EVALUATING THE CONTRIBUTIONS A...ND KEY LESSONS LEARNED FROM THE CIFSRF PROGRAM
more

Evaluating the contributions a...nd key lessons learned from the CIFSRF program
more
|
Food and nutritional insecurit...y present a significant problem for most developing countries, particularly in sub-Saharan Africa and Asia, where almost 90% of the undernourished people in the world live. The Food and Agriculture Organization of the United Nations estimated that as of 2015, close to 800 million people are undernourished. In all developing regions, especially the varied and risky rain-fed systems of sub-Saharan Africa, there is a need for sustainable agriculture technologies to increase the productivity, stability, and resilience of production systems, to provide dietary needs for active and healthy lives, and to confront the growing challenges of climate change. The Canadian International Food Security Research Fund (CIFSRF) is a 9-year, $124.5 million initiative implemented in 2009 by IDRC and Global Affairs Canada to support research that addresses food security in the developing world. The goal of CIFSRF is to foster the development of more equitable, productive, and sustainable agricultural systems that increase food security and enhance nutrition by investing in applied research and promoting the scaling up of innovations and research results. This project will synthesize key lessons and document the influence and contributions of the CIFSRF research-for-development program. The analysis will use a case study method to characterize the early food security results and impacts, the nature and extent of the contribution claimed, and how scaling happened or did not happen. It will build a performance story that illustrates the links between the actions of the program and its results. More broadly, the analysis will contribute to understanding how a research for development program such as CIFRSF can lead to broader development outcomes of food and nutrition security, and income security for poor households. This project is funded under the Canadian International Food Security Research Fund (CIFSRF), a program of IDRC undertaken with the financial support of the Government of Canada provided through Global Affairs Canada.

MAKING MARKETS WORK FOR NUTRIT...IOUS DIETS - CO-CREATION OF KNOWLEDGE
more
|
Making Markets Work for Nutrit...ious Diets - Co-creation of Knowledge

|
Poor quality diets are conside...red one of the leading contributors to the global burden of disease. Current global food systems are not fit for this purpose, as the increased demand for food, spurred by rising population growth and shifts in diets, are accompanied by environmental challenges and the triple burden of malnutrition: underconsumption, overconsumption, and poor nutrition. Further, increasing food production alone does not resolve malnutrition because malnutrition is affected more by consumption patterns of calories and nutrients than it is by lack of available food. Approximately 1 billion people consume too few calories, at least 3 billion have insufficient nutrients, and more than 2.5 billion consume too much. These three burdens, which often coexist in the same community and even in the same household, comprise the central challenge to achieving food security for all. This project will make strategic contributions to improving markets for nutrition and diet quality in developing countries. It will test approaches to understanding how local food commerce can successfully compete to market more nutritious foods and make them more available and affordable to consumers. The project offers a unique opportunity to learn about and support partnerships with private sector players, particularly small and medium enterprises, to increase the supply and consumption of healthy diets. The three-year project will be led by the Geneva-based Global Alliance for Improved Nutrition (GAIN) and will engage IDRC in this multi-donor, CA$30 million initiative on Making Markets Work to Improve the Consumption of Nutritious Foods. Working at the national scale in Pakistan, Bangladesh, Nigeria, and Kenya, scalable approaches and policies for strengthening food systems will be tested. Particular attention will be on supporting public-private partnerships to address both demand and supply structures so that the consumption of nutritious foods increases and food systems can sustain healthy dietary patterns.

The project aims to improve th...e well-being of women and girls through evidence-based gender-sensitive policy and programming recommendations on sustaining and scaling up innovations for food and nutrition security. It reviews and learns from the experience of the sub-projects funded under the Canadian International Food Security Research Fund (CIFSRF) Phase 2 project, with special attention to their sustainability and prospects for scaling up, as well as their positive impact on women's empowerment and gender equality. Findings are disseminated to stakeholders of the six sub-projects , as well as to policy-makers in Canada, development partners, and governments of low- and middle-income countries. Data is collected through field visits to six of the CIFSRF sub-projects, interviews with sub-project leaders, and review of secondary material for other projects in the portfolio of the 18 sub-projects funded by CIFSRF.

