The activity will support two objectives: 1) strengthened health systems for oversight and coordination of social behavior change (SBC), and 2) improved ability of individuals to adopt healthy behaviors. Interventions will address barriers to health behavior change, both cross-cutting and specific to family planning, tuberculosis (TB), malaria, maternal and child health (MCH), nutrition, and, water, sanitation, and hygiene (WASH). .With FY 2018 funds, the activity will provide technical assistance to develop and implement targeted SBC activities. The activity will conduct demonstration interventions that use a human-centered design approach to address individual behaviors change with innovative, effective SBC strategies.

Breakthrough-ACTION will use s...tate-of-the-art, evidence-based tools to encourage people in developing countries to adopt healthy behaviors, from using modern contraceptive methods to sleeping under bed nets to being tested for HIV. Much of the work will harness the power of communication - from mass media campaigns to TV and radio dramas to simple posters in a health clinic - to inspire long-lasting change. The project will also take advantage of other behavioral science approaches such as behavioral economics and human-centered design to improve programs. The program - which builds on a prior five-year, 31-country project called the Health Communication Capacity Collaborative (HC3) - is expected to be double the size. It will be led by CCP who will partner with Save the Children, ideas42, ThinkPlace Kenya and Camber Collective. Breakthrough-ACTION will also be supported in the field by ActionSprout, the International Center for Research on Women and Human Network International. CCP is based at the Johns Hopkins Bloomberg School of Public Health.

The USAID-funded Data for Impa...ct (D4I) project is a mechanism for monitoring, evaluation, data analysis and use, and other research needs. D4I is an associate award of the MEASURE Evaluation Phase IV project and is a cross-bureau global health mechanism that supports Missions across health sectors. D4I builds on and reinforces current U.S. government efforts to support countries to generate and use high quality data as evidence to improve programs, policies, and outcomes (https://www.data4impactproject.org). D4I will continue the work of MEASURE Evaluation Phase IV around evaluation, data quality and data use (the specific services are listed below) through the adaptation and use of tools and methodologies developed by MEASURE Evaluation Phase IV and through development of new ones as needed.

Supporting the Democratic Republic of the Congo (DRC) in meeting the basic health needs of women and children will foster more resilient communities, advance the DRC along its pathway to self-reliance, and help protect U.S. national security. This will be achieved by strengthening health systems, governance, and leadership at provincial, health zone, and facility levels, increasing access to quality, integrated health services, and increasing adoption of healthy behaviors, including through improved care seeking of health services. USAID's Integrated Health Program (IHP) will serve approximately 30 million people in nine provinces, covering an estimated 30 percent of the Congolese population. High-impact and innovative approaches will be tested, scaled, and rigorously documented to promote continuous collaboration, learning, and adapting. Cross-sectoral, integrated approaches to strengthening resilience capacities at the individual, household, community, and system levels will drive USAID's IHP in all targeted health zones, each of which will receive its own, tailored support package developed in collaboration with other co-located mechanisms. The activity will provide a platform for linkages with Breakthrough-ACTION, Global TB Challenge, Food for Peace's DFSAs, FtF's Strengthening Value Chains, CARPE, and the integrated youth, education, and governance activities. The mechanism will also contribute to USAID's Global Water Directive by implementing appropriate community-based approaches for the design, construction, operation, and maintenance of water sources. Sanitation activities will increase demand for sanitation-related products and services through, for example, community-led total sanitation.

Cross-sectoral, integrated approaches to strengthening resilience capacities at the individual, household, community, and system levels will drive USAID's IHP in all targeted health zones, each of which will receive its own, tailored support package developed in collaboration with other co-located mechanisms. The activity will provide a platform for linkages with Breakthrough-ACTION, Global TB Challenge, Food for Peace's DFSAs, FtF's Strengthening Value Chains, CARPE, and the integrated youth, education, and governance activities. The mechanism will also contribute to USAID's Global Water Directive by implementing appropriate community-based approaches for the design, construction, operation, and maintenance of water sources. Sanitation activities will increase demand for sanitation-related products and services through, for example, community-led total sanitation.

The USAID Investment Support P...rogram (ISP) serves as the keystone award for USAID's efforts to provide a full range of financial and investment services to potential investors, private sector actors, host government organizations, USAID field missions throughout the world, and USAID geographic and pillar bureaus. This activity will focus on mobilizing private sector capital towards opportunities that can generate an economic and social impact. This program is global in scope, with potential activities in any country and/or region where USAID operates. It is also open to engaging in any economic sector, in support of current and future Agency priorities. It is anticipated that at least 50% of this program's funding will be dedicated to agriculture activities in support of the Feed the Future Initiative.

The Monitoring and Evaluation ...to Assess and Use Results (MEASURE) Evaluation Phase IV Project builds on the decades-long commitment by the Bureau for Global Health to support health sector monitoring and evaluation and country health information system strengthening. The project is designed, in part, to further efforts of the U.S. Agency for International Development (USAID) to end preventable child and maternal deaths (EPCMD) by assisting partner governments and institutions to generate and make use of high-quality health systems data that can be used to guide decision-making on effective interventions. The strategic objective of the MEASURE Evaluation Phase IV Project is to enable countries to strengthen national, community, and facility-based systems to generate high quality health information that is used to inform decisions on policies, programs, and resource allocations at all levels of the health system.

Human-centered design (HCD) pl...aces the target population and other important stakeholders at the center of the design and implementation process. HCD was developed in the private sector to integrate business and technology around human needs. There are two ways to leverage HCD in global health development work: designing for user needs (target the right user group for an offering or intervention, drive the adoption and scale-up of new health behaviors, and rapidly conceptualize, prototype, and test new interventions and ensure they are viable for the provider) and improving collaboration across diverse stakeholders (establish and communicate a shared mission and vision across stakeholders, create and promote methods within teams for increased collaboration, and improve data usage to support shared decision-making). Examples of this work include: driving demand for the use of chlorhexidine, and increasing the uptake of the dapivarine ring.

The purpose of the Accelerate ...Task Order is to enhance USAIDs ability to carry out effective, evidence-based behavior change programming in the highestpriority health areas that affect the main causes of preventable child and maternal mortality in EPCMD priority countries. Task Order 2's overarching Strategic Objective is to identify, apply and diffuse new evidence-based behavior change practices and interventions. Task Order 2 is not to develop and test new social and behavior changes methods and approaches but rather to identify and apply innovative and existing social and behavior change methods and approaches, which may be new to USAID and/or the field of international health, resulting in notably improved health impact and measurement.
