Neonatal and maternal mortalit...y remain major challenges in sub-Saharan Africa. A skilled health workforce is an important component of preventing maternal and neonatal deaths. Medical simulation plays a central role in the training and re-training of health professionals and in the retention of critical lifesaving skills. Although the benefits of simulation training are well-documented, the challenges and transformative potential of medical simulation as a teaching and learning tool in sub-Saharan Africa remains inadequately researched. Mbarara University of Science and Technology (MUST) in Uganda, together with the Stavanger Acute Medicine Foundation for Education and Research in Norway and the University of Calgary established a medical simulation centre at MUST through the Simulation for Life initiative (Sim for Life). The program has grown into a nationally recognized centre of excellence for skills enhancement as a teaching facility for medical and nursing students and for in-service health professionals in East Africa. Building on the success of Sim for Life in Uganda, this project aims to incorporate and test innovative approaches to simulation-based learning among medical and nursing students and frontline health providers. It will also measure the impact of these approaches on maternal and newborn survival. The project seeks to expand simulation-based learning in East and West Africa through partnerships with medical and nursing education programs in northern and eastern Uganda, Tanzania, and Nigeria. It will also support equitable inter-professional collaboration through innovative simulation and peer-led training that addresses gender and social inequities in clinical care. An implementation research approach will help identify what prevents and facilitates the adoption, uptake, and effective use of simulation-based learning across five African settings. This will generate evidence and context-specific adaptations to better inform policy and practice with respect to skills retention and capacity building among health professionals, and decrease facility-specific maternal and neonatal mortality.

This project strengthened the ...capacity of low and middle-income country researchers involved in the Joint Canada-Israel Health Research Program (JCIHRP) to better integrate sex and gender considerations in their biomedical research work. The project supported their participation in the Gender Summit in Singapore in August 2019 and a side-event workshop. In addition, the event was used to gather information on how to better integrate gender considerations in the design of a potential second phase of JCIHRP. The JCIHRP is a seven-year (2015–2022), CA$35 million partnership funded by the Azrieli Foundation, IDRC, the Canadian Institutes of Health Research, and the Israel Science Foundation. The program was designed to advance research and discovery in the biomedical sciences while encouraging collaboration between leading scientists in Canada, Israel, and low and middle-income countries. It also aims to provide capacity-building opportunities so that emerging leaders and trainees may gain expertise and experience in the broad field of biomedicine. JCIHRP will fund up to 30 research projects, with 24 already underway through four competitions: neurosciences (2015), immunology (2016), cancer (2017), and neurobiology (2018). The 2019 competition will select six additional projects in the field of metabolism in health and disease.

A fundamental rural developmen...t need in Burkina Faso, Ghana, Mali and Senegal is the lack of relevant, gender-responsive and timely information, communication and extension services for small-scale farmers (women, men and youth). To address this issue, Farm Radio International (FRI) aims to scale up interactive rural radio in 17 regions of Burkina Faso, Mali, Senegal and Ghana, reaching 61 radio stations and engaging at least 70 stakeholder groups including farmer-based and women's organizations. Project activities include: (1) providing relevant, timely and gender-responsive information on: effective, climate-smart agriculture; climate adaptation; gender-equality; and improved nutritional practices; (2) deepening knowledge exchanges between women, poor, and vulnerable small-scale farmers in rural areas to identify and address their respective needs using mobile tools; and (3) strengthening evidence-based decision at the community level and provide stakeholder groups with access to compiled outcome data on food-security, agriculture and gender-equality. It is expected that this project impacts up to 7.3 million small-scale farmers, including an estimated 2.3 million women small-scale farmers in the four targeted countries. This volunteer cooperation pro...gram supports approximately 1,125 volunteer advisor assignments. The project aims to: (1) improve the economic and social well-being of communities in targeted countries; (2) improve local partners' competencies, capacities and collaboration through the placement of professional volunteers; and (3) improve the knowledge, awareness and networking of Canadians (e.g. diaspora, alumni, universities, civil society and private sector) to engage in Canada's development efforts by organizing knowledge-sharing events across Canada. The project includes Innovation Funds that support piloting and scaling of cutting-edge development practices. Cuso is the leading volunteer cooperation agency in diaspora engagement and mobilizes diaspora volunteers as part of this project. /Ce programme de coopération volontaire appuie environ 1 125 affectations de conseillers volontaires. Le projet vise à : 1) améliorer le bien-être économique et social de collectivités dans les pays ciblés; 2) améliorer les compétences, les capacités et la collaboration des partenaires locaux au moyen du placement de volontaires qualifiés; 3) accroître les connaissances, la prise de conscience et le réseautage des Canadiens (p. ex., diaspora, anciens, universités, société civile et secteur privé) pour encourager ces derniers à participer aux efforts de développement du Canada, au moyen de l'organisation d'activités de partage des connaissances dans l'ensemble du pays. This project will provide evid...ence to expand the use of rapid response services, which offer promising strategies to support decision-making. This form of knowledge translation aims to meet the urgent needs for concrete research to answer specific questions from decision-makers in government, civil society organizations, and development partners. Research to inform policy Countries are striving to improve health outcomes by building strong and comprehensive health systems that address health inequities and reduce inefficiencies. To achieve this goal, policymakers need evidence to inform their decision-making. Finding evidence that is usable, timely, and relevant is challenging. For example, data is often fragmented across multiple information systems and research reports, and in formats that do not help decision-makers to address issues in a short timeframe. Rapid response for decision-making Rapid response approaches have the potential to address this challenge. These services use systematic reviews of research published around themes relevant to the specific questions. Effective rapid response services need to be able to receive and clarify decision-makers' requests. They should also search, appraise, and summarize the best available evidence. Researchers have piloted rapid response approaches in Burkina Faso, Cameroon, Uganda, and Zambia. These services offer good potential to be scaled up nationally and replicated in other countries. Lessons learned, new services Building on the pilots, this project will inform the scale up of rapid response services within countries and across regions. The research teams will evaluate the four pilots and conduct research to better understand how to best use the services. They will also assess how to decentralize them from the national to the district levels in Uganda and Zambia. The project will establish a new rapid response service in Lebanon at the University of Beirut. This service will address priority health system issues, particularly within the context of a humanitarian crisis. The project is timely for Lebanon, a country that is working to strengthen its primary health care system to respond to current priorities such as the emerging crisis of Syrian refugees. Timely access to information The project will strengthen institutional and individual abilities to conduct and use systematic and rapid reviews to support the rapid response services. It will also provide timely access to relevant research evidence for decision-makers, and give global leaders from Africa and the Middle East deeper knowledge on how to establish and scale up rapid response services for evidence-informed decision-making to improve health outcomes.