ENGINEERED VACCINES AGAINST HE...MORRHAGIC SEPTICEMIA IN RUMINANTS
more
|
Engineered vaccines against he...morrhagic septicemia in ruminants
more
|
Hemorrhagic septicemia is an a...cute, often fatal bacterial disease, mainly in cattle and buffaloes, which is prevalent in Asian and African countries. Hemorrhagic septicemia epidemics are devastating and jeopardize the economic return of animal production, as well as the harvest of vital crops dependent on animal traction. Vaccination is the most efficient and cost-effective method to control hemorrhagic septicemia. However, a primary challenge in developing effective vaccines against this disease is to design vaccines that have a broadly cross-protective immune response against all known variants of the bacteria. This project aims to overcome this challenge by targeting a key antigen for survival of the pathogen and disease causation, obtaining a comprehensive understanding of the sequence and structural diversity of the target antigen in all related bacteria, and designing commercially-viable, engineered antigens capable of inducing a broadly cross-protective immune response against hemorrhagic septicemia. Surface receptor proteins involved in binding transferrin, which is used by the hemorrhagic septicemia pathogen to acquire iron, will be targeted. These proteins are ideal vaccine targets since they are essential for bacterial survival. This project aims to define the composition of engineered antigens capable of inducing a broadly cross-protective immune response against Pasteurella multocida, the causative agent of hemorrhagic septicemia. The project is a collaboration between the University of Calgary, the University of Toronto and VIDO-InterVac at the University of Saskatchewan. This team will also collaborate with the Armauer Hansen Research Institute in Ethiopia and the National Centre for Animal Health in Bhutan. This project is funded through the Livestock Vaccine Innovation Fund. The Livestock Vaccine Innovation Fund (LVIF) is a partnership of the Bill and Melinda Gates Foundation, Global Affairs Canada, and IDRC. It represents a joint investment of CA$57 million over five years to support the development, production, and commercialization of innovative vaccines against priority livestock diseases in sub-Saharan Africa, South Asia, and Southeast Asia.

This project aims to promote e...vidence-based policies for improving livestock production, environmental sustainability, and health in the Bolivian Altiplano's rural communities. Traditional farming under threat in Bolivia Raising sheep and llamas is a fundamental economic activity that is threatened by current agricultural practices in the high plateau. An increasing dependence on sheep farming is resulting in overgrazing and excessive pressure on native pastures. These practices are accelerating the destruction of the natural soil cover, compromising livestock production and local livelihoods in the long-term. Llamas are risking local livestock health Llama production can provide food protein, hide, fibre, and transport. Without interfering with sheep grazing, it reduces pressures on fragile highland ecosystems. The Ministry of Rural Development launched a national program to support the development of the llama sector, contribute to local economies, and ensure sustainable livestock practices. However, animal disease, including the high prevalence of sarcocystosis in llamas, is limiting the program's potential. Local farmers are abandoning the traditional mixed llama-sheep production. Evaluating risks and options The project will address important knowledge gaps associated with local livestock health and public health, including the burden of parasitic diseases in livestock and human exposure to pathogens associated with both types of animals. The research team will develop a dynamic model to illustrate interrelationships and trade-offs of different mixed sheep and llama livestock production scenarios. This will help facilitate discussions between researchers, policymakers, and local stakeholders on policy options and regulations for: -improving livestock production, animal, and human health; -supporting local economic growth; and -ensuring the sustainability of native pastures. Partnerships for progress The project was developed through a multi-actor partnership that includes strong engagement from municipal and departmental decision-makers, including the Animal Health, Public Health, and Protected Areas of the Ministries of Rural Development, Health, and Environment. This approach will help ensure alignment of research and policy. A key intended outcome is to translate existing national policies into locally adapted laws and multi-sector programs, with the longer-term goal of replication elsewhere in Bolivia. This will help foster local production of animal-derived food in environmentally sustainable ways. It will also promote public health in the Altiplano's vulnerable populations. Projet de recherche

