Grant activity will strengthen Malians ability to lead healthy, productive lives by promoting malaria prevention and treatment, good nutrition and hygiene practices as well as reproductive health behaviors like family planning. Pairing social and behavior change communication with social marketing, the initiative will inspire households to acquire healthy behaviors and give them access to life-saving health products.

The goal of GHI is to improve ...the nutritional status of women and children under two, through increased homestead food production, improved water, sanitation and hygiene, and improved maternal, newborn, and child health. The goal of FtF in Nepal is to sustainably reduce poverty and hunger by achieving inclusive growth in the agriculture sector, increasing income of farm families and improving nutritional status, especially of women and children. Peace Corps is ideally situated to support the GON and USAID in implementing these projects where the goals of the two projects overlap - i.e. in the area of food security. The purpose of the Peace Corps food security project is to improve the food security of rural families, including nutrition, especially for the most vulnerable population in targeted communities in Nepal. Our Food Security Project has three goals: Community members will practice new or different behaviors related to improving nutrition, hygiene, and sanitation; Community members will gain improved access to diverse and nutritious foods through improved agricultural productivity. How Title II Food Aid Works
U...SAID’s Food for Peace (FFP) Program works for a world free of hunger and poverty, where people live in dignity, peace, and security. FFP and its partners share one mission: to reduce hunger and malnutrition and assure that people everywhere have enough food at all times for healthy, productive lives. FFP is the work of farmers, businessmen, grain elevator operators, truckers, bargemen, freight forwarders, port operations, nongovernmental and international organizations, and government officials. Together they form an unbroken chain of humanity stretching from fertile fields in the United States to hungry families half a world away.
FFP is an expression of the compassion and goodwill of the people of the United States. FFP programs combat malnutrition, improve the livelihoods of vulnerable groups and mitigate the impact of disasters which are occurring with greater frequency.
1. Appropriations & Budgeting
USAID and State Department submit an annual budget to Congress. Congress reviews the budget request, determines the level of funding, and approves appropriations bills.
2. Proposal Submission/Appeal Issuance & Review
For development programs, Private Voluntary Organizations (PVOs) and International organizations(IOs) submit proposals based on FFP guidance. For emergencies, FFP often responds based on a proposal from a PVO or an appeal from an IO or a disaster declaration by the U.S. embassy in country.
USAID issues guidance that PVOs must follow when developing and implementing Title II programs. Since IOs (e.g. WFP) are not subject to U.S. regulations, they receive food aid according to a special agreement established with the U.S. government.
The Title II program is complemented by the Emergency Food Security program: it is designed to complement Title II and is used when Title II is either not appropriate or cannot arrive quickly enough for an effective emergency response.
3. Call Forward
USAID provides a list of eligible U.S. agricultural commodities, which FFP partners may request. Choosing from this list, and based on their local assessments of markets and needs, partners identify the types and amounts of commodities required and a schedule for delivery.

How Title II Food Aid Works

Background : La crise en Syri...e est aujourd'hui la crise humanitaire la plus complexe au monde. Alors que ce conflit entre dans sa cinquième année, les violations des droits de l'homme et du droit international humanitaire continuent de se produire dans un contexte d'insécurité généralisée. Depuis son commencement, le conflit syrien a fait plus de 200.000 morts et plus d'1 million de blessés. Le manque d'accès à de nombreuses parties du pays et le rétrécissement de l'espace humanitaire constituent des défis majeurs auxquels les organisations humanitaires sont confrontées. 12,4 millions de personnes ont besoin d'une assistance humanitaire : 7,6 millions IDPs (faisant de la Syrie la plus grande crise de déplacement à l'échelle mondiale) et 4,8 millions dans les zones difficiles d'accès. L'accès humanitaire reste fort limité, à cause de l'insécurité, des obstacles administratifs et de refus systématiques (notamment pour les opérations cross-line des NU). Le conflit a également généré plus de 4,1 millions de réfugiés qui ont fui principalement vers les pays voisins. La Turquie, le Liban et la Jordanie sont particulièrement touchés par cet afflux de réfugiés. Le CICR est présent en Syrie depuis 1967 (Arab-Israeli war) et travaille sur les conséquences de conflits armés et autres situations de violence dans le pays : sécurisation de l'accès à l'eau potable, activités d'assistance (assistance d'urgence, soutien aux moyens d'existence, soins de santé), monitoring des personnes privées de liberté et restauration des liens familiaux. Enfin, il sensibilise principalement les porteurs d'armes au respect du Droit International Humanitaire (DIH). Les besoins du CICR pour son opération en Syrie et ses pays voisins (l'Irak, le Liban et la Jordanie) en 2015 se montent à 355.222.796 CHF. En date de 01/10/15, cette opération nécessitait encore un financement de 79.183.929 CHF. Le CICR coordonne son action avec ses partenaires du mouvement de la Croix-Rouge (fédération internationale et sociétés nationales), les agences onusiennes ainsi que les autres acteurs humanitaires travaillant dans les mêmes secteurs d'intervention et ce afin de maximaliser l'impact de l'action humanitaire, identifier des besoins non encore rencontrés et éviter les duplications d'aide -Global objective: De manière générale, les activités humanitaires du CICR en Syrie, en Irak, au Liban et en Jordanie visent à : 1. Assister les groupes les plus vulnérables se trouvant dans les zones affectées, ou susceptibles d'être affectés, et dans les communautés d'accueil des pays voisins, par de la violence afin d'améliorer leurs conditions de vie, leurs protection, leur accès à de l'eau potable et à des services de santé de base. 2. Alors que le conflit en Syrie entre dans sa cinquième année, les violations des droits de l'homme et du droit international humanitaire continuent de se produire dans un contexte d'insécurité généralisée. Depuis son commencement, le conflit syrien a fait plus de 200.000 morts et plus d'1 million de blessés. 12,2 millions de personnes ont actuellement besoin d'assistance en Syrie, dont 5,6 millions d'enfants et 480.000 réfugiés palestiniens. 9,8 millions de personnes ont besoin d'aide alimentaire et de moyens de subsistance. Deux millions d'adolescents et d'enfants ne sont pas scolarisés. Le manque d'accès sûr et sans entrave à de nombreuses parties de la Syrie et le rétrécissement de l'espace humanitaire constituent des défis majeurs auxquels les organisations humanitaires sont confrontées afin d'atteindre les populations vulnérables et de fournir les services et l'assistance essentiels. 4,8 millions de personnes vivent dans des endroits difficiles à atteindre, dont 420.000 dans les zones assiégées. Sans une solution politique, les besoins humanitaires continueront à augmenter. Plus de la moitié des syriens ont été forcés de quitter leur maison, souvent à plusieurs reprises, faisant de la Syrie la plus grande crise de déplacement à l'échelle mondiale. On dénombre 1 million de plus de déplacés internes en 2015, qui est venu s'ajouter aux 7,6 millions déjà comptabilisés en 2014. Plus de 3,8 millions de réfugiés ont également fui la Syrie vers les pays voisins (l'Egypte, l'Irak, la Jordanie, le Liban et la Turquie), soit une augmentation de plus de 1,5 million depuis la fin de 2013. Parmi ces réfugiés, on compte 1,9 million d'enfants. La crise en Syrie exerce d'immenses pressions sur les pays voisins : la Turquie est aujourd'hui le plus grand pays d'accueil des réfugiés syriens dans le monde, tandis que la Jordanie et le Liban ont maintenant les ratios les plus élevés de réfugiés par habitant dans le monde. Malgré la générosité des donateurs, les ressources actuelles sont insuffisantes pour assurer le soutien nécessaire aux besoins des réfugiés syriens et de la population syrienne. D'après le BCAH, le financement total requis pour répondre aux besoins générés par la crise syrienne s'élève à 7,42 milliards de dollars US. Seul 44% de ce montant, soit 3,25 milliards de dollars US, est actuellement financé. In Rwanda, the limited availab...ility of public health information remains a significant barrier to individual well-being and the promotion of public health goals. The Rwanda Social Marketing Program (RSMP) seeks to contribute to filling this gap by implementing health communication activities that increase access to health information and health products, and promote healthy behaviors among Rwandans on issues related to HIV and AIDS, malaria, family planning, and child survival. Target beneficiaries include vulnerable groups such as female sex workers (FSW), men who have sex with men (MSM), motorcycle taxi drivers, truck drivers, people living with HIV and AIDS (PLHIV), and caregivers of children under five.

