C'est le renforcement de l'exercice de ces droits fondamentaux qui permettra à la population d'être acteur de son bien-être. C'est d'ailleurs dans l'OS3 que le respect des droits fondamentaux des populations sera le plus travaillé. Le respect des droits à la santé, à l'éducation et à l'alimentation et à l'égalité entre les sexes des OS1 et OS2, passent donc par les interventions dans le cadre de l'OS3.

Background: Memisa et MSV pour...suivent le succès de l'opération HpH-Nord et la placent dans un cadre plus large et commun. L'ambition globale, l'amélioration durable de l'accès à des soins de santé de base de qualité pour tous, requiert non seulement des interventions réussies dans le Sud, mais également un soutien social et politique fort pour des efforts soutenus et une politique plus cohérente et efficace. Tout d'abord, nous travaillons à la consolidation, au renforcement et au développement d'un réseau puissant et durable d'individus et d'organisations solidaires qui travaillent ensemble pour un accès universel à des soins de santé de base de haute qualité. L'intégration et l'élargissement du réseau permettent un saut essentiel (saut quantique) et fournissent des leviers essentiels et une multiplication pour une information plus large, une prise de conscience et une mobilisation; d'abord ciblé sur des groupes cibles spécifiques (y compris dans le secteur de la santé) et s'appuyant davantage sur cette base pour couvrir l'ensemble de la population belge; principalement par le biais d'une campagne annuelle. Nos messages ciblés et nos recommandations de politique utiles, fondées sur des preuves, qui sont essentielles à la sensibilisation et à la campagne, sont également renforcées par le lobbying direct et la coopération avec les sympathisants politiques et autres influences sur les décideurs. Background: The Institute of T...ropical Medicine (ITM) is an autonomous academic institute specialised in scientific research, postgraduate education and expert service delivery in tropical medicine and public health in developing countries. Its expertise is central to 8 of the 17 Strategic Development Goals and related to 7 others. In its Belgian programme, ITM pursues its over-all goal of improving health in developing countries through (1) academic capacity strengthening of individuals and institutes; (2) policy support and networking; (3) de-velopment education and advocacy. Academic strengthening includes scholarships for training at ITM and the constitution of an Academic Alliance with institutional partners from the South. This Alliance will be built up gradually as a platform for joint activities including student and staff exchange, global fellowships, quality assurance, curriculum development and digital learning forms. Policy support to the Directorate General Development Cooperation and Humanitarian Aid (DGD) and other Belgian and global actors will offer specific expertise in DGD's designated priority fields, and will also be fed by networks of actors at national (Be-cause Health) and international (International Health Policy) level. Development education and advocacy will focus on global health awareness in general, political and professional constituencies; the effectiveness of north-south partnerships; and international meetings in which scientists and experts from the South can raise their voice.

Background: Créé en 1985 par... le Ministère de la Santé Guinéen, avec une autonomie de gestion, le Centre de Maferinyah a pour mission de: i) développer un environnement favorable pour l'offre de services et de soins de qualité à la population; ii) participer à la formation continue des ressources humaines en santé et la formation initiale et pratique des étudiants de la Faculté de Médecine et des écoles professionnelles de santé; iii) entreprendre des recherches dans les domaines socio-économiques et sanitaires. Dans cinq ans, avec l'appui de l'Institut de Médecine Tropicale d'Anvers, notre vision est de devenir progressivement un centre de référence national et régional crédible dans les domaines de la recherche et de la formation continue des professionnels de santé en Guinée. Ce programme permettra la réalisation des résultats suivants: Résultat 1: le centre est capable d'assumer son mandat de centre national de formation continue des ressources humaines en santé en Guinée; Résultat 2: les capacités du centre de Maferinyah en matière de recherche sont renforcées ; Résultat 3: les capacités scientifiques et de gestion du centre sont renforcées.

