The project aims to improve hu...man development outcomes in Africa and Asia through four components: (i) strengthening health systems in Central Asia to ensure that people have access to quality health care and information provided by qualified staff in well-equipped facilities; (ii) strengthening education systems in eastern Africa to improve the quality of education for students at the pre-primary and primary school levels; (iii) improving the ability of civil society organizations in Africa and Asia to promote gender equality, integrate climate change adaptation in their programming, and develop innovative means of helping people improve their livelihoods; and (iv) helping Canadians become more aware of and involved in international development.The project supports a regional approach to strengthening health and education systems by engaging partner agencies of the Aga Khan Development Network in Africa and Asia. Strengthening research quality..., leadership, networking, and communications of health implementation research projects in West Africa and MENA

Maternal, child, and adolescen...t health, including sexual and reproductive health, are critical to the well-being of individuals, families, and communities across West Africa, the Middle East, and North Africa. Despite some improvement in health outcomes in these regions, progress has been uneven and growing economic and political challenges are putting that progress to the test. Research on implementation is being increasingly used to understand how certain health interventions work in the field. Results can contribute to efforts to address issues such as economic viability, potential for scale-up, meaningful engagement with community groups, means of limiting gender-based or other socio-economic driven discrimination, and improving distribution channels, among other outcomes. IDRC, working in partnership with the American University of Beirut, will be supporting implementation research projects in two thematic areas: adolescent sexual and reproductive health, and health information systems. Projects will include support activities to strengthen individual and cohort-wide research quality, leadership, networking, and communications. Starting from the early stages of the grants, various support and learning activities will accompany the projects throughout their implementation. This will include workshops, ongoing provision of technical advice, and support for new strategies, processes, and activities to improve research quality, leadership potential, networking opportunities, strategic communications, and development of joint knowledge products over the course of the projects. Collectively, these activities will help optimize the potential for reach, uptake, and influence at local, national, and regional levels. By creating opportunities and spaces to gather, learn, debate, reflect, and improve, it is expected that the outcomes will include strengthened individual capacities and peer learning, stronger linkages within the cohort and expanded networks beyond, greater reach and relevance through the development of joint knowledge products, and more effective and nuanced influence strategies and related activities towards greater sustained positive impact.

This project will promote rese...arch evidence and data-informed decision-making and accelerate achievement of the Sustainable Development Goals (SDGs) in two selected countries in the Middle East namely Lebanon and Jordan. The project will strengthen the current health information systems and ensure that the necessary processes, tools and competences are in place for the generation, analysis and utilization of relevant, reliable and timely data and information to effectively inform health policies and programs focusing on maternal, child and adolescent health.Many countries in the Middle East and North Africa (MENA) region lack well-functioning information systems that can support health system strengthening. Key challenges include poor-quality data that does not align with decision-makers' needs, duplication, fragmentation and incomplete data, and poor utilization of data and information in decision-making and health systems strengthening. The project will adopt a multifaceted approach that will target all three domains of information system performance - technical, behavioral and institutional - to achieve sustainable improvements in data generation, analysis and use to inform health policies and practice. Comprehensive assessment of the existing health information systems and competencies will be conducted. Additionally assessing priority areas and information needs will be done using a multi-step approach, engaging diverse set of stakeholders, as well as leveraging user-friendly decision support tools. Specific efforts will be invested to include gender-sensitive indicators as well as optimize data and indicators for maternal, child and adolescent health as well as refugee health. A stepwise approach will be used starting with Lebanon and then subsequently scaling up to Jordan.Project outcomes include relevant indicators, capacities and resources that are necessary for a well-functioning, gender-sensitive and equity-oriented health information systems which can inform health policymaking and programs related in particular to SDG country reporting. At the regional level, the project will generate a common set of core indicators for reporting and benchmarking across the study countries. Maternal, child, and adolescen...t health, including sexual and reproductive health, are critical to the well-being of individuals, families, and communities across West Africa, the Middle East, and North Africa. Despite some improvement in health outcomes in these regions, progress has been uneven and growing economic and political challenges are putting that progress to the test. Research on implementation is being increasingly used to understand how certain health interventions work in the field. Results can contribute to efforts to address issues such as economic viability, potential for scale-up, meaningful engagement with community groups, means of limiting gender-based or other socio-economic driven discrimination, and improving distribution channels, among other outcomes. IDRC, working in partnership with the American University of Beirut, will be supporting implementation research projects in two thematic areas: adolescent sexual and reproductive health, and health information systems. Projects will include support activities to strengthen individual and cohort-wide research quality, leadership, networking, and communications. Starting from the early stages of the grants, various support and learning activities will accompany the projects throughout their implementation. This will include workshops, ongoing provision of technical advice, and support for new strategies, processes, and activities to improve research quality, leadership potential, networking opportunities, strategic communications, and development of joint knowledge products over the course of the projects. Collectively, these activities will help optimize the potential for reach, uptake, and influence at local, national, and regional levels. By creating opportunities and spaces to gather, learn, debate, reflect, and improve, it is expected that the outcomes will include strengthened individual capacities and peer learning, stronger linkages within the cohort and expanded networks beyond, greater reach and relevance through the development of joint knowledge products, and more effective and nuanced influence strategies and related activities towards greater sustained positive impact.

