The Afghanistan Health Service...s Program, delivered by the Afghan Red Crescent Society (ARCS) in partnership with the International Federation of the Red Cross (IFRC) builds on AusAID's funding for the Australian Red Cross which supported the Afghanistan Health and Care Program from 2009 to 2010. The focus of the program for 2011 to 2015 is on improving maternal, newborn and child health indicators and contributing to Millennium Development Goals four and five, through: the provision of community health education; improved access and quality of health services; and improved quality of health service infrastructure. It is a national program, spanning 34 provinces, with a focus on the most vulnerable provinces in northern Afghanistan. The total value of this initiative is $6.8 million over 4 years, starting 2010-11.

The Strategic Partnership Arra...ngement with BRAC (initially the Bangladesh Rural Advancement Committee, but now simply BRAC) is an innovative approach to delivering aid through NGOs. It is a trilateral arrangement between the Department for International Development (DFID), AusAID and BRAC. It allows BRAC to decide how to allocate pooled funds from development partners for its programs delivering basic health and education services and livelihoods assistance building resilience amongst the poorest and most marginalised communities, in particular women and children. Expected outcomes of this initiative include: lifting over 66,000 women and their families out of extreme poverty; education 122,000 children through 5 years of primary school; providing contraceptive services to around 550,000 couples; ensuring 494,000 women are attended by skilled attendants when they deliver their babies; and vaccination of more than 130,000 children under the age of 1 year. Funding under this initiative ...supports the Tibet Health Capacity Building Program (THCBP) in the Tibet Autonomous Region (Tibet) which aims to improve the health of the people of Tibet by providing more efficient and better quality health service delivery. The program has two components: health human resource management – to improve human resource management practices at the strategic & operational levels; and technical and clinical practices -- to improve technical & clinical practices of the workforce in pilot sites. The program will help Tibet health officials make more effective use of staff and improve clinical and technical skills. In response to low teaching capacity in health, the program will improve the training skills of both the health institutions and their experienced health staff. Expected outcomes include: services planned and delivered on time, and resource allocation will reflect health needs and the relative burden of disease (factors contributing to morbidity and mortality); appropriately skilled staff will be providing services; services will incorporate agreed standards; better health outcomes for patients will be reflected in reduced case fatality rates; and HR policies will have improved service delivery and access through staff distribution, performance and training. The total value of this initiative is $7.5 million over five years, starting 2011-12.

Funding under this initiative ...will provide support to the Fiji National University (FNU) College of Medicine, Nursing & Health Sciences (formerly known as the Fiji School of Medicine (FSMed) to implement its 2012-2016 Strategic Plan. The plan focuses on enhancing FSMed's capacity to: collaborate with other institutions and respond to health research and training needs in the Pacific; improve training programs to address non-communicable diseases epidemic; developing health information systems; improving maternal and child health interventions; improve access to trained medical specialists; provide evidence-based health research to guide policy and decision making; and improve leadership in health and wellness across the Pacific region. In 2015/16, DFAT's support will assist FNU CMNHS to strengthen its postgraduate training programs, collaboration with other Pacific training institutions to map health and medical education courses and identify areas of standardisation and pathways to undertaking postgraduate training programs at FNU CMNHS, and supporting internship training programs in Kiribati and other countries in the region. The total value of this initiative is $7.5 million over 6 years, starting 2011-12.

Funding under this initiative ...supports a program for development assistance in the health sector in Fiji, targeting millennium Development Goals for maternal and child health, and non-communicable diseases, specifically: the institutionalisation of a 'safe motherhood' program to address critical issues regarding 'safe motherhood', improving staff skills in antenatal and post-natal care and the upgrade and refurbishment of 8 rural hospitals to meet World Health Organisations baby safe' standards; institutionalisation of a 'healthy child' program to support immunisation and provide essential neonatal equipment for improved paediatric care in rural hospitals and district health centres and around 500 health workers in primary and secondary health care services will be trained in 'Integrated Management of Childhood Illnesses to target common peri-natal causes of child mortality and support to immunisation services; improve prevention and management of diabetes and hypertension by providing 1000 health workers trained in the management and prevention of diabetes and hypertension and improved services and treatment facilities to reduce prevalence of diabetes; strengthen village/community health workers as the first point of contact with the health system for people at community level; and support decentralised service delivery, through health information, monitoring and evaluation, strategic and operational planning and research. The total value of this initiative is $26.0 million over 3 years, starting 2010-11.

