The decision means the support... of 'The United Nations Entity for Gender Equality and the Empowerment of Women' (UN Women) in Liberia. The decision includes support for two of the Liberian UN Women programs and for this comes two separate agreements to be concluded between Sida and UN Women under contract structure described in more detail below. Sida from 2016 a new planning model designed to accommodate various types of financing. This action covers two agreements which are now made possible by the new planning model of intervention holds the highest level.The first program is the UN Women of Liberia 'Strategic Note', which is their strategic business plan with a view to contributing to greater gender equality in Libiera. The second program is a UN joint program where UN Women Liberia is administratively responsible, this program aims to combat and prevent sexual and gender-based violence (SGBV) and is titulerat 'Government of Liberia / UN Joint Programme Against Sexual and Gender Based Violence and harmful Traditional Practices in Liberia ', hereinafter referred to as' SGBV 'program.Strategic Note (Program 1) focuses on three key areas deemed central to gender equality in Liberia: (1) women's political participation; (2) women's economic empowerment; and (3) the role of women in peace, security and humanitarian efforts (including SGBV). SGBV program (Program 2) implemented in cooperation with other UN agencies, aims to contribute to the focus area (3) in Liberia, UN Women Strategic Note namely 'Women's role in peace, security and humanitarian efforts (including SGBV)'.

The intervention is a continuation of Kvinna till Kvinna's (KtK) long term work, supporting local Liberian women organizations to strengthen the Liberian women's right movement and by so doing enhance gender equality and women's voices in the country. Kvinna till Kvinna works with capacity development of partner organizations and sub grants funds to partner organizations to implement activities that empower women and promote women's rights. Kvinna till Kvinna focus during the ensuing years will be on women's participation in decision making and peace building, prevention of gender-based violence, women's economic empowerment (from year 2) and increased institutional networking, advocacy and thematic capacity of women's rights organizations.

UNW Mali's 2016-2018 Country S...trategy and Program is fully based on 1) Women's economic empowerment, 2) Protection of women against all forms violence with access to justice, and 3) Women's effective participation in decision making relating to the consolidation of peace and humanitarian assistance. The activity period of the agreement is from 2016 to 30 June 2021. The agreement will be valid until 31 December 2021.UN Women Mali has applied to the Embassy for funding of 60 million SEK to carry out its Country Strategy and Program initially during the period 2016-2018. However, as mentioned, as the Country Strategy and Program has a focus among other on Women's effective participation in decision making relating to the consolidation of peace, humanitarian assistance, and given the delay of the implementation of the peace agreement, UN Women Mali has operated a shift in the initial period 2016-2018 to 2016-2021. An intra-office memorandum with this information is annexed to the current decision. The program will be reviewed and updated annually during this period in order to adapt it to the changing context of the country and in coherence with the defined areas of intervention. The country program will also be up-dated with the new global strategy of UN-Women scheduled for 2019. Impact areas pursued by the program are threefold: Impact Area 1: Women, especially the poorest and most excluded, are economically empowered, are resilient in a changing climate and benefit from development;Impact Area 2: Women and girls live a life free from violence; Impact Area 3: Peace and security and humanitarian action are shaped by women leadership and participation. These three impacts are coherent with the UN Women Global Strategic Plan 2014-2017 and are fully aligned with Swedish development priorities. They are also in line with the priorities defined in the 2015-2019 United Nations Development Assistance Framework (UNDAF +) and to government's priorities expressed in the 2016–18 Strategic Framework for Economic Recovery and Sustainable Development (CREDD).The three impacts mentioned above are also connected to the three main results of the 2016-2020 Strategy for Sweden's development cooperation with Mali i.e. 1) Strengthened democracy and gender equality, and greater respect for human rights, 2) Human security and freedom from violence and 3) A better environment, limited climate impact and greater resilience to environmental impact, climate change and natural disasters. In addition, the three impacts areas allow to address the multifaceted nature of gender inequality marked by gender-based violence, low representation of women in political sphere, lack of economic resources regarding women, vulnerability of women during conflict and humanitarian.UN Women will implement the program through a multi-dimensional and inclusive approach with actors on different levels and with different competencies and networks including Government departments, Civil society orga

