The three-year KONEKTE (KONesa...ns E Konpetans TEknik) program is designed to alleviate capacity constraints in Haitian Ministries by identifying and placing experienced Technical Advisors in critical posts to support the implementation of the Government of Haitis Action Plan for National Recovery and Development of Haiti and the United States Governments Post-Earthquake Strategy in Haiti. KONEKTE works closely with the OMRH to identify high level advisors through a transparent and competitive recruitment process that prioritizes the skills and expertise of Haitian Nationals and Diaspora. Each advisor is placed in a Ministry in order to fill an existing skills gap. Specific assignments vary in content and duration as needs are identified in collaboration with each Ministry.

MCSP is reducing maternal and ...newborn mortality and morbidity in Burma by strengthening the midwifery profession. In collaboration with the Ministry of Health (MOH) and other partners, we promote best practices in maternal and newborn health care, and provide capacity building support to the Myanmar Nurses Midwives Association. We focus on evidence-based, high-quality interventions to reduce the leading drivers of maternal mortality in the country: postpartum hemorrhage, pre-eclampsia/eclampsia, and sepsis. MCSP also addresses the major causes of newborn death through improved neonatal resuscitation, prevention and management of pre-term birth, care for preterm/low birth weight newborns, and identification and management of newborn infections. And we work with the MOH to provide national technical assistance for malaria in pregnancy and integrated community case management.

Liberia Agricultural Upgrading..., Nutrition and Child Health Project (LAUNCH) is working to reduce chronic malnutrition levels in food insecure, vulnerable populations in Bong and Nimba Counties. They are working with smallholders to sustainably improve production practices, increase farm management skills, build resilience, improve infrastructure and expand economic opportunities through a value chain approach. The health and nutrition strategy focuses on the prevention of malnutrition, the early identification and treatment of acute malnutrition to prevent further deterioration of health/nutritional status, and the promotion of high-impact health and nutrition interventions at household, community and facility levels. Households receiving supplementary food rations are targeted for inclusion in the agricultural and livelihoods activities. The ration has been carefully designed to reduce malnutrition without craeting beneficiary dependencies and undermining a market approach. Education activities develop community capacities to support education and increase access by youth to livelihoods education that increases their employability.

LAUNCH is a

managed by ACDI/VOCA in
collaboration with Project Concern ,
working in the Bong and Nimba
counties of Liberia to improve food
security and reduce chronic
malnutrition of vulnerable women and
children under five years old4. The
project aims to reduce chronic
malnutrition by providing food
supplementation and nutritional
information and improve maternal,
infant and young child feeding and
hygiene practices (breastfeeding). Each
month about 9,000 beneficiaries
participate in the food distribution, with
the number fluctuating by season.
Under LAUNCH there are food
distributions once a month, at a
designated point on a designated day.
Although this project is primarily
focused on nutrition, it does contain an
agriculture component. In addition, its
use of mobile data collection even
within its nutrition component is
relevant to agriculture development

