MCSP is reducing maternal and ...newborn mortality and morbidity in Burma by strengthening the midwifery profession. In collaboration with the Ministry of Health (MOH) and other partners, we promote best practices in maternal and newborn health care, and provide capacity building support to the Myanmar Nurses Midwives Association. We focus on evidence-based, high-quality interventions to reduce the leading drivers of maternal mortality in the country: postpartum hemorrhage, pre-eclampsia/eclampsia, and sepsis. MCSP also addresses the major causes of newborn death through improved neonatal resuscitation, prevention and management of pre-term birth, care for preterm/low birth weight newborns, and identification and management of newborn infections. and we work with the MOH to provide national technical assistance for malaria in pregnancy and integrated community case management.

Vision
The Maternal and Child ...Survival Program is a global, USAID Cooperative
Agreement to introduce and support high-impact health interventions
with a focus on 24 high-priority countries* with the ultimate goal of ending
preventable child and maternal deaths (EPCMD) within a generation. The
Program is focused on ensuring that all women, newborns and children most in
need have equitable access to quality health care services to save lives.
Intervention Areas
The Maternal and Child Survival Program supports programming in maternal,
newborn and child health, immunization, family planning and reproductive
health, nutrition, health systems strengthening, water/sanitation/hygiene,
malaria, prevention of mother-to-child transmission of HIV, and pediatric HIV
care and treatment.
*High-priority countries are Afghanistan, Bangladesh, Democratic Republic of Congo, Ethiopia,
Ghana, Haiti, India, Indonesia, Kenya, Liberia, Madagascar, Malawi, Mali, Mozambique, Nepal, Nigeria,
Pakistan, Rwanda, Senegal, South Sudan, Tanzania, Uganda, Yemen and Zambia.

SPRING/Ghana defines its activities through the 1,000 Day Household (linked to 2-pager) approach, which targets households with pregnant women and children 2 years of age and younger. This approach synthesizes each intervention area into a holistic approach designed to support the ability of the1,000 day household to care for and support the 1,000 day child.

TheUSAID/GhanaResiliency in No...rthern Ghana (RING)program is an integrated project and partnership effort under USAIDs Feed the Future initiative designed to contribute to the Government of Ghana's efforts to sustainably reduce poverty and improve the nutritional status of vulnerable populations. The purpose of the RING project is to improve the livelihoods and nutritional status of vulnerable households in targeted communities of 17 districts in the Northern Region. This is being achieved through three complementary project components: increasing the consumption of diverse quality foods, especially among women and children; improving behaviors related to nutrition and hygiene of women and young children; and strengthening local support networks to address the ongoing needs of vulnerable households.

How Title II Food Aid Works
U...SAID’s Food for Peace (FFP) Program works for a world free of hunger and poverty, where people live in dignity, peace, and security. FFP and its partners share one mission: to reduce hunger and malnutrition and assure that people everywhere have enough food at all times for healthy, productive lives. FFP is the work of farmers, businessmen, grain elevator operators, truckers, bargemen, freight forwarders, port operations, nongovernmental and international organizations, and government officials. Together they form an unbroken chain of humanity stretching from fertile fields in the United States to hungry families half a world away.
FFP is an expression of the compassion and goodwill of the people of the United States. FFP programs combat malnutrition, improve the livelihoods of vulnerable groups and mitigate the impact of disasters which are occurring with greater frequency.
1. Appropriations & Budgeting
USAID and State Department submit an annual budget to Congress. Congress reviews the budget request, determines the level of funding, and approves appropriations bills.
2. Proposal Submission/Appeal Issuance & Review
For development programs, Private Voluntary Organizations (PVOs) and International organizations(IOs) submit proposals based on FFP guidance. For emergencies, FFP often responds based on a proposal from a PVO or an appeal from an IO or a disaster declaration by the U.S. embassy in country.
USAID issues guidance that PVOs must follow when developing and implementing Title II programs. Since IOs (e.g. WFP) are not subject to U.S. regulations, they receive food aid according to a special agreement established with the U.S. government.
The Title II program is complemented by the Emergency Food Security program: it is designed to complement Title II and is used when Title II is either not appropriate or cannot arrive quickly enough for an effective emergency response.
3. Call Forward
USAID provides a list of eligible U.S. agricultural commodities, which FFP partners may request. Choosing from this list, and based on their local assessments of markets and needs, partners identify the types and amounts of commodities required and a schedule for delivery.
Once a Title II program is approved, partners order (“call forward”) commodities for delivery.
4. Procurement Invitation and Authorization
USDA procures the requested commodities by issuing tender to commodity suppliers and processors. All Title II commodities are purchased on the open market.
5. Shipment of Commodities
Through a tender process, working closely with USAID the partner arranges for the cargo to be shipped from the U.S. port to the recipient country.
In emergencies, USAID can tap into up to 100,000 tons of food that it has prepositioned in warehouses at the U.S. Gulf post and additional sites overseas to expedite response.
6. Program Implementation
Upon reaching its destination, the food is used in a variety of ways, and always for the people most vulnerable to the effects of hunger: children under age five, pregnant and lactating women, the elderly, and other vulnerable populations.
7. Program Closeout
At the end of the fiscal year, partners submit an “Annual Results Report,” which describes accomplishments for the year.