Caritas-Rwanda will continue t...o improve the nutritional status of mothers and children (especially those under 2 years of age) through community-based interventions in nine districts. The project will seek to improve the well-being of HIV/AIDS-affected orphans and vulnerable children (OVC) and improve the nutritional status of adults living with HIV through cooking demonstrations, nutrition assessments (anthropometric measurements) and nutrition counseling. Of the 73,482 people supported under this program, 14,416 are OVCs, 36,000 are children under five years, and 7,200 are pregnant and lactating women. The project uses cost effective community-based solutions like internal savings and loan groups, farmers field schools and the positive deviance hearth model to address nutritional and financial needs of beneficiaries, with emphasis on resilience and empowerment through economic strengthening, food security, nutrition and hygiene, and increased access to health services.

The purpose of USAID/Yaajeende... project is to accelerate the participation of the ultra-poor in rural economic growth and to improve their nutritional status through private sector-led improvements in dynamic local markets.In FY 2013, Yaajeende will scale up production and utilization of orange sweet potato, iron bio-fortified millet, zinc bio-fortified beans, and other nutritional crops rich in Vitamin C and protein. Yaajeende will support Community Nutrition Volunteers to facilitate nutrition information, community meals and Mother-to-Mother meetings for beneficiaries. Community-Based Solution Provider agents will supply local markets with nutritious and affordable foods, iodized salt, water purification tablets, Aquatabs, and quality agricultural inputs.To scale the adoption/use of these technologies, the project will train trainers of the main producer organization federations as well as large producer organizations in the use of these technologies.

Liberia Agricultural Upgrading..., Nutrition and Child Health Project (LAUNCH) is working to reduce chronic malnutrition levels in food insecure, vulnerable populations in Bong and Nimba Counties. They are working with smallholders to sustainably improve production practices, increase farm management skills, build resilience, improve infrastructure and expand economic opportunities through a value chain approach. The health and nutrition strategy focuses on the prevention of malnutrition, the early identification and treatment of acute malnutrition to prevent further deterioration of health/nutritional status, and the promotion of high-impact health and nutrition interventions at household, community and facility levels. Households receiving supplementary food rations are targeted for inclusion in the agricultural and livelihoods activities. The ration has been carefully designed to reduce malnutrition without craeting beneficiary dependencies and undermining a market approach. Education activities develop community capacities to support education and increase access by youth to livelihoods education that increases their employability.

working in the Bong and Nimba
counties of Liberia to improve food
security and reduce chronic
malnutrition of vulnerable women and
children under five years old4. The
project aims to reduce chronic
malnutrition by providing food
supplementation and nutritional
information and improve maternal,
infant and young child feeding and
hygiene practices (breastfeeding). Each
month about 9,000 beneficiaries
participate in the food distribution, with
the number fluctuating by season.
Under LAUNCH there are food
distributions once a month, at a
designated point on a designated day.
Although this project is primarily
focused on nutrition, it does contain an
agriculture component. In addition, its
use of mobile data collection even
within its nutrition component is
relevant to agriculture development
