During a humanitarian crisis, ...the incidence of violence against women and girls is amplified and they often face increased protection risks such as sexual violence, trafficking, and early and forced marriage. The International Organisation for Migration (IOM) plays a crucial role in addressing protection needs of women and girls at the camp level through its role as the cluster lead for Camp Coordination and Camp Management and has launched a cluster-specific initiative to address violence against women and girls in emergencies and natural disasters. With the support of DFATD and other donors, IOM is: (1) improving its ability to identify and address gender-based violence in camps; (2) establishing protection and gender-based violence focal points in camp management operations at the country level; and (3) providing training and workshops for partners working in camp settings on the prevention of gender-based violence in camps. / Pendant une crise humanitaire, la violence faite aux femmes et aux filles s accentue. Elles sont souvent confrontées à des risques de protection accrus comme la violence sexuelle, la traite des êtres humains ainsi que le mariage précoce et forcé. Lorsqu il s agit de répondre aux besoins de protection des femmes et des filles dans les camps, l Organisation internationale pour les migrations (OIM) joue un rôle crucial, notamment en tant que principal organisme responsable de la gestion et la coordination de ces questions. C est ainsi qu elle a lancé une initiative thématique contre la violence faite aux femmes et aux filles dans des situations d urgence et des catastrophes naturelles. Avec le soutien du MAECD et d autres donateurs, l OIM peut : 1) améliorer sa capacité à détecter et à combattre la violence sexiste dans les camps; 2) créer des points de convergence pour la protection et la lutte contre la violence sexiste, notamment en ce qui concerne la gestion des camps au niveau du pays; 3) donner de la formation et des ateliers aux partenaires travaillant dans les camps sur la prévention de la violence sexiste.

UNFPA is a strong advocate for... gender equality and works with partners in emergencies contexts to ensure that the specific needs of women are considered in humanitarian response. During a humanitarian crisis, the incidence of violence against women and girls is amplified and they often face increased protection risks such as sexual violence, trafficking, and early and forced marriage. In response to this specific risk, UNFPA has launched an initiative that looks to improve sexual and gender-based violence prevention and response programming and inter-agency coordination. With the support of DFATD and other donors, UNFPA, in partnership with UNICEF, UNHCR, and the International Rescue Committee, is: (1) developing a standardized inter-agency training package and case management system for preventing and addressing gender-based violence in emergencies; (2) building the capacity of service providers to deliver training on survivor-centred care; and (3) providing on-site support to roll-out the Gender-Based Violence Information Management System. / Le Fonds des Nations Unies pour la population (FNUAP) est un ardent défenseur de l'égalité entre les sexes. À ce titre, il collabore avec des partenaires dans des situations d'urgence pour que l'intervention humanitaire tienne compte des besoins particuliers des femmes. Pendant une crise humanitaire, la violence faite aux femmes et aux filles s'accentue. De même, celles-ci sont souvent confrontées à des risques de protection accrus, comme la violence sexuelle, la traite des êtres humains ainsi que le mariage précoce et forcé. En réponse à ce risque précis, le FNUAP a lancé une initiative qui vise à améliorer la prévention de la violence sexuelle et sexiste, les programmes d'intervention et la coordination interinstitutions. Avec le soutien du MAECD et d'autres donateurs, avec la collaboration d'UNICEF, du Haut Commissariat des Nations Unies pour les réfugiés (HCR) et du Comité international de secours, le FNUAP peut : 1) élaborer une trousse de formation interinstitutions standard et un système de gestion des cas pour prévenir et combattre la violence sexiste dans des situations d'urgence; 2) renforcer la capacité des fournisseurs de services à donner de la formation sur les soins axés sur les survivants; 3) fournir du soutien sur place pour lancer le système de gestion de l'information sur la violence sexiste.

Silence around the topic of se...xual violence has increased in South Asian countries of Bangladesh, India, Nepal, Pakistan and Sri Lanka, even as its incidence has also increased in recent conflicts. The end of violence in Sri Lanka, for example, has not produced open discussion about the use of sexual violence as a weapon of war. The Bangladesh War Crimes Tribunal of 2009 makes no mention of rape, despite its widely acknowledged occurrence. Elsewhere in the world, rape is increasingly being discussed and accepted not only as a weapon of war but also as a crime against humanity and as an instrument of genocide. In South Asia, however, critical analysis of existing jurisprudence on sexual violence is a newly emerging area of scholarship in the region, and a solid community of practice has yet to emerge.This project investigates why the issue of sexual violence remains taboo in South Asian discussions of nations and people caught in political conflict. It will bring together the collective knowledge of South Asian academics, researchers and activists on the subjects of sexual violence and impunity. The project aims to build a community of young and committed researchers who will bring new insights to bear on their work. In these ways, it will ultimately help open up a fuller dialogue on peace and justice in South Asia. One aspect of the project's activities will consist in commissioning analytical research papers from expert researchers on the topics of sexual violence and impunity, justice and reparations, and legal practices and gaps. A second element will consist in oral histories with survivors of sexual violence. Finally, workshops on each of the research areas will bring together writers and researchers to share knowledge and build research capacity. Project findings will be shared through books and other media, and will be used to advance advocacy and lobbying work with states and governments.

