Research quality assurance and... research ethics standards for think tanks

IDRC's Think Tank Initiative (...TTI) provides capacity development support to TTI-funded think tanks to strengthen their capacity in research quality, organizational performance, and policy engagement and communications. By providing tailored support to address specific capacity gaps, TTI is seeking to add value to the long-term core funding provided to the think tanks. Drawing on assessments of grantee needs, TTI will implement regional capacity development plans that balance demand-led and supply-led opportunities. This project aims at enhancing research quality standards in participating institutions and stimulating their adoption of international research ethics guidelines as part of their standard research procedure. Using a participatory approach, the Asociación de Investigación y Estudios Sociales (ASIES) (Association for Research and Social Studies) in coordination with the Latin American Initiative for Public Policy Research (ILAIPP) network, will deliver training activities open to grantee think tanks. The first activity will consist of a diagnostic exercise aimed at identifying strengths and weaknesses in research-quality assurance systems of participating institutions. This diagnostic will reveal the dimensions and indicators of research quality as defined by institutions themselves. Subsequently, institutions will be guided, through webinars and a discussion forum, to identify parameters of research excellence that best match the kind of research they conduct. The second set of activities will support institutions in developing research peer-review systems. Participants will be provided with introductory material and accompaniment to develop formal peer-review procedures and to build researchers' capabilities to become effective reviewers. Another set of activities will support institutions to adopt research ethics guidelines as part of the formal research procedures. Finally, an after-action review will be conducted in which participants will evaluate their work during the project. This project is expected to raise participant institutions' research quality standards and strengthen researchers' capabilities. The results of the after-action reviews will be compiled in an open document to share lessons learned at the end of the project.The Think Tank Initiative (TTI) is a multi-funder program dedicated to strengthening independent policy research institutions, or think tanks, in developing countries. The program aims to enhance their ability to provide sound research that informs and influences policy. This second TTI phase (2014?2019) will fund 43 institutions, helping them consolidate their role as credible development actors in their countries, and in some cases, regionally and internationally.

The aim of this Planning and D...issemination Proposal is to design an integrated sex and gender-based Research Project Application (CHIR Fall 2019) to address food security and health equity within Haiti. The planning methodology focuses on gender equity and is interdisciplinary and participatory; it engages multi-level knowledge-users, and recognises the expertise of local stakeholders. The gender-sensitive engagement of local knowledge users will aid in building a Research Design able to meet locally identified gendered barriers to food security. Further, the research design will consider how to address the identified barriers by building capabilities and functionings in relation to the sustainability of local food security and improved health. An integrated knowledge translation approach will ensure that knowledge users at all scales will be involved in the research design, data collection, disseminate and the practical application of research outcomes including policy generation at the local, national and international levels.

The purpose of this project is... to reduce hunger and malnutrition among children and to increase school enrolment rates in Haiti, especially among girls. The project stimulates the local economy in a sustainable manner by purchasing local products from women farmers and entrepreneurs, which would give them more opportunities to contribute to their own economic success and that of their communities. The project's activities include: (1) offering nutritious meals every day to 180,000 school age children, thus encouraging school attendance and academic success of the recipient children, and (2) offering economic opportunities to women in rural areas by making local purchases. / Ce projet vise à réduire la faim et la malnutrition chez les enfants ainsi qu'à augmenter le taux de scolarisation, notamment des filles, en Haïti. Il vise aussi à stimuler l'économie locale de façon durable par l'entremise d'achats d'aliments locaux faits notamment auprès de femmes productrices et entrepreneures, leur permettant ainsi de saisir davantage d'occasions de contribuer à leur propre réussite économique et à celle de leurs collectivités. Les activités du projet comprennent : 1) offrir quotidiennement des repas nutritifs à 180,000 enfants d'âge scolaire permettant ainsi d'augmenter l'assiduité et la réussite scolaire des enfants bénéficiaires, 2) offrir des débouchés économiques aux femmes en milieu rural par l'entremise d'achats locaux.

