The purpose of the Health Poli...cy Plus (HP+) project is to improve the enabling environment for equitable and sustainable health services, supplies and delivery systems through policy development and implementation, with an emphasis on family planning and reproductive health (FP/RH), maternal and child health (MCH), and HIV and AIDS. It is expected that work across health policy, advocacy, financing, and governance, in a highly coordinated and collaborative approach and with attention to gender equality and equity issues, will be required to achieve the project purpose. This project will leverage previous USG investments in the areas of policy, advocacy, financing, and governance, preserve the progress made to date, and ensure progression toward stated objectives.

Under a five-year contract wit...h USAID, EnCompass manages the Global Health Professional and Organizational Development (GHPOD) II program. GHPOD's role is to provide professional and organizational development support to USAID's health sector staff around the world to build their capacity to lead and manage health programs. Through the GHPOD mechanism, EnCompass provides a variety of training and learning programs to build capacity in technical areas, program management, leadership, personal and team effectiveness, retreats and strategic meetings, and staff performance management. Each year GHPOD II designs and delivers as many as 45 professional development programs and 50 OD interventions, and provides coaching to about 60 USAID global health professionals.

The activity aims to perpetuate the pilot programs by aligning donors and the digital community around shared goals, supporting technical capacity in-country, coordinating and aligning investments around government priorities to achieve lasting impact, and promoting the reuse and adaptation of existing open-source digital health solutions. In Bangladesh, the activity will use FY17 funds to continue providing technical assistance to the Ministry of Health and Family Welfare (MoHFW) to maintain the operations of the digitized supply chain management systems developed by USAID in the last six years. Digital Square will work with a local Information Technology firm to assist MoHFW to maintain and use the system for procurement planning..

Red Nacional de Jóvenes Vivie...ndo Con VIH/SIDA (REDNAJCER) will strengthen and grow its organization, renew leadership and, in collaboration with other civil society organizations, monitor and evaluate the quality of health services provided to people with HIV and AIDS via users of the National HIV/AIDS Comprehensive Care Program. REDNAJCER will analyze the information collected on quality of care and compliance with health protocols for persons with HIV/AIDS to develop and document reports; to influence and advocate for improving health services; and to promote accountability within the Dominican healthcare system. It will establish a micro-enterprise, which will allow people living with HIV to earn additional income. About 22,400 people living with HIV or AIDS benefit directly, with an additional 67,200 of their family members indirectly .

The Monitoring and Evaluation ...to Assess and Use Results (MEASURE) Evaluation Phase IV Project builds on the decades-long commitment by the Bureau for Global Health to support health sector monitoring and evaluation and country health information system strengthening. The project is designed, in part, to further efforts of the U.S. Agency for International Development (USAID) to end preventable child and maternal deaths (EPCMD) by assisting partner governments and institutions to generate and make use of high-quality health systems data that can be used to guide decision-making on effective interventions. The strategic objective of the MEASURE Evaluation Phase IV Project is to enable countries to strengthen national, community, and facility-based systems to generate high quality health information that is used to inform decisions on policies, programs, and resource allocations at all levels of the health system.

The mandate of SPS is to impro...ve access to and use of medicines and health commodities of assured quality for priority health interventions, with a focus on assuring effective pharmaceutical services to achieve desired health outcomes. The new international health environment, characterized by ambitious treatment targets and vastly increased resources for medicines, poses unique challenges but offers unprecedented opportunities for health program development. SPS employs innovative approaches to strengthen pharmaceutical systems and foster south-tosouth capacity building. In the pharmaceutical governance arena, SPS advances the USG agenda, including combating corruption, promoting transparency and accountability, and strengthening regulatory capacity to protect public health. Addressing the growing threat posed by accelerating antimicrobial resistance (AMR) is also a major area of work. Continuing the technical leadership agenda of the RPM Plus Program, SPS provides pharmaceutical management support to global health initiatives, enables donor coordination, facilitates harmonization of tools, and disseminates best practices.

HC3 is the flagship project fo...r behavior change in the Global Health Bureau. It is designed to complement and add value to behavior change activities supported by USAID Missions worldwide by responding to critical needs in technical leadership, capacity strengthening, research, and innovation. It focuses on the technical areas of family planning/reproductive health, HIV/AIDS, malaria, and maternal and child health. HC3 will focus on strengthening in-country capacity to implement state-of-the art health communication, including mass media, community-level activities, interpersonal communication, and new media. The project will provide tailored, capacity strengthening to a range of indigenous partners, including governments, NGOs, creative professionals, and academics, with activities to develop individuals, organizations, and national systems. HC3 will also provide technical leadership in health communication that includes professional exchange, analysis of emerging trends, and development and dissemination of technical and operational guidance. The project will be characterized by a strong focus on implementation science, emphasizing rigorous evaluation, documentation, and diffusion of effective practices.

The Global Health Program Cycl...e Improvement Project (GH Pro) is a five-year contract that is available to the Bureau for Global Health offices, regional and other bureaus, and field missions of USAID in health program assessment, design, monitoring and evaluation, and program support. GH Pro works across USAID's health portfolio in support of its goals of preventing and managing major health challenges of poor, underserved, and vulnerable people, leading to improved health outcomes. In support of these goals, the project also advances expertise in cross-cutting health issues such as gender, health systems strengthening, and science and technology.

The Monitoring and Evaluation ...to Assess and Use Results (MEASURE) Evaluation Phase IV Project builds on the decades-long commitment by the Bureau for Global Health to support health sector monitoring and evaluation and country health information system strengthening. The project is designed, in part, to further efforts of the U.S. Agency for International Development (USAID) to end preventable child and maternal deaths (EPCMD) by assisting partner governments and institutions to generate and make use of high-quality health systems data that can be used to guide decision-making on effective interventions. The strategic objective of the MEASURE Evaluation Phase IV Project is to enable countries to strengthen national, community, and facility-based systems to generate high quality health information that is used to inform decisions on policies, programs, and resource allocations at all levels of the health system.

Baylor Malawi is the prime imp...lementer for the Technical Support to PEPFAR Program in Southern Africa (TSP). TSP is a program that aims to reduce the impact of HIV/AIDS in Southern Africa and responds to PEPFAR 3.0 and the resulting pivot of programs. It provides technical assistance (TA) to USAID bilateral missions in Southern Africa to achieve the UNAIDS fast track targets and epidemic control within their HIV/AIDS programs. TSP focuses on the following three broad objectives: Technical assistance to improve clinical outcomes of PEFAR programs in the region. This TA is an expansion of the TA traditionally provided by USAID/Southern Africa Technical Advisors to ensure broader reach and timely assistance.Improve and expand pediatric and adolescent HIV/AIDS treatment services in the region.In cooperation with USAID bilateral missions, implement PEPFAR programs through specified buy-ins.

Breakthrough-ACTION will use s...tate-of-the-art, evidence-based tools to encourage people in developing countries to adopt healthy behaviors, from using modern contraceptive methods to sleeping under bed nets to being tested for HIV. Much of the work will harness the power of communication from mass media campaigns to TV and radio dramas to simple posters in a health clinic to inspire long-lasting change. The project will also take advantage of other behavioral science approaches such as behavioral economics and human-centered design to improve programs. The program which builds on a prior five-year, 31-country project called the Health Communication Capacity Collaborative (HC3) is expected to be double the size. It will be led by CCP who will partner with Save the Children, ideas42, ThinkPlace Kenya and Camber Collective. Breakthrough-ACTION will also be supported in the field by ActionSprout, the International Center for Research on Women and Human Network International. CCP is based at the Johns Hopkins Bloomberg School of Public Health.