This project aims to reduce ch...ild, early and forced marriage by galvanizing stronger political support, greater resources, better programming, and improved tracking of progress to end child, early and forced marriage. The project works in countries that have a strong history of commitment and action to delay marriage and are poised for scale up, and in countries at earlier stages that present increasing promise for action. Some project activities include: (1)supporting national actors to develop or enhance resourced national plans to end child marriage; (2) supporting lawmakers to develop legislation on child, early and forced marriage that is grounded in human rights; (3) engaging key stakeholders, including religious leaders, teachers, health practitioners, child protection practitioners, military and police officials to advocate for the end of child, early and forced marriage in their communities;(4) developing better measures to gauge the rate of child marriage within countries; and (5) convening South-South exchanges to refine the overall approach to end child, early and forced marriage across all countries. Child, early and forced marriage threatens the lives and futures of young girls in many countries globally. Canada is committed to intensifying international efforts to end child, early and forced marriage in every corner of the world. / Ce projet vise à réduire le mariage d enfants, le mariage précoce et le mariage forcé en mobilisant un soutien politique vigoureux, des ressources supplémentaires, de meilleurs programmes et en favorisant un suivi amélioré des progrès visant à enrayer le problème. Il se déroule dans des pays qui s emploient de longue date à retarder le mariage et qui sont en passe d intensifier leur action, de même que dans les pays qui ne sont pas rendus aussi loin, mais qui sont susceptibles de faire davantage. Parmi les activités du projet : 1) aider les acteurs nationaux à dresser ou à améliorer des plans assortis des ressources nécessaires pour mettre fin au mariage d enfants; 2) aider les législateurs à élaborer des lois sur le mariage d enfants, le mariage précoce et le mariage forcé qui sont axées sur les droits de la personne; 3) inciter les intervenants, y compris les dirigeants religieux, les enseignants, les professionnels de la santé, les professionnels de la protection des enfants, les militaires et les policiers à préconiser la fin du mariage précoce, du mariage forcé et du mariage d enfants dans leurs collectivités; 4) concevoir de meilleures mesures pour évaluer le taux de mariage d enfants dans les divers pays; 5) organiser des échanges Sud-Sud pour améliorer les démarches globales visant à mettre fin au mariage d enfants, au mariage précoce et au mariage forcé dans tous les pays. The project is divided into three components: (1) the development and implementation of protocols for assisting victims; (2) community awareness-raising through education, training, and political dialogue in order to promote a change in the way victims are perceived and treated; (3) support for the Coalition of Collectives of Associations Working for the Advancement of Women in the Great Lakes Region (COCAFEM/GL). COCAFEM/GL is a network of 11 collectives of women's organizations from Burundi, the Democratic Republic of Congo, and Rwanda. The network brings together the associations with the most experience in combatting violence towards girls and young women in the region. The goal of this project is for COCAFEM/GL to become recognized nationally, regionally, and internationally for its influence in the fight against sexual violence. This component represents the second part of CIDA's contribution to the project, which is worth $13.5 million in total. The activities continuing in this component were initiated in component number A033944-001 (Combatting Violence Against Girls and Young Women in the Great Lakes Region - I). / Ce projet régional vise à ce que l'intégrité physique et morale des filles et des jeunes femmes soit mieux protégée et respectée dans la région des Grands Lacs Africains. March 2014 - Tensions between ...communities and bandits persist in the east of Chad, and food security (access to safe, nutritious and sufficient food) remains fragile. Along the Sahel belt, poor rains have affected agricultural production in 2013 and resulted in an estimated 1.1 million people at risk of under-nutrition in 2014. In addition to the existing 376,000 refugees from Sudan and the Central African Republic (CAR), some 20,000 Chadian returnees and 30,000 Sudanese refugees fleeing violence in Darfur have arrived in south-eastern Chad. With the escalating hostilities in CAR and Nigeria, it is expected that Chad will continue to host additional refugees in 2014, and will need assistance to provide basic and essential services, including health, water and food aid. With DFATD s support, CARE is providing emergency assistance to Central African refugees to improve their livelihoods as well as to support host communities. Activities include: (1) provision of cash to 700 refugee households and 200 host community households; (2) provision of safe drinking water and sanitation facilities to up to 3,300 people; and (3) provision of safeguards to 7,650 women and girls to protect them against sexual violence. / Mars 2014 - Les tensions entre les collectivités ainsi que le pillage persistent dans l est du Tchad, et la situation de la sécurité alimentaire (accès à des réserves suffisantes d aliments sains et nutritifs) demeure précaire. Dans la ceinture sahélienne, les faibles pluies ont nui à la production agricole en 2013, ce qui a placé environ 1,1 million de personnes en situation de risque de malnutrition en 2014. En plus des 376 000 réfugiés actuels qui viennent du Soudan et de la République centrafricaine (RCA), quelque 20 000 rapatriés tchadiens et 30 000 réfugiés soudanais qui fuient la violence au Darfour sont arrivés dans le sud-est du Tchad. En raison de l intensification des hostilités en RCA et au Nigéria, on s attend à ce que le Tchad accueille d autres réfugiés en 2014 et qu il ait besoin d aide pour offrir des services de base et essentiels, dont des soins de santé, de l eau et de l aide alimentaire. Avec le soutien du MAECD, CARE apporte une aide d urgence aux réfugiés de la République centrafricaine afin d améliorer leurs moyens de subsistance et d aider les collectivités d accueil. Les activités de ce projet comprennent : 1) distribuer de l argent à 700 familles de réfugiés et à 200 familles de collectivités d accueil; 2) offrir de l eau potable et des installations sanitaires à quelque 3 300 personnes; 3) mettre en place des mesures de protection pour protéger 7 650 femmes et filles contre la violence sexuelle.