Background: The Basic Health C...are Support program implemented by WBVHA coordinates the functioning of 5 NGO-forums in 5 different districts, all together bringing together 40 local NGO's. They work with a network of Village Health Workers in different villages. The program aims at: Closing the gaps: making people aware of the services that exist and how they can access them; making people aware of their right to healthcare and how they can organize themselves to claim for what is not provided for. Influence policy: by facilitating the implementation of the national health policy (testing it) and documenting the process, problems and obstacles, the program proposes change so that policy corresponds better to the needs. Stimulating strategic and functional partnerships that are needed at every level to influence policy, from community up to policy level. The program has evolved throughout the years from a directing logic (what to do) to a coaching logic (how to do it) and is now scaling up and documenting the experiences that can influence policy.

Background: Overall objective:... Improving the general health policy of Mozambique Specific objective: Contribute to an effective and efficient general health policy through the PROSAUDE fund. The Mozambican government draws up an annual Plano Económico e Social (PES) with indicators, including indicators for the health sector. These health indicators are evaluated every year by the government in collaboration with international donors (ACA). The effects of the policy and the interventions are monitored. In order to gain more transparency and control over the spending that goes through Prosaúde, a regulation and revision process, led by the technical expert (TA) that Flanders has been deploying in the donor group since 2013, has been set up. This led to a new 'memorandum of understanding' and Procedure Manual for Prosaúde. -- Specific purpose: 1. Increase coverage of the Essential Health Package interventions, paying attention to impact and quality. 2. Strengthen the performance of the health system to support delivery of EHP services. 3. Reduce risk factors to health. 4. Improve equity and efficiency in the delivery of quality EHP services.

Background: In the Philippines..., the three consortium partners (G3W-M3M, KIYO and Solidagro) will work in close collaboration to achieve a joint outcome, which is to mainstream the rights based approach among Philippines national and regional/local civil society organizations in order to more effectively claim people's right. More specifically, the advocacy and campaigns on the right to health, the right to food and children's rights will be strengthened and better coordinated. To achieve this, rights holders and their organizations will be empowered, socio-economic best practices will be developed and propagated, landmark cases will be tackled through public campaigns and partners will play a watchdog role on government programs, policies and budgets.

Background: In the Philippines..., the three consortium partners (G3W-M3M, KIYO and Solidagro) will work in close collaboration to achieve a joint outcome, which is to mainstream the rights based approach among Philippines national and regional/local civil society organizations in order to more effectively claim people's right. More specifically, the advocacy and campaigns on the right to health, the right to food and children's rights will be strengthened and better coordinated. To achieve this, rights holders and their organizations will be empowered, socio-economic best practices will be developed and propagated, landmark cases will be tackled through public campaigns and partners will play a watchdog role on government programs, policies and budgets.

Background: While the consorti...um (G3W-M3M, KIYO and Solidagro) is targeting the implementation of a comprehensive rights-based approach by the pool of civil society organisations, in which rights are not divisible and all rights are equally important, it will specifically focus on issues affecting or advancing the right to health, the right to food and children's rights, as these are the rights on which the consortium members have a long experience. These rights are closely linked. They are complementary and reinforce each other. Children are the first and most affected by a lack of food and nutritious food, a lack of public and affordable health services and protection by the law. Sufficient and nutritious food is the very essence of health. Good health gives children more perspective and keeps many away from conflict with the law. Affordable public health services keep families out of debts, allowing them to invest their savings into income generating activities and sending the children to school.

