LINKING EMERGING INFECTIOUS DI...SEASES RESEARCH AND POLICY NETWORKS IN SOUTHEAST ASIA AND CHINA: APEIR PHASE II

Linking Emerging Infectious Di...seases Research and Policy Networks in Southeast Asia and China: APEIR Phase II
more
|
The Asian Partnership on Emerg...ing Infectious Diseases Research (APEIR) is a multi-country, multi-disciplinary and multi-sectoral research network that enables researchers and experts from several sectors, including agriculture and health, to explore joint research and policy questions in animal and public health. The partnership uses an ecohealth approach to address the complexity of emerging infectious diseases. This project presents a new phase of APEIR research on emerging threats from antimicrobial resistance and wildlife trade. It aims to strengthen the field of ecohealth and enhance emerging infectious disease control in Asia through research, capacity building, social and policy advocacy, and stronger knowledge and response networks. The wide use and abuse of antimicrobials as anti-infective drugs and non-therapeutic treatments are key contributors to persistent infections caused by resistance to antimicrobials. This use and abuse is also a major cause of morbidity and mortality around the world. In China and Southeast Asia, the lack of policy or regulation enforcements means that the use of antibiotics is not well-controlled. This research will provide evidence and guidance to develop country-specific and regional strategies to improve the responsible use of antibiotics and to reduce the emergence of resistant infectious agents in China, Indonesia, Laos, Thailand, and Vietnam. Southeast Asia's thriving wildlife trade supports disease transmission to humans. It also threatens livestock, international trade, rural livelihoods, native wildlife populations, and ecosystem health. Little is known about the zoonotic disease risks involved in transmitting diseases between animals and humans. This study will assess the pathogens that circulate and will explore possible pathways of transmission to humans, specifically in China, Laos, Thailand, and Vietnam. It will help prevent emerging zoonotic infectious diseases. It will also decrease wildlife consumption, while educating people about the safe and wise use of wildlife as a source of food protein for poor people. Finally, it will support wildlife diversity and mitigate illegal wildlife trade in the region. Building on past research on avian influenza and ongoing knowledge-translation activities in the health field, this new phase of work will help APEIR build and support regional capacity to communicate and share knowledge to promptly address emerging infectious disease threats.

This project is part of the De...partment of Foreign Affairs, Trade and Development (DFATD) International Youth Internship Program (IYIP), funded by the Government of Canada's Youth Employment Strategy (YES). The IYIP contributes to the YES by providing a large spectrum of Canadian graduates with valuable international development work experience abroad, needed to launch successful careers. The Atlantic Council for International Cooperation offers 40 Canadian interns internships in nine countries: Bhutan, Bolivia, Gambia, Ghana, Haiti, Jamaica, South Africa, Kenya, and Uganda. The internships focus on increasing food security, stimulating sustainable economic growth and capacity-building. Interns assist in preparing educational and communications materials, facilitating and designing workshops, organizing events and managing projects.

Alternative Public Service Del...ivery Models in Health, Water and Electricity (Africa, Asia, Latin America)
more
|
The literature on public servi...ce delivery alternatives has to date been highly localized, sector specific and lacking in methodological consistency. This project seeks to analyze health, water and electricity delivery models in Africa, Asia and Latin America in order to identify and document successful alternatives to commercialization. Researchers will draw up a set of evaluation criteria (norms), carry out a mapping exercise, refine the conceptual model in a workshop, and identify a set of cases for in-depth study. The selected case studies will represent a cross-section of sectors, regions and models highlighted during the mapping exercise. In the final stage of the project, researchers will examine the findings as a whole, with an emphasis on their implications for service delivery options and health systems in South and Southern Africa.

STRENGTHENING EQUITY THROUGH A...PPLIED RESEARCH CAPACITY BUILDING IN E-HEALTH
more
|
Strengthening Equity through A...pplied Research Capacity Building in e-Health
more
|
There exists limited understan...ding of how e-Health solutions are perceived, designed, implemented and used. This goes beyond considerations related to automation, power supplies and affordability. Rather, it refers to context-specific, politically-aware and socially sensitive examination of how various ICTs are being appropriated, who is being included and excluded in the process, and whether the incorporation of ICTs is leading to more equitable health outcomes. The Strengthening Equity through Applied Research Capacity Building in e-Health (SEARCH) program will cultivate local research capacity to examine e-health and whether it leads to improved health equity and stronger health systems. Emphasis will be placed on methodological and analytical rigor, and policy dialogue. The first phase of SEARCH will involve scoping studies and workshops, with will elaborate the research agenda for the remainder of the program.