Organized and other armed grou...ps have used sexual violence against women as a strategy of war with specific practices such as rape, forced pregnancy, sexual harassment and abuse, forced prostitution, threats, kidnapping and sexual slavery, and imposing control practices over reproduction and social life, among others. Particularly affecting women and children, such acts constitute an international crime if they are part of a widespread and systematic practice. In 2009, Colombia s Constitutional Court recognized the different and disproportionate impact that armed conflict has on women.Over the past years, with GPSF funding, NRC has supported a number of Colombian specialized organizations (NGOs) to study and investigate the phenomenon of SGBV within the framework of the armed conflict. There has been significant progress in both the study and litigation of a several “emblematic SGBV casesâ€. Furthermore, a number of victims have been provided with quality legal and psychosocial assistance and their organizations and communities have been strengthened.The other main line of work promoted within the previous project has been the institutional strengthening of the public institutions. Of particular importance has been the close cooperation with the Office of the Attorney s General (OAG) that via the technical assistance and resources provided via the project has been greatly strengthened in the investigation and prosecution of SGBV crimes.In spite of the significant progresses achieved by both national NGOs and the OAG, a number of challenges remain to ensure the fight against impunity for crimes of sexual violence in Colombia and to promote the effective enjoyment of the rights of these victims. (In Spanish, Goce efectivo de derechos). This new proposal keeps the strategic approach of the previous ones: the litigation of cases, psychological support to victims, organizational and institutional strengthening and evidence-based bottom-up advocacy. When it comes to the state s institutions, besides the OAG, the project will seek greater involvement of the Ombudsman s office.With this as a background, this new phase of the project aims to:1.Strengthen the capacity of civil society organizations in the investigation and litigation of the international crimes of SGBV at the national and international level.2.Enhance the technical capacity of the Office of the Attorney General and the Ombudsman s Office in the investigation and prosecution of crimes of SGBV in the context of the internal armed conflict.3.Improve SGBV victims participation in the judicial process

This regional project aims to ...increase protection and respect for the physical and moral integrity of girls and young women in the Great Lakes region. The project is divided into three components: (1) the development and implementation of protocols for assisting victims; (2) community awareness-raising through education, training, and political dialogue in order to promote a change in the way victims are perceived and treated; (3) support for the Coalition of Collectives of Associations Working for the Advancement of Women in the Great Lakes Region (COCAFEM/GL). COCAFEM/GL is a network of 11 collectives of women's organizations from Burundi, the Democratic Republic of Congo, and Rwanda. The network brings together the associations with the most experience in combatting violence towards girls and young women in the region. The goal of this project is for COCAFEM/GL to become recognized nationally, regionally, and internationally for its influence in the fight against sexual violence. This component represents the second part of CIDA's contribution to the project, which is worth $13.5 million in total. The activities continuing in this component were initiated in component number A033944-001 (Combatting Violence Against Girls and Young Women in the Great Lakes Region - I). / Ce projet régional vise à ce que l'intégrité physique et morale des filles et des jeunes femmes soit mieux protégée et respectée dans la région des Grands Lacs Africains. The goal of this project is to... ensure that women and girls are better protected from violence, exploitation, and abuse in the eastern provinces of the Democratic Republic of Congo. The project contributes to reducing sexual violence by helping to fight impunity for the perpetrators of sexual and gender-based violence and promoting measures to prevent these crimes. Fighting impunity includes strengthening and expanding judicial services, improving the processes for investigating and prosecuting crimes involving sexual violence, and increasing the knowledge, skills, and independence of judges and court officials. The project engages local communities in helping to prevent sexual and gender-based violence. It also helps to improve the medical and psychosocial services provided to survivors. Finally, it helps survivors earn a living at activities that also benefit their community. / Ce projet vise à offrir aux femmes et aux filles une meilleure protection contre la violence, l'exploitation et les mauvais traitements dans les provinces de l'est de la République démocratique du Congo. Le projet contribue à réduire la violence sexuelle en appuyant la lutte contre l'impunité des auteurs de violence sexuelle et sexiste et en faisant la promotion de mesures pour prévenir de tels crimes. La lutte contre l'impunité comprend notamment le renforcement et l'élargissement des services juridiques; l'amélioration des processus d'enquête sur les crimes de violences sexuelles et la poursuite des auteurs de ces crimes; le développement des compétences, des connaissances et de l'indépendance des juges et des officiels de la cour. Le projet mobilise les collectivités locales en aidant à prévenir la violence sexuelle et sexiste. Il contribue également à améliorer les services médicaux et psychosociaux offerts aux victimes de crimes sexuels et aide celles-ci à gagner leur vie dans le cadre d'activités utiles à leurs collectivités respectives.