The intervention is a five-yea...r support to the UN Women Country Office in Moldova for the period 2016-2020. The contribution aims to support the UN Women's programmatic work under the overall framework stated by the UN Women' Strategic Note for Moldova during two strategic cycles 2014-2017 and 2018-2022, covering the two years from the first Strategic Note (2016-2017), and will expand to cover three years form the next Strategic Note 2018-2020. The contribution is going to address persisting gender inequalities through a comprehensive support to the three Strategic Impact Areas: Women in Leadership, Women's Economic Empowerment and Eliminating Violence against Women and Girls.Justification for additional support (2018-2020): The original decision on current contribution was signed back in 2016, when the project proposal from UN Women had a realistic calculation of the implementation costs only for the two years: 2016 and 2017 from the Strategic Note for Moldova (SN) 2014-2017, while the budget for the next strategic cycle 2018-2022 was estimative, as the new SN did not exist yet. In autumn 2017, a new UN Women's Strategic Note for Moldova 2018- 2022 (SN) was developed and adopted, and a financial frame for its implementation thoroughly calculated. While the overall objective of the Strategic Note 2018-2022 remains the same, and the focus continues to be placed on the same three strategic impact areas, there are significant financial gaps in the new SN that might hamper the achievement of planned results of this contribution by 2020. This is explained by the fact that during first two years 2016-2017 of project implementation due to Swedish support the UN Women CO in Moldova has enhanced its institutional capacity and strengthened its core mandates. These have resulted in an increased operational effectiveness and efficiency of the UN Women Country Office in Moldova. Due to stronger capacities the initiated activities under the three priority areas of the first SN have evolved into comprehensive and nation-wide interventions. On this background, by end 2017 UN Women CO Moldova has submitted a request and a project proposal for additional financing and support to the implementation of the SN for 2018-2020, remaining three years of the contribution. The additional financial support for 2018-2020 was carefully estimated. The total required budget for the implementation of the SN during these three years is about 90 MSEK. Based on the above, by end 2017, after two years of operation of this contribution, UN Women has submitted a revised project proposal and a request for additional financial support of 25,8 MSEK (about 3 million USD) for the remaining 3 years of operations of the contribution (2018-2020), without extension of the operational period. Proposed additional Swedish support for the period 2018-2020 will contribute to: •Further strengthening of the capacities of the UN Women Country Office in Moldova in the fulfilment of its core mandate

This will be achieved in Rwanda through implementation of three main outcomes: 1) Improved protection from gender-based violence with a specific focus on prevention; 2) Enhanced women's qualitative participation in political and economic decision-making and conflict resolution; and 3) Increased capacity of Kvinna till Kvinna's partner organisations to operate effectively and sustainably.The total project budget of maximum 40 million SEK will be funded by Sida. The deviation of approximately 500 000 SEK compared to KtK's proposed budget is explained by the need for extra funds to cover costs for a Mid Term Review and for a pre-audit of the Agreements between KtK and its partner organisations. A total of 15 million SEK will be forwarded to the yet to be selected 6 to 8 local partner organisations in 3 years and the amount of funds to be forwarded to each organisation will be determined after selection and individual planning and budgeting.

Gender Based Violence (GBV) is... widespread in Somalia.GBV is distinguished from other forms of violence by its relation to gender inequality and power imbalance.There are limited options available for formal legal redress for GBV survivors, including knowledge and education on legal rights that go with required services, majority of the survivors are still noted to be seeking informal justice from the elders and district authorities, than going in for the formal justice systems.By supporting this pilot, Sweden will contribute in efforts to address endemic Gender Based violence in Somalia.The proposed pilot GBV forensic screening project will, in the longer term, lead to the establishment a comprehensive '360' approach to the reporting, investigation, prosecution and hearing of GBV cases in Somalia. The initial phase of this GBV forensic lab-screening project will be rolled out as a pilot in Garowe, Puntland State of Somalia. A '360' approach describes a system whereby every legal response person that the survivor of an GBV crime encounters; from the first instance of reporting the offence to the time that the case goes to trial, is specifically trained in responding to, investigating or hearing GBV offences. This prevents stigmatisation and re- traumatisation of the survivor and will lead to high quality investigations and prosecutions in criminal GBV cases. The pilot project will therefore focus on the health/medical response/evidence with a focus on broader capacity building for key medical personal on technical knowledge, practice operations of forensic screening, legal education for medical, security and legal professionals. Lessons learnt from this project would be built on to establish a full fledge '360' approach as the possible next phase, which could be more comprehensive and longer term.During the 10 month pilot Sweden will be the only donor. It is expected the other donors will come in also if the pilot will be successful and will be expanded.

