The international civil societ...y organisation, Legal Action Worldwide (LAW) has applied to the Embassy for funding of 9 million SEK to carry out the pilot project on building legal Agency for IDPs through increased accountability for human rights violations, with a focus on GBV in Somalia, during the period 2017-2019. The project is focusing on building legal agency for IDPs by increasing accountability and access to justice for violations of human rights with a focus on gender based violence (GBV) committed by the security forces. It will build a skill set amongst IDPs to document and advocate on human rights violations against their community(ies), both at the national and international level. The project will work with Somali actors to create a cadre of human rights enablers within the IDP community itself and those that provide legal representation to them. An independent Civilian Oversight Board (COB) over the Somali National Police Force will be established in areas containing the highest number of IDPs. The project will be commenced in Mogadishu and expanded in the southern and central regions of Somalia over three years. The intervention's total budget is 10 167 500 SEK (1 089 689 USD) , out of which approximately 1 million SEK is supposed to be contributed by another donor (discussions are ongoing with UN WOMEN). Approximately 1 300 000 SEK (142 290 USD) of the intervention budget will be forwarded from LAW to the Somali NGO Witness Somalia for the coordination of the establishment of civilian oversight boards.

The United Nations Development... Assistance Plan (UNDAP) in Tanzania is designed to strengthen the co-ordination and effectiveness of the UN system at national level, as a contribution to Tanzania's efforts to achieve sustainable poverty reduction and the implementation of human rights. The broad business corresponds to several of the goals set out in the Swedish Development Cooperation Development Strategy Tanzania 2013-2019. Four out of twelve results areas are particularly relevant to the Swedish strategy: good governance / human rights / gender; violence against women and children; female participation and political leadership; as well as economic growth and employment. The Swedish strategy identifies women, children and adolescents as prioritized target groups, which also reflects well in the areas of support chosen by Sida.UNDAP II is fully in line with the donors' Joint Assistance Strategy for Tanzania (JAST) and with Tanzania's National Visions (The Tanzania Development Vision 2025 and Zanzibar Vision 2020). UNDAP II is also developed in line with Tanzania's five-year plan 2015/16 - 2020/21 and with global sustainability and development goals. The program contributes to the UN's focus on improved results and coherence by bringing together 20 UN agencies' planning, budgeting and reporting in a joint performance framework for Tanzania. UNDAP II therefore, to a certain extent, also reduces duplication for national partners as well as UN organizations.Swedish support will be provided through One UN Fund, in line with Sweden's policy to support a coherent and more effective UN work in the countries (UN reform Delivering as One , DaO). UNDP is the UN-designated UN body that manages the One UN Fund (through the UNDP office in Dar es Salaam and the headquarters in New York), and the UN Resident Coordinator (UNRC) UN High Representative in Tanzania, why both of them stand as UN signing of SAA with Sida. In line with Sweden's earnings strategy for Tanzania, the support will not go to UNDAP generally, but as earmarked for the four mentioned results areas.The funds will be distributed as follows to the following results areas:- Economic growth and employment: SEK 125,000,000- Good governance and human rights: 82 500 000 SEK- Women's political participation: SEK 50,000,000- Violence against women and children: 42 500 000 SEK

The overall objective is to wo...rk for a democratic society that is free from discrimination, violence and structural hierarchy, developing freely consisting of independent individuals based on sharing and solidarity. To achieve this objective Kamer will conduct awareness raising activities on gender relating issues and sexist-based discrimination and violence, struggling against cultural and traditional practises harmful for women and children. They will advocate and lobby for development and implementation of right policies needed for elimination of sexist-based discrimination and violence to empower women on individual, social and economical level. They will in various ways highlight the positive impact and importance of alternative approach to early child education as a long-term investment for gender equality. They will also participate and contribute to the democratization process in Turkey based on Kamer's principles against violence, hierarchy and discrimination. Kamer will also work with refugee women and children in a more structured way in this new term. Kamer will proceed their work within four areas:- Strengthening the team that works towards replacing traditional values and methods with alternative ones and thereby strengthen gender equality.- Strengthening women's human rights: a) by creating awareness on gender roles in the society and on violence and discrimination that results from those roles, b) by providing emergency support lines for women exposed to violence and honour related killings.- Creating awareness on the importance of child education and the negative impacts for children exposed to violence.- Women entrepreneurship will be strengthened by providing support to women entrepreneurs that have no awareness on gender roles in order to empower them both as individuals and economically.

