibly protect girls from EFM and its associated risks.No Cost extension executed on March 18 allowing activites to extend up to April 30, 2014 and final reporting deferred to May 30, 2014.

Incidents of sexual violence a...gainst girls and young women are finally receiving global media coverage. Media reportss and public condemnation have broken the silence on this troubling social issue, but awareness is not enough. This project will provide evidence to help transform the policy and program landscape for girls' safety and security in South Africa and Canada.New approaches to sharing knowledgeThe project team will examine how knowledge about sexual assault is co-created by girls and young women in different settings. The researchers will investigate innovative approaches to sharing information. The project's methodology draws on approaches to learning 'from the ground up,' which include digital storytelling, participatory video, cellphilms (films made with cell phones), drawing and mapping, community radio, and social media. It also builds on youth-led media making, community-based research, participatory action research, research as a form of intervention, and research as a way to generate social change.Youth leadership for policy changeThis pioneering initiative seeks to positively impact the lives of current and future generations of girls and young women. In different locations and across two countries, the research will examine how youth-led media influences community practitioners and policymakers. It aims to shift the boundaries of knowledge production and inform policy change. Specific activities include:-Conduct research into the role girls can play to inform the study and eradication of sexual violence;-Analyze the impact of participatory policy-making;-Advance understanding of how digital and social media tools can be used in participatory research;-Develop new communication approaches to prevent and address sexual violence;-Train and support girl-focused solutions;-Engage policymakers in girl-led dialogues;-Create a transnational platform for raising awareness and advocacy;-Support seven students (post-doctoral, PhD, and master's) from South Africa to work with their Canadian peers; and-Organize two training institutes for graduate students in participatory policy-making and digital and social media.Project participantsThe University of KwaZulu-Natal (South Africa) and McGill University (Canada) are leading this international and interdisciplinary partnership. The project brings together universities, government agencies, and community-based organizations.The International Partnerships for Sustainable Societies program is funding the project. The South African team is largely supported by IDRC. The Social Sciences and Humanities Research Council of Canada is providing support to the Canadian team.

This project expands the Inter...national Committee of the Red Cross s (ICRC) capacity to prevent and reduce sexual violence in five countries where serious risks of sexual and gender-based violence persist. With the support of DFATD and other donors, ICRC is: (1) strengthening emergency preparedness and operational responses to sexual violence, including through specific training and deployment of specialists; (2) promoting international humanitarian law among all parties to a conflict to prevent and reduce sexual violence; (3) working with national Red Cross and Red Crescent Societies to increase awareness of sexual violence and integrate prevention measures into their programming; and (4) working with governments to increase the prosecution of violators by strengthening national laws and policies. / Le projet accroît la capacité du Comité international de la Croix-Rouge (CICR) à prévenir et à réduire la violence sexuelle dans cinq pays dans lesquels des risques graves de violence sexuelle et sexiste continuent d exister. Avec le soutien du MAECD et d autres donateurs, le CICR : 1) renforce l état de préparation aux situations d urgence et les interventions opérationnelles en cas de violence sexuelle, notamment en formant et en déployant des spécialistes en la matière; 2) promeut le respect du droit international humanitaire auprès de l ensemble des parties à un conflit afin de prévenir et de réduire la violence sexuelle; 3) collabore avec les sociétés nationales de la Croix-Rouge et du Croissant-Rouge pour accroître la sensibilisation à la violence sexuelle et intégrer des mesures de prévention à leur programmation; 4) collabore avec les gouvernements afin que les auteurs de violences sexuelles soient traduits en justice en renforçant les lois et les politiques nationales.