The proposed support to the St...rategic Note of UN Women South Sudan 2014-2016 is a continuation of the Sida contribution to the previous UN Women Strategic Note Capacity Building for Gender Equality and Women's Empowerment in South Sudan 2012-2013 (extended to 30 June 2015). The UN Women Strategic Note (2014-2016) focuses on four key areas; 1) Women's Leadership and Participation, 2) Women's Economic Empowerment, 2) Violence against Women and Girls and 4) Women's engagement in Peace and Security and Humanitarian Action. The expected results of the programme are: 1) Women lead and participate in decision making at all levels, 2) Women, especially the poorest and most excluded, are economically empowered and benefit from development, 3) Women and girls live a life free from violence and 4) Peace and security and humanitarian actions in South Sudan are shaped by women's leadership and participation.The intervention's total budget is approxamatly 80 MSEK, of which Sida's contribution is 44%.

The Swedish organisation Kvinn...a till Kvinna, KtK, has applied for continued support to its' activities in the oPt in the form of financing of 27 386 481 SEK for the implementation of its' program Strengthening women's organisations to improve the status Palestinian women , during the period 2014 -2016.The overall aim of the contibution is that civil society organisations contribute to an environment in which women are agents of change in their communities. The program covers financial and technical support to around 10 Palestinian women's rights organisations working in the West Bank (including Area C and East Jerusalem ) and Gaza. The financial support to the organisations is directed to activities in the areas of ( i) women's political participation and ( ii) women, peace and security, including violence against women. Another part of the program consists of administrative and thematic capacity development of participating organisations in order to enhance their sustainability and advocacy capacities. Further, the program facilitates networking and exchange between the Palestinian organisations and with other relevant actors.

Insamlingsstiftelsen Kvinna ti...ll Kvinna (KtK) has submitted an application for a one-year extension of its ongoing framework agreement 2015-2017. The extension application for 2018 is based on the application for 2015-2017 and focuses on changes and news. Most of the policies that formed the basis for the operations during the current agreement period are also valid in 2018. KtK has a new strategy for the period 2016-2021, but this is entirely in line with the program under the CSO-strategy.The expected impact of the programme is increased fulfilment of women's rights within the Women, Peace and Security agenda in conflict affected regions. The expected results are more or less the same as in the on-going agreement. The programme is divided into four main thematic areas:1. Women in Peacebuilding (WiP)2. Gender Based Violence (GBV)3. Advocacy4. Sustainable women's rights organisationsThe programme is also divided into four components:1. The Global component 2. MENA (Iraq, Lebanon, Palestine and Israel)3. South Caucasus (Armenia and Azerbaijan)4. Western Balkans (Kosovo, Bosnia-Herzegovina and Macedonia)The inclusion of Israel and Macedonia is new in the 2018 application. The total number of partner organisations is 44, of which nine are new to the programme. However, KtK has on-going cooperation with eight of these. Thus, only one organisation is new as partner to KtK. The total amount applied for 2018 is 36 510 215 SEK. This is an increase by 6 569 103 SEK (equal to 22 percent) compared to the agreed amount 2017. In accordance with the guidelines for the CSO-appropriation the amount is divided into two categories.Grants to operational costs:33 805 755 SEKGrants to administrative costs: 2 704 460 SEK The total budget for the programme 2018 is 40 266 410 SEK and this amount includes KtK's own contribution of 3 756 195 SEK amounting to 10 percent of the total operational costs. The grant to the administrative costs equals 8 percent of Sida's contribution to the operational costs. This is in accordance with the guidelines for the CSO-appropriation. The increased budget compared to 2017 consists mainly of the following changes: 1. the inclusion of Israel and Macedonia into the programme 2. special activities related to security and anti-corruption in the Western Balkans component and improvements in digital security 3. increased costs for regional managers The budget is allocated between the different components as follows:The Global component 9 781 000 SEK (26 percent)MENA 11 950 000 SEK (32 percent)South Caucasus 7 835 000 SEK (21 percent)Western Balkans 7 995 950 SEK (21 percent)Of the total budget, 46 percent is sub-granted in accordance with agreements with local partner organisations. The development problem that t...he intervention aims to address is that protection of women's rights comes from the gender-based power structure in the family, society, and the state. Discrimination against women is very common in Bangladesh and affects the quality of their life. Among the many challenges with regard to women's rights in the country are issues of child marriage, the system of dowry, sexual harassment, and domestic violence. A culture of impunity exists in Bangladesh that denies justice to victims of human rights abuse in most cases. Thus, BNWLA has designed the new phase as a continuation of the previous one that was focused on providing legal aid support to female victims of human rights violation. The overall objective of the new phase is 'Women and girls in Bangladesh are less vulnerable to all forms of violence and better protected from the threat of such violence'. The expected outcomes of the intervention are 1) Government and service providers are accountable to women and girls for prevention, protection and response, 2) Women and girl survivors safely access adequate and appropriate support services (shelter, medical, psychosocial, security, income generation), and 3) Women and girls safely access justice at all levels including within customary and religious lawsThe Embassy has experience of good cooperated with BNWLA from four previous phases of support, the first three of which were done jointly with other like-minded development partners.

