International Women's Health C...oalition has applied to Sida for funding of 4,8 million SEK for efforts to ensuring civil society participation in the Beijing +25 process during the period 2019-2020. The intervention aims at ensuring broad participation from the civil society in the Beijing +25 process by 1) support to salaries and travel costs for IWHC who are appointed to represent the women's rights movement in the steering committee for the Beijing +25 process; 2) provision of travel grants for participants at the regional meetings, CSW and the Forum meetings in México and France; and 3) arranging a capacity building retreat where the participants are prepared to be able to contribute constructively at the global meetings.The intervention's total budget is 6 million SEK, and IWHC have ongoing discussions with Children's Investment Fund Foundation (CIFF) and the Gates Foundation about funding of the remaining costs. The 4,8 MSEK provided by Sida will be used to IWHC salaries (40%), IWHC travel costs (5%), travel grants for civil society participation (40%) and prepatory meetings (10%). IWHC indirect costs are 15% of the budget.

The goal of Sweden's global de...velopment policy is a fair and sustainable global development and to create conditions for better living conditions for people living in poverty and oppression. Health is both a prerequisite for and a result of development. Although health in the world has improved, successes are uneven where the poorest countries, and most vulnerable groups, lag behind. The questions have strong, often direct links to conflict threats, human rights, equality, the environment and climate change, as well as the degree of democratic social structure. Poor people generally have fewer opportunities to act or defend themselves when disasters are a fact.In order to meet these challenges, Sida has worked actively with various support functions in various forms, including: MR, environment, gender, education, etc. Global health and SRHR helpdesk is such a support structure. The Swedish Government's direct governance of Sida among other things Through regulatory letters, assignments and strategies, over time, changed priorities for Sida's work overall.The counseling function requires a broad and profound expertise in health and SRHR, across a large number of countries and sectors, as well as a good understanding of how cross-related issues such as gender, conflict, DEMO / MR, environment and climate relate to these. The function also requires good knowledge of Swedish development cooperation, governing documents, aid instruments and operational work, and how support for health programs and dialogue works. The effort is relevant to all the objectives of the Global Strategy for Global Sustainability Development Strategy 2014-2017, as well as about ten other bilateral and regional cooperation strategies.

The Public Health Agency of Sw...eden (PHAS) has in collaboration with the Federal Ministry of Health (MoH) of Somalia submitted a proposal to Sida with a total amount of 40 million SEK over the period of 2019-2022.The objective of the proposed intervention is to establish an independent National Institute of Health (NIH) in Somalia. The establishment of NIH will mean that Somalia will for the first time in Somalias history have an independent authority with responsibility for quality assurance for healthcare. The federal MoH has laid down the legal foundation necessary for the establishment of NIH. This process has been approved by the federal parliament, cabinet ministers and the auditor general of the federal government of Somalia in February 2019. In terms of more specific objectives for NIH, the following are stipulated in the proposal submitted to Sida: - Provide evidence-based advice to the Federal MoH and to the regional authorities responsible for health and act as the national reference laboratory for infectious diseases. - Improve the emergency and preparedness of the nation against foreseen and unforeseen natural or man man-made disasters. - Improve the reproductive and the maternal health of Somalia.- Train future leaders who have an evidence-based approach to public health interventions, health services and health policy.- Eliminate health disparities and improve measurable health outcomes through sustained community and organizational partnership.- Serve as the national focal point for international health regulations. - Implement other mandates that are allocated to NIH by the government.