Background: With Building Acad...emic Partnerships for Economic Development (BAPED) the South African - Belgian Cooperation wants to contribute to the economic development of South Africa through the establishment of a network between South African (SA) and Belgian (BE) academic institutions. 5. Transnet;6. The Belgium Campus.The programme keeps a particular focus on supporting the South African New Generation of Academics Programme (nGAP). Because of time constraints of the programme, which has a maximum duration of 31 months, there is little opportunity for the funding of traditional academic degrees, such as Bachelors, Masters or PhD, the duration of which is much longer than two years. Therefor the programme will focus on the institutional strengthening of the academic institutions through the funding of accelerated Masters or PhDs for academic staff. Traditional Bachelors, Masters and PhDs can be funded provided that the additional funding needed for the years after the programme has ended, can be guaranteed by the SA partner. -- General purpose: The objective of the scholarship programme is to build the foundations for longstanding partnerships between South African and Belgian institutions aimed at improving business-oriented skills development, training and research in a limited number of priority areas that are key for the economic development of the country, such as:1. ICT: with a particular focus on the training of highly qualified and employable IT professionals;2. Health: with a particular focus on the training of biostatisticians, the availability of which is key for South Africa to strengthen its health, medical and clinical research;3. The maritime sector: with a particular focus on the development of tailor made trainings aimed at responding to the needs of the South-African maritime sector;4. Others: to be identified during implementation.Six SA Beneficiary Institutions (BI) have been selected:1. The SA Department of Higher Education and Training (DHET);2. The SA Department of Science and Technology (DST);3. The SA Medical Research Council (SAMRC);4. Transport Education Training Authority (TETA); -- Specific purpose: Foundations for long-standing partnerships between South African and Belgian research and training institutions, aimed at improving business oriented skills development, training and research, are built -- Results: 1. Skills, competences and capacities are developed through scholarships for Bachelor, Master and PhD studies;2. Skills, competences and capacities are strengthened through scholarships for national and international mobility and short term trainings;3. Academic partnerships between South Africa and Belgium are fostered through the organisation of knowledge sharing initiatives.

Background: Le programme au Bu...rkina Faso vise à étendre la protection sociale en santé, favoriser la création d'emplois durables avec des revenus viables et améliorer les droits du travail pour les travailleurs et travailleuses de l'économie informelle et du monde rural, et plus particulièrement les jeunes et les femmes, ainsi que du secteur de l'agro-alimentaire. Pour ce faire et au travers de deux organisations partenaires et une partie prenante (1 ONG, 1 Union régionale de mutuelles de santé et 1 bureau d'étude) le programme renforcera 4 types de groupes cibles (des mutuelles de santé ainsi que leurs unions régionales, une plateforme nationale d'acteurs mutualiste, un réseau d'associations de transformatrices de produits agro-alimentaires et une plateforme de fédérations syndicales du secteur agro-alimentaire) aux niveaux organisationnel, technique (gestion et digitalisation), thématique et politique, de façon à ce qu'ils représentent une véritable force de mobilisation et qu'ils jouent pleinement leurs rôles respectifs dans l'extension de leurs droits sociaux, politique et économiques. Au total, ce sont environ 83 880 individus (au démarrage) qui bénéficieront des effets du programme. Une démarche transversale d'amélioration de la participation et du leadership des femmes se traduira par des stratégies et un suivi ciblés. Une attention particulière à l'impact des activités menées sur l'environnement est également envisagée au travers d'audits ou de partage d'expériences. Des synergies et complémentarités seront mises en et#339,uvre avec d'autres OSC du Cadre Stratégique Travail Décent en matière de droit à la protection sociale et dans le domaine de l'économie sociale et solidaire, p.ex. dans des actions de plaidoyer politique. - Results: Des réseaux d'organisations mutualistes, d'(IESS) Initiatives de l'Économie Sociale et Solidaire (transformatrices-teurs / restauratrices-teurs) ainsi que des fédérations syndicales du secteur de l'alimentation, avec l'appui du programme, se structurent, se renforcent et sont en capacité d'améliorer l'accès à des moyens de subsistance durables, d'élargir la protection sociale des communautés qu'elles représentent et qui en sont exclues et d'influencer les politiques dans le cadre de la lutte pour la promotion et la vulgarisation des droits au travail décent des populations en particulier des jeunes et des femmes ainsi que pour la protection de l'environnement et de l'égalité hommes femmes au Burkina Faso.

