According to the 2009 UNDP Hum...an Development Index, Niger is the least developed country in the world. Malaria is endemic in Niger with 97 percent of the population exposed to the risk of malaria. With a mortality rate of 255 per 1,000 children under the age of 5, which is among the highest in the world, and a maternal mortality rate of 650 per 100,000 births, malaria is one of the leading preventable causes of childhood mortality. Despite the efforts deployed thanks to the grants received through three rounds, malaria remains a major public health problem in Niger due to its impact on mortality rate and socioeconomic development. With the assistance of the Global Fund, the Catholic Relief Services Niger will improve access and utilization of long-lasting insecticidal nets for pregnant women and children under 5 years. The program will be implemented in close collaboration with the Ministry of Public Health through the National Malaria Control Program (PNLP), the Regional Directorates of Public Health (DRSP) and the Health Districts (DS). The interventions are axed on three service delivery areas: long-lasting insecticidal nets distribution, behavior change communication and capacity strengthening of PNLP. All interventions derive from the National Strategic Plan for the Fight against Malaria 2006-2010.

Malaria remains one of the lea...ding causes of illness in Nigeria. The program supported by this grant aims to contribute significantly to the reduction of malaria-related illnesses and deaths in children under age five and pregnant women in 18 states in Nigeria. The main components of the program include provision of quality malaria treatment via administration of artemisinin-based combination therapy; provision of intermittent preventive treatment for pregnant women; and distribution of long-lasting insecticide-treated bed nets to children and pregnant women. The program also is increasing demand through vigorous information, education communication/behavior change communication programs and training healthcare providers at tertiary, secondary and primary levels. Grant funds are also being used to support interventions aimed at strengthening national capacities in monitoring and evaluation and management in the program areas.

With the help of Global Fund s...upport and that of other donors, malaria-related morbidity and mortality have significantly decreased in the Solomon Islands and Vanuatu. This Round 5 grant, extended through the Global Fund's Rolling Continuation Channel, supports a program which contributes to making progress towards achieving the health Millennium Development Goals by 2015. The program focuses efforts on scaling up to almost 100 percent coverage of long-lasting insecticidal nets in both countries, targeted indoor residual spraying in high transmission areas, strengthening and/or expanding parasitic diagnosis, building local capacity in treatment to extend to all confirmed cases of malaria, strengthening routine surveillance; and strengthening program management and financial accountability.

Malaria is one of the major pu...blic health problems in Papua New Guinea (PNG); the number of presumed and confirmed cases remains high (1,025,082 in 2011and 643 214 in 2012) according to the World Malaria Report 2013. Vulnerable populations include children under 5, pregnant women and HIV positive people who inequitably carry this burden. The overall goal of this program is to reduce malaria-related morbidity and mortality rates in PNG. Specifically, it will scale-up the successful universal insecticide-treated nets program and support positive behavior change in the broader population. The Program continues to build national capacity for the National Malaria Control Program (NMCP) and to improve the quality of preventive, diagnostic and treatment skills in the public health workforce, particularly concerning infants, children and adults, who have had episodes of malaria. The achievements gained through the universal insecticide-treated nets coverage program of the last six years supported through the Global Fund in Round 3 and Phase 1 of Round 8, the Government of PNG, the Rotary Club of Port Moresby (RAM) and other development partners have developed the foundation for Phase 2 of the Round 8 grant. It is a triple-track grant and this Principal Recipient, (Population Services International) focuses on home-management of malaria and as well on improving knowledge, behavior and participation of communities and individuals for effective malaria control.

The first phase of the Care fo...r the Care Providers project was carried out in 2013-2015 in cooperation between FiPSR and HRFT. It s aim was to increase the capacity of the mental health professionals and volunteers working with torture-survivors in the Diyarbak?r region by maintaining their ability to work minimizing secondary traumatization and burnout and to provide specialist education. Working with torture and human rights violation survivors places the profesionnals under considerable risk for secondary traumatization and burnout as work-supporting structures such as professional supervision or continued education have not been in place. This is especially the case in organizations who provide majority of the treatment services in the region. It has been found that supervision continued education and consciousness raising of trauma-relevant information decreases the risk of burnout increases workers agency and enhances treatment quality.The aim of this project is to further develop the capacity of the professional staff working in the Diyarbak?r region and to expand the project in to the following regions (e.g. Cizre S?rnak and Hakkari). This will be implemented by modifying the good practices gained from the previous project and creating a team of specialists from the direct beneficiaries of the first phase. They will share their knowledge and expertise to root the project and its practices into the organizational structures.The project was created in close cooperation between HRFT FiPSR and the local professionals. HRFT conducted a needs based analysis and gathered feedback from the beneficiaries during the first three-year period. The current proposal is based on these reviews.