Using Evidence to Reduce Healt...h Inequalities in East and Southern Africa
more
|
Sub-Saharan Africa continues t...o deal with high morbidity and mortality rates related to health inequalities and diseases such as malaria, tuberculosis, and HIV/AIDS. Many of the inequalities reflect deeper social and economic problems. They are also a sign of increasing marginalization of vulnerable groups, particularly women and children. This research project aims to support EQUINET to provide evidence that will help reduce these inequalities. Sharing evidence, encouraging uptake EQUINET, the Network for Equity in Health, will generate and use research that will help policymakers implement stronger health systems. This project will build on existing investments, consolidate research, and take the EQUINET network's strengths to scale. This project will support EQUINET to: -undertake applied research in key health areas -institutionalize evidence-based decision-making across the region -implement an organizational development process for its long-term sustainability About EQUINET For more than a decade, EQUINET has addressed health inequalities by building primary health care-based national health systems to provide quality and affordable essential services for all at the point of community delivery. It brings together people and institutions from academia, government, and civil society. EQUINET has focused the region's attention on equity issues. Its work has influenced the East, Central and Southern Africa Health Community to include relevant indicators in its member state monitoring and evaluation framework. Essential health services EQUINET's research will address issues such as: -deploying front-line health workers to provide the essential primary care-level services -implementing constitutional provisions for the right to health to address health inequities -allocating resources to ensure essential health services in underserved areas -developing effective health sector responses to the growing crisis around urban inequalities Through this research, EQUINET will develop a more rigorous, institution-wide platform for producing and using health equity research across the region. Specifically, it will: -improve capacity among researchers and decision-makers with workshops, mentorship, and support for master's students -conduct outreach to engage local, regional, and national decision-makers -influence health in the health system and global policies in positive ways -increase EQUINET's long-term effectiveness and sustainability, making it a regional leader on these issues

The project represents CIDA's ...continuing support for the Sudan Multidonor Trust Funds (MDTF). The objective of the MDTF is to provide a vehicle for donors to pool resources and coordinate support to fund the overall reconstruction and development needs of Sudan during the transitional period of the Interim National Constitution (2005-2011). The focus is on recovery and longer-term reconstruction activities to support Sudan's progress towards achieving the Millennium Development Goals. The project aims to help reinforce peace by addressing priority reconstruction and development needs; enable the effective delivery of basic government services to Sudanese people by the Government of Sudan and the Government of Southern Sudan; and reduce current gender and economic disparities in Sudan through support of inclusive, equitable, and sustainable processes that encourage the participation of all citizens of Sudan. The MDTF is two separate funds, one national and one for the South. Results of the initiative up to 2007 include: MDTF-National 2005-2007 -- (i) Education: The gross enrolment rate in four states reached over 80%; the percentage of students who reached grade 5 increased to 94.2% in 2006; 540 classrooms constructed. (ii) Health: Coverage of the diphtheria-tetanus-pertussis (DPT3) vaccine reached 84%; more than 90% of children under five received one dose of measles vaccine; 782 new health facilities (42 hospitals, 352 primary health centers and 388 health units) constructed; 712,000 free long-lasting insecticide-treated bed nets distributed. (iii) HIV/AIDS Prevention/Control: The number of voluntary counselling and testing centers increased from one in 2001 to more than 45 in 2006 and the number of treatment centers increased from just one in 2001 to 14 in 2006. Prevention services for mother-to-child transmission have been initiated in three priority states. (iv) Water and Sanitation: Safe drinking water sources provided for an additional 2.07 million people in rural areas; non-functioning water sources restored to serve 2.1 million people. MDTF-South 2005-2007 -- (i) Education: Enrolment in primary schools increased from around 300,000 in 2005 to over one million in 2007. Over 14,000 primary and secondary teachers have been recruited, and now over 25,000 teachers are estimated to be working in Southern Sudan. (ii) Health: Distribution of bed nets increased from 253,000 in 2005 to an estimated one million in 2007. The number of people treated with Artemisinin Combination Therapy in 2006 reached around 500,000. The Mass Measles Campaign, launched in 2005, had by 2007 reached 75% of all children under 15 (approximately 3.2 million people). (iii) HIV/AIDS Prevention/Control: Voluntary counselling and testing services have expanded from around nine centers in 2005 to more than 40 in 2007, covering some 20 towns. Anti-retroviral drugs are now available in four hospitals. (iv) Water and Sanitation: 1,400 new water points constructed and 2