Regarding Improve nutrition and health: Amalima improves the dietary diversity and micro-nutrient intake of pregnant and lactating women and children under two by distributing supplementary feeding rations of corn-soy blend (CSB+) and fortified vegetable oil, while simultaneously enhancing nutrition care practices with a combination of capacity building, mentoring, and community-based messaging delivered through care groups and community health clubs. Through these groups, Amalima also encourages improved Water, Sanitation and Hygiene (WASH) practices such as the promotion of water purification technologies, proper hand washing, rehabilitation of water points at primary health clinics, and creation and training of community health clubs. How Title II Food Aid Works
U...SAID’s Food for Peace (FFP) Program works for a world free of hunger and poverty, where people live in dignity, peace, and security. FFP and its partners share one mission: to reduce hunger and malnutrition and assure that people everywhere have enough food at all times for healthy, productive lives. FFP is the work of farmers, businessmen, grain elevator operators, truckers, bargemen, freight forwarders, port operations, nongovernmental and international organizations, and government officials. Together they form an unbroken chain of humanity stretching from fertile fields in the United States to hungry families half a world away.
FFP is an expression of the compassion and goodwill of the people of the United States. FFP programs combat malnutrition, improve the livelihoods of vulnerable groups and mitigate the impact of disasters which are occurring with greater frequency.
1. Appropriations & Budgeting
USAID and State Department submit an annual budget to Congress. Congress reviews the budget request, determines the level of funding, and approves appropriations bills.
2. Proposal Submission/Appeal Issuance & Review
For development programs, Private Voluntary Organizations (PVOs) and International organizations(IOs) submit proposals based on FFP guidance. For emergencies, FFP often responds based on a proposal from a PVO or an appeal from an IO or a disaster declaration by the U.S. embassy in country.
USAID issues guidance that PVOs must follow when developing and implementing Title II programs. Since IOs (e.g. WFP) are not subject to U.S. regulations, they receive food aid according to a special agreement established with the U.S. government.
The Title II program is complemented by the Emergency Food Security program: it is designed to complement Title II and is used when Title II is either not appropriate or cannot arrive quickly enough for an effective emergency response.
3. Call Forward
USAID provides a list of eligible U.S. agricultural commodities, which FFP partners may request. Choosing from this list, and based on their local assessments of markets and needs, partners identify the types and amounts of commodities required and a schedule for delivery.
Once a Title II program is approved, partners order (“call forward”) commodities for delivery.
4. Procurement Invitation and Authorization
USDA procures the requested commodities by issuing tender to commodity suppliers and processors. All Title II commodities are purchased on the open market.
5. Shipment of Commodities
Through a tender process, working closely with USAID the partner arranges for the cargo to be shipped from the U.S. port to the recipient country.
In emergencies, USAID can tap into up to 100,000 tons of food that it has prepositioned in warehouses at the U.S. Gulf post and additional sites overseas to expedite response.
6. Program Implementation
Upon reaching its destination, the food is used in a variety of ways, and always for the people most vulnerable to the effects of hunger: children under age five, pregnant and lactating women, the elderly, and other vulnerable populations.
7. Program Closeout
At the end of the fiscal year, partners submit an “Annual Results Report,” which describes accomplishments for the year.

Strategic Objective 1: Nutriti...on
In the area of nutrition, the program will impact over 150,000 women of reproductive age and children under the age of five through targeted supplementary food rations. Furthermore, a robust health and nutrition training package will be delivered via the internationally-acclaimed Care Group method, which supports good nutrition behaviours. Strategic Objective 2: Increased income
ENSURE is building the capacity of farmer field schools, producer associations, agro-dealers and many others engaged in key agricultural value chains such as groundnuts, small livestock and horticultural crops. In addition, over 17,000 people will be trained to save money in Village Savings and Loan Associations leading to asset accumulation that is leveraged to produce more household income. These activities will support over 20,000 farmers to produce crops and raise livestock in greater quality and quantity, and ultimately enhance household economy when these commodities are sold for profit.
Strategic Objective 3: Community resilience
ENSURE trains and coaches hundreds of communities to increase their absorptive and adaptive capacities in the face of natural and other disasters that cause setbacks in a community’s food security. Furthermore, ENSURE helps communities to improve their resilience capacity through a Food for Asset programming, where communities construct dams, irrigation schemes, wells and nutrition gardens. Asset management committees are also formed to train communities to manage their community assets and foster sustainability of the developmental gains. By the end of the program, more than 7,000 workers and their families will directly increase their household resilience as a result of these activities.
Gender and environmental management
The program utilises two important cross-cutting objectives to increase impact and improve sustainability, namely: 1) working to build gender equity and 2) acting to improve environmental management. All of the activities in nutrition, agriculture and community resilience will be informed and influenced by these two cross-cutting themes.

CONCERT aims to reduce fertili...ty and population growth; lower the risk of HIV/AIDS; and reduce maternal and infant and under-five mortality rates. The project has broad national coverage through mass media, campaigns, and capacity building, as well as intensive implementation through projects local partners. During the life of the project, CONCERT will: 1) Work to improve coordination and planning by developing a platform for health messaging and integrated communication strategies. 2) Develop a multi-media campaign using a centrepiece radio programme and family health booklet. 3) Develop a community mobilization toolkit. 4) Support capacity development of the HEU and explore the creation of an S/BCC knowledge management system. 5) Develop and document best practices, introducing new approaches to S/BCC and conduct operations research.