La lutte contre l'impunité comprend notamment le renforcement et l'élargissement des services juridiques; l'amélioration des processus d'enquête sur les crimes de violences sexuelles et la poursuite des auteurs de ces crimes; le développement des compétences, des connaissances et de l'indépendance des juges et des officiels de la cour. Le projet mobilise les collectivités locales en aidant à prévenir la violence sexuelle et sexiste. Women in Cairo are now able to... report rape, harassment, and assaults through Harrassmap, a pilot project in Cairo, Egypt. The goal is to change the social acceptability of sexual harassment in Egypt.The challenge of collecting data on sensitive issues like gender-based violence is well-documented across the globe. Stigma and shame prevent many victims from reporting these crimes or discussing them with researchers. These challenges have also stopped many countries - Egypt being a good example - from collecting data that might be useful in responding to the problem. However, new technologies and social media platforms open up possible ways to overcome some of the data-collection barriers. A network of activists, researchers, and volunteers has created Harassmap. Using new technology and social media in tandem with a data collection technique called crowdsourcing, Harrassmap tracks incidents of sexual harassment in the Greater Cairo area. The goal is to change the social acceptability of sexual harassment in Egypt. This research will offer an opportunity to compare the quality of data collected through this technique with data collected using more traditional qualitative and quantitative methods. The final report will consist of: -information on the methodological issues in the collection and use of crowdsourced data-research findings on sexual harassment in Egypt based on reports submitted by the users of the crowdsourcing website and by participants in focus groups, surveys, and in-depth interviews.

UNFPA is a strong advocate for... gender equality and works with partners in emergencies contexts to ensure that the specific needs of women are considered in humanitarian response. During a humanitarian crisis, the incidence of violence against women and girls is amplified and they often face increased protection risks such as sexual violence, trafficking, and early and forced marriage. In response to this specific risk, UNFPA has launched an initiative that looks to improve sexual and gender-based violence prevention and response programming and inter-agency coordination. With the support of DFATD and other donors, UNFPA, in partnership with UNICEF, UNHCR, and the International Rescue Committee, is: (1) developing a standardized inter-agency training package and case management system for preventing and addressing gender-based violence in emergencies; (2) building the capacity of service providers to deliver training on survivor-centred care; and (3) providing on-site support to roll-out the Gender-Based Violence Information Management System. / Le Fonds des Nations Unies pour la population (FNUAP) est un ardent défenseur de l'égalité entre les sexes. À ce titre, il collabore avec des partenaires dans des situations d'urgence pour que l'intervention humanitaire tienne compte des besoins particuliers des femmes. Pendant une crise humanitaire, la violence faite aux femmes et aux filles s'accentue. De même, celles-ci sont souvent confrontées à des risques de protection accrus, comme la violence sexuelle, la traite des êtres humains ainsi que le mariage précoce et forcé. En réponse à ce risque précis, le FNUAP a lancé une initiative qui vise à améliorer la prévention de la violence sexuelle et sexiste, les programmes d'intervention et la coordination interinstitutions. Avec le soutien du MAECD et d'autres donateurs, avec la collaboration d'UNICEF, du Haut Commissariat des Nations Unies pour les réfugiés (HCR) et du Comité international de secours, le FNUAP peut : 1) élaborer une trousse de formation interinstitutions standard et un système de gestion des cas pour prévenir et combattre la violence sexiste dans des situations d'urgence; 2) renforcer la capacité des fournisseurs de services à donner de la formation sur les soins axés sur les survivants; 3) fournir du soutien sur place pour lancer le système de gestion de l'information sur la violence sexiste.