UNFPA is a strong advocate for... gender equality and works with partners in emergencies contexts to ensure that the specific needs of women are considered in humanitarian response. During a humanitarian crisis, the incidence of violence against women and girls is amplified and they often face increased protection risks such as sexual violence, trafficking, and early and forced marriage. In response to this specific risk, UNFPA has launched an initiative that looks to improve sexual and gender-based violence prevention and response programming and inter-agency coordination. With the support of DFATD and other donors, UNFPA, in partnership with UNICEF, UNHCR, and the International Rescue Committee, is: (1) developing a standardized inter-agency training package and case management system for preventing and addressing gender-based violence in emergencies; (2) building the capacity of service providers to deliver training on survivor-centred care; and (3) providing on-site support to roll-out the Gender-Based Violence Information Management System. / Le Fonds des Nations Unies pour la population (FNUAP) est un ardent défenseur de l'égalité entre les sexes. À ce titre, il collabore avec des partenaires dans des situations d'urgence pour que l'intervention humanitaire tienne compte des besoins particuliers des femmes. Pendant une crise humanitaire, la violence faite aux femmes et aux filles s'accentue. De même, celles-ci sont souvent confrontées à des risques de protection accrus, comme la violence sexuelle, la traite des êtres humains ainsi que le mariage précoce et forcé. En réponse à ce risque précis, le FNUAP a lancé une initiative qui vise à améliorer la prévention de la violence sexuelle et sexiste, les programmes d'intervention et la coordination interinstitutions. During a humanitarian crisis, ...the incidence of violence against women and girls is amplified and they often face increased protection risks such as sexual violence, trafficking, and early and forced marriage. The International Organisation for Migration (IOM) plays a crucial role in addressing protection needs of women and girls at the camp level through its role as the cluster lead for Camp Coordination and Camp Management and has launched a cluster-specific initiative to address violence against women and girls in emergencies and natural disasters. With the support of DFATD and other donors, IOM is: (1) improving its ability to identify and address gender-based violence in camps; (2) establishing protection and gender-based violence focal points in camp management operations at the country level; and (3) providing training and workshops for partners working in camp settings on the prevention of gender-based violence in camps. / Pendant une crise humanitaire, la violence faite aux femmes et aux filles s accentue. Elles sont souvent confrontées à des risques de protection accrus comme la violence sexuelle, la traite des êtres humains ainsi que le mariage précoce et forcé. Lorsqu il s agit de répondre aux besoins de protection des femmes et des filles dans les camps, l Organisation internationale pour les migrations (OIM) joue un rôle crucial, notamment en tant que principal organisme responsable de la gestion et la coordination de ces questions. C est ainsi qu elle a lancé une initiative thématique contre la violence faite aux femmes et aux filles dans des situations d urgence et des catastrophes naturelles. Avec le soutien du MAECD et d autres donateurs, l OIM peut : 1) améliorer sa capacité à détecter et à combattre la violence sexiste dans les camps; 2) créer des points de convergence pour la protection et la lutte contre la violence sexiste, notamment en ce qui concerne la gestion des camps au niveau du pays; 3) donner de la formation et des ateliers aux partenaires travaillant dans les camps sur la prévention de la violence sexiste.

