Funding under this initiative ...will provide support to the Fiji National University (FNU) College of Medicine, Nursing & Health Sciences (formerly known as the Fiji School of Medicine (FSMed) to implement its 2012-2016 Strategic Plan. The plan focuses on enhancing FSMed's capacity to: collaborate with other institutions and respond to health research and training needs in the Pacific; improve training programs to address non-communicable diseases epidemic; developing health information systems; improving maternal and child health interventions; improve access to trained medical specialists; provide evidence-based health research to guide policy and decision making; and improve leadership in health and wellness across the Pacific region. In 2015/16, DFAT's support will assist FNU CMNHS to strengthen its postgraduate training programs, collaboration with other Pacific training institutions to map health and medical education courses and identify areas of standardisation and pathways to undertaking postgraduate training programs at FNU CMNHS, and supporting internship training programs in Kiribati and other countries in the region. The total value of this initiative is $7.5 million over 6 years, starting 2011-12.

The Government of Tonga (GoT) ...has developed national objectives and priorities for health that are reflected in Tonga's Strategic Development Framework 2011 – 2014, the Ministry of Health (MoH) Corporate Plan (2008/09 – 2011/12) and National Strategy to Prevent and Control Non-Communicable Diseases (2010 – 2015) as follows: halting the rise in prevalence of non-communicable diseases risk factors; improving community health services; and increasing the budget utilised for preventative health. Funding under this initiative provides budget support to the Ministry of Health to implement and achieve its objectives outlined in its Corporate Plan, with a particular emphasis on combating the associated risk factors with non-communicable diseases (NCD) and preventative and primary health care. The key result areas of the Plan for reduced prevalence of NCD risk factors include targets of: tobacco use - 2% decease in prevalence of smokers by 2015; obesity - 2% decrease in overall prevalence of obesity by 2015; budget for preventive health care reaches 10% of total public health operational budget by 2015; and primary health care to all communities in Tonga to follow a common national standard including the utilisation of this service. The total value of this initiative is $8.3 million over 6 years, starting 2009-10.

The Tuvalu Trust Fund (TTF) wa...s established by an International Agreement signed on 16 June 1987 between Tuvalu, New Zealand, the United Kingdom and Australia. The TTF was set up to enable Tuvalu to finance chronic budget deficits, underpinning economic development and achieve greater financial autonomy in the management of its recurrent budget. The TTF provides a mechanism for contributions to be held in trust for the benefit of current and future generations of Tuvaluans. At the present, The Government of Tuvalu (GOT), Australia and New Zealand contribute to the Fund. This initiative contributes to meeting the Tuvalu-Australia Partnership for Development priority outcome – supporting long term economic prospects. This will be achieved by a continued annual contribution to the Fund which will enhance its value as a long term source of revenue for Tuvalu. Contributing to the TTF also gives Australia the opportunity for policy dialogue with the GOT on its fiscal management and budget priorities. The total value of this initiative is $19.5 million over 5 years, starting 2010-11.

The Development for All strate...gy, developed in close consultation with people with disability and their representative organisations, is the first strategy to guide Australia's overseas aid program towards development that includes people with disability. The strategy reflects the Government's commitment to social inclusion, progress towards achieving the Millennium Development Goals (MDGs) and is framed in the context of the UN Convention on the Rights of Persons with Disabilities to which Australia is party. The primary outcome of the strategy is improved quality of life for people with disability and including people with disability across all aspects of the Australian aid program. Other outcomes include reduced preventable impairments, effective leadership on disability and development, AusAID skilled and confident in disability-inclusive development, and improved understanding of disability and development. From 2008-09 to 2009-10 this initiative funded early planning and implementation of the Development for All Strategy. From 2010-11, this initiative will comprise both budget measure and base program funding for further planning, implementation and monitoring of Development for All. The total value of this multi-country initiative is $99.0 million over 8 years, starting 2008-09.