The initiative aims to adapt, ...perform and disseminate results from the International Men and Gender Equality Survey (IMAGES). The results will be used to develop program and policy recommendations to better engage men and boys to achieve women's full economic, social and political equality and to contribute to the prevention of violence against women. In order to transform radical gender differences in Bolivia, it is necessary to develop deeper research and understanding of men's attitudes and beliefs, as well as norms and behaviors in terms of gender equality. Furthermore, the project aims at strengthening local partners capacity to carry out effective work with men for gender equality.The program will be implemented in three overlapping phases: (i) research, (ii)capacity building along with method development and networking, iii) implementation (Program P)PROMUNDO is a renowned international organization with many years of experience in research on masculinity.The effort is expected to contribute to sustainability goals 5 Equality and Bolivia's Patriotic Agenda. Furthermore, the initiative is considered to contribute to the strategy for Sweden's development cooperation with Bolivia 2016-2020, the special result Strengthening democracy and gender equality, and human rights.

The three-year project Standa...rds and Engagement for Ending Violence Against Women and Domestic Violence in Bosnia and Herzegovina aims to strengthen the institutional and social response mechanisms on violence against women and domestic violence in Bosnia and Herzegovina. The project aims to improve access and quality of social services to survivors of violence and strengthen social attitudes and behaviors in order to end gender-based violence and domestic violence. The interventions target groups are women, men and adolescents.The project focuses on the strategic objectives identified in BiHs strategy for the implementation of the Istanbul Convention. The intervention also follows the agreed upon conclusions of CSW (2013), which emphasizes an integrated approach by adopting regulations, collecting data, preventing violence and by providing survivors with good quality social services. The initiative builds on several years of experience in filling gaps in the system and increasing capacity. That experience is gathered now in a global project that addresses more aspects of the problem - legal framework, access to social services and prevention through efforts targeted at boys and men as well as changes in attitudes through the media.

KtK has a new strategy for the period 2016-2021, but this is entirely in line with the program under the CSO-strategy.The expected impact of the programme is increased fulfilment of women's rights within the Women, Peace and Security agenda in conflict affected regions. The total number of partner organisations is 44, of which nine are new to the programme. However, KtK has on-going cooperation with eight of these. Furthermore, the evaluation will identify gaps in preventive work as well as support for survivors of sexual violence, which in turn can inform both donors' future efforts and government policies in the fight against sexual violence.Sweden supports the evaluation financially together with Canada and the United Kingdom (DFID).