MCSP is reducing maternal and ...newborn mortality and morbidity in Burma by strengthening the midwifery profession. In collaboration with the Ministry of Health (MOH) and other partners, we promote best practices in maternal and newborn health care, and provide capacity building support to the Myanmar Nurses Midwives Association. We focus on evidence-based, high-quality interventions to reduce the leading drivers of maternal mortality in the country: postpartum hemorrhage, pre-eclampsia/eclampsia, and sepsis. MCSP also addresses the major causes of newborn death through improved neonatal resuscitation, prevention and management of pre-term birth, care for preterm/low birth weight newborns, and identification and management of newborn infections. and we work with the MOH to provide national technical assistance for malaria in pregnancy and integrated community case management.

Vision
The Maternal and Child ...Survival Program is a global, USAID Cooperative
Agreement to introduce and support high-impact health interventions
with a focus on 24 high-priority countries* with the ultimate goal of ending
preventable child and maternal deaths (EPCMD) within a generation. The
Program is focused on ensuring that all women, newborns and children most in
need have equitable access to quality health care services to save lives.
Intervention Areas
The Maternal and Child Survival Program supports programming in maternal,
newborn and child health, immunization, family planning and reproductive
health, nutrition, health systems strengthening, water/sanitation/hygiene,
malaria, prevention of mother-to-child transmission of HIV, and pediatric HIV
care and treatment.

Ghana, Haiti, India, Indonesia, Kenya, Liberia, Madagascar, Malawi, Mali, Mozambique, Nepal, Nigeria,

In the 1990s, the National Gov...ernment of Guatemala passed reforms to devolve significant responsibility and authority to municipalities and spur broad-based economic growth in light of inadequate centralized systems and a rising demand for public services. After more than 10 years, the decentralization process is still a work in progress. The local governments ability to mobilize citizen participation and support local development has been constrained by a variety of factors including: poor representation of women and indigenous leaders in municipal government and in local development councils; lack of skills and experience in conducting public communication; and lack of effective accounting systems to build public trust. In response, the Guatemala Local Governance Project, supported under a task order from the USAID SUM II IQC and with funds from Feed the Future (FtF), is working in the East of Guatemala (Corredor Seco Region) and the Western Highlands of Guatemala to assist 25 rural municipalities to increase its capacity of municipal governments to respond to the needs and demands of their constituents, institutionalize participatory processes and transparency through the promotion of informed citizen participation (particularly of women, the indigenous, and other traditionally under-represented groups) and promote local economic development.

SPRING/Ghana aims to reduce st...unting by 20 percent in two regionsNorthern Region and Upper East Region. Working in 15 districts within these two regions, SPRING/Ghanas activities include anemia reduction, infant and young child nutrition; water, sanitation, and hygiene; aflatoxin reduction; community video; and support to the LEAP 1000 cash transfers. SPRING/Ghana defines its activities through the 1,000 Day Household (linked to 2-pager) approach, which targets households with pregnant women and children 2 years of age and younger. This approach synthesizes each intervention area into a holistic approach designed to support the ability of the1,000 day household to care for and support the 1,000 day child.

The Health Information Systems... (HIS) project will support USG efforts to strengthen the Ministry of Health's (MOH) capacity to build sustainable health information systems within Haiti, allowing for the GOH to effectively manage program resources (both host country and donor) and monitor patient outcomes, as well as to ensure effective, routinized information use throughout the health sector. In early FY 2014, HIS helped the MOH define gaps and adopt a health information system (DHiS2), linking the various information systems currently in use, and by the end of that year, the project created a national data warehouse to facilitate data analysis and informed resource and management planning. With FY 2015 resources HIS will provide focused capacity building to the MOH's Unit of Evaluation and Planning (UEP) to allow the unit to develop and enforce MOH strategic information regulations and standards related to monitoring and reporting of Haiti's health activities.

The Haiti Nutrition Security P...rogram (NSP) strategy, implemented by Partners of the Americas, is based on a holistic community health, nutrition, and livelihood approach. With FY 2015 resources, the project will continue to recruit and provide support to Mother Leaders, and organize them into Care Groups. Each Mother Leader is then responsible for directing and chairing local neighborhood women's clubs, through which nutrition counseling and best health practices will be shared with additional young pregnant and lactating mothers (of children under the age of five).