United Nations Population Fund... (UNFPA) and United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) have jointly submitted an application to Sida for funding of 28 750 000 USD to carry out the Joint Programme on Gender Based Violence in Uganda during the 5-year period 2018-2023. With the title Gender Based Violence Prevention and Response with integration of Sexual Reproductive Health and Rights in hard to reach (furthest behind) and vulnerable populations in Uganda , the programme aims at contributing to the elimination of GBV and improvement of SRHR of women, men, girls and boys, including disadvantaged and vulnerable populations in Uganda. The objectives are 1) An enabling policy, legislative and accountability environment for elimination of GBV and improvement of SRHR is translated into action, 2) Reduced social tolerance for GBV and improved SRHR, 3) Increased utilization of quality integrated GBV and SRHR services in the target districts and 4) Strengthened coordination, partnership, learning and innovation for integrated SRHR and GBV multi-sectoral response and prevention. The programme will be implemented in 14 districts in Uganda, of which two are refugee hosting districts. UNFPA and UN Women will implement the programme through their implementing partners at both national and subnational levels. The programme will be implemented according to three Joint Programme principles:1. Promote local ownership, leadership and accountability for the GBV and SRHR agenda2. Human rights, gender equality and empowerment of women and girls are the key foundation issues which inform all interventions for prevention and response to GBV under this programme3. Coordinated and integrated multi-sectoral approach working with government, CSO's, FBO's, cultural institutions and the private sector to contribute towards strengthening national capacity. Both UN organizations work with implementing partners; Government institutions, Civil Society Organizations (CSO's), Faith Based Organizations (FBO's), cultural and religious leaders, academia and research Institutions, private sector, media and social influencers.The programme has been developed with the leadership of government and through an extensive consultative process with CSO's, LGs, private sector, communities and IP's at national and sub-national level. This programme is aligned with the National Development Plan and UNDAF and is designed to contribute to the implementation of: the Social Development Sector Plan (SDSP), the National GBV Policy, the 4th Justice Law and Order Sector (JLOS) Sector Development Plan (SDP), the Sustainable Development Goals (SDGs), the Reproductive, Maternal, New born, Child & Adolescent Health (RMNCAH) sharpened plan, the National Strategy to End Child Marriage and Teenage pregnancy - government strategies to eliminate GBV and promote SRHR. Through these, Government will continue to allocate resources for sustaining impacts through this joint program

