This project builds on a previ...ous initiative supported by DFATD supporting the Mali Red Cross' efforts towards the Government of Mali's plans to reduce maternal and child mortality in the regions of Koulikoro and Sikasso. Initiative activities include: (1) raising awareness in communities on MNCH services available and ways to prevent illness through proper hygiene and sanitation; (2) training professional and community health workers, including volunteers, in the delivery and promotion of integrated packages of MNCH services; (3) training health staff in improved MNCH delivery, covering aspects such as management of service delivery, supervision of health workers, and procurement of medicines and supplies; (4) training health staff to collect, analyse and use administrative MNCH data to plan for improved MNCH service delivery and essentially improved health outcomes; and, (5) equipping health facilities with essential supplies and equipment. This initiative is expected to contribute directly to the improved health of approximately 1.1 million women, men, adolescents, children and newborns. In addition, approximately 3.2 million adults and children are expected to benefit indirectly from this initiative.This initiative is implemented through a consortium led by the Canadian Red Cross Society with the Toronto Hospital for Sick Children; and in collaboration with the local partner, the Mali Red Cross society./ Le projet table sur un projet antérieur appuyé par le MAECD qui vient en aide à la Croix-Rouge malienne pour mettre en œuvre les plans du gouvernement du Mali visant à réduire la mortalité chez les mères et les enfants dans les régions de Koulikoro et de Sikasso. The project aims to improve fo...od security, income and health in sub-Saharan Africa by helping farmers and SMEs to take advantage of the regional commercial opportunities of the bean crop. The initiative will address the root challenges farmers and SMEs face in accessing markets in targeted bean corridors, such as a lack of skills, finance, information, insurance, infrastructure and organizational capacity by 1) Facilitating linkages and partnerships among value chain stakeholders through bean innovation platforms and enhancing business skills and collective marketing; 2) Facilitating access to market services (information, finance, training, infrastructure, seeds, fertilizer) and advocating support from key actors (NGOs, governments, etc.) for programs benefitting farmers and SMEs in the bean industry; and 3) Supporting bean producers to meet production volumes and quality standards./ Le projet vise à améliorer la sécurité alimentaire, le revenu et la santé en Afrique subsaharienne en aidant les agriculteurs et les PME à profiter des débouchés commerciaux régionaux de la récolte des fèves. Prospera, Mexico's leading soc...ial protection program, provides cash on a regular basis to seven million low-income women on condition that they provide their children with schooling, health services, and adequate nutrition. At this point, physical delivery of US$4 billion to more than 120,000 communities has to be done on a bimonthly basis. Prospera aims to improve the logistics of these cash transfers through the use of a bank card. However, about 80% of recipients lack access to automated teller machines (ATM) or point-of-sale (POS) terminals to retrieve funds. Although banking infrastructure is largely absent outside major cities, telecommunication infrastructure (in the form of cellular communication) covers more than 70% of the Prospera communities. Most recipients own or have access to a mobile phone. Reaching recipients with communication infrastructure and services seems far more viable than extending banking infrastructure. The aim of Mexico's National Digital Strategy (NDS) is to harness digital solutions to meet the country's development challenges. Prospera Digital, part of NDS, was launched to migrate all Prospera customers to a cashless, electronic payment system based on a mobile banking platform. The benefits of a mobile banking solution are numerous. It potentially reduces the cost of delivery and mitigates security risks for the government as well as for Prospera recipients. The creation of a delivery channel for banking services for the 'unbanked,' including savings, remittances, and microcredit is another direct benefit. This project aims to support the design of Prospera Digital by bringing in technical expertise and global good practice. It will support research on technical and policy specifications of the initiative, such as regulatory and operational decisions, user preferences, and incentives for low-cost service delivery. This initiative will also support the design, implementation, and evaluation of a Prospera Digital pilot. A regional network, Dialogo Regional sobre la Sociedad de la Informacion (DIRSI), in collaboration with the NDS team, will conduct the project activities. The project will be administered from the Instituto de Estudios Peruanos (IEP) in Lima, Peru.