This project will promote rese...arch evidence and data-informed decision-making and accelerate achievement of the Sustainable Development Goals (SDGs) in two selected countries in the Middle East namely Lebanon and Jordan. The project will strengthen the current health information systems and ensure that the necessary processes, tools and competences are in place for the generation, analysis and utilization of relevant, reliable and timely data and information to effectively inform health policies and programs focusing on maternal, child and adolescent health.Many countries in the Middle East and North Africa (MENA) region lack well-functioning information systems that can support health system strengthening. Key challenges include poor-quality data that does not align with decision-makers' needs; duplication, fragmentation and incomplete data; and poor utilization of data and information in decision-making and health systems strengthening. The project will adopt a multifaceted approach that will target all three domains of information system performance - technical, behavioral and institutional - to achieve sustainable improvements in data generation, analysis and use to inform health policies and practice. Comprehensive assessment of the existing health information systems and competencies will be conducted. Additionally assessing priority areas and information needs will be done using a multi-step approach, engaging diverse set of stakeholders, as well as leveraging user-friendly decision support tools. Specific efforts will be invested to include gender-sensitive indicators as well as optimize data and indicators for maternal, child and adolescent health as well as refugee health. A stepwise approach will be used starting with Lebanon and then subsequently scaling up to Jordan.Project outcomes include relevant indicators, capacities and resources that are necessary for a well-functioning, gender-sensitive and equity-oriented health information systems which can inform health policymaking and programs related in particular to SDG country reporting. At the regional level, the project will generate a common set of core indicators for reporting and benchmarking across the study countries. This project builds on previous research, tools, capacity building activities and engagement strategies and the aim is to scale-up to other countries in MENA. The project is closely aligned with the Government of Canada's new feminist international assistance policy, the strategic priorities detailed in the 2016-2030 WHO led Global Strategy for Women, Children and Adolescents, and the overarching 2030 global agenda for sustainable development.

A fundamental rural developmen...t need in Burkina Faso, Ghana, Mali and Senegal is the lack of relevant, gender-responsive and timely information, communication and extension services for small-scale farmers (women, men and youth). To address this issue, Farm Radio International (FRI) aims to scale up interactive rural radio in 17 regions of Burkina Faso, Mali, Senegal and Ghana, reaching 61 radio stations and engaging at least 70 stakeholder groups including farmer-based and women's organizations. Project activities include: (1) providing relevant, timely and gender-responsive information on: effective, climate-smart agriculture; climate adaptation; gender-equality; and improved nutritional practices; (2) deepening knowledge exchanges between women, poor, and vulnerable small-scale farmers in rural areas to identify and address their respective needs using mobile tools; and (3) strengthening evidence-based decision at the community level and provide stakeholder groups with access to compiled outcome data on food-security, agriculture and gender-equality. It is expected that this project impacts up to 7.3 million small-scale farmers, including an estimated 2.3 million women small-scale farmers in the four targeted countries. Farm Radio International implements this project in partnership with FRI-Burkina Faso, FRI-Mali, FRI-Senegal, FRI-Ghana and CECI/Uniterra (Senegal). /L'un des besoins fondamentaux sur le plan du développement rural au Burkina Faso, au Ghana, au Mali et au Sénégal concerne le manque de services d'information, de communication et d'extension pertinents, visant l'égalité entre les sexes et rapides, pour les petits exploitants agricoles femmes, hommes et jeunes. Dans le but de répondre à ce besoin, l'organisme Radios rurales internationales (RRI) entend accroître les services de radio rurale interactive dans 17 régions au Burkina Faso, au Mali, au Sénégal et au Ghana, de façon à joindre 61 stations de radio et à mobiliser au moins 70 groupes d'intervenants, y compris des organisations d'agriculteurs et de femmes. While the Arab World has enjoy...ed substantial economic progress, there has been little improvement in ensuring equitable access to health care. In most countries, the majority of people have limited access to basic health services. These are typically of poor quality and not well suited to local needs. The region is also highly vulnerable to environmental change due to water scarcity, social and political conflict, poverty, food insecurity, and its weak institutions. Scientific output is low, and plays little role in guiding national and regional development. With social and political change sweeping the region, there are opportunities for reform. This project supports the Faculty of Health Sciences at the American University of Beirut in carrying out a comprehensive and long-term effort to strengthen health research, build partnerships, and enhance public health education in the Arab world. The aims are to increase levels of research productivity in the region, improve public health practice, and encourage evidence-based policymaking. To foster collaboration and capacity building among a range of disciplines, across institutions and geographical borders, the existing Center for Research on Population and Health aims to serve as a hub of regional networks. It is coordinating and strengthening two existing research networks: the Reproductive Health Working Group and the Tobacco Control Research Group. It is also establishing a new multi-country network on agriculture, the environment, and health. Additional research themes include non-communicable diseases, monitoring health inequities, and the impact of war and the regional governance crisis on public health. New research centres are being established to address policy dimensions of public health strengthening and the training needs of public health professionals.

