Background: The Junior Profess...ional Officers (JPO) Programme, also known as the Associate Experts Programme, is a multilateral technical cooperation initiative sponsored by the Directorate General for Development Cooperation and Humanitarian Aid of Belgium. The Programme originaates from a United Nations Economic and Social Council resolution adopted in 1961 which approved and encouraged the collaboration of volunteers, financed by their respective countries of origin, in implementing development cooperation initiatives and programmes. Belgium joined the Programme in 1963, and over the years has developed it into a Programme, extending its sponsorship to the Multilateral partnerl organizations with which the Belgian Government stipulated in specific agreements - General Purpose: The Junior Professional Officers (JPO) Programme, also known as the Associate Experts Programme, is a multilateral technical cooperation initiative sponsored by the Directorate General for Development Cooperation and Humanitarian Aid of Belgium. The Programme originaates from a United Nations Economic and Social Council resolution adopted in 1961 which approved and encouraged the collaboration of volunteers, financed by their respective countries of origin, in implementing development cooperation initiatives and programmes. - Specific Purpose : The Junior Professional Officer (JPO) will be part of the Health systems Governance and Financing (HGS) unit and will take part in its activities. During his/her assignment, the JPO will contribute to the major endeavour of the unit which is the running and management of the Universal Health Coverage Partnership (UHC-P), that covers 115 countries in 6 WHO regions. This Partnership will be pivotal for the JPO in terms of capacity building and practice related (1) to policy elaboration and implementation, (2) to actionable governance related work, and (3) to support planning and coordination of all involved actors at country level. The JPO will be posted in year 2 and 3 in a country office, selected if possible, in the group of countries that are supported by the UHC-P. The selection of the country will be made in full agreement with the relevant Regional Office. - Results: At the end of the assignment, the JPO will have contributed to the normative work related to health system strengthening in the frame of UHC, contributed to the demonstration of activities and results achieved, especially in the UHC-P supported countries, and will have gain understanding and practical knowledge of the major factors shaping the international health agenda at global and country level. - Covid19: This is an interesting JPO post considering the role of health systems in general in response to the COVID-19 crisis. This item is in line with the policy priorities on health in Belgian development cooperation, including the additional funding of the programme for strengthening health systems in fragile states in view of the COVID-19 response. Background: Créé en 1985 par... le Ministère de la Santé Guinéen, avec une autonomie de gestion, le Centre de Maferinyah a pour mission de: i) développer un environnement favorable pour l'offre de services et de soins de qualité à la population, ii) participer à la formation continue des ressources humaines en santé et la formation initiale et pratique des étudiants de la Faculté de Médecine et des écoles professionnelles de santé, iii) entreprendre des recherches dans les domaines socio-économiques et sanitaires. Dans cinq ans, avec l'appui de l'Institut de Médecine Tropicale d'Anvers, notre vision est de devenir progressivement un centre de référence national et régional crédible dans les domaines de la recherche et de la formation continue des professionnels de santé en Guinée. Background: The Basic Health C...are Support program implemented by WBVHA coordinates the functioning of 5 NGO-forums in 5 different districts, all together bringing together 40 local NGO's. They work with a network of Village Health Workers in different villages. The program aims at: Closing the gaps: making people aware of the services that exist and how they can access them, making people aware of their right to healthcare and how they can organize themselves to claim for what is not provided for. Influence policy: by facilitating the implementation of the national health policy (testing it) and documenting the process, problems and obstacles, the program proposes change so that policy corresponds better to the needs. Stimulating strategic and functional partnerships that are needed at every level to influence policy, from community up to policy level. The program has evolved throughout the years from a directing logic (what to do) to a coaching logic (how to do it) and is now scaling up and documenting the experiences that can influence policy.