SPIDER was founded as a center... for expertise concerning ICT for development at Sida's initiative and was initially housed by the Royal Institute of Technology and later by Stockholm University, which is Sida's agreement partner. Sida has since continued to provide a multi-year non-earmarked support to SPIDER. SPIDER acts as the Swedish operational counterpart and advisor for a number of Sida's ICT for development (ICT4D) projects in countries prioritized by Sida. SPIDER mobilizes a network of Swedish and international experts in the area of information and communications technology (ICT) for development to help developing countries use ICT as a tool to efficiently and strategically drive development and poverty reduction goals - in this case, in the area of health. The proposed initiative aims to establish a National Health Management Information System (HMIS) in Somalia. There is no such initiative currently in the country. Establishing an effective HMIS is included in WHO's six basic building blocks for health systems. Current fragmentation and lack of data and information make it difficult, if not impossible, for Somali healthcare providers to plan, manage and deliver quality healthcare across the country in a cost-effective manner.SPIDER proposes an initial 12-month start-up phase during which SPIDER will conduct a review of the current data and information situation and capacity in Somalia, analysis of regional needs, including an assessment of the health system in the two selected regions (Galmudug and Puntland), recruitment and posting of project staff and mapping of relevant stakeholder. The two selected regions were determined by SPIDER in consultation with the Federal Ministry of Health in Somalia. The two selected regions reflect the current healthcare system in Somalia. The Galmudug region represents one of the weakest health systems with limited capacity and reach. The Galumudug region is also partially controlled by Al-Shabaab, which makes it difficult to access critical maternal and child health care. The Puntland region, on the other hand, has one of the most developed health systems in Somalia's federal government. The region is quite stable, and the Ministry of Health has sufficient capacity and experience compared to Galmudug. SPIDER also proposes to create a central hub for data storage and management in Mogadishu. Lessons learned from the first introductory phase will guide decisions to scale up the initiative to other regions. In summary, the project aims to design, establish and deliver a health information management system for that is suitable for Somalia's infrastructure and public health needs. The development of HMIS is an important issue for the federal government and is included among seen health care priorities.