Maternal, child, and adolescen...t health, including sexual and reproductive health, are critical to the well-being of individuals, families, and communities across West Africa, the Middle East, and North Africa. Despite some improvement in health outcomes in these regions, progress has been uneven and growing economic and political challenges are putting that progress to the test. Research on implementation is being increasingly used to understand how certain health interventions work in the field. Results can contribute to efforts to address issues such as economic viability, potential for scale-up, meaningful engagement with community groups, means of limiting gender-based or other socio-economic driven discrimination, and improving distribution channels, among other outcomes. IDRC, working in partnership with the American University of Beirut, will be supporting implementation research projects in two thematic areas: adolescent sexual and reproductive health, and health information systems. Projects will include support activities to strengthen individual and cohort-wide research quality, leadership, networking, and communications. Starting from the early stages of the grants, various support and learning activities will accompany the projects throughout their implementation. This will include workshops, ongoing provision of technical advice, and support for new strategies, processes, and activities to improve research quality, leadership potential, networking opportunities, strategic communications, and development of joint knowledge products over the course of the projects. Collectively, these activities will help optimize the potential for reach, uptake, and influence at local, national, and regional levels. By creating opportunities and spaces to gather, learn, debate, reflect, and improve, it is expected that the outcomes will include strengthened individual capacities and peer learning; stronger linkages within the cohort and expanded networks beyond; greater reach and relevance through the development of joint knowledge products; and more effective and nuanced influence strategies and related activities towards greater sustained positive impact.

The health of women, children,... and adolescents is a key development priority of the Canadian government and part of the global Sustainable Development Goals. In alignment with these global priorities, IDRC's Maternal and Child Health (MCH) program supports a rich portfolio of implementation research projects that work towards improving the quality, accessibility, and accountability of health services in low and middle-income countries (LMICs), with a focus on adolescent sexual and reproductive health and health information systems. MCH's approach has been to support LMIC researchers, policymakers, and implementers to influence national, regional, and global agendas through strategic meetings, dialogues, and by disseminating and using research results. The 2019-2020 financial year holds several crucial engagements where MCH and MCH-supported researchers can and should maximize opportunities to disseminate research findings, share thought leadership perspectives, and support emerging young researchers. This project aims to communicate the strategic priorities and contributions of the MCH program and to disseminate the research results of supported projects to produce greater visibility and reach for impact. A range of outreach opportunities and communication products will be developed through this fund to disseminate research results and to enable the strategic involvement of IDRC grantees in key events and conferences (e.g. Women Deliver) to promote knowledge exchange and to influence policies, practices, agendas, and funding priorities. Funds will also support strategic planning pieces. Collectively, the intent is to leverage appropriate opportunities that enable the mobilization of knowledge into policy processes.

The increase in female-headed ...households in low- and middle-income countries is a result of a range of factors, including male migrant labour, epidemics such as HIV, and armed conflict. Despite this trend, there is little evidence about how these female-headed households fare on various indicators related to women and children's health and well-being. This includes indicators measuring reproductive, maternal, newborn, child, and adolescent health and nutrition, women's empowerment, and levels of birth registration for children under five, as well as birth certificate ownership. The Sustainable Development Goals (SDGs) will not be achieved without gender equality, and gender equality cannot be achieved without data equality. The absence of quality gender data and related analysis makes it difficult to track progress towards the SDGs and can lead to policymaking and service provision that is not informed by evidence. This project seeks to address this knowledge gap and strengthen gender analysis capacities across multiple regions in the Global South on the growing proportion of households headed by women. Working with existing data sets and drawing on the local research networks established by Countdown to 2030 (tracking progress in maternal, newborn, and child mortality), the project will examine trends of female-headed households over time and across regions, notably in Latin America and the Caribbean, eastern and southern Africa, West and Central Africa, and the Middle East and North Africa. The project, implemented in collaboration with the US Fund for UNICEF, will strengthen capacities across the different regions to conduct systematic statistical analyses, with a focus on gender and intersectional (multifactor) analysis, of over 350 national demographic and health surveys starting from the 1990s. These results will be disseminated through open-access journal articles, policy briefs, and advocacy materials, as well as in the 2020 Countdown Report. Moreover, the project will support masters and doctoral students, and develop post-graduate training that will be widely available. The results are expected to influence how data related to female-headed households is collected and analyzed. The project is closely aligned with the Government of Canada's new Feminist International Assistance Policy, the strategic priorities detailed in the 2016-2030 WHO-led Global Strategy for Women, Children and Adolescents, and the overarching 2030 global agenda for sustainable development.

The research will promote grea...ter disaggregation of health information and inclusion of gender and social determinants of health indicators in Health Information Systems (HIS) at the national level in Egypt, Jordan and Morocco. Through this, the project aims to address the data gaps in measuring inequality and the hurdles to using such data for pro-poor policy change in the these countries. The project will support both policy level changes and guide program implementation in these three countries. The project will also comprise support for capacity strengthening of relevant policy and HIS stakeholders to promote the generation and use of disaggregated health information in policies and programs. The proposed HIS will inform implementation by engaging with programs addressing specific sexual and reproductive health (SRH) challenges. Project results will include two packages of HIS indicators for each of the three countries. A core set of indicators to highlight greater disaggregation of health information from a multisectoral perspective. The second will support reproductive health programs to incorporate missing social dimensions of health and equity, including gender, in planning and implementation of interventions. Relevant action plans, monitoring and evaluation plans for specific SRH interventions will be produced. There will also be strengthening of relevant capacities of stakeholders. Project success will be measured in terms of the extent to which there is a consensus on the set of HIS indicators that are feasible for use in each of the three countries. The project is of three year duration and will be led by the Social Research Centre (SRC) at the American University in Cairo. It will build on SRC's previous work at the regional level supported by World Health Organization and United Nations Population Fund's regional office. The project is closely aligned with the Government of Canada's new feminist international assistance policy, the strategic priorities detailed in the 2016-2030 WHO led Global Strategy for Women, Children and Adolescents, and the overarching 2030 global agenda for sustainable development.