Background: The project aims t...o support India in establishing climate-health adaptation plans for the management of climate change-induced health problems with a focus on urban areas.India faces a large number of health challenges strongly related to climate change, e.g. extreme heat and the spread of diseases (malaria, dengue, chikungunya,…) by insects such as mosquitoes and ticks. Many of these vectors are sensitive to variations in the climate and settle in new areas due to climate change. The project focuses in particular on the fast growing urban areas which by their nature are very susceptible to the negative effects of climate change due to the urban heat island effect and increased flood risks in combination with a high population density, commercial and transport activities.In collaboration with Indian health administrations and research institutes, VITO, the Flemish SME Avia-GIS and the Indian Center for Environmental Health (which is part of the Public Health Foundation of India) will go through a co-creation process (including stakeholder meetings and workshops), which is based on local needs, available data and economic reality. Operational climate adaptation information systems and tools are provided to monitor and manage more frequent and intense extreme heat and increased health risks of vector-borne diseases.In addition to the demonstration of the climate health service in the development of local climate-health adaptation plans, an extensive training will be developed, which is tailored to the knowledge and expertise of the Indian stakeholders.

Background: Scientific evidenc...e, monitoring and evaluation are more than ever of paramount importance for guiding health policies, allocating resources and negotiating funding. This project aims at catalyzing and supporting the implementation of the INS strategic plan 2010-2014, and hence the fulfilment of its critical role as evidence provider to the public health system of Mozambique. As a national reference of scientific excellence, the INS will be able to influence national health policies and strengthen their evidence base. Moreover, through the continuous sharing and transfer of its knowledge and expertise to other institutes of the Ministry of Health, and particularly the peripheral health structures, a stronger INS will foster a stronger health service delivery. -- -- Over-all Aim: -- The overall aim of the project is to contribute to the improvement of the health status of the population of Mozambique, especially of the vulnerable groups. -- -- Overall Objective: -- The overall objective is to structurally strengthen the rational basis and the national ownership of health policies and practices in Mozambique. -- -- Project Purpose: -- The purpose of the project is to build individual and institutional capacity at the Instituto Nacional de Saúde (INS) of Mozambique, enabling it to provide, in a structural and sustainable way, the evidence base and the expertise for rational health policies and practices. - Specific Purpose : BICMINS phase 3 will build on the results achieved in phase 1 and 2. The project will continue to strengthen the capacity at the INS, and will further focus on fully embedding research and surveillance into the Mozambican health system. The following major 3 outcomes are included in our Theory of Change: -- (i) a strong INS that leads by example the generation of evidence for health practice in Mozambique, -- (ii) an enabling environment that supports research communities throughout the country to grow and deliver research goods that can contribute to the health of the population, and -- (iii) the development of effective communication between health researchers and stakeholders.

Background: A high proportion ...of Mozambique's total disease burden comes from climate sensitive disease (e.g malaria and diarrheal disease) or disease whose adequate management is jeopardized by frequent climate shocks (e.g HIV/AIDS). Additionally, significant national health determinants, such as water and sanitation systems and food production systems, may yet be further adversely impacted by climate variability and change. -- These vulnerabilities, combined with the poor adaptive capacity in underfunded key institutions and health programs, and lack of investments in training and advanced technology are manifest in current poor national health outcomes, which are expected to decline even more under future projected climate changes. -- The current project aims at strengthening the climate resilience of Mozambique's National Health System, in order to allow it to prepare, cope with and manage the health risks posed by climate variability and change, in a way that the essential functions of health systems are less vulnerable to climate and that facilitates sustained improvements in population health outcomes, despite an unstable climate. -- This project works on three tiers aiming to1) Improve governance, institutional and human capacity2) Strengthen existing climate sensitive disease surveillance systems, and scientific evidence on health impacts from climate change3) Build the resilience of specific health policies, strategies, programmes and plans - Specific Purpose : Among the expected outputs the project will: -- 1) Strengthen the national plan for Health Adaptation to Climate Change to ensure better governance of health adaptation. -- 2) Establish health sector internal and external coordination mechanism to combat climate change impact to ensure maximum benefit from joint action. -- 3) Include climate risks in core health education programs to ensure sustainable capacity building. -- 4) Mainstreams climate risk management into the National Disease Control Programs, and Health Promotion strategy and relevant health policies. -- 5) Set national research priorities to inform decisions and increase national research capacity. -- 6) Strengthen climate sensitive disease information systems. -- 7) Develop tools for health national health authorities to manage climate risks to health (e.g. integrated risk monitoring systems to monitor climate risks to health, early warning systems, health seasonal outlooks). -- 8) Increase national communication on climate risks to health -- 9) Improve preparedness and response to climate extreme events.

