In the second phase of the Sud...an Health Transformation Project (SHTP II), MSH is transitioning health service delivery from relief to development. Specifically, SHTP II is expanding access and coverage by: 1) enhancing quality of health services through an integrated package of high-impact services; 2) increasing demand through community mobilization; 3) engendering the communitys confidence in health services through strengthening of County Health Departments (CHDs) and the MOH. MSH, in partnership with the International Rescue Committee, is working alongside as many as 12 international nongovernmental organizations (NGOs) responsible for delivering primary health services in a target county. The goal is to establish fully functional service delivery points (FFSDP) with coverage of 80 percent of the catchment population in 12 focus counties within three years.

USAIDs new MCH/nutrition activ...ity will contribute to global health goals and achieve nutrition targets in Tajikistans Feed the Future (FTF) geographic focus area by: (1) improving maternal nutritional status; (2) enhancing delivery and postpartum care for mothers and children; and (3) expanding access to health interventions to improve child survival and address child under-nutrition and malnutrition. This three-to-five year community based activity will include interventions such as capasity building of the primary health care health providers, including family practicioners, nurses, midviwes, ob-gynsto deliver quality service as well as community-based health and nutrition education; hygiene and sanitation; and the promotion of increased use of health services provided through a network of local village organizations and volunteer health educators. Activities align with USG Feed the Future initiative.This activity is specific to USAID/Tajikistan and is not part of a larger, regional project implemented in other parts of the USAID/Central Asia Republics Mission (i.e. Uzbekistan, Turkmenistan, or Kazakhstan).

Working in 15 districts within these two regions, SPRING/Ghanas activities include anemia reduction, infant and young child nutrition; water, sanitation, and hygiene; aflatoxin reduction; community video; and support to the LEAP 1000 cash transfers. SPRING/Ghana defines its activities through the 1,000 Day Household (linked to 2-pager) approach, which targets households with pregnant women and children 2 years of age and younger. This approach synthesizes each intervention area into a holistic approach designed to support the ability of the1,000 day household to care for and support the 1,000 day child.

This activity aims to strength...en, organize and mobilize the private sector to provide Ugandans with the option of obtaining high-quality health services from private-for-profit (PFP) providers. The programs objectives are to: a) expand availability of health services by private providers; b) increase affordability of private health services and products; and c) improve quality of private health sector facilities and services. The program already supports 120 private providers in approximately 44 districts of Uganda targeting clients of PFP facilities as well as workplace sites. SHRH will be a bilateral assoc...iate award under the Capacity Plus Leader with Associate award. Building upon the Uganda Capacity Program and continuing HRH interventions which were shown to produce higher level results, SHRH will further expand in the area of pre-service training capacity and performance based incentives. SHRH will develop the capacities of the central ministries, districts and professional councils to effectively and efficiently manage their HR for delivery of health services. It will work with USG implementing partners to ensure targeted HRH improvements at the service delivery level. Expected results in FY 2014 includes: scale-up of HR information system and recruitment plans in all 112 districts; comprehensive support for district level HRH to all USG implementing partners; and improved regulation and functionality of health professional councils. FY 2014 Global Health Program and PEPFAR funds support SHRH at $2,300,000 and $2,119,101 respectively.

This mechanism will implement ...advocacy activities targeting a range of HIV, health and education issues in 35 districts, funded from the FHP and PEPFAR accounts. The program will work with civil society organizations (CSOs), through existing community, district and national level structures, and with other USAID programs and will result in strengthening the citizens voice, increasing demand for services and the promotion of country ownership. The key objectives are: 1) to ensure that communities in the selected districts can identify and articulate their needs and are able to demand quality services; 2) to ensure that the CSOs develop effective advocacy initiatives and are able to represent the communities demands for better quality services; and 3) to build the technical and operational capacity of the CSOs to qualify them as potential direct recipients of future USAID funding.

Through these groups, Amalima also encourages improved Water, Sanitation and Hygiene (WASH) practices such as the promotion of water purification technologies, proper hand washing, rehabilitation of water points at primary health clinics, and creation and training of community health clubs. How Title II Food Aid Works
U...SAID’s Food for Peace (FFP) Program works for a world free of hunger and poverty, where people live in dignity, peace, and security. FFP and its partners share one mission: to reduce hunger and malnutrition and assure that people everywhere have enough food at all times for healthy, productive lives. FFP is the work of farmers, businessmen, grain elevator operators, truckers, bargemen, freight forwarders, port operations, nongovernmental and international organizations, and government officials. Together they form an unbroken chain of humanity stretching from fertile fields in the United States to hungry families half a world away.
FFP is an expression of the compassion and goodwill of the people of the United States. FFP programs combat malnutrition, improve the livelihoods of vulnerable groups and mitigate the impact of disasters which are occurring with greater frequency.
1. Appropriations & Budgeting
USAID and State Department submit an annual budget to Congress. Congress reviews the budget request, determines the level of funding, and approves appropriations bills.
2. Proposal Submission/Appeal Issuance & Review
For development programs, Private Voluntary Organizations (PVOs) and International organizations(IOs) submit proposals based on FFP guidance. For emergencies, FFP often responds based on a proposal from a PVO or an appeal from an IO or a disaster declaration by the U.S. embassy in country.
USAID issues guidance that PVOs must follow when developing and implementing Title II programs. Since IOs (e.g. WFP) are not subject to U.S. regulations, they receive food aid according to a special agreement established with the U.S. government.
The Title II program is complemented by the Emergency Food Security program: it is designed to complement Title II and is used when Title II is either not appropriate or cannot arrive quickly enough for an effective emergency response.
3. Call Forward
USAID provides a list of eligible U.S. agricultural commodities, which FFP partners may request. Choosing from this list, and based on their local assessments of markets and needs, partners identify the types and amounts of commodities required and a schedule for delivery.
Once a Title II program is approved, partners order (“call forward”) commodities for delivery.
4. Procurement Invitation and Authorization
USDA procures the requested commodities by issuing tender to commodity suppliers and processors. All Title II commodities are purchased on the open market.
5. Shipment of Commodities
Through a tender process, working closely with USAID the partner arranges for the cargo to be shipped from the U.S. port to the recipient country.
In emergencies, USAID can tap into up to 100,000 tons of food that it has prepositioned in warehouses at the U.S. Gulf post and additional sites overseas to expedite response.
6. Program Implementation
Upon reaching its destination, the food is used in a variety of ways, and always for the people most vulnerable to the effects of hunger: children under age five, pregnant and lactating women, the elderly, and other vulnerable populations.
7. Program Closeout
At the end of the fiscal year, partners submit an “Annual Results Report,” which describes accomplishments for the year.

