|
The embassy will support the U...N Women DRC office in the final period of implementation of their strategic note 2014-2017, extended until 2019, and the launch of their new strategic note from 2020. The support is a bridge funding to cover 9 months. The intention is for the embassy to continue to support the new strategic note from 2020, and the feasibility of doing so will be assessed during the latter part of 2019. The goal of the strategic note for the 2014 - 2017, extended until 2019, is to support the Congolese government and civil society, and other concerned actors to implement, monitor and report on DRC's commitments to gender equality and women's empowerment. The fundamental role of UN Women in DRC is to accompany key partners and actors, provide technical support and expertise, promote effective coordination/monitoring/evaluation, document results, generate and promote the use of sex disaggregated data. The focus areas as outlined in the strategic note are as follows: coordination, gender responsive planning and budgeting, violence against women and girls, women, peace and security, women's political leadership and participation, women's economic empowerment. Three areas were prioritized further by UN Women when the extension of the strategic note was agreed in 2017: Women, peace and security, including SGBV, women's political leadership and participation, and women's economic empowerment. These all correspond to priorities of the embassy and Sida.

GNB plays a important role within the movement to end child marriage by mobilising collective action and support at the national, regional, and international levels, supporting member organisations to build their capacity, advocating for financial resources, and facilitating learning and knowledge Exchange on ending child marriage. Through this work, GNB creates a platform for mobilising efforts to end child marriage.GNB was established in 2011 and is supported by a Secretariat in London and regional staff in New Delhi, Mexico City, Nairobi and Dakar, with a total of 35 staff. GNB's works mainly through its global network and members. GNB's diverse network unites organisations approaching the issue of child marriage from a range of perspectives such as education, health and rule of law. Around 80% of GNB's members work at the community level, while less than 10% of GNB's members are international NGOs.The purpose of the intervention is to support GNB's core work as described in their 2019-2023 Secretariat Strategy which is guided by six objectives: 1) Effective civil society collective action at all levels, 2) The movement has evidence, information and learning to take effective action: 3) A diverse movement exists with voices amplified at all levels and providing a platform for community-based organisations, women, girls and youth, 4) The Girls Not Brides Secretariat is functional, effective and able to support the movement to end child marriage, 5) Governments and other decision-makers take effective action, and 6) The movement to end child marriage has sufficient resources. As part of the 2019-2023 Secretariat strategy, GNB will focus on strengthening strategic support to members in a number of prioritised countries, strengthening its work on gender transformative approaches, addressing girls' rights in humanitarian contexts and settings, and strengthen youth engagement and leadership. The intervention for 2020-2023 is builds upon the well established cooperation between GNB and Sida from 2017-2019, in which Sida supported GNB with core support.

SVRI Sexual Violence Research ...Initiative

SVRI is a global network for a...dvancing research on violence against women, violence against children and other forms of violence driven by gender inequality. The network is also open to practitioners, funders and activists. SVRI has a focus on low and middle-income countries and has over 6,500 members globally. The organization is based in Pretoria, South Africa. Membership is open to everyone and joining does not require signing up to anything specific.A support to SVRI corresponds well to the Strategy for Global Gender Justice and Rights for Women and Girls, 2018-2022, especially goal three, combat all forms of gender based violence and harmful practices, as well as goal six, increased access to gender equality research. It has a global added value since its membership is worldwide and the result of the research can be used by many. Sida makes the assessment that SVRI is a very relevant organization to support, since it is global in its character, it has a vast network of researcher in the Global South and it has the expertise and experience to enhance research methods and to gather and make research available. SVRI has an important role to link up researcher with each other and to further capacity building in the field. SVRI is well anchored in the research community, which is reflected in the high number of members,, as well as number of participants at the bi-annual Forum, SVRI has a strong poverty relevance, given that violence against women and girls is severe and widespread amongst the poor and most vulnerable. Violence is a great obstacle for women to move out of poverty and to be able to assert their own rights, since violence cements power structures and toxic norms Furthermore, through providing evidence for policy and practice development efforts can be more effective in targeting poor and vulnerable women, girls, men and boys. It is positive that SVRI emphasizes the need for research concerning violence not only against women and men, girls and boys, but also against people with other sexual identities. Another important field is violence against people living with disabilities. SVRI has a focus on low and middle income countries. It tries to redress inequities in research resource flows and rebalance research knowledge and power between the global north and south. SVRI underlines that researchers from the south must be supported to lead research on violence against women and children in their own countries and share evidence with those in power who can use it. Sida thinks this is very positive since it increases capacity in low and middle income countries and the research becomes more relevant to each specific context. Sida finds it valuable that SVRI has an approach of applied research, with the purpose to improve prevention programs and develop methods to counteract violence and harmful practices. Furthermore, Sida appreciates that SVRI aims to promote innovative responses and prevention programmes.