The effects of the policy and the interventions are monitored.In order to gain more transparency and control over the spending that goes through Prosaúde, a regulation and revision process, led by the technical expert (TA) that Flanders has been deploying in the donor group since 2013, has been set up. This led to a new 'memorandum of understanding' and Procedure Manual for Prosaúde.

This is built around 3 components:1.Continue support by means of technical assistance to MISAU, the Department of Administration and Finance (DAF) and other MISAU departments.2.Strengthen the capacity to analyze data from the Ministry (data on budget and implementation, but not limited to this) and to collect the information needed to underpin dialogue on PFM issues and policy dialogue in the general. PFM is used in this project to improve public services. The project therefore aims to combine Business Intelligence concepts with PFM instruments.3.communication strategy (to the ministry) aimed at a shift from the concept of PFM only as an instrument for improving financial control and transparency (the figures), to PFM as an instrument for improving efficiency and effectiveness of services to the public sector ( the application by means of planning, monitoring etc.), this to connect the two previous components.

Background: While the consorti...um (G3W-M3M, KIYO and Solidagro) is targeting the implementation of a comprehensive rights-based approach by the pool of civil society organisations, in which rights are not divisible and all rights are equally important, it will specifically focus on issues affecting or advancing the right to health, the right to food and children's rights, as these are the rights on which the consortium members have a long experience. These rights are closely linked. They are complementary and reinforce each other. Children are the first and most affected by a lack of food and nutritious food, a lack of public and affordable health services and protection by the law. Sufficient and nutritious food is the very essence of health. Good health gives children more perspective and keeps many away from conflict with the law. Affordable public health services keep families out of debts, allowing them to invest their savings into income generating activities and sending the children to school.