Most deaths in sub-Saharan Afr...ica occur without medical attention, and as a result, the causes of death (COD) remain unknown. This lack of information greatly limits evidence-based planning and slows progress in the attainment of health targets, including those related to maternal and child health. To address this, the World Health Organization (WHO) recommends the enhancement of both community and facility-based reporting of COD. The WHO also emphasizes the crucial need of integrating COD data within health information management systems and civil registration and vital statistics (CRVS) systems, and ensuring that the data is used by health ministries and disease control programs. This project aims to improve facility-based reporting of COD data in Ethiopia and Mozambique by training doctors and hospital administrators on the use of simple electronic systems for capturing COD reliably, and promoting the use of the data to improve policies and programs for maternal and child health. By complementing efforts to strengthen community-based reporting of CODs in an ongoing maternal and child health project, this project will demonstrate the feasibility of implementing the WHO recommendations on the generation and use of comprehensive, high-quality COD data in health policy and program development. This initiative is building on an established partnership between the Statistical Alliance for Vital Events (St. Michaels Hospital, Canada), the Ethiopia Public Health Association, the Centro de Investigação em Saudé de Manhiça (Mozambique), and St. John's Research Institute (India). The project is closely aligned with the Government of Canada's prioritization of CRVS systems as a valuable public investment for safeguarding the rights of women and children, improving policy development and program delivery for maternal and child health, and strengthening accountability. The researchers will leverage opportunities for continued engagement with the Centre of Excellence for CRVS Systems housed at IDRC. This project is funded by the Innovating for Maternal and Child Health in Africa program. It is a seven-year CA$36 million initiative funded by Global Affairs Canada, IDRC, and the Canadian Institutes of Health Research.

Cuso is the leading volunteer cooperation agency in diaspora engagement and mobilizes diaspora volunteers as part of this project. /Ce programme de coopération volontaire appuie environ 1 125 affectations de conseillers volontaires. This project aims to improve t...he well-being and resilience of communities living in earthquake-affected areas of Sindhupalchok, Nepal, by meeting their needs for potable water, sanitation and hygiene (WASH) services and practices. Supporting increased access to WASH services in Sindhupalchok will not only help the district recover from damage, but also contribute to reaching a level of WASH development that is improved from pre-earthquake levels. Improving access to WASH services in Sindhupalchok will also provide an opportunity to make them more equitable and inclusive, and to ensure that they are resistant to future natural disasters. Project activities include: (1) increasing the equitable access of households and institutions (schools and health posts) to WASH services by rehabilitating and/or constructing appropriate infrastructure; (2) increasing the capacity of individuals and organizations in the community to operate and maintain the infrastructure and to promote the use of good hygiene practices; (3) increasing resilience to future shocks through 'build back better', and extending coverage to a greater number of beneficiaries. The project directly benefits 15,290 men, women (51%) and children in Sindhupalchowk, one of the districts most severely affected by the earthquakes. Oxfam Canada is working with Gramin Mahila Sirjansil Pariwar (GMSP), Mahila Atma Nirbharta Kendra (MANK), and Janahit Gramin Sewa Samiti (JGSS) to implement this project. /Le but du projet est d'améliorer le bien-être et la résilience des collectivités situées dans les secteurs de Sindhupalchok (Népal) qui ont été touchés par le séisme en répondant aux besoins de leurs habitants en matière de services et de pratiques relatifs à l'eau potable, à l'assainissement et à l'hygiène. Donner un meilleur accès aux services relatifs à l'eau potable, à l'assainissement et à l'hygiène à Sindhupalchok aide le district à se remettre; cela permet aussi d'atteindre un niveau de développement supérieur à ce qu'il était avant le tremblement de terre. Améliorer l'accès aux services relatifs à l'eau potable, à l'assainissement et à l'hygiène à Sindhupalchok permet enfin de rendre ces services plus équitables, plus inclusifs et à l'épreuve des prochaines catastrophes naturelles. This volunteer cooperation pro...gram supports approximately 1,125 volunteer advisor assignments. The project aims to: (1) improve the economic and social well-being of communities in targeted countries; (2) improve local partners' competencies, capacities and collaboration through the placement of professional volunteers; and (3) improve the knowledge, awareness and networking of Canadians (e.g. diaspora, alumni, universities, civil society and private sector) to engage in Canada's development efforts by organizing knowledge-sharing events across Canada. The project includes Innovation Funds that support piloting and scaling of cutting-edge development practices. Cuso is the leading volunteer cooperation agency in diaspora engagement and mobilizes diaspora volunteers as part of this project. /Ce programme de coopération volontaire appuie environ 1 125 affectations de conseillers volontaires. Le projet vise à : 1) améliorer le bien-être économique et social de collectivités dans les pays ciblés; 2) améliorer les compétences, les capacités et la collaboration des partenaires locaux au moyen du placement de volontaires qualifiés; 3) accroître les connaissances, la prise de conscience et le réseautage des Canadiens (p. ex., diaspora, anciens, universités, société civile et secteur privé) pour encourager ces derniers à participer aux efforts de développement du Canada, au moyen de l'organisation d'activités de partage des connaissances dans l'ensemble du pays. This project aims to strengthe...n transformative leadership capacities in West Africa to encourage improved institutional and government use of health research and evidence in decision-making. Rather than focus only on individual leadership training, the project addresses leadership capacity at the individual, organizational, and system levels. This is based on the recognition that no individual alone can successfully tackle complex and challenging health problems.A comprehensive and innovative learning-by-doing program comprising face-to-face professional schools, on-the-ground mentoring, and small grants will support multi-sectoral teams in Burkina Faso, Côte d'Ivoire, Ghana, Niger, and Sierra Leone. The teams representing ministries of health, civil society, research, and media organizations will be able to assess with communities the priority concerns about health service delivery and to convene follow-up multi-stakeholder dialogues to address identified gaps. Civil society organizations will be able to use digital and social media platforms to further mobilize and leverage community support for advocacy around these issues. The media organizations, through a network of trained journalists, will be able to engage policymakers and hold them accountable regarding the use of information for policy development and implementation. Overall, the participating ministries of health will be able to lead the organization of multi-stakeholder policy dialogues, while strengthened research services within the ministries will be able to better link with researchers and stakeholders in academia and civil society.As part of a scaling strategy, the West African Health Organization will ensure regional validation and dissemination of lessons across the member states of the Economic Community of West African States. A collaboration of eight leading West African Francophone, Anglophone and regional research, advocacy, and policy institutions are building on previous joint efforts to develop and implement the program. This will help to consolidate and strengthen strategic working partnerships across the five countries.

