JO-Health all three Lots, TA T...echnical Assistance to the Hospital Infrastructure Project in Jordan, where Laboratory and Sterilization Equipment is provided to 16 public hospitals in Jordan. The project consists of three sub-projects: (1) Strengthening hospital hygiene; (2) Enhancing hospital diagnostic capacity; and (3) Strengthening eye care in facilities. In late 2008, sub-project (3) was cancelled by the Jordan Special Tender Committee due to insufficient competition in the bidding process, where only one financially uncompetitive offer was submitted. For the two other sub-projects, new equipment appropriated in quality and quantity to the respective importance of the various facilities to be modernized has been supplied. The project includes an important training program for the respective medical staff and has been finalized in 2012.

After the successful implementation of the First Phase, which started in 2002, with the financing of 80 radiology equipments and film processors, a second phase was initiated in 2007 and completed in 2011. The objective of this phase was to extend the modernisation of the radiology services in Egyptian hospitals. Digital radiology was introduced in pilot sites. These activities were performed in this project: the rehabilitation of sites receiving improved radiology services and equipment, the provision of radiology equipment, the assistance for the maintenance of the radiology technology and the training and capacity building programme for the radiology staff. At the end of the project, over 100 radiology departments in selected hospitals, including structural radiation safety were renovated and rehabilitated according to defined standards. Moreover, the equipment maintenance and technology management was strengthened and the radiation safety by training measures and supervision schemes was applied. Finally, digital radiology was tested in pilot sites to be extended in the 3rd phase that started in 2012. The implementing agency for this project is the Egyptian Ministry of Health and Population. In Colombia, doctors and nurse...s have difficulty in carrying out their work in areas affected by the armed conflict. They are subjected to threats, abuse, and are in some cases murdered, making it impossible for them to gain access to thousands of patients in need. The SDC supports a programme run jointly by the ICRC, the Colombian Red Cross and the Colombian authorities to protect the Misión Médica (medical mission).

Manual to protect medical staff
Thanks to the efforts of the Ministry of Health and Social Protection, a decree on the protection of medical services was adopted in 2002. The practical result of the decree is a manual entitled "Manual de misión medica" for all medical staff in Colombia, which contains numerous guidelines, including recommendations on the use of the "Misión Médica" emblem and the measures to be taken when it is not respected. The manual also outlines the rights and obligations that apply to medical staff while they carry out their duties.
The Colombian Red Cross and the ICRC were involved in the drafting of the manual from the beginning and have supported the local authorities in disseminating the document and training medical staff working in health care facilities throughout the country. At the same time, in 2012 the ICRC and the Colombian Red Cross launched a campaign to promote the emblem to ensure that it is respected by everyone, including armed groups. Posters, radio spots and brochures will be used until the campaign ends in 2015.
Joint SDC and ICRC objective
The SDC is an important partner of the ICRC in Colombia. Through its support for the ICRC's activities in Colombia, Switzerland is contributing to one of the goals the two institutions have in common: ensuring the protection of civilians and their access to basic services, including health care.
The ICRC's "Health care in danger" initiative is also significant for historic reasons. The necessity of protecting medical staff in conflict zones to enable them to provide care to non-combatants without restrictions was already at the heart of the discussions that were held during the drafting of the First Geneva Convention in 1864. 150 years have passed but the situation in Colombia shows that this cause is as relevant today as it was then.

The Healthcare Hazardous Waste... Management Project will realize one important aspect of the Egyptian National Strategy for Hazardous Medical Waste Management: the establishment of centralized incineration facilities including the required capacity building and training. The experience made with the project shall be fed back into the future discussion to revise and upgrade the strategy and into a policy dialog to improve health care waste management in Egypt. Medical solid waste represents with 42'000 tons per year the largest production of solid hazardous waste in Egypt. Most of this waste is dumped in uncontrolled landfills and it is estimated that only less than 20% is incinerated. The remaining hospital waste is sterilized or dumped in unsafe landfills in the desert. The present project aims at replacing the decentralized incinerators and treating the remaining healthcare waste produced in the Dakhaleya Governorate by implementing and operating two large, state-of-the-art, incinerators. This project is then aimed to be replicated in other Egyptian Governorates.

The project aims at improving ...the ambulance services of Jordan Civil Defense by substantially increasing the fleet of modern paramedical ambulances, by training the paramedical staff along the emergency intervention chain and by introducing a comprehensive quality assurance system. Through its location in the hearth of the Near East, Jordan has played an important part in accommodating refugees from the region's conflicts, including 1.7 million Palestinians and more recently over 1.4 million Syrians and Iraqis. The humanitarian crises of the Near East and the related strong growth of Jordan's resident population put the health sector under pressure. The project uses a remaining part of the Swiss-Jordanian Mixed Financing Line II established in 2002 to finance much needed investments in the emergency rescue infrastructure of Jordan Civil Defense.

The health reform in Kyrgyzsta...n has resulted in an increasing access to basic medical services. The management of the health facilities remains however centralized and the inefficient use of limited resources is still an issue. The project intends to improve the efficiency and quality of health care by increasing the autonomy of the health facilities in provision of their services. A Model of Health Facilities Autonomy will be introduced in 3 pilot provinces of the Issyk-Kul oblast and shall be applied in remaining health facilities countrywide. During Phase I, the legal framework to support the introduction of decentralized management in the health system will also be adapted.

The shantytowns in southern Be...irut, Hay Al-Gharbeh and Sabra Al Horsh, are home to more than 10'000 marginalized people, amongst them also Syrians, who fled their country. In the absence of public services, the local NGO Tahaddi seeks to alleviate the dire conditions for the inhabitants through social services , psychological support, health and education programs. Besides supporting the ongoing program, the SDC contribution also strengthens Tahaddi's organisational development.

SDC support to WHO Advocacy Unit in the oPt enables the organization to pursue its evidence-based advocacy efforts to ensure increased compliance of duty bearers with their obligations under international law. The intervention focuses on areas with limited Palestinian Authority (PA) jurisdiction (Area C and East Jerusalem), or with limited effective PA authority as in Gaza Strip.

SDC mandated Helvetas in 2005 ...to implement the project Improving Livelihoods of Rural Communities (ILRC) with a focus on Education, Health promotion, Income generation and strengthening of local structures. So far, ILRC has built pedagogical skills of 80% of teachers in the covered districts and trained more than 1'000 students in literacy courses. Basic health trainings of 12'000 women, men and youth have evidently impacted the health seeking behaviour and health state of the population. The formation of economic interest groups and investments in livestock management have lowered mortality rates of flocks from 10 to 1% and increased the return on investment costs by 5 times. Helvetas' activities in these domains have not only improved incomes and enhanced family nutrition but have also perceivably empowered women. The project works along government policies and applies a Sustainable Livelihood Approach, which shall safeguard sustainability. The deteriorating security situation in the South and East of Afghanistan has so far not prevented Helvetas from implementing ILRC in the five selected districts in the provinces of Bamiyan, Baghlan and Samangan. Helvetas attaches great importance to a conflict sensitive project management.