Background: Sur la base de l'...valuation des besoins, et conformément à la stratégie de la RKV, l'approche de ce programme repose sur trois piliers principaux :1.Il poursuit le travail de renforcement des capacités commencé dans le cadre des programmes de préparation aux catastrophes financés par la DGD. Conformément aux recommandations de l'évaluation finale du premier programme, il étend la couverture géographique à d'autres régions et districts des deux pays. En outre, il couvrira les lacunes dans la capacité de réponse non traitées dans les 3 derniers programmes de la RKV. En Tanzanie, la Croix-Rouge tanzanienne a encore besoin d'un soutien supplémentaire en matière de préparation à la trésorerie pour lui permettre d'acquérir le statut de «préparation à la trésorerie». En outre, au Rwanda, il n'y a pas de capacité opérationnelle WASH d'urgence suffisante au sein de la Croix-Rouge rwandaise. Ces activités permettront de préparer les deux pays à une riposte complète, en mettant particulièrement l'accent sur les catastrophes résultant des risques naturels.2.Après avoir progressivement renforcé les capacités principalement au niveau national, de branche et enfin communautaire dans le cadre de ses 3 derniers programmes, la RKV sera idéalement placée pour approfondir notre approche communautaire et l'élargir en se concentrant sur un groupe cible spécifique : les jeunes. Ce programme impliquera des jeunes motivés en tant qu'agents du changement pour la sensibilisation à la RRC et la réponse aux catastrophes.3.La RKV appliquera pour la première fois sa vaste expérience (inter)nationale en secourisme et en don de sang à ce programme. En ce qui concerne les premiers secours, alors qu'elle se concentrait uniquement sur l'enseignement des premiers secours de base dans ses programmes humanitaires jusqu'à présent, la RKV va maintenant utiliser son nouveau matériel de premiers secours basé sur des données factuelles (Premiers secours pour les premiers intervenants et Premiers secours pour les jeunes) et un méthode d'enseignement innovante, partiellement basée sur des applications, appelée «Apprentissage mixte des premiers secours pour former les bénévoles et le personnel». Ce « pilote» de sang » se concentrera sur la promotion des dons de sang volontaires non rémunérés, comme première étape d'une trajectoire pluriannuelle vers un approvisionnement en sang suffisant en période de pénurie due à une catastrophe.Ce programme s'inscrit pleinement dans les engagements du Grand Bargain. D'une part, la localisation de l'aide est obtenue en dotant les communautés des outils et des compétences nécessaires pour réduire les risques et les effets causés par les risques naturels. Background: L'étendue de la p...rotection sociale au Sénégal, principalement pour les travailleuses et travailleurs du monde rural et du secteur de l'économie informelle, ainsi que la création d'emplois dignes et de qualité, particulièrement pour les femmes et les jeunes, tout en veillant à la protection de l'environnement, constituent les principaux objectifs du Programme Sénégal 2017-2021. En ce sens, SolSoc travaille avec deux organisations partenaires sénégalaises, à savoir le réseau des mutuelles Oyofal Paj et l'ONG GREEN Sénégal agissant tous deux dans la zone du bassin arachidier et pouvant donc toucher près de 50% de la population. Les groupes cibles et les bénéficiaires du programme sont respectivement 12 mutuelles de santé (MS), 3 unions de mutuelles de santé départementales (UD), 1 union de mutuelles régionale (UR) et 20 Réseaux d'Initiatives Sociales et Solidaires (RIESS) (agissant dans le secteur de la production et de la transformation de produits agricoles, halieutiques et artisanaux) ainsi que 20 Mouvements de Jeunes (MJ) soit un total approximatif de 87.000 bénéficiaires au démarrage du programme. Le programme de SolSoc contribue, via des stratégies de renforcement organisationnel, technique et thématique à développer ces groupes cibles afin qu'ils deviennent des acteurs de changement s'inscrivant dans un paradigme alternatif de développement, pertinents et légitimes pour la défense de leurs droits. Ces stratégies sont inclusives et durables en ce sens qu'elles prennent largement en compte l'aspect genre, environnement et jeunesse. Outre l'offre de services auprès tant des groupes cibles que des bénéficiaires, le programme de SolSoc articule également leur mise en réseau avec d'autres acteurs de la Société Civile et ce, même au niveau international. Des synergies et des complémentarités avec des organisations de la Société Civile belge du cadre stratégique commun Travail Décent sont aussi menées au Sénégal visant une meilleure opérationnalisation de la Couverture Maladie Universelle et un plaidoyer dynamique sur des soins de santé de qualité. - Results: Des réseaux d'organisations mutualistes, d'initiatives d'ESS et des MJ, avec l'appui du PGM, se structurent, se renforcent et sont en capacité d'améliorer l'accès à des moyens de subsistance durables, d'élargir la protection sociale des communautés qu'elles représentent et qui en sont exclues et d'influencer les politiques dans la cadre de la lutte pour la promotion et la vulgarisation des droits au travail décent des populations en particulier des jeunes et des femmes ainsi que pour la protection de l'environnement et de l'égalité hommes-femmes au Sénégal.

The project aims to establish ...and develop eight Water Expertise and Training (WET) Centers in Afghanistan, Haiti, Ethiopia, Zambia, Cameroon, Nepal, Cambodia and Laos that will provide leadership, training, technical consulting, education resources and networking services, catalyzing government agencies, NGOs and community groups to implement WASH initiatives that are affordable, simple and effective to improve maternal, newborn and child health of needed communities. Partner organizations include: Seeds of Hope International Partnership (Zambia), Danish Committee for Aid to Afghan Refugees (Afghanistan), Church World Service (Cambodia), Ethiopian Kale Heywett Church (Ethiopia), Environment and Public Health Organization (Nepal), National Centre of Environmental Health and Water Supply (Laos) and Pure Water for the World (Haiti). / Le projet a pour but l'établissement et le développment de huit centres d'expertise et de formation (CEF) en eau en Afghanistan, Haiti, Éthiopie, Zambie, Cameroun, Népal, Cambodge et au Laos. Ces centres offriront un leadership, de la formation, consultation technique, ressources pédagogiques et réseautage auprès des agences gouvernementales, des ONG et des groupes communautaires, les incitant à mettre en oeuvre des projets d'eau potable, d'assainissement et d'hygiène qui sont peu couteux, simples et efficaces pour améliorer la santé des mères, des nouveaux-nés et des enfants. Equity in health is a pressing... global concern. Disparities in health status and access to health care within and across countries are both a cause and a consequence of social inequality. Access to health services continues to be largely determined by socioeconomic factors, and financial protection against catastrophic health costs remains inadequate. It is crucial to find evidence-based, and locally-produced and owned solutions, to address the issue of equity in health. Three IDRC-sponsored regional networks are separately investigating inequities in health, health financing and health delivery. The networks are: Strategies for Health Insurance for Equity in Less Developed Countries - SHIELD (103457), Equity in Asia-Pacific Health Systems - EQUITAP (105231), and the Latin American Research Network on Financial Protection (LANET), for Africa, Asia and Latin America and the Caribbean, respectively. This grant will allow the three networks to cooperate through a series of opportunities for capacity building, exchange, and cross-regional comparative and collaborative work. Such work is expected to enhance the evidence base and dissemination of research results for informed policy design.