This project aims to reduce ch...ild, early and forced marriage by galvanizing stronger political support, greater resources, better programming, and improved tracking of progress to end child, early and forced marriage. The project works in countries that have a strong history of commitment and action to delay marriage and are poised for scale up, and in countries at earlier stages that present increasing promise for action. Some project activities include: (1)supporting national actors to develop or enhance resourced national plans to end child marriage; (2) supporting lawmakers to develop legislation on child, early and forced marriage that is grounded in human rights; (3) engaging key stakeholders, including religious leaders, teachers, health practitioners, child protection practitioners, military and police officials to advocate for the end of child, early and forced marriage in their communities;(4) developing better measures to gauge the rate of child marriage within countries; and (5) convening South-South exchanges to refine the overall approach to end child, early and forced marriage across all countries. Child, early and forced marriage threatens the lives and futures of young girls in many countries globally. Canada is committed to intensifying international efforts to end child, early and forced marriage in every corner of the world. / Ce projet vise à réduire le mariage d enfants, le mariage précoce et le mariage forcé en mobilisant un soutien politique vigoureux, des ressources supplémentaires, de meilleurs programmes et en favorisant un suivi amélioré des progrès visant à enrayer le problème. Il se déroule dans des pays qui s emploient de longue date à retarder le mariage et qui sont en passe d intensifier leur action, de même que dans les pays qui ne sont pas rendus aussi loin, mais qui sont susceptibles de faire davantage. Parmi les activités du projet : 1) aider les acteurs nationaux à dresser ou à améliorer des plans assortis des ressources nécessaires pour mettre fin au mariage d enfants; 2) aider les législateurs à élaborer des lois sur le mariage d enfants, le mariage précoce et le mariage forcé qui sont axées sur les droits de la personne; 3) inciter les intervenants, y compris les dirigeants religieux, les enseignants, les professionnels de la santé, les professionnels de la protection des enfants, les militaires et les policiers à préconiser la fin du mariage précoce, du mariage forcé et du mariage d enfants dans leurs collectivités; 4) concevoir de meilleures mesures pour évaluer le taux de mariage d enfants dans les divers pays; 5) organiser des échanges Sud-Sud pour améliorer les démarches globales visant à mettre fin au mariage d enfants, au mariage précoce et au mariage forcé dans tous les pays. In line with Canada s foreign ...policy priorities and joining Minister of Foreign Affairs John Baird s crusade on ending early and forced marriage, PGA is well-positioned to “… demonstrate a real commitment to change, not just in words, but also in action†by informing and mobilizing Members of Parliament (MPs) to draft, introduce, enact and implement legislation that effectively ends this harmful practice affecting 25% of girls in Ghana.This Program seeks to enhance the capacity of Members of Parliament in Ghana to effectively address the structural elements that lead to a 25% rate of early and forced marriage in Ghana despite national legislation establishing 18 as the legal age for marriage for girls and boys. Addressing the root causes, including the strong religious and/or social norms that force girls into marriage, will provide MPs with the tools to draft new or revised legislation and/or take measurable steps to improve enforcement/implementation of existing legislation/regulation that complements the law on legal age of marriage. Such efforts can be directed towards increasing the quality, information/education and access to reproductive healthcare and services, offering incentives for girls to stay in school, providing livelihood skills and opportunities, and protecting girls human rights by establishing sanctions to those performing or “encouraging†early and forced marriage. Ghana has one of the highest child marriage prevalence rates in the world. In 2008, 25% of women aged 20-24 were married or in union before age 18 despite national legislation that establishes18 as Legal Age of Marriage for boys and girls (with parental consent or approval by pertinent authority, boys and girls can marry at age 16). The country is Party to several international and regional treaties on human rights such as the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Convention on the Rights of the Child (CRC), and the African Charter of the Rights and Welfare of the Child. Ghana has made important strides to enact legislation that protects against harmful traditional practices as stipulated in article 28 of its Constitution (1992): No child shall be deprived by any other person of medical treatment, education or any other social or economic benefit by reason only of religious or other beliefs and has developed and implemented national policies to ensure child survival, protection and development. According to data, the practice of early and forced marriage is the highest in the Upper East (39.2%), followed by Western Region (36.7%), Upper West (36.3%), Central (31.2%), Ashanti (30.5%), Volta (29.3%), Brong Ahafo (29.1%), Northern (27.4%), and the Eastern region (27.2%), and the lowest in Greater Accra (12.2%). The overall objective is to reduce the number of women experiencing intimate partner violence in 4 identified georgraphic areas of Guatemala through:1.Greater involvement of the private sector in supporting programs aimed at preventing violence against women through women s economic empowerment; 2.Improved employability and employment opportunities for women who have experienced or are experiencing intimate partner violence;3.Improved public trust (particularly women s) in the justice system and its services related to intimate partner violence (victim support services; protection measures; litigation actions);4.Improved public knowledge and awareness on violence against women (i.e. changing attitudes that tolerate it), on justice system rights and services, and on the role of the private sector in addressing the issue.

Governments' commitments to pr...otect women from gender-based violence in South Asia does not always translate into safety, security, and equal access to justice for women. Because of failings of the criminal justice system, women do not enjoy the full benefits of citizenship. This reduces the hallmarks of a working democracy, such as upholding the rule of law and safeguarding human rights. Most states in South Asia claim to be committed to protecting women from violence and holding perpetrators to account. This research aims to help improve how justice is delivered. In helping to set an agenda for democratic reforms and in setting up a framework that will support analysis of the effectiveness of the criminal justice system, the Institute for Development and Communication will focus its efforts on the Indian states of Assam, Punjab, and Gujarat. The research is expected to lead to the creation of a gender-sensitive social audit tool to mobilize and sensitize citizens and citizens' groups to better ways to deliver justice. Other expected outcomes include a new level of discussion of the core issues among policy groups, civil society, and the media, as well as the building of more peaceful, inclusive, and secure societies with accountable and legitimate governance institutions.