The Australia Indonesia Progra...m for Health Systems Strengthening (AIPHSS) provides support to the Indonesian Ministry of Health to improve health services to the poor. The program will focus on up to 20 districts in eastern Indonesia, which are among the poorest in Indonesia, and that currently have limited and poor quality health services. The program will work with local governments to ensure health centres are staffed with qualified nurses and midwives and are adequately funded so the poor receive quality free health care. It is estimated that this program will directly benefit up to three million poor and vulnerable women and children. The total value of this initiative is $50.0 million over 5 years, starting 2011-12.

AusAID support will result in ...achieving five outputs (end-of-project outcomes):
Output 1: The Ministry of Health uses evidence-based data and up-to-date information to make national-level policy decisions on health financing and health human resources to improve access to and the quality of primary health care for the poor and the near-poor.
Output 2: Health offices in 20 districts in five provinces implement health financing and human health resources policies and programs more effectively and efficiently to improve access to and the quality of primary health care for the poor and the near-poor.
Output 3: Selected primary health centres (Puskesmas) and village health posts (Poskesdes) in 20 districts in five provinces have empowered and qualified health workers and sufficient resources to deliver quality, free primary health care services and referral for the poor and the near-poor (Puskesmas achieve Poned status, that is, the management of basic emergency obstetric neonatal care).
Output 4: The Center for Health Workforce Education and Training (Pusdiklatnakes) ensures that selected government health polytechnics (Poltekkes) run accredited nursing and midwifery study programs (Program Studi Kabidanan Perawat (Prodi)) to produce qualified nurses and midwives for the selected primary health care and village health posts.
Output 5: Universities, research institutes and civil society organisations are able to deliver evidence-based data, advocate for health financing and human resources for health with the central and local policy-makers, and provide technical assistance and training to districts and Puskesmas to increase health access for the poor and the near-poor.

In 2015/16, DFAT's support will assist FNU CMNHS to strengthen its postgraduate training programs, collaboration with other Pacific training institutions to map health and medical education courses and identify areas of standardisation and pathways to undertaking postgraduate training programs at FNU CMNHS, and supporting internship training programs in Kiribati and other countries in the region. The total value of this initiative is $7.5 million over 6 years, starting 2011-12.

The initiative has helped Nauru achieve: 95% child immunization coverage for key vaccines including tuberculosis, measles, hepatitis B and polio; and by 2010, infant mortality rates had almost halved from 40 per 1,000 live births to 24 per 1,000 live births. The total value of this initiative is $19.6 million over 7 years, starting 2009-10.

Funding under this initiative ...will provide support to the Fiji National University (FNU) College of Medicine, Nursing & Health Sciences (formerly known as the Fiji School of Medicine (FSMed) to implement its 2012-2016 Strategic Plan. The plan focuses on enhancing FSMed's capacity to: collaborate with other institutions and respond to health research and training needs in the Pacific; improve training programs to address non-communicable diseases epidemic; developing health information systems; improving maternal and child health interventions; improve access to trained medical specialists; provide evidence-based health research to guide policy and decision making; and improve leadership in health and wellness across the Pacific region. In 2015/16, DFAT's support will assist FNU CMNHS to strengthen its postgraduate training programs, collaboration with other Pacific training institutions to map health and medical education courses and identify areas of standardisation and pathways to undertaking postgraduate training programs at FNU CMNHS, and supporting internship training programs in Kiribati and other countries in the region. The total value of this initiative is $7.5 million over 6 years, starting 2011-12.