A health information system is... made up of discreet and modular building blocks that need to interoperate with one another. The health informatics researcher is the architect responsible for ensuring that they do so. This grant will allow the Health Enterprise Architecture Laboratory (HEAL) based at the University of KwaZulu-Natal, South Africa, to provide a rigorous, world-class training program for health informatics researchers, and a test bed for analyses under low-resource conditions. HEAL will work with public and private, local and international organizations to support practical research projects and internships for graduates, as well as openly accessible educational materials, research articles and communication pieces to strengthen the contribution of Southern researchers to this growing field.

Adding a social science perspe...ctive to the field of health policy and systems research can help developing countries address health problems in a more comprehensive way. In recent years professionals have come to recognize that critical health problems need to be addressed in a more comprehensive way. Addressing health problems one disease at a time (a clinical or biomedical approach) no longer works. Instead, support for a more comprehensive health system involves creating more sustainable health delivery systems. This approach is important for developing countries where fragmented health systems cannot serve the population's needs and where the health research capacity of individuals and institutions is limited. The centrepiece of this research involves building the field of health policy and systems research with an explicit social science perspective. To achieve that goal, a series of postdoctoral research awards, sabbaticals for practitioner-scholars, and expert researcher residencies will be awarded in Africa. The awards will help to strengthen the knowledge base needed to create equitable health systems, while also upgrading methodologies. The University of the Western Cape and University of Cape Town in South Africa have the necessary experience and resources to launch this work, and enjoy strong linkages with universities across Africa as well as with other key stakeholders and institutions. The expected outcomes include building the field of health policy and systems research, not only in South Africa but also in low- and middle-income countries throughout Africa. Giving researchers the time and space to debate, consolidate, and further develop the field is expected to create a community of practice in health policy and systems research. Individual awards for postdoctoral research, scholarships, and residencies will complement this outcome. Other expected outcomes include publications, teaching material, podcasts, websites, and the dissemination of ideas through conferences and seminars.

Health is becoming a core feat...ure of global negotiations, whether they relate to trade, economic growth, or social development. New research will help boost Africa's bargaining power in global health diplomacy,The term global health diplomacy has been coined to describe the multidisciplinary work related to diplomacy, public policy, and global health. But an underlying North-South divide exists in this area, leaving Africa - and sub-Saharan Africa in particular - at a disadvantage. Although the region is highly integrated in the global economy, it has little bargaining power in such high-level negotiations. In health, for example, this has consequences when global level agreements and negotiations limit the space for national policy decisions on the development and strengthening of equitable health systems. This research aims to examine and communicate the most important elements countries need to assert their public health interests in global health diplomacy from an African perspective. The research will look at three examples of global health diplomacy important to sub-Saharan Africa: 1) the implementation of the World Health Organization's Code on International Recruitment of Health Personnel; 2) new collaboration on access to essential drugs through South-South relationships involving Africa, China, Brazil, and India; and 3) the involvement of African actors in getting universal access to prevention, treatment, and care for HIV and AIDS. The research will be led by the African-based organization EQUINET / Training and Research Support Centre, working with the Eastern African Trade Information and Negotiations Institute. Research teams conducting the case studies will be selected through an open call. African policymakers, knowledge brokers, and other key stakeholders will be involved throughout the research process. Expected outcomes of the research include some 200 publications consisting of background literature reviews, in-depth case studies, and scientific publications in international peer-reviewed journals that will be posted on the EQUINET website. African policymakers and other relevant actors will be exposed to the arguments, methods, and challenges of global health diplomacy so they can engage more effectively in this emerging field.