Conditional cash transfers are... a promising new anti-poverty device that give stipends to the poorest if they meet certain conditions, such as their children attending school. Prospera in Mexico was one of the first conditional cash transfer programs in Latin America. It helps almost seven million families ensure their children go to school and receive periodic health checkups. However, many of these beneficiaries lack bank accounts, making the business of transferring cash to them risky and expensive. Prospera Digital is a program that seeks to improve, through digital technologies, the way beneficiaries receive, access, and use conditional cash transfers and financial services. It aims to foster a system of electronic transactions, facilitating access to financial services through digital banking solutions, and promoting financial education among women. This project seeks to provide evidence-based recommendations to scale up the digital solution for the beneficiaries of the Prospera program. The pilot program will test various strategies to electronically deliver funding to increase the use of card payments and financial services. IDRC's grant will allow the Regional Dialogue on the Information Society Network (DIRSI), a research network in Latin America, to identify barriers and opportunities to scale up the digitization of the Prospera program. The project will also provide recommendations to the Office of the Presidency of Mexico for the successful implementation of digital services to nearly seven million Prospera beneficiaries.

Women's economic empowerment c...an improve if globalization and urbanization lead to greater opportunities for employment. In addition, better living conditions for women, such as access to health care or child care services, can expand women's choices in the labour market. However, depending on laws and social norms, these employment opportunities may be confined to low-wage sectors, thus increasing women's vulnerability. This project aims to support economic policy that can enhance women's empowerment. It will analyze the positive and negative effects of economic growth on women's lives and economic opportunities in nine developing countries. The evidence generated will help decision-makers in low-income countries to amplify the positive effects and mitigate the negative effects of globalization and urbanization. The project will also strengthen the capacity of southern researchers to lead future efforts to improve economic policies. This project is part of the Growth and Economic Opportunities for Women (GrOW) program. GrOW is a five-year, multi-funder partnership with the UK's Department for International Development (DFID), The William and Flora Hewlett Foundation, and IDRC. Launched in 2013 with a focus on low-income countries in sub-Saharan Africa and South Asia, the program aims to support policies and interventions that improve women's livelihoods and contribute to social well-being. In addition to 10 projects addressing the barriers to women's economic empowerment, GrOW will support a cluster of four projects looking at the intersection of economic growth and women's economic empowerment. This project is among them, selected through a global competitive call.

This research support project ...will support the ongoing development of IDRC's Food, Environment, and Health (FEH) program in the first two years of its implementation plan. It will fund short-term activities and consultancies (less than 1 year) that will enrich and consolidate its knowledge of food systems research, national policy environments, and potential public and private-sector partners in this sector. The objective is to identify strategic opportunities to advance food systems research in Africa, the Middle East, and the Caribbean. The project will include, for example, online surveys/consultations, development of communications products, project inception and knowledge translation workshops, expert contribution to the program's gender-outcome strategy, and a call for papers on governance arrangements in public-private partnerships. This project will be managed by the FEH program in Ottawa. Planned activities will evolve over the coming year, allowing the program to respond to emerging opportunities and key lessons learned as they unfold.

This research support project ...(RSP) will contribute to the implementation of IDRC's gender strategy by enhancing the capacities of its Food, Environment and Health (FEH) program staff and its research partners in designing and implementing food systems research that address gender inequities. This project will assess and build the knowledge, skills, and practices of program staff and FEH grantees for integrating gender into food systems research designs and outcomes. Capacities will be strengthened through peer-based learning processes, use and adaptation of existing program tools and practices, and in-depth mentoring discussions with gender experts. It will document the change processes at work and evaluate this activity's effectiveness in facilitating learning and building capacity for research that maximizes opportunities for addressing gender inequities. This project will specifically target FEH grantees who are developing food systems research proposals for the fiscal year 2017. Support will be provided during the period from concept note development through to the early inception phase of the projects.