Team of Experts, Conflict Rela...ted Sexual Violence 2020-2023 - UN Team of Experts 2020-2022

|
UN Team of Experts on the Rule... of Law and Sexual Violence in Conflict has submitted a program proposal to Sida for the period 2020-2024. The Team of Experts (ToE) was established in 2009 following the adoption of the UN Security Council Resolution 1888, which deals specifically with sexual violence in conflicts in order to increase judicial competence in the field. The expert group is managed jointly by the Office of the UN Secretary-General's Special Representative for Sexual Violence in Conflict, the High Commissioner for Human Rights, the Department for Peace Operations and the UN Development Programme, UNDP. The mandate is based on the premise that there is a political will when agreements on cooperation are concluded between the host countries and the Secretary-General's Special Representative for Sexual Violence in Conflict. The host countries have been or are at risk of ending up in a conflict situation where sexual violence is used or has been used as a weapon against the population to weaken and humiliate the enemy. The initiative aims to contribute to UN's Sustainable Development Goals (SDG) 16, Peace, justice and strong institutions and Goal 5, Gender Equality.ToE aims to create greater accountability for conflict-related sexual violence through legal proceedings that are rapid, effective and responsive to the needs of victims, carried out in line with international standards. This is done by:1) Political will to promote accountability for CRSV at country, regional and international levels enhanced.,2) Technical and operational capacity of national rule of law institutions and actors to address accountability forCRSV enhanced.3) Cooperation, coordination, coherence and knowledge among the range of actors (governments, CSOs, NGOs,United Nations, etc.) working to promote accountability for CRSV enhanced. The total budget for implementing the five-year program is approximately SEK 124.5 million ($ 14.4 million). With the now proposed Side Support of SEK 30 million (corresponding to SEK 3.5 million) and with support from primarily the United Kingdom and Japan, approximately 70% of the total financing for the five-year period is secured.

UN Women Strategic Note 2020-2...024
more
|
The Embassy has agreed to pr...ovide non-earmarked support to UN Women Liberia's (UNW-LBR ) Strategic Note 2020-2024 (Strategic Note). This will be the third support to UNW-LBR. The Strategic Note is aligned with the UNW Strategic Plan (SP) (2018-2021), Liberia UN Sustainable Development Cooperation Framework (UNSDCF) 2020-2024, and to Liberia's national development strategy (PAPD 2018-2023). It will retain the same four priority areas identified in the previous Strategic Note. These are: Eliminating Violence Against Women and Girls, Women's Economic Empowerment, Peace, Security and Humanitarian Assistance, and Governance, Women's Political Empowerment and Leadership. There are also three internal results areas focused on increasing organizational effectiveness derived from the global strategic plan i): Enhanced coordination, coherence and accountability of the UN system for commitments to gender equality and women's empowerment, ii) Increased engagement of partners in support of UNW's mandate, and: iii) High quality of programmes through knowledge, innovation, results-based management (RBM) and evaluation. While the whole Strategic Note 2020-2024 will be appraised, the funding decision will cover the 1st year of the programme. The Embassy is currently assessing the possibility of supporting its UN partner agencies by contributing to a UN-developed thematic trust fund that would support the joint UN Country Sustainable Development Cooperation Framework. The Embassy intends to revisit the funding agreement during 2020/2021, with the possibility of continued direct support.

Kvinna till kvinna has applied... to the Embassy of Sweden for funding of 18,5 MSEK to carry out the project Strenghtening womens rights and womens participation in North Macedonia during the period 2020-2023. The overall objective of the project is that Kvinna till Kvinna and partner organisations will influence policy and practice regarding gender-based violence, the women peace and security agenda and women's economic empowerment in North Macedonia. The project presents four intermediate objectives - one for each of the three thematic areas and a fourth covering all areas: 1. Partner organisations contribute to better access to justice for rights holders and rule of law through policy and attitude changes regarding GBV. 2. Partner organisations create conditions for women and girls to participate fully and effectively in the development of an equal and democratic society, and towards the implementation of the women, peace and security agenda.3. Organisations reached within the program contribute to changes in policy and practice regarding women's economic empowerment.4. A more vibrant civil society through increased sustainability of women's rights organisations. The project will be implemented by Kvinna till Kvinna in collaboration with relevant partner organisations.Sida is the only donor invited by Kvinna till kvinna for support of this intervention.