Most deaths in sub-Saharan Afr...ica occur without medical attention, and as a result, the causes of death (COD) remain unknown. This lack of information greatly limits evidence-based planning and slows progress in the attainment of health targets, including those related to maternal and child health. To address this, the World Health Organization (WHO) recommends the enhancement of both community and facility-based reporting of COD. The WHO also emphasizes the crucial need of integrating COD data within health information management systems and civil registration and vital statistics (CRVS) systems, and ensuring that the data is used by health ministries and disease control programs. This project aims to improve facility-based reporting of COD data in Ethiopia and Mozambique by training doctors and hospital administrators on the use of simple electronic systems for capturing COD reliably, and promoting the use of the data to improve policies and programs for maternal and child health. By complementing efforts to strengthen community-based reporting of CODs in an ongoing maternal and child health project, this project will demonstrate the feasibility of implementing the WHO recommendations on the generation and use of comprehensive, high-quality COD data in health policy and program development. This initiative is building on an established partnership between the Statistical Alliance for Vital Events (St. Michaels Hospital, Canada), the Ethiopia Public Health Association, the Centro de Investigação em Saudé de Manhiça (Mozambique), and St. John's Research Institute (India). The project is closely aligned with the Government of Canada's prioritization of CRVS systems as a valuable public investment for safeguarding the rights of women and children, improving policy development and program delivery for maternal and child health, and strengthening accountability. The researchers will leverage opportunities for continued engagement with the Centre of Excellence for CRVS Systems housed at IDRC. This project is funded by the Innovating for Maternal and Child Health in Africa program. It is a seven-year CA$36 million initiative funded by Global Affairs Canada, IDRC, and the Canadian Institutes of Health Research.

This project aims to develop, ...implement and refine tools and approaches to strengthen country monitoring and reporting in MNCH and nutrition. The purpose of the Real Accountability: Data Analysis for Results (RADAR) project is for the Institute for International Programs of Johns Hopkins University to work with Canadian institutions and organizations, in-country evaluation partners, governments and development partners in a subset of countries where Canada has maternal, newborn and child health (MNCH) programming. Project activities include: (1) support CAN-MNCH in the training of a cadre of Canadian technical experts that are available to assist in implementing the MNCH results tools in DFATD programs with MNCH programming, (2) support the design of an external, Canadian-based, data repository to ensure data quality, comparability and availability in order to generate regular results reports, (3) assist in the implementation of these tools in a select number of Canada's MNCH countries in order to validate results, refine the methodologies and ensure proper implementation. The ultimate beneficiaries for this project are mothers and children, as this initiative will develop tools to assess the quality of care provided to mothers and children, in the areas of nutrition and newborn health programs. / Ce projet vise à élaborer, mettre en œuvre et peaufiner des outils et approches pour renforcer la surveillance des pays et l'établissement de rapports sur la santé des mères, des nouveau-nés et des enfants (SMNE) et la nutrition. L'objectif du projet Real Accountability: Data Analysis for Results (RADAR) est de permettre à l'Institut des programmes internationaux de l'Université John Hopkins de travailler avec des établissements et organismes canadiens, des partenaires d'évaluation dans les pays, des gouvernements et des partenaires du développement dans un sous-ensemble de pays où le Canada mène des programmes de santé des mères, des nouveau-nés et des enfants. In 2017, to sustain Myanmar's ...democratic transition, IDRC and Global Affairs Canada launched an initiative, Knowledge for Democracy Myanmar, to nurture meaningful engagement and promote economic growth that benefits women and men, regardless of ethnicity. Working with other development partners, the initiative targets diverse and complementary entry points to strengthen analytical thinking and research capacity through capacity development for individuals, including emerging researchers, civil society, and policy makers. It also targets engagement and collaboration, through roundtables, conferences, workshops, and other forms of policy dialogue, and capacity development for institutions, providing support for think tanks and government. Finally, the initiative provides funding for research projects on the topics of inclusive democratic governance and economic development. This project will examine the factors that affect the delivery of public services (education, health, and security) in five ethnic minority states in Myanmar (Kayin, Kachin, Magway, Rakhine, and Chin), which represent Myanmar's diverse ethnic composition. It will also examine factors that affect conflict resolution. It will look at ways to improve the coverage and quality of these services in a more inclusive and decentralized Myanmar. In particular, the project will address the new fiscal and administrative state-level powers to provide education, health and security under the current decentralization initiative, and whether they use a gender-sensitive approach, the strategic deployment of resources and personnel to address women's concerns and set priorities for reform, especially within the security sector, and local communities' expectations in education, health and security, with a focus to identify gender-specific priorities of men and women. Project leaders and staff from the University of Toronto's Munk School of Global Affairs (Asia Centre) and the newly-created Myanmar Institute for Peace and Security (MIPS) will collaborate in the design and implementation of the research in all five Myanmar states. An explicit objective of this partnership is to develop the analytical capacity of MIPS as a new research centre in the country.