The consortium's proposal proj...ect titled Liberty from Violence: A Consortium Approach to Protecting Women & Girls , submitted through Population Services International (PSI) on February 23, 2015, is aimed at strengthening of six organisations (Fundación Sobrevivientes, OSAR, Refugio de la Niñez, PASMO, Asociación Chajulense and Centro de Paz Barbara Ford), in their work regarding gender equality, Sexual and Reproductive Health and Rights (SRHR), gender based violence, economic empowerment for women, and prevention of violence. PSI and partners propose to implement complementary interventions as a Consortium, and the agreement partner will be Population Services International. The consortium will be represented and administrated by PSI, and PSI will enter into sub-agrements with each organisation member of the consortium. The project will be implemented by the six organisations mentioned above for the period 2015-2018. The main goal of the project is that: Women and girls in Guatemala are free from all forms of violence in four Departments: Quiché, Totonicapán, Huehuetenango and Guatemala City. The main target group are: women, girls and men. The proposed results are: (i) women and girls who are survivors of violence or are at high risk of violence will be linked to comprehensive care, including shelter, SRHR, forensic, legal, psychological and economic services, (ii) Social norms will be changed that facilitate violence against women; (iii) Gender equality will be improved by increasing access to economic empowerment opportunities for women and girls, among others.

This contribution concerns Sid...a-support to Diakonia's own contribution to an EU-financed project for access to justice for women survivors of violence and end to impunity in Honduras during 2017-2019. Swedish CSOs with framework agreements with Sida may in accordance with the CIVSAM directives apply for support to their own contribution for EU-financed projects, as this gives them an important opportunity to diversify their funding base and sustainability. In these cases, Sida refers in the assessment to the assessment of the contribution as a whole that has already been made by the EU-Commission prior to the EU entering into contract to support the project. The EU contract reference for this contribution is LA/2016/379-36. The contribution has a total budget of approximately EUR 995 720,05 of which the EU support amounts to EUR 896 148,05 and hence the own contribution from Diakonia is approximately EUR 99 572 of which Christian Aid contributes EUR 28 876. Diakonia has applied to Sida for support amounting to EUR 70 696 (689 286 SEK).The contribution is assessed by Sida as a limited contribution since the total amount applied for is below 5MSEK.The general objective of this project that is co-financed by the EU is to contribute to the construction and consolidation of a justice system that guarantees the reduction of impunity and impartial access to justice for the most vulnerable populations in Honduras.The specific objective is to improve the quality, efficiency and reliability of research, monitoring and prosecution in favour of women survivors of gender-based violence (GBV), with an emphasis on indigenous women in the western region of the country. Expected results are as follows:Result 1: The capacities of networks of women and other CSOs have been developed to advocate for justice and legal, psychological and social support to Women Survivors of GBV, with a gender and indigenous focus.Result 2: Improved performance of justice agencies in inter-institutional coordination, investigation and prosecution of violence against women (VAW).Result 3: Strengthen the coordination of networks of women and other CSOs with justice agencies in favour of reducing VAW.This assessment has been prepared in English as a person whose mother tongue is English has contributed to the preparation of the contribution.

