March 2014 - Decades of confli...ct and recurrent natural disasters have left Afghans highly vulnerable and in particular need of health services, safe drinking water, shelter and food security, with 1.5 million people suffering from malnutrition. In particular, Afghanistan's Balkh province faces a critical rate of malnutrition among children under five years of age. With DFATD's support, this Action Against Hunger project aims to reduce the number of deaths and diseases in children under five and pregnant and breastfeeding women by addressing the emergency water, sanitation and hygiene needs of up to 134,400 vulnerable individuals in Balkh province. Project activities include: (1) providing comprehensive training in basic health services to 281 health facility staff and community volunteers; (2) constructing and rehabilitating water points to provide access to safe drinking water in 20 health facilities; (3) constructing and rehabilitating gender segregated latrines to ensure access to sanitation in 20 health facilities; (4) providing hygiene kits, including soap and containers for water transportation and storage, to 1,000 households to improve hygiene practices; and (5) training 23 health staff on community-based management of acute malnutrition.

The Canadian Humanitarian Assi...stance Fund (CHAF), managed by the Humanitarian Coalition (HC), supports timely and reliable humanitarian assistance to those affected by small-scale, rapid-onset disasters in developing countries. Through the CHAF, funds are allocated to the Humanitarian Coalition member best placed to respond to a particular emergency. The project aims to save lives..., reduce suffering, and maintain human dignity in communities experiencing emergency health crises by ensuring the delivery of timely, effective health services. The project supports the Canadian Red Cross Society and the broader International Red Cross and Red Crescent Movement (RCM) to prevent and reduce deaths during humanitarian crises, and to support local health systems to return to pre-emergency states of operation. As part of the First Responder Initiative, the Canadian Red Cross Society developed two emergency field hospitals to assist emergency operations lead by the RCM. This project builds on this initiative by improving the flexibility of the field hospitals. This is achieved by creating stand-alone medical units that can be deployed one at a time in response to smaller emergencies, or together as a full field hospital for larger emergencies. The project also aims to strengthen the regional health response capacity of the RCM, with a particular focus on the Americas. The project assists the America's RCM regional office in creating mobile regional medical units, which are scaled-down versions of larger Red Cross emergency field hospitals. These regional medical units are designed to meet the specific health needs of populations in the region during small- to medium-scale emergencies. The project also supports the development of new research, resources, and training curricula related to improving emergency health responses. This project falls under the larger DFATD - Canadian Red Cross Strategic Partnership to Enhance Canada's Humanitarian Assistance.

This project aims to improve t...he Red Cross Movement s ability to prepare for and respond, in a timely and effective manner, to the emergency needs of vulnerable populations affected by natural disasters and complex humanitarian situations, particularly in the Americas. The initiative includes three components: (1) Establishing two Emergency Response Units (ERUs) which can be deployed in response to requests for international medical assistance. The ERUs include basic medical and infrastructure services and medical experts to help ensure the urgent health needs of vulnerable populations are met; (2) Recruiting, training and deploying Canadian health and disaster management experts to help strengthen the Red Cross Movement s capacity in humanitarian response and disaster management; (3) Working with targeted National Red Cross Societies in the Americas to help build their disaster preparedness capacity through contingency planning and early warning systems, for example.

The Humanitarian Coalition is made up of five Canadian non-governmental organizations: CARE Canada, OXFAM Canada, OXFAM-Québec, Plan Canada and Save the Children Canada. With DFATD s support, the CHAF is: (1) promoting early actions and responses to reduce loss of life; (2) improving the speed of emergency responses; and (3) supporting live-saving activities such as health care, protection services, shelter, as well as water, sanitation and hygiene services.

March 2014 - Unrest and confli...ct in the north of Mali have displaced 472,000 people, including 171,000 who have fled to neighbouring countries to escape the violence. Fighting, banditry and land-mine contamination restrict the access for relief agencies to only some areas, where basic services such as medical care and water and sanitation services are gradually resuming. Refugees, internally displaced persons, and host communities are in need of immediate humanitarian assistance, including protection, shelter, food, nutrition and livelihoods assistance, as well as access to clean water, health and sanitation services. With DFATD s support and that of other donors, UNHCR is providing protection and assistance to 145,000 Malian refugees in Burkina Faso, Mauritania and Niger. Activities include: (1) providing protection to refugees; (2) providing basic health services, education assistance, and shelter support; (3) helping refugees to gain asylum or find other durable solutions to their situations; and (4) providing income-generating activities.