Non-communicable diseases and ...food insecurity are significant problems that threaten human and economic development in the Caribbean Community (CARICOM). Deaths from non-communicable diseases are the highest in the Americas, while the economic cost ranges from 1.4 to 8% of the region's gross domestic product. The health of CARICOM populations is intrinsically tied to diets, as seen by the region's startlingly high rates of obesity, overweight, and other nutrition-related risk factors. The healthiness of local diets is ultimately determined by the food system, characterized by the local production capacity, the availability of and access to healthy foods, and market characteristics that include the importation and proliferation of unhealthy processed foods. Since 2007, with the Jagdeo Initiative and the Port of Spain Declaration, there has been strong interest and commitment by CARICOM heads of government to improve the region's food system to address food security and to improve health through nutritious diets. Despite these efforts, implementation of national policies and action plans for enhanced food and nutrition security remains challenging and incomplete.Building on these political commitments, this project engages strong research institutions in the region to demonstrate how integrated agricultural and public health innovations, implemented through community initiatives and public policy interventions, can provide an effective approach to address the high burden of non-communicable diseases in the Caribbean. This project will focus on three countries (St. Kitts and Nevis, St. Vincent and the Grenadines, and Jamaica) and will investigate the structural, policy, and behavioural conditions that drive food production and consumption. Using qualitative and quantitative methods, researchers will identify the best ways, including gender sensitive approaches, for aligning multi-sectoral policies to enhance food production, distribution, and accessibility. Finally, it will design and test scalable multi-sectoral interventions to address agriculture, food security, nutrition, and health priorities through different entry points, including school meal programs and school environments.

more
|
African swine fever is a devas...tating hemorrhagic disease with mortality rates up to 100% in infected herds. It is prevalent in many sub-Saharan African countries, causing major economic losses and threatening food security. Due to its sustained occurrence and the ever-increasing global traffic of people and goods, African swine fever poses an added global threat. There is no vaccine for the virus that causes this disease. A major roadblock has been the lack of convenient genetic tools to study this pathogen, with periods of up to a year of labour-intensive effort just to generate one or two modified viruses (to enable vaccine candidates to be generated). This project will leverage new synthetic biology tools, including CRISPR-Cas, to break down the genome of African swine fever and then reassemble it into new live vaccine candidates with the capacity for faster reproduction. This breakdown will enable the use of bioinformatics to identify proteins that induce protective immune responses as well as eliminate those responsible for disease. The reassembled virus will have the capacity to replicate as well. The major effect of doing so will be the capacity to perform rapid and genome-wide modification of African swine fever virus and hence, significantly reduce the time to develop a variety of attenuated strains that can be tested as vaccine candidates. The research team expects to define the proteins in the African swine fever virus, generate a number of vaccine candidates using the CRISPR-cas technology, present a method for assembling the African swine fever virus genome, and present a method for booting the synthetic genome. This project is a collaboration between the J. Craig Venter Institute and the International Livestock Research Institute with some additional collaboration from the Friedrich Loeffler Institute in Germany. It is funded through the Livestock Vaccine Innovation Fund. The Livestock Vaccine Innovation Fund is a partnership of the Bill and Melinda Gates Foundation, Global Affairs Canada, and IDRC. It represents a joint investment of CA$57 million over five years to support the development, production, and commercialization of innovative vaccines against priority livestock diseases in sub-Saharan Africa, South Asia, and Southeast Asia.

