The contribution aims to contr...ibute to sustainable health financing in 8 countries; South Africa, Swaziland, Zimbabwe, Malawi, Zambia, Cameroon, Rwanda and Ethiopia. With a vision to create a regional network of countries who have gained the independence and ability to more efficiently, transparently and accountably manage and direct health resources the project aims to (i) support implementation and institutionalization of health financing strategies and other high impact reforms by iteratively moving plans to action; (ii) strengthen management accounting systems to enable country governments to gain greater control over key aspects of health sector financing, and (iii) empower Governments with tools, skills and processes that will provide capacity to manage an increasing share of domestic resources allocated to healthcare.The project is merited as many countries are in the process to reform their systems for financing health services, which provides an opportunity to support a process towards equity in access and fairness in financing. Second, many countries, both those who support external financing and those providing external support are challenged by the increasing demands for accountability and performance reporting. The support provided by CHAI in developing coherent management accounting systems integrating performance or management information with financial information, aims at strengthening government systems to enable them to deliver on reporting on both accountability and operational results.

CHAI implements a regional pro...gram on sustainable financing moving towards universal health coverage (UHC) in Eastern and Southern Africa. Focus is on basic health services, in particular for vulnerable groups such as children, women and the poor. CHAI will provide support to six countries (Ethiopia, South Africa, Swaziland, Rwanda, Zambia and Malawi) and at a regional level to the African Union. The four partner countries can all contribute with experiences of relevance for the entire region. CHAI works closely with partner governments and the work program is specific for each country but based on the projects three specific targets of, defining the benefits plan for basic health services, mobilize and pool resources and improve resource management. The four focus countries have a total population of 170 million, of which 55 million are living in poverty. The comprehensive reforms that the intervention will contribute to are expected to cover most of the population with focus on the poorest and most vulnerable. At the regional level, the project is expected to contribute to cross-country exchanges, documentation of methods and best practice and dissemination of knowledge. The project will run for four years and the total cost is estimated at SEK 135 million. Sida is the sole financier of the intervention. The project is an iteration of the previous contribution to CHAI and work is now focused around four (instead of the current eight) countries, but with increased engagement in the remaining four countries. The contribution mainly finances staff at CHAI country offices and a global/regional support team. The contribution mainly consists of technical support and as such is classified as Freestanding Technical Cooperation.

The CSHGP facilitates a dynami...c partnership between USAID and private and voluntary organizations (PVOs)/NGOs. Through the CSHGP, USAID leverages the development entrepreneurship and know how of PVOs/NGOs and their local partners for innovative and effective community-oriented programming that sustainably improves maternal, newborn and child health (MNCH) outcomes, strengthens local and community health systems, and contributes to reductions in morbidity and mortality. PVOs/NGOs, with their local partners (national and local MOH, local NGOs/CBOs, communities), implement in a range of settings, from remote communities in a single district to multiple districts or a province. Projects address critical health needs of vulnerable populations.and work strategically with a systems approach at the household, community,.health facility, and policy levels and strengthens linkages as relevant.

The partnership will consist o...f five components:
1. Technical support to key national ministries on Primary Healthcare and Nutrition (£5 million) which will build adequate capacity within the key line Ministries (Health and Family Welfare, and Women and Child Development), to: 1. provide strong technical oversight of national health and nutrition programmes; 2. Develop strategies for emerging priority areas including behaviour change communications, innovations, better use of data for programme monitoring, and equity monitoring; and 3. build up two key public sector institutions as long term learning hubs.
2. An India-UK Partnership on Nursing and Midwifery (£4 million) partnering the Indian Nursing Council to: 1. Strengthen national level training institutions; 2. Strengthen leadership on nursing at national and state levels; 3. Provide evidence on new clinical roles for nurses and 4. Build international linkages on nursing training.
3. A Health Financing Learning Programme (£3 million) to: 1. generate evidence on the impact of India’s demand side financing reforms; 2. Build networks for learning and dissemination of evidence in India and to other low income countries; and 3. Build capacity for more effective engagement of private sector capacity.
4. Public Health Capacity for Universal Health and Nutrition Coverage (£2 million) will generate evidence for GoIs planned programme of Universal health coverage, focusing on public health capacity, regulatory systems and primary health care.
5. In addition we will keep a fund of £1 million with DFID for direct contracting of the inputs of international technical agencies (including UK agencies) which are entering partnerships with Indian agencies under the other components outlined above.