The Tanzania Aid Effectiveness... Project (TAEP) provides a mechanism for CIDA to deliver program-level advisory services and support coordination and knowledge-building activities in order to achieve greater aid effectiveness in Tanzania. CIDA uses this mechanism to provide long-term advisory services, to contribute to joint reviews and studies, and to provide targeted technical assistance or support for Tanzanian government- or civil society-led activities related to CIDA's priority sectors. The total value of the TAEP is $5 million, implemented through two components: TAEP-II supports activities managed by international organizations and TAEP-I supports all other activities.

This Volunteer Cooperation Pro...gram allows for the sending of 60 volunteer advisors, mainly dentists, optometrists and homeopaths mission. The program aims to 1) strengthen the individual capacities of local partners; 2) improve the practices of health and education professionals; and 3) improve the day-to-day practices of managers and staff of partner organizations. These health professionals will aim to help alleviate, on a volunteer basis, some of the most urgent health deficiencies among the poor, starting with children and school-aged children and their mothers, in regions lacking access to care. This will significantly increase the learning capacity, job performance and income of beneficiaries. In addition, the Canadian volunteers contribute to community management of certain health problems by promoting the establishment of fruitful and lasting collaboration between organizations from within the community and the services provided by public health institutions. The program also supports a public engagement program to form a body of Canadian citizens who are more educated, informed and engaged./ Ce programme de coopération volontaire permet d'envoyer 60 conseillers volontaires, principalement des dentistes, optométristes ou homéopathes, en mission.

This project aims to develop, ...implement and refine tools and approaches to strengthen country monitoring and reporting in MNCH and nutrition. The purpose of the Real Accountability: Data Analysis for Results (RADAR) project is for the Institute for International Programs of Johns Hopkins University to work with Canadian institutions and organizations, in-country evaluation partners, governments and development partners in a subset of countries where Canada has maternal, newborn and child health (MNCH) programming.Project activities include: (1) support CAN-MNCH in the training of a cadre of Canadian technical experts that are available to assist in implementing the MNCH results tools in DFATD programs with MNCH programming; (2) support the design of an external, Canadian-based, data repository to ensure data quality, comparability and availability in order to generate regular results reports; (3) assist in the implementation of these tools in a select number of Canada's MNCH countries in order to validate results, refine the methodologies and ensure proper implementation. The ultimate beneficiaries for this project are mothers and children, as this initiative will develop tools to assess the quality of care provided to mothers and children, in the areas of nutrition and newborn health programs./ Ce projet vise à élaborer, mettre en œuvre et peaufiner des outils et approches pour renforcer la surveillance des pays et l'établissement de rapports sur la santé des mères, des nouveau-nés et des enfants (SMNE) et la nutrition.

Research to inform policy Countries are striving to improve health outcomes by building strong and comprehensive health systems that address health inequities and reduce inefficiencies. To achieve this goal, policymakers need evidence to inform their decision-making. Finding evidence that is usable, timely, and relevant is challenging. Rapid response for decision-making Rapid response approaches have the potential to address this challenge. These services use systematic reviews of research published around themes relevant to the specific questions. Effective rapid response services need to be able to receive and clarify decision-makers' requests. They should also search, appraise, and summarize the best available evidence. Researchers have piloted rapid response approaches in Burkina Faso, Cameroon, Uganda, and Zambia. These services offer good potential to be scaled up nationally and replicated in other countries. Lessons learned, new services Building on the pilots, this project will inform the scale up of rapid response services within countries and across regions. The research teams will evaluate the four pilots and conduct research to better understand how to best use the services. They will also assess how to decentralize them from the national to the district levels in Uganda and Zambia. The project will establish a new rapid response service in Lebanon at the University of Beirut. This service will address priority health system issues, particularly within the context of a humanitarian crisis. The project is timely for Lebanon, a country that is working to strengthen its primary health care system to respond to current priorities such as the emerging crisis of Syrian refugees. Timely access to information The project will strengthen institutional and individual abilities to conduct and use systematic and rapid reviews to support the rapid response services. It will also provide timely access to relevant research evidence for decision-makers, and give global leaders from Africa and the Middle East deeper knowledge on how to establish and scale up rapid response services for evidence-informed decision-making to improve health outcomes.