RESEARCH QUALITY ASSURANCE AND... RESEARCH ETHICS STANDARDS FOR THINK TANKS

Research quality assurance and... research ethics standards for think tanks
more
|
IDRC's Think Tank Initiative (...TTI) provides capacity development support to TTI-funded think tanks to strengthen their capacity in research quality, organizational performance, and policy engagement and communications. By providing tailored support to address specific capacity gaps, TTI is seeking to add value to the long-term core funding provided to the think tanks. Drawing on assessments of grantee needs, TTI will implement regional capacity development plans that balance demand-led and supply-led opportunities. This project aims at enhancing research quality standards in participating institutions and stimulating their adoption of international research ethics guidelines as part of their standard research procedure. Using a participatory approach, the Asociación de Investigación y Estudios Sociales (ASIES) (Association for Research and Social Studies) in coordination with the Latin American Initiative for Public Policy Research (ILAIPP) network, will deliver training activities open to grantee think tanks. The first activity will consist of a diagnostic exercise aimed at identifying strengths and weaknesses in research-quality assurance systems of participating institutions. This diagnostic will reveal the dimensions and indicators of research quality as defined by institutions themselves. Subsequently, institutions will be guided, through webinars and a discussion forum, to identify parameters of research excellence that best match the kind of research they conduct. The second set of activities will support institutions in developing research peer-review systems. Participants will be provided with introductory material and accompaniment to develop formal peer-review procedures and to build researchers' capabilities to become effective reviewers. Another set of activities will support institutions to adopt research ethics guidelines as part of the formal research procedures. Finally, an after-action review will be conducted in which participants will evaluate their work during the project. This project is expected to raise participant institutions' research quality standards and strengthen researchers' capabilities. The results of the after-action reviews will be compiled in an open document to share lessons learned at the end of the project. The Think Tank Initiative (TTI) is a multi-funder program dedicated to strengthening independent policy research institutions, or think tanks, in developing countries. The program aims to enhance their ability to provide sound research that informs and influences policy. This second TTI phase (2014?2019) will fund 43 institutions, helping them consolidate their role as credible development actors in their countries, and in some cases, regionally and internationally.

ADDRESSING THE CHALLENGES OF A...RTIFICIAL INTELLIGENCE (AI) & INCLUSION
more
|
Addressing the challenges of A...rtificial Intelligence (AI) & inclusion
more
|
The application of artificial ...intelligence (AI) in developing countries to achieve development goals holds much promise, but it also brings significant risks. AI can improve medical diagnoses, serve as an early-warning system, achieve quality personalized learning at scale, and much more. However, the very nature of AI applications and the challenges faced by developing countries present a series of very real and potentially significant risks. For example, bias and lack of transparency in AI applications threatens further marginalization and can contribute to the strengthening of already existing, deeply entrenched inequalities. A key element of the developing country context that exacerbates these risks is the emerging AI divide . This is the divide between those who have the skills, resources, and infrastructure necessary to develop and deploy AI innovations, and those who do not. This asymmetry is stark in geographic terms, between and within countries, but also in terms of gender and race. Maximizing the potential of AI for development, and minimizing the risks involved requires equalizing the power to choose, design, and deploy AI applications. The goal of this project, which is implemented in partnership with the president and fellows of Harvard College, is to bridge the AI divide to ensure that the benefits arising from AI technologies are fairly shared around the world and that these powerful tools do not reinforce existing biases and inequalities. It does so through fostering and supporting new and existing interdisciplinary and intersectoral research collaborations on AI and inclusion.?????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????

NUTRITION AND FOOD SECURITY IN... RURAL CHINA: AN ASSESSMENT OF SCHOOL FEEDING SYSTEM
more
|
Nutrition and food security in... rural China: An assessment of school feeding system
more
|
The school feeding system in C...hina provides 180 to 200 days of meals a year to rural children from economically disadvantaged provinces that have a high incidence of malnutrition. The program covers 14 provinces, 100 counties, and over three million children. In order to make policy adjustments and expand the benefits to other low-income areas of the country, it is essential to measure the impact of the system. The purpose of this study is to assess China's school feeding system under its National Nutrition Improvement Plan to better understand the system's impact on rural students, local food security, and sustainable economic growth. Researchers will assess the quality of the meals and nutrient intake by children aged seven to 15 in relation to their health and nutritional status, school attendance, and educational outcomes. Economic impact on local communities will be monitored to understand if and how the system affects local food production, procurement, and employment, particularly for women. To improve the potential impacts of the system on nutritional outcomes, additional interventions (including nutrition education and capacity development for women and men) will be introduced in a selected number of schools over a period of two years, and their impact will be evaluated. The project will be led by the China Development Research Foundation (CDRF) in collaboration with several strategic participating institutions, including the Chinese Center for Disease Control and Prevention, the World Food Program, the Ministry of Education, the Ministry of Agriculture, Microsoft, Amway Charity Foundation, and the Capital Healthcare and Nutrition Cuisine Society. Although the research focuses on China, results and outcomes have the potential to be used widely in other countries in Asia where school feeding programs are an entry point to target food security, nutrition, and school performance among school-aged children.