Insamlingsstiftelsen Kvinna ti...ll Kvinna (KtK) has submitted an application for a one-year extension of its ongoing framework agreement 2015-2017. The extension application for 2018 is based on the application for 2015-2017 and focuses on changes and news. Most of the policies that formed the basis for the operations during the current agreement period are also valid in 2018. KtK has a new strategy for the period 2016-2021, but this is entirely in line with the program under the CSO-strategy.The expected impact of the programme is increased fulfilment of women's rights within the Women, Peace and Security agenda in conflict affected regions. The expected results are more or less the same as in the on-going agreement. The programme is divided into four main thematic areas:1. Women in Peacebuilding (WiP)2. Gender Based Violence (GBV)3. Advocacy4. Sustainable women's rights organisationsThe programme is also divided into four components:1. The Global component 2. MENA (Iraq, Lebanon, Palestine and Israel)3. South Caucasus (Armenia and Azerbaijan)4. Western Balkans (Kosovo, Bosnia-Herzegovina and Macedonia)The inclusion of Israel and Macedonia is new in the 2018 application. The total number of partner organisations is 44, of which nine are new to the programme. However, KtK has on-going cooperation with eight of these. Thus, only one organisation is new as partner to KtK. The total amount applied for 2018 is 36 510 215 SEK. This is an increase by 6 569 103 SEK (equal to 22 percent) compared to the agreed amount 2017. In accordance with the guidelines for the CSO-appropriation the amount is divided into two categories.Grants to operational costs:33 805 755 SEKGrants to administrative costs: 2 704 460 SEK The total budget for the programme 2018 is 40 266 410 SEK and this amount includes KtK's own contribution of 3 756 195 SEK amounting to 10 percent of the total operational costs. The grant to the administrative costs equals 8 percent of Sida's contribution to the operational costs. This is in accordance with the guidelines for the CSO-appropriation. The increased budget compared to 2017 consists mainly of the following changes: 1. the inclusion of Israel and Macedonia into the programme 2. special activities related to security and anti-corruption in the Western Balkans component and improvements in digital security 3. increased costs for regional managers The budget is allocated between the different components as follows:The Global component 9 781 000 SEK (26 percent)MENA 11 950 000 SEK (32 percent)South Caucasus 7 835 000 SEK (21 percent)Western Balkans 7 995 950 SEK (21 percent)Of the total budget, 46 percent is sub-granted in accordance with agreements with local partner organisations. The planned contribution speci...fically focuses on enhancing the role of women and youth in peace and security, this will be achieved through research, capacity building and advocacy. The proposed intervention aims to achieve the following outcomes:1. Atlantic Initiative is a local... NGO established in 2009. Since 2015, it is a partner in thepredecessor Project Gender and Justice Reform implemented by DCAF (Geneva Centre forDemocratic Control of Armed Forces) which is supported by Sida with 5 000 000 SEK. ThisProject ended in April 2017.After a successful end of this Project, confirmed by several events organized with partners tothe Project, Atlantic Initiative is applying on its own to the Embassy with the aim to supportthe BiH justice sector address issues of gender based discrimination and violence againstwomen. The Project duration is from August 2017 to August 2019 and the amount of supportis up to 4 300 000 SEK.

Diakonia, one of Sida's framew...ork organizations, has submitted an application to Sida to jointly finance the intervention the Common Gender Fund and its Strategic Plan 2019-2023 together with four other donors during the period 2019-2023. The intervention aims to contribute to the implementation of relevant and effective actions to strengthen women's and girls' social, economic, political rights through actions to promote the abandonment of GBV, promotion of economic and political empowerment, strengthening gender mainstreaming, involvement of women and youth in the management of security issues, in order to to reduce gender inequalities at the national level. Sida has previously contributed to the Common Gender Fund in 2012-2014 and 2016-2018. Diakonia will implement the intervention together with local CSOs and Government authorities. The total budget is 89 Million SEK out of which Sida will contribute with 15 million SEK. Other donors (Denmark, Switzerland, UNFPA, UNICEF) will contribute with approximately 27 million SEK. Approximately 73 % of the intervention budget will be forwarded from Diakonia to third parties.

IOM in Colombia has submitted ...a proposal to the Embassy of Sweden in Bogotá to support the implementation of the project Prevention of gender-based violence - second phase, with 14 440 000 SEK during a period of three years.The main objective of the intervention is to contribute to the implementation of the Peace Accord and to the political, social and economic empowerment of former female combatants from Farc in their reincorporation process to civil life. The intervention includes two specific areas: 1) Prevention of gender based violence, and 2) Promotion of women's political, social and economic autonomy. This will be achieved through the following results: 1) A strategy for the prevention of gender based violence implemented in eight regions with the participation of 300 women and men (former combatants and members of the communities) and impacting 100 public servants.2) Eight economic empowerment initiatives implemented with a gender perspective.3) Three Care-Centers designed and functioning benefitting 90 children, with the participation of 50 women and men in the elaboration of actions plans and capacity building processes in these centers.