Sub-Saharan Africa has the hig...hest level of food and nutrition insecurity in the world. Despite many interventions, access to accurate and reliable information about the nutrition and health of individuals is severely lacking. This problem is intensified due to time-consuming and expensive primary data collection methods, which are especially challenging in remote locations. With strong national and international investments to reduce all forms of malnutrition, it is essential to find reliable field-friendly ways to collect information that can be readily available for making decisions on nutrition interventions. This project, implemented in collaboration with the South Africa-based Food, Agriculture and Natural Resources Policy Analysis Network, will address the data gap by developing an information and communications technology-based platform for collecting real-time nutrition data. It builds on the growing recognition that digital platforms can support transformational advances in agriculture, nutrition, and other sustainable development objectives by combining the accuracy and frequency of recording events in near-real time at a low cost. Researchers will develop a front-end mobile application designed to be user-friendly and operable, even by largely illiterate individuals, along with a back-end web system that serves as a database and dashboard for data analysis. Innovative methods will be tested whereby households can provide their own data directly using icons, photos, interactive voice response, and games. Gender dynamics will be considered throughout the project, and the capacity of women to access and use the data collection tools will be enhanced.The mobile application will initially be tested in Kenyan communities and expanded to two other African countries. Results will be closely monitored and validated by comparing collected data with traditional methods and through engagement with other stakeholders in the nutrition sector. It will also be made accessible to interested stakeholders involved in national and international programming.

Poor quality diets are conside...red one of the leading contributors to the global burden of disease. Current global food systems are not fit for this purpose, as the increased demand for food, spurred by rising population growth and shifts in diets, are accompanied by environmental challenges and the triple burden of malnutrition: underconsumption, overconsumption, and poor nutrition. Further, increasing food production alone does not resolve malnutrition because malnutrition is affected more by consumption patterns of calories and nutrients than it is by lack of available food. Approximately 1 billion people consume too few calories, at least 3 billion have insufficient nutrients, and more than 2.5 billion consume too much. These three burdens, which often coexist in the same community and even in the same household, comprise the central challenge to achieving food security for all. This project will make strategic contributions to improving markets for nutrition and diet quality in developing countries. It will test approaches to understanding how local food commerce can successfully compete to market more nutritious foods and make them more available and affordable to consumers. The project offers a unique opportunity to learn about and support partnerships with private sector players, particularly small and medium enterprises, to increase the supply and consumption of healthy diets.The three-year project will be led by the Geneva-based Global Alliance for Improved Nutrition (GAIN) and will engage IDRC in this multi-donor, CA$30 million initiative on Making Markets Work to Improve the Consumption of Nutritious Foods. Working at the national scale in Pakistan, Bangladesh, Nigeria, and Kenya, scalable approaches and policies for strengthening food systems will be tested. Particular attention will be on supporting public-private partnerships to address both demand and supply structures so that the consumption of nutritious foods increases and food systems can sustain healthy dietary patterns.

The project aims to support th...e World Food Programme (WFP) in the fight against hunger. WFP is partnering with the private sector, agriculture producers, African governments and other stakeholders to support the establishment of commercially sustainable factories in Ethiopia and Rwanda to produce Supercereal Plus, a fortified cereal that responds specifically to the nutritional needs of children aged 6-24 months. Project activities include: (1) purchasing Supercereal Plus from the three factories for five years to be used for WFP operations, and (2) using Supercereal Plus a locally-produced product in its nutrition programmes in 11 African countries. / Le projet vise à soutenir le Programme alimentaire mondial (PAM) dans la lutte contre la faim. Le PAM travaille en partenariat avec le secteur privé, les producteurs agricoles, les gouvernements africains et d'autres intervenants pour faciliter l'établissement, en Éthiopie et au Rwanda, d'usines viables sur le plan commercial qui produiront la Supercéréale Plus, céréale enrichie qui répond aux besoins nutritionnels des enfants âgés de 6 à 24 mois. Large volumes of complex and v...ariable data, often called big data, promise to improve government service delivery, complement official statistics, and facilitate development in sectors such as health, urban development, transportation, and humanitarian response. Furthermore, declining prices and improved functionality have democratized data usage, and open-source tools have broadened the mechanisms for people to conduct big data analytics outside of proprietary and expensive software packages. Interest in capturing and analyzing these data sets for public purposes — big data for development (BD4D) — is still relatively new, but it accelerated when the post-2015 development agenda called for a data revolution to draw on existing and new sources of data to monitor progress on the new Sustainable Development Goals (SDGs). However, much of the BD4D research is coming from Northern institutions and private sector companies, resulting in a Northern-driven, male-oriented agenda, rather than one driven by Southern voices and Global South collaboration. To meet this challenge, this project will develop capacity among researchers from the Global South, focusing on activities linked to measuring progress on the SDGs and to gender-related issues. It is being implemented by LIRNEasia, the African Institute of Mathematical Sciences, and the Centro de Pensamiento Estratégico Internacional – CIPEI. Over a two-year period, a global network will work on applied big data for development innovations, including big data analyses and capacity building in close collaboration with private sector companies and policymakers. The network will also develop a critical perspective on issues related to big data and marginalization, privacy, security, rights, ethics and competition. Combining globally coordinated research efforts and regional hubs, the network will embed the findings of the project into Southern-led processes, and represent Southern voices in global policy discussions.

