MEASURE Evaluation Phase III c...ontinues the MEASURE program's 10 year initiative to improve the collection, analysis and presentation of data to promote better use in planning, policymaking, managing, monitoring and evaluating of population, health and nutrition programs. The program aims to accomplish this through achieving the following six results: (1) increased user demand for data and tools; (2) increased individual and institutional capacity in monitoring and evaluation; (3)increased collaboration and coordination in obtaining and sharing health sector data; (4) improved tools, methodologies and technical guidance; (5) increased availability of data, methods and tools; and (6) increased facilitation of data use. MEASURE Evaluation Phase III is the Global Health Bureau's primary vehicle for supporting improvements in monitoring and evaluation in population, health and nutrition worldwide.

HC3 is the flagship project fo...r behavior change in the Global Health Bureau. It is designed to complement and add value to behavior change activities supported by USAID Missions worldwide by responding to critical needs in technical leadership, capacity strengthening, research, and innovation. It focuses on the technical areas of family planning/reproductive health, HIV/AIDS, malaria, and maternal and child health. HC3 will focus on strengthening in-country capacity to implement state-of-the art health communication, including mass media, community-level activities, interpersonal communication, and new media. The project will provide tailored, capacity strengthening to a range of indigenous partners, including governments, NGOs, creative professionals, and academics, with activities to develop individuals, organizations, and national systems. HC3 will also provide technical leadership in health communication that includes professional exchange, analysis of emerging trends, and development and dissemination of technical and operational guidance. The project will be characterized by a strong focus on implementation science, emphasizing rigorous evaluation, documentation, and diffusion of effective practices.

The project is designed, in part, to further efforts of the U.S. Agency for International Development (USAID) to end preventable child and maternal deaths (EPCMD) by assisting partner governments and institutions to generate and make use of high-quality health systems data that can be used to guide decision-making on effective interventions. The strategic objective of the MEASURE Evaluation Phase IV Project is to enable countries to strengthen national, community, and facility-based systems to generate high quality health information that is used to inform decisions on policies, programs, and resource allocations at all levels of the health system.

The mandate of SPS is to impro...ve access to and use of medicines and health commodities of assured quality for priority health interventions, with a focus on assuring effective pharmaceutical services to achieve desired health outcomes. The new international health environment, characterized by ambitious treatment targets and vastly increased resources for medicines, poses unique challenges but offers unprecedented opportunities for health program development. SPS employs innovative approaches to strengthen pharmaceutical systems and foster south-tosouth capacity building. In the pharmaceutical governance arena, SPS advances the USG agenda, including combating corruption, promoting transparency and accountability, and strengthening regulatory capacity to protect public health. Addressing the growing threat posed by accelerating antimicrobial resistance (AMR) is also a major area of work. Continuing the technical leadership agenda of the RPM Plus Program, SPS provides pharmaceutical management support to global health initiatives, enables donor coordination, facilitates harmonization of tools, and disseminates best practices.

FHI 360's Communication for Ch...ange (C-Change) project in the Democratic Republic of the Congo (DRC) seeks to increase positive health behaviors through evidence-based, social and behavior change communication (SBCC) programs that focus on family planning, HIV/AIDS, gender-based violence, malaria, tuberculosis, water sanitation, maternal and child health, nutrition and HIV, and prevention of mother-to-child transmission of HIV. C-Change is working at central and provincial levels to build managerial and SBCC skills within the government, nongovernmental organizations and civil society organizations. We envision building local capacity to plan, monitor and evaluate scientifically based SBCC interventions, so the DRC becomes a regional leader offering state-of-the-art SBCC approaches to neighboring countries.

The Empowering Adolescent Girl...s to Lead through Education (EAGLE) activity supports girls' transition from primary to secondary school in a safe learning environment that enables them to assume leadership roles in their communities. Its main objectives are: improved transition from primary to secondary school; increased self-efficacy regarding life choices; and improved knowledge, attitudes, and practices regarding adolescent reproductive health, SGBV prevention and response, and gender equality within target school communities. The EAGLE activity provides monetary support to 1665 girls to reduce cost barriers to attending school; trains teachers; engages and mobilizes communities to develop gender-responsive school improvement plans; provides academic tutoring to struggling scholars as well as life-skills mentoring to hundreds of adolescent girls. EAGLE will indirectly benefit approximately 10,000 boys and girls with better trained teachers, and safer school environments.