The overarching objective of t...he intervention is to contribute to strengthen the capacity and coordination of the women's movement in Rwanda for more strategic interventions to enhance women's voice and participation, freedom from violence and full enjoyment of human rights.Kvinna till Kvinna has operated in Rwanda since 2017, when the Embassy decided to fund Kvinna till Kvinna's first country programme in Rwanda. The overall aim of the programme has been to contribute towards a stronger and more connected women's rights movement in Rwanda, working more effectively for gender equality and women's empowerment. The new Kvinna till Kvinna's proposal for 2021 – 2024 builds on the successes, challenges and lessons learned under the current phase while at the same time shifting the focus of the program to respond to socio-economic and political developments and emerging priorities to better respond to the needs of women and girls. The contribution is structured as a programme support with two pillars. The first pillar, which represents the majority of the programmes funding, is forwarded to partner organizations to implement their own activities. In the second pillar, Kvinna till Kvinna itself implement activities to increase their partners overall capacity as women's rights organizations as well as their capacity to coordinate and pursue advocacy and national dialogue. The key impact objectives are:- Partners are stronger, more effective and work more strategically- Improved protection from gender-based violence with a specific focus on prevention- Rights holders and duty bearers have an increased understanding and respect for Sexual and Reproductive Health and Rights (SRHR)- Enhanced qualitative participation of women in decision making and conflict resolution.

The overall goal of the projec...t is to support further development of the social and institutional environment which will contribute to zero tolerance and the eradication of violence against women in Serbia. The project aims to reach out to women and girls, but also men and boys in, possible or already registered victims of violence but also perpetrators of violence. Individuals, government, NGOs and people in local communities will be mobilized to act in concerted efforts to eliminate violence against women, girls and children. The contribution aims to provide an integrated response to violence against women and girls (VaWG) in Serbia. VaWG is a complex social problem that occurs as a result of inequality which are deeply rooted in patriarchal norms and unbalanced power relations. Exposure to various forms of harm and life in fear prevent women from fully realizing their own opportunities, reduce their well-being, but also reduce their contribution to development of the society they live in. Prevention and elimination of all forms of violence against women and girls is from a humanistic and development perspective, the responsibility for the whole society. The project will work to change the normative framework, institutional methods and behaviors involving violence against women and girls at state, community and individual levels.

The proposed project, Enhancin...g the Protection and Reintegration of Furthest Left Behind Groups of Women and Girls Victims and Survivors of Violence in Palestine (2020-2022), is to be implemented by UN Women Palestine. The project aligns with support area 1 of the new strategy for Sweden's international development cooperation with Palestine 2020-2024, 'Strengthened democracy, improved gender equality and greater respect for human rights', with the main objective of addressing the gaps in protection and reintegration policies and services. It is a pilot project in the sense that it interlinks the three areas under that support area: human rights, gender, and health, which is a relatively new approach within the strategy.

Discrimination against women a...nd sexual gender based violence in particular are a widespread phenomena in Lebanon as well as in other Middle Eastern countries. This project phase II consolidates and continues the work started in phase I through strengthening the assistance to women at risk of GBV and a better and coordinated advocacy on their behalf at national level. It will help promoting a better economic and personal self-reliance of vulnerable women and raise awareness of duty-bearers about GBV. A Women Resource Centre, which serves as a safe place for women at risk, will be a central part of this project. It is considered to be a pilot in Lebanon and UNHCR will support DRC to replicate this centre in five other places in the country to provide a safe space for Syrian refugee women at risk of GBV.

Gender-based violence is very ...prevalent in all three countries of the Great Lakes Region. In order to help women and children who have become victims of rape and sexual violence, this programme is concerned with providing psychological, medical and social assistance to victims through the public health system and NGOs active in this field. Moreover, the programme focuses on promoting women's and victims' rights and their socio-economic re-integration. The programme thus contributes to the dynamics of reconciliation and rebuilding of the social ties in Rwanda, Burundi and in DRC. In the longer term the program aims to address and integrate the issue of gender based violence at national politic level.