This project aims to reduce ch...ild, early and forced marriage by galvanizing stronger political support, greater resources, better programming, and improved tracking of progress to end child, early and forced marriage. The project works in countries that have a strong history of commitment and action to delay marriage and are poised for scale up, and in countries at earlier stages that present increasing promise for action. Some project activities include: (1)supporting national actors to develop or enhance resourced national plans to end child marriage; (2) supporting lawmakers to develop legislation on child, early and forced marriage that is grounded in human rights; (3) engaging key stakeholders, including religious leaders, teachers, health practitioners, child protection practitioners, military and police officials to advocate for the end of child, early and forced marriage in their communities;(4) developing better measures to gauge the rate of child marriage within countries; and (5) convening South-South exchanges to refine the overall approach to end child, early and forced marriage across all countries. Child, early and forced marriage threatens the lives and futures of young girls in many countries globally. Canada is committed to intensifying international efforts to end child, early and forced marriage in every corner of the world. / Ce projet vise à réduire le mariage d enfants, le mariage précoce et le mariage forcé en mobilisant un soutien politique vigoureux, des ressources supplémentaires, de meilleurs programmes et en favorisant un suivi amélioré des progrès visant à enrayer le problème. Il se déroule dans des pays qui s emploient de longue date à retarder le mariage et qui sont en passe d intensifier leur action, de même que dans les pays qui ne sont pas rendus aussi loin, mais qui sont susceptibles de faire davantage. Silence around the topic of se...xual violence has increased in South Asian countries of Bangladesh, India, Nepal, Pakistan and Sri Lanka, even as its incidence has also increased in recent conflicts. The end of violence in Sri Lanka, for example, has not produced open discussion about the use of sexual violence as a weapon of war. The Bangladesh War Crimes Tribunal of 2009 makes no mention of rape, despite its widely acknowledged occurrence. Elsewhere in the world, rape is increasingly being discussed and accepted not only as a weapon of war but also as a crime against humanity and as an instrument of genocide. In South Asia, however, critical analysis of existing jurisprudence on sexual violence is a newly emerging area of scholarship in the region, and a solid community of practice has yet to emerge.This project investigates why the issue of sexual violence remains taboo in South Asian discussions of nations and people caught in political conflict. It will bring together the collective knowledge of South Asian academics, researchers and activists on the subjects of sexual violence and impunity. The project aims to build a community of young and committed researchers who will bring new insights to bear on their work. In these ways, it will ultimately help open up a fuller dialogue on peace and justice in South Asia. One aspect of the project's activities will consist in commissioning analytical research papers from expert researchers on the topics of sexual violence and impunity, justice and reparations, and legal practices and gaps. A second element will consist in oral histories with survivors of sexual violence. Finally, workshops on each of the research areas will bring together writers and researchers to share knowledge and build research capacity. Project findings will be shared through books and other media, and will be used to advance advocacy and lobbying work with states and governments.

Sexual and gender-based violen...ce in the context of conflict situations is a vicious attack on human dignity that undermines the progression of transitional States. Accountability for SGBV crimes under international law has historically been neglected, largely due to the lack of legal frameworks, weak political will, and a misperception of these crimes as difficult to prosecute. The international will to address these crimes has shifted in the course of the past two decades. This is evident in the entering into force of the Rome Statute; seminal jurisprudence of international courts in Yugoslavia, Rwanda and Sierra Leone; as well as key UN Security Council Resolutions (UNSCRs) that recognize sexual violence in conflict as fundamentally an international peace and security threat. The evolving capacity of the international community to prosecute these crimes is aided by the development of skilled and rapidly deployable investigative expertise across a wide range of SGBV-related issues and priorities (eg. psycho-social trauma counseling, investigations, human rights experts, witness protection/victim assistance experts, etc.). JRR has joined with UN Women and the Institute for International Criminal Investigation (IICI) in a partnership aimed at coordinating necessary SGBV training of these experts and their deployment availability to the international community. The success of field investigations into gender-based violence in conflict situations rests on the commissioning agency(eg. UN Women, Office