The program supported by this grant aims to reduce malaria-related illness and death by 70 percent by 2014 and to declare three provinces as malaria-free by 2014. The program will provide universal access to quality diagnostics and treatment services; scale up vector control to reach at least 59 percent protection of populations in malaria endemic areas; and strengthen sustainable, community-based malaria control and malaria surveillance and information systems. The program targets indigenous people; internally displaced persons, mobile populations; pregnant women; children under age 5; the elderly; and the general population living in areas where malaria transmission is present.

The whole population is at risk of contracting the disease, however, pregnant women and children under age five are at the greatest risk. The program supported by this grant aims to introduce and implement Rwanda's new malaria treatment policy which includes provision of artemisinin-based combination therapy, procurement and distribution of insecticide-treated bed nets for use by children under age five, pregnant women and HIV-infected persons in all 12 provinces of Rwanda which are at high risk of malaria. Home-based management of malaria will also be implemented in eight districts. Additionally, the program aims to improve and strengthen the capacity for program implementation, monitoring and evaluation. The program is also providing pre-service and in-service training to clinical and other health service and pharmacy staff.

Grant funds will also used to purchase rapid diagnostic tests for malaria diagnosis at health facilities and at the community level. The program targets children under age five, pregnant women, people living with HIV and AIDS and the general population of Rwanda at risk for malaria.

Malaria is a public health pro...blem in Senegal. The pathogenic species most commonly found, Plasmodium falciparum, is responsible for more than 90% of malaria cases. The program aims at providing adequate resources for the implementation of the 2011-2015 National Strategic Plan. This will be achieved through the increase of LLINs distributed in order to reach universal coverage target, the reinforcement and expansion of home-based management of malaria cases (PECADOM) in order to get 100% of uncomplicated malaria cases treated and the strengthening of monitoring and evaluation of interventions. The Program will ensure that LLINs are available for free distribution to the population, that the PECADOM strategy is effectively and efficiently implemented and that a broad partnership, including coordination monitoring and evaluation, is developed. The goal is to contribute towards reducing the morbidity associated with malaria to reach the epidemiological threshold of pre-elimination and contribute towards preventing at least 75% of the mortality associated with malaria and will target the general population; pregnant women; children under the age of five; and communities. This is a consolidation of Round 10 and Round 7 malaria grants and is implemented by two Principal Recipients (PR) under dual-track financing.

Malaria is endemic in Sierra L...eone, with stable and perennial transmission in all parts of the country. As such, the entire population is at risk of developing the disease and will be targeted in this project. The emphasis of this Program is the scaling up Home Management of Malaria (HMM), which is now referred to as Community Case Management of malaria (CCMm). This Program will provide the entire population of Sierra Leone with access to effective malaria control interventions, building on the work of the previous rounds. Its goal is to achieve the malaria-related Millennium Development Goals in Sierra Leone by 2015, as measured by both national aggregate data and also among the poorest groups across Sierra Leone. It is a consolidation of Round 10 and Round 7 Malaria grants and is implemented by 2 Principal Recipients (PR) under dual-track financing. The current PR will focus on Behavioural Change Communication (BCC) and Information, Education and Communication (IEC) activities.

Sri Lanka is the first Southea...st Asia country to have successfully controlled malaria. Since 2,000, no patient has died from the disease. In the pre-eradication era, nearly 40 percent of the population was subject to malaria annually. The program supported by this grant aims to strengthen active case surveillance through the use of several interventions aimed at actively seeking parasite-carrying individuals in the community. For this purpose, the program will use mobile malaria clinics to detect symptomatic and asymptomatic malaria cases. In addition to strengthening active surveillance, the program will ensure total indoor residual spraying coverage in foci and the distribution of long-lasting insecticidal nets and other vector control measures as complementary measures in specific situations; implement an outbreak preparedness and rapid response strategy for early containment of outbreaks; contain imported malaria through the prevention of malaria in travelers; and develop appropriate web-based databases for illness and vector surveillance.

Despite considerable efforts t...o control the disease, malaria is the leading cause of illness and death in Sudan. The program supported by this grant aims to reduce the malaria burden to an extent that it is no longer a public health problem. Grant funds are being used to procure and distribute antimalarial drugs and laboratory supplies to the health facilities, long-lasting insecticidal nets and intermittent presumptive treatment to pregnant women; train health care providers at the health facility level on diagnosis and treatment of uncomplicated malaria and severe malaria according to national policy; and conduct vector control activities where appropriate.