Neonatal and maternal mortalit...y remain major challenges in sub-Saharan Africa. A skilled health workforce is an important component of preventing maternal and neonatal deaths. Medical simulation plays a central role in the training and re-training of health professionals and in the retention of critical lifesaving skills. Although the benefits of simulation training are well-documented, the challenges and transformative potential of medical simulation as a teaching and learning tool in sub-Saharan Africa remains inadequately researched. Mbarara University of Science and Technology (MUST) in Uganda, together with the Stavanger Acute Medicine Foundation for Education and Research in Norway and the University of Calgary established a medical simulation centre at MUST through the Simulation for Life initiative (Sim for Life). The program has grown into a nationally recognized centre of excellence for skills enhancement as a teaching facility for medical and nursing students and for in-service health professionals in East Africa. Building on the success of Sim for Life in Uganda, this project aims to incorporate and test innovative approaches to simulation-based learning among medical and nursing students and frontline health providers. It will also measure the impact of these approaches on maternal and newborn survival. The project seeks to expand simulation-based learning in East and West Africa through partnerships with medical and nursing education programs in northern and eastern Uganda, Tanzania, and Nigeria. It will also support equitable inter-professional collaboration through innovative simulation and peer-led training that addresses gender and social inequities in clinical care. An implementation research approach will help identify what prevents and facilitates the adoption, uptake, and effective use of simulation-based learning across five African settings. This will generate evidence and context-specific adaptations to better inform policy and practice with respect to skills retention and capacity building among health professionals, and decrease facility-specific maternal and neonatal mortality.

A fundamental rural developmen...t need in Burkina Faso, Ghana, Mali and Senegal is the lack of relevant, gender-responsive and timely information, communication and extension services for small-scale farmers (women, men and youth). To address this issue, Farm Radio International (FRI) aims to scale up interactive rural radio in 17 regions of Burkina Faso, Mali, Senegal and Ghana, reaching 61 radio stations and engaging at least 70 stakeholder groups including farmer-based and women's organizations. Project activities include: (1) providing relevant, timely and gender-responsive information on: effective, climate-smart agriculture; climate adaptation; gender-equality; and improved nutritional practices; (2) deepening knowledge exchanges between women, poor, and vulnerable small-scale farmers in rural areas to identify and address their respective needs using mobile tools; and (3) strengthening evidence-based decision at the community level and provide stakeholder groups with access to compiled outcome data on food-security, agriculture and gender-equality. It is expected that this project impacts up to 7.3 million small-scale farmers, including an estimated 2.3 million women small-scale farmers in the four targeted countries. Farm Radio International implements this project in partnership with FRI-Burkina Faso, FRI-Mali, FRI-Senegal, FRI-Ghana and CECI/Uniterra (Senegal). /L'un des besoins fondamentaux sur le plan du développement rural au Burkina Faso, au Ghana, au Mali et au Sénégal concerne le manque de services d'information, de communication et d'extension pertinents, visant l'égalité entre les sexes et rapides, pour les petits exploitants agricoles femmes, hommes et jeunes. Dans le but de répondre à ce besoin, l'organisme Radios rurales internationales (RRI) entend accroître les services de radio rurale interactive dans 17 régions au Burkina Faso, au Mali, au Sénégal et au Ghana, de façon à joindre 61 stations de radio et à mobiliser au moins 70 groupes d'intervenants, y compris des organisations d'agriculteurs et de femmes. This project is part of Global... Affairs Canada's International Aboriginal Youth Internships (IAYI) initiative. The internships focus on increasing the awareness, engagement, and participation of Indigenous youth in international development, while providing them with opportunities to expand their employment skills or further their education. As part of the Pathways to Indigenous Youth Leadership project, Canada World Youth (CWY) sends 102 Indigenous youth to Colombia and Peru. For intern recruitment, CWY delivers the project in partnership with Canadian organizations with extensive national networks. Interns support local partners in the following areas: agricultural development; engagement of marginalized groups; recycling; reforestation; youth entrepreneurship; health; environmental education; and youth entrepreneurship. /Ce projet fait partie de l'initiative de Stages internationaux pour les jeunes Autochtones (SIJA) d'Affaires mondiales Canada. Ces stages visent à accroître la sensibilisation, l'engagement et la participation des jeunes Autochtones à l'égard du développement international, tout en leur donnant la chance d'élargir leurs compétences professionnelles. Dans le cadre du projet Sentiers vers le leadership des Autochtones, Jeunesse Canada Monde (JCM) envoie 102 jeunes Autochtones en Colombie et au Pérou. Pour le recrutement de stagiaires, JCM exécute le projet en partenariat avec des organisations Canadiennes qui possèdent un réseau étendu à travers le pays. This volunteer cooperation pro...gram supports approximately 1,125 volunteer advisor assignments. The project aims to: (1) improve the economic and social well-being of communities in targeted countries; (2) improve local partners' competencies, capacities and collaboration through the placement of professional volunteers; and (3) improve the knowledge, awareness and networking of Canadians (e.g. diaspora, alumni, universities, civil society and private sector) to engage in Canada's development efforts by organizing knowledge-sharing events across Canada. The project includes Innovation Funds that support piloting and scaling of cutting-edge development practices. Cuso is the leading volunteer cooperation agency in diaspora engagement and mobilizes diaspora volunteers as part of this project. /Ce programme de coopération volontaire appuie environ 1 125 affectations de conseillers volontaires. Le projet vise à : 1) améliorer le bien-être économique et social de collectivités dans les pays ciblés; 2) améliorer les compétences, les capacités et la collaboration des partenaires locaux au moyen du placement de volontaires qualifiés; 3) accroître les connaissances, la prise de conscience et le réseautage des Canadiens (p. ex., diaspora, anciens, universités, société civile et secteur privé) pour encourager ces derniers à participer aux efforts de développement du Canada, au moyen de l'organisation d'activités de partage des connaissances dans l'ensemble du pays. Le projet comprend des fonds dédiés à l'innovation qui permettent d'appuyer la mise à l'essai et la mise en œuvre à grande échelle de pratiques d'avant-garde. Cuso est l'organisation de coopération volontaire chef de file en ce qui a trait à la mobilisation de la diaspora, et elle mobilise des volontaires de la diaspora dans le cadre de ce projet.

