How Title II Food Aid Works
U...SAID’s Food for Peace (FFP) Program works for a world free of hunger and poverty, where people live in dignity, peace, and security. FFP and its partners share one mission: to reduce hunger and malnutrition and assure that people everywhere have enough food at all times for healthy, productive lives. FFP is the work of farmers, businessmen, grain elevator operators, truckers, bargemen, freight forwarders, port operations, nongovernmental and international organizations, and government officials. Together they form an unbroken chain of humanity stretching from fertile fields in the United States to hungry families half a world away.
FFP is an expression of the compassion and goodwill of the people of the United States. FFP programs combat malnutrition, improve the livelihoods of vulnerable groups and mitigate the impact of disasters which are occurring with greater frequency.
1. Appropriations & Budgeting
USAID and State Department submit an annual budget to Congress. Congress reviews the budget request, determines the level of funding, and approves appropriations bills.
2. Proposal Submission/Appeal Issuance & Review
For development programs, Private Voluntary Organizations (PVOs) and International organizations(IOs) submit proposals based on FFP guidance. For emergencies, FFP often responds based on a proposal from a PVO or an appeal from an IO or a disaster declaration by the U.S. embassy in country.
USAID issues guidance that PVOs must follow when developing and implementing Title II programs. Since IOs (e.g. WFP) are not subject to U.S. regulations, they receive food aid according to a special agreement established with the U.S. government.
The Title II program is complemented by the Emergency Food Security program: it is designed to complement Title II and is used when Title II is either not appropriate or cannot arrive quickly enough for an effective emergency response.
3. Call Forward
USAID provides a list of eligible U.S. agricultural commodities, which FFP partners may request. Choosing from this list, and based on their local assessments of markets and needs, partners identify the types and amounts of commodities required and a schedule for delivery.
Once a Title II program is approved, partners order (“call forward”) commodities for delivery.
4. Procurement Invitation and Authorization
USDA procures the requested commodities by issuing tender to commodity suppliers and processors. All Title II commodities are purchased on the open market.
5. Shipment of Commodities
Through a tender process, working closely with USAID the partner arranges for the cargo to be shipped from the U.S. port to the recipient country.
In emergencies, USAID can tap into up to 100,000 tons of food that it has prepositioned in warehouses at the U.S. Gulf post and additional sites overseas to expedite response.
6. Program Implementation
Upon reaching its destination, the food is used in a variety of ways, and always for the people most vulnerable to the effects of hunger: children under age five, pregnant and lactating women, the elderly, and other vulnerable populations.
7. Program Closeout
At the end of the fiscal year, partners submit an “Annual Results Report,” which describes accomplishments for the year.

Strategic Objective 1: Nutriti...on
In the area of nutrition, the program will impact over 150,000 women of reproductive age and children under the age of five through targeted supplementary food rations. Furthermore, a robust health and nutrition training package will be delivered via the internationally-acclaimed Care Group method, which supports good nutrition behaviours. Strategic Objective 2: Increased income
ENSURE is building the capacity of farmer field schools, producer associations, agro-dealers and many others engaged in key agricultural value chains such as groundnuts, small livestock and horticultural crops. In addition, over 17,000 people will be trained to save money in Village Savings and Loan Associations leading to asset accumulation that is leveraged to produce more household income. These activities will support over 20,000 farmers to produce crops and raise livestock in greater quality and quantity, and ultimately enhance household economy when these commodities are sold for profit.
Strategic Objective 3: Community resilience
ENSURE trains and coaches hundreds of communities to increase their absorptive and adaptive capacities in the face of natural and other disasters that cause setbacks in a community’s food security. Furthermore, ENSURE helps communities to improve their resilience capacity through a Food for Asset programming, where communities construct dams, irrigation schemes, wells and nutrition gardens. Asset management committees are also formed to train communities to manage their community assets and foster sustainability of the developmental gains. By the end of the program, more than 7,000 workers and their families will directly increase their household resilience as a result of these activities.
Gender and environmental management
The program utilises two important cross-cutting objectives to increase impact and improve sustainability, namely: 1) working to build gender equity and 2) acting to improve environmental management. All of the activities in nutrition, agriculture and community resilience will be informed and influenced by these two cross-cutting themes.

This activity focuses on susta...inable economic growth in the agriculture sector through improved production and marketing practices. These efforts are complemented by a small commodity distribution activity of Title II PL-480 commodities to vulnerable groups. In FY 2010, under the MYAP health intervention, USAID distributed 7,249 metric tons of wheat flour, rice, yellow peas, and vegetable oil to 134,000 beneficiaries in Chaghcharan District, Ghor Province. Also in FY 2010, under MYAP agriculture and livelihood intervention, USAID supported more than 1,200 poor farmers from five Ghor districts with agricultural inputs such as seed and tools. This intervention also trained those farmers in agronomy and crop management to increase household incomes by improving production and expanding market opportunities. The MYAP project also works to improve the health of 80,000 pregnant and lactating women, and reduce malnutrition rates for 233,000 children less than five years of age.