The Regional Psychosocial Supp...ort Initiative (REPSSI) was established in 2002 to address the psychosocial support (PSS) needs of girls, boys and youth affected by poverty, conflict and HIV in East and Southern Africa (ESA). REPSSI has since grown into a regional organisation and leading provider of technical support with varying levels of presence and programming in Angola, Botswana, Kenya, Lesotho, Malawi, Mozambique, Namibia, South Africa, Swaziland, Tanzania, Uganda, Zambia, and Zimbabwe. Headquartered in South Africa, REPSSI is registered Non-Profit Organisation under the South Africa's Section 21 Companies Act. To date, it has Memoranda of Understanding (MoUs) with more than 7 government ministries and departments in the countries of operation. It also collaborates with various UN Agencies, academic institutions and CSOs in the course of implementing its programmes. In 2018, the organisation signed an MoU with the Southern African Development Community (SADC), formalising a long-standing collaboration through which support for the development and domestication of child and youth focused strategies and protocols is provided.Funding partners include the Swiss Agency for Development Cooperation (SDC), USAID, Frontline AIDS and corporate entities in some countries e.g. First National Bank (FNB) in Namibia. Sweden, through the Regional SRHR Team, has been providing financial support to REPSSI since 2002. The most recent grant, amounting to 45 MSEK was in form of core support to the organisation's 2016-2020 Strategic Implementation Plan over the period January 2016 to March 2019.REPSSI has submitted a funding application to Sweden for a three-year, 40 MSEK programme aimed at enhancing access to, and uptake of, sexual and reproductive health and rights for girls, boys and youth in the ESA region, thus improving their psychosocial and mental well-being. The expected outcomes are:-Reduced early and untended pregnancies through psychosocial skills that enhance access to SRH information & services,-Improved HIV outcomes through psychosocial skills that enhance HIV prevention and access to services,-Improved outcomes for adolescent mothers though PSS-informed maternal and child health and care,-Reduced levels of child marriage,-Reduced gender-based violence, and -Improved SRHR and social connectedness for adolescent girls and boys in humanitarian emergency settings.The proposed intervention will be implemented in partnership with the Regional Interagency Task Team for East and Southern Africa (RIATT ESA), a regional advocacy platform of organisations working together to influence global, regional and national policy formulation and implementation for children and their families. Since it's establishment in 2006, RIATT ESA has been supported by Sweden as a nested entity within REPSSI. WFP in cooperation with UNICEF... has applied to Sida for 477 000 000 SEK (49 499 474 USD) to support implementation of the programme Child-Sensitive Social Protection in Refugee-Hosting Districts of West Nile, Uganda during the period 2019-2024. The programme aims to achieve increased resilience and social protection, improved health and nutrition for vulnerable children and mothers in West Nile. It has a focus on the nexus between humanitarian support and long-term development cooperation through strengthening the inclusion of refugees in existing national systems for health and social protection. The overarching philosophy of the programme is to not create new programmes and systems, but to strengthen and complement existing, national social protection and health programmes and systems with a strong focus on making such systems more efficient and effective and more child- and nutrition-sensitive. This approach seeks not only to make program results sustainable, but also to help leverage the efforts and resources of these national programmes, services and systems to achieve enhanced results, in particular in terms of resilience, health and nutrition.The programme objectives are improved economic inclusion of households, improved maternal and child nutrition and improved maternal and child health. Programme outcomes are pursued at two levels, the level of direct beneficiaries of programme activities and the level of systems. The programme aims to affect the systems level through achieving more efficient, transparent, child- and nutrition-sensitive social protection systems as well as more efficient child- and nutrition-sensitive health systems. The systems-strengthening support will link to ongoing social protection programmes (such as SAGE, Social Assistance Grants for Empowerment, NUSAF3, Northern Uganda Socail Assistance Fund, DRDIP, Development Response to Displacement Impacts Project) and will cover essential gaps in current health care and social protection systems.Behavioural change communication directed to beneficiaries will support increased demand for services and changed behaviour that improves resilience, health and nutrition.The outcomes for targeted beneficiaries will be:- Increased or more secure income, through cash transfers- Improved access to markets, with lower prices and higher diversity - Improved dietary diversity- Improved access to quality health services- Improved health-seeking behaviourThe new aspect of the programme is the social protection component with direct cash transfers to beneficiaries. This component is expected to add to efficient poverty reduction for vulnerable households and to provide an improved situation for both refugees and the refugee hosting population which can decrease tension in these societies where the risk for conflicts over insufficient resources and services has increased after the refugee influx. The proposed intervention Envi...ronmentally Sound Management of Persistent Organic Pollutants (POPs) in industrial and hazardous waste sectors in Bosnia and Herzegovina intends to prevent the release of POPs in the environment through the improvement of health care waste management, implementation of green chemistry initiatives in the industry and agriculture along with destruction of identified POPs waste stockpiles.The overall objective of the project is to reduce risk for people's health and the environment through the prevention of U-POP (Unintended POPs) releases, shifting from POPs toward non-POPs chemicals in the plastic industry, and sound destruction of at least 50 tons of POPs waste.Project objective will be achieved through implementation of following project's components:1. Capacity building and mainstreaming of POPs related legislation into the process of harmonization of the BiH's environmental legislation.2. Prevention and monitoring of U-POPs import, generation and of release of POPS through minimization, segregation and environmentally sound management of selected hazardous waste stream3. Implementation of green chemistry (GC) principles in plastic manufacturing to prevent the use of and release of new POPs4. Management and disposal of PCBs and POPs from abandoned industrial premises5. Monitoring, learning, adaptive feedback, outreach and evaluationUNDP Country Office in Bosnia and Herzegovina will have an overall responsibility for project implementation.The Project will be implemented in close cooperation with all relevant stakeholders and wherever possible use already existing systems and mechanisms which will support the implementation of the project. Thus, the project will strongly lean on existing UNactivities jointly implemented with the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, along with the entity ministries for environmental protection, the Government of the Brcko District and lessons learned.The Project will be fully embedded within the governance system and as such, will directly support its structures, functions and strategic commitments regarding implementation of the Stockholm Convention and accompanying international obligationsThe project value is 48MSEK for period 2019-2024.