HARNESSING BIG DATA TO MEET TH...E SUSTAINABLE DEVELOPMENT GOALS – BUILDING CAPACITY IN THE GLOBAL SOUTH
more
|
Harnessing big data to meet th...e Sustainable Development Goals – Building capacity in the Global South
more
|
Large volumes of complex and v...ariable data, often called big data, promise to improve government service delivery, complement official statistics, and facilitate development in sectors such as health, urban development, transportation, and humanitarian response. Furthermore, declining prices and improved functionality have democratized data usage, and open-source tools have broadened the mechanisms for people to conduct big data analytics outside of proprietary and expensive software packages. Interest in capturing and analyzing these data sets for public purposes — big data for development (BD4D) — is still relatively new, but it accelerated when the post-2015 development agenda called for a data revolution to draw on existing and new sources of data to monitor progress on the new Sustainable Development Goals (SDGs). However, much of the BD4D research is coming from Northern institutions and private sector companies, resulting in a Northern-driven, male-oriented agenda, rather than one driven by Southern voices and Global South collaboration. To meet this challenge, this project will develop capacity among researchers from the Global South, focusing on activities linked to measuring progress on the SDGs and to gender-related issues. It is being implemented by LIRNEasia, the African Institute of Mathematical Sciences, and the Centro de Pensamiento Estratégico Internacional – CIPEI. Over a two-year period, a global network will work on applied big data for development innovations, including big data analyses and capacity building in close collaboration with private sector companies and policymakers. The network will also develop a critical perspective on issues related to big data and marginalization, privacy, security, rights, ethics and competition. Combining globally coordinated research efforts and regional hubs, the network will embed the findings of the project into Southern-led processes, and represent Southern voices in global policy discussions.

The government recently reached a peace agreement with the Revolutionary Armed Forces of Colombia and began talks with the National Liberation Army, Colombia's second-largest guerrilla group. Colombia's youth have suffered tremendously from conflict. More than half of the eight million registered victims of conflict are younger than 28 years of age. In addition, more than 30 % of young Colombians are neither working nor studying, and youth in post-conflict areas experience even greater vulnerability. Action is needed to ensure that this generation can find a future in Colombian society and can overcome the wounds and obstacles imposed by the conflict. These actions and programs must be based on empirical evidence of young people's current situation — their aspirations, opportunities, and the barriers that limit their attainment — that does not currently exist. This project will address this evidence gap. Based on previous IDRC-supported research, the project, implemented by the Universidad de los Andes (Bogota, Colombia) will develop an in-depth understanding of the priorities, interests, and aspirations of rural youth. The project team will collect data, diagnose problems, identify opportunities, and contribute to the design of innovative interventions. It will work closely with government institutions that lead the implementation of the post-conflict strategy, including the newly created Agency for the Renovation of the Territory. The overall aim is to support the peace process in Colombia by informing policies that foster the economic and social inclusion of rural youth in post-conflict zones.

The project aims to support th...e World Food Programme (WFP) in the fight against hunger. WFP is partnering with the private sector, agriculture producers, African governments and other stakeholders to support the establishment of commercially sustainable factories in Ethiopia and Rwanda to produce Supercereal Plus, a fortified cereal that responds specifically to the nutritional needs of children aged 6-24 months. Project activities include: (1) purchasing Supercereal Plus from the three factories for five years to be used for WFP operations, and (2) using Supercereal Plus a locally-produced product in its nutrition programmes in 11 African countries.