Funding under this initiative ...supports a program for development assistance in the health sector in Fiji, targeting millennium Development Goals for maternal and child health, and non-communicable diseases, specifically: the institutionalisation of a 'safe motherhood' program to address critical issues regarding 'safe motherhood', improving staff skills in antenatal and post-natal care and the upgrade and refurbishment of 8 rural hospitals to meet World Health Organisations 'baby safe' standards; institutionalisation of a 'healthy child' program to support immunisation and provide essential neonatal equipment for improved paediatric care in rural hospitals and district health centres and around 500 health workers in primary and secondary health care services will be trained in 'Integrated Management of Childhood Illnesses' to target common peri-natal causes of child mortality and support to immunisation services; improve prevention and management of diabetes and hypertension by providing 1000 health workers trained in the management and prevention of diabetes and hypertension and improved services and treatment facilities to reduce prevalence of diabetes; strengthen village/community health workers as the first point of contact with the health system for people at community level; and support decentralised service delivery, through health information, monitoring and evaluation, strategic and operational planning and research. The total value of this initiative is $26.0 million over 3 years, starting 2010-11.

The Nauru Improved Health Part...nership will support implementation of Nauru's Health Sector Strategy to deliver improvements in health outcomes with an emphasis on: strengthening health system management, in particular budget prioritisation, strategic planning, infrastructure redevelopment and improved health statistics; reduced prevalence of non-communicable diseases and sexually transmitted infections, through more effective preventative and public health programs; improving maternal and child health outcomes, by addressing child nutrition and improving access to and quality of ante and post natal care. The initiative has helped Nauru achieve: 95% child immunization coverage for key vaccines including tuberculosis, measles, hepatitis B and polio; and by 2010, infant mortality rates had almost halved from 40 per 1,000 live births to 24 per 1,000 live births. The total value of this initiative is $19.6 million over 7 years, starting 2009-10.

Enhancing human development th...rough improving health service delivery is a strategic priority of Australia's Solomon Islands Aid Investment Plan 2015-16 to 2018-19. Funding under this proposal supports the Health Sector Support Program - Phase 3 which continues Australia's long-term commitment to strengthen health systems and improve outcomes through a Sector Wide Approach (SWAp) which commenced in 2008. The SWAp and partnership support the Solomon Islands Government to provide quality health services for all people in the Solomon Islands through its own National Health Strategic Plan (2016-2020). The SWAp emphasises the importance of partnership, mutual respect, mutual responsibility and the underlying principles of aid effectiveness. The total value of this initiative is $66.0 million over 4 years, starting 2016-17.

The Afghanistan Reconstruction... Trust Fund (ARTF), managed by the World Bank, is the primary multi-donor mechanism for development assistance in Afghanistan, and assists the Afghan Government to deliver essential programs in areas such as education, health, rural development and microfinance. Funding to ARTF supports many varied activities to deliver programs in the above mentioned areas. Three priority programs supported by ARTF are: (1) National Solidarity Program (NSP) which helps to build the capacity of local communities to identify and manage their own development projects, including water and sanitation services; (2) Education Quality Improvement Program (EQUIP) which promotes quality and access to national education programs, prioritising female teachers and students; and (3) Basic Package of Health Services (BPHS). This program focuses on improving maternal and child health in all 34 Afghan provinces. The total value of this initiative is $312.6 million over 9 years, starting 2008-09.

The Australian Volunteers for ...International Development (AVID) program was launched by the Australian Government in May 2011. It was aimed at bringing together four separate and unaligned volunteer programs under a single Australian Government banner with unified program goal and objectives. The goal of the program is to contribute to sustainable economic growth and poverty reduction and advance Australia's reputation and relationships in partner countries. AVID programme makes a considerable contribution to the achievement of the Government's public diplomacy objectives. Volunteers promote a positive perception of Australia in the region, and promote a positive perception of the aid program domestically. AVID also contributes to development outcomes and links the Australian community with people and organisations in developing countries. The AVID programme seeks to: build understanding of Australia's international role and commitment to integration with the Indo-Pacific region; increase the number of volunteers working to improve the economic livelihoods of people in developing countries; and develop volunteer assignments in priority areas of governance, health, social infrastructure and services and education. Funding under this initiative assists Scope Global's ongoing costs for implementation of the AVID program including volunteer allowance, recruitment, travel, insurance, management and other associated administrative costs. The total value of this investment is $147.8 million over 7 years, starting 2011-12.

The Direct Aid Program (DAP) i...s a small-grants scheme administered by the Department of Foreign Affairs & Trade (DFAT) through Australia's diplomatic posts in developing countries. DAP's objective is to advance developmental outcomes in ODA-eligible countries with projects primarily focussed on practical and tangible results. It supports Australia's wider foreign and trade policy interests and public diplomacy objectives. The total value of this multi-country initiative is $22 million expensed over the 2016-17 financial year.