The goal of Sweden's global de...velopment policy is a fair and sustainable global development and to create conditions for better living conditions for people living in poverty and oppression. Health is both a prerequisite for and a result of development. Although health in the world has improved, successes are uneven where the poorest countries, and most vulnerable groups, lag behind. The questions have strong, often direct links to conflict threats, human rights, equality, the environment and climate change, as well as the degree of democratic social structure. Poor people generally have fewer opportunities to act or defend themselves when disasters are a fact.In order to meet these challenges, Sida has worked actively with various support functions in various forms, including: MR, environment, gender, education, etc. Global health and SRHR helpdesk is such a support structure. The Swedish Government's direct governance of Sida among other things Through regulatory letters, assignments and strategies, over time, changed priorities for Sida's work overall.The counseling function requires a broad and profound expertise in health and SRHR, across a large number of countries and sectors, as well as a good understanding of how cross-related issues such as gender, conflict, DEMO / MR, environment and climate relate to these. The function also requires good knowledge of Swedish development cooperation, governing documents, aid instruments and operational work, and how support for health programs and dialogue works. The effort is relevant to all the objectives of the Global Strategy for Global Sustainability Development Strategy 2018-2022, as well as about ten other bilateral and regional cooperation strategies.

Danske Bank has a large invest...or network that has shown a growing interest in socially and environmentally sustainable investments, which has resulted in contact with the Swiss asset manager responsAbility Investment AG (responsAbility or rA) which has experience in financing projects in renewable energy, agriculture and financial inclusion in both middle- and low-income countries.Danske Bank and the asset manager responsAbility have subsequently held discussions with Sida about the possibilities for a guarantee effort that aims to enable commercial investments in a number of countries for projects with a social focus based on the agreed global sustainability goals for water and sanitation, energy, sexual and reproductive health and rights (SRHR), agriculture and financial services with links to a general overall performance goal of improved health in line with the three dimensions of sustainable development in Agenda 2030. responsAbility, which has extensive experience of investments in various projects, will act as an asset manager for the proposed guarantee effort and thus decide on which investments to various projects that are to be implemented in accordance with the criteria that will be included in the guarantee agreement between Sida and responsAbility (through the so-called Special Purpose Vehicle which will constitute the actual fund for the lending activities). Danske Bank's role will be to attract commercial investors to provide investment capital through the purchase of social bonds from the fund that will be established for the lending operations themselves, and to contribute to a structure for the effort together with Sida and responsAbility.Without a guarantee where investors' credit risk is reduced, it will not be possible to attract commercial capital in the order of magnitude sought, which in this case is estimated to be approximately SEK 1.5 billion. By issuing a guarantee to responsAbility, Sida reduces the risk for investors, which in turn reduces the uncertainty for them to invest in new markets and environments.The purpose of the guarantee effort is to, through the mobilization of long-term financing from institutional investors, provide an opportunity for responsAbility to lend money to more microfinance institutions as well as small and medium-sized companies than would otherwise be possible. The effort is structured so that certain loans can run for up to four years and the financial resources available to responsAbility can be lent again. This means that the insert has a revolving structure. Sida believes that a revolving structure enables a strengthening of possible development effects and that there is a potential to show the way for other investors.The expected effect of the effort is that the various loans (currently just over 30 identified) through the planned fund to companies and microfinance institutions in low- and middle-income countries in mainly Africa, Latin America and Central, South and Southeast Asia, a

Sida plans a core voluntary co...ntribution to WHO:s biennial programme budget 2020-2021 so as to support the implementation of all results in WHO:s General programme of Work 2019-2023(GPW13) . Sida's support will hence contribute to the implementation of all three billion goals more specifically 1 billion more people enjoying better health and well-being (henceforth referred to as the Healthier populations-target), 1 billion more people better protected from health emergencies, 1 billion more people benefiting from universal health coverage (UHC). In addition, GPW13 contains a fourth prioritization aimed at increasing the effectiveness of WHO:s operations as well as an improved support to member states. GPW13 is based on the global SDG goals in line with Agenda2030.The planned contribution does not entail a change of objectives as defined in the current GPW. However, the Programme Budget 2020 is different from the previous PB in that WHO:s total budget amounted 4421 million USD for 2018-19. The total programme budget for the period 2020-21 amounts 5840 million USD which represents an increase of 32 percent in comparison with the previous programme budget.There are some main differences with the previous Programme Budget(PB) where the PB2020-2021 has a much clearer focus on:-strengthening WHO:s capacity to deliver at country level-increasing investments aimed at expanding WHO:s normative work primarily with a focus on data and innovation (eg digital health).-increasing investment for polio transition in order to mainstream essential public health functions (eg surveillance, immunization) into base budget. Sida states that the budget for 2020-2021 represents the same challenges as for previous budgets eg a gap in the base-budget leaving some areas under-funding and others over-funded. Rights-based issues are being integrated throughout WHO:s program budget 2020-2021. For the budget it has further been decided that the organisation - at all levels- shall incorporate issues of equity, gender and human rights as part of the annual performance review. Dialogue:In conclusion Sida will during 2020-2021 continue the ongoing dialogue focusing on the same issues as for the previous support period although with an intensified dialogue on issues related to the Healthier populations-target. Sida will hence focus on issues of women's, children's and adolescent's health, SRHR, WASH, health systems, UHC, country focus, Antimicrobial resistance (AMR) and the risk of corruption. Continous follow-up as part of team Sweden will be central in following up on results as well as for pushing for stronger performance both thematic and organisational. The dialogue on Healthier populations (msek 30) will focus on the work of developing different tools and their potential application.