The Rome Statute is the first ...international criminal law instrument to expressly include crimes of sexual violence. As a result of the advocacy work of women's rights organizations, the Rome Statute recognizes rape, sexual slavery, enforced prostitution, forced pregnancy, enforced sterilization or any other form of sexual violence of comparable gravity as a crime against humanity or as a war crime. But twenty years after the Rome Statute was adopted, there has been limited accountability for conflict related sexual violence both in the International Criminal Cout(ICC) and in national Courts. The reason is partly found in the fact that there is no clear definition of what sexual violence is and that examples of what may be covered by the wording another form of sexual violence of comparable severity are missing.The Women's Initiative for Gender Justice (WIGJ) has applied to Sida for SEK 300,000 in contribution to the campaign Call it what it is that will be implemented in 2019.The aim of the campaign is to develop a global civil society declaration through a global campaign containing an improved definition and an example list of what sexual violence can be. The declaration will be presented to the ICC at the end of 2019.WIGJ will coordinate the campaign, which includes a web-based mapping, development of information material, organization of regional meetings and the process of developing the declaration.The total budget for the campaign is EUR 433,440. Work to mobilize additional funding is ongoing. Switzerland and Canada have indicated that they are likely to contribute. The planned contribution from Sida will go to the budget lines for immediate costs to start the campaign.

The intervention refers to a 4...4 MSEK program support to ACT Alliance's Global Gender Justice Programme 2019-2023, through the Strategy for Sweden's development cooperation for global gender equality and women's and girls' rights 2018–2022. The total budget for the programme is 4 525 110 USD. ACT Alliance is a faith based organization (FBO), representing the world's largest network of Protestant and Orthodox churches and agencies. The ACT Church of Sweden is a member with an active role in this intervention. Overall ACT Alliance's members are associated with the World Council of Churches or the Lutheran World Federation. Around 70% of ACT Alliance's members are national churches or faith-based church-related organisations from the Global South. ACT Alliance as a faith-based network is in a key position to act in the transformation of gender injustices by bridging the discourse of religion with that of secular and human rights, and by mobilizing faith leaders. By contributing to changed societal norms, policies and practices through this intervention, ACT Alliance will play a part in contributing to the achievement of SDG5, and the overall vision of a world where gender equality and justice are realised as equal enjoyment of human rights, and where people have the power to freely shape societies, faith communities and their own lives.By 2023, the Programme expects to have contributed to changed policy, practice, narratives and attitudes on gender justice in faith-communities, by positively affecting the commitment of churches and other faith-based organisations within the Alliance, as well as their programming and their advocacy to promote and realise gender justice. This will be achieved by:1. Enabling and mobilizing ACT Alliance members' commitment to promote changes in attitudes and structural arrangements towards a more gender just distribution of power 2. Supporting ACT Alliance Forums in shaping and implementing programmatic work that contributes to gender just societies 3. Using its unique position and networks to act as a global progressive force for gender justice, contributing to the SDGs and connecting the national to the regional and global levels 4. Ensuring that the programme providers' capacity in the programme areas is strengthened, so that the programme providers and their implementing staff are both institutionally and individually more skilled in the area of gender justice.Sida assesses the network and role of ACT Alliance as a FBO working with development, humanitarian aid and advocating for gender justice as relevant and additional to civil society engaged in transformational work for gender equality. Progressive faith based movements engaged in promoting a positive faith discourse for gender equality need support, especialy in the midst of a growing backlash on gender equality and shrinking space for civil society, including from faith based groups.

The activities are aimed at,-Increasing access to support and service for women with violence, -Strengthening the development and implementation of laws and policies to prevent violence against women and girls-Strengthening the prevention of violence against women and girls through efforts to change social normsThe UNTF works through three pillars, 1) Funding of interventions, 2) as a knowledge hub/evidence platform and 3) to increase global funding for action against violence against women and girls. Funding of operations is implemented through calls for NGOs and other players to apply for funding.

UNFPA is applying for support ...from Sida for a program delivering reproductive health, promoting sexual and reproductive health, preventing and adressing gender-based violence in Jordan, Lebanon, Syria and Turkey in 2019-2020. The application covers SEK 120,000,000 distributed over 2 years, SEK 60,000,000 each for 2019 and 2020. The objectives of the program are as follows:1. Increase the availability of and access to specialized reproductive health and gender-based violence services,2. Increase the social safety nets for women and girls and youth,3. Challenge negative social norms that limit the empowerment of women and girls,4. Ensure a coordinated and integrated multi-sectoral gender-based violence response in the impacted area.The program is implemented by UNFPA's local offices in Syria, Jordan, Lebanon and Turkey, in collaboration with a large number of implementing partners. UNFPA's regional office in Cairo is Sida's agreement partner. Sida has previously provided support to UNFPA for a similar program with positive experiences.

