Supporting East Jerusalem Hosp...itals ("EJH" programme): The six Palestinian
hospitals in East Jerusalem form an integral part of the network of health provision
for Palestine. They are amongst the few remaining Palestinian institutions in East
Jerusalem and provide specialized healthcare services not available anywhere else in
the West Bank or Gaza for Palestinian patients. The financial difficulties of the PA
have resulted in a situation where many of the hospital bills underwritten by the
Ministry of Health for the medical referrals of patients to East Jerusalem remain
unpaid. The EU/donors make available direct financial support to cover the cost of
unpaid medical referrals to East Jerusalem hospitals to ensure that hospital facilities
remain open and medical staff continues working. Around €40 million were disbursed
in 2014-205.
In the period 2014-2015, the EU committed nearly €342 million to implement the
aforementioned PEGASE DFS programmes.

Establishing a Financial Mecha...nism for Strategic Purchasing of Health Services in Uganda-- COVID-19 new or expanded activity

|
Background: This SPHU will, th...rough a program approach, integrate the former interventions (PNFP and ICB II ) of the bilateral Belgian Cooperation in the health sector and consolidate them. This will be done in view of scaling up the Result Based Financing (RBF) experience in the Rwenzori and West-Nile regions towards a sustainable national RBF strategy, rolled out in other regions of the country, under Ministry of Health (MoH) leadership and in collaboration with other Development Partners supporting RBF (a.o. WB). This experience will also feed the longer-term reflection on strategic health financing and more specifically the development of National Health Insurance Scheme (NHIS). - General Purpose: Contribute to Universal Health Coverage in Uganda following a Rights Based Approach. - Specific Purpose : Build the capacities of the Ugandan health system in order to roll-out a Strategic Purchasing mechanism for Public and PNFP Health Services, with a particular focus on women, children and other vulnerable groups. - Results: R1: The equitable access to quality health care at public and private non-for-profit Health Centres 3 in the regions of West-Nile and Rwenzori is strengthened using RBF as an entry-point.? R2: The equitable access to quality health care at public and private non-for-profit General Hospitals & Health Centres 4 in the regions of West-Nile and Rwenzori is strengthened using RBF as an entry-point.? R3: The capacity of Districts to manage the quality of care, the right to health and the integrated local health system is strengthened.? R4: The capacity of MoH to steer the implementation of the Health Financing Strategy is strengthened.

MICRORESEARCH FOR DEVELOPING ...COUNTRIES - BORROWING FROM THE MICROFINANCE EXPERIENCE

MicroResearch for Developing ...Countries - Borrowing from the Microfinance Experience
more
|
The microfinance model has bee...n remarkably successful at enhancing small business capacity in less developed countries by providing capital to local entrepreneurs. Borrowing from microfinance principles, MicroResearch provides small grants to local researchers, as well as training and mentoring to ensure these MicroResearch groups have the opportunity for success. This collaborative project will allow universities in East Africa and Canada to assess the value of MicroResearch, and explore how it might improve health outcomes for mothers and children. Participating are Makerere University and Mbarara University of Science and Technology (MUST) in Uganda, the University of Nairobi in Kenya, and the Tanzanian Training Centre for International Health in Ifakara, as well as Dalhousie University, the University of Calgary, the University of Alberta, and the University of British Columbia in Canada. The project aims to assess the value of MicroResearch as a way to build interdisciplinary research capacity in community-focused research, and its use as a tool to improve health outcomes for mothers and children. The work will support education, coaching, and mentoring. It will also provide funding for two or three MicroResearch projects in East Africa that focus on maternal and child health.

The Central African Republic i...s one of the 22 countries that account for 80 percent of TB cases in the world. The program supported by this grant has an overall goal of reducing TB-related sickness and death. The program will improve case detection of TB, and will also improve access to care and strengthen the capacity of the National Program Against Tuberculosis. Planned activities include the training of health and social workers and the procurement and distribution of medical and non-medical supplies. The program also plans to expand the implementation of DOTS; improve data collection on TB cases and monitor anti-TB drug resistance.

Improving the financial access...ibility of the population in the regions of Kayes, Sikasso and Timbuktu to quality health services
more
|

UNIVERSAL HEALTH COVERAGE FROM... A FEMINIST PERSPECTIVE IN THE REGION OF KAYES

Universal health coverage from... a feminist perspective in the region of Kayes

The contribution aims to contr...ibute to sustainable health financing in 8 countries; South Africa, Swaziland, Zimbabwe, Malawi, Zambia, Cameroon, Rwanda and Ethiopia. With a vision to create a regional network of countries who have gained the independence and ability to more efficiently, transparently and accountably manage and direct health resources the project aims to (i) support implementation and institutionalization of health financing strategies and other high impact reforms by iteratively moving plans to action; (ii) strengthen management accounting systems to enable country governments to gain greater control over key aspects of health sector financing, and (iii) empower Governments with tools, skills and processes that will provide capacity to manage an increasing share of domestic resources allocated to healthcare. The project is merited as many countries are in the process to reform their systems for financing health services, which provides an opportunity to support a process towards equity in access and fairness in financing. Second, many countries, both those who support external financing and those providing external support are challenged by the increasing demands for accountability and performance reporting. The support provided by CHAI in developing coherent management accounting systems integrating performance or management information with financial information, aims at strengthening government systems to enable them to deliver on reporting on both accountability and operational results.

CHAI implements a regional pro...gram on sustainable financing moving towards universal health coverage (UHC) in Eastern and Southern Africa. Focus is on basic health services, in particular for vulnerable groups such as children, women and the poor. CHAI will provide support to six countries (Ethiopia, South Africa, Swaziland, Rwanda, Zambia and Malawi) and at a regional level to the African Union. The four partner countries can all contribute with experiences of relevance for the entire region. CHAI works closely with partner governments and the work program is specific for each country but based on the projects three specific targets of, defining the benefits plan for basic health services, mobilize and pool resources and improve resource management. The four focus countries have a total population of 170 million, of which 55 million are living in poverty. The comprehensive reforms that the intervention will contribute to are expected to cover most of the population with focus on the poorest and most vulnerable. At the regional level, the project is expected to contribute to cross-country exchanges, documentation of methods and best practice and dissemination of knowledge. The project will run for four years and the total cost is estimated at SEK 135 million. Sida is the sole financier of the intervention. The project is an iteration of the previous contribution to CHAI and work is now focused around four (instead of the current eight) countries, but with increased engagement in the remaining four countries. The contribution mainly finances staff at CHAI country offices and a global/regional support team. The contribution mainly consists of technical support and as such is classified as Freestanding Technical Cooperation.
