Outputs clés de la première phase: (1) 330'00 personnes en milieu rural ont un accès amélioré à l'eau potable et 177 000 en assainissement de base; (2) 51 000 personnes (exploitations agricoles) ont accès à l'eau propres et à des systèmes low-cost d'irrigation; (3) 124 écoles (32'000 écoliers) et 44 centres de santé recevant annuellement 478 000 patients sont dotés d'eau potable et de latrines (hommes et femmes) 17 écoles bleues complètes sont réalisées. Pays d'intervention en Afrique et Asie: Bangladesh, Bénin, Ethiopia, Guinee, Madagascar, Mali, Mozambique, Nepal, Niger, Senegal, Somaliland, Southern Sudan, Sudan, Tchad, Togo, Zimbabwe

After the successful implement...ation of the Second Phase, which lasted between 2007 and 2011, a Third Phase to extend the digital radiology services has been initiated. Following activities are planned to reach this objective: the rehabilitation of sites receiving mainly digital radiology services and equipment, the provision of radiology equipment, the assistance for the maintenance and financial sustainability of the radiology technology and the training and capacity building programme for the radiology staff. The implementing agency for this project is the Egyptian Ministry of Health and Population. This is a project mixed-financed by Switzerland (50% by SECO, 50% by Swiss banks).

The quality of care is depende...nt on the proper functioning system of infections control in hospitals which should guarantee that patients are not infected inside the hospitals during their treatment. Therefore it is essential to apply infection control measures in hospitals (hand hygiene, appropriate sterilization, rational use of antibiotics..) and to establish monitoring system to ensure adherence. In this context, Swiss Cooperation has developed, in partnership with the Swiss Red Cross, a simple but efficient 'Infection Control model'. The model has been piloted successfully in 16 health facilities in 2 oblasts under the Health Care Waste Management project. The exit phase of the project will allow the introduction of the infection control model into all remaining 234 health facilities and its institutionalization into the national health system.

The secondment scheme aims to ...secure and reinforce the impact of SDC's financial contributions to UNRWA by increasing UNRWA's ability to use these funds efficiently and effectively for the delivery of its programmes and by strengthening its ability to attract sufficient financial and other resources. Accordingly, the planned secondments are intended to strengthen UNRWA's institutional capacity and help provide collateral support to the organizational development process aiming at these improvements in the areas of service delivery and resource mobilization. The secondment scheme replaces the previous approach of funding secondments through stand-alone credit proposals, with the aim of creating more planning stability for UNRWA on one hand and reinforcing the strategic orientation of SDC secondments on the other hand. It builds on and systematizes SDC's positive experiences with UNRWA secondments to-date.

Avoidable Anaesthetic mortality in some services has recently been reported to be as high as 1/150 Anaesthetics, with 50% of deaths being obstetrical. An educational programme based on the concept of Anaesthesia with limited resources can considerably improve the quality of intra-operative management and by extension decrease Anaesthetics, maternal, and newborn mortalities.

Cabo Delgado is one of the pro...vinces with the worst health indicators within Mozambique, and the two project districts, Chiúre and Ancuabe, are at the bottom of the ranking within Cabo Delgado. The proposed project aims at making the rural population in these two districts less vulnerable from disease and at generally improving their health status. Solidarmed will work to improve key determinants of health at grassroots level through a capacity building process based on community participation and empowerment of civil society with a focus on village health groups. The project wants also to address the communication and collaboration gap between communities and health staff through the establishment of mediating relationships and capacity building of the National Health System staff including village health workers.

Tajikistan is the poorest amon...g the former Soviet Union countries with a GDP per capita of US $ 820 in 2010. Only 2% of GDP is allocated to the health care sector. Through the rehabilitation and equipment of deteriorated health infrastructure, the project improves access to health services and thus ultimately contributes to improving the health status of the population in the project areas. By focusing on the most neglected and fragile areas, Switzerland supports the efforts of re-connecting the communities and the State and thus reducing conflict potential and strengthening stability in Tajikistan.

L'effetto di lungo termine di ...questo progetto è il cambiamento avvenuto nella modalità di erogazione dei servizi ospedalieri e negli aspetti tecnico-gestionali, attribuibile alle azioni di intervento. Esso è legato al raggiungimento degli obiettivi previsti in dettaglio nel modello degli International Essentials di Joint Commission International. L'applicazione di tale modello, tramite l'identificazione dei cosiddetti livelli di impegno , consente di valutare i progressi compiuti dall'organizzazione nella riduzione del rischio e nel miglioramento della qualità. Il fine ultimo dell'intervento passa attraverso il cambiamento dei comportamenti professionali e dovrebbe continuare a manifestarsi anche dopo la conclusione delle attività progettuali. L'impatto riguarda l'intera collettività dei professionisti sanitari dell'ospedale del distretto di Lahg, i campi profughi presenti nel distretto e gli ospedali satelliti con evidenti benefici sulla presa a carico dei pazienti profughi e migranti e indigeni della regione.