Ethiopia is in the process of ...designing its Ten-Year Perspective Development Plan for 2020/1-2029/30. This will be the first time that a national development plan has been developed since Ethiopia underwent its recent democratic transition. Ethiopia is determined to take advantage of and harness this unique opportunity for change, by developing its plan in an inclusive, democratic and participatory way that is unprecedented in Ethiopia. Thus, CIC assumed to support the Ethiopian government to conduct a countrywide polling exercise to inform the decisions and processes around the plan. The polling exercise will be carried out by a commissioned professional agency with experience working in Ethiopia and internationally. The themes and issues to be covered during the exercise will include, •ensuring equitable benefits of development to all sections of the population•concrete and perceptible improvement in the people's standard of living•substantively reducing the level of poverty •creating more employment opportunities•building able and responsive national public institutions, improving justice and governance•ensuring access to education, health, water, roads•improving technology and skills •peace and security•addressing the challenges posed by climate change•ensuring women's equitable participationThis engagement of public opinion in Ethiopia will follow a phased approach, the first polling exercise will be followed up by a broader quantitative and qualitative exercise, which will take place in Ethiopia at the same time as it takes place in the other countries involved in the Grand Challenge on Inequality and Exclusion. This will provide insights on the opportunities, public perceptions, rhetorical framing and strategies that can most effectively help to generate the momentum required to drive policies and programs that can tackle inequality and exclusion. In developing the opinion research, the Center on International Cooperation is making use of a renowned group of experts connected with academia, non-profits and the private sector, all of whom have extensive experience organizing large scale socially and politically oriented opinion research in a variety of countries and settings, including with governments, civil society and multilaterals. The support provided by CIC is not limited to the polling process, but includes broader accompanying support to Ethiopia on inclusive planning as well as on navigating challenges and harnessing opportunities in this period of democratic transition.

The intervention is intended t...o contribute to the ongoing process of stabilization and statebuilding of Somalia by strengthening the capacity of key government institutions to perform core government functions through the mobilization of Somali diaspora resources. Institutional capacity building intervention targeting the identified key Somali institutions is critical for Somalia to successfully achieve its reconstruction and development objectives stipulated in the National Development Plan. The intended impact of the program is that key government institutions are better able to perform their functions in the stabilisation and statebuilding process in which they play critical roles. Sida has been supporting the secondment of high-capacity Somali Diaspora to a range of institutions in Somalia since 2013. This work has sought to support the Federal Government of Somalia (FGS) in the implementation of the Somali National Development Plan (NDP), as well as institutional capacity development more broadly. The second phase of the program Strengthening Somali Institutional Capacity through Diaspora will be implemented by the Nordic International Support Foundation (NIS). This will build on phase 1 of the previous support and will continue prioritizing government institutions such as good governance and strengthening the electoral and constitutional processes as well as functioning federal model of Somalia.The targeted sectors includes but is not limited to :Justice and constitution, Health and Public Financial Management, Gender and Human Right, Planning, Statistics, Foreign Affairs and international Cooperation as well as the office of the President and the office of the Prime Minister. The project will also continue to support the Ministry of Humanitarian Affairs and Disaster Management. The Diaspora experts will also be seconded to the federal and member states institutions.