This project is part of DFATD'...s International Youth Internship Program (IYIP), which is within the Career Focus stream of the Government of Canada's Youth Employment Strategy (YES). The IYIP is designed to offer young Canadian post-secondary graduates the opportunity to gain professional experience through international development work.Douglas College provides 40 interns with the opportunity to apply their academic knowledge and develop skills in a variety of health, community, and social service positions in the Masaka District of Uganda. Eight local non-profit organizations provide outreach placements during the two years of the project in the following areas: six maternal /child health, eight orphan and street youth, four physical and mental disabilities, six health literacy, and 16 community based education. Intern learning and integration of knowledge are supported by Ugandan partner supervisors, Canadian based mentors and the Douglas College project team.

Improving access to primary he...alth care and the quality of services in Latin American countries is urgently needed to address high health inequities in the region. Lessons learned from two successful campaigns promoting maternal and child health in Chile and Uruguay could provide insights for further health reforms and improved service delivery across the region. Better access to primary health care and service delivery in Latin America is urgently needed to address high health inequities in the region. This involves implementing reforms, such as those undertaken in Uruguay and Chile where programs such as 'Good food and nutrition practices' and 'Chile grows with you' focused on improving maternal and child primary healthcare.' This research aims to identify and share those programs' success factors. Researchers in each country will examine how the programs addressed maternal and child health, focusing on their design and implementation. Teams will also conduct a comparative analysis of the framework guiding their respective policies and systems. Results will be disseminated at regional and national levels, encouraging reflection and discussion among various stakeholders. Findings will also inform program development and policy-making for greater health equity in the region. Two universities are working with a team of researchers that includes graduate level students in Chile and Uruguay.Expected outcomes include reports that will be shared widely in hopes of scaling up the programs, and making any needed refinements to the reforms in Uruguay and Chile. Better collaboration among researchers and decision-makers within and between both countries is also expected. This will help build capacity for and raise interest in this kind of research.

EQUITY IN HEALTH AND HEALTH FI...NANCING: BUILDING AND STRENGTHENING DEVELOPING COUNTRY NETWORKS

Equity in Health and Health Fi...nancing: Building and Strengthening Developing Country Networks
more

Equity in health is a pressing... global concern. Disparities in health status and access to health care within and across countries are both a cause and a consequence of social inequality. Access to health services continues to be largely determined by socioeconomic factors, and financial protection against catastrophic health costs remains inadequate. It is crucial to find evidence-based, and locally-produced and owned solutions, to address the issue of equity in health.Three IDRC-sponsored regional networks are separately investigating inequities in health, health financing and health delivery. The networks are: Strategies for Health Insurance for Equity in Less Developed Countries - SHIELD (103457), Equity in Asia-Pacific Health Systems - EQUITAP (105231), and the Latin American Research Network on Financial Protection (LANET), for Africa, Asia and Latin America and the Caribbean, respectively. This grant will allow the three networks to cooperate through a series of opportunities for capacity building, exchange, and cross-regional comparative and collaborative work. Such work is expected to enhance the evidence base and dissemination of research results for informed policy design.

This project supports a global... health forum that focuses on exploring research topics to improve the health and well-being of children and youth in developing countries. The Forum, organized by the Canadian Institute for Advanced Research (CIFAR), will take place on November 17-19, 2016 in London, United Kingdom. CIFAR is convening a group of leading global experts including researchers, donors, private sector representatives and knowledge users to explore current challenges and identify gaps in research knowledge to improve the health and well-being of children in the poorest and hardest to reach regions of the world. CIFAR was established in 1982 as an independent not-for-profit corporation that supports networks of Canadian and international researchers who conduct long-term research on scientific, social and economic issues. Its mission is to increase Canadian research capacity in areas of importance to Canada, and strengthen the Canadian research environment through the promotion of excellence and engagement with the international research community at universities and research institutes worldwide. CIFAR supports research programs in 14 areas, drawing upon close to 350 eminent researchers around the world.