KtK has a new strategy for the period 2016-2021, but this is entirely in line with the program under the CSO-strategy.The expected impact of the programme is increased fulfilment of women's rights within the Women, Peace and Security agenda in conflict affected regions. The expected results are more or less the same as in the on-going agreement. The programme is divided into four main thematic areas:1. Women in Peacebuilding (WiP)2. Gender Based Violence (GBV)3. Advocacy4. Sustainable women's rights organisationsThe programme is also divided into four components:1. The Global component 2. MENA (Iraq, Lebanon, Palestine and Israel)3. South Caucasus (Armenia and Azerbaijan)4. Western Balkans (Kosovo, Bosnia-Herzegovina and Macedonia)The inclusion of Israel and Macedonia is new in the 2018 application. The total number of partner organisations is 44, of which nine are new to the programme. However, KtK has on-going cooperation with eight of these. Thus, only one organisation is new as partner to KtK. The total amount applied for 2018 is 36 510 215 SEK. This is an increase by 6 569 103 SEK (equal to 22 percent) compared to the agreed amount 2017. In accordance with the guidelines for the CSO-appropriation the amount is divided into two categories.Grants to operational costs:33 805 755 SEKGrants to administrative costs: 2 704 460 SEK The total budget for the programme 2018 is 40 266 410 SEK and this amount includes KtK's own contribution of 3 756 195 SEK amounting to 10 percent of the total operational costs. The grant to the administrative costs equals 8 percent of Sida's contribution to the operational costs. This is in accordance with the guidelines for the CSO-appropriation. The applicant is Plan Internat...ional Sverige. They have been granted EC funding from European Instrument for Democracy and Human Rights (EIDHR) and CIVIL SOCIETY ORGANISATIONS AND LOCAL AUTHORITIES (CSO-LA). EuropeAid/151147/DD/MULTI. The contribution title is Empoderamiento y protección de Ninas, Mujeres Adolescentes y Jovenes ante la Violencia de Género (Empowerment and protection of girls, adolescent women and youth against gender based violence) in Nicaragua. Total budget of the contribution is EUR 749 579 (SEK 7 495 790) and the EC contribution isEUR 599 663 (SEK 5 996 630) and applied amount from Sida is SEK 1 499 160 (EUR 149 916) for the years 2017-2018.Swedish civil society organizations with a framework agreement with Sida and awarded EU funding, can apply for a grant for the own-contribution, in line with the CSO strategy. The aim is to encourage Swedish CSOs to increasingly seek funding from the EU. Sida is basing its assessment on the assessment made by the European Commission and aims to harmonize the terms of the agreement with the EU. The contribution has been prepared in Sida's management system as a so-called simplified contribution, since it is less than 5 million and of supportive nature to the Plan's existing frame-programme (contribution number 54030529).The project is to contribute to the reduction of gender based violence against girls, adolescent women and youth in Nicaragua in the city of Managua, and the municipalities of Juigalpa, Siuna, Chontales, Boaco and Managua within a duration of 24 months.The project corresponds well with the objectives set out in the Sida Civil Society Strategy 2016-2022. Strengthening civil society is a core priority for Plan International Sweden, and it is a main strategy in the implementation of this project. Plan International Sweden plans to use this project to strengthen the capacity of Civil Society Organisations in Nicaragua to advocate for the fulfilment of human rights and to monitor the compliance of the rights of girls, adolescent women and youth exposed to gender based violence.This will be done in partnership with 5 of the 12 organisations which form part of the network Alianza El poder de las ninas and these include: Plan International (main applicant), Casa Alianza (co-applicant), Instituto de Promoción Humana (INPRHU), Centro Inter Eclesial de Estudios Teologicos y Sociales (CIEETS), Asociacion La Amistad (the last three with sub-contracting).Target group for the contribution are:180 girls, adolescent women and the youth affected by gender based violence1 288 girls, adolescent women and youth at risk of gender based violence in the family and/or community1 485 people with a role in the protection of girls, adolescent women and youth against gender based violence15 500 people participating in events, forums that receive awareness messages.This assessment has been prepared in English as a person who does not speak Swedish, have contributed to the preparation.

The contribution aims to contr...ibute to promote and increase respect for human rights and, contribute to increase the legal protection of women and girls from violence, increase their access to justice in cases of violence and abuse and, strengthen the enabling environments for civil society and communities to advocate for human rights, gender equality and ending violence against women, in the Pacific region. The contribution will contribute to the implementation of Agenda 2030 on sustainable development by contributing to improve the knowledge of regional actors about human rights and how to apply a human rights based approach in sectors addressing challenges to the environment, climate change and the fisheries. The Regional Rights Resource Team (RRRT) operates under the umbrella of the intergovernmental organization: Secretariat of the Pacific Communities (SPC), which is one of the largest development actors in the Pacific Region. RRRT has a strong and competent team that has proven to work innovatively to improve the knowledge and interest about human rights in the Pacific region. RRRT support government's capacity and knowledge about human rights and has contributed to stronger commitments to human rights instruments among the Pacific countries and, provides training of high level government officials, authorities, and judiciary in human rights. RRRT are also targeting the capacity of civil society actors and communities to require accountability, protection and realization of human rights.RRRT has developed a business plan for 2017-2021 consisting of three main pillars:1.Human Rights and good governance (including support to Pacific states and mainstreaming of human rights, gender equality and how to use a human rights based approach in SPC with as specific focus on Environment/climate and fisheries)2.End violence against women and girls3.Enabling environment for civil society and communities.After dialogue with the Embassy, RRRT has agreed to include within the framework of their Business Plan RRRT the provision of expertise on human rights, gender equality and the rights based approach to strengthen the overall capacity SPC to apply a human rights based approach to sectors such as environment, climate and the fisheries.The Embassy makes the assessment that this contribution will contribute to the implementation of the Swedish strategy for development cooperation in Asia and the Pacific.