SDC mandated Helvetas in 2005 ...to implement the project 'Improving Livelihoods of Rural Communities (ILRC)' with a focus on Education, Health promotion, Income generation and strengthening of local structures. So far, ILRC has built pedagogical skills of 80% of teachers in the covered districts and trained more than 1'000 students in literacy courses. Basic health trainings of 12'000 women, men and youth have evidently impacted the health seeking behaviour and health state of the population. The formation of economic interest groups and investments in livestock management have lowered mortality rates of flocks from 10 to 1% and increased the return on investment costs by 5 times. Helvetas' activities in these domains have not only improved incomes and enhanced family nutrition but have also perceivably empowered women. The project works along government policies and applies a Sustainable Livelihood Approach, which shall safeguard sustainability. The deteriorating security situation in the South and East of Afghanistan has so far not prevented Helvetas from implementing ILRC in the five selected districts in the provinces of Bamiyan, Baghlan and Samangan. Helvetas attaches great importance to a conflict sensitive project management.

As per the strategic orientati...on of Swiss Cooperation in Albania (Cooperation Strategy 2010-2013), Switzerland commits itself to supporting Albanias efforts to evolve steadily towards the fulfilment of European integration requirements, among others in the adoption of European standards and policies: high quality statistics is both a requirement for further European integration as it is a set of European standards. Thus, SDC plans to further support Albanias Institute for Statistics to produce good and reliable statistics, through the upcoming census. The CENSUS 2011 will help quantify important aspects in a disaggregated way (gender, socioeconomic and regional characteristics), and thus improve policy development through increased accountability and heightened governance. Swizerlands participation into this multistakeholders initiative (EU, SIDA, UN) will confer further visibility to Switzeriand and to the Swiss expertise in Albania. The partnering with SIDA (leaddonor for Statistics in Albania) for this support to INSTAT, will allow reducing the workload for the Swiss Cooperation Office, while enhancing the quality and consistency of state-owned operations.

The five decades running armed... conflict in Colombia continues to cause humanitarian needs such as internal displacement, landmine contamination and the recruitment of minors by armed groups. Through its experienced partner ACF-E, in areas affected by conflict in the provinces of Córdoba, Nariño and Putumayo, SDC supports comprehensive early recovery responses in order to deliver basic services for affected communities living in areas with poor public services delivery, especially in WASH, food security, community empowerment and institutional strengthening, considering cultural and ethnic realities as well as gender equality.

This water and sanitation prog...ramme is complementary intervention to the three SDC Health Programmes implemented in the region. The programme targets the rehabilitation and provision of adequate water and sanitation infrastructure at health facilities in order to contribute to a decrease in mortality and morbidity caused by water borne diseases. Expected outcomes of the project are a better access to drinking water and sanitation at the health facilities but also in the communities, a higher quality of the health service delivery and improved hygiene practices in the communities through patient sensitization at the health facilities and community mobilization.

Le CERAH offre un programme de... formations et de recherches académiques varié (Master of Advanced Studies MAS, Diploma of Advanced Studies DAS, Certificates of Advanced Studies CAS, Thematic Seminars TAS), de haut niveau et internationalement reconnu en s'appuyant sur les atouts, le réseau et la renommée de la Genève internationale. En plus d'une formation technique de base, des connaissances complémentaires dans des domaines variés (droit international humanitaire, anthropologie, santé, gestion de projet, etc.) sont proposés. Les recherches pluridisciplinaires permettent en outre de stimuler la réflexion critique sur les pratiques des professionnels, les politiques et les institutions humanitaires, afin d en améliorer l action. Le CERAH propose également un projet pilote « d'enseignement à distance » qui s'étend sur 4 ans (2013-2016).

Die DEZA erwartet von der Unterstützung des Netzwerks MMS eine Verbesserung von Qualität und Wirksamkeit der internationalen Gesundheitszusammenarbeit, eine Stärkung der Kapazitäten der in diesem Bereich tätigen Organisationen und eine Stärkung der Synergien zwischen allen Akteuren inklusive der DEZA.
