In December 2015, a five-year ...Government-to-Government grant was signed to improve the health of women, children and adolescents in Zambia. The aim of the support is to ensure: 1) Effective RMNCAH services in two provinces, 2) increased community and client demand and uptake of RMNCAH services in two provinces and 3) health system capacity strengthened to enable effective RMNCAH service delivery at national level and in two target provinces.To safeguard results and ensure adequate financial management, the Embassy has set aside MSEK 23 million for external technical support. Discussions are ongoing with USAID and DFID for the arrangement of the external support. Meanwhile, short-term technical support is ensured throught InDevelop. This intervention aims at recruiting a senoir coordinator to ensure programme implementation. The senior consultant will work for six months part-time, 30% or 42 days of work, and will support the already contracted programme manager (contribution number 51190128). The senior coordinator will ensure regular liaison with high level MOH officials including the Permanent Secretary and Directors. Together with the programme manager, the incumbant will support MOH with overall programme management including: - Reporting: ensure quarterly technical and financial reporting to the Swedish Embassy as per grant agreement - Financial management: support fund forecasting, overall expenditure tracking and adherence to grant regulations - Human resources: support the development of training plans and training activities and ensure use of existing MOH and partner tools - Supervision: support on-site technical assistance to provinces and districts for smooth programme implementation - Managerial cycle: support 2017 planning and budgeting activities in the 22 districts as part of the MOH annual planning cycle - Follow-up that NAVISION is implemented/operational at all spending levels (MOH, PHO, DHO, Hospital)

UNICEF has applied for funding... of SEK 49.4 million for support for its country program regarding the thematic areas of Child Protection and Social Inclusion between 2016 and 2018. The components and results of the proposed intervention have a strong equality and rights-based focus, with Social Inclusion 'As an overall theme as well as integrated with Children's Protection, HIV and Aids, Water, Sanitation and Hygiene and Education.The intervention is in line with Swedish priorities, which aim to strengthen children's rights as part of social inclusion and poverty reduction. Sida's human rights perspective places children at the heart of the development agenda.The social inclusion area will define strategies for strengthening resilience, especially in vulnerable areas that are particularly vulnerable to extreme climate such as drought. There is an urgent need to work with preventive interventions to protect children from suffering. The proposed interventions shall ensure that: (a) age and gender-based child protection services are available in the selected areas; and (b) communities and families in the selected areas have knowledge and skills to protect children.The two main output targets address as well access as the demand for child protection. Strengthening the national case management system is the focus of the overall component, and the proposed interventions are consistent with and strengthening the National Action Plan on Violence Against Children in Zimbabwe.The contribution of SEK 49 million will be thematic support for UNICEF's country program between 2016 and 2018. 400,000 SEK is allocated for evaluation and follow-up. DFID and Swiss Development Cooperation will simultaneously support the Harmonized Cash Transfer (HCT), which is a major component in reducing vulnerability.

The institution icddr,b has ap...plied to Sida for funding of SEK 1 900 000 to carry out the Urban Health and Demographic Surveillance System: Generating Evidence to Improve Health of Urban Poor of Bangladesh in of Dhaka (North & South) and Gazipur City Corporations, during the period 2018-2019. The aim of the assignment is to continue data collection of the Urban Health and Demographic Surveillance System, UHDSS, as well as to undertake five studies using the this sampling frame. The Urban Health and Demographic Surveillance System (UHDSS) will provide a platform for investigating linkages between multidimensional poverty in urban areas, health, and demographic and other socioeconomic outcomes and to facilitate the evaluation of interventions to improve the wellbeing of the urban poor.

