The United Nations Relief and ...Works Agency for Palestine Refugees in the Near East (UNRWA) has been providing health care for Palestine refugees in the Near East for over 6 decades. Today, UNRWA's network of 65 primary health care facilities and mobile clinics provides the foundation of its health assistance to a rapidly growing population of 2.3 Million Palestine refugees in the West Bank and Gaza, offering preventive, basic and advanced medical care services tailored to each stage of life (i.e. family planning, medical checkups and vaccination, providing midday meals to children, treatments and management of non-communicable diseases, in addition to prenatal, perinatal and post natal follow up and infant care).

The project aims to strengthen... a public health clinic with two additional staff and improve material equipment as well. In addition to treating more patients in the clinic, home health care is provided specifically for people with disabilities. By working with physicians from other Nepalese hospitals, the staff in this peripheral health center will be strengthened and continuously trained. Urgently needed pre- and postnatal examinations, obstetrics, nutrition monitoring and family planning information will be increasingly available through the project. The medical equipment will be improved by the acquisition of new examination equipment. Overall, the number of people cared for in the clinic should increase from the current 200 to 500 monthly.

Background: The ARTF is a mul...ti -donor trust fund supported by 33 donors and administered by the World Bank. The Government of Afghanistan is a key player in the ARTF – all funds are channeled through government systems with ministries and government agencies responsible for implementing all projects.The trust fund modality provides funding predictability for the Government of Afghanistan within a robust fiduciary and monitoring framework. The ARTF also provides a coordination and dialogue mechanism and a platform for policy dialogue on key reforms with the Government.The ARTF provides financing for key national priority programs (NPPs). It finances the civilian operating budget support. Through the Incentive Program. the ARTF supports a reform agenda led by Ministry of Finance, delivering key policy and economic reforms in support of fiscal sustainability. The ARTF remains the vehicle of choice for pooled funding, with low overhead/transaction costs, excellent transparency and high accountability, and provides a well -functioning arena for policy debate and consensus creation . (ARTF External Evaluation Report 2012: ARTF at a Cross -Roads; History and Future) - General objective: The development objective of the project is to increase the access to and use of legal services. The project seeks to help implement the Government's National Priority Program, mitigate the impact of the Transition, put the system on a sustainable path for long term results and improve service delivery. It will focus on achieving this through improvements to the scope and quality of legal services and to the productivity and accountability of legal service providers. - Specific objective: The Justice Service Delivery Project (JSDP) II is an $85.5 million, 5 -year investment operation funded by the ARTF. JSDP will assist the Government in the implementation of the National Priority Program (NPP) in the justice sector, the 'National Program for Law and Justice for All'. The project supports the Supreme Court, the Ministry of Justice and the Attorney General s Office in balancing the demand for and supply of core legal services, and in increasing the productivity of legal service providers. The project aims to encourage specialization and close collaboration between various service providers; to align the structures, processes and capacity of justice institutions to the needs of users; and to improve access to legal information for legal professionals, justice institutions and the public. The project builds on and expands reforms which were supported by the $27.75 million, Phase I Justice Sector Reform Project which closed on December 31, 2011. - Results: see website and project document -

Background: This project is b...eing developed to strengthen country adolescent immunisation programmes and health systems in the African Region using HPV vaccine as a case study, with an overall objective of promoting successful and effective introduction of HPV vaccine to improve both country and regional capacity. The project recognises that although not all countries in the world have strong and functional vaccination for adolescents in their national routine immunisation schedules, the African region is the worst performing. In addition, recent survey by UNICEF and WHO revealed that most countries with a school-based immunisation approach deliver TT (tetanus)-containing vaccines, and (less) polio and measles-containing vaccines. Among developing countries, very few countries have functional adolescent vaccination programmes. Practically all vaccinations given are boosters (the majority being tetanus and diphtheria) as opposed to primary series, and catch-up vaccination is mostly neglected. Where adolescent vaccination programme is existent, the coverage data for this age group is often unknown. We believe that the spin-offs of this project would be to:a) revitalise school-based health programmes which have now collapsed in the African region;b) strengthen school-based health programmes as delivery platforms of adolescent immunisation services and other health intervention packages in the African region; andc) lay the platform for future adolescent vaccination programmes such as HIV vaccination when the vaccine becomes available.d) establish a network that will stimulate interest and promote incorporation of the HPV vaccine into national immunisation programmes. -

Background: Le programme d'app...ui au secteur de la santé vise à contribuer au développement d'une véritable approche sectorielle du domaine de la santé en apportant un appui systémique holistique et intégré à la pyramide sanitaire et en intervenant de façon simultanée sur l'offre et la demande. - General Purpose: Contribuer à l'amélioration de la performance du système de santé du Bénin - Specific Purpose : Augmenter l'accessibilité des populations à des soins de santé de qualité, grâce à un appui aux fonctions régaliennes du MS en vue d'une efficience accrue des structures périphériques (en particulier celle des zones sanitaires sélectionnées dans l'Atacora Donga et le Monocouffo). - Results: Cinq résultats à atteindre ont été définis :- R1 : L'offre globale de soins de santé de qualité est renforcée dans les départements et zones sanitaires appuyés. - R2 : La disponibilité de personnel compétent et motivé au niveau des zones de santé est améliorée. - R3 : Une stratégie cohérente et concertée en appui à la mise en œuvre du Régime d'Assurance Maladie Universelle (RAMU) est développée. - R4 : La fonctionnalité et l'efficacité du système d'investissement et de maintenance des équipements et des infrastructures sont améliorées. - R5 : Les capacités de coordination, de planification et de suivi-évaluation du PNDS sont renforcées, dans le cadre d'un processus participatif, déconcentré et décentralisé.