It is estimated that Kenya has... 18.2 million cattle, 16.3 million sheep, and 24.6 million goats. The majority of these animals (80%) are held by smallholder farmers who depend on livestock for their livelihoods. About a quarter of these animals succumb to various preventable diseases causing significant economic and social hardship to the farmers. This also leads to a negative impact on the national economy as livestock contributes 10-17% to the gross domestic product. Among the diseases are haemorrhagic septicaemia, enterotoxaemia and Rift Valley fever, all of which are prevalent in Kenya and in East Africa in general. Rift Valley fever is of special concern as it is transmissible between livestock and humans.The objective of this project is to increase the availability of vaccines through the supply of vaccine bulk antigens from MCI Santé Animale of Morocco to the Kenya Veterinary Vaccines Production Institute. The project will support technology transfer and establishment of product formulation and quality systems that will enable the Kenyan Institute to produce and register three new vaccines of international quality standards. This project will also pilot a model for bulk antigen processing for other vaccine types in Africa that can later be scaled up for improved availability of high-quality vaccines to smallholder livestock keepers.This project is funded by the Livestock Vaccine Innovation Fund (LVIF). LVIF is a partnership of the Bill and Melinda Gates Foundation, Global Affairs Canada, and IDRC. It represents a joint investment of CA$57 million over five years to support the development, production, and commercialization of innovative vaccines against priority livestock diseases in sub-Saharan Africa, South Asia, and Southeast Asia.

In Morocco rural poverty remai...ns a challenge and is predicted to intensify. Water resources are becoming scarcer; a situation aggravated by the effects of climate change, erratic rainfall and a succession of drought years. Sustainability of irrigated agriculture is also threatened by salinization with approximately 30% of the soils in irrigated areas being salt-affected. In this context, introduction of crops with a high value and a high tolerance to stress would enable to address simultaneously two interrelated challenges: abiotic stresses that undermine crop production and poverty that impacts the rural poor. Quinoa is a revenue-generating crop which was introduced in Morocco in the 2000s as a drought and salinity-tolerant alternative crop. However, its production has been constrained by lack of access to well-adapted and high-yielding cultivars, inappropriate crop management practices, weak value chains and limited market demand.The overall goal of the proposed project is to improve food security and incomes of smallholder farmers in marginal areas of Morocco through the production, consumption and sale of high-value and stress-tolerant Quinoa. The project will be implemented in two phases over a period of three years. The pilot phase will target 200 smallholders in Rhamna province where a significant number of farmers live under the poverty threshold and where a Quinoa value chain already exists but is constrained by various factors. In this phase, the project will analyze the existing Quinoa value chain, and will develop and test a pro-poor business model for Quinoa production and marketing. It will introduce and disseminate Quinoa cultivars with high tolerance to abiotic stresses and high productivity and yield stability, as well as promote appropriate crop production/management practices among smallholder Quinoa growers. Linkages between farmers and other value chain actors will be established. The scaling up phase will have two components. The first will scale up the piloted business model in several rural communities of Rhamna province. At least 1,000 families will be targeted for a total of 5,000 people. The second component will focus on creating a favorable policy environment for scaling up Quinoa production and consumption across Morocco. The project fits within the framework of Morocco Green Plan, which supports smallholder agriculture in areas with fragile ecosystems, aiming at improving the incomes of the most vulnerable farmers. The Ministry of Agriculture has expressed interest to financially support the proposed project in its scaling up phase. ICBA (International Center for Biosaline Agriculture) has been the main institution behind the development of this project. The two co-recipients of IDRC's funding, in charge of the project implementation, are ICBA and Mohammed VI Polytechnic University.