Background: The Junior Profes...sional Officers (JPO) Programme, also known as the Associate Experts Programme, is a multilateral technical cooperation initiative sponsored by the Directorate General for Development Cooperation and Humanitarian Aid of Belgium. The Programme originates from a United Nations Economic and Social Council resolution adopted in 1961 which approved and encouraged the collaboration of volunteers, financed by their respective countries of origin, in implementing development cooperation initiatives and programmes. Belgium joined the Programme in 1963, and over the years has developed it into a Programme, extending its sponsorship to the Multilateral partner organizations with which the Belgian Government stipulated in specific agreements. - General objective: The overall objectives of the JPO programme -It s s a good learning experience for young people to work within a multilateral agency and hopefully make their career there. The JPOs receive during their assignment special guidance and supervision and it s an excellent opportunity to shape ones vision on development and esablish a network within the organization. Nearly 55% of the JPOs join the UN as regular staff at the end of their JPO assignment. -to increase the visibility of Belgian Nationals within the UN Organizations -to provide the organizations additional human resources - Specific objective: Essential Qualifications and Experience required for this position:•Minimum: Master's degree in law, public health, development sciences, social sciences or a related field•Desirable: Master's degree in human rights or Master's degree in human rights law•Minimum: Two years' experience in human rights law or in human rights or public health work in the development context or other development -related work•Desirable: Additional human rights -related work. Experience in working in a developing country - Results: Upon completion of the assignment, the JPO will be able to: 1.Advocate human rights -based approaches to public health in SEAR countries and among WHO staff, and support health and human rights capacity building initiatives through organizing trainings, orientations and workshops 2.Facilitate and conduct research and develop tools and advocacy material on health and human rights related issues 3.Manage the health and human rights workplan in SEARO, including planning, reporting and other programme management tasks, and giving advice to WHO country offices on the integration of human rights in WHO workplans 4.Liaise with other WHO offices and the HQ to support joint WHO human rights initiatives -

Nearly 55% of the JPOs join the UN as regular staff at the end of their JPO assignment. -to increase the visibility of Belgian Nationals within the UN Organizations -to provide the organizations additional human resources - Specific objective: University degree in development economics, social or physical sciences, public health, public administration, management or similar academic preparation.Knowledge of the HIV/AIDS epidemic and its impact on development.Understanding of the UN system of organizations and their delivery mechanisms.Two to three years experience in administration and operation of public or private sector programmes at the national or international levels - Results: Upon completion of the assignment the JPO will be able to:•Demonstrate a thorough understanding of the HIV/AIDS missions, objectives and operations of UNAIDS and its ten cosponsors (UNHCR, UNDP, WFP, UNODC, ILO, UNICEF, UNESCO, UNFPA, WHO and the World Bank), especially within a context of regional and country support •Effectively network and coordinate advocacy and action on technical issues with UNAIDS cosponsors at the regional level.•Demonstrate a good understanding on and contribute to building and maintaining partnerships at national and regional level.•Follow -up and contribute to discussions on technical issues on HIV/AIDS with counterparts in order to help promoting HIV/AIDS policies and programmes in the region. •Negotiate and coordinate HIV/AIDS project ideas and implementation schemes with a variety of partners including UN agencies, bilateral, governmental and private sector organizations.•Demonstrate a thorough knowledge of the HIV/AIDS pandemic and vulnerabilities especially among marginalized populations •Appraise and formulate projects addressing HIV/AIDS issues. -