The Strengthening Household Ab...ility to Respond to Development Opportunities (SHOUHARDO) II activity will increase the food security of rural households in 11 of the poorest districts. The activity improves food availability through the promotion and extension of food crops, fisheries, livestock, and poultry; and access to food and markets, and creating alternate income generation activities. The activity improves the health and nutrition of pregnant women and children under the age of two by increasing access to community health and nutrition services, such as growth monitoring, pre-and post-natal care, and food rations. The activity supports disaster mitigation through the construction of shelters, wave protection walls, earthen embankments and the training of communities on emergency response and contingency planning. The activity will form groups for gender equality, early childhood care and development, and capacity of formal/informal institutions to improve womens empowerment.

The NGO Health Service Deliver...y Project (NHSDP) supports the provision of primary and curative care to a catchment population of 22 million through a nationwide network of 350 non-government organization (NGO) clinics. Specifically, using FY2014 funds, NHSDP will provide performance based grants to network NGOs to enable them to expand coverage, increase equity, and improve management practices and the quality of services delivered. Further, NHSDP will strengthen the capacity of a subset of clinics to enable them to provide higher level, specialized care, such as emergency obstetric and neonatal care. Finally, NHSDP will provide institutional strengthening to two large NGOs that were recently awarded direct USAID grants.

HC3 is the flagship project fo...r behavior change in the Global Health Bureau. It is designed to complement and add value to behavior change activities supported by USAID Missions worldwide by responding to critical needs in technical leadership, capacity strengthening, research, and innovation. It focuses on the technical areas of family planning/reproductive health, HIV/AIDS, malaria, and maternal and child health. HC3 will focus on strengthening in-country capacity to implement state-of-the art health communication, including mass media, community-level activities, interpersonal communication, and new media. The project will provide tailored, capacity strengthening to a range of indigenous partners, including governments, NGOs, creative professionals, and academics, with activities to develop individuals, organizations, and national systems. HC3 will also provide technical leadership in health communication that includes professional exchange, analysis of emerging trends, and development and dissemination of technical and operational guidance. The project will be characterized by a strong focus on implementation science, emphasizing rigorous evaluation, documentation, and diffusion of effective practices.

MIH is a four-year project tha...t started in July 2012 under a cooperative agreement with USAID. SMC is implementing this integrated social marketing program along with several local and international partners, to help bring about behavior change and improve health practices, increase access to and use of family planning products including Long Acting Reversible Contraceptive methods, Reproductive Health and Nutritional products, and improve the capacity of community based health practitioners in the private sector. The program is implementing community mobilization activities in 19 low-performing districts of Bangladesh. In addition, it includes national distribution and communication of existing SMC products as well as several new innovations through the private sector. SMC partners in the project include BRAC, Concerned Women for Family Development (CWFD), Population Services and Training Centre (PSTC) and Shimantik. Engender Health and PSI are associated as training and technical partners respectively. Under MIH, SMC is implementing a large health communications program with focused messaging on five core communication areas as follows: Healthy Timing and Spacing of Pregnancies; First 1000 Days of a Childs life (from conception to 2 years of age); Healthy Pregnancy; Adolescent Health; TB Prevention and Management. The program will also expand SMCs network of Blue Star providers and build capacity of formal and non-formal health providers through basic and refreshers training.

SHIKHA project - Nutrition
|
The SHIKHA project works to re...duce undernutrition among pregnant women and children under the age of 2. The project scales up maternal nutrition and infant and young child feeding interventions in 26 subdistricts in Bangladesh. SHIKHA is a name inspired by the Bangla term, shisukekhawano, which means infant and young child feeding. The project is implemented by FHI 360 and funded by the U.S. Agency for International Development under the Feed the Future initiative. BRAC, another project partner, implements community-level activities.

Prevention of malnutrition for... children under two (PM2A) is a new approach being used by the United States Agency for International Development (USAID). Since 2010, PM2A has been adopted on a widespread basis in food assistance programs with the aim of preventing chronic malnutrition (stunting) in non-emergency settings. This case study uses mixed methods to document household food sources, insecurity and ration receipt within the context of a multi-year health and nutrition program implemented in South Sudan. Evidence from the program, which included a PM2A component in addition to health, empowerment and household agricultural interventions, indicates that household food security remained poor despite ration receipt. While PM2A is a relatively new strategy and efforts are under way to evaluate outcomes, more evidence is needed to determine the appropriateness of the PM2A approach in highly food insecure contexts and to establish the range of contexts in which PM2A is a choice approach for food assistance programs. This Integrated Nutrition, Hyg...iene, and Sanitation project will address selected Global Health Initiative, Feed the Future, and climate change priorities in Cambodia. The project aims to improve the nutritional status of mothers and children under the the age of 23 months by improving Cambodians diets and increasing their access to clean water and sanitation facilities. The project will fund a conditional cash transfer and voucher program that encourages the use of water purifying and sanitation products. With Climate Change adaptation funds the project will build community level resilience to safe water and sanitation practices, a key challenge to Cambodias seasonal flooding The project will introduce community-based nutrition counseling through behavior-change communication activities and partner with the private sector to market latrines and water-treatment filters and commodities. The project intends to improve the nutritional intake of 7,000 Cambodian children each year.