This project aims to reduce th...e absolute poverty of Mozambican women, men, girls and boys by improving access to quality education. The project represents Canada's contribution to Mozambique's Education Sector Support Fund, a pooled fund involving collaboration between ten bilateral and multilateral partners and the Government of Mozambique's Ministry of Education. The pooled fund focuses on a number of issues identified in the Government of Mozambique's Strategic Plan for Education including: access to and quality of education, and improving the institutional capacity of Mozambique's education sector at the central, provincial, district, and school levels. The Strategic Plan for Education involves eight distinct sub-sectors: (i) primary education; (ii) secondary education; (iii) technical and vocational education; (iv) higher education (post-secondary); (v) literacy and adult education; (vi) administrative and institutional development; (vii) school construction; and (viii) cross-cutting themes, such as gender equality, school health and HIV/AIDS, school production and feeding, and school sports./ Ce projet vise à réduire la pauvreté absolue chez les femmes et les hommes, les filles et les garçons du Mozambique en améliorant leur accès à une éducation de qualité. The pooled fund focuses on a number of issues identified in the Government of Mozambique's Strategic Plan for Education including: access to and quality of education, and improving the institutional capacity of Mozambique's education sector at the central, provincial, district, and school levels. The Strategic Plan for Education involves eight distinct sub-sectors: (i) primary education; (ii) secondary education; (iii) technical and vocational education; (iv) higher education (post-secondary); (v) literacy and adult education; (vi) administrative and institutional development; (vii) school construction; and (viii) cross-cutting themes, such as gender equality, school health and HIV/AIDS, school production and feeding, and school sports./ Ce projet vise à réduire la pauvreté absolue chez les femmes et les hommes, les filles et les garçons du Mozambique en améliorant leur accès à une éducation de qualité. Le projet représente la contribution du Canada au Fonds commun pour le secteur de l'éducation du Mozambique, qui fait appel à la collaboration entre dix partenaires bilatéraux et multilatéraux ainsi que le ministère de l'Éducation du Mozambique. CIDA collaborates with the Government of Mozambique and other donors to identify, manage and effectively implement technical assistance as necessary. Some of these needs include: gender-sensitive and environmentally-conscious strategic planning; monitoring and evaluation; evidence-based policy development; strengthened accountability structures, including procurement and audit; gender budgeting; strengthened intergovernmental linkages; budget consultations; and communications./ Ce projet permet de fournir une assistance technique, des services de suivi et évaluation, et de communication relatifs aux secteurs de la gouvernance, la santé, le développement du secteur privé et l'éducation. En collaboration avec le gouvernement du Mozambique et d'autres bailleurs de fonds, l'ACDI détermine les besoins en matière d'assistance technique, en effectue la gestion et la mise en oeuvre efficace. This project aims to improve t...he quality of life of men and women living in Cabo Delgado province by increasing access to sufficient safe and nutritious food and improving livelihoods. The project increases the capacity of farmers and households to produce food and provides them with greater access to financial services and markets. It addresses the root causes of insufficient access to safe and nutritious food and of poverty by providing assistance in the areas of agriculture, enterprise development, savings and credit, and community mobilization. Over the course of the project, the Aga Khan Foundation expects to improve agricultural productivity, increase food security, improve the nutritional status of beneficiaries, and broaden market opportunities for up to 35,000 households in seven districts of the province./ Ce projet vise à améliorer la qualité de vie des hommes et des femmes de la province de Cabo Delgado en leur permettant d'avoir plus facilement accès à des quantités suffisantes de denrées saines et nutritives et en améliorant leurs moyens de subsistance. Le projet permet d'accroître la capacité de production alimentaire des agriculteurs et des ménages et leur donne un meilleur accès aux services financiers et aux marchés. The initiative will address the root challenges farmers and SMEs face in accessing markets in targeted bean corridors, such as a lack of skills, finance, information, insurance, infrastructure and organizational capacity by 1) Facilitating linkages and partnerships among value chain stakeholders through bean innovation platforms and enhancing business skills and collective marketing; 2) Facilitating access to market services (information, finance, training, infrastructure, seeds, fertilizer) and advocating support from key actors (NGOs, governments, etc.) for programs benefitting farmers and SMEs in the bean industry; and 3) Supporting bean producers to meet production volumes and quality standards./ Le projet vise à améliorer la sécurité alimentaire, le revenu et la santé en Afrique subsaharienne en aidant les agriculteurs et les PME à profiter des débouchés commerciaux régionaux de la récolte des fèves.