A fundamental rural developmen...t need in Burkina Faso, Ghana, Mali and Senegal is the lack of relevant, gender-responsive and timely information, communication and extension services for small-scale farmers (women, men and youth). To address this issue, Farm Radio International (FRI) aims to scale up interactive rural radio in 17 regions of Burkina Faso, Mali, Senegal and Ghana, reaching 61 radio stations and engaging at least 70 stakeholder groups including farmer-based and women's organizations. Project activities include: (1) providing relevant, timely and gender-responsive information on: effective, climate-smart agriculture; climate adaptation; gender-equality; and improved nutritional practices; (2) deepening knowledge exchanges between women, poor, and vulnerable small-scale farmers in rural areas to identify and address their respective needs using mobile tools; and (3) strengthening evidence-based decision at the community level and provide stakeholder groups with access to compiled outcome data on food-security, agriculture and gender-equality. It is expected that this project impacts up to 7.3 million small-scale farmers, including an estimated 2.3 million women small-scale farmers in the four targeted countries. Farm Radio International implements this project in partnership with FRI-Burkina Faso, FRI-Mali, FRI-Senegal, FRI-Ghana and CECI/Uniterra (Senegal). /L'un des besoins fondamentaux sur le plan du développement rural au Burkina Faso, au Ghana, au Mali et au Sénégal concerne le manque de services d'information, de communication et d'extension pertinents, visant l'égalité entre les sexes et rapides, pour les petits exploitants agricoles femmes, hommes et jeunes. Dans le but de répondre à ce besoin, l'organisme Radios rurales internationales (RRI) entend accroître les services de radio rurale interactive dans 17 régions au Burkina Faso, au Mali, au Sénégal et au Ghana, de façon à joindre 61 stations de radio et à mobiliser au moins 70 groupes d'intervenants, y compris des organisations d'agriculteurs et de femmes. This project aims to strengthe...n transformative leadership capacities in West Africa to encourage improved institutional and government use of health research and evidence in decision-making. Rather than focus only on individual leadership training, the project addresses leadership capacity at the individual, organizational, and system levels. This is based on the recognition that no individual alone can successfully tackle complex and challenging health problems.A comprehensive and innovative learning-by-doing program comprising face-to-face professional schools, on-the-ground mentoring, and small grants will support multi-sectoral teams in Burkina Faso, Côte d'Ivoire, Ghana, Niger, and Sierra Leone. The teams representing ministries of health, civil society, research, and media organizations will be able to assess with communities the priority concerns about health service delivery and to convene follow-up multi-stakeholder dialogues to address identified gaps. Civil society organizations will be able to use digital and social media platforms to further mobilize and leverage community support for advocacy around these issues. The media organizations, through a network of trained journalists, will be able to engage policymakers and hold them accountable regarding the use of information for policy development and implementation. Overall, the participating ministries of health will be able to lead the organization of multi-stakeholder policy dialogues, while strengthened research services within the ministries will be able to better link with researchers and stakeholders in academia and civil society.As part of a scaling strategy, the West African Health Organization will ensure regional validation and dissemination of lessons across the member states of the Economic Community of West African States. A collaboration of eight leading West African Francophone, Anglophone and regional research, advocacy, and policy institutions are building on previous joint efforts to develop and implement the program. This will help to consolidate and strengthen strategic working partnerships across the five countries.

As confirmed by the WHO's guid...elines on risk communication and community engagement issued for the 2018 Ebola outbreaks in the Democratic Republic of the Congo (DRC), research is a critical component to both outbreak control measures and future preparedness activities. However, many of the adults recruited to these future studies have limited literacy and no prior exposure to the concept of research. These vulnerabilities are heightened during a public health emergency, particularly when the local context is rife with fear, confusion, and misinformation, and when international standards of research ethics are not always upheld. Heavily informed by the 2014 Ebola outbreak in West Africa, this project aims to support the ethical conduct of research in Ebola-affected countries. A multidisciplinary team of Canadian and African researchers will work with researchers, ethicists, Ebola survivor groups, and civil society leaders to characterize the key considerations and tested approaches for clear research communications with limited-literacy adults in sub-Saharan Africa. The team will then develop and pilot a toolbox of open-access and multilingual resources for the individuals and communities approached to participate in research. This ethics primer toolbox will be developed using a participatory research approach through community consultations and community piloting of resources and prototypes, and will be shared with an extensive network of project partners in academia, civil society, and patient advocacy groups, along with ethics oversight bodies in the DRC, Guinea, and Sierra Leone. This project is funded by the Rapid Research Fund for Ebola Virus Disease Outbreaks, a CA$1.5 million initiative that was mobilized and co-funded by IDRC, the Canadian Institutes of Health Research, and the Social Sciences and Humanities Research Council of Canada. The Fund supports four collaborative projects jointly led by Canadian and African researchers.