Women's economic empowerment c...an improve if globalization and urbanization lead to greater opportunities for employment. In addition, better living conditions for women, such as access to health care or child care services, can expand women's choices in the labour market. However, depending on laws and social norms, these employment opportunities may be confined to low-wage sectors, thus increasing women's vulnerability. This project aims to support economic policy that can enhance women's empowerment. It will analyze the positive and negative effects of economic growth on women's lives and economic opportunities in nine developing countries. The evidence generated will help decision-makers in low-income countries to amplify the positive effects and mitigate the negative effects of globalization and urbanization. The project will also strengthen the capacity of southern researchers to lead future efforts to improve economic policies. This project is part of the Growth and Economic Opportunities for Women (GrOW) program. GrOW is a five-year, multi-funder partnership with the UK's Department for International Development (DFID), The William and Flora Hewlett Foundation, and IDRC. Launched in 2013 with a focus on low-income countries in sub-Saharan Africa and South Asia, the program aims to support policies and interventions that improve women's livelihoods and contribute to social well-being. In addition to 10 projects addressing the barriers to women's economic empowerment, GrOW will support a cluster of four projects looking at the intersection of economic growth and women's economic empowerment. This project is among them, selected through a global competitive call.

In Morocco, rural poverty rema...ins a challenge and it is expected to intensify. Water resources are becoming scarcer, a situation aggravated by the effects of climate change, erratic rainfall, and a succession of drought years. Sustainability of irrigated agriculture is also threatened by salinization, with approximately 30% of the soils in irrigated areas being salt-affected. Cultivating crops with a high value and a high tolerance to stress would address both rural poverty and low production. Introduced in Morocco in the 2000s as a drought and salinity-tolerant alternative, quinoa is a revenue-generating crop. However, its production has been constrained by lack of access to well-adapted and high-yielding varieties, inappropriate crop management practices, weak value chains, and limited market demand.This project aims to improve food security and incomes for smallholder farmers in marginal areas of Morocco through the production, consumption, and sale of high-value and stress-tolerant quinoa. The project will be implemented in two phases over a period of three years by the Dubai-based International Center for Biosaline Agriculture and Mohammed VI Polytechnic University in Morocco.The pilot phase will target 200 smallholders in Rhamna province where a significant number of farmers live under the poverty threshold and where a quinoa value chain already exists but is constrained by various factors. In this phase, the project will analyze the existing quinoa value chain, and will develop and test a pro-poor business model for quinoa production and marketing. It will introduce and disseminate quinoa varieties with high productivity, yield stability, and high tolerance to abiotic (non-living) stresses such as salt. The project will also promote appropriate crop production/management practices among smallholder quinoa growers. Links between farmers and other value chain actors will be established. The scaling-up phase will have two components. The first will scale up the piloted business model in several rural communities of Rhamna province.