Background: L'association a v...u le jour en 1981 au sein de la Faculté agronomique de l'Université de Louvain, sous l'appellation« ADRAI », qui deviendra rapidement l'« Association pour le Développement par la Recherche et l'Action Intégrées »(ADRAI). Ses activités se sont par la suite progressivement développées et diversifiées, en s'ouvrant à d'autresdisciplines telles que la santé. En 1997 se crée une asbl faîtière dénommée « Louvain Développement », groupant sixasbl proches de l'Université de Louvain : ADRAI, FOMULAC, CMT, SCMTM, Grands Lacs, Medevuc. Cette association estreconnue par la DGCD en tant que consortium, avec l'ADRAI comme ONG leader qui en assure le secrétariatopérationnel. Un premier programme est subsidié par la coopération belge pour la période 1998 -2002. En 1999, desbureaux de coordination se mettent en place en Afrique de l'Ouest (Cotonou -Bénin), en Afrique Centrale (Bukavu -RDC)et en Amérique Andine (La Paz -Bolivie). En 2000, l'ADRAI et Louvain Développement « fusionnent » et de nouveauxstatuts sont adoptés. Les associations membres du consortium deviennent des personnes morales au sein del'Assemblée Générale de Louvain Développement et siègent à côté des personnes physiques qui composaientl'Assemblée Générale de l'ADRAI. De nouveaux représentants sont élus. En 2001, le Conseil d'Administration de l'UCLreconnaît LD comme étant l'ONG de développement de l'université. En 2003, le personnel et les activités de laFOMULAC sont intégrés au sein de LD.En 2003, un second programme de cinq années est agréé par la coopération belge. C'est effectivement dans ceprogramme que LD introduit pour la première fois des actions d'Education au Développement. Il s'accompagne d'unereconnaissance des bureaux de coordination, qui bénéficient de budgets pour leur fonctionnement. Une concentrationgéographique accrue est opérée avec le retrait de plusieurs pays : Zimbabwe, Burkina -Faso, Brésil (2004) et Maroc(2005). Le nombre de coopérants diminue fortement, grâce aux gains d'efficience liés à la concentration. Entre 2003 et2007, le portefeuille d'activités de LD connaît une forte croissance, avec une diversification des bailleurs publics. Unservice de communication et de recherche de fonds est créé en 2003, avec des modalités de mise en place biendistinctes de l'ED. En outre, les activités et le personnel de l'asbl GENAGRO – association qui avait pour vocation deproduire des outils didactiques sur supports audiovisuels en phytotechnie tropicale et subtropicale – sont transférés àLD pour créer la cellule d'Appui à la Formation et au Développement (AFD). Spécialisée dans les technologies del'information, de la formation et de la communication, la cellule AFD, tout en gardant un lien avec la facultéd'agronomie, développe davantage ses compétences pour les mettre au service des populations du Sud. Background: Memisa n'a pas d'...interventions au Bénin jusqu'à présent.Origines de l'intervention et du partenariat :La Fondation Hubi et Vinciane (FHV), qui a signé un accord de siège avec le Bénin, oeuvre au Bénin depuis denombreuses années. Depuis sa création, la Fondation Hubi et Vinciane a supporté l'Hôpital de Papané par ses propresmoyens tout en recherchant des appuis complémentaires d'autres partenaires aussi bien publics que privés. Ceci aconduit à la création d'un partenariat avec le gouvernement Belge à travers l'ONG CDI -Bwamanda -Belgique depuis1998. L ONG CDI/BWAMANDA est une ONG belge essentiellement active en RDC et elle n est pas présente comme telleau Bénin.Ainsi ont eu lieu le Plan de relance exécuté à l'hôpital de Papané de 1998 à 2002, le Projet de développement des deuxhôpitaux des zones de Tchaourou et N'Dali exécuté de 2003 à 2007 et le dernier Programme 2010 -2013 d'appui auxhôpitaux St Martin de Papané et St Jean de Dieu de Boko en cours ayant comme objectif de garantir l'accès aux soins desanté de qualité dans les deux Hôpitaux de Zone.La FHV s'est rapprochée depuis 2011 de MEMISA (BE) à cause de sa technicité spécifique de coopération médicale à lapériphérie du système de santé. En 2012 a été scellée une collaboration pour la mise en oeuvre et le cofinancement duprogramme objet du présent document, MEMISA agissant en remplacement de CDI/BWAMANDA (avec l'accord de cedernier). MEMISA, de par certains de ses collaborateurs, connaît très bien le Bénin et les hôpitaux de St Martin dePapané et St Jean de Dieu de Boko, qui avaient reçu un appui dès leur création par l'archidiocèse de Parakou de la partde MEMISA (NL). - General objective: Le renforcement du système de santé périphérique au Bénin dans le contexte de la lutte contre lapauvreté - Specific objective: Appuyer le Développement des Zones sanitaires de Parakou -N'Dali et de Tchaourou, et desHôpitaux de zone St Jean de Dieu de Boko et St Martin de Papané - Results: Résultat 1 - La gouvernance et la gestion des ressources du secteur, le partenariat pour la santé et ledéveloppement de véritables systèmes de santé locaux cohérents sont renforcés ; Résultat 2 - La qualité des soins offerts est améliorée et la gestion des ressources humaines en particulier estappuyée ( l offre ) ; Résultat 3 - L accessibilité et l'acceptabilité des soins telles que perçues par la population sont améliorées ( lademande ). -