Malaria has been dramatically ...reduced in Suriname, where it was once endemic. The numbers of malaria cases, hospitalized patients with severe malaria and malaria deaths have been reduced by nearly 80 percent. Although a successful program eradicated malaria from coastal zones, populations of the interior are still at risk. The program supported by this grant aims to provide malaria prevention and treatment services to small-scale gold miners that work in the interior of Suriname. This population is at high risk of malaria transmission that has largely been unable to access such services in the past. The program is implementing an innovative way of addressing malaria control by using community-based distribution schemes to issue long-lasting insecticidal nets, rapid diagnostic test kits, and artemisinin-based combination therapy for falciparum malaria. Further, the program is implementing vector control activities based on quick surveillance and prompt response to outbreaks.

Malaria was eliminated in the ...1980s, but it reappeared the following decade when nearly 30,000 cases were reported in 1997. This was due to the economic upheaval triggered by the breakup of the Soviet Union, civil war and changes in agricultural practices, particularly the increase in rice cultivation, which spawned mosquito breeding grounds. The program supported by this grant aims to scale up efforts to prevent deaths caused by malaria, to interrupt P. falciparum malaria transmission, to reduce malaria-related illness and to contain and prevent malaria outbreaks in Tajikistan. Program objectives are to strengthen institutional capacities of the country's National Malaria Control Program and general health services and to enhance capacities for decision-making related to malaria; to improve capacities for and access to early diagnosis and adequate treatment of malaria; to promote cost-effective and sustainable vector control; to improve capacities for timely response to and prevention of malaria outbreaks and epidemics; to reinforce country surveillance mechanisms; to strengthen research capabilities; and to increase community awareness and participation in malaria prevention.

According to the National Health Information System (NHIS) 2007 report, it accounts for half of all hospitalizations in the country and is the primary cause of mortality in health care facilities. The program supported by this grant aims to reduce the malaria burden by increased coverage of antimalarial activities, building on results financed by three previous Global Fund grants (from Rounds 3, 4 and 6), with the specific objective of achieving universal coverage of long-lasting insecticidal nets by early 2012. Strategies include a mass distribution campaign for nets, and enabling correct diagnosis and treatment of malaria at community level. The program is supported by two Global Fund grants implemented by a government and civil society Principal Recipient, respectively. This grant focuses on the procurement and distribution of nets, training community leaders and health workers on the prevention and treatment of malaria, and behavior change communication activities – including provision of and training in the use of mobile audiovisual projection kits. The entire population of Togo will benefit from the program, which targets population groups most at risk from malaria: pregnant women and children under 5.

Malaria remains a serious publ...ic health problem in Viet Nam, with about 43 million of the country's 85.3 million people at risk for infection with the disease. In particular, remote areas of four central provinces, which are among the poorest in Viet Nam, carry the heaviest malaria burdens. The program supported by this grant is intensifying community-based malaria control targeting the remaining endemic areas and key risk groups (especially mobile populations), strengthening surveillance in selected epidemic- and resurgence-prone provinces and enhancing the overall functionality and sustainability of Viet Nam's malaria control efforts. The program targets the 5.4 million people living in close proximity to the forest and 600,000 temporary forest-goers, particularly pregnant women and children under age 5; malaria patients, including confirmed, clinical, suspected and asymptomatic cases; poor people living in the malaria-endemic areas; and malaria health staff working from central to village levels.