The health of women, children,... and adolescents is a key development priority of the Canadian government and part of the global Sustainable Development Goals. In alignment with these global priorities, IDRC's Maternal and Child Health (MCH) program supports a rich portfolio of implementation research projects that work towards improving the quality, accessibility, and accountability of health services in low and middle-income countries (LMICs), with a focus on adolescent sexual and reproductive health and health information systems. MCH's approach has been to support LMIC researchers, policymakers, and implementers to influence national, regional, and global agendas through strategic meetings, dialogues, and by disseminating and using research results. The 2019-2020 financial year holds several crucial engagements where MCH and MCH-supported researchers can and should maximize opportunities to disseminate research findings, share thought leadership perspectives, and support emerging young researchers. This project aims to communicate the strategic priorities and contributions of the MCH program and to disseminate the research results of supported projects to produce greater visibility and reach for impact. A range of outreach opportunities and communication products will be developed through this fund to disseminate research results and to enable the strategic involvement of IDRC grantees in key events and conferences (e.g. Women Deliver) to promote knowledge exchange and to influence policies, practices, agendas, and funding priorities. Funds will also support strategic planning pieces. Collectively, the intent is to leverage appropriate opportunities that enable the mobilization of knowledge into policy processes.

The increase in female-headed ...households in low- and middle-income countries is a result of a range of factors, including male migrant labour, epidemics such as HIV, and armed conflict. Despite this trend, there is little evidence about how these female-headed households fare on various indicators related to women and children's health and well-being. This includes indicators measuring reproductive, maternal, newborn, child, and adolescent health and nutrition, women's empowerment, and levels of birth registration for children under five, as well as birth certificate ownership. The Sustainable Development Goals (SDGs) will not be achieved without gender equality, and gender equality cannot be achieved without data equality. The absence of quality gender data and related analysis makes it difficult to track progress towards the SDGs and can lead to policymaking and service provision that is not informed by evidence. This project seeks to address this knowledge gap and strengthen gender analysis capacities across multiple regions in the Global South on the growing proportion of households headed by women. Working with existing data sets and drawing on the local research networks established by Countdown to 2030 (tracking progress in maternal, newborn, and child mortality), the project will examine trends of female-headed households over time and across regions, notably in Latin America and the Caribbean, eastern and southern Africa, West and Central Africa, and the Middle East and North Africa. The project, implemented in collaboration with the US Fund for UNICEF, will strengthen capacities across the different regions to conduct systematic statistical analyses, with a focus on gender and intersectional (multifactor) analysis, of over 350 national demographic and health surveys starting from the 1990s. These results will be disseminated through open-access journal articles, policy briefs, and advocacy materials, as well as in the 2020 Countdown Report. Moreover, the project will support masters and doctoral students, and develop post-graduate training that will be widely available. The results are expected to influence how data related to female-headed households is collected and analyzed. The project is closely aligned with the Government of Canada's new Feminist International Assistance Policy, the strategic priorities detailed in the 2016-2030 WHO-led Global Strategy for Women, Children and Adolescents, and the overarching 2030 global agenda for sustainable development.

Registration of events, such a...s birth, death, causes of death, marriage, and divorce, is critical for improving maternal, newborn, child, and adolescent health. These statistics provide policymakers and practitioners with the necessary evidence to design interventions and enact appropriate policies on maternal and child health. Many low- and middle-income countries, however, do not systematically collect such crucial information. It is estimated that one-third of the world's births and two-thirds of the world's deaths are not registered or are incorrectly certified. In many cases, global norms, standards, tools, and good practices are not readily accessible and useable to those who need them most.The project will establish the Centre of Excellence for Civil Registration and Vital Statistics (CRVS) Systems to provide information, tools, and expertise to facilitate the development and implementation of integrated CRVS systems. Funded by Global Affairs Canada and the International Development Research Centre (IDRC), and based at IDRC, the Centre of Excellence will coordinate with existing expert groups to generate, consolidate, and share information and resources in an open and collaborative electronic platform. It will also assist countries needing more direct support by facilitating the exchange of good practices and capacity strengthening, and will play an important role brokering technical assistance for countries needing more direct support.The Centre of Excellence will work closely with the Global Financing Facility in support of the Every Woman Every Child initiative to enable the development and implementation of CRVS systems plans as part of country-led investment cases for financing by the Global Financing Facility.

Communication activities will ensure broad dissemination and use of products collected, supported, and produced by the Centre of Excellence. Details will be elaborated in a Communications Strategy.

This project will allow the Centre of Excellence to build a knowledge base by mapping and consolidating existing (yet scattered) evidence, as well as developing state-of-the art tools, resources, and synthesis products on CRVS systems for use by countries and other CRVS stakeholders. This includes commissioning case studies to document the various processes that countries are undertaking to develop and integrate CRVS systems components into investment cases. The Centre of Excellence will also actively collect and synthesize lessons and good practices to strengthen CRVS systems.

This project will allow the Centre of Excellence to organize workshops, capacity-building events, seminars, conferences, and roundtables that bring together global and regional experts and stakeholders with a view to advancing the development and implementation of CRVS systems. It will support the organization of events (e.g. venues, logistics, etc.), participant attendance (e.g. airfare, accommodation, per diems, and incidentals for practitioners, experts, and institutions) from countries that are developing investment cases for Global Financing Facility financing, as well as from regional and/or global organizations where appropriate. Activities will serve to improve coordination and cooperation among global, regional, and country-level stakeholders, in addition to facilitating knowledge-sharing and best practices within and across regions.