India is witnessing a rising r...ate of crime against women. According to recent National Crime Bureau data, a rape happens every 26 minutes, molestation every 14 minutes, dowry death every 63 minutes, and acts of cruelty by husband and relatives every 6 minutes. Charge-sheets are filed in 92% of these cases, but the conviction rate is 27%. For cases of reported rape, the conviction rate is even lower, suggesting high levels of impunity. While strong laws are in place, justice eludes the victims.This project aims to provide women who are victims of violence with greater access to justice and more equitable power within the criminal legal system. By uncovering lacunae in the law and developing protocols for better legal implementation, it will contribute to ending impunity for such crimes. An innovative methodology will document approximately 150 victims' experience of accessing justice for rape and domestic violence while the cases play out in the family, community, police station, and court rooms. In addition, the project will study how domestic violence law works for ordinary women in the 35 urban and rural districts of Maharashtra. It will also look at positive court rulings in domestic violence cases and analyze these for use by judges and prosecutors.This project is the first of its kind and findings are likely to have a major impact on policy and programs.

Silence around the topic of se...xual violence has increased in South Asian countries of Bangladesh, India, Nepal, Pakistan and Sri Lanka, even as its incidence has also increased in recent conflicts. The end of violence in Sri Lanka, for example, has not produced open discussion about the use of sexual violence as a weapon of war. The Bangladesh War Crimes Tribunal of 2009 makes no mention of rape, despite its widely acknowledged occurrence. Elsewhere in the world, rape is increasingly being discussed and accepted not only as a weapon of war but also as a crime against humanity and as an instrument of genocide. In South Asia, however, critical analysis of existing jurisprudence on sexual violence is a newly emerging area of scholarship in the region, and a solid community of practice has yet to emerge.This project investigates why the issue of sexual violence remains taboo in South Asian discussions of nations and people caught in political conflict. It will bring together the collective knowledge of South Asian academics, researchers and activists on the subjects of sexual violence and impunity. The project aims to build a community of young and committed researchers who will bring new insights to bear on their work. In these ways, it will ultimately help open up a fuller dialogue on peace and justice in South Asia. One aspect of the project's activities will consist in commissioning analytical research papers from expert researchers on the topics of sexual violence and impunity, justice and reparations, and legal practices and gaps. A second element will consist in oral histories with survivors of sexual violence. Finally, workshops on each of the research areas will bring together writers and researchers to share knowledge and build research capacity. Project findings will be shared through books and other media, and will be used to advance advocacy and lobbying work with states and governments.

Violence against women in Indi...a is a complex issue. Conducting research on the subject is fraught with ethical and methodological challenges because there are safety and confidentiality concerns for respondents. There is also social stigma and fear among survivors. As a result, there is little reliable social research on violence against women in India. Existing feminist analysis is often based on a small number of case studies. Although India s National Crime Records Bureau presents annual data on violence against women, it is drawn from police records and does not go beyond reporting statistics. There is a gap in knowledge about how violence plays out in the lives of women and how institutions respond in crisis situations.This research project aims to produce an evidence-based analysis of domestic violence and sexual assault in India to assist with building a comprehensive, gender-sensitive healthcare response to sexual assault. India does not include domestic violence in health policy or public health programs. This analysis will help support ongoing advocacy, policy-making, and public interventions. The Centre for Enquiry Into Health and Allied Themes (CEHAT), a research centre of Anusandhan Trust, will lead the project, analyze data, and write papers for peer-reviewed journals. In 2000, CEHAT collaborated with the Municipal Corporation of Greater Mumbai to establish a response to domestic violence at a public hospital. This initiative, known as Dilaasa, was the first attempt to make accountable and sensitize India s health sector to the issue of violence against women. Dilaasa trained healthcare providers to recognize and respond to women reporting violence. A crisis intervention department was established where women facing domestic violence could receive psychosocial support. To sustain the programs, a core group of doctors and nurses was selected to train their peers on how to respond to women seeking help. The training was offered to professionals in five hospitals and led to the emergence of a committed group of about 60 health professionals. They raised concerns about the need for a comprehensive response to survivors of sexual violence. They observed that the protocols for examination were not systematic across the hospitals and that doctors had no training in this area. CEHAT seized the opportunity to establish a model for providing comprehensive services to sexual assault survivors at three of the hospitals that received a substantial number of survivors of sexual assault. This intervention produced rich empirical data from 2,400 case studies of women facing domestic violence and 100 sexual assault survivors. Data on burn cases taken from the hospital register and crisis centre records was also mined for analysis.CEHAT will analyze this data and write papers for peer-reviewed journals. The papers will help ensure that the analysis is translated into scientific evidence to support policy planning and gender-sensitive health sector