Global climate change endanger...s health in fundamental ways, reminding us that human well-being, environment, and health are closely linked. On a continent-wide scale, Africa is expected to be hit first and hardest, given its reliance on agriculture, the extension of drylands, poverty, instability, degradation, and the burden of climate-sensitive infectious diseases.This project will provide funding for up to two evaluators to conduct a formative evaluation study of IDRC s Ecohealth programming related to climate change impacts on human health in Africa. Ecohealth research based in Africa is limited, not widely published internationally, and insufficient to guide national policy needs for adaptation responses. The purpose of this evaluation is to assess results and to learn from IDRC s Ecohealth program research initiatives on climate change and health risks. The evaluation seeks to understand how researchers might capture outcomes in ongoing and future projects and track evidence indicating the value of an ecosystem approach to health research. It will assess the success and shortcomings of completed projects in North and West Africa in relation to:-project and call for proposal objectives;-development and research capacity; and,-policy outcomes.The evaluation will also assess progress in ongoing projects, most of which are based in East and Southern Africa, to examine whether they are meeting objectives and achieving outcomes. The evaluation will seek to identify evidence and analyze the added value of the application of an ecosystem approach to health, and of the tools and training provided on outcome-oriented monitoring and evaluation frameworks (outcome mapping).This project will advance efforts to address key climate change and health research challenges: -research in the field, particularly in Africa and by African researchers, is limited;-IDRC s ecohealth research approaches are not consistently applied in Africa; and, -projects are often located in unstable and high-risk contexts.The project has the following specific objectives:-To assess the results of ongoing climate change and human health projects in Africa based on the quality of research, social change value, and contribution to the ecohealth field;-To inform ongoing implementation of IDRC s climate change and health programming; and,-To improve tracking of ecohealth climate change and health projects in Africa outcomes. An evaluator (or evaluators) with expertise climate change, health, and adaptation research, particularly in the African context, will conduct the evaluation. It will include:-project document reviews;-interaction with key IDRC staff in Ottawa and Nairobi; and,-distance interaction with grant recipients.Evaluator(s) will also visit projects in some of the following locations: Malawi, Botswana, Tanzania, South Africa, Uganda, Ivory Coast, Tunisia, and Algeria.

This IDRC research support pro...ject aims to foster developing-country leadership in building the ecohealth field. Specifically, the funds will support Dr Brama Koné s attendance at WaSH and Well-being: A Different Dialogue ? Changing Evidence and Evidence for Change in Rural Communities conference on water, sanitation, and health. Dr Koné is an active member of the West and Central Africa Community of Practice in Ecohealth,The United Nations University Institute for Water, Environment and Heath (UNU-INWEH) is co-organizing the conference with McMaster University, the University of Waterloo, and the Canadian Coalition for Global Health Research. It will be held in Hamilton, Ontario, from November 24-27, 2013.Dr Koné will also visit IDRC headquarters in Ottawa on November 28-29, 2013 to present his work in West Africa related to building the fields of ecohealth, climate change, and health. He will meet with members of IDRC s Ecosystems and Human Health Program during his visit.IDRC will cover reasonable travel, accommodation, and per diem expenses for the trip.