It will facilitate exchange of good practices and capacity strengthening, and will play an important role brokering technical assistance for countries needing more direct support. This project will allow the Centre of Excellence to support countries in accessing the technical expertise they need to develop and implement effective CRVS systems. This includes developing and maintaining a roster of experts for the Centre of Excellence and CRVS stakeholders at the country level to draw on as appropriate. The project will also allow the Centre of Excellence to contract expert advice and accompaniment, convene and/or participate in stakeholder meetings, as well as undertake CRVS systems gap analysis and priority setting analysis. In addition to facilitating access to technical expertise, the RSP will enable specific training for country representatives working to develop and/or implement their CRVS systems plans and it will structure peer learning opportunities to address specific gaps at the country level. The Centre of Excellence will also support locally based institutions in countries eligible for financing from the Global Financing Facility to ensure in-country CRVS systems expertise for sustainability.

The West Africa Initiative to ...Strengthen Capacities through Health Systems Research

West Africa has many of the lo...west development indicators in the world - 10 of the 15 member states of the West African Community number among the world's 35 low-income countries. The World Health Organization reports that 14 of the member states have a high maternal mortality ratio, defined as 300 or more maternal deaths per 100,000 live births. These dismal statistics tell the story of a region facing dysfunctional health and social services with a limited capacity to conduct research that informs sound health policies and practices. Of the health research that is undertaken in the region, much is done in isolation, and findings are not shared or disseminated across governments or health systems. The result: synergies across findings are not made and links between researchers and decision-makers are often weak. This project sets the foundation for producing and using rigorous and relevant evidence to strengthen equitable and sustainable health systems in West Africa. Four teams will be funded through a call for proposals focusing on research on how to strengthen health systems in West Africa. A group of leaders with regional expertise will be mobilized and supported to advise on the call and guide the overall project. The project will also help the West African Health Organisation, a respected stakeholder and the mandated body coordinating efforts to improve health in the region, promote interest in the call and encourage the use of research findings by ministers of health from member countries. Research results will be disseminated through a special issue of a peer-reviewed journal, policy briefs, and articles to further inform health policy and practice in West Africa.

Sub-Saharan Africa continues t...o deal with high morbidity and mortality rates related to health inequalities and diseases such as malaria, tuberculosis, and HIV/AIDS. Many of the inequalities reflect deeper social and economic problems. They are also a sign of increasing marginalization of vulnerable groups, particularly women and children. This research project aims to support EQUINET to provide evidence that will help reduce these inequalities. Sharing evidence, encouraging uptake EQUINET, the Network for Equity in Health, will generate and use research that will help policymakers implement stronger health systems. This project will build on existing investments, consolidate research, and take the EQUINET network's strengths to scale. This project will support EQUINET to: -undertake applied research in key health areas -institutionalize evidence-based decision-making across the region -implement an organizational development process for its long-term sustainability About EQUINET For more than a decade, EQUINET has addressed health inequalities by building primary health care-based national health systems to provide quality and affordable essential services for all at the point of community delivery. It brings together people and institutions from academia, government, and civil society. EQUINET has focused the region's attention on equity issues. Its work has influenced the East, Central and Southern Africa Health Community to include relevant indicators in its member state monitoring and evaluation framework. Essential health services EQUINET's research will address issues such as: -deploying front-line health workers to provide the essential primary care-level services -implementing constitutional provisions for the right to health to address health inequities -allocating resources to ensure essential health services in underserved areas -developing effective health sector responses to the growing crisis around urban inequalities Through this research, EQUINET will develop a more rigorous, institution-wide platform for producing and using health equity research across the region. Specifically, it will: -improve capacity among researchers and decision-makers with workshops, mentorship, and support for master's students -conduct outreach to engage local, regional, and national decision-makers -influence health in the health system and global policies in positive ways -increase EQUINET's long-term effectiveness and sustainability, making it a regional leader on these issues

This project will help establi...sh an Ecohealth Chair in Human and Animal Health in Protected Ecosystems to improve the sustainability of conservation areas and the health of local communities, livestock, and wildlife in Central and East Africa. Threats to African wildlife habitats As more and more people move in and around Africa's wildlife conservation areas, there is increased land degradation, biodiversity loss, and health risks for both humans and animals. In East and Central Africa, a number of factors are causing social and environmental change for traditional pastoralist communities. These include population pressures and climate change. Agricultural policies are also an issue, as they have reduced access to former grazing lands and watering points. These changes are leading to sedentary settlements in conservation areas. To add to the problem, fishing communities have grown in and around national parks to exploit lake resources. This has led to more frequent interaction and conflict between human populations and wildlife. As a result, the health risks are magnified. The need for research on human and animal health Few scientific studies have validated or quantified the extent of these problems. There are also significant knowledge gaps on potential long-term effects on human and animal health, ecosystem sustainability, and costs and benefits of potential mitigation strategies. Through the Ecohealth Chair position, this project will foster a body of evidence and knowledge, research capacity, and collaboration to tackle these important challenges. The Chair will target diseases of animal origin that threaten agro-pastoralists and fisher communities living within and around the Queen Elizabeth National Park in western Uganda, a UNESCO biosphere reserve and a recognized Ramsar Convention site of global importance currently under threat by human activity. Applying ecohealth research to benefit local communities The Chair's program of research and partnership-building will be embedded within One Health Central and Eastern Africa (OHCEA), a regional network of public health and veterinary schools. A key objective is to use the Queen Elizabeth National Park as a long-term demonstration site for implementing applied ecohealth research studies that benefit local communities and the park ecosystem. This will help to develop the field of ecohealth in East and Central Africa. Research findings will contribute to evidence-based policy recommendations and ensure increased awareness among communities, local health authorities, and community-based organizations about health vulnerabilities, risks, and possible responses. The Chair will also expand One Health's disease control work to encompass relevant social, economic, and environmental dimensions. This will give the organization the expertise needed to guide more sustainable policies and livelihood practices in and around conservation areas in sub-Saharan Africa.
