The Direct Aid Program (DAP) i...s a small-grants scheme administered by the Department of Foreign Affairs & Trade (DFAT) through Australia's diplomatic posts in developing countries. DAP's objective is to advance developmental outcomes in ODA-eligible countries with projects primarily focussed on practical and tangible results. In 2017-18 Australia supported over 800 DAP projects in around 110 countries. DAP supports local community efforts towards poverty reduction and engages a wide range of partners including non-government organisations, community groups, schools, health facilities and local governments. Projects helped people with disabilities, provided small-scale infrastructure, encouraged community income generation and improved people's health. The total value of this multi-country initiative is $22 million expensed over the 2017-18 financial year.

Funds will also be used to support further development of the Australian Medical Assistance Team (AUSMAT) capability and the World Health Organization-led emergency medical team initiative. The Australian Red Cross and P...hoenix Australia (Centre for Post-traumatic Mental Health) will implement the pilot SOLAR (Skills fOr Life Adjustment and Resilience) program in Nui, Tuvalu aiming to help individuals in affected areas to recover and rebuild their lives following trauma and disaster, creating more resilient and productive communities. Nui was the worst affected by Tropical Cyclone Pam in 2015, with 40 per cent of the population temporarily displaced, and significant damage to crops and livestock. The program allows front line workers to teach survivors skills to help them to reduce emotional distress, improve quality of life, regain a sense of control, and maintain healthy relationships. In doing so, the program has the potential to prevent distress symptoms escalating into more serious mental health disorder. The total value of this investment is $0.2 million to be expensed during the 2017-18 financial year.

The Direct Aid Program (DAP) i...s a small-grants scheme administered by the Department of Foreign Affairs & Trade (DFAT) through Australia's diplomatic posts in developing countries. DAP's objective is to advance developmental outcomes in ODA-eligible countries with projects primarily focussed on practical and tangible results. In 2017-18 Australia supported over 800 DAP projects in around 110 countries. DAP supports local community efforts towards poverty reduction and engages a wide range of partners including non-government organisations, community groups, schools, health facilities and local governments. Projects helped people with disabilities, provided small-scale infrastructure, encouraged community income generation and improved people's health. The total value of this multi-country initiative is $22 million expensed over the 2017-18 financial year.

Emergency Assistance
|
1. On April 24, the Government... of Japan decided to extend Emergency Grant Aid of 14 million US dollars for the persons in Syria, Jordan and Lebanon, who are living under severe humanitarian situation caused by the Syrian crisis.
2. This Emergency Grant Aid is to provide humanitarian assistance in the areas of health, sanitation, medical service, food and basic needs, through six international organizations including the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).
3. With this assistance, results listed below are expected.
[Syria]
In areas affected by conflict such as Eastern Ghouta and other part of Syria, living conditions of approximately 50,000 Palestine refugees will be improved through the provision of educational service, food and non-food necessities, etc., and health programme for approximately 430,000 internally displaced persons will contribute to the improvement of their health condition.
[Jordan]
In Syrian refugee camps, health condition of approximately 43,000 vulnerable children and women will be improved by implementing activities such as immunization. Furthermore, approximately 12,000 primary health care consultations for Syrian refugees in north-eastern area and medicines for approximately 1,150,000 Palestine refugees will be provided. In addition, environmental health condition of approximately 400,000 Palestine refugees will be improved by strengthening solid waste management.
[Lebanon]
Food assistance will be implemented for approximately 40,000 Syrian refugees and approximately 34,000 Palestine refugees living in Lebanon. Also the assistance will be targeted to approximately 3,000 hospitalization cases of Palestine refugees.

Emergency Response to the Rohi...ngya Crisis: Diphtheria outbreak. Australian Medical Assistance Team (AUSMAT) deployment - Bangladesh. The forward planning mission will consist of 3 AUSMAT personnel (1 Mission team leader, 1 Logistic lead and 1 Clinical Advisor). The AUSMAT forward planning team will meet with relevant in-country partners and assess health needs, security considerations and logistics constraints in Cox's Bazar to help the Australian Government determine the appropriateness and effectiveness of the current Australian response to the situation and whether a further AUSMAT deployment is necessary and viable. The total value of this investment is $50,000 to be expensed during the 2017-18 financial year.

Humanitarian needs in South Su...dan continue to grow substantially a result of ongoing conflict across the country including renewed violence between the Government and Opposition forces in Juba. Despite containment of the March 2017 famine, 6 million people remain in need of urgent humanitarian assistance—the greatest number of food insecure people ever recorded in South Sudan. As of July 2017, the number of people in need of humanitarian assistance is estimated to rise to 6 million, out of which 45,000 are facing catastrophic conditions and extreme food gaps. Two million people are internally displaced, the overwhelming majority of whom live in remote and often inaccessible locations. Nearly 10 per cent of IDPs are found in the six UNMISS Protection of Civilians sites. The resurgence of fighting in July 2016 and ongoing widespread conflict has caused a mass exodus from South Sudan. Refugee numbers have swelled by 1 million in the past 12 months to 1.9 million people. The incidence of disease is very high. To respond to humanitarian needs, in 2017-18, Australia will provide assistance through a combination of partners, allowing us to respond in a variety of ways. Assistance under this initiative will be in the form of medical and health care, food and nutrition assistance, water and sanitation, protection activities, livelihood support, education, shelter, household items and logistics. We will allocate $6.5 million to World Food Program for its food assistance operations in South Sudan, and $2 million to the International Committee of the Red Cross.

The majority of the funding in... this Business Case will provide lifesaving assistance in response to urgent humanitarian needs, while at the same time continuing to reform the international humanitarian response. Over five years the programme will aim to, Support over 620,000 people with food assistance, cash and voucher transfers, Provide up to 220,000 children under the age of 5 with nutrition related interventions, Provide over 1.1m people with greater access to clean drinking water and 900,000 with health care, Provide increased protection for over 195,000 children through improved access to education, Support over 12,000 trauma victims with medical, psycho-social or economic assistance, Provide safe humanitarian access through the United Nations Humanitarian Air Service. The programme will be delivered through both bilateral and multilateral partners, including the DRC Humanitarian Fund, ICRC, UN agencies, INGOs and private contractors.
