Subsectors information by DFID... - ASSP (Accès aux Soins de Santé Primaires) is implemented by a consortium of NGOs led by IMA World Health (see table 1) and currently supports 52 health zones (out of 516 nationally) in five of the 26 provinces in DRC. It provides an estimated 9 million people with access to essential primary and (to a lesser extent) secondary healthcare services. The design phase began in October 2012 with implementation expected to run for five years from April 2013 to March 2018.
- At community level, ASSP aims to generate demand for services, and strengthen the voice of communities and service users in holding service providers to account for their delivery. The programme also includes a large WASH component and a nutrition package for the prevention and treatment of malnutrition.
- At health facility level, ASSP is supporting the construction and renovation of health centres and hospitals and provides facilities with essential equipment, drugs/supplies, training and an operational allowance. These inputs enable services to be provided and user fees to be substantially reduced, or removed altogether for vulnerable groups.
- At health zone level, ASSP strengthens government capacity to manage health zones by enabling Équipes Cadres de Zones de Santé (health zone management teams, ECZS) to supervise health facilities and to use planning tools for the development of the health zone.
- At provincial level, ASSP supports the Directions Provinciales de Santé (provincial health divisions, DPS), and is rehabilitating and enhancing the capacity of Centrales de Distribution Régionales (regional drug distribution centres, CDRs).
- At central level, technical assistance is being provided to the Ministry of Health through ASSP to improve public financial management, and the programme is helping to set up and roll out new information systems for both health and human resources management. It also supports the Ministry to develop and disseminate norms and standards, and has facilitated policy dialogue with faith-based providers of health services.

1. Improved uptake of high quality sexual and reproductive health services directly benefiting approximately 160,000 women over a five year period by:
• giving birth attended by skilled health personnel (20,000)
• of whom 10,000 will also receive increased antenatal care of at least 4 visits (10,000)
• taking up contraceptive services (150,000 includes some overlap with the beneficiaries above).
2. Improved access, retention and attainment in quality education for girls and young women:
• at least 90,000 girls (and 50,000 boys) achieving significantly better results in literacy and numeracy, including 18,000 girls transitioning from primary to secondary school;
• 10,000 out of school girls enrolled and regularly attending school.
3. Improvements in the livelihoods and influence of 50,000 women farmers resulting in more profitable and productive enterprises leading to an average 20% uplift in incomes, and increased market access leading to an average 20% rise in the value of sales. Projects will also aim to achieve increases in women’s leadership in producer organisations and increased ownership of assets including land.
4. Increased numbers of women and girls challenging inequality as change-makers and influencing and leading initiatives for social change, including:
• improved leadership capabilities among 300 women and girl leaders;
• improved capacity and effectiveness of up to 40 women’s organisations and coalitions;
• increase in ratification and translation into domestic legislation of key women’s rights protocols and instruments;
• changes in local byelaws and customary practices that promote and protect women’s rights benefiting 100,000 women and girls.
5. A significant reduction in the prevalence and impact of violence and harmful traditional practices against women and girls including female genital cutting, resulting in:
• at least 40,000 fewer women and girls affected by violence;
• 75,000 fewer girls forced to undergo harmful traditional practices;
approximately 5,000 statutory service providers trained in protection of women’s rights

Funding of this initiative sup...ports the World Bank's Multi-Donor Trust Fund (MDTF). The MDTF was established to better support nutrition interventions for children and mothers in Pakistan. The program is national in coverage and supports the implementation of provincial government' nutrition strategies and programs in an environment where responsibility for the provision of health services has been devolved from the Federal government to provincial governments. The Bank is establishing International Development Association loans for nutrition projects in Sindh and Punjab. The MDTF will complement the loans and allow nutrition interventions to be implemented at scale nationally, ensuring that smaller, less well-resourced provinces can finance programs based on their nutrition strategies and thus enabling Pakistan to sustain an effective response to malnutrition. The total value of this initiative is $41 million over 4 years, starting 2012-13.