Malaria is widely recognized t...o be a major public health priority in Afghanistan requiring continued international assistance. The disease is endemic in large areas below 2000 meters in elevation and is highly prevalent in river valleys used for rice cultivation. With an estimated population of 26.1 million in 2007 (WHO), approximately 80% of whom live in rural areas, it has been estimated that the annual incidence approaches 1.25 million cases per year . Recognizing the unacceptable burden this places on the health and economic development of the nation, the Government and the Ministry of Public Health (MoPH) are firmly committed to the control of the disease. In this context, the MoPH and the National Malaria and Leishmaniasis Control Programme (NMLCP) have endorsed the Global and Regional Roll Back Malaria (RBM) strategies and the Millennium Development Goals (MDGs). In support of this program, a detailed Gap Analysis was conducted in March 2008 and a revised National Malaria Strategic Plan (NMSP) was developed for 2008-2013.The current program is based on the revised Strategic Plan 2008-2013, considering the funding provided by the Global Fund in Round 5. A comprehensive spectrum of activities shall be carried out to achieve the stated Goal and Objectives of the NMSP. These initiatives will sustain and expand the set of activities supported during the Global Fund Round 5 grant period and propose innovative approaches to accelerate Programme implementation. Key strategies include improving access to early diagnostic services by expanding the network of laboratory services to rural areas, introducing Rapid Diagnostic Tests (RDTs) at the community level, upgrading case management policies through revised evidence-based National Treatment Guidelines (NTGs) and promoting their proper utilization in both the public and private sectors, engaging Community Health Workers (CHWs) to provide Home-based Management of Malaria (HMM), utilizing new distribution modalities to provide free long-lasting insecticide-treated bed nets (LLINs), activating creative Behavioural Change Communications (BCC) modalities to improve awareness and promote behaviour change, and strengthening Quality Assurance mechanisms in all aspects of Programme implementation. Specific measures will address efforts for the prompt detection and control of epidemics, to improve Monitoring and Evaluation (M&E) activities and to strengthen Programme capacity to sustain this ambitious set of initiatives. Selected operational research activities have been designed to add to the scientific basis for continued strategic planning and to implement an aggressive integrated set of carefully-planned interventions to eliminate Plasmodium falciparum (P. falciparum) from the border areas of Tajikistan.In addition to expanding services to females, special attention will be given to targeting Programme interventions in known risk areas and the vulnerable populations of pregnant women, children under five-

The Lubombo Spatial Developmen...t Initiative is a collective development project of the governments of Mozambique, South Africa and Swaziland. The Lubombo region is historically a high malarious area with 400,000 cases each year, particularly on the Mozambique side. The overall goal of the program supported by this grant is to reduce malaria-related illness and death by at least 50 percent in Maputo Province, Mozambique, and to at least sustain reductions already achieved in neighboring areas in South Africa and Swaziland. Grant funds are being used to provide a phased implementation of artemisinin-based combination therapy as a first-line therapy in Mozambique and to develop a community information and education campaign to optimize indoor residual spraying coverage.

Malaria is endemic in Benin. I...t is a primary cause of sickness and death in the country and is an obstacle to socioeconomic development. The program supported by this grant aims to reduce malaria-related sickness and death among children under age 5 by scaling up the number of community-based health zones from three to 14. The program, which builds on work done under a previous Global Fund grant will partner with community-based organizations to achieve the goal. The program will procure artemisinin-based combination therapy and organize the distribution of the treatment at the community level; train community workers and health agents in appropriate case management; and educate mothers and caregivers of children less than 5 years of age in the early and appropriate management of malaria symptoms.

Malaria is imposing a constant...ly increasing burden and is the primary cause of illness and death in Burundi. Half the population is at risk of infection. The program supported by this grant aims to scale up the mass campaign to provide universal coverage with long-lasting insecticidal nets (LLINs) to the remaining eight uncovered provinces to protect the entire Burundian population. In addition, the program will renew the mass LLIN campaign to all 17 provinces in 2013. The expected outcomes by 2015 are 100 percent household coverage and at least 80 percent LLIN use among the general population.

Malaria is the leading cause o...f illness and death in Cameroon. It accounts for 40 to 50 percent of medical consultations, 30 percent of hospitalizations, 40 percent of deaths among children under five years, and 35 to 40 percent of hospital deaths. The goal of the program supported by this grant is to ensure availability and proper use of artesunate-amodiaquine for the treatment of malaria in health facilities, monitor the safety, efficacy and quality of the drug, and promote behavioral change regarding the proper use of the drug in communities. The program aims to contribute to the reduction of malaria-related illness and death by 50 percent among children under the age of five and pregnant women.

Malaria is a major public heal...th problem in Chad where it is the main cause of illness and death in children under 5. The program supported by this grant aims to reduce malaria-related morbidity and mortality in Chad by increasing coverage of key prevention and treatment interventions in line with Roll Back Malaria's Global Malaria Action Plan. Strategies include mass distribution of long-lasting insecticidal nets, strengthening capacities at the community level to fight malaria, strengthening monitoring and evaluation, and installing an early epidemic alert and response system in unstable malaria zones. Funded activities include the purchase and distribution of insecticide-treated nets, mass media campaigns and community outreach to improve the acceptability of nets and promote their use, indoor residual spraying, diagnosis (by microscopy or rapid diagnostic tests), treatment with artemisinin-based combination therapy and intermittent preventive treatment for pregnant women. This grant aims to build on the achievements of the program supported by Chad's Round 7 malaria grant.