Based on a follow-up report on pre-core activities to be conducted tentatively in December 2019, Sida may consider continuing with core-support with Artemida based on the Strategic Plan, RAF and strategic budget developed during pre-core support.The intervention total budget is 324 000 SEK.

The Women and Girls First Prog...ramme is a joint donor programme managed by UNFPA. The Programme is set up to work for empowerment of the most vulnerable women and girls through pioneering integrated sexual and reproductive health and rights, mental health and psychosocial support as well as gender-based violence response and prevention service. The Women and Girls First Programme Phase II aims to continuing the work done during the first phase of the programme. The continued focus is to work for people who are furthest behind in conflict affected states, for women, girls and young people to realise their sexual and reproductive health and rights and fulfill their potential through improved gender equality and protection from gender-based violence as well as access to mental health and psycho social support services.

The aim of the contribution is... to enhance the quality and access to legal aid services in Turkey through the development of more coordinated, qualified and systematic approach into legal aid practices. UNDP will be the contract partner to Sida and ensure overall project management and coordination. The Union of Turkish Bar Association is the main implementing partner. The contribution has been designed in consultation with the Ministry of Justice and the Ministry will be involved throughuout implementation. The objectives can be summarised below: - Coordination: enhance coordination between NGO's, lawyers and bar associations in legal aid provision,- Systematic Approach: instrumentalise Ankara Bar Association's Poppy Practices (violence prevention centers where legal aid is supplied to persons inflicted with GBV) in 7 Bar Associations in Turkey, - Capacity Development: further support capacity building of lawyers providing legal-aid via an online training portal,- Awareness Raising among bar associations in Turkey for operationalization of performance management tools and automation system of CCP lawyers.

The Government of the Republic... of Zambia-United Nations Joint Programme on Gender Based Violence Phase II (GRZ-UN JPGBV Phase II) has applied to the Embassy for funding of 50 million SEK to carry out the Strengthening Prevention and Response Services for GBV in Zambia Programme during the period 2019-2022.The contribution aims to increase access to and use of quality prevention and response services for gender based violence in Zambia. This is by improving capacity to deliver coordinated GBV services, access to safe shelters, capacity to deliver quality legal services, economic empowerment of GBV survivors and improving multi-sectoral coordination and governance related to GBV in Zambia. The contribution is a follow up to phase I of the Government of the Republic of Zambia (GRZ)/United Nations joint programme on GBV. Phase II will again be jointly implemented by the GRZ through the Ministry of Gender and UN led by the United Nations Development Programme (UNDP), working with the United Nations Population Fund (UNFPA), United Nations Childrens Fund (UNICEF), International Organisation for Migration (IOM) and the International Labour Organisation (ILO). The contribution will cover fifteen districts of Zambia namely Kabwe, Kalumbila, Solwezi, Kasama, Mansa, Chinsali, Lundazi, Choma, Senanga, Chililabombwe, Lusaka, Itezhi Tezhi, Mumbwa, Mazabuka and Mongu.The contribution's total budget is approximately 69 million SEK (USD 6,711,169). 50 million SEK (approximately USD 5,100,000) will be funded by Sweden and €1,490,000 (approximately USD 1,600,000) will be funded by Ireland.

NLACW works to defend the righ...ts of under-privileged women and children through the provision of free legal aid services. Women and children will be assisted with legal advice and psychosocial support services. Further, there will be accelerated service delivery through the training and establishment of community paralegal desks which provide basic legal assistance to members of the community with technical support by NLACW. This will contribute to more women and children enjoying their human rights. Legal representation will be in the areas of civil-family law matters including gender-based violence. Legal aid services will also be provided to women and children in conflict with the law.