This intervention aligns with ...3 of 4 pillars of DFIDs 2010 Framework for Results for Improving Reproductive Maternal and Newborn Health:
• Pillar 2. ‘Remove barriers that prevent access to quality services, particularly for the poorest and most at risk’: the programme will support key health systems reforms and seek to eliminate user fees for maternal and child health care. The coverage and quality of MNCH services will be improved by strengthening the training and retention of skilled health workers, ensuring increased availability of essential drugs, commodities and equipment, and revitalising decentralised financing for health facilities. Delivering these improvements and ensuring adequate financing for service delivery will enable health facilities to support the elimination of user fees, thereby removing one of the main barriers to access for the poorest women and children.
• Pillar 3 ‘Expand the supply of quality services, delivering cost effective interventions …….. delivered through stronger health systems with public and private providers’; the programme will support implementation and scale up of a package of high impact and cost-effective interventions that evidence demonstrates contribute to a reduction in maternal and under-5 mortality (MDGs 4 and 5) and numbers of underweight under-5s (MDG 1 c), and that help combat HIV, malaria and other diseases (MDG 6). The interventions will include maternity and newborn care, immunisation, treatment of common childhood illnesses, nutrition and improving access to Anti-retroviral treatment for adults and children living with AIDS.
• Pillar 4 ‘Enhance accountability for results at all levels with increased transparency’: the programme will strengthen the ability of communities to hold service providers accountable for the quality of health care delivered to them. This will be done by revitalising Community Health Committees and introducing community monitoring systems using a ‘community scorecard’ approach that has helped improve the quality and outcomes of health services in Malawi and Uganda .

Subsectors information by DFID... - ASSP (Accès aux Soins de Santé Primaires) is implemented by a consortium of NGOs led by IMA World Health (see table 1) and currently supports 52 health zones (out of 516 nationally) in five of the 26 provinces in DRC. It provides an estimated 9 million people with access to essential primary and (to a lesser extent) secondary healthcare services. The design phase began in October 2012 with implementation expected to run for five years from April 2013 to March 2018.
- At community level, ASSP aims to generate demand for services, and strengthen the voice of communities and service users in holding service providers to account for their delivery. The programme also includes a large WASH component and a nutrition package for the prevention and treatment of malnutrition.
- At health facility level, ASSP is supporting the construction and renovation of health centres and hospitals and provides facilities with essential equipment, drugs/supplies, training and an operational allowance. These inputs enable services to be provided and user fees to be substantially reduced, or removed altogether for vulnerable groups.
- At health zone level, ASSP strengthens government capacity to manage health zones by enabling Équipes Cadres de Zones de Santé (health zone management teams, ECZS) to supervise health facilities and to use planning tools for the development of the health zone.
- At provincial level, ASSP supports the Directions Provinciales de Santé (provincial health divisions, DPS), and is rehabilitating and enhancing the capacity of Centrales de Distribution Régionales (regional drug distribution centres, CDRs).
- At central level, technical assistance is being provided to the Ministry of Health through ASSP to improve public financial management, and the programme is helping to set up and roll out new information systems for both health and human resources management. It also supports the Ministry to develop and disseminate norms and standards, and has facilitated policy dialogue with faith-based providers of health services.

care during pregnancy through ...provision of quality care (4 antenatal visits) has increased since 2011 from 26.6% to 31.2% in 2014; likewise skilled attendance at birth increased from 32% to 42% and postnatal care from 27.7% to 34% over the same period in district hospitals and upazila health centers. Addressing the high neonatal mortality is a priority for the remaining programme period and training of doctors and paramedics was expanded this year. Establishing the Special Care Newborn Units (SCANU) is going on gradually though ensuring necessary trained nurses remains a challenge. To strengthen immunisation services, Reach Every Community strategy has been adopted and routine provision strengthened in 32 low performing districts and 3 City Corporations. The MoHFW has intiated a ‘regional service package’ to increase the uptake of Family Planning methods in the persistently low performing areas. Besides 395 nutriiton corners and 200 Nutrition units have been established in the upazila and district hospitals respectively to address severe and moderate acute Malnutrition. Considerable progress has also been achieved in reducing major communicable diseases like malaria, TB, leprosy and kalazar. The expansion of primary health care services through operationalising the community clinics (CC) continued with involvement of the local government representatives in the management of the facilities.