of the High Commissioner for Human Rights (OHCHR) being able to deploy sufficient investigators within a finite and ever-reducing window of opportunity to gather and preserve vital evidence that can lead to effective prosecution as well as maximize the likelihood of eventual indictment and conviction of perpetrators. The timely deployment of experts is dependent on several variables, perhaps the most important of which is the availability of deployment support funding. As the UN agencies that have been given responsibility for overseeing these deployments are not funded for these support costs, they rely on the generosity of donors like Canada to carry out this aspect of their mandated work. Presently, UN Women needs support funding related to investigations requested for Guatemala, Burundi and Colombia, as well as Commissions of Inquiry (CoIs) in Syria and North Korea, the first three of these in support of the countries themselves, while the Syria and North Korea CoI investigations are in support of the OHCHR. The anticipated investigation time-frames are between 4 and 6 months for the first three investigations and possibly up to 10 months for the Syria investigation. The cost estimate is based on deploying up to 4 experts from the special JRR SGBV roster to one or more of the Guatemala, Burundi, Colombia and North Korea investigations and up to 3 experts to the Syria CoI investigation.In the end, a TOTAL of 5 deployments were covered under this ag

Data on sexual violence agains...t women and men, both during and after conflicts, shows alarming levels of abuse across the globe. According to UN Women, at least 200,000 cases of sexual violence, mostly involving women and girls, have been documented in the eastern Democratic Republic of Congo. In Sarajevo, the United Nations reports that some 80% of the 5,000 male inmates held at a concentration camp reported being raped, and more than 50,000 women were raped. In Colombia, 36% of internally displaced women reported being raped, according to the Ministry for Social Protection. In Timor-Leste, Truth Commission investigators collected statements pointing to systematic evidence of sexual violence, including rape and sexual slavery, carried out during the conflict with Indonesia.High rates of sexual violence do not end when a peace agreement is signed. In fact, they often continue long after conflicts have ended. Why? These abuses are often excluded from peace processes and conflict resolution mechanisms. This can be the result of a lack of readily available data or simply because the issue is too sensitive. As a result, public authorities tend to tolerate high rates of impunity on sexual violence-related crimes, even in times of peace. In other words, they simply fail to bring perpetrators in these cases to justice.This project seeks to help break this cycle by generating practical knowledge around the nature of sexual violence and impunity with an emphasis on Indonesia and Timor-Leste. Researchers will also begin exploratory work in Myanmar, where sexual violence remains a key feature of past and present conflicts. More specifically, the research will:-help women survivors of sexual violence achieve justice by participating in action research;-generate practical, in-depth knowledge to identify ways to use the research evidence to engage local and national policymakers and community leaders;-identify comparative lessons, success stories, and tools for policymakers;-contribute to a transitional justice framework which improves the accountability, legitimacy, and effectiveness of regional, national, and international human rights institutions to combat sexual violence; and,-generate findings about the socio-economic needs of women sexual violence survivors and their access to support services to help improve and address gaps in services.By working with civil society and sexual violence survivors, researchers will examine why and how sexual violence impunity persists, with the goal of developing an evidence base that will help victims' organizations and governments address these crimes. The research team will document incidents of sexual violence and map out survivor strategies to overcome trauma, meet practical needs, and seek justice. They will also hold focused dialogues to collect and share evidence on what works and what does not work to address impunity on issues of sexual violence. This project aims to reduce ch...ild, early and forced marriage by galvanizing stronger political support, greater resources, better programming, and improved tracking of progress to end child, early and forced marriage. The project works in countries that have a strong history of commitment and action to delay marriage and are poised for scale up, and in countries at earlier stages that present increasing promise for action. Some project activities include: (1)supporting national actors to develop or enhance resourced national plans to end child marriage; (2) supporting lawmakers to develop legislation on child, early and forced marriage that is grounded in human rights; (3) engaging key stakeholders, including religious leaders, teachers, health practitioners, child protection practitioners, military and police officials to advocate for the end of child, early and forced marriage in their