The purpose of this project is... to better protect children and other vulnerable persons in Latin America and the Caribbean by supporting the birth registration of two million children under the age of five, thereby facilitating people's access to a legal identity. The project reinforces national registrars so they can register 95% of newborns each year and improve service delivery to vulnerable unregistered children in target countries. A birth certificate allows children to access health services and education, giving them the opportunity to achieve their full potential as active and productive citizens. Children are the primary beneficiaries of the project, but some activities are also aimed at vulnerable unregistered adults. Project activities include the following: (1) improving governments' capacity to design and apply policies to facilitate inclusive civil registration, by developing national work plans, training registrars and providing technical assistance to the selected national governments; (2) improving registrars' capacity to register unregistered children in a timely and secure manner and to educate unregistered persons about their civil registration rights and responsibilities, by implementing tools to measure the level of service delivery to children, training officials in delivering services to everyone, and modernizing technological equipment to better protect personal information; (3) building governments' capacity to use international standards in managing civil registries and to recognize identity documents from other countries, by sharing best practices, training employees and translating key documents for dissemination. Project activities include the following: (1) improving governments' capacity to design and apply policies to facilitate inclusive civil registration, by developing national work plans, training registrars and providing technical assistance to the selected national governments; (2) improving registrars' capacity to register unregistered children in a timely and secure manner and to educate unregistered persons about their civil registration rights and responsibilities, by implementing tools to measure the level of service delivery to children, training officials in delivering services to everyone, and modernizing technological equipment to better protect personal information; (3) building governments' capacity to use international standards in managing civil registries and to recognize identity documents from other countries, by sharing best practices, training employees and translating key documents for dissemination. The project is in keeping with Canada's priorities for strengthening child protection and supporting maternal, newborn and child health. / Ce projet vise à améliorer la protection des enfants et d'autres personnes vulnérables en Amérique latine et dans les Caraibes par un appui à l'enregistrement des naissances de deux millions d'enfants de moins de cinq ans, facilitant l'accès des personnes à une identité juridique. Le projet renforce les registraires nationaux afin d'enregistrer 95 % des nouveau-nés chaque année et d'améliorer la prestation des services aux enfants vulnérables non enregistrés dans les pays ciblés. Un certificat de naissance permet aux enfants de bénéficier d'un accès aux services de santé et à l'éducation, leur offrant l'opportunité d'atteindre leur plein potentiel en tant que citoyens actifs et productifs. Les enfants sont les bénéficiaires primaires du projet, mais certaines activités s'adressent également aux adultes vulnérables non enregistrés. This project will supports the... development of a global investment framework for civil registration and vital statistics (CRVS), which is critical to Canadian and global efforts in maternal, newborn, and child health; child protection; education; gender equality; accountability; and other areas. The purpose of this framework is to outline critical gaps and challenges in strengthening CRVS in developing countries, including by identifying potential opportunities and innovations for scale-up, estimating the global financial gap, and outlining options to mobilize partners financial contributions. The project will be led by the World Bank. / Cette volonté de projet soutient le développement d un cadre global d investissement de l état civil et les statistiques vitales (EVRC), ce qui est essentiel aux efforts canadiens et mondiaux en matière de santé maternelle, néonatale et infantile; protection de l enfance; l éducation; l égalité des sexes; responsabilité; et d autres domaines. Le but de ce cadre est de définir les lacunes et les défis dans le renforcement EVRC dans les pays en développement, notamment en identifiant les possibilités et les innovations à l échelle supérieure, estimation de l écart financier mondial, et présentant des options pour mobiliser des contributions financières des partenaires. This project supports the orga...nization of a high-level roundtable discussion to explore innovative technology and private sector partnerships to improve health and save the lives of women and children. This roundtable, organized by the Center for Global Health and Diplomacy (GHD), is taking place in Ottawa on November 19, 2014. Its lessons and findings will be shared with GHD s partners in 42 countries, as well as the international donor community participating in the World Economic Forum and the World Health Assembly. This project is part of Canada s maternal, newborn and child health commitment. / Ce projet soutient l organisation d une table ronde de haut niveau qui vise à permettre d étudier les technologies novatrices et les partenariats avec le secteur privé dans le but d améliorer la santé et de sauver la vie de femmes et d enfants. Cette table ronde, organisée par le Center for Global Health and Diplomacy (CGHD), se tiendra à Ottawa le 19 novembre 2014. Les leçons et les constatations qui en découleront seront communiquées aux partenaires du CGHD dans 42 pays, ainsi qu avec la communauté internationale des donateurs, qui participera au Forum économique mondial et à l Assemblée mondiale de la santé.