Background: Dans la continuit... du programme financé par la DGD entre 2014 et 2016, la Croix-Rouge vise l'amélioration de la résilience des communautés dans trois provinces du pays, Bururi, Gitega et Kirundo, à travers 4 axes: l'amélioration de la santé, un meilleur accès à l'eau et l'assainissement, la lutte contre les risques environnementaux et sociaux, et le renforcement institutionnel de la Croix-Rouge Burundi. La Croix-Rouge définit la résilience, comme les capacités des personnes les plus vulnérables à anticiper les effets d'une crise, à en réduire l'impact et à s'en relever sans compromettre leurs perspectives de développement à long terme. Pour appuyer les communautés, le programme suit l'approche « Ménage Modèle » développée par la Croix-Rouge du Burundi et qui préconise pour chaque ménage vulnérable, l'atteinte de 10 critères transversaux utiles au développement, tels que l'adoption des bonnes pratiques d'hygiène et d'assainissement ou l'utilisation de la moustiquaire. Background: Le programme souha...ite améliorer les conditions de vie des producteurs et travailleurs de l'agroalimentaire et de leur famille en leur facilitant l'accès à la santé et à des revenus plus décents. Il travaillera avec 4 partenaires locaux (2). Via le soutien à la Fédération des mutuelles de santé (MS) des caféiculteurs (FEMUSCABU) il va renforcer les MS qui en sont membres, pour qu'elles s'autonomisent, augmentent leur taux de pénétration, fidélisent leurs membres et agissent pour plus de qualité dans les soins de santé. Avec la PAMUSAB, il va accompagner l'harmonisation et l'informatisation des outils des MS du Burundi ainsi que leur structuration en une Fédération Nationale d'Unions de MS de district sanitaire. Dans le secteur agroalimentaire formel et informel, avec la FEBUTRA, il va soutenir la mise en place de syndicats et leur structuration. Il va accompagner des coopératives de producteurs (plus particulièrement les jeunes et les femmes) membres de l'UHACOM dans l'amélioration et la diversification de leurs productions et services pour qu'elles deviennent des entreprises d'économie sociale et solidaire (ESS). Leurs membres et travailleurs ont des revenus plus décents. Avec l'Université Populaire Haguruka, il va former les leaders et les cadres de la FEMUSCABU, de l'UHACOM et de leurs membres respectifs pour qu'ils soient intègres, engagés, compétents et capables d'asseoir la culture démocratique, consolider la paix et éradiquer la corruption. Background: Le programme souha...ite influencer les politiques relatives aux droits au travail, à des revenus plus décents et à l'accès à une protection sociale durable en particulier pour les jeunes et les femmes en RDC. Pour ce faire, il travaillera avec 6 syndicats et 3 organisations congolaises (2) dont il va renforcer les capacités individuelles, organisationnelles, structurelles et institutionnelles pour qu'ils soient à même de jouer leurs rôles et offrir des services de qualités. Avec ces appuis, ils seront dans les conditions pour faire du plaidoyer en faveur de la mise en place de cadres législatifs et réglementaires favorables aux travailleurs. Aux syndicats, il va fournir des appuis politiques et des expertises syndicales sur les enjeux juridiques, politiques, économiques, sociaux et environnementaux notamment dus aux nouvelles divisions de l'organisation du travail. Il va renforcer 3 mutuelles de santé pour qu'elles s'autonomisent, augmentent leur taux de pénétration, fidélisent leurs membres et agissent pour plus de qualité dans les soins de santé. Il va accompagner des organisations de paysans et des comités de marché urbains pour qu'ils diversifient leurs productions et services et évoluent vers des entreprises d'économie sociale et solidaire. Il va soutenir leurs faîtières pour qu'elles se mobilisent et défendent les intérêts de leurs membres. Il va appuyer des dynamiques d'action citoyenne pour qu'elles influencent les politiques publiques à tous les niveaux et qu'elles soient un canal de communication entre la population et les autorités compétentes pour les thématiques traitées. Il va former les leaders des syndicats et des organisations pour qu'ils soient intègres, engagés, compétents et capables d'asseoir la culture démocratique, consolider la paix et éradiquer la corruption. - Results: Des plates formes d'organisations de citoyens, des organisations mutualistes, des initiatives d'économie sociale et solidaire et leurs réseaux, avec l'appui du programme, se structurent, se renforcent et sont en capacité d'impulser un engagement citoyen fort en faveur du respect de la Constitution et des lois de la République, d'et#339,uvrer pour l'amélioration de l'accès à des moyens de subsistance durables, de participer à l'élargissement de la protection sociale des communautés qu'elles représentent, en particulier les jeunes et les femmes et qui en sont exclues, d'influencer les politiques dans le cadre de la lutte pour la promotion et la vulgarisation des droits au travail décent des populations et l'accès durable à des services sociaux de base de qualité et ce dans le respect de l'environnement et de l'égalité hommes-femmes en République Démocratique du Congo.