communities;(4) developing better measures to gauge the rate of child marriage within countries; and (5) convening South-South exchanges to refine the overall approach to end child, early and forced marriage across all countries. Child, early and forced marriage threatens the lives and futures of young girls in many countries globally. Canada is committed to intensifying international efforts to end child, early and forced marriage in every corner of the world. / Ce projet vise à réduire le mariage d enfants, le mariage précoce et le mariage forcé en mobilisant un soutien politique vigoureux, des ressources supplémentaires, de meilleurs programmes et en favorisant un suivi amélioré des progrès visant à enrayer le problème. Il se déroule dans des pays qui s emploient de longue date à retarder le mariage et qui sont en passe d intensifier leur action, de même que dans les pays qui ne sont pas rendus aussi loin, mais qui sont susceptibles de faire davantage. Parmi les activités du projet : 1) aider les acteurs nationaux à dresser ou à améliorer des plans assortis des ressources nécessaires pour mettre fin au mariage d enfants; 2) aider les législateurs à élaborer des lois sur le mariage d enfants, le mariage précoce et le mariage forcé qui sont axées sur les droits de la personne; 3) inciter les intervenants, y compris les dirigeants religieux, les enseignants, les professionnels de la santé, les professionnels de la protection des enfants, les militaires et les policiers à préconiser la fin du mariage précoce, du mariage forcé et du mariage d enfants dans leurs collectivités; 4) concevoir de meilleures mesures pour évaluer le taux de mariage d enfants dans les divers pays; 5) organiser des échanges Sud-Sud pour améliorer les démarches globales visant à mettre fin au mariage d enfants, au mariage précoce et au mariage forcé dans tous les pays. An estimated 34% of girls in Z...imbabwe will be married by the time they are 18 years old. This may be a conservative estimate as available evidence shows that in recent years the age at marriage has fallen from 19 (for women aged 20-49) to 16 years1 and may continue to decrease. Ninety-three percent of girls-mostly aged 10 to18 years report sexual violence compared to seven percent boys in Zimbabwe2. This is an indication that society views adolescent girls as “women†which makes them increasingly at risk of sexual violence or child marriage when they reach puberty. Adolescent girls have indicated that child marriage is one of their biggest barriers to completing secondary education3, in some areas girls marry as early as 12 years4. Girls are married off early for religious, cultural and economic reasons. The project will target girls and boys from the poorest and most vulnerable households to reduce their risk of being subjected to child marriage. This project aims to empower g...irls at risk of child marriage by building their skills and assets so that they have the capabilities to determine their own futures, especially choices about if, when and who they marry. It empowers married girls in Zimbabwe and Bangladesh to realize their full potential and become advocates and mentors for younger unmarried girls. In addition, it mobilizes communities to transform the attitudes and practices that drive child marriage, while taking actions to support girls' rights, create opportunities and promote education and sexual and reproductive health. The project supports an enabling and protective environment to effectively respond to child marriage through implementation of laws, policies and local child protection systems. And finally, it builds a knowledge base on prevention and responses to child marriage to facilitate evidence informed programming and policy/institutional responses. The project reaches approximately 151,933 beneficiaries in the areas of Tsholotsho, Kwekwe and Mutoko in Zimbabwe and in the area of Nilphamari In Bangladesh. Project activities include: (1) supporting youth leaders/champions to campaign in schools and supporting older out-of-school girls (including married girls) through the creation of safe spaces for them, building their life skills and creating income generation opportunities for them through a mix of technical/vocational training and piloting savings and loans associations; (2) improving public awareness using different tools and methods involving men and boys as active agents of change regarding child early and forced marriage and gender equality promotion; (3) engaging religious and traditional leaders, various existing community committees (including school committees and child protection committees), marriage officials, health workers and law enforcement agencies to implement relevant laws and promote positive social norms/cultural norms against child marriage; and (4) enhancing the capacities of duty bearers at different levels for establishing and strengthening child protection mechanisms at community level towards a fully functional national child protection system. / Ce projet vise à autonomiser les filles vulnérables au mariage précoce en renforçant leurs compétences, de sorte qu'elles soient capables de déterminer leur propre avenir, en particulier pour tout ce qui touche le mariage (désir de se marier, moment propice et choix du conjoint). Le projet permet aux jeunes