The World Bank Pacific Facilit...y IV (PF4) multi-donor trust fund aims to assist in shaping and accelerating economic growth and poverty reduction in the Pacific region by increasing access to the World Bank's (the Bank) resources and expertise. PF4 objectives aim to support the drivers of growth including, infrastructure development, telecommunications, private sector, aviation safety, community services, electricity, fisheries management, access to finance, participation by women, health and education. The PF4 is designed to support implementation of flexible earmarked projects aligned with Australian Government policy. Health is an important priorit...y to both Vanuatu and Australia in the National Sustainable Development Plan (NSDP) and the Australia-Vanuatu Aid Partnership Arrangement 2016-19. The investment is designed as a long term fifteen year program. This is the first three year phase. The goal of this investment is for effective delivery of the health components of the NSDP and commitment to health services demanded at national, provincial and local levels by a healthy, secure and productive population. The program has two equally important and mutually reinforcing end of program outcomes : I. Ministry of Health senior staff lead continuous improvement and strengthened accountability of the Vanuatu health sector II. Ministry of Health corporate services, public health and clinic services staff increase delivery of equitable, accessible and better quality essential health services. The program will provide small grants of between $30,000 and $60,000, in three annual grant rounds, to Australian organisations who are not currently partnering with DFAT to expand or enhance their international development work in the Indo-Pacific region, including through new projects. Friendship Grant recipients are also required to provide a 20 per cent contribution to the activity, either in-kind or financially.

Kiribati faces a number of dev...elopment challenges including: highest number (68%) of Violence Against Women cases out of 9 other Pacific countries conducting the same study, 70% of Tuberculosis cases are in South Tarawa, increases in infant mortality rate as a result of pneumonia, diarrhoea and malnutrition, South Tarawa suffers from severe overcrowding. The Aid Investment Priority and Aid Partnership Arrangement aims to address these issues through delivering assistance that focuses on reducing the spread of communicable diseases, youth crime, alcohol consumption and domestic violence. The Kiribati Health program is identified as a key priority under new Aid Investment Plan (AIP) and Aid Partnership Arrangement and will support ongoing strategic support to the health sector in addressing high burden communicable diseases (tuberculosis, leprosy and Hepatitis B), health system strengthening and preparing and responding to health threats.