South Asia is the most densely... populated region of the world, second only to sub-Saharan Africa in poverty indicators. It is also one of the world's most conflict-affected regions. Women feel the impact of these conflicts deeply. This project aims to improve the situation of all South Asian women who live under constant threat in militarized zones across the region.South Asia's two largest states are nuclear armed, have fought four wars, and neighbour one another. Most South Asian countries have large armies which are routinely used to counteract domestic political challenges to the state. For people living in these conflict-affected areas, the threats to their security include the armies, militant groups, rival militias, secret armies, and intelligence outfits.A large number of men in these regions take up arms for one side or the other, leading to a further spiral of violence. Women find themselves caught up in a daily struggle for survival. They are left to deal with the consequences of violence committed by state and non-state armed actors. Their voices are often unheard or ignored, even when they have demonstrated mature leadership and argue for practical solutions. This was the case for women in Nepal during the armed conflict and for the Naga Mothers Association in Nagaland, the Meira Paibis in Manipur and the Association of Parents of Disappeared Persons in Kashmir. In each case, women's voices did not become part of the mainstream discourse on conflict resolution, nor were their practical ideas adopted. They continue to suffer fear, insecurity, and the threat of physical, sexual, and psychological violence. There is no respect for their basic human rights.This project seeks to mainstream women's voices through a support program that pairs mid-career media professionals with senior researchers. The researchers will mentor media fellows to apply a gender lens and explore how complex conflict issues in militarized environments affect communities. Senior Governance, Security, and Justice (GSJ) grantees who are leading research projects on similar themes in South Asia will serve as resource persons. The fellows will carry out individual research projects. They will publish their findings in the mainstream media and bring the gendered impact of militarization into the public eye, and help to build public opinion and pressure for change.Panos South Asia will implement the project. Mid-career investigative journalists will collaborate with and be mentored by senior researchers from well-established research institutes.

The use of rape and other form...s of sexual violence against civilian populations during armed conflict and other crises is now recognized as an international crime. This project will strengthen the Indian health sector's response to sexual violence by establishing sexual violence as a public health issue and by developing a comprehensive approach to deal with it.Sexual violence in IndiaIndia's health systems are in a poor state to deal with sexual violence. As a result, physical and psychological healing is not getting the policy attention that it deserves, despite several highly publicized incidents. In the absence of established protocols in the case of communal violence in Muzafarnagar, for example, neither the lawyers nor the civil society groups could help the victims get treatment. Several issues constrain the health sector's response in cases of sexual assault. These include a lack of guidelines for sexual assault examination and evidence collection, gender insensitive and unscientific methods for examination, and denial of treatment. Health providers often lack knowledge about their legal and ethical obligations toward sexual assault survivors. This hinders survivors' access to justice.Research to address the gapThis research project will help develop awareness in India for a comprehensive response to sexual assault. It will bring together competent health professionals, community-based organizations, shelters, legal aid institutions, police, and public prosecutors to work on the problem. IDRC will collaborate with the following organizations:-Public Health Foundation of India;-Centre for Enquiry Into Health and Allied Themes; and-Partners in Law and Development.Together, they will address the issue through workshops, background papers, and a position document.This project will:-commission papers to review existing state and national policy approaches;-highlight concrete gaps in design and implementation of health services for sexual assault survivors;-bring survivors' health rights within law and policy;-develop an accountability framework to ensure that policies are implemented; and-share the results of this effort.

Data on sexual violence agains...t women and men, both during and after conflicts, shows alarming levels of abuse across the globe. According to UN Women, at least 200,000 cases of sexual violence, mostly involving women and girls, have been documented in the eastern Democratic Republic of Congo. In Sarajevo, the United Nations reports that some 80% of the 5,000 male inmates held at a concentration camp reported being raped, and more than 50,000 women were raped. In Colombia, 36% of internally displaced women reported being raped, according to the Ministry for Social Protection. In Timor-Leste, Truth Commission investigators collected statements pointing to systematic evidence of sexual violence, including rape and sexual slavery, carried out during the conflict with Indonesia.High rates of sexual violence do not end when a peace agreement is signed. In fact, they often continue long after conflicts have ended. Why? These abuses are often excluded from peace processes and conflict resolution mechanisms. This can be the result of a lack of readily available data or simply because the issue is too sensitive. As a result, public authorities tend to tolerate high rates of impunity on sexual violence-related crimes, even in times of peace. In other words, they simply fail to bring perpetrators in these cases to justice.This project seeks to help break this cycle by generating practical knowledge around the nature of sexual violence and impunity with an emphasis on Indonesia and Timor-Leste. Researchers will also begin exploratory work in Myanmar, where sexual violence remains a key feature of past and present conflicts. More specifically, the research will:-help women survivors of sexual violence achieve justice by participating in action research;-generate practical, in-depth knowledge to identify ways to use the research evidence to engage local and national policymakers and community leaders;-identify comparative lessons, success stories, and tools for policymakers;-contribute to a transitional justice framework which improves the accountability, legitimacy, and effectiveness of regional, national, and international human rights institutions to combat sexual violence; and,-generate findings about the socio-economic needs of women sexual violence survivors and their access to support services to help improve and address gaps in services.By working with civil society and sexual violence survivors, researchers will examine why and how sexual violence impunity persists, with the goal of developing an evidence base that will help victims' organizations and governments address these crimes. The research team will document incidents of sexual violence and map out survivor strategies to overcome trauma, meet practical needs, and seek justice. They will also hold focused dialogues to collect and share evidence on what works and what does not work to address impunity on issues of sexual violence. While much national and intern...ational attention has focused on the rise in post-electoral violence in Kenya since the 1990s, the fact that a considerable part of that violence was gender and sexual in nature has gone largely unnoticed. The Nairobi Women's Hospital Gender Violence Recovery Center reports that between late December 2007 and the end of February 2008 it treated 443 survivors of sexual and gender-based violence (SGBV). Of those cases, 80% were rapes, 9% physical assaults, 7% domestic violence, and 4% indecent assaults. Alarmingly, gang rape constituted about 90% of the rape cases. Many fear that similar post-election violence may occur when Kenya holds its next presidential elections between the end of 2012 and early 2013. This study explores strategies that will reduce the vulnerability of women to SGBV during future political transitions in Kenya. Working principally with women's organizations as well as youth organizations that have been working with victims of SGBV, researchers will collect data that will be used to advocate for reform. The research findings will be used to strengthen linkages between Kenya's national policy framework and local interventions to help prevent and mitigate SGBV during political transitions. The project will also build capacity among civil society and community organizations to help survivors cope, and to better document cases in order to reduce impunity in the post-violence period.