Canadian International Food Se...curity Research Fund - Phase II
more
|
In 2009, IDRC and the Canadian... International Development Agency (now part of Foreign Affairs, Trade and Development Canada) launched the five-year CA$62 million Canadian International Food Security Research Fund (CIFSRF). The fund was designed to finance initiatives to solve global food and nutritional insecurity problems through applied, collaborative, and results-oriented research. To date, the fund has supported 19 large applied agriculture and nutrition research consortia in 20 countries. Each has a mix of Canadian and developing-country researchers. Early results appear promising. There is a large volume of high quality research being conducted, much with the potential to be scaled-up. The second phase is budgeted at CA$62.5 million and designed to build on Phase 1. The program will support new food security research in priority areas and countries. It will bring the most promising research results to directly benefit subsistence farmers, particularly women. It will also contribute to long-term global food security. Research will build on existing findings and gaps, while focusing on long-term sustainability and uptake. The project's specific objectives are to: -develop more equitable, productive, and environmentally sustainable agri-food systems that increase food security and enhance nutrition in developing countries; -increase food security in developing countries by funding applied agricultural development and nutrition research; -apply Canadian science and technology expertise in collaboration with developing-country partners to address food security; -use research results to inform food security policies and programs; and, -identify innovations and scale-up the most promising research results.

Communicating and disseminatin...g the Livestock Vaccine Innovation Fund Research results for impact in sub-Saharan Africa and South and Southeast Asia
more
|
The Livestock Vaccine Innovati...on Fund will support innovation and research to increase the efficacy, marketability, and use of existing vaccines as well as develop new vaccines against priority livestock diseases. It will also build effective partnerships between vaccine researchers and the public and private sectors to accelerate the registration, commercialization, and use of vaccines. The goal is to make quality vaccines that are more affordable, available, and acceptable to small-scale livestock farmers, and to facilitate their use at scale. This Research Support Project will support the management of the Livestock Vaccine Innovation Fund's communication needs, including branding, outreach, and special events activities. Consultants will be hired to design and implement a communication strategy. The strategy will outline key messages, target audiences, approaches for outreach and knowledge sharing, and expected results. The Research Support Project will cover the cost of producing project profiles and project updates to communicate progress, outputs, and early results, and the cost of producing outcome stories that illustrate successes. It will also support the program's translation expenses. Ob The Livestock Vaccine Innovation Fund is a partnership of the Bill & Melinda Gates Foundation, Global Affairs Canada, and Canada's International Development Research Centre. It represents a joint investment of $CA57million over five years to support the development, production, and commercialization of innovative vaccines against priority livestock diseases in sub-Saharan Africa, South Asia, and Southeast Asia.

|

APPLYING LESSONS FROM THE ECOH...EALTH APPROACH TO MAKE FOOD SYSTEMS HEALTHIER
more
|
Applying lessons from the ecoh...ealth approach to make food systems healthier
more
|
For the past 20 years, Souther...n and Northern research teams have promoted the field of ecohealth, an emerging field that studies how changes in the earth's ecosystems affect human health. These researchers have accumulated significant experience in developing interdisciplinary and participatory research and practice to address the interdependencies between health, environment, and social development. In August 2018, the biennial Ecohealth Congress of the International Association for Ecology and Health will take place in Colombia, hosted by the Universidad del Valle. Its overall theme is Environmental and health equity: Connecting local alternatives in a global world , which includes Healthy food and clean water for all as one of its four themes. Though multiple projects have worked at the interface between ecosystems, agriculture, and health, this project will address a relevant gap in ecohealth research. A team convened by the University del Valle will assess how ecohealth principles can be extrapolated to the field of food systems research for the prevention of non-communicable diseases. Public health, nutrition, and multidisciplinary systems approaches are necessary to guide evidence-based, intersectoral policies that address the notable increase in obesity, diabetes, high blood pressure, and other cardiovascular diseases in developing countries. The project will provide support to sponsor the participation of young leaders and local change actors from low and middle-income countries at the Congress, as well as senior scientists from the ecohealth and food systems disciplines. It will support a set of background studies from past and current projects aiming to assess the usefulness of ecohealth principles to inform research and practice on food systems, establish and facilitate a working dialogue between both communities, and organize a pre-congress workshop on An ecohealth perspective to food systems research . The project is expected to set the bar for future cooperative relationships that will engage ecohealth and food systems practitioners and promote research that addresses the social and environmental determinants of healthy diets in low and middle-income countries.

|
|