filles mariées au Zimbabwe et au Bangladesh de réaliser leur plein potentiel, de défendre les intérêts des jeunes filles célibataires et de faire office de mentores auprès de ces dernières. The project aims to end violen...ce against children, with a focus on ending sexual violence against girls. “Together for Girls†is a global public-private partnership that aims to improve the capacity of countries to prevent and respond to violence against children, by mobilizing and sustaining a global movement to end the human rights violations, public health impacts and long-term individual and social consequences associated with violence against children, especially sexual violence against girls. The Government of Canada joined this partnership to help further efforts to end violence against children in Sub-Saharan Africa and Asia Pacific, and help expand the partnership to Latin America. With Canada's additional resources, UNICEF and the “Together for Girls†partnership aims to implement a Violence Against Children Survey (VACS) in a new partner country (Colombia) and support the action plans in two current partner countries (Tanzania and Cambodia, a member of La Francophonie). March 2015 - Chad faces simult...aneous acute emergencies: malnutrition, recurrent disease epidemics and outbreaks, cyclical floods, drought and displacement affect 3.2 million people. With three major humanitarian crises at its borders, notably Central African Republic (CAR), Nigeria and South Sudan, Chad will continue to host refugees in 2015. CAR returnees and refugees are living in dire conditions in transit sites and temporary camps in the south, all of whom need access to protection, nutrition, health and water, sanitation and hygiene, and education. Food security has worsened due to population displacement and below-average seasonal rainfall, mainly affecting the Sahel strip. With DFATD's support, CARE Canada is providing emergency assistance to over 36,000 Central African refugees, Chadian returnees and host community households to improve their living conditions and livelihoods. Activities include: (1) provision of cash-for-work transfers to construct 660 shelters; (2) provision of safe drinking water and sanitation facilities; (3) provision of agricultural tools; and (4) implementation of safeguards against sexual violence to protect women and girls.

This grant represents Canada's... institutional support to the Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict (SRSG-SVC). The SRSG-SVC uses these funds, along with other donors' funding, to achieve its mandate.The SRSG-SVC serves as the United Nations' spokesperson and political advocate on conflict-related sexual violence. The SRSG-SVC works to catalyse political will and transform it into concrete actions to address and prevent conflict-related sexual violence at the country level. The six priorities of the SRSG-SVC are: (1) to end impunity for sexual violence in conflict by assisting national authorities to strengthen criminal accountability, responsiveness to survivors and judicial capacity; (2) the protection and empowerment of civilians who face sexual violence in conflict, in particular, women and girls who are targeted disproportionately by this crime; (3) to mobilize political ownership by fostering government engagement in developing and implementing strategies to combat sexual violence; (4) to increase recognition of rape as a tactic and consequence of war through awareness-raising activities at the international and country levels; (5) to harmonise the UN's response by leading UN Action Against Sexual Violence in Conflict, a network of focal points from 13 UN agencies that amplify programming and advocacy on this issue in the wider UN agenda; and, (6) to emphasize greater national ownership. / Cette subvention constitue l'appui institutionnel du Canada au Bureau de la Représentante spéciale du Secrétaire général chargée de la question des violences sexuelles commises en période de conflit (RSSG-VSC). Le Bureau utilise ces fonds, ainsi que ceux octroyés par d'autres donateurs, pour mener à bien son mandat. La Représentante spéciale du Secrétaire général est la porte-parole et la défenseure politique des Nations Unies en matière de violence sexuelle liée aux conflits. Elle s'emploie à mobiliser la volonté politique et à la transformer en mesures concrètes pour éliminer et prévenir la violence sexuelle liée aux conflits au niveau des pays. Voici les six priorités de la RSSG-VSC : 1) mettre fin à l'impunité relative à la violence sexuelle commise dans les conflits en aidant les autorités nationales à renforcer la responsabilité pénale, à mieux s'adapter aux besoins des victimes et à améliorer leur capacité juridique; 2) protéger et autonomiser les civils qui doivent faire face à la violence sexuelle lors de conflits, en particulier les femmes et les filles qui sont ciblées de façon disproportionnelle; 3) mobiliser la volonté politique en encourageant les gouvernements à élaborer et à mettre en oeuvre des stratégies de lutte contre la violence sexuelle; 4) accroitre la reconnaissance du fait que le viol est utilisé comme tactique de guerre et qu'il en est l'une des conséquences, grâce à des activités de sensibilisation aux niveaux international et national; 5) harmoniser la réponse des Nations