Data on sexual violence agains...t women and men, both during and after conflicts, shows alarming levels of abuse across the globe. According to UN Women, at least 200,000 cases of sexual violence, mostly involving women and girls, have been documented in the eastern Democratic Republic of Congo. In Sarajevo, the United Nations reports that some 80% of the 5,000 male inmates held at a concentration camp reported being raped, and more than 50,000 women were raped. In Colombia, 36% of internally displaced women reported being raped, according to the Ministry for Social Protection. In Timor-Leste, Truth Commission investigators collected statements pointing to systematic evidence of sexual violence, including rape and sexual slavery, carried out during the conflict with Indonesia.High rates of sexual violence do not end when a peace agreement is signed. In fact, they often continue long after conflicts have ended. Why? These abuses are often excluded from peace processes and conflict resolution mechanisms. This can be the result of a lack of readily available data or simply because the issue is too sensitive. As a result, public authorities tend to tolerate high rates of impunity on sexual violence-related crimes, even in times of peace. In other words, they simply fail to bring perpetrators in these cases to justice.This project seeks to help break this cycle by generating practical knowledge around the nature of sexual violence and impunity with an emphasis on Indonesia and Timor-Leste. Researchers will also begin exploratory work in Myanmar, where sexual violence remains a key feature of past and present conflicts. More specifically, the research will:-help women survivors of sexual violence achieve justice by participating in action research;-generate practical, in-depth knowledge to identify ways to use the research evidence to engage local and national policymakers and community leaders;-identify comparative lessons, success stories, and tools for policymakers;-contribute to a transitional justice framework which improves the accountability, legitimacy, and effectiveness of regional, national, and international human rights institutions to combat sexual violence; and,-generate findings about the socio-economic needs of women sexual violence survivors and their access to support services to help improve and address gaps in services.By working with civil society and sexual violence survivors, researchers will examine why and how sexual violence impunity persists, with the goal of developing an evidence base that will help victims' organizations and governments address these crimes. The research team will document incidents of sexual violence and map out survivor strategies to overcome trauma, meet practical needs, and seek justice. They will also hold focused dialogues to collect and share evidence on what works and what does not work to address impunity on issues of sexual violence. Silence around the topic of se...xual violence has increased in South Asian countries of Bangladesh, India, Nepal, Pakistan and Sri Lanka, even as its incidence has also increased in recent conflicts. The end of violence in Sri Lanka, for example, has not produced open discussion about the use of sexual violence as a weapon of war. The Bangladesh War Crimes Tribunal of 2009 makes no mention of rape, despite its widely acknowledged occurrence. Elsewhere in the world, rape is increasingly being discussed and accepted not only as a weapon of war but also as a crime against humanity and as an instrument of genocide. In South Asia, however, critical analysis of existing jurisprudence on sexual violence is a newly emerging area of scholarship in the region, and a solid community of practice has yet to emerge.This project investigates why the issue of sexual violence remains taboo in South Asian discussions of nations and people caught in political conflict. It will bring together the collective knowledge of South Asian academics, researchers and activists on the subjects of sexual violence and impunity. The project aims to build a community of young and committed researchers who will bring new insights to bear on their work. In these ways, it will ultimately help open up a fuller dialogue on peace and justice in South Asia. One aspect of the project's activities will consist in commissioning analytical research papers from expert researchers on the topics of sexual violence and impunity, justice and reparations, and legal practices and gaps. A second element will consist in oral histories with survivors of sexual violence. Finally, workshops on each of the research areas will bring together writers and researchers to share knowledge and build research capacity. Project findings will be shared through books and other media, and will be used to advance advocacy and lobbying work with states and governments.