50% of Bikita and Zaka distric...ts rural health centres do not have access to running water, and 90% do not possess adequate sanitation facilities. The intervention, which consists of rehabilitating the water and sanitation infrastructure in four referral hospitals and 42 rural health centres, is meant to contribute to improve health delivery. It will reduce infant, child and maternal mortality, facilitate access to reproductive health services and prevent cholera and other water borne diseases related deaths.

SDC mandated Helvetas in 2005 ...to implement the project Improving Livelihoods of Rural Communities (ILRC) with a focus on Education, Health promotion, Income generation and strengthening of local structures. So far, ILRC has built pedagogical skills of 80% of teachers in the covered districts and trained more than 1'000 students in literacy courses. Basic health trainings of 12'000 women, men and youth have evidently impacted the health seeking behaviour and health state of the population. The formation of economic interest groups and investments in livestock management have lowered mortality rates of flocks from 10 to 1% and increased the return on investment costs by 5 times. Helvetas' activities in these domains have not only improved incomes and enhanced family nutrition but have also perceivably empowered women. The project works along government policies and applies a Sustainable Livelihood Approach, which shall safeguard sustainability. The deteriorating security situation in the South and East of Afghanistan has so far not prevented Helvetas from implementing ILRC in the five selected districts in the provinces of Bamiyan, Baghlan and Samangan. Helvetas attaches great importance to a conflict sensitive project management.

As per the strategic orientati...on of Swiss Cooperation in Albania (Cooperation Strategy 2010-2013), Switzerland commits itself to supporting Albanias efforts to evolve steadily towards the fulfilment of European integration requirements, among others in the adoption of European standards and policies: high quality statistics is both a requirement for further European integration as it is a set of European standards. Thus, SDC plans to further support Albanias Institute for Statistics to produce good and reliable statistics, through the upcoming census. The CENSUS 2011 will help quantify important aspects in a disaggregated way (gender, socioeconomic and regional characteristics), and thus improve policy development through increased accountability and heightened governance. Swizerlands participation into this multistakeholders initiative (EU, SIDA, UN) will confer further visibility to Switzeriand and to the Swiss expertise in Albania. The partnering with SIDA (leaddonor for Statistics in Albania) for this support to INSTAT, will allow reducing the workload for the Swiss Cooperation Office, while enhancing the quality and consistency of state-owned operations.

In Colombia, doctors and nurse...s have difficulty in carrying out their work in areas affected by the armed conflict. They are subjected to threats, abuse, and are in some cases murdered, making it impossible for them to gain access to thousands of patients in need. The SDC supports a programme run jointly by the ICRC, the Colombian Red Cross and the Colombian authorities to protect the Misión Médica (medical mission).

Manual to protect medical staf...f
Thanks to the efforts of the Ministry of Health and Social Protection, a decree on the protection of medical services was adopted in 2002. The practical result of the decree is a manual entitled "Manual de misión medica" for all medical staff in Colombia, which contains numerous guidelines, including recommendations on the use of the "Misión Médica" emblem and the measures to be taken when it is not respected. The manual also outlines the rights and obligations that apply to medical staff while they carry out their duties.
The Colombian Red Cross and the ICRC were involved in the drafting of the manual from the beginning and have supported the local authorities in disseminating the document and training medical staff working in health care facilities throughout the country. At the same time, in 2012 the ICRC and the Colombian Red Cross launched a campaign to promote the emblem to ensure that it is respected by everyone, including armed groups. Posters, radio spots and brochures will be used until the campaign ends in 2015.
Joint SDC and ICRC objective
The SDC is an important partner of the ICRC in Colombia. Through its support for the ICRC's activities in Colombia, Switzerland is contributing to one of the goals the two institutions have in common: ensuring the protection of civilians and their access to basic services, including health care.
The ICRC's "Health care in danger" initiative is also significant for historic reasons. The necessity of protecting medical staff in conflict zones to enable them to provide care to non-combatants without restrictions was already at the heart of the discussions that were held during the drafting of the First Geneva Convention in 1864. 150 years have passed but the situation in Colombia shows that this cause is as relevant today as it was then.

This water and sanitation prog...ramme is complementary intervention to the three SDC Health Programmes implemented in the region. The programme targets the rehabilitation and provision of adequate water and sanitation infrastructure at health facilities in order to contribute to a decrease in mortality and morbidity caused by water borne diseases. Expected outcomes of the project are a better access to drinking water and sanitation at the health facilities but also in the communities, a higher quality of the health service delivery and improved hygiene practices in the communities through patient sensitization at the health facilities and community mobilization.