The Monitoring and Evaluation ...to Assess and Use Results (MEASURE) Evaluation Phase IV Project builds on the decades-long commitment by the Bureau for Global Health to support health sector monitoring and evaluation and country health information system strengthening. The project is designed, in part, to further efforts of the U.S. Agency for International Development (USAID) to end preventable child and maternal deaths (EPCMD) by assisting partner governments and institutions to generate and make use of high-quality health systems data that can be used to guide decision-making on effective interventions. The strategic objective of the MEASURE Evaluation Phase IV Project is to enable countries to strengthen national, community, and facility-based systems to generate high quality health information that is used to inform decisions on policies, programs, and resource allocations at all levels of the health system.

To improve reproductive health... in developing countries by reducing HIV/AIDS transmission through the development of new, safe, and effective microbicides. This cooperative agreement supports research toward a successful microcide, with a focus on continued clinical testing of several microbicide candidates, including the proprietary product tenofovir gel. It also supports pre-clinical research conducted at the Department of Obstetrics and Gynecology, Eastern Virginia Medical School. New microbicides that offer protection from HIV, as well as, other sexually transmitted infections, and unplanned pregnancy are also a high priority.

MEASURE Evaluation Phase III c...ontinues the MEASURE program's 10 year initiative to improve the collection, analysis and presentation of data to promote better use in planning, policymaking, managing, monitoring and evaluating of population, health and nutrition programs. The program aims to accomplish this through achieving the following six results: (1) increased user demand for data and tools; (2) increased individual and institutional capacity in monitoring and evaluation; (3)increased collaboration and coordination in obtaining and sharing health sector data; (4) improved tools, methodologies and technical guidance; (5) increased availability of data, methods and tools; and (6) increased facilitation of data use. MEASURE Evaluation Phase III is the Global Health Bureau's primary vehicle for supporting improvements in monitoring and evaluation in population, health and nutrition worldwide.

These data are used for policy development, program formulation, and monitoring and evaluation, and form anintegral part of USAID's work in combating HIV/AIDS. Applying its extensive experience in epidemiological data base projections and population projection modeling, the Census Bureau has contributed to the USAID program with support in monitoring the spread of HIV and in understanding the effect the AIDS pandemic has on development.

It addresses both the number of healthcare workers needed and the quality and performance of those workers. This activity is now known as ...Women and the Web. It is a public-private partnership among USAID, NetHope, Intel Corporation, World Pulse, World Vision, UN Women, and Women in Technology in Nigeria. Alliance partners will combine efforts to transform the lives and livelihoods of girls and women in Africa through digital literacy training, relevant content, policy work, and online social networks. The Alliance will introduce girls and women to the transformative benefits of the Internet. All partners share a common interest in increasing access to and use of the Internet to realize the socio-economic benefits for all of bringing more girls and women online. This effort will expand opportunities for young women to generate greater income, receive a quality education, increase their sense of empowerment and equity, extend their support networks, and increase their political participation. Funding to support this activity comes from the Women's Leadership initiative.

The Global Health Support Init...iative improves the effectiveness of USAID population, health and nutrition programs. Using evidence-based best practices, the program's vision is to create a large, sustainable pool of talented global health professionals and responsive organizational and professional development programs. GHSI main areas of focus include: 1) the recruitment, placement, career development and mentoring of fellows and interns both in Washington DC and abroad; 2) implementation of a diversity initiative that creates opportunities for underrepresented populations in the field of global health; and 3) organizational development support for USAID staff in Washington, DC and USAID Missions and professional development opportunities for fellows and USAID staff.In Indonesia, the GHSI program supports three technical staff within the USAID/Indonesia health office - the Senior Infectious Disease and Science Advisor, the Senior Maternal Child Advisor, and the Global Fund Liaison.

The purpose of the project is ...to develop and evaluate a safe, effective and acceptable contraceptive and HIV/AIDS prevention technology. This five year project aims to test the safety and effectiveness of the one-size-fits-most SILCS cervical barrier, combined with tenofovir (TFV) gel, the only topical product shown to prevent the acquisition of HIV and Herpes Simplex Virus (HSV) in women. If this combination of products is shown to be safe, effective and acceptable, it will provide a user initiated, non-hormonal contraceptive method that also delivers protection against HIV and HSV.