This intervention builds on cu...rrent ongoing Sida support to the World Bank Multi-Partner Fund for Somalia (2014-2018), decision number 2014-003041. The current Sida support to the WB-MPF focus on four areas:1. Enabling economic growth2. Effective and accountable government3. Urban infrastructure4. Analytical and technical assistance.In September 2018, the World Bank Board of Directors approved a new four-year strategy for Somalia 2019-2022. This strategy is the first World Bank strategy for Somalia in 30 years and signals a renewed confidence and trust by the World Bank in Somalia's road map to development. This Country Partnership Framework (CPF) is currently funded by 10 donors through the the Multi-Partner Fund modality for delivery. Sweden is the fourth biggest contributor to the fund. The MPF modality is per definition a pooled fund mechanism with is the preferred mechanism of financing in conflict and post-conflict contexts. The MPF is one of three pooled funding mechanisms in Somalia established as part of the Somalia Development and Reconstruction Facility. The MPF is administered by the World Bank and operates in close cooperation with the federal government of Somalia and the contributing donors. WB-MPF are well aligned with government priorities, as articulated in the National Development Plan (2017-2019) and together cover all eight pillars of the NDP. Hence, national ownership and alignment to principles of development effectiveness is adhered to. As Administrator of the Trust Fund, the World Bank is responsible for ensuring that the MPF and its funds are used in accordance with the administrative agreements and that recipients use MPF funds in accordance with the grant agreements.The MPF has a specific focus support to core state functions, socioeconomic recovery and sustainable development compared with the UN Fund being more broad in scope and the AfDB focusing on rehabilitation and development of infrastructure. Sida has provided support to UN-MPTF since 2015 (decision number 2015-002435 and 2018-001376). The AFDB-SIF is currently the only funding window which Sida does not contribute. The AFDB-SIF has only started in 2017.The overall aim of the CPF 2019-2022 is to lay foundations for the longer-term poverty reduction and inclusive growth by focusing on priority areas and constraints creating the current Somalia dual development trap created by low level of trusts and exacerbated by widespread vulnerability of repeated shocks. The strategy has two focus areas (1) Strengthening Institutions to Deliver Services and (2) Restoring Economic Resilience and Opportunities. MSB's Somalia programme for th...e period October 2014-September 2015 has three components: 1) Secondment of an Aid Coordinator to Somalia's Ministry of Finance; 2) Secondment of three experts to UNMAS; and 3) Secondment of a Humanitarian Aid Coordinator to the Informal Humanitarian Donor Group.The intervention has been requested by the embassy and the programme has been developed with a terms of reference from the embassy as a basis. Initially there was another component, regarding temporary offices to the Ministry of Health, included in the programme. Since it was recently discovered that there was uncertainties regarding the land ownership of the suggested construction site together with IDPs living there and comments by the embassy's Quality Assurance Committee regarding sustainability and ownership, it was decided that this component should not be implemented for the time being. The dialogue with the Ministry of Health continues and support might be provided through another implementing partner. This change implies that the risk profile of the programme is significantly reduced.

The objective of this initiative is to promote democratic accountability and transparency, and increase awareness and demand for human rights in Zambia through civil society organisations. The Embassy shall enter into an agreement with Action Aid Zambia which shall act as an intermediary organisation to sub-grant to other CSOs as well as provide thematic and institutional capacity buildling. AAZ shall work with different types of CSOs including national, provincial and small grassroots organisations and movements especially women and youth led. This project is expected to contribute to strengthened democratic accountability and transparency and increased awareness and demand for human rights in Zambia with a focus on anti-corruption; health rights and accountability; environment and climate change governance; and gender equality as a cross cutting theme. Eastern, Southern, Muchinga, Luapula, North-Western and Western Provinces will be AAZ's primary coverage areas while Lusaka and the Copperbelt provinces will be targeted to compliment already existing interventions. Tropical Health and Educationa...l Trust (THET) has applied to Sida for funding to Carry out the District Hospital Health Technology Management Improvement Project in District Hospitals in Eastern, Southern, Luapula and Muchinga provinces of Zambia concurrently running the Ministry of Health Reproductive Maternal Newborn Child Adolescent Health& Nutrition (RMNCAHN) programme during the period 2018-2021.The overall goal of the proposed project is to support the development of an improved infrastructure in selected health care facilities for professional health care technology management. This will ensure that equipment is well maintained and available forpatient use. In this way, benefits of financial investments in equipment are optimized.The key objectives are:• Placement of formally trained BiomedicalEngineering Technologists ( BMETs) in district level hospitals in Southern, Eastern,Muchinga and Luapula Provinces to increase the timeliness of repairs, instigate preventative maintenance and provide user training; resulting in improved up time (useful running time) of medical equipment. These provinces are conducting the MOH RMNCAHN continuum of care programme.• The improvement of workshop space and utilities, including the provision of tool-boxes,test equipment, and IT tools to enable BMETs to undertake maintenance activities.• Successful delivery of an in service training program for participating BMETs consisting of a technical and a management mentoring. This will ensure that well defined standard operating procedures are implemented by BMETs in the facilities.• Increased data collection and analysis recording the impact of the maintenance activities on equipment up-time and other metrics.• Provision of a procurement fund for spare-parts. This will be used to maintain equipment in a cost effective and efficient manner.• Rigorous evaluation of the project to inform donors and key stakeholders of impact and contribute to the growing evidence base around the positive impact of appropriately trained BMETs on the ability to provide health services to the community.

The World Bank has requested S...wedish support through an Externally Financed Output (EFO) of 18,5 million SEK and 18 months of duration to carry out the project Functional Reviews of Education, Health, Finance, Public Service and Justice sectors . The intervention aims at identifying relevant elements for effective policy dialogue in the areas of deployment of state resources and support the public administration's capacity to lead performance driven reforms in the Education, Health, Finance, Public Service and Justice sectors by 1) Conducting functional reviews of the Education, Health, Finance, Public Service and Justice sectors ; 2) Developing a change management and communication strategy; and 3) Developing a body of knowledge adapted and relevant to Burkina Faso's specific socio-political context. The World Bank will implement the intervention together with the Government of Burkina Faso.The total budget is 18,5 MSEK.