Funding under this initiative ...supports improving Maternal Health Care in Papua New Guinea (PNG): Capacity Building in Midwifery Education and Practice through the World Health Organisation (WHO) office in PNG. It also provides support by co-funding the Rural Primary Health Services Delivery Project (RPHSDP) with the Asia Development Bank (ADB). The outcomes of the support provided to the WHO office are to improve the quality of midwifery training at four training sites and increase quantity and quality of obstetric and gynaecology service delivery in two regions of PNG, while the RPHSDP will focus on strengthening rural primary health care services in 16 districts in eight provinces, benefiting approximately 1.2 million people. The total value of this initiative is $66.7 million over 6 years, starting 2010-11.

The Church Partnership Program... (CPP) Phase 2 supports seven Australian faith-based Non-Government Organisations (ANGOs) and their Papua New Guinea (PNG) church partners to work together to better deliver services and conduct development activities in communities around PNG. CPP Phase 2 will continue the effective work of Phase 1 of the program ($33.4 million from 2004 to 2010) and will improve upon it. Phase 1 helped participating churches increase their individual and combined organisations capacities in a number of health and education activities in communities across PNG. Phase 2 incorporates recent review recommendations to move to a more cohesive approach through an increased focus on coordination among PNG churches, improved gender equality efforts, better coordination with the Government of PNG (GoPNG). The priorities of all churches are set out in a mix of Annual and Multi Year Activity Plans which align with the following goals: Improvements in education, health, peace building and reconciliation, community development, governance, organisational management and advocacy and engagement with GoPNG. The total value of this initiative is $50.0 million over 6 financial years, starting 2010-11.

The Health Capacity Developmen...t and Service Delivery initiative is a jointly agreed strategy between Australia and Papua New Guinea (PNG) to deliver better health (including HIV and AIDS ) and education outcomes by: investing more at the sub-national level where service delivery responsibility is concentrated, and engage more directly with lower levels of government, NGOs, churches and the private sector; working less through advisers and more through financing of services and delivery of infrastructure and essential drugs, including strengthening PNG systems to deliver these services; and promoting greater coherence across our entire program by ensuring our sector programs are working towards common outcomes and by measuring and reporting on these for the program as a whole. Expected outcomes from this initiative include: increased percentage of one year old children nationally vaccinated with 3 doses of pentavalent vaccine from 51 per cent in 2010 to 80 per cent and measles vaccinations from 50 per cent in 2010 to 80 per by 2015; increase the percentage of deliveries supervised by a trained nurse, midwife or doctor from 40 per cent in 2010 to 44 per cent in 2015; increase the percentage of HIV positive pregnant women who receive antiretroviral drugs to prevent transmission from 3.4 per cent in 2008 to 80 per cent by 2015; increase condom use by males and females at high risk from 40 per cent to 60 per cent; and increase the availability of essential medical supplies. The total value of this initiative is $235.0 million over four years, starting 2011-12.

The Health Service Provision F...acility initiative aims to strengthen the health sector in Papua New Guinea (PNG) as a result of the PNG and Australia Partnership for Development (P4D) 2008 between the Government of Australia and the Government of PNG (GoPNG) which agrees to achieve improved development outcomes and sustainable improvements in the quality of life of all Papua New Guineans. In June 2010 the two governments signed a health schedule to the partnership which aims to bring improved primary health care services to almost 90% of PNG citizens who live in rural areas. In December 2010 a new direction for the Australian Aid Program in PNG was approved with a specific focus on service delivery. With this new direction AusAID revised its approach to the health sector to focus on five key areas we believe are the best opportunities to support PNG to deliver better outcomes. The five key areas supporting PNG to: 1) procure and distribute drugs and medical supplies including for improved obstetric care; 2) provide basic health infrastructure; 3) improve health financing, including ensuring funding reaches health centres; 4) strengthening the health workforce, including training more doctors, midwives and nurses; and 5) mobilise the community to positively influence health seeking behaviour. The funding of this initiative supports the GoPNG achieve the goals listed above. The total value of this initiative is $78.4 million over 4 years, starting 2010-11.