Allereerst werken wij aan de consolidatie, versterking en verdere uitbouw van een krachtig en duurzaam netwerk van solidaire individuen en organisaties die zich samen inspannen voor universele toegang tot kwaliteitsvolle basisgezondheidszorg. Background: Memisa et MSV pour...suivent le succès de l'opération HpH-Nord et la placent dans un cadre plus large et commun. L'ambition globale, l'amélioration durable de l'accès à des soins de santé de base de qualité pour tous, requiert non seulement des interventions réussies dans le Sud, mais également un soutien social et politique fort pour des efforts soutenus et une politique plus cohérente et efficace. Tout d'abord, nous travaillons à la consolidation, au renforcement et au développement d'un réseau puissant et durable d'individus et d'organisations solidaires qui travaillent ensemble pour un accès universel à des soins de santé de base de haute qualité. L'intégration et l'élargissement du réseau permettent un saut essentiel (saut quantique) et fournissent des leviers essentiels et une multiplication pour une information plus large, une prise de conscience et une mobilisation, d'abord ciblé sur des groupes cibles spécifiques (y compris dans le secteur de la santé) et s'appuyant davantage sur cette base pour couvrir l'ensemble de la population belge, principalement par le biais d'une campagne annuelle. Nos messages ciblés et nos recommandations de politique utiles, fondées sur des preuves, qui sont essentielles à la sensibilisation et à la campagne, sont également renforcées par le lobbying direct et la coopération avec les sympathisants politiques et autres influences sur les décideurs. In its Belgian programme, ITM pursues its over-all goal of improving health in developing countries through (1) academic capacity strengthening of individuals and institutes, (2) policy support and networking, (3) de-velopment education and advocacy. Academic strengthening includes scholarships for training at ITM and the constitution of an Academic Alliance with institutional partners from the South. This Alliance will be built up gradually as a platform for joint activities including student and staff exchange, global fellowships, quality assurance, curriculum development and digital learning forms. Policy support to the Directorate General Development Cooperation and Humanitarian Aid (DGD) and other Belgian and global actors will offer specific expertise in DGD's designated priority fields, and will also be fed by networks of actors at national (Be-cause Health) and international (International Health Policy) level. Development education and advocacy will focus on global health awareness in general, political and professional constituencies, the effectiveness of north-south partnerships, and international meetings in which scientists and experts from the South can raise their voice.