Strategic Objective 1: Nutriti...on
In the area of nutrition, the program will impact over 150,000 women of reproductive age and children under the age of five through targeted supplementary food rations. Furthermore, a robust health and nutrition training package will be delivered via the internationally-acclaimed Care Group method, which supports good nutrition behaviours. Strategic Objective 2: Increased income
ENSURE is building the capacity of farmer field schools, producer associations, agro-dealers and many others engaged in key agricultural value chains such as groundnuts, small livestock and horticultural crops. In addition, over 17,000 people will be trained to save money in Village Savings and Loan Associations leading to asset accumulation that is leveraged to produce more household income. These activities will support over 20,000 farmers to produce crops and raise livestock in greater quality and quantity, and ultimately enhance household economy when these commodities are sold for profit.
Strategic Objective 3: Community resilience
ENSURE trains and coaches hundreds of communities to increase their absorptive and adaptive capacities in the face of natural and other disasters that cause setbacks in a community’s food security. Furthermore, ENSURE helps communities to improve their resilience capacity through a Food for Asset programming, where communities construct dams, irrigation schemes, wells and nutrition gardens. Asset management committees are also formed to train communities to manage their community assets and foster sustainability of the developmental gains. By the end of the program, more than 7,000 workers and their families will directly increase their household resilience as a result of these activities.
Gender and environmental management
The program utilises two important cross-cutting objectives to increase impact and improve sustainability, namely: 1) working to build gender equity and 2) acting to improve environmental management. All of the activities in nutrition, agriculture and community resilience will be informed and influenced by these two cross-cutting themes.

Background : L'Afrique de l'O...uest a été confrontée à la plus grande et la plus complexe épidémie d'Ebola jamais enregistrée. La Guinée, le Liberia et la Sierra Leone sont les pays où le virus a été le plus dévastateur. Au-delà de la tragédie humaine, la maladie a eu des effets ravageurs sur la sécurité, les économies et les systèmes de soins de santé de l'ensemble de la région. Le nombre de nouveaux cas ayant commencé à décliner dans toute la Sierra Leone, le Libéria et la Guinée, la FICR et ses partenaires ont initié un processus de planification stratégique visant à soutenir le relèvement rapide de ces pays. En appui à ce processus, la FICR a facilité l'évaluation du relèvement des trois pays précités afin d'identifier les besoins, les potentielles réponses ainsi que des moyens pour faciliter leur acheminement. Dans le cas de la Guinée, ceci a amené la FICR à réviser son appel d'urgence -initialement à 28.6m CHF (francs suisses)- à 56,016,354 CHF. Ce dernier vise à faire faire basculer les activités initiales de la FICR, qui avaient pour focus une intervention médicale en réponse à l'épidémie, vers des activités de préparation, de redressement, de réduction des risques et de relance des systèmes sanitaires. Le partenaire principal de la FICR en Guinée est la Croix-Rouge guinéenne (CRg). Cependant, la FICR travaille directement avec la Croix-Rouge guinéenne (CRg), les SNP (Sociétés nationales partenaires) telles que la Croix Rouge danoise et la Croix Rouge française, ainsi que le Comité international de la Croix-Rouge (CICR). En plus de cela, elle travaille également avec des représentants du gouvernement guinéen, des agences externes, des donateurs et des ONG. Elle est en étroite collaboration avec l'Organisation mondiale de la Santé (OMS) et Médecins sans Frontières (MSF) dans le cadre de la réponse à l'épidémie dans ces pays. Le montant total de l'appel de la FICR pour la Guinée est de 56.016.354 CHF dont 60% du financement est assuré jusqu'à présent. Le FICR en Guinée L'identification initiale des besoins effectuées par la FICR a permis de mettre en évidence 5 catégories de besoins : - Les interventions d'urgence, - Le redressement de la santé et des soins, - La préparation aux catastrophes et la réduction des risques, - La sécurité alimentaire et les moyens de subsistance, - Le développement de la Société Nationale. Outre la dimension médicale et urgente de la réponse, la FICR insiste donc aussi sur l'assistance à la réhabilitation sur le long terme. Si la priorité immédiate reste le contrôle de l'épidémie en Guinée, la planification de la réhabilitation à long terme a été conduite en prenant en considération l'impact au sens large de l'épidémie. -Global objective: Continuer d'endiguer l'épidémie d'Ebola tout en commençant le processus de réhabilitation à travers des activités pour le relèvement précoce. -Specific objective : - Objectif spécifique 1 : Réduire et garder le virus Ebola à « zéro cas » ; maintenir les capacités