The project aims to improve hu...man development outcomes in Africa and Asia through four components: (i) strengthening health systems in Central Asia to ensure that people have access to quality health care and information provided by qualified staff in well-equipped facilities; (ii) strengthening education systems in eastern Africa to improve the quality of education for students at the pre-primary and primary school levels; (iii) improving the ability of civil society organizations in Africa and Asia to promote gender equality, integrate climate change adaptation in their programming, and develop innovative means of helping people improve their livelihoods; and (iv) helping Canadians become more aware of and involved in international development.The project supports a regional approach to strengthening health and education systems by engaging partner agencies of the Aga Khan Development Network in Africa and Asia. It also works in partnership with local governments and civil society organizations./ Le projet vise à améliorer les résultats en matière de développment humain en Afrique et en Asie et il est composé de quatre volets: (i) le renforcement des systèmes de santé en Asie centrale pour assurer que les personnes aient accès à de l'information et des soins de santé de qualité fournis par un personnel qualifié et des installations bien équipées, (ii) le renforcement des systèmes d'éducation en Afrique de l'Est pour améliorer la qualité de l'éducation des élèves du préscolaire et du primaire, (iii) l'amélioration de la capacité des organisations de la société civile en Afrique et en Asie à promouvoir l'égalité entre les sexes et à intégrer l'adaptation au changement climatique dans leur programmation tout en développant des moyens novateurs pour aider les personnes à améliorer leurs moyens de subsistance, (iv) la sensibilisation et la mobilisation accrues des Canadiens au développement international.Le projet soutient une approche régionale pour renforcer les systèmes de santé et d'éducation en engageant les agences partenaires du réseau de développement d'Aga Khan en Afrique et en Asie. Il travaille également en partenariat avec les organisations de la société civile et les gouvernements locaux.

Data in Senegal's health infor...mation system is only collected from public health facilities, which doesn't account for the many patients who use private, informal, and other facilities. As a result, many people and conditions go uncounted. The data itself tends to be of poor quality, leading to widely varying statistics about the state of health. This project will create a strong foundation for using comprehensive and quality data to fully understand the priority health issues and for developing relevant responses. Strengthening the collection and use of routine health data will also contribute to strengthening the civil registration and vital statistics system needed to better track births and deaths.This project will strengthen the existing national health information system in Senegal by working with communities and diverse health institutions to collect, process, and use quality data about women's, children's, and adolescents' health. This will be used to more effectively develop policy, plan delivery services, and allocate resources. It will also inform national reporting on the Sustainable Development Goals. The Ministry of Health and Social Action is leading the effort with participation by L'Institut de Santé et Développement, La Fondation Institut Pasteur de Dakar, and Le Centre de Suivi Ecologique.