Background: Médecins du Monde... assume une mission de changement social dont l'objectif est l'exercice réel et universel du droit à la santé pour tous. Le droit aux soins de santé est défini par des textes reconnus, son application effective fait toutefois défaut dans de nombreux pays au Nord comme au Sud. Le programme se décline en trois axes: le développement d'un réseau fort actif de membres, bénévoles, sympathisants et partenaires jouant un rôle de personne relais (1), un travail de sensibilisation sur le droit à la santé auprès des professionnels de santé, des patients et du public belge en général, via des campagnes de sensibilisation annuelles notamment (2), un travail de plaidoyer auprès des politiques locaux, régionaux, belges et européens pour que ceux-ci soutiennent des processus d'amélioration de l'accès aux soins de santé dans les pays du Sud (3). Le programme sera réalisé en collaboration étroite avec Memisa et MsV pour les résultats 1 et 2, vise « une base porteuse sociétale et politique plus grande pour des efforts ciblés et durables en vue d'un accès universel à des soins de santé de qualité ». Nous voulons d'abord asseoir un réseau fort, actif et durable d'individus et d'organisations qui œuvrent ensemble pour l'outcome du programme. Ceci permet un saut fondamental (quantum leap). Ceci génère d'importants effets multiplicateurs et de levier. Alignée sur l'objectif C1.1 du CSC – Informer, sensibiliser, rendre conscient et/ou mobiliser les citoyens belges, MdM vise d'abord des groupes cibles particuliers qui sont ouverts à nos messages. Le programme sera également réalisé en collaboration avec M3M et la PASS pour le résultat 3. Notre base de citoyens devenus militants soutiendra la réalisation de nos propositions, formulées dans des messages concrets et efficaces vers les décideurs politiques.

Background: L'objectif princip...al du CICR est d'empêcher que la population ne plonge davantage dans la pauvreté et la vulnérabilité. En raison de la position impartiale et neutre du CICR, ce dernier a accès à des zones auxquelles d'autres organisations humanitaires n'ont pas accès. Le CICR fournit une aide d'urgence et, en même temps, s'efforce de maintenir les services essentiels sur le long terme. Le CICR continue aussi de rappeler aux différentes parties leurs obligations en vertu du DIH et d'autres lois applicables en matière de respect et de protection des civils et des personnes qui ne participent plus aux hostilités, de leur accès aux soins de santé et à d'autres formes d'aide humanitaire. De manière générale, les activités du CICR poursuivent six grands objectifs :(i)assister les victimes de conflits armés et d'autres situations de violence , (ii)assurer les soins aux blessés par armes et aux invalides , (iii)promouvoir le respect du DIH et du droit international des droits de l'homme , (iv)rendre visite aux détenus , (v)rétablir les liens familiaux , (vi)soutenir la Société nationale de la Croix-Rouge ou du Croissant-Rouge dans l'amélioration de sa capacité de réponse ,et interviennent dans 4 domaines : la protection, l'assistance, la prévention et la coopération avec les Sociétés nationales. - Specific Purpose : Au Burundi, les priorités du CICR pour l'année 2020 sont les suivantes :-renforcer sa capacité à répondre rapidement à aux besoins urgents des personnes touchées par la violence et/ou de déplacement, en coordination avec le Mouvement international de la Croix-Rouge et du Croissant-Rouge (ci-après le Mouvement) en particulier la Croix-Rouge du Burundi, et d'autres organisations d'aide ,-cultiver et/ou maintenir le dialogue avec les autorités, les porteurs d'armes et les membres clés de la société civile, pour approfondir leur compréhension du Mouvement et ainsi s'assurer de l'acheminement de l'aide humanitaire en toute sécurité ,-continuer à suivre la situation des personnes privées de leur liberté, y compris ceux qui sont détenus dans des lieux de détention temporaire, et soutenir les autorités de détention pour s'assurer que les conditions de vie des détenus répondent aux normes internationalement reconnues ,-exhorter les forces militaires et de sécurité, et autorités pertinentes, de prendre des mesures pour se conformer aux normes internationales de police et aux normes internationalement reconnues en matière de détention , en particulier, aider les forces militaires à intégrer les dispositions du DIH dans leur doctrine et opérations , et-entreprendre des activités pour aider les personnes - y compris celles touchées par la violence électorale de 2015 - pour rétablir le contact avec les parents, poursuivre et/ou maintenir leurs moyens de subsistance et l'accès à l'eau potable et à des les services de soins de santé, y compris des soins spécialisés. - Results: Au Burundi, les priorités du CICR pour l'année 2020 sont les suivante