February 2014 - Since December... 2012, all 4.6 million people living in the Central African Republic (CAR) have been affected by ongoing conflict and insecurity. Over the past year, fighting between armed groups and increasing vigilante violence have taken an immense toll on civilians and escalated humanitarian needs. Agricultural production has been disrupted and essential basic services, such as schools and medical facilities, have been shut down or destroyed in the fighting. There are widespread and increasing reports of looting, extortion, arbitrary arrests, torture, summary executions, sexual violence, and recruitment of children by roving bands of armed groups across the country. With the support of DFATD and other donors, the UNICEF is providing protection and life-saving assistance to approximately 2,200,000 vulnerable people in the Central African Republic. Activities include: (i) treating 16,800 children under the age of five against severe acute malnutrition; (ii) vaccinating 739,000 children under the age of five against measles and providing 592,000 children and 152,000 pregnant women with anti-malaria treated bed nets; (iii) providing protection to 1,500 children formerly associated with armed forces and armed groups and integrate up to 80% of them back into their families; (iv) providing 400,000 children with learning and playing materials; (v) providing comprehensive services to 2,000 survivors of sexual-based violence; and (vi) ensuring access to potable water sources for 650,000 affected people, as well as improved sanitation services (such as access to clean water and soap) for 150,000 internally displaced people.

Activities include: (1) establishing four child-friendly spaces to provide psychological support to 1,600 children; (2) developing a child protection case management system and supporting community-based child protection networks; (3) supporting nine health facilities to provide primary health care services to 37,773 people, including through the provision of essential medicines and vaccines; and (4) supporting services to identify, treat, and prevent severe acute malnutrition, benefitting 6,535 children under the age of five. March 2014 - Tensions between ...communities and bandits persist in the east of Chad, and food security (access to safe, nutritious and sufficient food) remains fragile. Along the Sahel belt, poor rains have affected agricultural production in 2013 and resulted in an estimated 1.1 million people at risk of under-nutrition in 2014. In addition to the existing 376,000 refugees from Sudan and the Central African Republic (CAR), some 20,000 Chadian returnees and 30,000 Sudanese refugees fleeing violence in Darfur have arrived in south-eastern Chad. With the escalating hostilities in CAR and Nigeria, it is expected that Chad will continue to host additional refugees in 2014, and will need assistance to provide basic and essential services, including health, water and food aid. With DFATD s support, Doctors without Borders is providing emergency health care to up to 50,000 Chadians, including Chadian returnees from Sudan, and Sudanese refugees living in the prefecture of Tissi, as the sole medical provider in the area. Project activities include: (1) providing emergency health care, malnutrition treatment and surgeries; and (2) providing emergency medical care in response to outbreaks of violence, infectious diseases such as malaria and cholera, or natural disasters.

March 2014 - Despite ongoing p...eace negotiations between the Government of Colombia and the main guerrilla group (FARC-EP), the country continues to suffer the consequences of a prolonged armed conflict. Estimates indicate that as many as 5.5 million people have been forced to leave their homes since 1985 (with up to 200,000 new displacements occurring each year), and some 205,000 Colombians have fled to Venezuela and 55,000 to Ecuador. In addition to displacement, other consequences of the armed conflict include forced recruitment (including of children and youth) into armed groups, selective killings, gender-based violence and the use of landmines in farming areas are contributing to the high level of insecurity in the country. Colombia is also prone to natural disasters which can further threaten an already vulnerable population. In 2014, the United Nations estimates that some 7.1 million Colombians will be affected by violence or natural disasters. With DFATD s support, Médecins du Monde is providing basic health care, psychosocial support, access to safe drinking water and treatment against malnutrition to 7,000 conflict-affected people in six targeted municipalities in Meta Department. Project activities include: (1) provision of 33 mobile health clinics to offer primary healthcare services, including psycho-social support, in isolated communities; (2) identification and treatment of severe acute malnutrition for up to 1,500 women and children; and (3) provision of 800 water filters to communities that are most affected by water-borne diseases.

March 2014 - Conflict and inse...curity in the eastern part of the Democratic Republic of Congo (DRC), which intensified in late 2012 and early 2013, has continued in North Kivu and South Kivu provinces, and expanded in Orientale, Maniema, and Katanga provinces. The ongoing violence has resulted in large-scale new displacement, significant protection needs, and the destruction of assets, livelihoods and basic infrastructure. More than 2.8 million Congolese are currently displaced, and 450,000 others are living as refugees in neighbouring countries. Overall, an estimated 6.3 million people in the DRC require humanitarian assistance this year, an increase of nearly 1 million from last year. With DFATD's support, Action Against Hunger Canada is reducing malnutrition among conflict-affected communities in North Kivu and South Kivu provinces through an integrated approach benefitting 23,700 people. Activities include: (1) identifying severe acute malnutrition among 9,240 children under 5 years old and treating those affected; (2) training on how to manage malnutrition and awareness-raising on its causes for 420 people; (3) rehabilitating safe drinking water sources for 3,500 people; (4) constructing family latrines for 5,000 people; (5) constructing sanitation facilities in targeted health centres and schools; (6) providing agricultural inputs to increase cultivation, benefitting 14,000 people; (7) supporting income-generating activities for 300 vulnerable households; and (8) leading cash-for-work activities to improve community assets.