The CTCIM project was designed... to address the need to institutionalize the nationwide CMAM program, which provides care to malnourished and severely malnourished children under the age of 5 through a four-prong strategy: treating severely malnourished children with medical complications in a NRU; treating severely malnourished children without medical conditions in outpatient therapy; providing a supplementary food program to underweight children; and providing outreach and community mobilization.

Because most infants and children in developing countries have limited or no access to the formal health system, BASICS placed strong emphasis on improving the reach of health programs through community-based treatment, including private sector drug distribution.

Background : Le conflit qui a... cours dans les territoires palestiniens occupés (oPt) a des conséquences humanitaires de plus en plus lourdes principalement en raison de violations continues du Droit International Humanitaire (DIH). L'occupation de la Cisjordanie et le blocus de la bande de Gaza ont provoqué une longue crise de protection ayant des conséquences humanitaires, notamment en matière d'accès à la santé, à l'eau, à l'éducation et à des moyens de subsistance, qui renforcent le désespoir des Palestiniens sur les plans économique et social. En juillet et août 2014, Gaza a été le théâtre d'un conflit qui a fait environ 2.200 morts côté palestinien, dont plus de 1400 civils (desquels on compte 550 enfants et 300 femmes). C'est une crise humanitaire dramatique qui en a découlé. Des destructions des habitations, d'infrastructures sanitaires et d'écoles sont à déplorer. Selon UNRWA, ce sont plus de 140.000 habitations de réfugiés qui ont été endommagées et 9.000 d'entre elles complètement détruites. Les acteurs humanitaires voient en outre leurs actions de reconstruction rendues extrêmement complexes par les limitations, principalement imposées par le gouvernement israélien, concernant l'acheminement du matériel de reconstruction. Aujourd'hui c'est environ 80% des 1.6 million d'habitants de Gaza qui survivent grâce à l'aide extérieure. En Cisjordanie, via les politiques et les pratiques d'occupation mises en place par Israël, particulièrement en zone C et à Jerusalem Est, les autorités israéliennes continue l'expansion des colonies en opposition au droit international à la défaveur des logements, des moyens de subsistance et des besoins en matière de développement des communautés palestiniennes. Les communautés bédouines souffrent d'un éventail de menaces en termes de protection : restriction d'accès, violence des colons, opérations militaires et arrestations. Ces menaces constantes et les violations du DIH et des droits humains provoquent une souffrance psychosociale significative et une proportion plus grande de problèmes mentaux, en particulier chez les femmes et les enfants. En outre, l'accès aux services de base ainsi qu'aux services de santé mentale est particulièrement restreint pour ces communautés. En outre, depuis 2014, l'espace humanitaire s'est détérioré en zone C : les acteurs humanitaires sur le terrain sont confrontés à des difficultés grandissantes concernant la fourniture d'assistance humanitaire et le risque de démolition et de confiscation. En effet, en 2014 ce sont 600 structures qui ont été démolies, avec une moyenne mensuelle de 50. En 2015, les démolitions sont en nette accélération avec pour le premier trimestre un nombre de 193, dont 95 seulement au mois de mars 2015. Des besoins humanitaires criants tant à Gaza qu'en Cisjordanie ainsi que des difficultés opérationnelles sur le terrain rendent la situation intenable et la réponse urgente. Working in 15 districts within these two regions, SPRING/Ghanas activities include anemia reduction, infant and young child nutrition; water, sanitation, and hygiene; aflatoxin reduction; community video; and support to the LEAP 1000 cash transfers. SPRING/Ghana defines its activities through the 1,000 Day Household (linked to 2-pager) approach, which targets households with pregnant women and children 2 years of age and younger. This approach synthesizes each intervention area into a holistic approach designed to support the ability of the1,000 day household to care for and support the 1,000 day child.
